For smokers and non-smokers alike, knowing where smoking is (and isn’t!) allowed on your cruise is so important. In this guide to cruise line smoking policies, I’ll explain the guidelines for where it’s OK to smoke on a cruise and where it’s strictly forbidden.

Whether you’d prefer to steer clear of any secondhand smoke on your cruise vacation, or you’re a smoker looking for the right place to light up on your upcoming cruise, I’ll share all the basics you need to know.

Plus, I’ve included a line-by-line list of smoking policies for 39 cruise lines, as well as a handy chart to see the basic policies at a glance.

Can you smoke on a cruise ship?

In general, you can still smoke on a cruise ship, but only in designated areas. If you’re not sure where the smoking areas are, you can ask any member of the crew and they’ll give you directions.

Cruise lines have significantly tightened up their smoking policies over the last twenty years, but there’s still at least one designated smoking area on just about every ship. In fact, of the 39 cruise lines I researched, only one has any completely non-smoking ships!

What can you smoke on a cruise ship?

Cruise lines allow passengers to smoke tobacco in their designated smoking areas. However, no cruise lines allow cannabis or CBD in any form on their ships. This applies to smoking and vaping materials, as well as edibles and topical ointments. Even with a prescription, it’s still not allowed.

Smoking cigars or pipes on a cruise

Most cruise lines allow cigar or pipe smoking, but often only in outdoor smoking areas or special cigar lounges.

If you like to relax with a cigar or a pipe, make sure you ask a crewmember which smoking sections you can use. It might not be all of them!

Vaping on a cruise

Using e-cigarettes (vaping) is usually only allowed in designated smoking areas. But there are a few exceptions!

A handful of cruise lines, including Cunard and Holland America, allow vaping in passenger staterooms. (Princess Cruises also used to allow vaping in staterooms, but that rule has recently changed.)

One cruise line, Regent Seven Seas, actually allows vaping in interior parts of the ship, except in the dining areas.

Smoking on stateroom balconies

With very few exceptions, smoking isn’t allowed on cruise ship balconies anymore. Although some cruisers try to sneak a smoke in the open air, it can be a safety hazard (and annoyed guests on nearby balconies will likely turn you in).

However, there are currently five cruise lines that still allow smoking on your balcony: Costa Cruises, Hapag-Lloyd, TUI, Fred. Olsen, and AIDA.

There are some ships on these lines that have non-smoking balcony sections—or even entire ships where smoking on balconies is prohibited—so be sure you book your stateroom on the right ship and in the correct section.

Smoking at cruise ship bars

Most bars on cruise ships—indoors and on deck—are non-smoking. There are some exceptions, like cigar bars and designated lounges, but not every ship has this feature.

But, many designated smoking areas are located close enough to bars that crewmembers will come around to take drink orders and deliver them right to you.

Smoking in cruise ship casinos

Many cruise lines with onboard casinos allow smoking in at least a section of their casinos. Smoking privileges are usually reserved for active players, and often at slot machines or select table games only.

Some cruise lines have specific times where the casino is entirely non-smoking. If all the ashtrays have suddenly disappeared from what was previously a smoking section, just ask a crew member. Odds are it’s the casino’s non-smoking time.

Today there are many cruise lines that have completely non-smoking casinos. Celebrity Cruises, Azamara, and Regent Seven Seas, among others, don’t allow smoking at any time in the casino.

Smoking during bunkering

If you’re unfamiliar with the term “bunkering”, it’s the ship’s refueling process. During certain port stops, your cruise ship will be topped up with fuel and smoking won’t be permitted on any of the exterior open deck areas.

The process usually lasts a few hours, and on some ships this means there are zero places where smoking is allowed during bunkering.

What happens if you’re caught smoking in a non-smoking area on a cruise ship?

Cruise lines are very strict with their smoking policies, and can assess hefty fines for people who are caught smoking in non-smoking areas. They can even kick you off the ship at the next port!

And no, you won’t get a refund if you’re disembarked for breaking a cruise line policy. You’ll also need to find your way home at your own expense—not a fun way to end your vacation!

Buying cigarettes or cigars on a cruise ship

Most larger cruise ships sell cigarettes and cigars on board. You can usually ask for cigarettes at any of the ship’s bars. If the ship has an indoor smoking lounge or cigar bar, you can often buy cigars there.

The onboard duty-free shops also usually carry cigarettes by the carton and cigars by the box. However, some cruise lines will hold your duty-free items until the last night of the cruise.

You must be at least 21 years old to purchase, possess, or use tobacco on cruises that begin in U.S. ports. For sailings embarking from most other ports, the minimum age is 18 years old.

Tip: Although you can usually buy cigars or cigarettes, lighters and matches can be hard to come by on board. Be sure to bring extras before you sail.

Best cruise lines for non-smokers

If you’re a non-smoker and you really don’t want to be around cigarette smoke, many cruise lines do a fairly good job keeping the designated smoking areas hidden away.

But smoking areas (especially on large cruise lines with a variety of ship classes) can vary widely from one ship to another. You might find that the smoking area on one ship is so far from the action that you’d never know it was there. But another ship on the very same line might allow smoking on half of the pool deck! (I’ve noticed this on both Carnival’s and Norwegian’s fleets as examples.)

Some cruise lines also allow smoking in their casinos, and that smoke tends to travel. If you’re a non-smoker who likes to play in the casino (or you just want to avoid wafting smoke), these cruise lines have entirely non-smoking casinos:

Overall, the best cruise lines for people who want to avoid smoke on their cruise vacation include:

Remember I mentioned that one cruise line has a couple of non-smoking cruise ships? It’s luxury cruise line Seabourn. They operate two expedition ships, Seabourn Venture and Seabourn Pursuit , that are completely non-smoking.

I’ve compiled the current smoking policies for all the larger cruise lines, and it’s a pretty long list! But you can jump right to the cruise line you’re planning to sail by using the quick links below.

AmaWaterways

American cruise lines, avalon waterways, carnival cruise line, costa cruises, croisieurope, fred. olsen, hapag-lloyd cruises, holland america line, hurtigruten, msc cruises, norwegian cruise line, p&o cruises, paul gauguin cruises, princess cruises, quark expeditions, regent seven seas cruises, royal caribbean cruise line, saga cruises, uncruise adventures, uniworld boutique river cruises, viking ocean, viking river cruises.

Note: Check with your cruise line for their most up-to-date smoking rules, as they can change at any time.

All AIDA cruise ships have designated smoking areas, and smoking is also allowed on most stateroom balconies. However, select balconies on AIDAperla and AIDAprima are non-smoking.

E-cigarettes are permitted in limited areas on all AIDA ships.

AmaWaterways only allows smoking in one area on each of their ships: the aft of the Sun Deck.

Smoking is only allowed in designated areas on American Cruise Lines ships. Smoking is strictly prohibited in staterooms and on private balconies.

All Avalon Waterways ships have non-smoking interiors. Smoking is allowed in a designated outdoor area of each ship.

All of Azamara’s ships have a designated smoking area on the port side forward section of the pool deck. Smoking is prohibited in all other areas.

Azamara also prohibits smoking on the land tour portion of all cruise tours, including the use of electronic cigarettes.

All interior sections of Bahamas Paradise cruise ships are non-smoking, including the casino. Each ship has designated smoking sections on the exterior decks on the port side.

All Carnival ships have at least one designated outdoor smoking area, allowing cigarettes, e-cigarettes, cigars, and pipes.

Carnival’s casinos have both smoking and non-smoking sections, with the exception of cruises sailing from or in Australia. On these cruises, the casino is entirely non-smoking.

Guests who smoke outside of the designated areas may be charged $500 per violation, and also may be disembarked with no refund of their unused cruise fare. Additionally, violators may be prohibited from sailing with Carnival Cruise Line in the future.

Celebrity Cruises has designated smoking areas on each ship, allowing cigarettes, e-cigarettes, pipes, and cigars in these sections only.

Casinos on Celebrity are entirely non-smoking.

Guests who smoke in their stateroom or veranda will be assessed a $250 cleaning fee.

Celestyal Cruises prohibits smoking in all interior spaces on their ships. Designated smoking areas are provided on the open decks.

Costa does not allow smoking in any internal areas of their ships, with the exception of inside cigar lounges.

Smoking cigarettes, cigars, or pipes is allowed at clearly-marked outdoor smoking areas and on guest cabin balconies.

E-cigarettes can be used inside guest cabins and on cabin balconies, as well as at any designated smoking area.

Smoking is not allowed in any indoor area on CroisiEurope ships. An outdoor smoking section is available on the Sun Deck of each ship.

Indoor areas on Cunard ships are non-smoking except in designated sections. Cigar lounges are reserved for cigar and pipe smoking only.

Outdoor smoking areas are clearly marked on each ship.

