About This File

simcity 4 tourist trap

No dependencies. All lots are 5x5 ploppables in the Reward menu, available at the start, and are network and transit enabled (capacity: 100)  Maxis lighting.

T his project is inspired by the first version of SimCity ( Classic) now called ' Micropolis ' developed in the 1980's and released as open source. The 7th preview is an image of a session of playing the Java version of Micropolis that is freely downloadable from github.com .

In Micropolis there are only three same-sized squares for R C I zoning. I've used the reward system in SC4 to re-lot all 6 of the large commercial office buildings, 2 of the largest high-wealth residential, 1 of the largest high-tech industrial buildings, and 1 agricultural building. All the lots are the same area size like in Micropolis .

The queries are the same queries used for the buildings as grown in the game.  The associated reward will only be indicated in the reward menu as the item is selected and plopped.

The lots contain code for both the reward and the replacement building so apparently the lots provide the benefits of the reward as well as the operation of the building. The intent of making these lots is providing access to the buildings so the reward function was not evaluated, but the queries do report capacity usage for the replaced building --no 'goofy stat' for the reward. 

NOTE:  Residential ploppables may indicate some usage initially, but will quickly degrade to  Abandoned Due to Commute Time so are not functional as Residential.

The buildings appear in the reward menu with a unique menu icon, the building and reward names.  The Opera House, Farmer's Market and Tourist Trap rewards also appear in the Parks menu.

I've given this lot project the name MicroProject and made a logo for identifying the lots in the Reward and Parks menus. Each lot appears near the original reward, with a building icon and the logo overlay. The original reward is not replaced. The re-lots are available at the start of a new city.

So I'd like to buck a trend here and provide a review after actually downloading the package, and at least test plopping the included lots (as opposed to seemingly reviewing only the included pictures).

5/5 for actual relot work and choice of props; 4/5 for choice of some of the buildings.  Please see my comment.

Firetruck in U-Drive It mode

This is a list of U-Drive It missions available in SimCity 4: Rush Hour .

The missions usually give either simoleons, raise (or lower) the player's mayor rating , or unlock a new building. There are only 2 free vehicles, and those are the Ice Cream Truck and the Get Away Van (although their missions are unavailable until the player have the correct prerequisites.)

The player needs a My Sim in order to drive a civilian car, aside from the mission Freedom of Expression . Vehicles in the game have a health limit on how many collisions before exploding. Certain vehicles have different resistance to damage, the most highly resistant are military vehicles such as the tank, and 3-wheelers and motorcycles are at the bottom. Their health is indicated by the Plumbob hovering above the vehicle. The player loses if the car get destroyed or run out of time. The objective is marked by a bulls-eye.

Italics denote evil missions, which gives simoleons at the cost of mayor rating.

Requires at least a Small Police Station .

Missions [ ]

  • Disturbance Reported: Go over to a specified house within the time limit, and tell the caller's loudmouthed neighbors to shut up. Awards you 50 mayor rating, and is a step towards unlocking the Deluxe Police Station .(residential > 50)
  • On The Trail: Reach a number of specified houses within each's time limit, to gain clues to catch some robbers. Awards you 80 mayor rating, and is a step towards unlocking the Deluxe Police Station.(commercial > 100 and residential > 50)
  • Nab the Car Jacker: Make the specified hijacked car crash or corner it before the time runs out, and before it skips town or despawns. The opposite of Freedom of Expression . Awards 50 mayor rating, and is a step towards unlocking the Deluxe Police Station. Note: The hijacked car on this mission is always a Green Luxury Sedan.
  • Catch the Robbers: Catch the specified Get Away Van within the time limit and before he drives beyond the city limits. The opposite of Escape with the Loot , it awards you 5,000 simoleons, 50 mayor rating, and is a step towards unlocking the Deluxe Police Station.(commercial > 50)
  • Shakedown: Reach certain low-wealth commercial businesses within each's time limit, and illicitly acquire "protection money" from them. What a bully! The opposite of the good Police Van mission Cop Gone Bad. Earns you 20,000 simoleons at the cost of 60 mayor rating.(CS low wealth > 100)
  • Disturbance Reported , On The Trail , Nab the Car Jacker , and Catch the Robbers must all be completed to unlock the Deluxe Police Station.

