WomenShelter Long Beach, a nonprofit serving survivors of domestic violence, will soon build a new transitional housing facility for its clients — with help from a significant chunk of federal funding.

Rep. Nanette Diaz Barragán, who represents California’s 44th Congressional District, helped secure $850,000 for the nonprofit’s project.

Congress members, during the 2024 fiscal year, were able to submit funding requests to the U.S. House of Representative’s Appropriations Committee for up to 15 community projects within their districts.

“We’re looking forward to seeing how the money can make a difference to women and domestic violence survivors in the Long Beach area,” Barragán said in a Monday, April 22, interview. “Our focus was housing women, women empowerment and, of course, breaking the cycle — so this was an easy project to fund.”

Barragán presented WomenShelter Long Beach and its various leaders with the $850,000 check during a Monday ceremony.

WomenShelter Long Beach will use the funding to purchase and retrofit an existing house or apartment building, which will serve as a transitional housing facility for the nonprofit’s clients.

The organization has provided crucial services for women and children since its establishment in 1977 — and offers a comprehensive suite of services for domestic violence survivors, including safe housing, emergency shelter, a 24-hour crisis hotline, counseling, legal advocacy and more.

WomenShelter has yet to select a site for the new facility, according to Lisette Flores, the nonprofit’s board president. The location, when selected, won’t be shared publicly to protect future residents, Flores said in a Monday interview.

“It could be in the flavor of a home, like what we have now,” Flores said, referencing WSLB’s existing emergency supportive housing shelter. “Or it could be like an apartment building where everyone has their own personal space.”

Ideally, according to WomenShelter’s director of development, Nicholas Maddox, the new facility will have six to eight units — which could house multiple people, such a women and their children, to a single room.

There isn’t a precise timeline for buying, retrofitting and opening the new facility, Flores said, though the goal is to have the project finished in the next six months to a year.

Once open, clients will be able to live in the transitional housing facility for up to a year and the’ll also have access to case management, therapy and employment services.

“I can personally say that the services and the work that our advocates do every single day makes a huge impact in everyone’s lives,” Jennifer Costa, WSLB’s director of outreach and education, said Monday. “Knowing that this continued support will be provided — it’s tremendous.”

Mortgage Rates Push Higher, to 7.17%, While Home Prices Drop

Mortgage rates continued their punishing ascent above 7%, adding to homebuyers’ woes this spring.

The average rate for a 30-year fixed home loan rose from 7.10% to 7.17% for the week ending April 25, according to Freddie Mac.

“Mortgage rates continued rising this week,” said Sam Khater , Freddie Mac’s chief economist. “Despite rates increasing more than half a percent since the first week of the year, purchase demand remains steady.”

Homebuyers ready to throw up their hands and give up their home search can take solace in one bright data point: Home prices fell for the week ending April 20.

“This past week, the prices for homes on the market slipped by a little more than 1%, making this the largest absolute change in home prices in the past 14 weeks,” says Realtor.com® Chief Economist Danielle Hale in her most recent analysis .

Here’s a complete rundown of the latest real estate market data to give homebuyers and sellers insight into the real estate market in this latest installment of “ How’s the Housing Market This Week? ”

Mortgage rates are a ‘wild card’

The housing market continues to be centered on one extremely volatile number: mortgage rates.

“Mortgage rates continue to be a wild card,” explains Hale. “Although they topped 7% for the first time in 2024 last week, they are in territory that was charted last fall when rates approached 8%.”

Rates affect more than buyers—they also trickle down to all other aspects of the housing market. While sellers are putting more homes on the market for the week ending April 20 compared with the year prior, a further rise in mortgage rates could cause that number to fall.

“Nearly three-quarters of potential sellers are also trying to buy a home,” explains Hale. That means potential sellers might want to hang on to their existing homes—and low mortgage rates—while they can.

What’s more, stubborn mortgage rates seem all but guaranteed for the near future.

“The Freddie Mac fixed rate for a 30-year mortgage continued to climb as the battle to tame inflation proved to be harder and longer than many initially expected,” says Realtor.com economist Jiayi Xu . “Looking ahead, mortgage rates are expected to continue to be higher before stabilizing.”

Median home prices soften

Home prices fell 1.1% for the week ending April 20 compared with the same week last year. Whether this is a lasting trend remains to be seen. (Listing prices hit a median of $424,900  nationwide in March.)

“This could be a one-week blip, or it could reflect the effects of the influx of smaller, lower-priced homes that we’ve seen come to the market for sale, particularly in the South,” says Hale. “Smaller, more affordable listings are taking the pressure off of the overall median price, which is good news for shoppers looking for these types of homes.”

Another explanation for the drop in median prices could be that sellers have come to grips with the current market realities where competition has eased, and so they are pricing homes to compete.

“Buyers may find that sellers are more open to negotiation compared to the previous year,” says Xu. “As a result, buyers are encountering a higher share of homes undergoing price reductions this spring compared to usual for this time of year, though the trend may vary by local markets.”

Inventory continues to rise

New listings continue to bring a dash of hope to weary homebuyers battling affordability challenges.

Fresh listings rose by 13.5% for the week ending April 20 compared with a year ago.

“Since February, the number of homes newly listed for sale has surpassed the pace of a year ago by double digits, with the exception of a few weeks around this year’s spring holidays,” says Hale.

