As one of the world’s largest insurance companies and with a 100-year history, it makes sense that AIG would offer travel insurance. AIG’s travel insurance program, called Travel Guard, provides a number of coverage options to offer peace of mind on your trips.

Travel insurance helps you get some money back if anything goes wrong on your trip. If you’re thinking about buying coverage for an upcoming trip, first look into the coverage you may get from your travel credit cards . Many basic protections are offered on cards that you may already have.

Importantly, if you catch COVID-19 before or during your trip, you will be covered under Travel Guard’s trip cancellation benefit. If you become sick with COVID-19 during the trip, the medical expenses and trip interruption benefits will kick in. However, Travel Guard considers COVID-19 a foreseen event and as a result, certain other coronavirus-related losses may not be covered. Given the constantly evolving travel environment, review the Travel Guard’s coronavirus coverage policies so that you’re award of what is and isn’t covered.

Here’s what you need to know about AIG's Travel Guard insurance plans.

AIG travel insurance’s Travel Guard plans cover you if you need to cancel (or interrupt) your trip due to illness, injury or death of a family member. Inclement weather that causes a trip delay or cancellation is covered by all Travel Guard policies as well.

Travel Guard offers three main AIG travel insurance plans, plus a host of add-on options. Here are the most essential benefits:

Travel Guard Essential - The most basic level of coverage

Covers 100% of the cost of your trip if it gets canceled or interrupted due to illness.

Includes a $100 per day reimbursement for any delays in your trip (max $500 total).

Covers up to $15,000 in medical expenses ($500 dental), plus a $150,000 maximum for emergency medical evacuation.

Covers up to $750 in compensation for stolen luggage and a maximum of $200 if your bags get delayed by more than 24 hours.

Travel Guard Preferred - This midlevel plan gives many of the same basic coverages as the Essential, but at higher levels.

Trip cancellation pays out at 100%. If your trip gets interrupted, you’ll get 150% of the cost of the trip.

Trips delayed by more than five hours will get you up to $800 ($200/day).

You’ll be covered up to $50,000 for medical expenses ($500 dental) and up to $500,000 for emergency evacuation.

This plan offers $1,000 for lost or stolen bags and $300 for baggage delays longer than 12 hours.

Travel Guard Deluxe - The biggest benefits can be found in this highest level plan.

Like the Preferred, you’ll get 100% coverage for trip cancellation and 150% of the cost of your insured trip in the event of a trip interruption.

Up to $1,000 ($200/day) for a trip delay of five hours or more.

Up to $100,000 for medical expenses ($500 dental), $1,000,000 for emergency evacuation and $100,000 in coverage for a flight accident.

Coverage for lost or stolen bags jumps up to $2,500 and $500 for baggage delay of more than 12 hours.

A long list of "Travel Inconvenience Benefits" are also included (such as runway delays, closed attractions, diversions, etc.)

This plan also offers roadside assistance coverage for the duration of your trip, which isn't included in the other two plans.

Travel Guard’s website is simple to navigate and provides instant quotes that clearly spell out what's covered. You’ll need to enter basic information about the trip you want coverage for, including:

Destination.

How you’re getting there (airplane, cruise or other).

Travel dates.

Your home state.

Date of birth.

How much you paid for the trip.

The date when you paid for the trip.

Once you answer the questions, you’ll instantly get price quotes for different options of insurance for your trip. Each column clearly shows what’s covered for all options in a long list, so you can quickly compare.

This example shows options based on a two-week $5,000 trip to Spain for someone who is 40 years old. In this case, the mid-tier plan costs about 6% of the total trip cost.

It’s also important to know that plan offerings change based on what state you live in; not all states are covered.

If you purchase a Travel Guard plan and need to file a claim, you can do it on their website or by calling (866) 478-8222. You can also track the status of the payment of your claim on the site.

If you’re planning multiple trips that you would like covered, look at Travel Guard’s Annual Travel Insurance Plan. This 12-month option covers multiple trips and could save you money over insuring each trip separately.

Another option is the "Pack and Go" plan, which is a good choice if you’re going on a last-minute getaway and don’t need trip cancellation protection.

There are also options to add rental vehicle damage coverage, Cancel For Any Reason coverage, and medical and security bundles to the plans. You’ll be able to select these add-ons when you’re purchasing a policy.

While the Essential, Preferred and Deluxe plans all offer varying degrees of coverage for your trip, there are some things that won’t be covered by any of the plans. Here are a few highlights of things that aren't included; you’ll find full lists on each policy:

Coverage for trips paid for with frequent flyer miles or loyalty rewards programs: Travel Guard will only protect the trips you pay for with cash. If you’re redeeming your points for that bucket list trip, unfortunately, you won’t qualify for coverage. However, the cost of redepositing miles back into your account is covered.