Police Van [ ]

Requires at least a Large Police Station .

Mission [ ]

  • Cop Gone Bad: Catch the bad cop before he gets out of town or before your time runs out. The opposite of the evil police car mission Shakedown . Awards you 50 mayor rating.(CS low wealth > 100)

Civilian Car (not a My Sim's vehicle) [ ]

Requires at least a Small Police Station.

  • Freedom of Expression: Get out of town with your "indecent" bumper sticker and your hijacked vehicle before the police catch you. Earns you 10,000 simoleons at the cost of 40 mayor rating.(commercial > 50)

Ambulance [ ]

Requires a Large Medical Center.

  • Slipped on Llama Dung: Get to a commercial business, help Doctor Streptocockeyed, and get back to the hospital , all within the time limit. Opposite of the evil mission Shady Ambulance Driver. Awards 80 mayor rating and the Disease Research Center. This mission is a reference to Maxis's favorite animal, the llama.(commercial>50)
  • Shady Ambulance Driver: Get to a commercial business, and go a law office for a little kick back. Opposite of the good mission Slipped on Llama Dung. Awards you 20,000 Simoleons at the cost 60 mayor rating , and unlocks the Courthouse .(CS low wealth > 50 and CO med. wealth > 50)

Fire Engine [ ]

Requires a fire station .

  • Help the Cats: Go to certain houses and save the cats within each's time limit. Opposite of the evil mission Hose Down the Cats. Awards 80 mayor rating.(residential > 500)
  • Hose Down the Cats: Go to certain houses within each's time limit to spray water at the poor kitties. Opposite of the good mission Help the Cats. Awards you 20,000 simoleons at the cost of 40 mayor rating.(residential > 500)
  • Fire!: Travel to the location of the fire and put it out before the building is destroyed. Awards you 80 mayor rating, and completing this mission three times unlocks the Fire Department Landing strip. A fire must be occurring in your city to do this mission.

School Bus [ ]

Requires an Elementary School or a High School .

  • Get Little Binghamton to School: Drive to a house, pick up the family's little Bink-Bink, and get back to school within the time allotted. Opposite of the evil mission Study for Profit. Awards you 80 mayor rating and the Private School.(residential > 50)
  • Study for Profit: Drive to different schools, abduct their students, and take them to VuCo Toys to make them work. Awards 20,000 simoleons and the Nuclear Power Plant at the cost of 60 mayor rating.(commercial > 50)

City Bus [ ]

Requires Bus Stops.

  • Sick Bus Driver: Your pal Fester is sick, so you need to drive his route on his bus. Awards you the Convention Center and 80 mayor rating. Needs at least 4 bus stops.
  • Dr. Vu Steals a Bus: Go to the specified location before the cops get you so you can detonate a stink bomb. Gives 20,000 simoleons at the cost of 40 mayor rating.(residential > 50)

Garbage Truck [ ]

  • Uncle Vinnie Asks a Favor: Uncle Vinnie, possibly Dr. Vu 's sidekick, wants you to get a "package" and bring it to him. But, you have to bring it to the cops and have them arrest him. Get to the garbage dump , and then to the police station, within the time limit. And don't let any ice cream trucks catch up with you, as they are Vinnie's goons. Destroy them if necessary. This mission is the opposite of the evil mission A Special Load of Garbage. Awards 110 mayor rating and unlocks the Federal Prison .
  • A Special Load of Garbage: Awards 70,000 simoleons at the cost of 80 mayor rating , and unlocks the Toxic Waste Dump .

Toxic Waste Truck [ ]

Requires a Toxic Waste Dump.

  • Goo for the Masses: Drive a toxic waste truck and leak radioactive waste all over your city. How generous! Awards 20,000 simoleons at the cost of 80 mayor rating, and unlocks the Cemetery.(residential > 100)

Army Truck [ ]

Requires an Army Base .

