Most importantly, the knowledge, expertise, and flexibility of the MTC staff in adjusting meal stops and schedules to accommodate the group made the trip. Chris Forsythe and the MTC team were super in dealing with the postponement of the trip due to the pandemic. Each were unique, friendly and acoustically and musically a blessing to perform in. The participation in the mass at the Basilica de Estrella was a special addition to the concert offerings. The large crowds were welcoming and seemed to love our repertoire. The overall tour way exceeded my expectations. The ENTIRE ensemble, guest travelers and staff were nothing but pleased by our trip and tour experience. - Thanks to all involved.

Moscow City Council questions, then passes library resolution

Mar. 5—A city of Moscow resolution supporting the Latah County Library District sparked debate during Monday's City Council meeting before ultimately being passed by the councilors.

Moscow joined four other Idaho cities — Blackfoot, Shelley, Firth and Aberdeen — that have created similar resolutions supporting libraries. Moscow City Supervisor Bill Belknap said Friday it is a response to recent efforts in the Idaho Legislature to police library materials that Idaho lawmakers view as harmful to minors.

The resolution states that the city provides "its support and full confidence in the Board of Trustees and Library Director of the Latah County Library District ... to provide appropriate access to print and electronic reading materials suitable to patrons regardless of age."

Several councilors, while expressing their support for the library district, also shared their hesitation in passing such a resolution.

Councilor Julia Parker said it is odd for the council to pass a partisan resolution and wondered why the council does not take similar actions for other issues like women's rights and LGBTQ-related issues.

Councilor Hailey Lewis supported the resolution, but expressed fear Moscow will see retribution from the Idaho Legislature if it's passed.

Councilor Drew Davis said he would prefer to have hard face-to-face conversations with lawmakers instead, because he believes a resolution is too easy for them to ignore.

"To me this is doing something without having the hard conversation," he said.

Davis was the only councilor to vote against the resolution.

Councilor Sandra Kelly said the city should not be afraid of retribution, and should pass the resolution to show the city stands by its library.

"I want them to know that they do have our full support and confidence," she said.

Belknap said Monday the city does not operate the Moscow Public Library, which is part of the Latah County Library District, but it does financially support the library building.

MOSCOW (AP) — The suburban Moscow music hall where gunmen opened fire on concertgoers was a blackened, smoldering ruin Saturday as the death toll in the attack surpassed 130 and Russian authorities arrested four suspects. President Vladimir Putin claimed they were captured while fleeing to Ukraine.

Kyiv strongly denied any involvement in Friday’s assault on the Crocus City Hall music venue in Krasnogorsk, and the Islamic State group’s Afghanistan affiliate claimed responsibility.

Putin did not mention IS in his speech to the nation, and Kyiv accused him and other Russian politicians of falsely linking Ukraine to the assault to stoke fervor for Russia’s war in Ukraine, which recently entered its third year .

U.S. intelligence officials confirmed the claim by the IS affiliate.

“ISIS bears sole responsibility for this attack. There was no Ukrainian involvement whatsoever,” National Security Council spokeswoman Adrienne Watson said in a statement.

The U.S. shared information with Russia in early March about a planned terrorist attack in Moscow and issued a public warning to Americans in Russia, Watson said.

Putin said authorities detained a total of 11 people in the attack, which also wounded more than 100. He called it “a bloody, barbaric terrorist act” and said Russian authorities captured the four suspects as they were trying to escape to Ukraine through a “window” prepared for them on the Ukrainian side of the border.

Russian media broadcast videos that apparently showed the detention and interrogation of the suspects, including one who told the cameras he was approached by an unidentified assistant to an Islamic preacher via a messaging app and paid to take part in the raid.

Russian news reports identified the gunmen as citizens of Tajikistan, a former Soviet republic in Central Asia that is predominantly Muslim and borders Afghanistan. Up to 1.5 million Tajiks have worked in Russia and many have Russian citizenship.

Tajikistan’s foreign ministry, which denied initial Russian media reports that mentioned several other Tajiks allegedly involved in the raid, did not immediately respond to a request for comment about the arrests.

Many Russian hard-liners called for a crackdown on Tajik migrants, but Putin appeared to reject the idea, saying “no force will be able to sow the poisonous seeds of discord, panic or disunity in our multi-ethnic society.”