Baggage loss for eyeglasses, contact lenses, hearing aids or false teeth: These items should be kept with you in your carry-on as a general rule, since a Travel Guard policy won’t cover them.

Known events: If you knowingly book a trip with some inherent risks, it won’t be covered. For example, once the National Weather Service issues a warning for a hurricane, it becomes a known event. Once COVID-19 became a pandemic, it was categorized as a foreseeable event and was no longer covered. You can cancel the policy you purchase up to 15 days prior to your trip to receive a refund for the premium paid.

Many trips may be sufficiently covered by your credit card benefits, but you should do research to see which cards provide the best options (and remember to use that card to book the trip).

However, if you’re planning major international travel or embarking on a big cruise trip, Travel Guard's Preferred and Deluxe plans may offer better coverage than your credit card. Overall, Travel Guard plans offer a variety of coverage options with an easy-to-navigate website that could be a good fit for your next trip.

If you need to cancel your trip for a covered reason (e.g., unforeseen sickness or injury of you or your family member, required work, victim of a crime, inclement weather, financial default of travel supplier, etc.) you will be covered. The Cancel For Any Reason optional upgrade is available on certain Travel Guard plans. Travel Guard’s CFAR add-on allows you to cancel a trip for any reason whatsoever and get 50%-75% of your nonrefundable deposit back as long as the trip is canceled at least two days prior to the scheduled departure date.

Marketed under Travel Guard, the company offers travel insurance solutions and travel-related services, including medical and security services, marketed to both leisure and business travelers around the globe.

If you have purchased a trip insurance plan in the past, it may have been provided by AIG Travel without you even knowing it: the company also creates custom policies for several smaller insurance brokers, airlines and even travel groups. Is AIG Travel the right company for your trip?

For customer service, AIG Travel is highly rated on three major travel insurance marketplaces online. With more than 400 reviews, AIG Travel has a five-star rating from TravelInsurance.com , with a 98 percent recommendation rate. Customers of InsureMyTrip.com give the company 4.56 stars (out of five). Although Squaremouth.com no longer offers AIG Travel policies anymore, previous customers gave the company 4.46 stars (out of five), with less than one percent negative reviews. 

What Travel Insurance Does AIG Travel Offer?

AIG Travel offers four plans for consumers, based on their needs and travel plans: Basic, Silver, Gold, and Platinum. Although the Basic plan is not available direct through AIG Travel, it can be purchased through marketplaces like TravelInsurance.com. All travel insurance plans include travel medical assistance, worldwide travel assistance, LiveTravel® Emergency Assistance, and personal security assistance, but only take effect when travelers are at least 100 miles away from home.

  • Travel Guard Basic: Travel Guard Basic is the lowest level of coverage available through AIG Travel Guard, with the smallest benefits for trip cancellation , trip interruption , and trip delay. The basic plan includes an optional rental car damage policy for an additional price but does not include options for a pre-existing medical condition exclusion waiver or accidental death and dismemberment.   • Travel Guard Silver : Travel Guard Silver is the lowest level of coverage available directly through AIG Travel Guard. Described as “savvy coverage that helps give you peace of mind on a budget,” Travel Guard Silver offers more generous benefits for baggage delay and baggage loss ($750; $50 deductible) and accident sickness medical expenses ($15,000; $50 deductible). This plan also offers optional coverage for pre-existing medical condition exclusion waivers, trip cancellation or interruption due to financial default and additional flight coverage.   • Travel Guard Gold : The most popular plan offered by AIG Travel Guard, Travel Guard Gold balances insurance costs with benefits. The Gold plan offers more money for trip interruption (150 percent, up to $150,000 maximum), return airfare due to trip interruption (the greater of $750 or 150 percent of the trip cost) and trip delay coverage ($150 per day maximum, up to $750 total). This plan also introduces several additional benefits, including baggage and travel document loss (up to $1,000), baggage delay ($300) and missed connection coverage (up to $250). When purchasing within 15 days of the initial trip payment, travelers may also be covered for pre-existing condition waivers, trip cancellation or interruption due to financial default and primary coverage for accident sickness medical expenses. Optional coverage levels include Cancel for Any Reason insurance (up to 50 percent of insured trip costs), car rental collision coverage and upgrades for medical expense and emergency evacuation coverage. What Won't AIG Travel Cover?