Guests can use e-cigarettes in their staterooms (not on the balcony) as well as in designated outdoor areas.

Violations to the smoking policy will result in a $250 cleaning fee per violation. Repeated violations may result in disembarkation without refund.

Disney allows smoking and the use of e-cigarettes only in the following locations and times on their ships:

Disney Magic and Disney Wonder

  • Deck 4, outdoors, starboard side from 6 PM to 6 AM
  • Deck 9, forward, portside, any time

Disney Dream and Disney Fantasy

  • Deck 4, port side, aft, on the outside Promenade Deck from 6 PM to 6 AM
  • Deck 12, port side, aft, the outdoor area accessible through the Meridian Lounge at any time
  • Deck 13, port side, forward, near Currents Bar, at any time

Guests who have smoked in their staterooms or on their verandahs will be charged a $250 stateroom recovery fee.

Fred. Olsen cruise ships are nonsmoking in all indoor areas. Smoking is permitted in designated areas on the open deck, as well as on most cabin balconies.

Terrace balconies on Bolette and Borealis are non-smoking.

All Hapag-Lloyd cruise ships have designated outdoor smoking areas, and some have indoor smoking areas as well.

On some ships, smoking is allowed on stateroom balconies.

Smoking cigarettes, cigars, or pipes is allowed in the following areas:

  • Sansibar (in the outdoor area only)
  • In the outdoor areas of the decks and in the smoking area of the Lido terrace (not under the Magrodome)

MS EUROPA 2

Smoking is allowed in the following areas:

  • All external decks (except the Magrodome area and the outer terrace of the Yacht Club Restaurant)
  • Cigars, cigarillos and pipes may only be smoked in the Collins and in the outside area on the starboard side of the Sansibar

HANSEATIC nature , HANSEATIC inspiration, and HANSEATIC spirit

  • Invisible Lounge (Deck 4)
  • Outdoor smoking area on the port side near the pool (cigarettes only)

MS EUROPA , MS EUROPA 2 , HANSEATIC nature, HANSEATIC inspiration, and HANSEATIC spirit

  • Designated outdoor smoking areas
  • Stateroom verandas

Holland America cruise ships offer designated smoking and non-smoking areas in most lounges, as well as in select sections of the outdoor decks.

Cigar and pipe smoking is permitted on the outside decks only.

Electronic cigarettes are permitted both in staterooms (except on verandas) and in designated smoking areas.

Smoking areas on Hurtigruten ships are located on outdoor decks, but smoking is prohibited when ships are in port.

Hurtigruten’s Expedition ships are usually non-smoking, but smoking may be allowed in certain areas on outside decks.

Smoking inside a cabin will result in a 1500 NOK (approximately $180 USD) cleaning charge.

Marella’s ships allow smoking only in designated areas of the open deck.

MSC allows smoking only in designated areas, indicated by signage and ashtrays.

Guests who smoke in non-designated areas may be fined, and repeatedly smoking in non-smoking areas can lead to disembarkation.

All indoor areas of NCL ships are non-smoking, with the exception of cigar lounges and the casino. All ships have designated smoking areas on the open decks.

Cigar Lounges:

Cigar smoking is permitted in designated cigar lounges on select ships. Cigarettes, pipes, and electronic cigarettes are not permitted in the cigar lounge. Cigar and pipe smoking on Norwegian Sky , Norwegian Sun , Norwegian Star , and Pride of America is permitted only in designated outdoor areas as there is no cigar lounge on board.

Norwegian Bliss , Norwegian Joy, and Norwegian Encore each have a designated smoking room within the casino. On all other ships, players may smoke cigarettes or e-cigarettes in the Casino during gaming hours. Cigar and pipe smoking are not permitted in the casino.

Passengers who have smoked inside their stateroom or on the balcony will be charged a $250 USD cleaning fee.

Guests in the Garden Villas may smoke in their private garden and on their private sun decks.

Smoking and vaping are only permitted on Oceania ships on Deck 9 in the forward starboard corner of the pool deck, and on Deck 10 in the aft port corner of Horizons.

Cigar and pipe smoking are only permitted on the forward starboard corner of the pool peck.

Guests who violate the smoking policy will be disembarked at the next port, and may also be subject to fines.

Smoking and vaping are permitted on P&O cruise ships in designated areas of the open deck.

Each Paul Gauguin cruise ship has multiple outdoor areas where smoking is permitted. These include the forward outdoor areas on Deck 5 (starboard and port sides), La Palette (outside area, starboard side only), and Bar Du Soleil (starboard side only).

Smoking and vaping are permitted on Ponant cruise ships in designated areas of the open deck.

Princess’ ships have both indoor and outdoor smoking areas on board, including cigar lounges and specific areas of the open decks.

The casino has designated slot machines where guests are permitted to smoke while playing at those machines. All table games are non-smoking. The casino will also have one or more non-smoking nights (6 pm to closing), depending on the length of sailing.

Princess Cruises prohibits smoking or vaping in guest staterooms and balconies. Violations will result in a $250 fine for each occurrence.

Note: Until recently, Princess allowed the use of e-cigarettes in guest staterooms. This policy has changed, and vaping in your cabin is no longer allowed.

Quark has a no smoking or vaping policy in all interior sections of their ships. Smoking or vaping is only allowed in the designated outside smoking area.

Smoking and vaping also are not allowed near Zodiacs (inflatable boats) or during shore landings.

RSSC permits smoking in designated parts of the outdoor pool area. Additionally, smoking is allowed in the following areas of their ships:

  • Seven Seas Voyager : Connoisseur Club, Horizon Lounge (outdoor one side designated area), pool area (designated area opposite side of the Pool Bar)
  • Seven Seas Mariner : Connoisseur Club, Horizon Lounge (outdoor one side designated area), pool area (designated area opposite side of the Pool Bar)
  • Seven Seas Navigator : Connoisseur Club, Galileo’s (outdoor one side designated area), pool area (designated area opposite side of the Pool Bar)

Electronic cigarette smoking is permitted throughout Regent ships with the exception of the dining areas.

Regent allows cigar smoking only in the Connoisseur Club and the designated area on the opposite side of the Pool Bar. Pipe smoking is only permitted in the Connoisseur Club.

Guests who don’t comply with the smoking policy will be asked to disembark without a refund.

RCCL permits cigarette, e-cigarette, cigar, and pipe smoking in designated outdoor areas.

The casino on many Royal Caribbean sailings allows smoking and has a designated area for non-smoking guests (cruises departing from China and Hong Kong do not have a non-smoking area in the casino). Smoking is not permitted in the casino for any ships departing from Australia and the UK.

Smoking is not permitted inside any stateroom or on stateroom balconies. Guests who violate this policy will be charged a $250 USD cleaning fee and may be subject to further action.

Smoking and vaping are only permitted in the designated smoking area on Saga ships. On Spirit of Discovery and Spirit of Adventure, the smoking area is on the port side of Deck 11 aft.

Seabourn has a completely non-smoking policy (including e-cigarettes) on their two expedition ships, Seabourn Venture and Seabourn Pursuit . This policy also extends to shore landings.

On all other Seabourn ships, cigarette smoking is permitted in the designated smoking area on the starboard half of the Sky Bar open deck.

Cigarette, cigar, and pipe smoking are allowed on the starboard half of the Seabourn Square outside deck.

Any guest who smokes inside a stateroom or on the adjoining veranda will be charged a $250 USD cleaning fee per day of violation.

SeaDream permits smoking only in designated areas on the outside deck.

Cigarette, cigar, e-cigarette, and pipe smoking is permitted only in the Connoisseur’s Corner and in select other areas, including designated tables and seating outside of the Panorama Lounge and the Pool Bar.

Other smoking areas include:

  • Silver Spirit , Silver Whisper , Silver Shadow , Silver Muse and Silver Moon : on open Decks 9 and 10
  • Silver Cloud and Silver Wind : on open Deck 9
  • Silver Explorer : in designated outside areas on Decks 5 and 6
  • Silver Origin : in designated outside areas on Deck 7

TUI (Mein Schiff)

Smoking on TUI’s Mein Schiff ships is only permitted on private balconies and in designated areas.