He declared Sunday a day of mourning and said additional security measures were imposed throughout Russia.

The number of dead stood at 133, making the attack the deadliest in Russia in years. Authorities said the toll could still rise.

The raid was a major embarrassment for the Russian leader and happened just days after he cemented his grip on the country for another six years in a vote that followed the harshest crackdown on dissent since the Soviet times.

Some commentators on Russian social media questioned how authorities, who have relentlessly suppressed any opposition activities and muzzled independent media, failed to prevent the attack despite the U.S. warnings.

The assault came two weeks after the U.S. Embassy in Moscow issued a notice urging Americans to avoid crowded places in view of “imminent” plans by extremists to target large Moscow gatherings, including concerts. Several other Western embassies repeated the warning. Earlier this week, Putin denounced the warning as an attempt to intimidate Russians.

Investigators on Saturday combed through the charred wreckage of the hall for more victims. Hundreds of people stood in line in Moscow to donate blood and plasma, Russia’s health ministry said.

Putin’s claim that the attackers tried to flee to Ukraine followed comments by Russian lawmakers who pointed the finger at Ukraine immediately after the attack.

Ukrainian President Volodymyr Zelenskyy angrily rejected Moscow’s accusations as an attempt by Putin and his lieutenants to shift the blame to Ukraine while treating their own people as “expendables.”

“They are burning our cities — and they are trying to blame Ukraine,” he said in a statement on his messaging app channel. “They torture and rape our people — and they blame them. They drove hundreds of thousands of their terrorists here to fight us on our Ukrainian soil, and they don’t care what happens inside their own country.”

Images shared by Russian state media showed emergency vehicles still gathered outside the ruins of the concert hall, which could hold more than 6,000 people and hosted many big events, including the 2013 Miss Universe beauty pageant that featured Donald Trump .

On Friday, crowds were at the venue for a concert by the Russian rock band Picnic.

Videos posted online showed gunmen in the venue shooting civilians at point-blank range. Russian news reports cited authorities and witnesses as saying the attackers threw explosive devices that started the fire, which eventually consumed the building and caused its roof to collapse.

Dave Primov, who survived the attack, told the AP that the gunmen were “shooting directly into the crowd” in the front rows. He described the chaos in the hall as concertgoers raced to escape: “People began to panic, started to run and collided with each other. Some fell down and others trampled on them.”

After he and others crawled out of the hall into nearby utility rooms, he said he heard pops from small explosives and smelled burning as the attackers set the building ablaze. By the time they got out of the massive building 25 minutes later, it was engulfed in flames.

“Had it been just a little longer, we could simply get stuck there in the fire,” Primov said.

Messages of outrage, shock and support for the victims and their families streamed in from around the world.

White House press secretary Karine Jean-Pierre said in a statement that the U.S. condemned the attack and noted that the Islamic State group is a “common terrorist enemy that must be defeated everywhere.”

IS, which lost much of its ground after Russia’s military action in Syria, has long targeted Russia. In a statement posted by the group’s Aamaq news agency, IS’s Afghanistan affiliate said it had attacked a large gathering of “Christians” in Krasnogorsk.

The group issued a new statement Saturday on Aamaq saying the attack was carried out by four men who used automatic rifles, a pistol, knives and firebombs. It said the assailants fired at the crowd and used knives to kill some concertgoers, casting the raid as part of IS’s ongoing war with countries that it says are fighting Islam.

In October 2015, a bomb planted by IS downed a Russian passenger plane over Sinai, killing all 224 people on board, most of them Russian vacation-goers returning from Egypt.

The group, which operates mainly in Syria and Iraq but also in Afghanistan and Africa, also has claimed several attacks in Russia’s volatile Caucasus and other regions in the past years. It recruited fighters from Russia and other parts of the former Soviet Union.

The group’s Afghanistan affiliate is known variously as ISIS-K or IS-K, taking its name from Khorasan Province, a region that covered much of Afghanistan, Iran and Central Asia in the Middle Ages.

The affiliate has thousands of fighters who have repeatedly carried out attacks in Afghanistan since the country was seized in 2021 by the Taliban, a group with which they are at bitter odds.

ISIS-K was behind the August 2021 suicide bombing at Kabul airport that left 13 American troops and about 170 Afghans dead during the chaotic U.S. withdrawal. They also claimed responsibility for a bomb attack in Kerman, Iran, in January that killed 95 people at a memorial procession.

