The Future of Fiji’s Tourism Industry Is Green

Under turquoise seas a unique cornucopia teeming with marine life awaits those lucky enough to holiday in South Pacific nation Fiji.  

Visitors here are welcomed with open arms. Tourism is vital to the lives and livelihoods of everyone in Fiji. Now rebounding strongly after the pandemic forced a virtual shutdown, Fiji’s tourism industry faces a critical challenge: To help drive widespread sustainable prosperity it must both leverage and protect its unique environment, while equipping itself to withstand the worsening ravages of climate change.  

“The only way we can usher a new phase of tourism development is if sustainability is at the heart of it – for the sake of our future generations,” said Fiji’s Deputy Prime Minister and Minister for Tourism and Civil Aviation, Hon. Viliame Gavoka.  

Tourism-reliant economies like Fiji were among the world’s hardest hit by the pandemic. In a nation of more than 900,000 people, over 200,000 Fijians lost their jobs. The economic impacts were stark: In 2020, Fiji’s real gross domestic product (GDP) growth plummeted to a decline of 17 percent .  

Before the pandemic tourism operators Maureen and Rodney Simpson had a thriving business employing 10 people in Savusavu, a resort on Fiji’s second biggest island Vanua Levu. When international borders closed life immediately became a lot more precarious for them and their workers.  

“We had zero income,” Maureen Simpson said. “When tourism re-opened, we renamed ourselves from Dive for Life to Dive Savusavu, basically to advertise Savusavu.  

Reopening and the return of tourists has helped drive a much-needed economic recovery in Fiji. GDP growth is estimated at 15.1 percent in 2022 and to be 5.4 percent in 2023 . The Fiji Bureau of Statistics reported that Fiji’s visitor arrivals for December 2022 surpassed pre-Covid levels with 75,580 visitors landing in Fiji or 102 percent of 2019.  

Now, tourists are returning in good numbers, staying longer, and spending more per day compared to 2019 according to early post-COVID findings of the International Visitors’ Survey, which IFC also supports. And when people come to Fiji for a holiday, they like to return: the healthy bounce is backed by repeat visitors who are half of all arrivals.  

Reefs and Business Come Back To Life  

In Savusavu it’s 10 in the morning and the floating bures dotting the crystal waters in front of the picturesque Koro Sun Resort are still locked up.  

It might seem quiet, but happily, the tourists are back. The latest arrivals are resting after travelling over 16,000 kilometers and 30 hours from the United Kingdom to experience unique diving in Fiji’s “soft coral capital”. Vanua Levu is known for stunning beaches and waters carpeted with jaw-dropping arrays of coral and sea life. Tourists travel there from all over the world to snorkel and dive.  

Close by, the Simpsons are busy directing their workers to check oxygen tanks, dive equipment and snorkeling gear. Like most other tourism operators, they have been busy since borders reopened in 2021.  

“We noticed during these two years when we were closed, our reefs have really come back to life. We also have turtles, hammerhead sharks and even whales around the dive spots – we respect them, and they respect us. And this has been the highlight of our diving,” Maureen Simpson said.  

Promise of a Sustainable Path  

Vanua Levu is part of a long-term vision in Fiji to develop a more diversified and sustainable tourism sector. 

IFC is working with people and groups from across the industry to assist. This includes enabling sustainable, green and climate resilient investments and helping the Ministry of Tourism and Civil Aviation (MCTA) to develop standards for tourism businesses. IFC is also supporting the MTCA to develop the National Sustainable Tourism Framework. This framework will provide a blueprint and strategy for an inclusive, resilient, and sustainable tourism industry. 

It comes amid a sharp focus on the benefits sustainable development has to offer. Targeting $3 billion Fijian dollars in visitor expenditure by next year, Tourism Fiji’s Corporate Plan for 2022-2024 urges “a strong focus on conserving the special environment that attracts our visitors.”  

Fiji Hotel and Tourism Association CEO, Fantasha Lockington said the renewed focus on sustainability being driven at national level represented a positive shift as “it was previously delivered on far smaller scales by individual businesses. Additionally, that Fiji’s more resilient reefs (to coral bleaching and their remarkable ability to renew themselves) is being recognized globally by marine scientists and ecologists.”   

IFC Country Manager for Australia, New Zealand, Papua New Guinea and the Pacific Islands, Judith Green said: “The challenges faced in Fiji and the Pacific are similar to my home country, Jamaica, and the Caribbean Islands. We need to make sure that development, which is needed in the islands, is sustainable and that that it does not harm the environment.” 