Designated areas on Mein Schiff 1 and Mein Schiff 2 include:

  • Deck 5: Casino & Lounge
  • Deck 5: Front area on the promenade deck (starboard and port)
  • Deck 5: Promenade deck in front of the show bar (port)
  • Deck 5: Outdoor area of ​​the Creative Kitchen
  • Deck 14: Overview Bar
  • Deck 14: Outer Alster Bar & Grill (starboard side)
  • Deck 15: X-Sundeck (aft area, port side)
  • Deck 15: High Air Bar (port side)

Designated areas on Mein Schiff Herz include:

  • Deck 8: Unschlag Bar
  • Deck 6: Front part of the promenade
  • Deck 7: Rear part of the promenade deck, terrace of the show bar
  • Deck 11: Indispensable bar, terrace of the outer Alster bar (port only)
  • Deck 12: Overview bar

Designated areas on Mein Schiff 3 include:

  • Deck 5: Smoking lounge
  • Deck 5: Front part of the promenade deck, port side of the Schau Bar, Champagner Treff
  • Deck 14: Port side of the Outer Alster Bar & Grill, Overview Bar

Designated areas on Mein Schiff 4 , 5 , and 6 include:

  • Deck 14: Port side of the Outer Alster Bar & Grill, Overview bar

Vaping or smoking tobacco products is prohibited anywhere inside UnCruise ships. Vaping and smoking are only allowed on the outer aft deck in a designated smoking area.

Uniworld allows smoking only on the sun decks of their ships. This policy applies to all forms of smoking materials including e-cigarettes.

The cruise line also asks guests to refrain from smoking on shore excursions and tours.

Smoking is allowed on Viking Ocean ships only in the designated outdoor smoking area.

Viking River Cruises only allows smoking in the designated outdoor smoking area.

Virgin Voyages provides various designated smoking areas around their ships.   

Passengers found smoking or vaping in their stateroom or on a stateroom balcony will be fined $500 USD and may be disembarked from the voyage.

Windstar allows smoking and vaping on outside decks in designated smoking areas only.

Cigar smoking is permitted only in a specific designated area on each yacht.

What ships have the most smoking areas

Hi Linda, the cruise lines that have the most smoking areas on their ships are Costa Cruises, Hapag-Lloyd, TUI, Fred. Olsen, and AIDA - simply because they permit smoking on stateroom balconies. If you're a smoker and you're not planning to cruise on one of these lines, consider looking at Carnival, Princess, NCL, Royal Caribbean, or Holland America. You'll generally find at least a couple of smoking areas on each of their ships, and most of their ships allow smoking in the casino (with the exception of Australia-based ships). Hope this helps!

All Cruise ships allow smoking cigarettes, cigars, and e-cigarettes in designated areas, indoors or outdoors.  

The locations of the smoking areas vary for each cruise line.  All tend to have outdoor smoking areas, but only a few cater to indoor smokers via a lounge or sometimes in the casinos.

Can I Smoke Cigarettes in my Cabin?

No cruise lines allow guests to smoke cigarettes or cigars in the cabins.  If they do, they risk the smoke setting off the fire alarms and any consequences of being caught. Some cruise lines allow vaping

Is Balcony Smoking Allowed?

In the past, most cruise lines used to allow smoking on the balcony. Over the years, almost all prominent cruise lines have banned smoking from balconies. 

The reason for the ban was predominantly because of passenger complaints and feedback.  Apart from the health issues, some people don’t like being so close to a potential safety hazard. 

However, if you value being able to relax and smoke from your own balcony, four cruise lines allow smoking on the balconies .

Cruise Ships That Have Cigar and Pipe Lounges

Although cigars can typically be smoked in most designated areas, some cruise ships cater to a good old-fashioned cigar-smoking experience by offering Cigar Lounges & Cigar Bars.

Cruise Lines that offer cigar lounges include:

  • Crystal Cruises
  • Norwegian Cruise Line
  • Regent Cruises
  • Royal Caribbean
  • Silversea Cruises

Double check each individual ship via the deck plan because not every ship in the fleet may have one.

Cigar or sometimes Cigar and Cognac lounges tend to be more of a premium offering and are found on the smaller and more luxuriously marketed cruises lines.

What Happens If You Get Caught Smoking On Cruise?

If you are caught smoking outside the designated areas, you will be reminded to go to the nearest smoking areas.

If caught smoking from a balcony, you will likely receive a warning for breaking the rules.  If you continue to break the rule, you could be fined and possibly kicked off the ship.

You risk setting off the fire alarms if you are caught smoking in your stateroom.  Smoking in a cabin causes smoke-related damage to the furniture and furnishings, especially over time, as well as an unpleasant smell for future guests.

Therefore, you would likely be fined up to $500 to cover any cleaning expenses to cover the costs of replacing air filters, cleaning of carpet and drapes as well as bed blankets and pillows.

Where Can You Smoke on Carnival Cruise?

Carnival Cruises are considered a smoker-friendly cruise when it comes to where you can smoke, providing designated areas indoors and on the outer decks .

Inside, you can smoke in the casino any additional designated rooms, which will most likely be for the slot machines.

It is also worth noting that for all ships, you can’t smoke outdoors when the ship might be refueling.

On embarkation and debarkation day, smoking is not allowed outdoors while the ship is refueling.

Where Can You Smoke on Royal Caribbean?

Royal Caribbean smoking rules are pretty complex in that they can vary depending on which cruise ship you are on and from where the ship departs.

On all ships, you will find smoking areas outside.  

Some ships allow cigars and pipes to be smoked in designated smoking rooms inside the ship.

Casino smoking rules vary based on where the ship has departed from, although only ships departing from the UK and Australia don’t allow smoking in the casino.  Depending on departures from other countries will determine if smoking is throughout the casino or within a designated room in the casino area.

There is no smoking allowed in cabins or on balconies.

Royal Caribbean Smoking Policy

The Royal Caribbean smoking policy states the following:

Cigarette, cigar, e-cigarette and pipe smoking is permitted in designated outdoor areas. Casino Royale allows smoking and has a designated area for non-smoking guests.

Regarding smoking in the casino rules vary depending on the location of your departure they say:

All cruises departing from China and Hong Kong will not have a non-smoking area in the casino. Smoking is not permitted in the casino for any ships departing from Australia and the United Kingdom . Royal Caribbean

Where Can You Smoke on Disney Cruise Ship?

Disney cruise provides minimal smoking areas on board their fleet of ships, with designated smoking areas only located outdoors.  There aren’t any casinos on Disney Cruise ships , and no additional indoor smoking areas are provided.

The Disney Cruise Smoking Policy clearly states the Disney Cruise smoking areas for each ship in the fleet, except for the newest Disney Wish.

Where Can You Smoke on Norwegian Cruise Line?

Norwegian Cruise Lines provide outdoor smoking areas on all ships in the fleet.

Onboard casinos allow cigarettes to be smoked, but they disallow cigars and pipe smoking.

Although they do have indoor smoking rooms, you are only permitted to smoke cigars in them.

You can’t smoke in your cabin or on the balcony, although there is an exception for the Garden Villas balcony suites.

They state indoor areas are smoke-free

with the exception of the cigar lounges and the casino, throughout all our ships are smoke-free. Dedicated outdoor areas are assigned to smoking. NCL

NCL gives separate considerations to cigar smokers more than most other cruise lines.  Rules vary slightly depending on the specific ship

Cigar smoking is permitted in the designated cigar lounge. Cigarettes, pipe, electronic cigarettes and vapor smoking devices are not permitted in the cigar lounge. Cigar and pipe smoking on board Norwegian Sky, Norwegian Sun, Norwegian Star and Pride of America is permitted only in designated outdoor areas as there is no cigar lounge onboard . NCL

“ Norwegian Bliss, Norwegian Joy and Norwegian Encore have a designated smoking room within the Casino . How To Get Away With Smoking On A Cruise Ship

This is a question more commonly asked when thinking about bringing weed on a cruise , where we covered in more detail the ways to sneakily have a smoke.  This also applies to anyone who wants to use the less intoxicating Delta 8 on a Cruise .

When it comes to getting away with smoking cigarettes or cigars on cruise ships, smoking is allowed on all cruise ships so it is best to smoke them in designated areas.  Why break the rules when you don’t need too?   

If you break the rules, you are potentially creating a hazard and upsetting other guests with their own health and safety concerns.

Whatever you don’t, try getting away with smoking in your cabin, as you risk setting off fire alarms and getting fined.

Frequently Asked Questions

Can you bring a lighter on a cruise.

Standard cigarette lighters can be brought on a cruise ship.  However, more powerful torch lighters are prohibited.  Also, any novelty lighter that looks like a weapon or any other banned items will not be allowed on board.

Why Can’t You Smoke in a Cruise Cabin?

Smoking real cigarettes and cigars is a potential fire hazard that cruise lines massively want to avoid because worst case scenrio it could sink a cruise ship ,.  On top of that, they increase the cleaning required, and even flavored vapes can leave an unwanted smell in the cabin and furnishings that can be difficult to get rid of quickly for the next guests.

Cigars are allowed on cruises, but you can only smoke them in the designated smoking areas.  Depending on which cruise ship you are on, some have specific areas where cigars are prohibited, but others have areas where only cigars are allowed, as is the case with NCL.

Can You Bring Nicotine On A Cruise? 

Nicotine in all forms is allowed on a cruise.  All cruise ships have smoking areas, even if they are only outdoors.  

