Fact sheet: 2022 national travel and tourism strategy, office of public affairs.

The 2022 National Travel and Tourism Strategy was released on June 6, 2022, by U.S. Secretary of Commerce Gina M. Raimondo on behalf of the Tourism Policy Council (TPC). The new strategy focuses the full efforts of the federal government to promote the United States as a premier destination grounded in the breadth and diversity of our communities, and to foster a sector that drives economic growth, creates good jobs, and bolsters conservation and sustainability. Drawing on engagement and capabilities from across the federal government, the strategy aims to support broad-based economic growth in travel and tourism across the United States, its territories, and the District of Columbia.

Key points of the 2022 National Travel and Tourism Strategy

The federal government will work to implement the strategy under the leadership of the TPC and in partnership with the private sector, aiming toward an ambitious five-year goal of increasing American jobs by attracting and welcoming 90 million international visitors, who we estimate will spend $279 billion, annually by 2027.

The new National Travel and Tourism Strategy supports growth and competitiveness for an industry that, prior to the COVID-19 pandemic, generated $1.9 trillion in economic output and supported 9.5 million American jobs. Also, in 2019, nearly 80 million international travelers visited the United States and contributed nearly $240 billion to the U.S. economy, making the United States the global leader in revenue from international travel and tourism. As the top services export for the United States that year, travel and tourism generated a $53.4 billion trade surplus and supported 1 million jobs in the United States.

The strategy follows a four-point approach:

  • Promoting the United States as a Travel Destination Goal : Leverage existing programs and assets to promote the United States to international visitors and broaden marketing efforts to encourage visitation to underserved communities.
  • Facilitating Travel to and Within the United States Goal : Reduce barriers to trade in travel services and make it safer and more efficient for visitors to enter and travel within the United States.
  • Ensuring Diverse, Inclusive, and Accessible Tourism Experiences Goal : Extend the benefits of travel and tourism by supporting the development of diverse tourism products, focusing on under-served communities and populations. Address the financial and workplace needs of travel and tourism businesses, supporting destination communities as they grow their tourism economies. Deliver world-class experiences and customer service at federal lands and waters that showcase the nation’s assets while protecting them for future generations.
  • Fostering Resilient and Sustainable Travel and Tourism Goal : Reduce travel and tourism’s contributions to climate change and build a travel and tourism sector that is resilient to natural disasters, public health threats, and the impacts of climate change. Build a sustainable sector that integrates protecting natural resources, supporting the tourism economy, and ensuring equitable development.

Travel and Tourism Fast Facts

  • The travel and tourism industry supported 9.5 million American jobs through $1.9 trillion of economic activity in 2019. In fact, 1 in every 20 jobs in the United States was either directly or indirectly supported by travel and tourism. These jobs can be found in industries like lodging, food services, arts, entertainment, recreation, transportation, and education.
  • Travel and tourism was the top services export for the United States in 2019, generating a $53.4 billion trade surplus.
  • The travel and tourism industry was one of the U.S. business sectors hardest hit by the COVID-19 pandemic and subsequent health and travel restrictions, with travel exports decreasing nearly 65% from 2019 to 2020. 
  • The decline in travel and tourism contributed heavily to unemployment; leisure and hospitality lost 8.2 million jobs between February and April 2020 alone, accounting for 37% of the decline in overall nonfarm employment during that time. 
  • By 2021, the rollout of vaccines and lifting of international and domestic restrictions allowed travel and tourism to begin its recovery. International arrivals to the United States grew to 22.1 million in 2021, up from 19.2 million in 2020. Spending by international visitors also grew, reaching $81.0 billion, or 34 percent of 2019’s total.

Created by Congress and chaired by Secretary Raimondo, the Tourism Policy Council (TPC) is the interagency council charged with coordinating national policies and programs relating to travel and tourism. At the direction of Secretary Raimondo, the TPC created a new five-year strategy to focus U.S. government efforts in support of the travel and tourism sector which has been deeply and disproportionately affected by the COVID-19 pandemic.