On March 7, just hours before the U.S. Embassy warned about imminent attacks, Russia’s top security agency said it had thwarted an attack on a synagogue in Moscow by an IS cell and killed several of its members in the Kaluga region near the Russian capital. A few days before that, Russian authorities said six alleged IS members were killed in a shootout in Ingushetia, in Russia’s Caucasus region.

To provide professional tour management to your group's trip from beginning to end, which insures that you get what you paid for and frees group leaders to concentrate on educational objectives and to enjoy the travel experience.

Motorcoaches | Top

You may bring snacks and beverages (screw-top, plastic bottles only), as long as you clean up after yourself and treat the coach with respect.

Currently, only a few coaches offer these features, so they are not guaranteed. As demand for these services increases, more coach companies will add them.

Many motorcoaches have Monitors and a DVD player, but they don't supply movies. Contact your director/teacher for approved movies to bring.

Parents and Chaperones | Top

For “all-inclusive trips,” the only extra money needed is for souvenirs, snacks or other personal items. If your trip is not “all-inclusive,” you will be told (and your tour itinerary will state) those meals or tickets, etc., for which the traveler must pay on-site.

A chaperone is an “always-on-duty” parent or staff member who is assigned to monitor and mentor students during a trip. Duties include being in charge of specific students, taking attendance at meeting places or on the motorcoach and administering (in some cases) medications, plus other responsibilities as directed by the director/group leader.

Official trip chaperones are chosen by the director/group leader. If unsure, please register as an adult, and express your interest in serving as a chaperone to your director/group leader. She or he may change your classification once final selections have been made.

Not only will you have 24/7 access to all of the documents presented at the trip kickoff meeting, you may make free electronic trip payments, receive payment invoices and view trip messages and notifications.

Hotels | Top

Standard maximum occupancy in U.S. hotels is four persons to a room, but some hotels accommodate up to six. Music Travel Consultants' standard practice is to place four students per room, unless the director/group leader indicates otherwise. Adults make their rooming request directly to the director/group leader.

Music Travel Consultants always requests that boys and girls rooms be on separate floors. However, fulfillment of this request is subject to hotel room type availability. Chaperone rooms are assigned to each floor housing students.

Music Travel Consultants asks hotels to remove access to pay movies and games, room service and outside phone service. Occasionally, some “pay-for” services cannot be disabled. In those cases, students and adults must pay the hotel for all charges they make.

Most hotels have in-house security personnel on duty. Private security officers may be hired exclusively for the group for an additional charge (from $32 per guard per hour, with a six hour minimum). Guards are instructed to maintain a safe environment on student floors. They have no responsibility to monitor or correct student behavior.

International Travel | Top

Music Travel Consultants assists in setting up and promoting concerts. Depending on the destination, the audiences are very good. There is a fee to arrange and promote most concerts, and performance venues often charge rent.

Airline baggage fees have made taking large instruments cost-prohibitive in most cases. Smaller instrument fees are affordable, and small pieces may be carried onto the aircraft free, as personal items. Within the USA and internationally, instrument rental costs are usually less than or equal to airline fees, depending on the number of rental days needed.

Maybe. Because phone types and service plans vary, please check with your cellular service provider to confirm that your phone will work at your destination and to learn what usage costs will be.

Take with you a written prescription from your USA physician for each medication. Keep prescriptions separate from the medications themselves. If lost, a foreign pharmacy can replace them after a short verification phone call to your doctor. (This works in the USA, too!)

Air Travel | Top

Personal Information must be submitted to Music Travel Consultants, including name on Photo I.D., full legal name, date of birth, and gender. If traveling internationally, a valid passport is required. Most group air tickets require a non-refundable deposit. Tickets, once issued, are non-refundable. Baggage fees apply to all bags on most flights within the USA. Internationally, no more than one bag is free. Security checks are performed before passengers are cleared for boarding, both in the USA and internationally. The Music Travel Consultants Tour Booklet contains specific information on baggage sizes and fees, and about what you may carry on board the aircraft.