Nicotine tobacco products are allowed to be taken onboard as are vapes and any other form of nicotine, including gum and patches for those trying to stop or reduce their smoking.

Can You Buy Cigarettes on a Cruise?

Cruise ships have duty-free shops onboard which sell cartons of cigarettes.    Depending on the cruise line, you can often buy single packs of cigarettes from the bars at which you are allowed to smoke at.

These will most likely be in the casino bar if smoking is allowed.  Expect bars close to any designated smoking areas to sell them.

You’ll typically have to wait until the ship has disembarked before they are sold.

Are There Non-Smoking Cruise Ships?

There are no non-smoking cruise ships in existence.   At the very least, all the leading cruise lines offer smoking areas outdoors. Only Disney and Celebrity cruise lines don’t have any indoor smoking areas.  

If you want to avoid smoke on your cruise, you can look up the locations of the smoking areas on the deck maps and plan to avoid them.

Other smaller cruise lines with no indoor smoking areas include:

  • P&0, Ponant
  • Viking Ocean

Smoking is allowed on all cruise ships. Some are more smoking-friendly than others offering both indoor and outdoor areas.

Cruise Line Smoking Policies: A Smoker’s Guide to Cruising

Many people are aware that cigars are enjoyed by many-a-passenger on cruise ships, but can you smoke cigarettes? What about vaping? And hey, its 2019, what’s the deal with cannabis and cruising? As for that last one, it’s a big no-go, and for good reason. While marijuana has been legalized in many states in the United States, it is still federally banned and all cruise lines listed err on the side of caution and make it very clear that any possession or use of illegal substances will result in immediate disembarkation and any travel expenses incurred as a result are solely the responsibility of the passenger. While enjoying your cruise, you’re often free to light up, given you follow ship and cruise line policies! And be aware that cruise lines take the following policies very seriously, as cigarette smoke can be a health and safety hazard, or simply retract from the experience of others.

Smoking Policies by Cruise Line

AmaWaterways Smoking is permitted outside only, on the aft side of the sun deck. These policies apply to all smoking devices, including e-cigarettes and vaporizers.

Avalon Waterways Smoking is permitted outside only, with the area dependent on destination. In Europe and South America, smoking is only allowed on the sky deck. And if you’re sailing with Avalon on the Mekong or Ganges River, smoking is permitted only in designated areas. These policies apply to all smoking devices, including e-cigarettes and vaporizers.

Azamara Smoking is permitted on the port side, forward area of the pool deck. All other areas of Azamara ships and Azamara land tours are strictly smoke-free. These policies apply to all smoking devices, including e-cigarettes and vaporizers.

Carnival Cruise Line Smoking is permitted in select areas of each Carnival ship, of which a list can be found here . In general, smoking is limited to specific outdoor areas and certain nightclubs and casino spaces onboard. These policies apply to all smoking devices, including e-cigarettes and vaporizers.

Celebrity Cruises Celebrity Cruises has designated certain areas of the ship as “smoking areas.” Generally, smoking is not permitted except in designated areas. Smoking is not permitted inside any guest stateroom; nor on any guest veranda. These policies apply to all smoking devices, including e-cigarettes and vaporizers.

Crystal Cruises (Ocean and River) Aboard all Crystal ships, smoking is allowed in designated smoking areas only. Smoking is not allowed in public rooms, suites or any area that is not designated as a smoking area. Indoor smoking is permitted only in the Connoisseur Club smoking lounge (aboard Crystal Mozart , Crystal Serenity and Crystal Symphony only) and upon request, in the VIP Casino (during play). Smoking is prohibited in all other indoor areas of the ship, including all other public rooms, lounges, corridors and restaurants, as well as all staterooms, suites and verandahs. These policies apply to all smoking devices, including e-cigarettes and vaporizers. Permitted Smoking Areas (Including Electronic Cigarettes, Cigars and Pipes):

  • Connoisseur Club on Crystal Endeavor , Crystal Mozart , Crystal Serenity , Crystal Symphony
  • VIP Casino on Crystal Serenity and Crystal Symphony (during play, upon request)
  • Deck 4 on Crystal Bach , Crystal Debussy , Crystal Mahler and Crystal Ravel
  • Deck 5, aft, portside on Crystal Esprit
  • Decks 10, 9 and 8 aft on Crystal Symphony and Crystal Serenity
  • Deck 11, aft Crystal Serenity
  • Seahorse pool area, port side only (cigarettes and e-cigarettes only)
  • Promenade Deck, port side only (cigarettes and e-cigarettes only)

Cunard Smoking (including electronic alternatives) is not permitted in staterooms, on stateroom balconies or in public rooms. You will find designated areas on the open decks, where smoking is permitted. The only exception to this is Churchill’s Cigar Lounge, which is reserved for cigar and pipe smokers only. All restaurants are non-smoking, and this includes outdoor dining alternatives. Electronic cigarettes and vaporizing devices, including those which do not emit smoke/vapor, are permitted in designated smoking areas only.

Holland America Line All staterooms, showrooms and most other indoor areas are designated non-smoking. No smoking of any kind will be permitted on any stateroom verandah. Electronic cigarettes are not permitted in staterooms or in other public areas of the ship other than designated smoking areas. Cigar and pipe smoking is not allowed anywhere inside the ship; it is only permitted on the outside decks where smoking is otherwise allowed. The designated smoking areas for all ships are as follows, unless otherwise noted:

  • On  Koningsdam , and  Nieuw Statendam , smoking is allowed on the port side only.
  • Sun Bar on  Koningsdam and  Nieuw Statendam
  • Sports Deck forward and aft of Crow’s Nest on starboard side on  Maasdam ,  Veendam ,  Volendam ,  Zaandam ,  Rotterdam and  Amsterdam
  • Oak Room on  Noordam only, including cigar and pipe smoking
  • Onboard Zuiderdam , Oosterdam , Westerdam , Eurodam and Nieuw Amsterdam, the casinos are non-smoking. Onboard all other Holland America Line ships, smoking is allowed in the casinos except for non-smoking days.

MSC Cruises Smoking (including e-cigarettes) is not permitted in staterooms, on stateroom balconies and anywhere not expressly indicated by signage and ashtrays.

Norwegian Cruise Line Smoking is prohibited on stateroom balconies. Guests in the Garden Villas may smoke in their private garden and on private sun decks.Public areas throughout all ships are smoke-free. If you smoke regular or electronic cigarettes, you can do so in designated areas only. If you prefer pipes or cigars, you can smoke in the Cigar Bar or designated smoking lounge. Smoking cigarettes, electronic cigarettes, cigars and pipes is permitted in outdoor public guest spaces and open decks where designated by the ship’s management based on the ship’s specific characteristics and arrangement. Smoking, including electronic cigarettes, is prohibited in or near venues serving food, the jogging track, outdoor sporting venues, The Haven outdoor areas and children’s pool areas. On ships with The Waterfront, smoking is permitted on the starboard side excluding near any food service areas. Active Casino players may smoke cigarettes in the Casino during gaming hours. Cigarette smoking is not permitted in any other indoor venue or location. Electronic cigarettes cannot be used in public areas where there is a No Smoking policy in force; simply because these cigarettes look so realistic and therefore other guests’ perception is that Norwegian is not enforcing the No Smoking rule.

Oceania Cruises Designated Smoking Areas are available on the forward, starboard corner of the Pool Deck and in the aft, port corner of Horizons. These areas are comfortably furnished and conveniently located near food and beverage areas. Smoking is expressly forbidden in all staterooms and suites, on verandas, or in any areas of the ship other than officially Designated Smoking Areas. All areas other than those specified as Designated Smoking Areas will remain smoke-free. This includes all guest suites and staterooms, verandas, restaurants, public areas, the Casino and all other areas of the ship. Cigar and pipe smoking is only permitted on the forward, starboard corner of the Pool Deck. Guests are welcome to use electronic cigarettes except in dining venues which includes indoor and outdoor seating.

Paul Gauguin Cruises Smoking is prohibited in all suites, staterooms, indoor public areas and private balconies. There are multiple outdoor areas on the ship where smoking is permitted.

Princess Cruises Clearly marked “Designated Smoking Areas” are available onboard and include a sufficient number of ashtrays that are emptied regularly. Generally, these areas include cigar lounges, a section of the nightclub, as well as a portion of the open decks. The Casino and Casino Bar are non-smoking areas on board, with the exception of designated slot machines where guests are permitted to smoke only while playing at those machines. All table games are non-smoking. The Casino will also have one or more non-smoking nights (6 pm to closing), depending on length of voyage. Show lounges, dining rooms and all food services areas on board all Princess ships are non-smoking. Princess Cruises prohibits smoking in guest staterooms and balconies. The use of electronic cigarettes is allowed within the confines of the guest’s stateroom (balcony not included) and within designated smoking areas only.