In addition to providing statistics, the National Travel and Tourism Office (NTTO) creates a positive climate for growth in travel and tourism by reducing institutional barriers to tourism, administers joint marketing efforts, provides official travel and tourism statistics , and coordinates efforts across federal agencies through the Tourism Policy Council. The Office works to enhance the international competitiveness of the U.S. travel and tourism industry and increase its exports, thereby creating U.S. employment and economic growth.

This public-private partnership allows thousands of U.S. travel and tourism industry organizations to be exposed to traveling consumers around the globe, providing them with additional export assistance resources. CBP Releases February 2024 Monthly Update

WASHINGTON — U.S. Customs and Border Protection (CBP) released operational statistics today for February 2024. CBP monthly reporting can be viewed on CBP’s Stats and Summaries webpage .

“CBP continues to work with our foreign and domestic partners to enhance enforcement efforts: aggressively targeting unscrupulous human smugglers, and swiftly applying consequences against those who cross the border illegally and have no legal basis to remain in the United States,” said Troy A. Miller, Senior Official Performing the Duties of the Commissioner. “Despite the challenges we are facing along the southwest border, as well as the positive trends of increasing levels of trade and travel, CBP continues to surge enforcement to stop dangerous drugs from entering the country; our agents and officers interdicted 294% more methamphetamine, 164% more heroin, and 140% more cocaine in February than January. It is essential that we provide our personnel with the resources they need to continue to expand this critical work.”

CBP continues to work closely with U.S. Immigration and Customs Enforcement and U.S. Citizenship and Immigration Services to quickly process individuals encountered at the border and remove those who do not establish a legal basis to remain in the United States, utilizing consequences strengthened by the Circumvention of Lawful Pathways rule. Since May 12, 2023 and through February 29, 2024, DHS has removed or returned over 593,000 individuals, the vast majority of whom crossed the southwest border, including more than 93,000 individual family members.  Total removals and returns since mid-May exceed removals and returns in every full fiscal year since 2012. The majority of all individuals encountered at the southwest border since January 2021 have been removed, returned, or expelled.

Ensuring Border Security and Managing Migration 

CBP continues to expeditiously process and remove individuals who do not have a legal basis to remain in the country. We are working together with our domestic and foreign partners to jointly disrupt migration across the region, offering lawful pathways and taking action against ruthless smugglers who continue to spread falsehoods and show disregard for the safety and well-being of vulnerable migrants. We are also working alongside U.S. government partners to target transnational criminal organizations and smugglers who take advantage of and profit from migrants and taking new measures to stop individuals from exploiting traditional travel methods for migration.

In February 2024, the U.S. Border Patrol recorded 140,644 encounters between ports of entry along the southwest border.

CBP’s total encounters along the southwest border in February 2024 were 189,922 . Total encounters include U.S. Border Patrol encounters between ports of entry, as well as individuals who presented themselves at ports of entry (including those with CBP One™ appointments, detailed further below).

CBP continually analyzes and responds to changes in migration patterns, particularly irregular migration outside of lawful pathways and border crossings. We work with our federal and international partners to combat human smuggling. The fact remains: the United States continues to enforce immigration law, and our borders are not open for those without a legal basis to enter the country. Migrants attempting to enter without authorization are subject to removal under Title 8 authorities.

The U.S. Border Patrol has undertaken significant efforts in recent years to expand capacity to aid and rescue individuals in distress. To prevent the loss of life, CBP initiated a Missing Migrant Program in 2017 that locates noncitizens reported missing, rescues individuals in distress, and reunifies decedents’ remains with their families in the border region. In February, the U.S. Border Patrol conducted 434 rescues, totaling 2,048 rescues in FY 2024 .  This was the highest monthly rescues total since October.

CBP One™ App  

The CBP One™ mobile application remains a key component of DHS’s efforts to incentivize noncitizens to use lawful, safe, humane, and orderly pathways. Generally, noncitizens who cross between the ports of entry or who present themselves at a port of entry without making a CBP One™ appointment are subject to the Circumvention of Lawful Pathways rule. This rule presumes asylum ineligibility for those who fail to use lawful processes, with certain exceptions. DHS encourages migrants to utilize such pathways, rather than having migrants take the dangerous journey to cross unlawfully between the ports of entry, which also carries consequences under Title 8.