While AIG Travel offers plans to cover many common travel issues, they will not necessarily cover everything. Excluded situations include:

  • Self-inflicted injuries: If you are in crisis while traveling, there are ways to get help anywhere around the world. Note that mental health care may not be covered by your travel insurance plan .
  • Pregnancy or childbirth: In many situations, pregnancy or childbirth are not covered under AIG Travel plans.
  • Dangerous activities: Planning on mountaineering, going motor racing, or participating in a professional-level athletic event? All of these situations are not covered under AIG Travel plans.
  • Baggage loss for items seized by governments or customs officials: Before you return home, be sure to understand what may (or may not) be allowed in your home country. If you believe your items were stolen by customs or Transportation Security Administration officials , there is a separate protocol for reporting those losses.
  • Baggage loss for eyeglasses, sunglasses, or hearing aids: Loss or replacement of prescription vision wear is not covered by AIG Travel.

How Do I File a Claim With AIG Travel?

Travelers who purchased an AIG Travel plan in the United States can start their claims online . After starting an account online, travelers can file claims for the most common situations, including trip cancellation, baggage loss, and trip delay. Policyholders can also find documentation requirements online , as well as receive updates online. Those who have questions about their policies or claims can call AIG Travel direct at +1-866-478-8222.

The online claims tool is only available for American travelers who purchased their travel insurance plans in the United States. All other travelers should contact AIG Travel directly via their provided telephone number to start the claims process.

Who Is AIG Travel Best For?

At the Basic and Silver levels, AIG Travel is a very basic-level travel insurance plan that may cover those who do not already have trip coverage through a credit card or otherwise have access to a trip insurance plan. Before considering either of these AIG Travel plans, be sure to check that you don't already have coverage through the credit card used to pay for your trip.

If you are planning a major international trip, or are going on a big trip aboard a cruise line, AIG Travel Gold and Platinum may offer better coverage than a credit card. What are the key benefits of Travel Guard Direct’s COVID-19 coverage?

Travel Guard Direct offers COVID-19 coverage, depending on the type of plan purchased.  A summary of the key benefits by plan types are listed below. Please refer to the policy wording for full details. 

Return Per-Trip and Annual Multi-Trip policies

  • Up to S$250,000 for medical expenses incurred overseas, emergency medical evacuation and repatriation
  • Up to S$7,500 for travel cancellation or up to S$1,500 for travel postponement
  • Up to S$7,500 for travel curtailment
  • S$100 daily cash allowance for out-of-country COVID-19 diagnosis quarantine allowance, capped at 14 consecutive days

One-Way Per-Trip policies

Do I need to be fully vaccinated to be eligible for Travel Guard Direct?

You do not need to be fully vaccinated to purchase Travel Guard Direct. However, do note that the country that you are travelling to (including any transit countries) may have specific prevailing entry requirements, including a requirement for you to be vaccinated before embarking on your trip.  Please click here  for relevant travel information regarding your travel destination(s). Please note also that Travel Guard Direct will not provide any cover if you are refused entry to any location because you do not meet the location’s entry requirements.

Is a COVID-19 swab test required before purchasing Travel Guard Direct?

You do not need to take a COVID-19 swab test to purchase Travel Guard Direct. However, the country that you are travelling to (including any transit countries) may have specific prevailing entry requirements, including a requirement for you to clear a swab test in order to travel. Please note also that Travel Guard Direct will not provide any cover if you are refused entry to any location because you do not meet the location’s entry requirements.

Can I choose to purchase Travel Guard Direct without the COVID-19 coverage?

Travel Guard Direct comes with COVID-19 coverage as part of the standard benefits for all plans.

What happens if I have a trip booked and the Singapore government or the destination country’s government closes borders due to COVID-19?

You will not be able to claim under your policy if the Singapore government or the destination country’s government closes the border at any stage before or during your trip. Please refer to the General Exclusions section in the policy wording for full details.  

I travelled from Singapore to another country. If I test positive for COVID-19 upon returning to Singapore, will I be covered for medical expenses?

Travel Guard Direct’s COVID-19 coverage does not cover post-trip medical expenses regardless of whether medical treatment has been sought overseas during the trip. 

Is there any coverage if I need to be quarantined upon arrival in Singapore?

Travel Guard Direct does not cover expenses related to quarantine in Singapore.

Does Travel Guard Direct cover me for expenses for COVID-19 diagnostic tests?

No, Travel Guard Direct does not cover expenses incurred for mandatory COVID-19 diagnostic tests for any pre-departure or post-departure testing requirements. 

If I test positive for COVID-19 and need to cancel my trip before the departure from Singapore, can I claim for cancellation costs if the airline or travel company offers me a voucher or a credit note instead of a refund?

Travel Guard Direct does not cover trip cancellations or trip postponements if the airline, hotel, travel agent or any other provider of travel and/or accommodation has offered a voucher, credit note or re-booking of the trip as a form of refund or compensation for the cancellation.

If my trip is interrupted because I contracted COVID-19 whilst overseas and as a result I am placed under mandatory quarantine and cannot continue with the rest of my planned trip, can I claim for unutilized prepaid expenses or additional costs like changes in return transport and accommodation due to being placed under mandatory quarantine?