Regent Seven Seas Cruises Smoking is not permitted in any enclosed dining area, certain public venues, elevators, the theater, and all suites and balconies, and is only permitted in specific designated smoking areas. The use of electronic cigarettes is allowed within designated smoking areas only. Cigar Smoking is only permitted in the Connoisseur Club on applicable ships and the designated area on the opposite side of the Pool Bar. Pipe smoking is only permitted in the Connoisseur Club. Cigarette smoking is only permitted in designated areas of the outdoor pool area and the following public rooms:

  • Seven Seas Explorer : Connoisseur Club, Pool area (designated area opposite side of the Pool Bar)
  • Seven Seas Voyager : Connoisseur Club, Horizon Lounge (outdoor in designated area), Pool area (designated area opposite side of the Pool Bar)
  • Seven Seas Mariner : Connoisseur Club, Horizon Lounge (outdoor in designated area), Pool area (designated area opposite side of the Pool Bar)
  • Seven Seas Navigator : Galileo’s (outdoor in designated area), Pool area (designated area opposite side of the Pool Bar)

Royal Caribbean International Royal Caribbean has designated certain areas of the ship as smoking areas. Cigarette, cigar, e-cigarette and pipe smoking is permitted in designated outdoor areas of the starboard side of all ships; with the exception of Oasis-class ships that will allow smoking on the port side of the ships. Visible signage is posted within all smoking areas and ashtrays are provided for use. Outdoor areas near restricted areas, food venues, and kids play areas and pools will not allow smoking. On Oasis class, smoking is not permitted in Central Park or the Boardwalk neighborhoods. Onboard, all interior public spaces are smoke free. Smoking is not permitted in any dining venue, theater, bar, lounge, hallway, elevator, and jogging track. Smoking is not permitted inside any stateroom and any stateroom balcony. This applies to all stateroom categories onboard. Electronic cigarettes or e-cigarettes are only permitted within the designated smoking areas. Casino Royale allows smoking and has a designated area for non-smoking guests. There will be visible signage indicating the non-smoking area in the casino. All cruises departing from China and Hong Kong will not have a non-smoking area in the casino. Smoking is not permitted in the casino for any ships departing from Australia and the United Kingdom.

Seabourn Cruise Line Most public areas on board, as well as guest suites, are smoke-free. Guests must refrain from smoking anywhere inside the ship, including in guest suites, on verandas and balconies. Smoking of electronic cigarettes is permitted in guest suites, as well as other designated smoking areas. Smoking of water-pipes, glass-pipes or other smoking devices is not permitted on board. Smoking is not permitted on open decks during fuel bunkering operations in port. Inside smoking of cigarettes is not permitted. Outside smoking of cigarettes is permitted in designated areas of Seabourn Odyssey , Seabourn Sojourn , Seabourn Quest , Seabourn Encore and Seabourn Ovation :

  • On the starboard half of the Sky Bar on Deck 9, including the bar stools on Seabourn Odyssey , Seabourn Sojourn and Seabourn Quest .
  • On the starboard half of the Sky Bar on Deck 10, including the bar stools on Seabourn Encore and Seabourn Ovation .
  • On the starboard half of the open terrace aft of The Club on Deck 5.
  • Smoking of cigarettes, pipes and cigars is permitted on the starboard half of the open terrace aft of Seabourn Square on Deck 7. This is the only area on board where pipe and cigar smoking is permitted.

Silversea Cruises Most areas on board are non-smoking, and, as a safety precaution, smoking is not permitted in guest suites or guest suite verandas or balconies, and in all public areas, lounges and bars. However, cigarette, cigar, electronic cigarette and pipe smoking is permitted only in the Connoisseur’s Corner and in specifically designated areas. These areas include: designated tables and seating outside of the Panorama Lounge and the Pool Bar, as well as on open Decks 9 and 10 aboard  Silver Spirit , Silver Whisper , Silver Shadow  and  Silver Muse ; on open Deck 9 aboard  Silver Cloud  and  Silver Wind ; in specifically-designated outside areas on Decks 5 and 6 aboard  Silver Explorer ; in a designated outside area on Deck 4 aboard  Silver Galapagos .

U River Cruises Smoking is only permitted on the sun decks of U River Cruises’ ships. Smoking is not permitted on motorcoaches. This policy applies to all forms of smoking materials, including vapor e-cigarettes.

Uniworld Boutique River Cruises Onboard Uniworld ships, smoking is allowed only in a designated area of the Sun Deck. Guests are asked to refrain from smoking on shore excursions/tours, especially since many historical sites and other tourist attractions in Europe are now smoke-free. Smoking is not allowed aboard any sightseeing motorcoach.

Viking Cruises (Ocean and River) Viking vessels are generally non-smoking. There is a designated outdoor smoking area on the starboard side of Deck 8. All other areas of the ships, including your stateroom and veranda, are designated non-smoking areas. Smoking restrictions also apply to e-cigarettes.

Windstar Cruises Smoking or vaping is not permitted in any of the staterooms, suites, or public spaces, including all restaurants and corridors. Smoking and vaping is permitted on the outside decks in designated smoking areas only.

But what if you want to smoke while on your cruise? Can you smoke on a cruise ship?

Most cruise lines allow passengers to smoke on a cruise ship , but only in designated areas. Since cruise ship smoking policies are always changing, checking with your cruise line before you sail is best.

Can You Smoke on a Cruise Ship?

Yes. You can smoke on a cruise ship , but only in designated smoking areas. The permitted areas vary by cruise line but typically include:

  • The casino.
  • A cigar lounge (if there is one).
  • One or two bars.
  • Designated outdoor spaces.

The designated outdoor smoking area is typically a small section on one of the ship’s upper decks. The location is different on every vessel, but you can find the policy on the cruise line’s website.

Most of the smoking areas are hidden away so as not to disturb non-smokers.

If you’re unsure where you can find the designated smoking areas, it’s best to check with guest services.

European cruise lines typically have looser restrictions regarding smoking on a cruise ship. But, even they are cutting back on the areas where smoking is permitted.

Smoking policies vary by cruise line and are constantly changing. Below you’ll find the cruise line smoking policies of some of the most popular cruise lines:

Azamara smoking policy

Azamara cruise ships have one designated smoking area on the portside forward section of the pool deck. The section is clearly marked to indicate that smoking is permitted.

The non-smoking policy extends to all other areas of the vessel and Azamara Cruisetours unless stated otherwise by the tour operator.

Carnival Cruise Line’s smoking policy

The designated smoking areas vary by ship but include:

Smoking is permitted in designated outdoor smoking areas.  Cunard Line’s smoking policy  prohibits indoor smoking, except at the Churchill’s Cigar Lounge, where cigar and pipe smoking is permitted.

Disney Cruise Line smoking policy

Smoking on Disney Cruise ships  is limited to outdoor designated smoking areas.

On  Disney Magic  and  Disney Wonder , you’ll find the designated smoking areas on Deck 4 (starboard side from 6:00 pm to 6:00 am) and Deck 9 (forward, portside).

On  Disney Dream  and  Disney Fantasy , smoking areas include Deck 4 (port side, aft, from 6:00 pm to 6:00 am), Deck 21 (port side, aft), and Deck 13 (port side, forward, near Currents Bar).

Fred Olsen Cruise Lines smoking policy

Passengers can smoke on designated outdoor areas, open-air decks, and cruise ship balconies (excluding Terrace Balconies on  Bolette  and  Borealis ).

Fred. Olsen Cruise Line’s smoking policy  also allows for vaporless e-cigarettes in staterooms.

However, starting 1st April 2025 , the cruise line will no longer allow smoking on cabin balconies. This applies to cigarettes, cigars, pipes, and electronic cigarettes that emit any vapor – even water vapor.

Holland America Line smoking policy

Guests may smoke cigarettes in designated outdoor smoking areas and cabin verandahs. Some Holland America ships offer special smoking nights in the casino, but only while playing.

Holland America Line’s policy  prohibits smoking in most indoor areas, including in staterooms.

MSC Cruises smoking policy

Smoking is not allowed in cabins, on cabin balconies, and in most indoor settings.

MSC Cruises  designated outdoor smoking areas. Some ships offer a cigar and pipe smoking lounge.

Norwegian Cruise Line smoking policy

Guests are permitted to smoke in designated areas on open decks. Some of Norwegian’s larger cruise ships offer smoking sections in the casino.

While smoking is not allowed in cabins or balconies, guests booked in Garden Villas may smoke in their private garden and on the private sun decks.

Cigar and pipe smoking are permitted in designated cigar bars on select ships.

Oceania Cruises smoking policy

Smoking is only permitted in designated outdoor areas. Smoking areas include the forward starboard corner of the Pool Deck on Deck 9 and the aft port corner of Horizon’s Deck 10.