The CBP One™ app allows noncitizens throughout central or northern Mexico who lack documents sufficient for admission to the United States to schedule an appointment and remain in place until presenting at a preferred port of entry for their appointment, reducing migrants’ need to crowd into immediate border areas. Use of the CBP One™ app to schedule appointments at ports of entry has increased CBP’s capacity to process migrants more efficiently and orderly while cutting out unscrupulous smugglers who endanger and profit from vulnerable migrants.

In February, CBP processed more than 42,100 individuals through appointments at ports of entry utilizing advanced information submitted in CBP One™. CBP One™ appointments accounted for 86% of noncitizens processed at ports of entry, demonstrating that noncitizens will follow an orderly process when one is available. Since the appointment scheduling function in CBP One™ was introduced in January 2023 through the end of February 2024, more than 501,000 individuals have successfully scheduled appointments to present at ports of entry using CBP One™ instead of risking their lives in the hands of smugglers. The top nationalities who have been processed are Haitian, Mexican, and Venezuelan.

A percentage of daily available appointments are allocated to the earliest registered CBP One™ profiles, so noncitizens who have been trying to obtain appointments for the longest time will be prioritized. CBP is continually monitoring and evaluating the application to ensure its functionality and guard against bad actors.  

CHNV Parole Processes

On January 5, 2023, DHS announced processes providing certain Cubans, Haitians, and Nicaraguans who have a supporter in the United States, undergo and clear robust security vetting, and meet other eligibility criteria, to come to the United States in a safe, orderly, and lawful way. These processes were built on the success of the process for Venezuelans; they are publicly available online, and DHS has been providing regular updates on their use to the public. This is part of the Administration’s strategy to combine expanded lawful pathways with stronger consequences to reduce irregular migration and have kept hundreds of thousands of people from migrating irregularly.

In a decision March 8, 2024, the United States District Court for the Southern District of Texas dismissed a lawsuit to stop the use of processes described above for Cubans, Haitians, Nicaraguans, and Venezuelans. The decision allows the United States to continue granting advance travel authorization to up to 30,000 noncitizens each month to seek parole on a case-by-case basis.

Through the end of February 2024, over 386,000 Cubans, Haitians, Nicaraguans, and Venezuelans arrived lawfully and were granted parole under the parole processes. Specifically,  81,000 Cubans,  156,000 Haitians,  71,000 Nicaraguans, and  97,000 Venezuelans were vetted and authorized for travel; and 79,000 Cubans,  151,000 Haitians,  64,000 Nicaraguans, and  91,000 Venezuelans arrived lawfully and were granted parole.

Safeguarding Communities by Interdicting Narcotics and Dangerous Drugs

As the largest law enforcement agency in the United States, CBP is uniquely positioned to detect, identify, and seize illicit drugs before they enter our communities. CBP’s combination of interdiction and intelligence capabilities, complemented by its border search authorities, scientific services, non-intrusive inspection equipment, and canine detection teams, places it at the forefront of the U.S. government’s efforts to combat illicit fentanyl and other dangerous drugs.

CBP continues to conduct operations, including Operation Apollo, which target the smuggling of illicit fentanyl and other dangerous drugs. These operations leverage intelligence and investigative information to target drug traffickers’ supply chains and interdict items required in the production of illicit fentanyl, including precursor chemicals, pill presses and parts, movement of finished product, and illicit proceeds.

Nationwide in February, seizures of cocaine, methamphetamine, heroin, fentanyl, and marijuana (combined, by weight) increased 118% from January. This included a 294% increase in methamphetamine seizures, a 164% increase in heroin seizures, and a 140% increase in cocaine seizures.

To date in FY 2024 through February, CBP has seized 8,447 pounds of fentanyl. CBP has stopped more fentanyl in the last two years than in the previous five years combined, and we continue to optimize our intelligence and field operations to stop these deadly substances from reaching American communities.

Facilitating Lawful Trade and Travel 

  As international travel continues to increase, CBP is leveraging technology to streamline efficiency and increase security at air and land ports of entry. Travelers are encouraged to utilize CBP’s mobile apps to enhance their travel experience, including the Global Entry Mobile Application and Mobile Passport Control , as well as new Global Entry Touchless Portals at nearly all international airports across the United States, which protect passenger privacy and expedite arrival processing by eliminating paper receipts.