  • Launch Time: Drive astronauts from the army base to the Launch Pad.
  • Steal a Warhead:'' Steal an Army Warhead from the Army Base for Dr.Vu before you get ' nabbed by tanks

Ice Cream Truck [ ]

Missions require schools.

  • Ice Cream Delivery: Go to different elementary schools to deliver ice cream for the Spiffy Company, and they will like you. Awards 80 mayor rating, and unlocks the State Fair. (elementary school >/= 2)
  • Pure Evil Ice Cream: Basically the same as the above mission, but people won't like you, and the ice cream is mind-control ice cream that comes in chocolate and vanilla. Awards you 20000 simoleons at the cost of 60 mayor rating, and is a step towards unlocking Area 5.1. (elementary school >/= 2)
  • One of the ice cream tunes is the SimCity 2000 main theme.

News Van [ ]

Requires a Television Studio .

  • Mayor's Got New Socks!: Drive to the Mayor's House, and cover the "sock issue". Awards 50 mayor rating and unlocks the Bureau of Bureaucracy.
  • Paparazzi: Follow the specified mayor limo to photograph the mayor picking his nose. Awards 20,000 simoleons at the cost of 60 mayor rating.

Get Away Van [ ]

Mission requires a Deluxe Police Station .

  • Escape With the Loot: Get your stolen money out of town before you get busted. Earns you 10,000 simoleons at the cost of 40 mayor rating. (commercial > 50)

Taxi Cab [ ]

Requires an Airport .

  • Scientist Late For Flight: Drive a taxi to pick Scientist Van Prooijen up from her house in a residential zone to an airport. This is one of the MOST time constrained missions in the game. Awards you 10,000 simoleons and 80 mayor rating, and unlocks the Opera House. (residential > 50) This is a good mission for sparking new development.

  • Insane Taxi!!: (residential > 50) Essentially the same. Awards 20,000 simoleons at the cost of 60 mayor rating.

Requires a Cemetery .

  • Get the Deceased to The Funeral: Duh. Awards 80 mayor rating, and unlocks the House of Worship .(redsidential > 50)
  • Simlent Orange: Go to the cemetery in less than 20 seconds (which is pointless, because you're already there.), pick up a package of "Simlent Orange" , and go to a commercial building to sell it. Awards 20000 simoleons at the cost of 60 mayor rating, and unlocks the Army Base.(commercial > 50)

Mayor Limo [ ]

Requires the Mayor's House .

  • You CAN Throw Money At It: Settle a protest by tossing money at the protest (not called a riot). Awards 50 mayor rating, and unlocks the City Hall.(commercial>50)
  • High Roller in Town: Desecrate an ancient Sim burial ground, in hopes for Franky Bigbucks to place a Casino there. Awards 20,000 simoleons at the cost of 40 mayor rating, and unlocks the Casino .
  • Mayor (Name) Visits Landmark: Visit a random Landmark, such as the Hollywood Sign. Awards 110 mayor rating.
  • Ribbon Cutting for (Mayor Name): Visit different commercial establishments to increase business. Awards 80 mayor rating.(commercial > 200)

Freight Train [ ]

Requires a Freight Train Station .

  • Super Seatbelt Fabric for Space Ships!: Drive your train to a random freight station. Awards you 80 mayor rating, and is a step towards unlocking the Space Port.
  • Train Station Tour: Get to the specified freight train stations in time. Unlocks the Grand Railroad Station .

Passenger Train [ ]

Requires a Passenger Train Station .

  • Whistle Stop Tour: Drive the passenger train around your passenger train stations. Unlocks the Tourist Trap.
  • Hijack the Train: Escape from the city your train is in. Earns you 70000 simoleons, at the cost of 80 mayor rating.

Steam Train [ ]

Requires a Freight Train Station.

