There is a chance of light snowfall in elevated areas of the state, surpassing an altitude of 2500 meters. According to the weather forecast released by the Centre, a yellow alert has been issued for adverse weather conditions in Dehradun, including Tehri, Pauri, Champawat, Nainital, Udham Singh Nagar, and Haridwar districts tomorrow, i.e., on 21 February 2024 .

History of New Tehri

Tehri Garhwal was ruled by the Parmar (Shah) Dynasty. In 1803, the Gurkhas invaded Garhwal which was soon followed by the British Rule. The East India Company then merged Kumaon, Dehradun , and east Garhwal into the British Empire, whilst transferring the authority of west Garhwal to Sudarshan Shah that came to be known as Tehri Riyasat. King Sudarshan Shah made Tehri as his capital and their dynasty ruled the region from 1815 to 1949. 

In 1947 when India got its Independence, the people of Tehri Riyasat (Tehri State) started opposing the monarchical rule. Consequently, Manvendra Shah, the 60th king of Pawar Vansh accepted the jurisdiction of the Indian government. In August 1949, Tehri Riyasat was merged with Uttar Pradesh and a new district called Rudraprayag was declared. Later on February 24, 1960, the state government separated one of its tehsils and introduced a new district called  Uttarkashi .

New Tehri is the only planned city of Uttarakhand which is developing as a popular tourist spot because of its pleasant temperature and salubrious weather. New Tehri receives snowfall during winters. Several sightseeing options have been built by the government at New Tehri.

About Old Tehri

Tehri derives its name from " Trihari ", a place that cleanses three types of sins namely sins born out of Mansa , Vacha and Kamana  or thought, word and deed respectively. The ruins of Old Tehri lies under water today after  the Tehri Dam was constructed.

The Lok Sabha constituencies of Uttarakhand will vote in the first phase on April 19. Most seats will see a direct fight between the BJP and Congress. Let us find out the voting patter, main contenders, issues and infrastructural projects in Haridwar, Garhwal and Tehri Garhwal Lok Sabha constituencies

Prime Minister Narendra Modi visited the Garhwal region of Uttarakhand on April 12. His mega rally in Haridwar is expected to help the BJP sail through in the Haridwar, Garhwal and Tehri Garhwal Lok Sabha constituencies, which will go to polls in the first phase of general elections on April 19.

Haridwar Lok Sabha Constituency

The Haridwar seat comprises two districts – part of Dehradun, and entire Haridwar. Between 1977 and 2009, this seat was reserved for Scheduled Caste candidates. Fourteen Assembly seats fall under the Haridwar Lok Sabha constituency, and the BJP is in power in six of them, including the Rishikesh and Roorkee.

• BJP — Dharampur, Doiwala, Rishikesh, Hardwar, BHEL Ranipur, Roorkee

• Congress — Jwalapur (SC), Bhagwanpur (SC), Jhabrera (SC), Pirankaliyar, Hardwar Rural

• BSP — Manglore, Laksar

Voting Factors

It’s a clash of the Rawats this time in Haridwar with the BJP fielding former Uttarakhand chief minister Trivendra Singh Rawat and the Congress giving the ticket to former CM Harish Rawat’s son Virendra Rawat.

1. Uttarakhand being known as ‘Devbhoomi’ and Haridwar being the state’s religious centre synonymous with the river Ganga, the BJP is naturally at an advantage here. More so because of the construction and inauguration of the Ayodhya Ram Temple in Uttar Pradesh this January.

2. Despite coming under Uttarakhand following the creation of the state in 2000, Haridwar is considerably influenced by the politics of neighbouring Uttar Pradesh.

3. A matter of concern for BJP has been the fact that in the 2022 Assembly Elections, it was not able to win eight of the 14 Assembly segments in the constituency. The party is hoping to ride the Ram Mandir wave in Haridwar to win in all these segments now.

4. The implementation of the Uniform Civil Code by the BJP-led state government, the first in the country to do so, is also a point in favour of the saffron party in Haridwar.

5. Haridwar leans towards the BJP, but the Muslim and Dalit voters dominant in the rural Haridwar belt swing between the Congress and BSP.

6. Keeping Mayawati out of the INDIA bloc may cost the Congress in Haridwar with BSP’s Kazmi potentially splitting the minority vote, ultimately benefitting the BJP.