Travelers arriving by air into the United States increased 16% from February 2023 to February 2024, passenger vehicles processed at ports of entry increased by 5.8% , commercial truck traffic increased by 6.2% , and pedestrians arriving by land at ports of entry increased 8.8% over the same period.  

CBP works diligently with the trade community and port operators to ensure that merchandise is cleared as efficiently as possible and to strengthen international supply chains and improve border security. In February 2024, CBP processed more than 2.6 million entry summaries valued at more than $255 billion , identifying estimated duties of nearly $6.5 billion to be collected by the U.S. government. In February, trade via the ocean environment accounted for 40.8% of the total import value, followed by air, truck, and rail.

Protecting Consumers, Eradicating Forced Labor from Supply Chains, and Promoting Economic Security     

CBP continues to lead U.S. government efforts to eliminate goods from the supply chain made with forced labor from the Xinjiang Uyghur Autonomous Region of China. In February, CBP stopped 540 shipments valued at more than $306 million for further examination based on the suspected use of forced labor.

Intellectual property rights violations continue to put America’s innovation economy at risk. Counterfeit and pirated goods threaten the competitiveness of U.S. businesses, the livelihoods of American workers, and the health and safety of consumers.

Consumers are encouraged to be alert to the dangers of counterfeit goods especially when shopping online as they support criminal activity, hurt American businesses, and often have materials or ingredients that can pose serious health and safety risks. Every year CBP seizes millions of counterfeit products worth billions of dollars had they been genuine. In February, CBP seized 1,645 shipments that contained counterfeit goods valued at more than $345 million. CBP is on the frontline of textiles and trade agreements enforcement, combating textile imports that are not compliant with U.S. trade laws. Protecting the domestic textile industry and American consumers is vital to U.S. national security, health care, and economic priorities. Toward this end, CBP is intensifying its targeting and enforcement efforts to increase and expedite the prosecution of illegal customs practices. CBP’s efforts include de minimis compliance, forced labor enforcement, cargo compliance, regulatory audits, and public awareness.

Defending our Nation’s Agricultural System     

Through targeting, detection, and interception, CBP agriculture specialists work to prevent threats from entering the United States.  

CBP issued 6,622 emergency action notifications for restricted and prohibited plant and animal products entering the United States in February 2024. CBP conducted 92,528 positive passenger inspections and issued 8 58 civil penalties and/or violations to the traveling public for failing to declare prohibited agriculture items.

These Are the Top Travel Trends of 2024, According to American Express Travel

What are people really traveling for in 2024?

Demand for premium travel continues at a torrid pace in 2024. Not only is that being reflected in the first few months of the year, but also in the newly released trend report by  American Express (Amex) Travel . The study explored travel behaviors and trip planning from participants living in seven countries: Australia, Canada, Mexico, Japan, India, the United Kingdom, and the United States.

The majority of respondents are planning major milestone-like trips, even if there isn’t necessarily an occasion to celebrate. And 84 percent of people surveyed plan to spend more or the same amount of money on travel in 2024 compared to last year. That includes destinations like  Antarctica  and the  Galapagos Islands . (Travel agents and advisors are making a resurgence as well, with over 50 percent of people looking to leverage a travel agent or trusted advisor to book, like  T+L’s A-List .)

“The report shows that demand for travel is continuing, and that people are building itineraries to create memories—being intentional about the places they are going, and the things they are doing when they get there,” Audrey Hendley, president of American Express Travel, told Travel + Leisure .

Meanwhile, if 2023 was the year of “gig-tripping” (and the Taylor Swift effect), then 2024 is the year of long-distance travel for sporting events. Amex’s survey showed that 67 percent of millennial and Gen Z respondents are interested in traveling for sports in 2024. Paris, Miami, and New York City are the top three cities for sports travel, according to Amex. (Paris is hosting the  Olympic Games this year, Miami is hosting Formula 1, and New York City has the U.S. Open Tennis.)