  • Train Ride for Rocket Formula: This is a dire situation. Enemies are after Agent X11, a man who has the secret rocket formula that might propel your space program out of the atmosphere. Bring him to the freight train station, and you just might propel your city into stardom. The future of your city lies in your hands, so good luck. Fail this one, and, oh no...

Awards you 50 mayor rating, and is a step towards unlocking the Space Port.

  • Sell Secret Rocket Formula: Description coming soon. Awards you (?) simoleons at the cost of (?) mayor rating, and is a step towards unlocking Area 5.1.

Monorail [ ]

Requires a Monorail station.

  • Monorail Ride: Drive the monorail train around 2-3 stations. Unlocks the Solar Power Plant.
  • New Missile Testing: Drive to an area of wilderness, and blast the highlighted squares to bits. Awards 50 mayor rating and unlocks the Missile Range.
  • Tank Joy Ride: Create apocalyptic mayhem with a tank, while destoying several of your buildings.
  • '' Teach the Strikers a Lesson Go to a commercial building, and destroy it to stop a protest at a Commercial Building. The opposite of the good mission: "You Can Throw Money At It".
  • Dr. Vu Gets A Tank: Unlocks the Movie Studio.(residential > 50)

My Sim Vehicle (any wealth) [ ]

  • (My Sim Name) Wants to See (Mission Target):

My Sim Vehicle (low wealth) [ ]

  • Run Some Errands: Take your Sim to get him/her a bite to eat, do some shopping, and bring him/her home before his/her favorite TV show starts. Awards 80 mayor rating.
  • '' Knock Over (Mission Target):'' Your Sim's cash register job isn't bringing in much moolah, so he/she wants to rob a cheap store and get the heck out of the city. Awards 20,000 simoleons at the cost of 60 mayor rating.

My Sim Vehicle (medium wealth) [ ]

  • (My Sim Name) Goes Shopping: Your Sim would like to spend a bonus he received at his/her job, and wants you to drive him/her to various shops. What a honor! Note however, that the sale will be ending soon at the shops. Awards 80 mayor rating.
  • '' White Collar Crime:'' Your Sim wants to take advantage of a mistake at work. Payroll money is in a safe, and an industrial manager far away left the combination unattended. Be careful, though, his sister works at your target. Awards 10,000 simoleons at the cost of 40 mayor rating.

My Sim Vehicle (high wealth) [ ]

  • Take a Break at the Casino: Drive to the casino, so your Sim can win a Go Fish game. Awards 80 mayor rating.
  • (My Sim Name) Goes Gift-Shopping: Drive to different shops to pick up gifts for baby showers, face-lift celebrations, and other events. Awards 80 mayor rating.

Motor Boat [ ]

Mission requires a Deluxe Police Station.

  • Water Escape: Get your stolen boat out of town before the Police Chopper gets you. Awards 20,000 simoleons at the cost of 40 mayor rating.

Speed Boat [ ]

Missions require a Seaport.

  • Rx Pick-up & Delivery: Pick up a lifesaving medicine from a seaport, and run it to the marina. This mission can be quite difficult, since such a frail boat is coming to close to a freighter. Awards 80 mayor rating, and unlocks the Resort Hotel.
  • Water-proof Mind Control Device: Unlocks the Cruise Ship Port.

Cigar Boat [ ]

  • Jet Ski Fiesta: Put on a jet ski show over the highlighted tiles. Awards 50 mayor rating.

Fishing Boat [ ]

  • Here Fishy, Fishy, Fishy: Catch some fish from the highlighted tiles for a citywide dinner. Awards (?) mayor rating, and unlocks the Lighthouse.
  • Mmmm... Endangered Dinner: The <insert city name> Perch always seems to have one specimen at a time in the ocean. Believing it truly is the last of its kind, Dr. Vu likes the taste of its flesh, and wants it caught. Awards 20,000 simoleons at the cost of 40 mayor rating, and unlocks the Stock Exchange.

Tug Boat [ ]

  • SOS: Put the designated boat in tow, and pull it back to shore. Make sure neither you nor your refugee sinks. Awards 80 mayor rating, and unlocks the Major Art Museum.