Director's/Teacher's Resource Center | Top

Payments | Top

Register as a Payer online with Music Travel Consultants, and sign up the travelers for whom you will pay. Then, free payments may be made by credit card, debit card or e-check by logging into your online account. If you prefer, you may write a paper check payable to Music Travel Consultants (please list traveler's name and trip number on the memo line) and mail it to: Music Travel Consultants 5348 W. The payment schedule may be accessed by logging into your online account and clicking on the link to " Financial Information ", then clicking on " Tour Conditions ".

Unfortunately, we can't keep you registered for a trip without a deposit. When you are able to make a deposit and get caught up with your scheduled payments, please call us. If there is space available, we will add you to the trip.

Balances | Top

Your final trip cost is based on total travelers and room occupancy. Once we receive the final rooming list from your group leader (around 28 days before departure), we figure the final price and email you an invoice for your remaining balance due. Your trip's Tour Conditions page lists prices for different numbers of travelers, broken down by room occupancy. View it online by logging in to your account and clicking on “ Financial Information ”, then clicking on “ Tour Conditions ”.

Special Considerations | Top

As you register for the trip, don’t forget about special considerations your student or traveler has, like a physical limitation or a food allergy. When you share that information with us, we can explore options to plan the best possible experience for your family member.

For physical limitations, please share anything that might help us plan. For instance, If walking all day for several days in a city is a struggle, let us know. While the group explores we may be able to arrange a location for you to take a break. If you get around by wheelchair, let us know. We want to ensure your foldable wheelchair will fit underneath the motorcoach. We may even be able to reserve a handicap-accessible motorcoach.

Key Tip – Arrange for your traveler’s wheelchair companion from the group before trip departure.

For travelers with cognitive disabilities, some amusement parks offer a rider switch program, which allows one person in your group to experience a ride, while another person waits with the traveler who does not ride. You can then swap places to allow the other traveler to ride without waiting in line again. Also, some parks offer an attraction guide that address specific triggers, such as flashing lights, loud noises, surprise elements, etc.

Key Tip – Request cognitive disability information from amusement parks and other attractions early in trip planning.

If there is a food allergy, it is important that travelers share the specific foods to avoid, as well as alternative foods. For instance, if you have nut allergies, list the specifics, (i.e. My student is allergic to almonds, hazelnuts, walnuts, and cashews, but not allergic to peanuts and pine nuts). If your traveler is a vegetarian, let us also know if dairy products, eggs, honey, and gelatin are eaten. Some vegetarians eat fish, but not beef, pork, chicken, or turkey. We contact our dining vendors to gather meal options and do our best to reasonably accommodate dining needs.

For those who have food restrictions based on faith traditions, let us know your traveler’s specific needs. We will do our best to arrange appropriate meals.

Key Tip – Let us know what you CAN eat, in addition to the foods that you cannot eat.

Check the “Special Consideration” box in your registration. This is the best way to let us know that there is a specific concern. When the trip is moved from the Travel Designer stage to the Operations Department, your Operations Agent will reach out with an introductory letter to all indicated travelers. Reply to the Agent with detailed information by the posted due date.

Key Tip – Be open. Be specific.

Your Operations Agent contacts vendors with specific requests. Once arrangements are finalized, special considerations details are given to your Music Travel Consultants Tour Director, who reconfirms them and travels with your group throughout its trip. Receiving special considerations details early allows us to plan the most appropriate course of action.

Key Tip – Share information as soon as you receive your special considerations email. It takes time to gather options and determine a plan of action.

Share the special considerations of your traveler with music directors, teachers and chaperones. The latter are the traveler’s main ‘contact people.’ Also, the special considerations traveler should be coached to be his or her own advocate, especially in situations when ‘contact people’ are not present. Music Travel Consultants Tour Directors manage pre-planned arrangements, answer traveler’s questions and handle adjustments. Maintaining open communication and working together to share information with all parties is essential for a smooth trip.

Key Tip – Share your student’s special consideration with the Chaperone and Director.

Be patient – Someone may move a little slower than other travelers. The journey is sometimes more interesting than the destination. You may see something amazing that you would have missed otherwise and everyone will still participate in activities and events.

Be flexible – When the unexpected happens (i.e. a meal is delayed, a ride is stopped to load a disabled traveler, etc.) take a moment, take a breath, and look around. This is a great opportunity to think about details you want to remember about the trip.

Be kind – You will have a unique experience, but the same experience might be challenging for someone else. Can you help? Trips are more fun when you get to know the other travelers in your group better and share memorable adventures.