No, there is no cover for unutilized prepaid expenses for your planned trip or additional costs like changes in return transport and accommodation due to being placed under mandatory quarantine.  However, subject to the terms and conditions of the policy you may be covered under the Out-of-country COVID-19 Diagnosis Quarantine Allowance benefit for S$100 per day up to 14 days if you are unexpectedly placed into mandatory quarantine outside Singapore because you test positive for COVID-19 while travelling.

If I contracted COVID-19 and am quarantined at a family members’ or friend's house overseas, can I claim for Out-of-country COVID-19 Diagnosis Quarantine Allowance?

Yes, we will pay S$100 per day for up to 14 consecutive days, if while overseas, you test positive for COVID-19 and as a result, are unexpectedly placed into mandatory quarantine outside Singapore, subject to the terms and conditions of the policy.

If I contracted COVID-19 and the country of travel does not require quarantine, can I claim Out-of-country COVID-19 Diagnosis Quarantine Allowance if I choose to self-quarantine?

No, the Out-of-country COVID-19 Diagnosis Quarantine Allowance will not apply if the quarantine is not mandatory.

Will the policy be automatically extended if I contracted COVID-19 overseas and need to be quarantined beyond my return date?

If at the time of the expiry of your policy, you are confined in a hospital and/or quarantined whilst overseas due to COVID-19 and you are following the directions of the attending medical practitioner, the hospitalisation or quarantine is covered by the policy if you are unable to return to Singapore as planned. The policy period will automatically extend for up to 30 days from the date of expiry of the policy without payment of any additional premium.

If my travel companion is diagnosed with COVID-19 and as a result triggers automatic extension, will automatic extension be applied to my Travel Guard Direct policy as well?

Yes, provided the conditions for automatic extension have been met for one person of the family, the other accompanying family members named in the Certificate of Insurance will have their coverage automatically extended under the same terms as well.

The travel companion whom I’m travelling with is diagnosed with COVID-19 before the departure date and is unable to proceed with the trip. Does Travel Guard Direct cover me for travel cancellation/travel postponement if I do not proceed with the trip?

Travel Guard Direct covers you for travel cancellation and travel postponement if your travel companion is diagnosed with COVID-19 prior to your trip departure date. Please refer to the respective benefits sections in the policy wording for full details of cover.

Can a self-administered Antigen Rapid Test (ART) result be used if I need to file for a claim due to COVID-19?

For COVID-19 benefits to apply, the COVID-19 diagnosis must be confirmed by a medical practitioner. A self-administered ART and/or photographic evidence of a positive ART result in itself would not substantiate a loss.  A medical report from the medical practitioner to confirm the diagnosis will be required for claims assessment. Other than COVID-19 diagnosis as confirmed by a medical practitioner, what other supporting documents are required to claim Out-of-country COVID-19 Diagnosis Quarantine Allowance?

The standard supporting documents are:

  • COVID-19 diagnosis/result by a medical practitioner;
  • Flight itinerary; and
  • Government mandate detailing the period of quarantine.

You will not be able to claim under your policy if the Singapore government or the destination country’s government closes the border at any stage before or during your trip.

If I am sick overseas but did not receive treatment overseas, can I do so upon my return to Singapore?

If no medical treatment has been received overseas, the time limit for seeking medical treatment is up to a maximum of 30 consecutive days from your arrival in Singapore, provided you first seek medical treatment within 2 days of arrival in Singapore. Does Travel Guard Direct cover existing health conditions?

We cover repatriation of mortal remains due to existing heath conditions. However, other benefits will not apply to any claim relating to existing health conditions.

Which countries are not covered under Travel Guard Direct?

Travel Guard Direct does not cover any loss, injury, damage or legal liability arising from travel in, to or through Cuba, Iran, Syria, North Korea, or the Crimea region.

Any sanction, prohibition, or restriction under United Nation resolutions or the trade or economic sanctions, laws, or regulations of the European Union or the United States of America will not be covered as well. 

How does Travel Guard Direct define existing health conditions?

An existing health condition is defined as:

  • first manifested itself, worsened, became acute or exhibited symptoms which would have caused an ordinarily prudent person to seek diagnosis, care or treatment;
  • required taking prescribed drugs or medicine, or tests or further investigation had been recommended by a medical practitioner; or
  • was treated by a medical practitioner or treatment had been recommended by a medical practitioner.
  • any congenital, hereditary, chronic or ongoing condition of yours, your relative, business associate or travelling companion which you or they are aware of, or could reasonably be expected to be aware of, before the travel start date.

Is trekking covered under my Travel Guard Direct Policy?