7. It’s a Catch-22 for Muslim voters too. Harish Rawat is a popular face among the community here. Had the BSP fielded a non-Muslim face, Rawat’s son Virendra Rawat would have been their natural pick.

8. There are 20.35 lakh voters in Haridwar, of which, Scheduled Castes are 20.03% and Scheduled Tribes are 1.66%. The majority of the population is Hindus while Muslim comprises 29.49%, Sikhs 1.19%, Buddhists 0.18%, Christians 0.38% and Jains 0.17%.

Key Parties and Players

It boldly replaced sitting MP Ramesh Pokhriyal ‘Nishank’ with Trivendra Singh Rawat; that’s one former chief minister replacing another. Nishank had won from Haridwar both in 2014 and 2019 Lok Sabha elections. In 2014, he had emerged as the giant-killer, defeating Harish Rawat of the Congress. In 2019, Nishank retained his seat by a huge margin of 2,54,786 votes, winning 52.5% of the vote share.

Trivendra Singh Rawat became Uttarakhand chief minister in March 2017. He was replaced by Tirath Singh Rawat, who helmed affairs of the state for four months before being succeeded by Pushkar Singh Dhami.

In 2021, during the peak of the second wave of the Covid-19 pandemic, a statement of his had led to heavy trolling and criticism on social media. “Seen from a philosophical angle, coronavirus is also a living organism. It has the right to live like the rest of us. But we humans think ourselves to be the most intelligent and are out to eliminate it. So, it is constantly mutating itself,” he had told a news channel.

Trivendra Rawat’s electoral history puts him at an advantage in the battle for Haridwar. He had won from the Doiwala Assembly seat, which is part of the Haridwar Lok Sabha constituency, in 2002, 2007 and 2017.

Rawat belongs to the Thakur community, the most populous and influential caste in Uttarakhand.

The grand old party hasn’t been able to win the Haridwar seat since 2014 when it lost the constituency to BJP’s Ramesh Pokhriyal ‘Nishank’. Harish Rawat had won the seat in 2009 but his wife Renuka lost the elections in 2014 to Nishank.

In 2022, Harish Rawat’s daughter Anupama successfully contested from Haridwar Rural.

Risking nepotism and dynasty politics charge, the Congress has fielded the former chief minister’s son Virendra Rawat this time from Haridwar. Rawat Junior would be hoping to emulate his father’s 2009 campaign, but much water has flown in the Ganges since then.

According to ground reports, Virendra Rawat will find it a challenge to counter the Mandir and Modi factors despite the BJP changing its candidate this time.

Harish Rawat has completely taken charge of his son’s campaign. He has been leading roadshows, door-to-door campaigns, street meetings, bike rallies for his son.

This lopsided focus on Haridwar has reportedly upset some senior leaders who had been hoping Rawat Senior would adhere to a more even campaigning schedule.

To counter dynasty politics charge, Harish Rawat recently said Virendra Rawat got the ticket not because he is his son, but in recognition of his track record as a dedicated party worker.

Virendra Rawat has been the president of Dayal Singh Degree College students’ union in 1996, general secretary of Delhi NSUI, vice president of Youth Congress in Uttarakhand, and is now vice president of Uttarakhand Pradesh Congress Committee, Harish Rawat said about his son.

A 2016 order issued by Harish Rawat as the CM has come back to haunt the father-son due before elections. In the order, the Harish Rawat government referred to the banks of Ganga on which Har-ki-Pauri is situated as a ‘canal’. Right-wing groups like the Shri Ganga Sabha are now questioning whether the government considered the Ganges to be a “naala” (sewage line).

Bahujan Samaj Party (BSP)

Unlike the other Lok Sabha constituencies in Uttarakhand, the BSP is a factor in Haridwar given its proximity to Uttar Pradesh. The Mayawati-led party has fielded a Muslim candidate here this time — Maulana Jameel Ahmed Kazmi.

But he was the BSP’s second choice. Its first pick, Bhavna Pandey, quit the party just one day after joining it and the announcement of her candidature from Haridwar. Adding insult to injury, she declared she would join the BJP and campaign for Trivendra Singh Rawat.

Sixty-three–year-old Kazmi, from Tandera village under Jansath tehsil, is a graduate of the Islamic seminary Darul Uloom Deoband. Kazmi is a resident of Muzaffarnagar and served as a BSP legislator from the Meerapur seat in his native district during 2012-17. He had jumped ship to the Congress in 2019.

