In the business of fun: meet the people who help shape singapore’s tourism infrastructure, with strong organisational support and job rotation opportunities, these singapore tourism board employees develop critical skill sets on the job as they transform the country into an even more attractive destination.

Singapore Tourism Board IPM leads

Behind the ultra-stylish integrated resorts that are firm favourites among tourists, the sprawling Singapore Expo that plays host to some of the largest events in the region, and the Marina Bay Cruise Centre Singapore (MBCCS), one of the largest and most uniquely designed cruise terminals in South-east Asia, is a team that ensures these are not only operating at peak condition at all times, but also plans years into the future to shape Singapore’s physical tourism landscape.

Meet the Infrastructure Planning and Management (IPM) division of the Singapore Tourism Board (STB), which oversees the operations and development of Cruise and meetings, incentives, conferences and exhibitions (MICE) infrastructure, as well as the two integrated resorts.

Stepping out of her comfort zone to broaden her expertise in cruise infrastructure

In her decade-long career with STB, Ms Poline Lim, 33, has undertaken different facets of the statutory board’s work, from enhancing visitor experience through technology to attracting best-in-class association conventions and a secondment to the Ministry of Trade and Industry (MTI). These opportunities enabled her to develop a broad spectrum of skill sets and insights to both leisure and business tourism.

She took on her current Cruise infrastructure portfolio at the IPM division in 2022. As the Assistant Director of the IPM (Cruise) team, she delved into engineering and construction related work for the first time, which pushed her out of her comfort zone.

STB Infrastructure Planning Management Cruise assistant director

In her role overseeing the MBCCS, Ms Lim leads a five-member team that deals with a wide range of responsibilities. From maintaining the physical infrastructure of the facility to working with the appointed cruise terminal operator to ensure smooth daily cruise operations, her team’s work is crucial to the success of the terminal.

With Singapore's cruise sector posting a record 2 million passengers with more than 340 ship calls in 2023, the team’s primary focus is to maintain the MBCCS as a world-class terminal that can adapt to the ever-evolving needs of cruise lines while also planning ahead for the growth of the cruise industry.

“I’m not an engineer so it was challenging at the start but also very fulfilling,” she says, referring to the technical conversations about terminal structures, ship specifications, and marine navigation that have now become a part of her daily work.

STB Infrastructure Planning Management Cruise team at MBCCS

She credits her ability to navigate these uncharted waters to two factors: A strong team of specialists who are trained in engineering and construction-related fields, and close collaboration with other government agencies including JTC Corporation, Maritime and Port Authority of Singapore and Urban Redevelopment Authority.

“It may sound like a cliche but every day is a learning experience with this team. Leveraging the expertise of my team and other agencies, I am able to learn and appreciate the technicalities involved in my work to make informed recommendations on the planning of our cruise infrastructure,” says Ms Lim, who has also attended courses in facility management and land use planning with her team to strengthen her capabilities.

Ms Lim’s team is already looking ahead to 2050, having started preliminary discussions on supporting infrastructure required to help the cruise industry reach its net-zero emissions goal.

Gaining experience and confidence to elevate Singapore’s MICE scene

Like Ms Lim, Mr Bryan Law has benefited greatly from on-the-job learning. Combined with various job rotation opportunities, the 34-year-old has been fully exposed to different behind-the-scenes functions of the tourism industry.

Before joining STB as a full-time staff within the Integrated Resorts team in 2017, Mr Law gained valuable experience through internships with the Visitor Experience Centre, Formula 1 (F1) and Sports Business and Partnership divisions. These provided him with insights into both visitor-facing and industry-related aspects of STB’s work.

STB Infrastructure Planning Management MICE assistant director

While he has always been passionate about tourism, having pursued his tertiary education in Leisure and Resort Management, Mr Law initially felt a bit uncertain in navigating policy matters related to the industry, such as manpower and land issues. However, he credits STB’s strong mentorship culture, where experienced colleagues readily share their knowledge and guide newer team members. This supportive environment, coupled with ample opportunities for cross-functional collaboration, has been instrumental in his professional growth.

“Once I had built up the confidence, I was able to keep up with the pace of work and contribute in a bigger way towards my team and the organisation,” he says.

During his earlier stint as a Senior Manager with the IPM (Integrated Resorts) team, Mr Law took up career development opportunities within the board, which included a short stint with the Exhibitions & Conferences team which oversees the growth of large-scale business events in Singapore. This was instrumental when he was later promoted to Assistant Director of IPM (MICE).

