South Bend will demolish former Fun F/X building, as owner's lawsuit continues

SOUTH BEND — A former Halloween supply warehouse that was ravaged by a 2019 fire is to be demolished in late May, city officials say.

The former Fun F/X building, at 1000 W. Sample St., has been in ruins southwest of downtown since plumes of smoke erupted from the warehouse in July 2019. Nearly five years later, despite an ongoing lawsuit against the city by the building's owner , South Bend's Board of Public Works on Tuesday authorized its demolition.

The city will pay Green Demolition Contractors $528,800 to do a monthslong cleanup, beginning May 27 and finishing by Sept. 2, according to Caleb Bauer, executive director of the Department of Community Investment. Though the building is privately owned by Victor Cao, the city will demolish it under Indiana's Unsafe Building Law , which gives municipalities the right to demolish vacant buildings that threaten public safety.

"We will be taking action to be reimbursed for the cost of this demolition," Bauer said, saying Cao will be billed directly or forced to pay through tax liens. "Ultimately, the private property owner has not resolved what is an unsafe building."

But Cao maintains that the city's negligence led to the fire, which torched all of the inventory he'd amassed through the Halloween supply business he founded in 1989.

Cao's lawsuit alleges that a South Bend employee in April 2017 errantly cut and capped the pipe that supplied the building's sprinkler system, thinking the Fun F/X warehouse was abandoned. An inspection later that year revealed the sprinklers had no water pressure. The issue was unresolved by the time of the 2019 fire.

Using a similar line of reasoning, Cao lost a federal court case against his insurance company in February 2023.

A judge ruled that Frankenmuth Mutual Insurance Company owed nothing to Cao because he knew about an issue with the building's sprinkler system and failed to report it to his insurer. Cao said he had requested a $7 million payout, claiming the fire destroyed the building and almost everything inside.

After that ruling went against him, Cao said, he's lacked the money to pay to demolish the old warehouse.

"I would have done it if I had the money to do it," Cao said. "I needed the property. I wanted to rebuild my business. It was the results of (the city's) actions that caused me to lose the business."

Because Cao is delinquent on his property taxes for the building, Bauer said, the city aims to take over the site through St. Joseph County's tax certificate sale — the same process it used to acquire the old Drewrys Brewery location.

The old warehouse is the last building standing among several that made up the former Wilson Brothers shirt factory campus . The Environmental Protection Agency partnered with the city in 2022 to tear down neighboring properties to the west, Bauer said.

Arbat District – the cultural and business center of Moscow. One of the most prestigious locations in the capital. It boasts a very good infrastructure and high transport accessibility. Unsurprisingly, the property costs here are the highest in Moscow. Despite its small size, the district contains around 10% of all of the capital’s new elite residential buildings, and apartments for sale make up 96% of the properties on the market in this neighborhood. The price of a square meter (3.28 sqft) for an apartment in a new building with penthouses is, on average, 12 000 USD, while the cost of the same in an old building is 9 000 USD. One can even find luxury condos with open terraces for sale in the area.

Kuntsevo District – a beautiful locality surrounded by vast areas of woodland and river beaches on the banks of Moskva River. A strong point of this neighborhood is its good environmental conditions. Brand new and modern residential compounds have been erected here. One square meter (3.28 sqft) of an apartment in a new housing complex in Kuntsevo District currently costs 3 000 USD.

Yakimanka District – one of the most interesting and prestigious areas of Moscow by popular opinion. It is packed full of well-known historic monuments, museums and large parks. The Yakimanka District changed drastically during the Soviet era: most of the centuries-old low-rise houses and mansions were completely demolished or restructured. By the beginning of the 1990’s, new residential and public complexes had already taken their place. Today, one can find condos for sale in Yakimanka’s new residential complexes for the average price of 11 000 USD per square meter (3.28 sqft). The price of a square meter in a Soviet era panel building is 4 000 USD.

Here in Russia’s capital we have our own skyscrapers – grouped together in the compound famously dubbed Moscow-City (the Moscow International Business Center). Many large corporations have their headquarters here. For 1 million US dollars you can purchase a 3-room apartment with a floor area of 607 sqft (185 m²) in one of the towers. This particular listing is located on the 25 th floor.

Where Can I Find Cheap Flats?