In addition, solo travel will be a prominent theme in 2024, with 76 percent of millennials and Gen Z (compared to 69 percent of all respondents) saying they plan to take a solo trip this year, with a majority centered around self-love and treating themselves. “It is really interesting to see how many people are embracing solo travel,” said Hendley. “We’re seeing changes with younger travelers in particular."

Finally, Amex says that 2024 will be a notable year for spontaneous trips or what they’re calling “on-a-whim travel.” Nearly 80 percent of travelers say they plan to take a spur-of-the-moment trip, while 44 percent of respondents even expressed a preference for a spontaneous trip instead of having all the details planned. In fact, there are entire companies (like  Pack Up & Go  and  Competitours ) that offer complete itineraries where none of the details are provided in advance.

For something a bit less extreme, Henley recommended leaving unplanned time on existing trips to experience local culture and activities. “I just took an incredible trip to Thailand and relied on local experts and tour guides to show me the ‘real’ sites. I would have missed out on these local experiences – and so much incredible food – if I hadn’t left room in my itinerary to be impulsive and truly explore,” she said.

Officials recovered the bodies of two construction workers who were on Baltimore's Francis Scott Key Bridge when it collapsed early Tuesday morning after a 984-foot-long cargo ship collided into a pillar.

Maryland Gov. Wes Moore called the collapse Wednesday " a global crisis ."

"The national economy and the world's economy depends on the Port of Baltimore. The port handles more cars and more farm equipment than any other port in the country," Moore said.

Here's what you should know:

  • The victims: The six people who are presumed dead were from Mexico Guatemala, El Salvador and Honduras, according to Col. Roland L. Butler Jr, the superintendent of Maryland State Police. Two bodies were recovered and have been identified as Alejandro Hernandez Fuentes from Mexico and Dorlian Ronial Castillo Cabrera from Guatemala. The two workers were filling potholes on the bridge and were later found trapped in a red pickup truck in about 25 feet of water, Butler said. The FBI is handling notifying the victims' families, Butler said.
  • Recovery efforts: Authorities are pausing search efforts for the four other workers who are presumed dead, because additional vehicles are encased in concrete and other debris, making it unsafe for divers, Butler said. Once salvage operations clear the debris, divers will search for more remains, he said.
  • The investigation: The National Transportation Safety Board is leading the investigation into the fatal incident, according to the agency's chair Jennifer Homendy. During a Wednesday news conference, Homendy said there were 21 crew members and two pilots on board the Dali cargo ship when it crashed into the bridge. She also said a senior NTSB hazmat investigator identified 56 containers of hazardous material, and that some containers are in the water. The agency received six hours of voyage data from the ship and the investigation could take 12 to 24 months to complete, Homendy said. She emphasized that NTSB will not analyze information collected or provide conclusions while on scene of the collapse.
  • Looking forward: Department of Transportation Secretary Pete Buttigieg said rebuilding the bridge will not be "quick or easy" but that it will get done. He said there are four main focus points ahead: reopening the port, dealing with supply chain issues until its reopening, rebuilding the bridge and dealing with traffic issues until the bridge is rebuilt. Biden  pledged the full support  of the federal government in the response and recovery efforts. His administration has already conveyed a sense of urgency to open up federal funding to remove debris and ultimately rebuild the bridge. Maryland has submitted a request to the Biden administration for emergency relief funds "to assist in our work going forward," Moore said Wednesday.

It's almost impossible to place people on the bow of ship due to the unstable structure, fire official says

Baltimore City Fire Chief James Wallace said Wednesday that the cargo ship's bridge structure and containers at the bow remain unstable.

"It's going to be very difficult, if not impossible, and very dangerous, to place people on the bow of that boat right now," Wallace told CNN's Kaitlan Collins.

"Naturally, we're still very cognizant of the fact that there are hazardous materials on board the vessel itself," Wallace said, alluding to the National Transportation Safety Board saying earlier that 56 containers were carrying hazardous materials.

Wallace said his team is relying heavily on aerial recognizance, including drones. "That's the only way we're able to see in," he said.  

He added that the aerial surveillance has "been able to really assure us right now we have no [chemical] reactions on board." 

"It's just utter devastation," NTSB chief says of the bridge collapse site

Jennifer Homendy, chair of the National Transportation Safety Board, called the site of the Key Bridge collapse "devastating."