As portfolio lead, he oversees the ongoing management and maintenance of Singapore Expo, the country’s largest MICE venue, while also working with privately-owned MICE facilities such as the Suntec Exhibition & Convention Centre, in an effort to maintain Singapore’s position as a top MICE destination of choice within the region.

He has also led the team to work with Singapore Expo to introduce leisure offerings, such as new food and beverage options, a sports hall as well as an entertainment facility, to enhance its attractiveness as a MICE venue.

STB Infrastructure Planning Management MICE team

Looking ahead, Mr Law’s team is focused on ensuring all six purpose-built MICE venues in Singapore, including Raffles City Convention Centre, Resorts World Convention Centre and Sands Expo & Convention Centre, obtain internationally or nationally recognised sustainability certifications (or both) by 2025. An example of this is working with Singapore Expo to install Singapore’s largest single-site solar rooftop that generates renewable energy to power the venue’s operations.

This initiative is a part of the MICE Sustainability Roadmap, an initiative by STB and the Singapore Association of Convention & Exhibition Organisers & Suppliers which aims to raise sustainability standards across Singapore’s MICE industry over the next few years.

Finding fulfilment through diverse roles and job rotations

Another key member of STB’s IPM team developing the country’s tourism offerings is Mr Darren Leow, 36, an Assistant Director with the IPM (Integrated Resorts) team.

His journey at STB has been marked by exposure to diverse roles and opportunities, which has contributed to his professional growth and given him a comprehensive understanding of the organisation’s multifaceted work. This includes an overseas posting to the STB regional office in Mumbai, India, and a secondment to MTI, and roles in international relations, business development and data analytics.

STB Infrastructure Planning Management Integrated Resort assistant director

These rotations, he says, have given him a “sense of fulfilment”, enabling him to develop different skill sets and providing him with an in-depth knowledge of STB’s broad scope of work.

“Because our work encompasses regulator, developer, policymaker, marketer and other roles, there’s always something new to try and learn from,” he explains.

Drawing from his wealth of experience, Mr Leow brings valuable insights to his role in the IPM (Integrated Resorts) team. He has a hand in a range of matters related to food and beverage, hotels, attractions, retail and entertainment within Singapore’s two integrated resorts, Marina Bay Sands (MBS) and Resorts World Sentosa (RWS).

His role also involves government policy and stakeholder management, allowing him to leverage his diverse experience at STB. This is further enhanced by STB’s leadership culture, which fosters an environment where individuals are encouraged to take ownership, collaborate effectively, make sound decisions autonomously when needed and inspire others through their actions.

STB Infrastructure Planning Management Integrated Resort team

Currently, his team is working closely with MBS and RWS on their respective expansions that will enrich Singapore’s tourism offerings and enhance the integrated resorts’ vibrancy and tourism appeal.

The new world-class tourism facilities and attractions will include a 15,000-seater state-of-the-art entertainment arena and an iconic, luxury all-suite hotel at MBS with a rooftop public attraction, as well as a new waterfront lifestyle complex, Illumination’s Minion Land and Super Nintendo World at Universal Studios Singapore in RWS.

To gain inspiration for enhancing Singapore’s integrated resort offerings and to ensure that they stay ahead of the competition, he has undertaken study trips with his team to other world-class tourism destinations, such as Las Vegas, where he had the opportunity to experience the newly opened Sphere entertainment arena.

For Mr Leow, working at STB offers not only the immense satisfaction of shaping Singapore’s physical landscape to make it a more attractive destination but also an unexpected perk: Witnessing the behind-the-scenes planning of new lifestyle offerings and events at the two integrated resorts.

Besides these tangible benefits, he values the strong sense of unity and shared mission at STB. This dedication to promoting Singapore as a world-class destination has fostered a strong sense of camaraderie among colleagues and an “all hands on deck” attitude towards supporting STB initiatives and events.

This commitment is evident in the way STB staff are always ready to contribute, from volunteering to run marquee events like the Formula 1 Singapore Airlines Singapore Grand Prix to taking part in company-wide team bonding initiatives.

As Mr Leow puts it, “STB is a place where staff bring their whole selves to work – with all of our interests and energy. After all, we are in the business of fun, and passion is our brand.”

Diamond Princess will end off her 2023/2024 Singapore deployment (and 2023/2024 Asia Deployment) with a 13-Day One-Way voyage from Singapore to Yokohama. The ship will arrive in mid-March, in time for Japan’s coveted Cherry Blossom season, and the start of her 2024 Japan Season.

Guests looking for a longer cruise experience can consider booking the 23-Day Southeast Asia & Kyushu Spring Flowers Cruise , which combines the Singapore to Yokohama cruise with a 10-Day Kyushu Spring Flowers Cruise .