Friend and foe  

Like many around the world who live by the ocean, the sea is a critical source of income and food for Fijian islanders. And amid the harmful impacts of climate change, it can also be the greatest threat to their survival.  

Fiji is one of the most world’s most vulnerable nations to climate change and climate-related disasters. People there face a myriad of tipping points from rising sea levels and coastal erosion to depleted fisheries and more frequent and ferocious extreme weather events.

The Simpsons have experienced devastation before. Rodney Simpson says cyclone Winston in 2016 – one of the most severe cyclones to ever hit the South Pacific - damaged 90 per cent of the reefs located five minutes away.  

They saw the coral and ocean regenerate after the onslaught and recognize that their business can play an important role in helping to protect the precious local nature for generations to come. Twice a week, Dive Savusavu hosts a coral and mangrove planting program for children to teach them the importance of conservation.  

It’s just one element of how their business is playing a sustainable role in their local community. Another is by training hundreds of local youths as divers, helping to drive local employment in an environmentally friendly industry.  

With significant numbers of visitors now returning, the Simpsons say it is critical that more is done to protect the natural assets that attract the lifeblood of the economy.  

“If we don't take putting strict measures to protect the reefs, what is going to happen is that we won't have any more reef in future,” said Rodney Simpson.  

“As we much as we need visitors, we must also be mindful to keep our oceans healthy for our future,” he said.

Fiji has enjoyed extraordinary growth since reopening its borders in December 2021 following the COVID-19 hiatus. As of end of 2022, a total of 636,312 tourists had visited Fiji, which is well above initial forecasts. By 2024, the tourism sector is projected to grow to a FJ$3 billion industry as markets in Asia open up and new markets, including Canada, come on stream. It is anticipated that by the end of 2024, there will be up to 1 million tourists visiting Fiji. As a result, Fiji needs more resort and hotel investments to keep up with demand and take advantage of the increased interest in the country.  Investment Fiji in conjunction with Tourism Fiji is hosting the Fiji Tourism Investment Summit 2023, whereby 50 key investors will be invited to Fiji to participate in a 3-day summit featuring the opportunities for investment in Fiji’s tourism sector.  The Summit will bring together representatives from Fiji’s tourism industry, government, investment, and real estate industries to provide investors with the very latest information on what government incentives exist, where the current opportunities are, the gaps that exist and where growth will come from in the tourism sector. This would be achieved through a series of presentations, panel discussions, breakout sessions and familiarization trips.

The 2023 Fijian Tourism Expo provides an increased number of opportunities to engage with global buyers and establish fresh partnership.

Tourism Fiji chief executive Brent Hill noted this as tempo builds to this weekend’s eagerly anticipated three-day expo.

“There will be a larger presence of countries, buyers, and media attending, making it a more significant and improved event for our industry,” Mr Hill said.

“With Fiji Airways being our platinum sponsors, we are also privileged to have Vodafone on board with us as our tech-partners. Supporting us, we also have AON Insurance, Tourist Transport Fiji, Encore, Communications Fiji Ltd, Vaiwai, Cloud 9, Paradise Beverages, Essence of Fiji and Victoria Wines.

“Noting the magnitude of the event, the FTE 2023 is held at the Sheraton Fiji Golf and Beach Resort.”

Mr Hill said the event was generating excitement from both local and international stakeholders. Given that the tourism industry is a crucial driver of Fiji’s economy, he explains that the expo presents a valuable platform for tourism-related businesses to exhibit their offerings, engage with potential partners and buyers and uncover fresh business prospects.

He says that there been an increased interest from stakeholders who are eagerly looking forward to the event and making concerted efforts to optimize their participation.

At last year’s event, the Tourism Fiji CEO had also indicated that the expo allowed them the unique opportunity to open new markets and foster new partnerships and businesses while strengthening existing ones.

Fiji tourism industry celebrates leaders and innovators at annual awards

The Sheraton Fiji Golf Resort and Spa sparkled with glamour and excitement as the venue of the 2023 ANZ Fiji Excellence in Tourism Awards on Saturday night. 

The event, attended by 700 tourism operators and stakeholders, celebrated the hard work and dedication of individuals and organisations within Fiji’s thriving tourism sector.

The theme for the night was “Celebrating Tourism Success,” and attendees, dressed in glamorous tribal fusion-themed costumes, gathered to acknowledge the hard work and contributions of stakeholders in the tourism sector. 

The event featured 20 awards across various categories, recognising outstanding achievements within the industry.

Deputy Prime Minister and Minister of Education, Tourism and Civil Aviation, Viliame Gavoka, highlighted Fiji’s robust tourism sector and unveiled a pipeline of investments totalling FJ$1.3 billion. 