Passenger Ferry Boat [ ]

Requires a Passenger Ferry Terminal .

Requires a Car and Passenger Ferry Terminal.

  • Whale Watching Tour: Treat your Sims to a whale watching tour! (whales needn't be existent at the site.). Awards 50 mayor rating, and unlocks the Marina.
  • Ferry of Evil: Meet up with another ferry (no collisions), for an exchange of evil documents. Awards 10,000 simoleons at the cost of 40 mayor rating.
  • Rare Fish Viewing: Treat your wealthy patrons to see a one-time viewing of the endangered (city name) Purplefin. The fish subsequently die from the yacht's fumes. Awards 10,000 simoleons at the cost of 40 mayor rating, and unlocks the Country Club.

Metal Whale [ ]

Requires Area 5.1.

Air Vehicles [ ]

Police helicopter [ ].

Requires a Deluxe Police Station.

  • Catch the Crook from the Air: Shine your light on the specified get away van, so a studio can make a reality show about police chases. Awards 110 mayor rating, and unlocks the Television Studio.
  • Disturbing the Peace: Dr. Vu wants you to disturb the peace of a tranquil neighborhood, you must pilot the Police Chopper near the neighbor designated, and aim the spot light to get all the squares that are highlighted, once done you will be awarded and have a step closer unlocking the Area 5.1. Awards you 20000 simoleons at to cost of 60 mayor rating.

Medical Helicopter [ ]

  • Give Jenny a Hand, and a Heart: Pick Jenny up from her house, and deliver her to the hospital. Ample time is given on this mission.
  • Organs for Profit: You start off with a medical copter full of unused organs, you must take the chopter to the industrial district(s) of your city. The intended target is a building there. Once you reach the building you will be rewarded with 20000 Simoleons at the cost of 60 mayor rating. Unlocks the University.

News Helicopter [ ]

Requires a Television Studio.

  • Cover the Hostage Crisis: Break up a hostage crisis, and have the mother of the one who took the hostages humiliate him on TV. Awards 80 mayor rating, and unlocks the Radio Station.
  • Get the Perp's Story:

Sky Writer Plane [ ]

Requires a Landing Strip .

  • Who Loves You, Baby?: Draw a heart in the sky for your love. Awards you 110 mayor rating, and unlocks the Major League Stadium.
  • Secret Sky Code: Write "VU" in the sky to strike fear into the hearts of your citizens. Awards 70,000 simoleons at the cost of 80 mayor rating..

Crop Duster Plane [ ]

Major Buttons [ edit ]

Landscape button [ edit ].

This button is a smaller version of the God mode tools except that the tool is shrunk so much that it only has 2 or 3 or 4 tiles within its radius. It also costs $ when you are leveling land or planting trees so don't go dumb with it.

Zone button [ edit ]

The R for residential, C for commercial and I for industrial. There are 3 zones each with its own 3 levels and its dense level. Low density may have a limit to mansions and the smallest apartments. Medium densities have apartments that are not really scraping that skies. High density is all about skyscrapers that touch the skies and even hold more than 1,000 sims! Commercial is the same but with jobs. The industrial zones, however, are different. Low density goes with crops and farms. These farms also cause water pollution so make a decision with farms. Medium density has dirty industry. You don't want dirty air. Unless you are an environmentalist or just like clean air and water, you probably won't need to zone medium. High density makes computers, radios, walls and more without dirtying the air.

Transportation button [ edit ]

The 1st button contains roads, bus stops and, the new part to SimCity series, streets.

Roads are the main transportation for from-to paths. These can handle not as much traffic and a fair speed. Streets are a prototype of them. They handle a little amount of cars and speed. So don't use them for travelling from home to work and vice versa.

Bus stops are your handy helpers to board sims. It cuts down traffic to avoid congestion.

The 2nd button takes you to the latest generation of highways. Cloverleafs and T-intersections are the only intersections for the highways. On ramps are needed for them to work. They are monster transportation that holds 1, 000 cars and a lot of speed!