According to Oceania Cruises smoking policy , smoking is not permitted at any indoor venues, casinos, cabins, or balconies.

P&O Cruises smoking policy

Passengers can smoke regular cigarettes and e-cigarettes in designated open deck areas. The designated smoking areas vary by ship and may change throughout the cruise due to the cleaning schedule or weather.

Smoking in the casino is limited to designated slot machines, except on non-smoking nights.

Regent Seven Seas Cruises smoking policy

Guests may smoke at designated pool deck areas and in the Connoisseur Club smoking lounge.

Other designated smoking venues include a designated outdoor area of Horizon Lounge on  Seven Seas Mariner  and  Seven Seas Voyager , and Galileo’s on  Seven Seas Navigator .

Pipe smoking is only permitted in the Connoisseur club  Seven Seas Voyager ,  Mariner , and  Navigator . Cigar smoking is allowed in the designated areas on the pool deck and Connoisseur club.

Royal Caribbean International smoking policy

Royal Caribbean permits smoking in designated outdoor smoking areas of the open decks. The smoking area is usually located on the starboard side, except on Oasis-class ships where it is on the port side.

Casino Royale permits smoking with a small non-smoking section (except on cruises departing China and Hong Kong, which remove the non-smoking area). The Casino Royale is designated non-smoking on voyages departing the UK and Australia.

Cigars and pipes are not allowed in the casing. But, cigar and pipe smoking is permitted in designated outdoor areas and the cigar bars found on Freedom-class and Voyager-class ships.

Seabourn Cruise Line smoking policy

On Seabourn ships, smoking is permitted in a designated area of the Sky bar and open terrace aft of The Club on Deck 5.

Cigar and pipe smoking are limited to the open terrace aft of Seabourn Square on Deck 7.

Additionally,  Seabourn’s policy  permits electronic cigarettes in all suites.

Notably, Seabourn Cruises expedition ships  Seabourn Venture  and  Seabourn Pursuit  do not permit smoking.

SeaDream Yacht Club smoking policy

SeaDeam Yacht Club offers designated outdoor smoking areas for cigarettes, vapes, and cigars.

The  cruise ship smoking policies  do not permit any indoor smoking.

Silversea Cruises smoking policy

Virgin Voyages provides designated areas around the ship.

According to  their policy , guests caught smoking outside of designated areas will face a $500 fee and may be disembarked at the next port of call. Guests caught smoking will not be entitled to a refund if they are disembarked for breaking the cruise line’s policies.

In 2023, Mexico introduced a new law banning smoking in public spaces, including cigarettes, e-cigarettes, marijuana, and other tobacco products. Punishment for those caught smoking in public spaces includes steep fines and up to 36 hours of detainment.

No one likes a tattletale, but smoking poses a severe fire risk for everyone on board.

Some passengers might not realize that they are breaking the smoking policy, and they will be thankful that you warned them before a crew member.  But , there’s also the chance that they are knowingly breaking the rule.

To avoid a confrontation, we recommend speaking with a crew member about the smoking passenger or phoning guest services.

Royal Caribbean International

Smoking is legal on the open decks in the designated outdoor smoking areas. Except on Oasis-class ships, when it is on the port side, the smoking area is typically found on the starboard side of the ship.

Except for cruises leaving from China and Hong Kong, where the non-smoking area is removed, Casino Royale allows smoking in a tiny designated smoking area. When sailing from the UK and Australia, the Casino Royale is strictly non-smoking.

No pipes or cigars are permitted inside the casing. However, smoking pipes and cigars is allowed in approved outdoor spaces as well as at the cigar bars on board Freedom-class and Voyager-class ships.

Seabourn Cruise Line

Fira, Greece, July 16, 2019: In the Aegean Sea, not far from Fira in Santorini, is the American luxury cruise liner Seabourn Odyssey. Smoking is allowed in a certain section of the Sky bar and on the open terrace behind The Club on Deck 5 of Seabourn ships.

Only on Deck 7, on the open terrace aft of Seabourn Square, are cigar and pipe smokers permitted.

Furthermore, it is the policy of Seabourn to allow electronic cigarettes in every suite.

Notably, Seabourn Cruises’ adventure ships, Seabourn Venture and Seabourn Pursuit, do not permit smoking.

Silversea Cruises

Smoking is allowed outside at specific tables outside the Panorama Lounge, the Pool Bar, and specific sections of the open deck.

The only area aboard Silversea cruise ships where smoking is permitted indoors is Connoisseurs Corner.

Virgin Voyages

Virgin Voyages offers spaces that are set off throughout the ship.

What is Royal Caribbean's smoking policy?

For the comfort and enjoyment of our guests, our ships are designated as non-smoking; however, we recognize that some of our guests do smoke. To provide an onboard environment that meets all needs, we’ve designated certain areas of the ship as smoking areas.

Smoking refers to the use of cigarettes, cigars, all types of electronic vaping (such as e-cigarettes, vapes, mods, etc.), and pipe smoking.

  • Smoking is permitted in designated outdoor areas , must be properly disposed of, and never be thrown overboard .
  • We’ll have visible signage posted in areas where smoking is permitted, and ashtrays that are provided for use.
  • Cigar and pipe tobacco are limited to designated outdoor areas and Cigar Bars.
  • You must be at least 21 years of age to purchase, possess, or use tobacco on sailings beginning in U.S. ports. For sailings beginning in all other ports, the minimum age is 18 years old.

Onboard Casino

  • Casino Royale® allows smoking and has designated areas for both smoking and non-smoking guests. There will be visible signage indicating the smoking and the non-smoking area in the casino.
  • Ships sailing from China and Hong Kong will not have a non-smoking area in the casino.
  • Smoking is not permitted in the casino for any ships sailing from Australia and the United Kingdom .

Other Spaces Onboard – Smoke Free

  • Onboard all interior public spaces are smoke free. Smoking is not permitted in any dining venue, theater, bar, lounge, hallway, elevator, and jogging track. Outdoor areas near restricted areas, food venues, and kids play areas and pools will not allow smoking.
  • On Oasis class, smoking is not permitted in Central Park or the Boardwalk neighborhoods.
  • Smoking/vaping is not permitted inside any stateroom and any stateroom balcony. If a guest is in violation of this stateroom policy, a cleaning fee of $250 USD will be applied to their SeaPass® account and may be subject to further actions*.

This review is about smoking on cruise ships - Carnival, Royal Caribbean, Disney, Princess, Celebrity, Cunard and all the rest of the major cruise lines smoking policies and rules.

The new cruise ship smoking rules make cruising vacations harder for smokers to fully enjoy. This is bad news for the "smoking cruisers" whose only heavenly retreat ("joy allowed" place) on the ship soon will be the cigar lounge & bar zone.

The major cruise lines have already tightened their rules for cigar and cigarette smoking policies and this includes the mainstream lines Carnival, NCL Norwegian, Royal Caribbean, and MSC, to the mid-market leaders Celebrity, Disney, Princess, Holland America.

Smoking on cruise ships has been an important issue since the 2006 fire which broke out aboard Star Princess . The fire was started after a passenger flicked a lit cigarette over the balcony railing. It landed on the balcony below, setting on fire the balcony partition and the furniture. Eventually, the fire spread and destroyed 238 staterooms. A man lost his life, the ship suffered huge loses.

Fire is the second-rated among the most disastrous cruise ship accidents - right after ship sinking, which is in true connection with the "Smoking on cruise ships" theme. Still, many passengers want to smoke in their cabins, on their balcony, in dining rooms, all around the pool deck areas.

In an effort not to repulse smokers and to please non-smokers, the major cruise lines had to rewrite their rules for smoking on ships. As part of the effort, most of them are now banning cigar and cigarette smoking on cruise ship balconies .

  • Almost all cruise lines smoking policies state, that if a guest has been caught smoking in any non-smoking area, the cleaning fee (penalty) is $250, posted to his/her onboard account.
  • Depending on the cruise line and the severity of the violation, there is even a chance for disembarkation at the next call port.
  • On many lines, the cruise smoking rules are subject to change depending on the country the ship is residing in for the evening or sailing from. That's because the different countries have different smoking laws.