"It's pretty devastating, certainly, seeing not just what's going on with the cargo containers, but just looking at what was a bridge span — three bridge spans that is pretty much gone. It's just utter devastation," she said at Wednesday evening's news briefing.

She added that she is thinking of families who lost loved ones and those who are waiting to reunite with their lived ones.

NTSB interviewed the Dali's captain and some other crew members today, agency chief says

The National Transportation Safety Board has interviewed the ship's captain, his mate, the chief engineer and one other engineer today, according to Chair Jennifer Homendy.

The two pilots on board the Dali at the time of collision will be interviewed tomorrow, she added.

Cargo ship's voyage data recorder is basic when compared to an airplane's, NTSB chair says

The voyage data recorder on the cargo ship Dali was a "newer model" but is considered basic when compared to that on an airplane, according to National Transportation Safety Board Chair Jennifer Homendy.

"But it is very basic compared to say, a flight data recorder, where we would have 1,000 parameters," she said at a news conference on Wednesday.

The NTSB chief investigator Marcel Muise added:

"It's not a ship-wide system recorder, so most of the sensors that are being recorded are from the bridge. So things like GPS, the audio, rudder feedback, rudder commands are recorded on there. But not engineering, the temperature of each cylinder, power distribution sensors."

There were no tug boats with Dali at the time of the collision. That's normal, NTSB chief says

There were no tugs with Dali when the cargo vessel collided with Baltimore's Key Bridge, which is normal protocol, according to National Transportation Safety Board Chair Jennifer Homendy.

Remember: At 01:26:39 on Tuesday, Dali's pilot made a general very high frequency (VHF) radio call for tugs in the vicinity to assist, the NTSB investigator Marcel Muise had said.

"The tugs help the vessel leave the dock, leave the port and get into the main ship channel. And then they leave. Once it's on its way, it's a straight shot through the channel. So there are no tugs with the vessel at the time. So they were calling for tugs," she said.

NTSB chair says she saw some containers that were carrying hazardous materials in the water

National Transportation Safety Board Chair Jennifer Homendy said she did see some of the 56 containers that were carrying hazardous materials in the water.

When asked how many

When asked how many containers of hazardous materials were in the water, Homendy said:

"I did see some containers in the water, and some breached significantly on the vessel itself," she said. "I don't have an exact number, but it's something that we can provide in an update."

Homendy said that a preliminary report should be out in two to four weeks.

Bridge did not have any redundancy, unlike the preferred method for building bridges today, NTSB chair says

Baltimore's Key Bridge did not have any redundancy, which is included in the preferred method of building bridges in the present day, according to National Transportation Safety Board Chair Jennifer Homendy.

"The bridge is a fracture critical," she explained. "What that means is if a member fails that would likely cause a portion of, or the entire bridge, to collapse, there's no redundancy. The preferred method for building bridges today is that there is redundancy built in, whether that's transmitting loads to another member or some sort of structural redundancy. This bridge did not have redundancy," Homendy said.

There are 17,468 fracture critical bridges in the United States out of 615,000 bridges total, she said, citing the Federal Highway Administration.

The Baltimore bridge disaster on Tuesday upended operations at one of the nation’s busiest ports, with disruptions likely to be felt for weeks by companies shipping goods in and out of the country — and possibly by consumers as well.

The upheaval will be especially notable for auto makers and coal producers for whom Baltimore has become one of the most vital shipping destinations in the United States.

As officials began to investigate why a nearly 1,000-foot cargo ship ran into the Francis Scott Key Bridge in the middle of the night, companies that transport goods to suppliers and stores scrambled to get trucks to the other East Coast ports receiving goods diverted from Baltimore. Ships sat idle elsewhere, unsure where and when to dock.

“It’s going to cause a lot of chaos,” said Paul Brashier, vice president for drayage and intermodal at ITS Logistics.

The closure of the Port of Baltimore is the latest hit to global supply chains, which have been strained by monthslong crises at the Panama Canal, which has had to slash traffic because of low water levels; and the Suez Canal, which shipping companies are avoiding because of attacks by the Houthis on vessels in the Red Sea.