According to Diamond Princess’ Classification Society, the ship is also due for a number of surveys from January to February 2024 . And with a gap in itineraries from 19 January to 06 February 2023 , it’s very likely that Diamond Princess will enter drydock during her Singapore season, given Singapore’s status as a hub for ship repair and maintenance.

Just as she pioneered the MedallionClass technology in Japan in March 2023, Diamond Princess will also be the first Princess Cruises ship to introduce the MedallionClass technology in Singapore and Southeast Asia. As we covered previously during Diamond Princess ’ Great Return To Japan , MedallionClass allows guests to personalise their cruise the way they like, with features like Keyless Stateroom Entry and Simplified Safety Training (similar to Royal Caribbean’s eMuster).

MedallionClass also provides the infrastructure for OceanNow® - the on-demand ordering system, as well as the Shipmate™ Locator , which allows guests to see exactly where the members of their travel party are onboard, in nearly real-time.

In place of a Key-Card, guests will also receive a Medallion - a small, wearable device that can be personalised with a variety of accessories and modifications, all available on the Princess Cruises Cruise Planner.

Princess Cruises About :

Princess Cruises is a premier cruise line that was founded in 1965 by Stanley McDonald. The company is headquartered in Santa Clarita, California, and is a subsidiary of Carnival Corporation & plc, the world’s largest leisure travel company. Princess Cruises operates a fleet of 18 ships that offer a variety of itineraries to destinations around the world, including the Caribbean, Alaska, Europe, Asia, Australia, and the South Pacific.

Princess Cruises began as a single ship, the Princess Patricia, which was chartered for Mexican Riviera cruises in 1965. The ship was owned by Canadian Pacific Limited, and the cruise line was a subsidiary of the company. The first cruise was a success, and the company soon acquired additional ships and expanded its itineraries.

In 1974, Princess Cruises introduced the Sun Princess, which was the first modern, purpose-built cruise ship. The Sun Princess set new standards for luxury and comfort, and it was the first ship to offer private balconies in every stateroom. The company continued to innovate, and in 1984 it introduced the Royal Princess, which was the largest cruise ship ever built at the time.

In 1988, Princess Cruises was acquired by P&O, a British shipping company, and became part of the P&O Princess Cruises plc group. The company continued to grow and expand its fleet, and in 2000 it introduced the Grand Princess, which was the largest ship in the world at the time.

In 2003, Princess Cruises merged with Carnival Corporation, the world’s largest cruise company. The merger allowed Princess Cruises to benefit from Carnival’s economies of scale and to access new markets and destinations. Today, Princess Cruises operates as a subsidiary of Carnival Corporation & plc and is one of the world’s most popular and respected cruise lines.

The Princess of Wales Photographs Prince Louis’s Sixth Birthday Portrait

By Elise Taylor

Image may contain Face Head Person Photography Portrait Grass Plant Clothing Shirt Happy Smile Child and Lawn

Kate Middleton is once again behind the camera.

Today, the Prince and Princess of Wales shared a new photograph of their son, Prince Louis, for his sixth birthday. It shows the young royal smiling, in a blue and yellow checkered shirt, while laying outside on a blanket. The photograph was taken at Windsor, where the family has a home of Adelaide Cottage, in April.

“Happy 6th Birthday, Prince Louis!” The family wrote in a caption, along with a cake emoji. “Thank you for all the kind wishes today.”

The photo comes months after Middleton herself came under fire for Photoshopping family images. A portrait she took of the family for U.K. Mother’s Day received a “kill notice” from AP Images due to several noticeable editing errors. “Like many amateur photographers, I do occasionally experiment with editing,” she said in a statement. “I wanted to express my apologies for any confusion the family photograph we shared yesterday caused. I hope everyone celebrating had a very happy Mother’s Day.”

Although it’s usually a tradition for the royal family to share pictures on their children's birthday, it was unclear this year if it would continue. In March, Middleton announced she was undergoing preventative treatment for cancer. In an emotional video, she discussed taking time away from the spotlight to heal as well as spend time with her three young children as they grapple with her diagnosis. Above all, she asked for privacy. With this all considered, if the family didn’t decide to share a portrait, it would have been understandable.

Yet, despite it all, it seems that the Waleses have decided to keep up the status quo.

Britain faces a fate much worse than France

UK economy is turning into a French tribute act – without any of the hits

Matthew Lynn

We have huge levels of government spending. We have punitive taxes. The state micro-manages the economy, offering lavish levels of welfare, while constantly racking up more and more debt .