If you happen to be a student or if your budget is capped at 300 000 USD and you are looking for cheap condos for sale in Moscow, then the Mitino, Nekrasovka, Cheryomushki, Butovo and Novogireyevo Districts will best suit your needs. These neighborhoods each contain a great number of residential complexes inhabited by Moscow’s middle class. They also have everything one might need for a comfortable life: many schools, kindergartens, big supermarkets, public pools, hospitals, etc. One of Moscow’s Metro stations is also usually just a short walk away. The minimum price of a furnished studio flat in a location within the Moscow Ring Road (a.k.a. MKAD) is currently 100 000 USD.

‘The Feeling’ Review: Fifty Shades of Apathy

In the sex comedy “The Feeling That the Time for Doing Something Has Passed,” Joanna Arnow keeps her scenes short and her expressions flat.

Joanna Arnow’s attention-grabbing debut “The Feeling That the Time for Doing Something Has Passed” has been described as a sadomasochistic sex comedy, but it’s hard to laugh.

Arnow, who wrote, directed and stars in this sometimes-riveting, sometimes-dull study of demoralization, plays a dour 30-something New Yorker who spends her days getting pushed around by her boss (Armand Reiser). At night, she submits to the sexual commands of her various male masters, whom she meets online. The joke is that her days and nights aren’t that different.

And then the joke is on the audience when Arnow introduces us to six men in 30 minutes before we realize that we don’t yet know her character’s name. (It’s Ann.)

The film is structured by Ann’s partners, whose names appear in tidy white font on a black screen. They’re nearly always dressed; she’s almost always naked (though one partner, played by Parish Bradley, commands her to wear bunny ears and a pig nose). It’d be one thing if Ann enjoyed the sex. But from the snapshots we see, these encounters seem mostly humiliating and joyless. When obeying an order to touch herself in view of drivers on the Brooklyn-Queens Expressway, she just looks bored.

Arnow keeps her scenes short and her expressions flat. These glimpses of her character’s life could be stand-alone comic book panels. Together, they’re a mosaic of stagnation.

Arnow films her own nude body with the kind of frankness that is called brave because she wants to be more confrontational than arousing. She’s so visible that it takes a beat to remember that someone can be physically exposed and emotionally opaque.

Caught in our own disregard for Ann’s individuality, the audience has more in common with her masters, particularly Allen (Scott Cohen), an older divorced man whom Ann started seeing when she was 24. As a younger naïf, Ann might have hoped he might grow to like her. By now, callous Allen has simply taken root in her psyche and makes her feel, as she says in the first scene, “like I don’t even exist.”

What does a decade of disregard do to a person? Calling Allen the film’s villain gives the louse too much credit. He’s just a pattern, not the patternmaker. Allen can’t remember how many years Ann has been his bed partner; her company can’t remember how many years she’s been employed. (Her boss’s funniest bits come when he fatuously lectures about the importance of Facebook to a boardroom of millennials who gaze at him neutrally, powerless to interrupt.) When Arnow, who also edited the film, splices a scene of a lover scrawling a crude nickname on Ann’s belly next to a scene of the HR department coldly changing Ann’s job title, she’s made her basic point: neither cares about her needs.

Yet Arnow’s sophisticated point — the one referenced in the film’s unwieldy title — is what drives interest until our own spirits snap. Why won’t Ann allow herself to want more? Because she’s too stuck to embark upon a journey of empowerment and self-actualization. This isn’t “Eat, Pray, Love” — it’s strip, bend, repeat. And when she meets Chris (Babak Tafti), a genuinely nice man, his kindness seems to make her itchy.

Arnow’s visual style isn’t pretty, but it pairs well with the mood. She allows herself two flourishes: Once, she color-matches a guy’s beard to his beer; later, a blurry Ann exits a subway train and walks toward the lens until she comes into focus — a lovely metaphor for a woman struggling to see her own needs. Otherwise, Arnow and the cinematographer Barton Cortright lean into punishment, like the close-up of Ann squeezing out a chunky packet of microwave curry.

At the sound mix’s most unpleasant, we hear every swallow of Ann, of her distracted father (David Arnow) and of her exasperating mother (Barbara Weiserbs) at the dinner table. (Both are played by Arnow’s actual parents.)

Ultimately, the film reveals that everyone around Ann seems to be having more fun. Strangers’ muffled music and chatter are frequently heard through her walls. Ann knows happiness is out there. But to take off the pig nose and admit she wants it? That’s just too vulnerable.