In the 2022 Assembly elections, he had contested from the same seat on a Congress ticket, managed only the fifth place. He later switched back to the BSP.

Incidentally, Mayawati had herself contested from Haridwar in 1984 and polled 1.25 lakh votes, but lost the election.

Umesh Kumar vs Harish Rawat

Another factor that may split the Dalit-Muslim votes in Haridwar is the candidature of former journalist and independent MLA from Khanpur Umesh Kumar. He is contesting the Lok Sabha elections as an Independent candidate. He claims to enjoy sizeable support of Dalits and Muslims.

Kumar has a history with Harish Rawat. It was he who had made a sting video of the then Chief Minister in which he was purportedly seen negotiating a deal to buy back support of rebel MLAs in 2016.

Uniform Civil Code This election will be the first major electoral test of the Uniform Civil Code which came into effect in Uttarakhand in March. The hill state is the first in the country to bring in a common law on marriage, divorce, land, property and inheritance for all citizens irrespective of their religion in Uttarakhand, excluding the Scheduled Tribes. The clause for live-in couples has found some critics in parts of the state. It stipulates registration of live-in relationships in the state and imprisonment of three months for failure to do so within a month.

Religious Tourism One of the major pilgrimage destinations in India, especially during annual Kanwar yatra season, Haridwar has been reeling under the pressure of religious tourism. Haridwar sees footfall of nearly 4 crore pilgrims every year. The Kumbh Mela, held every 12 years, and the Ardh Kumbh Mela, held every six years, add to the civic burden of the city. Locals for years have been complaining of heavy traffic during peak seasons in Har-Ki-Pauri and other popular ghats.

Pending Payments to Sugarcane Farmers Farming is the prime vocation of Haridwar’s rural and semi-rural belts. Haridwar has close to 1.5 lakh farmers who will be voting and more than 1 lakh of them are sugarcane growers who work on 86,000 hectares in total. The three key issues being faced by sugarcane growers are — pending payments, compensation for damaged crops and irrigation. Farmer unions have also complained that sugarcane prices in Uttarakhand are decided based on Uttar Pradesh prices but support like free electricity for tubewells are not extended to farmers in the hill state. There have been reports that a local sugar mill owes farmers around Rs 110 crore since 2019.

Floods The Laksar and Khanpur regions of Uttarakhand’s Haridwar district are also prone to severe flooding when the Ganga swells. The situation was so dire during the 2023 floods that crocodiles had made their way into residential areas. Crops sown in over 53,000 hectares in Laksar, Khanpur and Manglaur area of Haridwar district were destroyed in the floods. The damage was pegged at around Rs 38 crore.

Stray Cattle Residents and tourists alike have complained of the menace of stray cattle taking over streets and main roads in Haridwar. Besides stray cows and dogs, monkeys and mules are adding to the problem. Locals say during monsoons when roads develop potholes and the streetlights don’t work, cattle straying to the main roads also causes accidents. Resident associations have also blamed the people who feed stray cattle on roads and busy streets are equally to blame.

The Garhwal constituency is a General category seat, comprising five districts, namely Chamoli, Pauri Garhwal, Rudraprayag, part of Nainital and part of Tehri Garhwal. Fourteen Assembly segments fall under the Garhwal Lok Sabha seat, of which, the BJP currently holds 13 and the Congress one.

• BJP — Tharali (SC), Karnprayag, Kedarnath, Rudraprayag, Deoprayag, Narendranagar, Yamkeshwar, Pauri (SC), Srinagar, Chaubattakhal, Lansdowne, Kotdwar, Ramnagar

• Congress – Badrinath

  • Sitting MP: Tirath Singh Rawat (BJP)
  • Candidates: Anil Baluni (BJP), Ganesh Godiyal (Congress), Bhim Singh Bisht (BSP)

The Garhwal seat, also known as the Pauri Garhwal seat, is a direct fight between the BJP and Congress, with clear advantage for the former. The BJP had won the seat in both 2014 and 2019. Maj Gen Bhuwan Chandra Khanduri (Retd) had won in 2014, while Tirath Singh Rawat had won in 2019.

1. The BJP had won 68.8% vote share in the seat in 2019, followed by Congress at 28.6%. In the 2022 Assembly elections, the BJP had received 46.6% votes polled in the region, while the Congress stood at 36.4%.