Overall inventory is up as well, with 31.7% more homes for sale for the week ending April 20 compared with the previous year. This marks 24 weeks with a higher number of homes listed for sale compared with the year before.

While some sellers might be averse to high mortgage rates and choose not to list, others may simply face the mortgage music.

“There’s a long buildup to listing–80% have been thinking about selling for 1 to 3 years–could mean that this year’s sellers are less deterred by market fluctuations,” says Hale.

The spring market is in full swing

Homes spent the same number of days on the market for the week ending April 20 as they did for the same time in 2023. (In March, homes spent a median of 50 days on the market.)

This metric proves yet again that buyers are out there and ready to pounce when they find the perfect home. According to the National Association of Realtors® , pending home sales grew 3.4% in March 2024.

“The amount of time a home sits for sale is also about 12 days less than what was typical in 2017 to 2019 at this time of year,” says Hale. “With 37.9% fewer homes for sale compared with 2017 to 2019, it’s not surprising to see the market moving faster, though this does vary from market to market.”

Local News | Long Beach OKs affordable housing in ‘high resource’ areas

Long beach city council approved a zoning change, as well as declared property in east long beach as surplus for the purpose of developing both properties into affordable housing in areas of the city with greater resources.

City leaders moved forward with decisions that will allow for affordable housing projects in “high resource” areas in Long Beach.

The City Council during its Tuesday meeting, April 16, approved a zoning change that will allow construction of a 73-unit affordable housing development at 4151 Fountain St. and 4220 Wehrle Court in District 3, as well as declared a property at 1131 E. Wardlow Road in District 5 as surplus. The goal: developing fair, affordable housing across the city.

Both projects are in what is called “high resource” or “high opportunity” areas. This is determined by the State Tax Credit Allocation Committee. It’s based on resources in these neighborhoods, such as schools, parks, access to employment, access to groceries, and other factors, according to director of Community Development Christopher Koontz.

When looking at where affordable housing is built in Long Beach, the majority of units have been completed in District 1, with 1,015 built and another 421 that have been approved. District 6 and District 8 have the second and third most, respectively, with 612 units and 623 units.

However, in Districts 3, 4 and 5, there have just been 151 affordable units combined, with 170 units that have been approved, stated a presentation by the Community Development Department.

The city is required to add 26,502 new housing units to its stock over the next eight years, per state requirements. And even though the city doesn’t have to build tall those units itself, Long Beach is responsible for creating regulations to allow private developers to build out the area’s housing stock.

“Housing, affordability, and all of those struggles are a citywide problem, a region-wide problem, every community has to be part of the solution,” Koontz said during the meeting. “The individual projects we’re going to talk about tonight, they’re not just individual projects. They’re part of a larger city wide strategy to address our housing needs.”

For the development on Fountain Street and Wehrle Court , approval of a general plan map amendment, zone change, and sustainable communities project exemption was needed. The council unanimously voted to approve all three.

This development will bring 72 affordable rental apartment homes for families, including 18 homes for people with disabilities, plus one property manager’s unit. It will provide a mix of one-, two-, and three-bedroom units, serving households with income 30%-60% of the Area Median Income, as well as onsite amenities and sustainable features. It is anticipated to be completed by 2026.

Residents that live in District 3 have been engaged with the city’s community outreach that started in 2023. Although many are in support of the development, some have concerns as well.

“We are in favor of affordable housing, so why am I here to object? In one word – access,” Long Beach resident Tere Sievers said during public comment. “Lack of access will impact Bryant Elementary students, teachers and parents, the residents and staff of the proposed development and the residents of our community. This lack of planning guarantees to create real and permanent traffic, safety and access problems that will continue to worsen.”

Councilmember Kristina Duggan, who represents the Third District, said that residents’ concerns were also her concerns, especially parking and ingress and egress on the development’s shared street with Bryant Elementary School.

She added that city staff are looking to change street sweeping and work with the school district to improve before and after school traffic.

“I’m happy that this is in the Third District and we’re part of the solution and we’re providing 72 families homes,” Duggan said. “Now, I also want to acknowledge the neighbors who have come out and worked with me and talked with me about this project. It’s rooted in real concerns about the impact to the neighborhood and the quality of life for the people who will be living in the new development.”

Mayor Rex Richardson commended Councilmember Duggan for her work as she recently took on the project when she was elected in 2022.

“I know we have some history in the city, we didn’t get to this degree of economic segregation overnight,” Richardson said, “we know there’s a history of policies but what we can do about it today is think about how we can resolve the neighborhood level challenges but think about how we can make this a positive situation.”

The development project on Wardlow Road in California Heights is at the beginning stages, with the City Council unanimously approving, 7-0, the adoption of a resolution to declare the land to be “exempt surplus land.”

The California Surplus Land Act requires all agencies to prioritize affordable housing as well as parks and open space when disposing of surplus land. Surplus land is land owned by a local agency that is determined to be no longer necessary for the agency’s use. Local agencies are required to adopt a resolution declaring property “surplus” or “exempt surplus,” according to the staff report .

The city purchased the property in January through its nonprofit public benefit organization, the Long Beach Community Investment Company, and must use it to build affordable housing, according to Koontz.

West Hollywood Community Housing Corporation is proposing 100 units to be built there, but plans have not yet been approved.

Next steps for both projects include securing state funding, construction, and the Cal Heights project will have more opportunities for community input, said Koontz.