There are no exclusions for trekking below 3,000 metres. For trekking above 3,000 metres and below 6,000 meters, the following conditions must be met:

  • Trekking route must be available to general public without restriction;
  • The trekking activity must be organised by a recognised commercial local tour / activity provider; and
  • The entire trekking activity must be under the guidance, supervision of qualified guides and/or instructors and you must follow safety procedures and instruction of the guide and/or  instructor at all times.

How does automatic extension work?

We will automatically extend the period of insurance for up to 30 days from the policy expiry date without payment of any additional premium if, due to unexpected circumstances beyond your control, for example, due to injury or sickness or unavoidable delays affecting your return common carrier, you cannot complete your trip within the period of insurance stated in your Policy Schedule. This also applies to one person travelling with you who is authorised by us in writing to stay with you if the extension is due to medical reasons.

Who can purchase travel guard direct and is there an age restriction.

You can purchase Travel Guard Direct if:

  • you are ordinarily resident in Singapore (as defined under the Insurance Act 1966) with full rights to enter and return to Singapore regardless of medical status;
  •  you are returning to or intending to return to Singapore at the end of your travel; and
  • your pre-trip arrangements must be made and paid for, and your trip must commence from Singapore.

What is the difference between a per-trip policy and an annual multi-trip policy?

A per-trip policy covers from the time you depart Singapore and ceases upon your arrival in Singapore or the policy end date, whichever comes first. The maximum period of coverage for an overseas trip is 182 consecutive days. An annual multi-trip policy covers unlimited number of overseas trips, for up to 90 consecutive days each, within the policy year.

What zone do I select if I am going on a cruise?

If you are travelling on a cruise, you must select the highest covered zone based on the furthest destination of your cruise.  For example, if your cruise will be stopping at Bali (Region 1) and Maldives (Region 2), you must select Region 2 for Maldives as that is the furthest destination of your cruise.

Can I cancel my Travel Guard Direct policy and get my premium refunded?

Per-Trip policy : There will be no refund of premium once the policy is issued.  

Annual Multi-Trip policy : If the policy is cancelled in the first nine months from the policy issue date, a short rate will apply except if there has been a claim against the policy. A short rate is an insurance premium which we charge if your coverage is less than one year. It is not pro-rated. There will be no refund if you cancel the policy more than nine months from the policy effective date.

Can I extend my Per-Trip policy during my overseas trip?

You may extend your policy provided you have not claimed against or are aware of any known losses or circumstances that might give rise to a loss under the policy. You must apply for the extension prior to the expiry date of your original policy, and the total period of coverage must not exceed 182 days.

You will be required to confirm your travel arrangements when you extend the policy. Approval for your application for extended cover is subject to our review. What are the Details and Documentation of the Travel Insurance Extension?

The following is the documentation process for the Travel Guard policy extension, which include single annual insurance policies and the Student Guard policy. To file a request for the documentation, you can get in touch with us or visit us at your nearest Tata AIG office branch:

  • Please provide the duly filled extension form, which can either be a scanned copy (to be sent by email) or a hard copy which you can submit at any of our offices (We have provided the document list at the bottom of this page).
  • The extension form will have to include the most recent Good Health and Claims Declaration if required.
  • Kindly mention all your policy numbers, including any policy extensions that have been issued until now.
  • Submit the proof of travel. This will include a copy of your passport page that contains the departure stamp. You may also show your flight ticket.

Important Rules to Remember When Extending Your Travel Insurance

Tata AIG Travel Guard Policy

If you want to extend your Travel Guard policy, you can extend a single-trip policy or the annual multi-trip policy. To extend the annual multi-trip policy, you will have to apply for an extension if your trip exceeds 30 or 45 days, depending on the current plan selected.

Limits for Tata AIG Travel Guard Policy Extension

For a policyholder below the age of 70 years, the policy can be extended for a maximum of 360 days from the initial journey start date, which includes any other extension issued to date.

For a policyholder above the age of 70 years, the policy can be extended for a maximum of 180 days from the initial journey start date, which includes any other extension issued to date.

Tata AIG Student Guard Policy :

If you want to extend your Student Guard policy, you can avail of an extension on a short-term policy for a trip that is less than 365 days or a long-term policy for a trip that is 365 days.

  • In the case of single trip policies, the entire trip duration, including the extension, can be 365 days, and the extension will be approved only once during the insured journey.
  • An extension of 365 days can be granted on the Student Annual policy.
  • In the case of annual policies, an extension application for 365 days or a year will be considered as a renewal.
  • In the case of annual policies, an extension application of fewer than 365 days will be processed as a single trip extension of 30 days or 50 days.
  • A maximum of 4 months of extension may be allowed above the study completion date as mentioned by the policyholder.

Note : We will accept the extension request within a period of 7 days before the policy expiration to 30 days after the policy expiration.