2. Thakurs, Brahmins, and Scheduled Caste voters are spread evenly across the 14 Assembly segments under Garhwal seat. The Thakurs, however, hold the most sway, making up 60% of the population. Despite the constituency being dominated by Thakurs, both the Congress and the BJP have picked Brahmin candidates.

3. Prime Minister Narendra Modi is particularly popular in Garhwal given his and his ministers’ tough talk on Pakistan and emphasis on safety of soldiers at the border. The central government’s free ration scheme — Pradhan Mantri Garib Kalyan Anna Yojan – is also popular among locals.

4. Two revered shrines — Badrinath and Kedarnath — also fall in Garhwal parliamentary constituency. In every single public meeting, the BJP has been reminding voters of PM Modi’s connect with the shrines and his vision to revamp their infrastructure.

5. In Garhwal Lok Sabha seat, the turnout of women voters in 2019 was 60% against male turnout of 46.61%, making them a significant voting bloc. Happy with the Modi government’s Ujjwala cooking gas subsidy and free ration scheme, women voters have sided with the BJP in recent Assembly elections.

6. There are 13.69 lakh voters in the constituency, of which, Scheduled Castes comprise 18.58% and Scheduled Tribes 0.9%. While most people are Hindus, Muslims form 2.84%, Sikh — 0.2%, Buddhists 0.03%, Christians 0.22% and Jains 0.02%.

Key Party and Players

The BJP has dropped its sitting MP, former CM Tirath Singh Rawat, and instead given the ticket in Garhwal to former Rajya Sabha MP and party’s national media in-charge Anil Baluni. This is Baluni’s first Lok Sabha election.

Twenty years ago, Baluni contested his first election for the Legislative Assembly from Kotdwar in Pauri Garhwal district. One of his biggest election promises is developing Kanvashram, a holy site, on the lines of Ayodhya. Kanvashram is mentioned in the ancient Hindu scriptures as the birthplace of King Bharat from whom India derives its name “Bharatvarsha”.

Among the party’s major supporters in Garhwal are former soldiers and the families of serving army personnel. Mindful of the fact, Anil Baluni has been reminding voters of Congress’s alleged insult and derogatory words for the late Bipin Rawat, India’s first Chief of Defence staff who was killed in an air crash in 2021.

He particularly reminds voters of Congress leader Sandeep Dikhshit allegedly calling Bipin Rawat a “sadak ka gunda (goon on the street)” in 2017.

In 2020, before vacating her government bungalow in Delhi’s Lutyens’ zone, Congress general secretary Priyanka Gandhi Vadra had sent an invitation for tea to Anil Baluni, who was allotted the house. Baluni had politely declined citing ill health and instead invited the Congress leader to a traditional Uttarakhand lunch.

BJP is leveraging the popularity of Garhwali influencers and singers to bolster its campaign in the hills. One notable figure is folk singer Saurabh Maithani, who is highly active on Instagram, and is known for his performances at cultural events. Maithani recently collaborated with the BJP by singing a song celebrating the ‘Pahadi Asmita’ at a party event in Srinagar.

Poonam Sati, a well-known Garhwali singer, is also lending support to the BJP. Other influencers being targeted by the BJP include Hritik Rawat, Ishika Rawat, and Shekhar Verma, a former head of social media for the Uttarakhand BJP.

Shekhar Verma coined the slogan for BJP candidate Anil Baluni’s campaign — ‘Modi Dagad Uttarakhand, Baluni Dagad Garhwal’ — which translates to ‘with Modi for Uttarakhand, with Baluni for Garhwal’.

The Congress has not been able to win this seat back since it lost to the BJP in 2014. The Congress this time has fielded former PCC president Ganesh Godiyal from the Garhwal seat.

Godiyal had won from Thalisain in 2002 and from Srinagar in 2012 assembly polls — a seat he lost both in 2017 and 2022 to BJP’s Dhan Singh Rawat, a cabinet minister in the Pushkar Singh Dhami government. In the 2017 Assembly polls, his loss was by a mere 8,000 votes. But in 2022, the margin narrowed to just 587 votes. A fact that has lent heart to the Congress.

Godiyal’s 2024 campaign in Garhwal got off to an ill-fated start with the Income Tax Department sending him summons and asking him to appear in person at its office in Thane in Maharashtra on March 22. Godiyal termed the summons a “handiwork of the BJP” to harass him.