  • In August 2013, Disney announced banning smoking on Disney ships (including electronic cigarettes) from all of the line's stateroom balconies.
  • Royal Caribbean followed with their balcony smoking ban, which went into effect in 2014. The ban is now enforced on all RCI vessels except the ones traveling through Asia. Guests who prefer to light up still do so inside of ships' casinos and select RCI Connoisseur Clubs.
  • Starting spring 2014, passengers aboard Cunard 's Queen Elizabeth, Queen Victoria and Queen Mary 2, are prohibited from smoking in staterooms, on balconies, and in public areas apart from the designated areas on the open decks, Churchill Cigar Lounge, and the upper level of G32 nightclub on board Queen Mary 2.
  • Smokers who look for more permissive environment already don't have the chance to find them. Starting 2014, October 9, Carnival prohibits smoking on cabin balconies. Guests can partake inside the jazz bars and dance clubs, as well as on designated outside areas. As of December 1, 2018, Carnival Cruise Line updated their smoking policy and made their position clear: those passengers who smoke in the stateroom or on their balcony, as well as everyone else in the stateroom, may be disembarked at the next port of call. Previously, just like other cruise companies, Carnival has said that those who smoke in the staterooms or on the verandas might be charged a substantial cleaning fee (US$500). Indoor smoking is allowed only in the casino, but only in case the travelers are actively playing ;-)
  • MSC is 90 % smoke-free, as smoking is prohibited in the dining rooms, cabins (including their balconies) and theaters. Designated areas include a designated lounge, one side of the sun deck, the cigar room and casinos.
  • Seabourn has similarly prohibited smoking from stateroom balconies in all B category suites on Seabourn Spirit, Legend and Pride. But passengers staying in Seabourn Sojourn, Quest and Odyssey suites were permitted smoking from the cabin. However, as of November 28, 2016, the line brought its smoking policy in line with other luxury cruise companies and banned smoking in all indoor venues and on balconies.
  • Celebrity also prohibits veranda smoking (including electronic cigarettes). The line restricts lighting up to ships' designated areas.

No smoking: Carnival Cruise Line cracks down on lighting up

Carnival Cruise Line recently took steps to further crackdown on smoking across its fleet by banning the practice during embarkation and in new casino spaces created exclusively for nonsmokers.

Mainstream cruise lines have largely eliminated smoking in staterooms (including on private balconies) and public areas, but several lines' casinos remain places where passengers are permitted to puff away while gambling.

To address that issue without completely banning smokers, Carnival Cruise Line Brand Ambassador John Heald said Friday on his Facebook page that, on three of its ships, Carnival Cruise Line has converted onboard conference centers to additional smoke-free casino space.

"On Carnival Breeze, Carnival Dream and Carnival Magic, while half of the [main] casino is going to remain smoking on all of our ships, on those three ships, for now ... we have designed a nonsmoking casino," Heald said, noting that the forfeited conference spaces were large and rarely used.

"You have tables and slot machines ... in these areas. If these [areas] work, which we think they will, we may possibly add them to other ships.

"We know that smokers gamble. If we thought ... the revenue was going to remain the same if we took smoking away -- it won't, which is why we haven't -- [we would have done it]. But we have, on those three ships, given you a chance to have a nonsmoking casino."

Prior to the new casino announcement, Heald also said Carnival would be prohibiting smoking anywhere on or near all ships in the fleet during embarkation, as that's when the vessels refuel.

"During embarkation and while we are refueling ... there is a no-smoking rule inside and out of the ship until just before we cruise," Heald explained.

The process, known as bunkering, can take hours, and because the fuel is highly flammable, rogue ashes pose a threat. Previously, smoking had only been banned in outdoor areas during that time, but now it's not allowed in indoor, otherwise smoke-friendly places, either.

"I've had a few rather frustrated comments about that, and I totally understand," Heald sympathized.

He said part of the reason for the change is that temporarily banning smoking until the ship leaves port allows for a smoke-free environment for all passengers as they check in at their muster stations -- some of which are in areas, like the casino, that normally allow smoking -- after completing the line's digital safety drill.

"On most of the ships, we will be using the casino as an e-muster, where you go up and you hand them your app ... or your boarding pass ... and they check you off, and you watch a life jacket demonstration from the crew," Heald said.

This isn't the first time Carnival has enacted controversial smoking policies. In 1999, the line implemented the cruise industry's first completely smoke-free vessel, Carnival Paradise. The complete ban on smoking was quickly lifted when it became clear that smokers tend to spend more money at bars and casinos than nonsmokers.

In 2014, Carnival banned smoking from balconies in its ships' cabins and also made headlines in 2018, when it announced violators of its smoking policies would be slapped with $500 fines .

Ultimately, the places onboard where smoking is permitted are few and far between, with most ships only allowing it in casinos and on designated outdoor decks, usually on one side of the ship and usually near the aft so the smell wafts out to sea.

No More Cough-Cough: Top Cruise Ships for Nonsmokers, 2009

More than a year and a half after our first-ever survey of cruise line smoking regulations, the cruise industry continues to move away from Mad Men style nicotine sophistication and into, well, the 21st century.

Take a look: Around the country, 34 states have banned smoking in many public places, and 24 of those even have no-smoking rules for bars. Across the pond, England, Ireland, Scotland, France (France!), Italy, Denmark, Finland, Sweden, Norway, the Netherlands, and Iceland have all banned smoking in most public places nationwide, including bars and clubs. Smokers can still light up wherever they want in, oh, Chad, but since we haven't seen a noticeable uptick in Chadian tourism, we can assume the ability to light up isn't the main driver behind smokers' vacation choices.

Which is a good thing for the cruise lines, 'cause the trend there is definitely following the worldwide pattern. Over the past two years, anti-smoking rules have become more and more stringent industry-wide. Generally, ships now prohibit smoking in all restaurants, theaters, corridors, elevators, and many other public areas, too. If you want to light up, most lines still let you do so in the smoking sections of bars and lounges, out on the open decks, and in your cabin and private balcony, but some are even clamping down on those retreats.

It's a simple matter of changing demographics. "The majority of our guests are non-smoking," says Crystal Cruises' President Gregg Michel, "and travelers are used to more non-smoking environments today." Ron Santangelo, North America president of Peter Deilmann Cruises, concurs: "With Europe following America's lead in passing laws that help reduce the effects of smoking on non-smokers, we are happy to adjust our policy to fully participate in this effort."

The Best Ships for Non-Smokers

The following cruise lines prohibit smoking not only in the majority of public areas but also in all their cabins (eliminating any possibility of residual odors), cabin balconies, and even outside public decks.

American Cruise Lines ( www.americancruiselines.com ): Small-ship line ACL is entirely smoke-free. Smoking is prohibited both indoors and on the outside decks.

Azamara Cruises ( www.azamaracruises.com ): Smoking is banned everywhere aboard Azamara's two ships with the exception of two small areas: one indoors, in the aft port-side section of the Looking Glass Lounge, the other outdoors, in the starboard forward section of the Pool Deck. Azamara also follows a no-smoking policy on all land components of its cruisetours.

Oceania Cruises ( www.oceaniacruises.com ): As aboard Azamara (whose ships are more or less identical to Oceania's), smoking is prohibited except in two areas: one indoors, in the aft port corner of Horizons observation lounge, and one outdoors, in the forward starboard corner of the Pool Deck. Cigar and pipe smoking are only permitted in the latter.

Semi-Smoke-Free Runners Up

American Canadian Caribbean Line ( www.accl-smallships.com ): Smoking is allowed on outside decks only on this small-ship line. Smoking is not permitted anywhere inside.

American Safari Cruises ( www.amsafari.com ): Smoking is prohibited in all indoor areas of this line's small yachts. Smokers may light up on outside decks only.

Celebrity Cruises ( www.celebrity.com ): Smoking is prohibited in staterooms, on stateroom balconies, in all dining venues, and in the casino, theater, corridors, and elevators. Cigarette smoking is permitted only in a few designated indoor and outdoor areas of each ship, and cigar and pipe smoking is permitted only in designated outdoor areas. Cigarettes, cigars, and pipe tobacco must be properly disposed of and never thrown overboard. Violations carry a $250 penalty charged to the guest's onboard account. There is also a non-smoking policy on all land components of Celebrity cruisetours.

Cruise West ( www.cruisewest.com ): Smoking is allowed only in designated areas of outside decks on these small ships. Smoking is not permitted anywhere inside.

Disney Cruise Line ( www.disneycruise.com ): Smoking is permitted only in designated areas of the ship. Guests are allowed to smoke only on open decks (except near the children's pool), on their stateroom balcony, and in the designated "adult" lounges onboard: Sessions and Rockin' Bar D on Disney Magic and WaveBands and The Cadillac Lounge on Disney Wonder.

Lindblad Expeditions ( www.expeditions.com ): Smoking is permitted only in designated outdoor areas on Lindblad's small, expedition-oriented ships. No smoking is permitted anywhere inside.

Maine Windjammers ( www.sailmainecoast.com ): None of the owner-operated Maine windjammers permit smoking anywhere below decks, but other rules vary by boat. Several captains prohibit smoking anywhere on board, while others designate a downwind smoking area.

MSC Cruises ( www.msccruises.com ): On all MSC vessels, smoking is permitted only in the cigar lounge, the casino, in one dedicated lounge, and on one side of the sun deck. Smoking is prohibited in all cabins and cabin balconies.