Is the Trans-Siberian Railway expensive?

Before starting on your Trans-Siberian Railway adventure you naturally want to know what the entire trip will cost. Although this sounds like a simple question, it is pretty difficult to answer. The Trans-Siberian Railway price of travel depends on the following factors:

  • Which travel class do I want to use? The price for a first class ticket is about three times the price of a 3rd class ticket
  • Am I willing to buy the tickets myself and assume responsibility for the organisation of the trip?
  • How many stopovers do I want to make? The more breaks, the higher the total price.
  • What sort of accommodation do I want? Will it be a luxury hotel or will a hostel dormitory be sufficient?
  • What tours and excursions would I like to go on?
  • What is the current exchange rate for rubles?

Basically, everything from a luxury to a budget holiday is available. If you buy yourself a 3rd Class nonstop ticket at the counter, a few hundred Euros will cover the price. All you will experience is a week on the Trans-Siberian train and will see nothing of the cities on the way. There is, however, any amount of room for upward expansion. Everyone makes different choices about which aspects they are willing to spend money on. I personally prefer to save money on accommodation and railcar class, visit as many cities and do as many trips as possible. To enable better classification of your travel expenses I have contrasted two typical traveler types. In the third column you can calculate the total cost of your own journey on the Trans-Siberian Railway. Please keep in mind that these are only rough estimations and not exact prices.

The all-in costs seem fairly high at first. However, they cover everything and it is quite a long journey taking four weeks. Many people forget to consider that when looking at the list. We should also deduct the running costs for food and leisure at home. I think most visitors to this page will classify themselves somewhere between the two categories, that is around the € 2,000 – € 2,500 range. When comparing these prices with other travel packages, you get the impression that it is hardly worthwhile travelling individually on the Trans-Siberian Railway. Please keep in mind that most packages last no more than 14 days and you are herded like cattle through the most beautiful locations.

If you spend less time on the Trans-Siberian Railway you will, of course, pay less. I chose this particular travel length because I prefer not to do things by halves. If you fulfill your dream of travelling on the Trans-Siberian Railway, enjoy it and don’t rush things. But it’s up to you, of course. 4. MOSCOW DECLARATION on Establishing a Creative Partnership between Japan and the Russian Federation

(Provisional Translation)

The Prime Minister of Japan and the President of the Russian Federation,

Sharing the recognition that, on the eve of the twenty-first century, as the democratization process advances and new forms of relations between States develop in the international community against a background of the realities of the present-day world, the roles and responsibilities of Japan and the Russian Federation are increasing and closer cooperation between the two countries is needed,

Convinced that Japan and the Russian Federation, which are now jointly sharing the universal values of freedom, democracy, the rule of law and the respect for fundamental human rights, should build a creative partnership consistent with their strategic and geopolitical interests by, inter alia, fully normalizing their bilateral relations based on the Tokyo Declaration of 13 October 1993, and on this Declaration,

Appreciating the development of relations between Japan and the Russian Federation based on the Tokyo Declaration, which formed the foundation for the construction of this creative partnership, and determined to further develop the bilateral relationship in all areas,

Confirming their common recognition that their bilateral relations are currently developing rapidly as a result of the constructive dialogue between the leaders of the two countries, at the informal summit meetings in Krasnoyarsk and Kawana and on other occasions, and that the time is approaching to overcome the difficult legacies of the past mentioned in the Tokyo Declaration,

Pointing out the need to realize the potential for economic cooperation between the two countries in a broader and more effective manner, and that this is possible in many areas through continued economic reform in the Russian Federation and support from Japan,

Recognizing that a substantive improvement in Japanese/Russian relations will have a favorable influence on the international situation, particularly on the situation in the Asia-Pacific region, whose political and economic significance is continuously growing,

Affirming the importance of activating their common efforts to strengthen international peace and security based on the purposes and principles of the Charter of the United Nations and to solve global issues which require an immediate response,

Declare the following:

I. Bilateral relations

1. The Prime Minister of Japan and the President of the Russian Federation State that the relations between their countries occupy an important place in their respective foreign policies. The Prime Minister of Japan and the President of the Russian Federation recognize that the most important task for their countries is to build a long-term creative partnership founded on the principles of trust, mutual benefit, a long-term perspective and close economic cooperation.

Under this partnership, both leaders are determined not only to solve various bilateral issues jointly but to contribute to the peace and stability of the Asia-Pacific region and the international community through cooperation in international forums, to cooperate more actively for the solution of various global issues and to usher the bilateral relationship into an era of "agreement" by strengthening "trust".