In a major setback to the Congress, its MLA Rajendra Singh Bhandari has joined the BJP last month. He represented the Badrinath seat, the lone assembly constituency in the Garhwal which was won by the Congress.

Tehri Garhwal

The Tehri Garhwal constituency is a General category seat in Uttarakhand. It comprises the districts of Uttarakashi, part of Dehradun and part of Tehri Garhwal. Fourteen Assembly seats fall under it, of which, the BJP holds 11 seats, the Congress two and one is an Independent MLA.

• BJP — Purola (SC), Gangotri, Ghanshali (SC), Tehri, Dhanolti, Vikasnagar, Sahaspur, Raipur, Rajpur Road (SC), Dehradun Cantt, Mussoorie

• Congress — Pratapnagar, Chakrata (ST)

• Independent — Yamunotri

Tehri Garhwal, too, is a direct fight between the BJP and the Congress. The BJP had wrested the seat from the Congress in 2012 bypolls and has been winning here since then, trusting the ticket with Mala Rajya Laxmi Shah each time. She became the first woman MP from Uttarakhand when she won the bypolls.

1. In the 2014 elections, the BJP’s vote share in the constituency was 57.5%, but dipped slightly to 48.6% in 2019. The BJP has won the seat eight out of nine times with the help of the royal family.

2. Political observers say the BJP has launched a special booth management campaign to dent the Congress vote bank here.

3. Voters in the hills and Dehradun have expressed unwavering support for PM Modi, which may be more than enough to counter anti-incumbency in the constituency.

4. The Schedule Tribe voters in the Chakrata and nearby areas are in sizeable numbers. In the 2019 polls, the BJP had struggled in the tribal belt. It has since improved its ground connect with this segment of the voters through several outreach programmes.

5. There are about 15.77 lakh voters in the region, of which, Scheduled Castes form 16.7%, Scheduled Tribes are 3.57%. Muslims, Sikhs, Buddhists, Christians and Jains comprise — 6.53%, 1.1%, 0.39%, 0.45% and 0.16%, respectively.

Mala Rajya Lakshmi Shah , a Tehri royal, has been renominated from the seat. This is one of the three Uttarakhand seats where the BJP has nominated the sitting MP. Shah is the daughter-in-law of the erstwhile Tehri royal family and had defeated Congress’ Saket Bahuguna, son of former chief minister Vijay Bahuguna, in 2012 bypolls.

Despite the royal connect with locals, BJP candidate and sitting MP Mala Rajya Lakshmi Shah is facing some anti-incumbency this time. It was her connection with the Tehri dynasty and her roots in the Nepalese dynasty that helped her get a ticket this time too.

The royal influence in the seat has been such that the constituency is also referred to as the ‘Rajshahi’ seat. The royal family of Tehri did not wait long to enter politics after Independence and still has since held considerable influence among voters.

When the Tehri State joined the Indian Union in 1949, King Manvendra Shah was planning to contest the first-ever Lok Sabha elections in 1951. When his nomination was rejected, Maharani Kalemdumathi fought as an Independent and won handsomely.

According to Bisht, between 1957 and 1989, the Congress was the dominant party in Tehri Garhwal. Manvendra Shah eventually switched over to the BJP and won the 1991 elections. He served as an MP uninterrupted till 2004. Mala Shah is Manvendra Shah’s daughter-in-law.

Since Independence, the region remained a stronghold of the Congress until the 1990s. It still enjoys grassroot support here and had managed to secure 31% of the vote share in 2014 and 30% in 2019.

The Congress has fielded first-timer Jot Singh Gunsola against sitting MP Mala Rajya Laxmi Shah of the BJP. Jot Singh Gunsola is a two-term former member of Uttarakhand Assembly from Mussoorie.

Bobby Panwar

Pawar, a firebrand and popular youth who heads an organisation for the rights of unemployed youth, is contesting as an Independent candidate from Tehri Garhwal.

Supported by the Uttarakhand Kranti Dal which played a big role in the formation of Uttarakhand, the 26-year-old has been quite vocal about unemployment, Agniveer scheme and recruitment scams.

He received significant attention while he went to file his nomination papers with an enthusiastic group of supporters to rival the coterie around national party candidates. It is as yet unclear how much of an electoral impact he will have on the Congress and BJP votes.