Peter Deilmann Cruises ( www.deilmann-cruises.com ): You know the worm has turned on smoking when even the Germans ban cigarettes from their ships. That's what happened fourteen months ago when Peter Deilmann Cruises announced a new smoking ban for all indoor areas of its single oceangoing vessel, the beautiful 513-passenger Deutschland. Smoking is now permitted only on Deutschland 's outside decks.

Regent Seven Seas Cruises ( www.rssc.com ): Smoking is prohibited in all staterooms and stateroom balconies, in all enclosed dining areas, and in most public rooms. Cigarette smoking is permitted only in designated areas of the outdoor Pool Grills, on deck areas, and in the casino, the cigar lounge, and the pool bar, as well as in a designated area of the nightclub and an outside portion of the observation lounge. Pipe smoking is only permitted in the cigar lounge, and cigars may be smoked in the cigar lounge and in a designated section of the Pool Bar. Violations of the smoking policy result in the guest being asked to leave the ship at his or her expense, without refund or credit.

Royal Caribbean International ( www.royalcaribbean.com ): Smoking is prohibited in cabins and in all restaurants, corridors, entertainment venues, and most other public spaces. Cigarette smoking is permitted only in designated areas of the ships' bars and lounges, on ocean-facing cabin balconies (i.e., not on Boardwalk- or Central ParkÂ?facing balconies on the new Oasis-class ships), and on outside decks on the starboard side of the ship. One lounge aboard each ship is designated totally non-smoking. Pipe and cigar smoking is only permitted in the cigar lounge or, on ships that don't have them, in a specifically designated area. Sea Cloud Cruises ( www.seacloud.com ): Smoking is permitted only on open decks, and is prohibited in all indoor areas.

SeaDream Yacht Club ( www.seadream.com ): Smoking is prohibited in all indoor areas, including cabins. No cabins aboard these ships have private balconies, so that's not an option either. Smoking is permitted outdoors only on Decks 3, 4, and 6, but even there it's banned during all meal hours.

Star Clippers ( www.starclippers.com ): Star Clippers follows a nonsmoking policy in all cabins and indoor public areas except a portion of the piano bar lounge. Smoking is permitted on outside decks. Pipe and cigar smoking is allowed only on open decks.

Windstar Cruises ( www.windstarcruises.com ): Smoking is prohibited in all staterooms and public spaces. Smoking is permitted only in designated areas of the outside decks.

Holland America Line ( www.hollandamerica.com ): Smoking is prohibited in all dining areas and in showrooms during performances. Smoking is permitted in designated areas of most bars/lounges, in cabins, on cabin balconies, and on the open decks.

Norwegian Cruise Line ( www.ncl.com ): Smoking is prohibited in almost all public areas aboard NCL's ships, including restaurants, performance venues, and bars/lounges. Cigarette smoking is permitted only in cabins, on cabin balconies, in the casino, in the Cigar Bar (on ships that have them), and on most open decks (excluding the food-service areas, sport decks, kids' pool areas, and other designated no-smoking zones). Pipe and cigar smokers must contain themselves to the Cigar Bar or designated smoking lounge and to the smoking zones on the outside decks.

Is there a list somewhere with what ships have Non Smoking Casinos or Annexes?  I am on the Magic currently and it's been wonderful to be able to still gamble and not have lung issues.  I have severe asthma and can't handle it.  

We are heading on the Vista at NYE and I was curious if they have one as well.

The Magic has a casino annex on deck 4 that is totally smoke free. Has slots as well as table games.

The venezia will also have a separate annex casino thats non smoking.

The excel class ships have mostly non-smoking casinos. There is a section that is smoking and whew boy is it smoky. They did a great job ventilating the ship though.

Appreciate ALL the replied.  Been an awesome week.  I tried the reg casino and I got so ill I puled for hours from the smoke.  Since I found the smoke free, no issues.  Sucks for me!

Thanks everyone!  In the past, it wasn't that awful of an issue.  This time I will spare the details but I was physically ill in a bad way.  Then I lost my voice and had asthma daily, even if I sat in the non smoking area side.  Apparently I have become more sensitive to it.  

The annex was a huge plus for us!  We enjoy the casino and could still hang in there without issues and win a few bucks.  I will keep this list for future planning tho I am already booked on the Vista next.

I actually closed down a casino on a Celebrity ship shortly after midnight.  They're all smoke-free when no one is playing.

you will not smell anything in the non-smoking area, and the smokers were always in their designated sections

I can tell from personal experience that the smoke free casino on the Celebration is truly smoke free!  You cannot smell the smoking area at all.

I believe it was separate.  I don't think my clothes were stinky at all.

Come over to Australia - all ships, all cruise lines, smoke free inside.

It's separated by the casino bar on the Excel class. There's a doorway to cut through from the Atrium/Theater that opens into it and you remember why you're so thankful the rest of the casino is smoke free.

Yes they enforce it, seen multiple people try to light up on the slots and they were dealt with quickly by staff.

We usually sail on the Dream or Breeze out of Galveston.  Both have a smoke-free casino annex on deck 4.  Although it is a smaller casino with a smaller selection of slots and table games, it is totally smoke-free and definitely appeals to us.  It was also nice b/c there was no lack of service or attention from the servers or the casino host.  However, if you gamble there, you will miss the nightly contests that are part of the main casino - but, for us, it is worth it.    I believe the Magic also has a smoke-free annex b/c it is in the Dream class, but we have never sailed on that ship.  In January, we were on the Panorama, and it was one of the smokiest casinos we have ever experienced.  Even walking through it to get to other parts of the ship wasn't enjoyable.  There was no separate, dedicated smoke-free annex so I believe we only gambled once for a very short time during our 7-day cruise.  It was nice enjoying other activities that don't take up our time (and money)!  HaHa.

Counting down to being on the Dream soon, so looking forward to spending some time in the annex again.

Carnival Cruise Line bans 1 onboard activity, but not another

C ruise ships have different rules than land-based hotels and entertainment venues. Some of those rules are practical. You can't, for example, light a candle in your cabin.

On land, a candle may help set a romantic mood with only a small chance of burning down your house, but on a cruise ship, the dangers are much more significant. A small fire can become a catastrophe so candles, power strips, curling irons, and clothes irons, among many other things are banned on cruise ships.

Cruise ships also have very specific rules when it comes to smoking. You can never smoke in your cabin or on a cabin's balcony. That's partially due to the risk of a fire and partly due to how smoke travels.

Most regular cruisers have experienced someone breaking the smoking rules on their balcony, Smome travels up and smoking in places where it's not allowed generally leads to other passengers calling security and the penalty for being caught could be anything from a warning to being thrown off the ship. 

Both Carnival Cruise Line ( CCL ) and Royal Caribbean allow smoking in parts of their casinos. Royal Caribbean does have small non-smoking casinos on its Oasis-class ships while its Celebrity Cruises line only allows smoking in a small section of its pool deck.

The two rival cruise lines, however, both have strict rules when it comes to gambling.

Carnival asked a key question on onboard rules

If you walk around a cruise ship, you will usually see people playing various games. Some play card games, while others have packed dominos, board games, and other types of games. Carnival and Royal Caribbean ( RCL ) encourage gameplay — they even hard card/game rooms on some ships — but there are certain rules. 

Carnival brand ambassador John Heald recently responded to an onboard controversy involving gameplay.

"Why has LRC been banned? Left Right Center is a game played by hundreds of Carnival cruisers every week on your ships. I ask because according to Cruise *** website, the game has been banned from the ships," wrote "V" on Heald's Facebook page. "We’ve played this game with my friends who cruise with us for years. Why this game and not others? Please explain."

The poster followed their question with threats and anger.

"This is the kind of rule that will turn Carnival cruisers away and to other cruise lines. This is being done to line the pockets of the casino. Just admit it and stop being a fool," they wrote.

Carnival makes its gambling policy clear

Heald has addressed this issue before, but he made it clear in his response that the game is not the issue.   

"Thank you 'V' and the game itself has not been banned. Playing for money on any game outside of the casino is strictly not allowed. No exceptions, even for quarters as I may have misspoken about a few days ago," Heald wrote.

This post came after an incident where a number of passengers had been playing the dice game for money on one of Carnival's ships. Heald shared the rules again because he saw some media outlets getting the cruise line's policies wrong.

"I saw some of the cut-and-pasting news sites who report on my posts and repost them on their page had headlined we had banned the game. We have not. You can play any game you wish but not for money. And to suggest that this is so that money will be spent in our casinos is silly billy nonsense," he added.

The post was largely supported by Heald's Facebook followers.

"I love it when they say 'this will turn people away.' These are not real problems that are going to stop people from cruising. That statement should only be allowed if John stated that the entire ship was removing all food or they would no longer have stateroom doors," Stephen Phillip Hawker posted.