2. The Prime Minister of Japan and the President of the Russian Federation, taking into consideration the fact that the Russian side communicated its reply to the proposal regarding a solution to the issue of the attribution of the islands of Etorofu, Kunashiri, Shikotan and Habomai made by the Japanese side at the Summit Meeting in Kawana held in April this year, instruct their Governments to accelerate negotiations on the conclusion of a peace treaty on the basis of the Tokyo Declaration as well as on the agreements reached at the summit meetings in Krasnoyarsk and Kawana.

The two leaders reaffirm their resolve to make their utmost efforts to conclude a peace treaty by the year 2000. Towards that end, both leaders instruct their Governments to establish a subcommittee on border demarcation within the framework of the existing Japanese-Russian Joint Committee on the Conclusion of a Peace Treaty.

The two leaders also instruct their Governments to establish a subcommittee on joint economic activities on the above-mentioned islands, which would conduct its activities in parallel with those of the subcommittee on border demarcation and define what kinds of joint economic activities could be implemented in the above-mentioned islands without prejudice to the legal positions of both sides.

The two leaders agree in principle, from a humanitarian perspective, on implementing so-called free visits to the above-mentioned islands, which would be streamlined to the maximum extent possible, by Japanese nationals who are former residents of those islands or their family members. They also instruct their Governments to examine legal and practical aspects of the procedures for such visits.

3. The Prime Minister of Japan and the President of the Russian Federation recognize the importance of cooperation regarding the islands of Etorofu, Kunashiri, Shikotan and Habomai aiming at deepening mutual understanding among the residents of neighboring regions in Japan and the Russian Federation and further developing multifaceted and mutually beneficial cooperation, thereby fostering an environment conducive to the early conclusion of a peace treaty.

In this regard, both leaders welcome the expansion of the framework for cooperation between the two countries in situations where, for humanitarian reasons, an urgent response is required.

Furthermore, both leaders highly value the conclusion of the agreement between the Government of Japan and the Government of the Russian Federation on some matters in the field of fishing operations for living marine resources, as well as the smooth implementation of operations under that agreement, and confirm that this is greatly contributing to strengthening the relations of trust between the two countries.

4. The Prime Minister of Japan and the President of the Russian Federation firmly intend to deepen and strengthen political dialogue between the two countries. The two leaders express their intention to have formal contacts at the leaders' level each year and to continue to utilize actively practice of holding informal summit meetings.

5. The Prime Minister of Japan and the President of the Russian Federation evaluate positively the recently expanding exchanges between Japan and the Russian Federation in the fields of security and defence. They affirm that they are prepared to continue and deepen such exchanges, since they not only enhance trust and mutual understanding in the bilateral relationship, but also advance the positive process of improving confidence-building measures and securing transparency in the field of Asia-Pacific security.

6. The Prime Minister of Japan and the President of the Russian Federation will promote more exchanges among the law enforcement authorities of the two countries, in view of the importance of cooperation in the prevention of organized crime and smuggling.

7. The Prime Minister of Japan and the President of the Russian Federation agree that wide-ranging exchanges at the grass-roots level play an extremely important role in maintaining an environment conductive to the further steady development of Japanese-Russian relations. For that purpose, the two leaders welcome the establishment of the Russian Committee of the Twenty-first Century in the Russian Federation and of the Japanese-Russian Friendship Forum 21 in Japan, and intend to provide all possible assistance to their activities.

Furthermore, the two leaders note the importance of broad exchanges between Japan and the Russian Federation at the State and regional levels.

8. The Prime Minister of Japan and the President of the Russian Federation note that the cultures, traditions and world outlook of their peoples have much in common and note the importance of cooperating for the mutual enrichment of the cultures of the peoples of Japan and the Russian Federation. The two leaders intend to promote diverse relations further between their countries in the areas of culture and information exchange.

9. The Prime Minister of Japan and the President of the Russian Federation recognize the particular significance of youth exchanges between the two countries, considering that the accuracy and objectiveness of their understanding of the importance of Japanese-Russian relations and the formation of their sense of responsibility for the future will be enhanced through more active exchanges between the youth of both countries

10. The Prime Minister of Japan and the President of the Russian Federation affirm that further enhancement of cooperation by both countries in the areas of trade and economics is to their mutual benefit, and state their determination to develop cooperation further in these areas from a long-term perspective. In this regard, both leaders note the important role of the Hashimoto-Yeltsin Plan, which is a comprehensive programme for economic cooperation between Japan and the Russian Federation prepared by the leaders of the two countries, and will continue to implement steadily the plan and discuss possible ways of further expanding it.

Based on the common recognition that there is ample potential for cooperation by the two countries in the economic field, including the development of the abundant natural resources in Siberia and the Russian Far East, the two leaders state their intention to further promote such cooperation. The two leaders share the view that cooperation by the two countries in this direction will contribute to the prosperity of both countries as well as the entire Asia-Pacific region in the twenty-first century.