True, we don’t have a boulangerie on every corner, and we don’t have riots every weekend – or at least, not yet. But in almost every other way, however, as Indermit Gill, the chief economist of the World Bank, pointed out this week, the British economy has slowly turned into a French tribute act.

There is just one catch. While France at least gets results from its sprawling state, the UK seems to get almost nothing. We face a fate far worse than our neighbour on the other side of the Channel – French levels of tax and debt, combined with practically third-world levels of investment and public services.

It is one of the ironies of the last half decade that instead of turning into Singapore on Thames or mimicking American dynamism after leaving the European Union, the UK has turned into France instead.

As Gill put it, “the country that used to be most like the United States in all of Europe was the UK. And you guys decided to go and become a lot more like continental Europe. You look like France, not like the US.”

It’s hard to disagree. Public spending in the UK rose from 39pc of GDP in 2019 to 50pc during the pandemic, and it has now settled at 44pc.

In France, state spending is a massive 58pc of GDP , while the US, even with President’s Biden’s huge increases in welfare payments and industrial subsidies is still only at 36pc. A country which has usually been closer to Washington than Paris is now starting to drift the other way.

This is happening across the economy. As Tuesday’s shocking figures for public borrowing showed, even with punishing tax rises the government is still nowhere close to balancing the books, with a deficit running at 4.4pc of GDP compared with 5.5pc for our neighbour. And of course, growth is miserable.

France is expected to expand by only 0.7pc this year, on IMF forecasts, while the UK will only manage 0.5pc. The USA, on the other hand, is projected to roar ahead at 2.7pc.

The problem is that while we’re increasingly mimicking the French public spending strategy, we don’t seem to get anything like the same results. If you are going to have a huge, intrusive state – and of course at least a few of us would prefer that we didn’t – then at least you might as well have the French version.

For all its faults, it certainly seems to have one redeeming feature. It is effective. On almost any measure you care to look at the French government machine easily outperforms the British one.

Such as? France has a far better health system , combining social insurance with state provision, and while the French are angry that average waiting times to see a GP have risen from four days before the pandemic to 10 that is far better than this country, where the waiting time for a routine appointment is 19 days, if you can get to see a doctor at all.

And while you might have to pay to drive on French motorways, they are at least beautifully maintained. Paris has also just started on a new TGV line, extending the route from Paris to Bordeaux down to Toulouse at a cost of a mere 14bn euros, a fraction of the cost of HS-2.

France added 320,000 homes to its supply in 2022, and only once in the last 20 years – when the pandemic disrupted projects – has the net gain dipped below 300,000 annually. In the UK, we added 234,000 in 2022, still down on our pre-pandemic peak. That’s roughly 100,000 fewer units, although the two countries have similar populations.

If you ever wondered why that charming holiday home in Provence looked so cheap, that’s part of the reason.

Elsewhere, France has a total of 56 operating nuclear power plants, the result of far-sighted, intelligent industrial planning over many years, and it is now Europe’s largest net exporter of electricity, with Britain of course one of the major customers.

By contrast, we have only nine, little idea when a new one will come onstream and are dangerously reliant on imported power to keep the lights switched on. The list goes on and on.

Sure, France’s constant meddling in the economy is often a disaster. President Macron’s determination to take Air France-KLM back into effective state control, with a 28pc stake, looks like it will end in tears.

Earlier this month, it had to bail out the IT “national champion” Atos with a €50m loan, and could be on the hook for more. Then again, it occasionally gets one right.

Macron has championed artificial intelligence, as part of his drive to create a “start-up” nation , and it looks like paying off, with the open-source chatbot company Mistral AI expected to be raising at a valuation of $5bn less than two years after it was founded.

In the UK, we backed the failed battery manufacturer Britishvolt, and the satellite firm OneWeb, which despite being bailed out by the state and touted by Boris Johnson as a potential rival to Elon Musk’s Starlink, ended up merging with France’s Eutelsat .

The government picking winners is usually a bad idea, but at least the French are better at it than most.

Sure, France’s debt to GDP ratio is higher than ours, but we’re headed in that direction .

A huge, over-extended state, with vast welfare entitlements and crushing levels of taxation, is terrible for growth. It pushes debt up to dangerous levels, drives the size of the workforce down, and deters both foreign and domestic investment.

Still, if the voters insist on a state of that size, it might as well at least be as effective and well-managed as the French version. Right now, the UK is heading for the worst of all possible worlds.

We will have French levels of tax and spending, combined with practically third world levels of state delivery – and unless we work out how to change that, we will be stuck with permanent stagnation.