Agnipath Scheme Garhwal is known as the land of soldiers and is a significant contributor to the size of Indian military. Despite some anger over the Agniveer scheme, this support is unlikely to waver. The state government had then announced that it will give preference to Agniveers when it comes to recruiting candidates for the state police force or the disaster management department after they return from their four-year stint in the armed forces. As such, no electoral impact of the scheme can be seen in Pauri or Tehri Garhwal regions.

Landslides Landslides and floods are becoming common in the Himalayan region during the June-to-September monsoon season, with scientists attributing the frequency to global warming and the melting of glaciers. In February 2021, flash floods had killed nearly 200 people and washed away houses in the state.

Reckless Construction Joshimath falls under the Chamoli district that comes under the Garhwal constituency. It is a gateway to the ski resort of Auli, several mountain climbing expeditions as well as the pilgrim centres of Badrinath and Hemkund Sahib, and the Valley of Flowers, a UNESCO world heritage site. In January 2023, land subsidence around Joshimath had led to hundreds of residents fleeing their homes, which had developed cracks. As many as 868 structures in Joshimath had developed cracks and 181 of them were officially deemed unsafe. Experts have blamed the situation on unplanned and uncontrolled construction in the name of development, demanding that the Himalayas be declared an eco-sensitive zone. Asking the government to consider taking long-term measures, they warn a similar situation may arise in Nainital, Mussoorie and other areas of Garhwal.

Water scarcity For a state known as the reservoir of the Indian sub-continent, its own regions like Garhwal reel under severe water scarcity. Despite boasting of rivers like the Ganga, Yamuna, Kosi, Kali, and others, Garhwal suffers water shortage almost every summer. The United Nations Development Program (UNDP) has previously highlighted that discharges of 500 water supply sources have reduced by over 50%. Dehradun and Garhwal districts also face the most water crunch due to poor surface water and ground water availability throughout the year. In villages such as Nagthat, Duena, Vishoi, Gadol, Jandoh, Chi tar, Chichrad and Gangoa, the water was also found to be highly acidic in nature.

Migration Factors like water crisis, man-animal conflict, coupled with lack of job opportunities, have led to migration of employable youth from the hills to other cities. Many villages in Khandoli, Paali and Hatniya are now left with ageing populations as a result. As many as 24 villages have become completely uninhabited in the last five years, taking the number of ghost villages in the state to 1,792. The Rural Development and Migration Prevention Commission said in its report that the rate of migration from Uttarakhand villages recorded a significant decline over the previous five years due to increasing inclination among locals towards availing self-employment avenues available at home. Almora, Tehri and Pauri are the districts from where the largest number of people migrated during the past five years.

No Road, No Vote Natives of Dumak, a remote village near Joshimath in the Garhwal region, have said they will boycott the Lok Sabha polls if work on the construction of a long-awaited road project linking the village to district headquarters does not begin immediately. Villagers have been demanding the construction of the Sainji-Lagga-Maikot-Bemru-Dumak-Kalgoth motor road, which has been pending for decades. Dumak residents had decided to boycott the 2019 Lok Sabha elections as well, but a week before the polling day, the road department sent machines for the construction. But once the polling was over, the machines were withdrawn. One of the remotest villages in Chamoli district, Dumak has the second highest polling booth in the state situated at a height of around 10,000 feet.

State Capital Issue 24 years since the formation and Uttrakhand’s state capital issue has not been settled yet. In 2020, the Trivendra Singh Rawat government had declared after the Budget speech in the Assembly that Gairsain, in the Pauri Garhwal region, would be the state’s summer capital. The announcement seemingly partially fulfilled a longstanding demand of the hill people and sought to put an end to an emotive political issue simmering since 2000. Locals complain that the move has only been implemented on paper and there is no action on ground. The Dikshit Commission, which was formed to study the feasibility of the proposition, had said Gairsain was not appropriate to become a capital because of its seismic vulnerability. Those who spearheaded the movement for statehood to Uttarakhand in the 1990s wanted Gairsain to be made the permanent capital of the hill state.

Man-Animal Conflict Animal attacks, particularly leopard attacks, has been an ongoing problem in Pauri Garhwal and has been blamed for migration in several remote villages. According to state’s forest department, as many as 244 people were killed in the state between 2000 and 2010 in leopard attacks. The number stood at 234 between 2011 and 2021. Pauri Garhwal, Almora, Pithoragarh, Rudraprayag, Tehri and Narendra Nagar Forest divisions have been identified as the hotspots of leopard attacks.