The two leaders affirm that their countries will continue working to accomplish the above tasks and to improve the environment for trade and investment between the two countries. For this purpose, the two countries will hold annually meetings of the Japanese-Russian Intergovernmental Committee on Trade and Economic Affairs.

Both leaders welcome the signing of the Agreement between the Government of Japan and the Government of the Russian Federation, on the Promotion and Protection of Investments, aimed at the establishment of the Japanese-Russian Investment Company.

11. The Prime Minister of Japan and the President of the Russian Federation share the view that economic development in the Russian Federation and the integration of the Russian Federation into the international community will contribute not only to the development of bilateral relations, but also to the prosperity of the Asia-Pacific region and of the world as a whole. The Russian Federation will continue reforms towards the establishment of a stable economic infrastructure as well as the earliest possible integration into the international economic system, and the Government of Japan will provide every support for these reform efforts by the Russian Federation and will work in close coordination with the international community to achieve these objectives.

12. The Prime Minister of Japan and the President of the Russian Federation recognize that the potential for cooperation in the fields of science and technology between both countries is great. They support exchanges and cooperation, including joint projects, in basic and applied scientific research as well as in areas of research and development with potential for the development of modern society and sustainable economic growth in the future.

II. Cooperation on international issues

The Prime Minister of Japan and the President of the Russian Federation state their intention to expand and deepen coordinated action by Japan and the Russian Federation on international issues, as follows:

Global issues

1. Japan and the Russian Federation will strengthen their coordinated action within the framework of the Group of Eight (G-8).

2. Japan and the Russian Federation will continue their dialogue on various issues concerning United Nations reform, including reform of the Security Council. The Russian Federation understands Japan's intention to become a permanent member of the Security Council, supports that intention and states its recognition that Japan is a strong candidate for obtaining this status.

3. Japan and the Russian Federation will expand cooperation on the strengthening of the Treaty on the Non-Proliferation of Nuclear Weapons, the early entry into force of the Comprehensive Nuclear-Test-Ban Treaty and the negotiation of a treaty on the prohibition of the production of fissile material for nuclear weapons or other nuclear explosive devices. They will also expand their collaborative relations within the international export control regimes in which both participate, continue their dialogue on domestic export control issues and take coordinated action to secure the effective implementation of the Chemical Weapons Convention and the Biological Weapons Convention.

4. Japan and the Russian Federation will promote information exchanges on peacekeeping operations. Both countries will cooperate with efforts by the international community to prevent conflicts and normalize the situation in conflict areas around the world. Japan and the Russian Federation will strengthen their coordinated action in various forums, particularly within the G-8 framework, in the fight against terrorism.

5. Japan and the Russian Federation will coordinate their various efforts with regard to environmental issues, particularly on climate change.

The Asia-Pacific region

6. Maintaining close bilateral contact and in cooperation with other countries, Japan and the Russian Federation will participate actively in efforts to build confidence and ensure peace and security in the Asia-Pacific region.

7. Japan and the Russian Federation will continue coordinated action with the Association of South-East Asian Nations (ASEAN) and work to continue making constructive contributions to the activities of the ASEAN Regional Forum (ARF) on security issues.

8. Japan and the Russian Federation will hold consultations and cooperate with a view to easing tensions and assisting the development of dialogue and cooperative relations on the Korean Peninsula. They will also continue collaborative action in addressing the issue of Cambodia.

9. Japan and the Russian Federation express their expectations for progress in the four-party talks on peace on the Korean Peninsula.

Furthermore, the two countries share the view that, in the future, the creation of a forum for discussing security and confidence-building in North-East Asia among the concerned countries, including Japan and the Russian Federation, will be important in contributing to the peace and stability of North-East Asia.

10. Japan supports the constructive participation of the Russian Federation in the activities of Asia-Pacific Economic Cooperation (APEC). Japan and the Russian Federation will strive to deepen dialogue on stable economic development in the Asia-Pacific region.

Japan and the Russian Federation will cooperate in the development of international cooperation in the area of energy in the Asia-Pacific region, in the belief that it will promote energy security as well as contribute to the solution of global warming issues and, in turn, to the stability and socio-economic development of the region.

11. Japan and the Russian Federation will continue their cooperative efforts to counter ocean pollution, acid rain and other environmental problems in the Asia-Pacific region.

Regional issues

12. Japan and the Russian Federation will continue their cooperation to promote the progress of peace in the Middle East.

13. Japan and the Russian Federation will develop cooperative relations to foster an environment for stable and multidimensional cooperation with the Central Asia and the Trans-Caucasus regions.

Consultations on international issues

14. Japan and the Russian Federation will actively conduct regular bilateral consultations and information exchanges on international issues relating to various regions and fields with a view to strengthening and making more effective their bilateral cooperation on such issues.