The 3rd introduces rails which lessen the congestion a bit. Rails need to stop at a building and its a train station. They aren't alike with the bus stops however. They are needed everywhere when a rails stops or starts.

The 4th button contains subways. Since its underground and for passengers only, they need to go underground and cost so much $ and subway stations are needed. Villages or Towns don't need it.

The 5th contains 3 airports that can boost demand because of all tourists and workers!

The 6th and final button lets you build seaports which draw in commercial and industrial demand.

Utilities [ edit ]

More things need power and more power means more things working.

The 1st button lets you plop plants. However, the last 3 are very powerful but are locked. Descriptions about them are later on the guide.

The 2nd button contains water plants and pipes. There is not a lot to see but it will become more describable later.

The 3rd and final button has garbage disposal. Landfills are zoned like the RCI. A power plant is available but is both costly and produces a lot of pollution. The last is you can put in a couple of garbage centers.

Civic [ edit ]

The primary buildings to making a good city. Good enough just to make a megalopolis.

The 1st button lets you drop in a few police stations and a jail if its safe. Small stations can be built for small towns but as it grows bigger, the crimes grow bigger too. So hit in a couple more stations but make it a large station. Both of these has tiny internal cells but they quickly get full. So put in a jail if you need it.

The 2nd button throws down fire stations. This goes the same as above. Small stations for small towns but large for large cities.

The 3rd button is where you plop down schools. These come in 3 tastes: Elementary for the young kids. High school for the older kids and teens and College for young adults. Libraries and museums are also needed for adults and senior citizens.

The 4th button is the medical department. You can build small clinics, big hospitals and maybe a disease research center but you have to decide on building that. They might protest you to remove it.

The 5th button is about landmarks and not made-up ones. Real life ones but also in real life, they cost more and more as you scroll down the list.

The 6th button allows you to access rewards and how to get them. However, some rewards like cemeteries and mayor statue are not listed instantly.

The 7th and final allows you to access parks and things that go green.

Bulldozer [ edit ]

This is the switch to destroy everything. This does not destroy zones.

Dispatch [ edit ]

Dispatch is when someone calls you and you help them. Mostly for crimes and fires. Dispatch those people and they help you do the job.

The other buttons [ edit ]

The 1st re-enters God mode. However, the only options is to put the city in doom but there is a red flag in using that function. It is permanent so be careful. The 2nd is to reconcile the city so they do look good in region view. The 3rd makes disasters to destroy the city and the 4th is the night and day view.

The 2nd button is mayor mode. And all the other tools I explained earlier.

The 3rd brings you to sim mode.

We all go through sim mode in another section.

Below all those buttons is the query tool that is shaped as a question mark. Press that, then click a random building to see some information about that building.

The lower-left corner is a mini map, zoom buttons and rotate buttons. And like in all the sim games we've been through, even the sims, sims 2 and others, is a speed option.

The last contains the options button. Exit it, save it or alter it.

The basics [ edit ]

OK, you buy land, know the tools and now we are going to use them. Remember what we learn in order to pass this section.

You see empty land. A chunk of hills and a river or a sea. Put in a plant. Here is what you choose. Wind, coal, oil or natural gas. If you want clean air, go with wind. If you want a big city in fast amount, go with natural gas, oil or coal.

Here is the 1st question: Do you really want to live near a stinky, coal, smelly plant? Neither do I!

Ahem. Where was I? Oh yes! Put the plant near a corner. Pollution that goes with the other edges doesn’t go to the neighboring city. If you chose wind, take a few but if you choose something else, go with one.

Put in medium industrial zones around it. Make it large enough so the city isn't filled with dirty smoke!

Go a lot of tiles away but not too much. Then build commercial zones of low level. Let the computer build the streets.

Since those are the jobs, we need some workers to fill them. Put in medium density residential zones and again, not too near or too far from the pollution.

You also need roads that link to all the 3 zones. And power lines to connect them all.

Within the a few months, you get the 1st ever people in your city!

When mayor mode is active... [ edit ]

Other things are in control and each have their own function.