Ecological Concerns Following the subsidence crisis in Joshimath last year, ecological experts had advised that the width of the road under the Char Dham road widening project must be regulated. They had also added that the Char Dham railways project should be reassessed, calling it over ambitious.

Major Infra Projects in Garhwal

During the last 10 years, the Centre has sanctioned many big projects for Uttarakhand and projects worth more than Rs 1.5 lakh crore are already in progress in the state.

Char Dham Road Project The Char Dham project is an under construction two-lane highway in Uttarakhand, with a minimum width of 10 meters in each direction. The project is also known as the Char Dham National Highway. The highway is intended to connect five National Highways (NHs) that connect Chardham: Yamunotri, Gangotri, Kedarnath, and Badrinath. The project includes the Tanakpur to Pithoragarh section of Kailas-Mansarovar yatra, which covers 825 km and has been completed to the extent of about 601 km as of July 26, 2023. The project also includes roads leading to the Indo-China border, with a 10-meter-wide double lane with paved shoulder (DL-PS) configuration for 674 km of roads.

Upgradation of Roads Under PMGSY The Centre recently approved the upgradation of 108 roads in Uttarakhand under the Pradhan Mantri Gramin Sadak Yojana. The 108 roads, covering a total length of 1,197.207 km, will be upgraded at an estimated cost of Rs 967.73 crore under PMGSY -III.

Char Dham Rail Project This is a mega infrastructure project that aims to connect four Hindu pilgrimage sites in Uttarakhand, India: Yamunotri, Gangotri, Kedarnath, and Badrinath. The project will consist of two railway lines. The 125 km-long Rishikesh-Karnprayag will connect Yog Nagari Rishikesh railway station to Karnaprayag. As of September 2023, 60% of the line has been completed, with hopes to finish the project by the end of 2025. The line will have 17 tunnels, 35 bridges, and 12 stations. Karnaprayag–Saikot–Sonprayag Kedarnath line will take off from the forthcoming railhead at Karnaprayag and go towards Kedarnath, with a fork towards Badrinath.

Jan Shatabdi Trains Dhami has asked Railway Minister Ashwini Vaishnav to start a Jan Shatabdi train between Tanakpur and Dehradun and a Shatabdi Express between Delhi and Ramnagar. A Jan Shatabdi between Dehradun and Tanakpur will link a major part of the Kumaon region with Garhwal. The Corbett Tiger Reserve, visited by tourists from all over the country and abroad, is in Ramnagar and having a Shatabdi Express between Delhi and Ramnagar will make their journey extremely convenient. At present, the Dehradun-Kathgodam Jan Shatabdi is the only train between Kumaon and Garhwal regions of Uttarakhand.

Extension of the Una-Saharanpur Train Service to Haridwar The railway ministry has given its nod to extend the Una to Saharanpur train service till Haridwar. The move will greatly benefit pilgrims heading to Haridwar, boosting the district’s religious tourism.

Tapovan Vishnugad Hydropower Plant This is a 520 MW run-of-river project being built on the Dhauliganga River in Chamoli district. The project has been at the centre of the Joshimath crisis, and has been reported to cost Rs. 7,103 crore.

Silkyara Bend-Barkot Tunnel The 4.5 kmlong Silkyara tunnel project is part of the central government’s strategic 900-km ‘Char Dham Yatra All Weather Road’. The two-lane, bi-directional tunnel is located on National Highway 134 (NH-134) between Silkiara and Barcode, and is expected to reduce travel time from Dharasu to Yamunotri by about an hour. The project is being jointly funded by the government of India and the World Bank, and is expected to be completed by 2025. In November last year, a portion of the under-construction tunnel had collapsed, trapping 41 workers for 17 days. A daring rescue team had pulled out all the workers.

Religious Tourism Circuits New religious tourism circuits consisting of 12 temples each from Garhwal and Kumaon regions such as Vaishnav, Vivekananda, Navgrah, Nagaraja and Mahasu Devta circuits are being created so that pilgrims visit both regions of the state and ample employment opportunities are generated for locals.

Timmersain Mahadev The state is also promoting the Timmersain Mahadev in Chamoli district, where three ice Shiv lingas form during March, on the lines of the Amarnath Yatra.