The auto industry now faces new supply headaches.

Last year, 570,000 vehicles were imported through Baltimore, according to Sina Golara, an assistant professor of supply chain management at Georgia State University. “That’s a huge amount,” he said, equivalent to nearly a quarter of the current inventory of new cars in the United States.

The Baltimore port handled a record amount of foreign cargo last year, and it was the 17th biggest port in the nation overall in 2021, ranked by total tons, according to Bureau of Transportation Statistics.

Baltimore ranks first in the United States for the volume of automobiles and light trucks it handles, and for vessels that carry wheeled cargo, including farm and construction machinery, according to a statement by Gov. Wes Moore of Maryland last month.

The incident is another stark reminder of the vulnerability of the supply chains that transport consumer products and commodities around the world.

The extent of the disruption depends on how long it takes to reopen shipping channels into the port of Baltimore. Experts estimate it could take several weeks.

Baltimore is not a leading port for container ships, and other ports can likely absorb traffic that was headed to Baltimore, industry officials said.

Stephen Edwards, the chief executive of the Port of Virginia, said it was expecting a vessel on Tuesday that was previously bound for Baltimore, and that others would soon follow. “Between New York and Virginia, we have sufficient capacity to handle all this cargo,” Mr. Edwards said, referring to container ships.

“Shipping companies are very agile,” said Jean-Paul Rodrigue, a professor in the department of maritime business administration at Texas A&M University-Galveston. “In two to three days, it will be rerouted.”

But other types of cargo could remain snarled.

Alexis Ellender, a global analyst at Kpler, a commodities analytics firm, said he expected the port closure to cause significant disruption of U.S. exports of coal. Last year, about 23 million metric tons of coal exports were shipped from the port of Baltimore, about a quarter of all seaborne U.S. coal shipments. About 12 vessel had been expected to leave the port of Baltimore in the next week or so carrying coal, according to Kpler.

He noted that it would not make a huge dent on the global market, but he added that “the impact is significant for the U.S. in terms of loss of export capacity.”

“You may see coal cargoes coming from the mines being rerouted to other ports instead,” he said, with a port in Norfolk, Va., the most likely.

If auto imports are reduced by Baltimore’s closure, inventories could run low, particularly for models that are in high demand.

“We are initiating discussions with our various transportation providers on contingency plans to ensure an uninterrupted flow of vehicles to our customers and will continue to carefully monitor this situation,” Stellantis, which owns Chrysler, Dodge, Jeep and Ram, said in a statement.

Other ports have the capacity to import cars, but there may not be enough car transporters at those ports to handle the new traffic.

“You have to make sure the capacity exists all the way in the supply chain — all the way to the dealership,” said Mr. Golara, the Georgia State professor.

A looming battle is insurance payouts, once legal liability is determined. The size of the payout from the insurer is likely to be significant and will depend on factors including the value of the bridge, the scale of loss of life compensation owed to families of people who died, the damage to the vessel and disruption to the port.

The ship’s insurer, Britannia P&I Club, part of a global group of insurers, said in a statement that it was “working closely with the ship manager and relevant authorities to establish the facts and to help ensure that this situation is dealt with quickly and professionally.”

The port has also increasingly catered to large container ships like the Dali, the 948-foot-long cargo vessel carrying goods for the shipping giant Maersk that hit a pillar of the bridge around 1:30 a.m. on Tuesday. The Dali had spent two days in Baltimore’s port before setting off toward the 1.6-mile Francis Scott Key Bridge.

State-owned terminals, managed by the Maryland Port Administration, and privately owned terminals in Baltimore transported a record 52.3 million tons of foreign cargo in 2023, worth $80 billion.

Materials transported in large volumes through the city’s port include coal, coffee and sugar. It was the ninth-busiest port in the nation last year for receiving foreign cargo, in terms of volume and value.

The bridge’s collapse will also disrupt cruises traveling in and out of Baltimore. Norwegian Cruise Line last year began a new fall and winter schedule calling at the Port of Baltimore.

An earlier version of this article misstated the Port of Baltimore’s rank among U.S. ports. It was the nation’s 17th biggest port by total tons in 2021, not the 20th largest.