Check the stuff on the bottom.

Mayor rating is on a scale from 100+ down to 100- where they try throw heavy things at you.

Money and population are - You know already.

RCI is a chart. The higher the bar, the higher the demand and vice versa. Click that and a more detailed version comes up. It also makes the 5th tab active. Forget about it and we will cover that later. For now, click the 2nd tab. With a person in it. There is your adviser staff. Each with their own stations. If the background is green, they are excited. If its red, they are angry and if its blue, they just don't care about the news either of the 2. Click on the picture to see what they are trying to say to you. However, when you start, its the 1st adviser or all advisers that say hello and tell you what to do. When time goes on, they go on to real life talks.

The 3rd button is your budget. There is your income, expense and the cash you will have at the end of the month. Click on that and more will come up. You really wanted income to get the gold medal and expense have a copper medal but younger towns will have expense winning.

Click the 4th tab and you see a couple of buttons. Click one of them and your buildings go to different colors. Check the data view map to see more.

Click the 5th tab which shows graphs.

Growing everyday [ edit ]

Cities are doing its thing but improvements are needed to make them better. Services are not needed but the timer is almost done, like the pie is almost ready to eat. Putting more zones are ok. Some people might see that residential zones are the fastest to fill up so zone more of that first before going to the others.

This also includes the trash. Put in a landfill away from those zones and give them a road access.

Small towns up to 2,000 [ edit ]

When your population is around 500 sims, you will be given the Mayor’s House for a job well done thus far. While education and medical facilities are not big items during this initial growth, your sims are concerned with safety so keep an eye out for potential crime and fire hazards. Your first police and fire departments should be small and focused on areas most likely to have such incidents, usually near industrial zones, and each facility has a radius ring shown to indicate their coverage area. Power plants tend to catch fire more often than other facilities, so ensure that your fire coverage includes all power production facilities.

Early on, your sims will not demand education facilities, however they do enjoy going to the park or playground so go ahead and build several parks scattered around your residential zones. As these have a monthly cost, manage the quantity of these to ensure you don’t bust your budget. The parks will also improve the desirability of your town so placement should be given some forethought.

To educate your sims, place a small elementary school such that its radius ring encompasses the most number of residential zones. Once built, query the school by selecting the “?” mark icon and clicking on the school. Adjust the slider bar so that it accommodates roughly 10% of your population, $25-50 a month more or less, so that its operation fits within your budget. Regularly query your schools to ensure that enough funding is being applied to meet demand but don’t allocate unnecessary funding as you gain nothing from its waste.

As your population grows with the expanded development of your city you will need to provide water to ensure that your zones grow accordingly. Clean water is essential to your city’s growth so ensure that water pumps, water towers, etc. are not placed near or within industrial zones and try to minimize placing them in commercial zones as well. Your water network is finicky at best and a natural disaster can cause havoc if a line is interrupted. Try to develop your water supply network so that you have double or triple coverage in terms of water pumps and water towers. In order to do this you need to make sure that your water pipes have access to more than one of these facilities.

Once your population exceeds 1,500 sims you will be given a cemetery and/or a church. Their influence on your sims' overall lifestyle and desirability of the city is their benefit.

Medical facilities, like schools, should be built to maximize their coverage area and budgets should be monitored regularly. Additionally, you should ensure that you do not have too many medical facilities as their drain on the budget is substantial.

Medium cities 2, 000 - 15, 000 [ edit ]

Happy? Well, you're happy but your adviser staff are asking you to fix the issue.

First, go to the 4th tab in mayor mode then go to desirability. You can see the whole map green. Check a button and it will change color. Green is that your zones will develop gradually and the red, never grows. Low level residents like it everywhere and high level wants the 4 services to have a happy life. Paint the residential zones with the high density and paint over them. And don't destroy it. You are just ruining the game if you do and waste money also.

Do the same with commercial but expand them a little. You can't forget the industrial zones anyway.

Also, upgrade the stations into their larger versions but you need to destroy the original building first before putting the large stations.

