Air Suvidha to make arrival safe and easy for International Arriving Passengers
Delhi Airport makes International Arriving process easy by developing a contact-less solution in collaboration with Ministry of Civil Aviation for all passengers coming to India.
We at Delhi Airport, are continuously making the passenger’s journey seamless by introducing contact-less initiatives at all points possible. To make the journey more convenient and comfortable, we have introduced Self-Reporting and Exemption Forms for all International arriving passengers for contact-less and hassle-free journey. Therefore, all international arriving passengers coming to India can apply online through Delhi Airport.
Delhi Airport has developed an online system for passengers to submit mandatory Self-Declaration form / Self-Reporting Form to declare their current health status. There is no such time capping for the Self Reporting Form.
The mandatory self- reporting application will be forwarded to the Airport Health Organisation (APHO) under the Ministry Of Health and Family Welfare, Government of India. Passengers can then refer to their email inbox for the updated application document.
Using the Self Reporting application’s request number, passengers can auto-fill the application for exemption or vice versa.
Passengers can apply online to seek exemption from mandatory Institution Quarantine under five categories
- Pregnant women
- Suffered a death in the family
- Suffering from serious illness (Description to be provided)
- Parents accompanied by children below 10 years
- Covid-19 negative certificate (attach RT PCR test only)
According to the selected category, passengers must also upload the supporting documents:
- Pregnant woman - Attach doctor’s recommendation letter
- Parents accompanied by children below 10 years - Attach passport copy
- Suffering from serious illness - Attach medical certificate
- Suffered a death in the family - Attach death/doctor certificate; Family as defined by the Indian Government consists of Spouse, Children, Sibling, Parents & Grandparents only
- Attach RT-PCR negative report or a copy of RT-PCR tests where results are awaited
Please note, Exemption Request form to be filled and submitted online with supporting documents 72 hrs before boarding flight. Exemption Requests will be approved or rejected online by respective state authorities. All International Arriving Passengers with their onward domestic air travel must carry RT-PCR negative report.
State Authorities at the first port of entry will review exemption requests of all international arriving passengers.
For example – if you are travelling from New York to Gurgaon or Noida via Delhi, your application will be actioned by Delhi Government.
If the respective state government approves the application, the passenger shall undergo 14 days home quarantine in the address provided in the form.
If the respective state government rejects the application, the passenger shall undergo the institutional quarantine as per the govt. norms at the approved centre. Refer to the Important Quarantine Guidelines to know more about the institutional quarantine. Passengers can also submit group online requests through the same form for the entire family travelling in the same flight.

Mandatory form for international travel launched to prevent illegal trips
From 8 March 2021, passengers travelling abroad will need to carry a new form stating that their trip is permitted under national lockdown rules.
This news article was withdrawn on 26 May 2021
From May 17 you no longer need to complete an international travel declaration form to travel abroad from England.
Read government advice on travelling abroad during the coronavirus pandemic .
Passengers travelling internationally from Monday 8 March 2021 will need to carry a new form that sets out their trip is permitted under the stay at home restrictions .
The simple form must be downloaded, signed before travel, and carried or downloaded onto a mobile phone.
Carriers will be checking the forms have been completed before boarding, either at check-in (online or at the check-in desk) or the departure gate. Passengers who do not have a valid form may be denied access to their booked service. Carriers will also be legally obliged to set out on their website that the form must be completed before travelling.
Police have been stepping up their presence at ports and airports in recent weeks. Officers will be conducting spot checks and have the power to ask travellers to produce a completed form. It will be an offence to fail to produce a completed form and individuals could face a £200 fine.
Stay-at-home rules are still in place, which means it is illegal to travel abroad without a permitted reason, such as for education or work .
The police will undertake spot checks at UK ports across the country to ensure passengers are complying with domestic lockdown rules. Passengers who are identified by police as attempting to travel internationally for reasons that are not currently permitted will be asked to return home and risk receiving a fixed penalty notice for breaking stay-at-home rules. These fines start at £200 and ladder up to a maximum of £6,400.
The Home Office announced an additional £60 million for police in February – including £2 million to cover the costs of extra activity by police at airports and ports – which brought the total amount of funding available to forces since the start of the pandemic to nearly £200 million.
The government has already put in place a range of tough measures to minimise the risk of COVID-19 transmission at the border, including the:
- introduction of pre-departure testing for all international arrivals
- requirement for those travelling back to the UK from a ‘red list’ country to self-isolate in a government-approved facility for a period of 10 days while there is a heightened risk of transmission from these areas
All international arrivals must also take a COVID-19 test on both day 2 and day 8 of their self-isolation period – with genome sequencing included within the cost of the testing bundle.
All measures will be kept under review and further action may be taken to protect the public.