However, you need to increase funding if they are overloading.

The large cities, metropolises and the ones beyond 15, 000+ [ edit ]

After upgrading, you are still in square 1. Your income is almost equal to expense as they have boost it up. Keep value up, expansion down and success is yours!

But wait! Keep tabs on pop… and by listening to the advisers.

Dangerous Point [ edit ]

There are times we are stopped in real life.

That also happens in sim city 4. Basically, zones are done and filled. Your income has finished first as you excepted to be. No replacements are made. It's not game over yet.

  • Are ALL your schools funded enough to avoid overcrowding?
  • Are ALL your hospitals funded enough to avoid over crowding?
  • Are ALL your libraries and museums funded enough to give the people what they want?
  • Do you have enough police stations and fire stations to cover your whole city?
  • Do you have enough jails so they have room to accommodate more prisoners?
  • Is your trash amount under your capacity?
  • Are you getting few (if any) complaints on the tax rate?
  • Are all zones and buildings powered and watered?

Those problems are easy to fix. If you answered yes to those questions, here's the second (shorter) list:

  • Are ALL your zones set to maximum density? (Assuming you want maximum density; farms can't be in areas that dense, of course)
  • Do you have an airport complimenting your commercial sector?
  • Do you have a seaport complimenting your industrial sector? (Assuming you've got water access)

If the answer to those questions are "yes" also, then you're doing well.

So, the part is to fix it but how?

Fixing the problem [ edit ]

This problem is like a trap cage. Everyone goes in, no one goes out.

3rd question: How will your city overcome this fear?

"Leave the audience wanting more." If you heard some sort of radio or TV show, you may be familiar with this quote.

Hitting this point means it’s not too happy nor too angry.

It means, there is too much of a scale of the right things and the wrong ones.

I'm sorry to say this but *Gulps* You have to make your sims out of your city and that's the only method.

Before starting, you may have to have lots of money since this is a bit expensive.

First, check the land vaule map (4th tab in mayor mode) and find the best and highest value stop. Think Why is it the highest land value?

Multiple spots? The method is to find a big but not the biggest spot.

Turn on the bulldozer and destroy the schools and jails.

You are still wondering why this is the best method? Just let them be confused and yell and complain BUT they won't protest.

Take some money from the coffers (Not a loan) Think its a new city. Build a new power plant but make sure it’s cheap (Natural gas or several wind plants)

Build zones, all 3 types, use streets not roads and refuse it to give fire and police coverage and education.

Back at the spot I said earlier (not the new city) and throw out the parks into the trash (Just figure speech. What I meant is to destroy the parks) don’t rezone or destroy any RCI buildings.

Back at the colony, give them decent systems: elementary school, clinic and small police station and fire station. A few people are coming in but not enough to get out of the trap.

After that’s done, expand out. REMEMBER: Pretend its a new city. Give them water but DON'T upgrade the other services. This is optional, let is harm for now.

OK, to finish it all: Restore the old part by working reverse: Give them back services, water, parks and everything but fast enough before the people thinks that place is extinct.

After that, upgrade the colony in every way or make it a large city on its own.

The easier but trickier method [ edit ]

That method is very risky and you waste a lot of money unless you downloaded a mod that makes you have lots of money.

  • Find a spot with high land value again.
  • Check traffic, freight distances, civics and such. Improve the obvious first way up to the least.
  • Look on any spot in the crime map that is yellow. IT can be any size and destroy them and plop a large police station.
  • Plop in a landmark and intact some tourist ordinances. Put some residential zones and within a sim year, they will come. And lastly, toss away some business deal buildings.

Parks provide a Park Effect over a fixed radius, in addition to usually cleaning up air and water pollution and increasing CAPs . In addition, the Minor League Stadium provides an additional Landmark Effect over a small radius and large CAP relief. However, it carries a Park Effect penalty.

The Minor League Stadium is the third most expensive Park in SimCity 4 Rush Hour/Deluxe, behind the City Zoo and above the Softball Field in Costs.