Deputy Prime Minister Gavoka emphasised the pivotal role of tourism in driving investments and outlined ongoing projects set to inject significant economic vitality into the nation.

He announced the imminent launch of the Vanua Levu Tourism Development program, backed by the World Bank, with a US$200 million investment earmarked for the northern region. 

Gavoka says the initiative aims to bolster tourism infrastructure and enhance visitor experiences in the area.

Addressing the diverse audience at the awards ceremony, Gavoka also emphasised the collective success and shared achievements within Fiji’s tourism industry. 

He expressed gratitude for the contributions of stakeholders, underscoring their pivotal role in driving innovation and sustainable growth.

“When the tourism industry thrives, so does the economy and other sectors. Visitor spending stimulates demand in agriculture, manufacturing, construction, local businesses, infrastructure improves, and communities prosper,” Gavoka remarked.

The Deputy PM noted that the industry’s collective efforts  led to an estimated 8.2% growth in the economy in 2023. 

Meanwhile, Debra Sadranu, Chair of the Fiji Excellence in Tourism Awards, also acknowledged the dedication of all individuals and entities involved in the industry. 

“Our theme, Celebrating Tourism Success, speaks volumes,” Sadranu remarked.

“We are a tourism destination that displays excellence in all that we do, fuelled by the Fiji spirit and its people.”

The event honoured outstanding achievements across various categories, with winners ranging from rising stars to established industry leaders.

Notable winners included Navi Fong of Vou for the Rising Star Award, Vilitati Rokovesa of Talanoa Treks for the Cultural Tourism Champion Award, and Rosie Holidays for the Community Corporate Social Responsibility Award.

Fiji reflects on nearly a century of tourism this Fiji Day

Fiji has long been a destination of choice for Australian travellers and continues to attract over 345,000 Australians per year. Australian arrivals comprised of 54 per cent of all arrivals in 2022, making it the number one source market in Fiji.

To celebrate Fiji Day on 10th October 2023, the nation reflects on nearly a century of world class tourism and hospitality by opening up its archives to remember many significant moments for the country, its people and the Tourism industry.

A Brief History

In a post-World-War-II world, the Fijian government began to recognise the economic potential in shaping Fiji as a tourist destination. It started to invest in developing infrastructure and implementing marketing efforts to attract off-shore visitors.

Nadi International Airport was first built in 1939 and was used by the United States of America during World War II. The Fiji Government took full control of the airport in 1970 and it has grown to now be Fiji’s largest hub for international travellers. Fiji Airways first international flight was to Brisbane, Australia on 1 June 1973 and has in 2023 been recognised as the Skytrax Best Airline in Australia & the Pacific .

June 1965 – Nadi International Airport

Resorts and hotels began to spring up to accommodate visitors. Some of the first being Hyatt Regency Hotel which was opened in 1975 as the very first resort in Denarau. Some of Fiji’s 330 islands also became accessible with the opening of Beachcomber Island Resort, Plantation Island Resort and Mana Island Resort and Spa – all of which continue to be popular and reliable accommodation options for many first-time and returning Australian visitors.

1980 – Hyatt Regency Hotel

To attract travellers from around the world, the Fijian government invested in international marketing campaigns to promote its stunning beaches, crystal clear waters and friendly culture. The “Fiji, the way the world should be” campaign in the 1980s and 1990s played a significant role in attracting tourists from around the globe.

In addition to the abundance of accommodation and infrastructure developments, Fiji began to introduce unique activities that continue to be significant drivers in attracting visitors – from water sports like scuba diving, surfing and snorkelling to cultural experiences and eco-tourism . The country’s diverse offerings has helped it appeal to a broad spectrum of travellers.

1980 – Guests witness a ‘Yaqona’ tasting ceremony at the Hyatt Regency

Today, Fiji is considered a top destination to travel to by many Australians. Visitation numbers are already very strong for 2023, with almost 276,700 Australians visiting in the first eight months of the year.

Air Pacific Conference.

Tourism is crucial to the Fijian economy with the industry contributing about 40% of GDP. Tourism surpassed post pandemic expectations, earning $1.69 billion AUD between April and December 2022. The industry also provides direct employment to an estimated 40,000 individuals, and benefits 116,500 people indirectly.

Serving as a platform to highlight its value, the day emphasizes the multifaceted nature of tourism and its role in shaping economies worldwide. Tourism transcends borders, making it a pivotal player in global economies. Beyond revenue and employment generation, it stimulates diverse sectors like hospitality, transportation, and entertainment, fostering infrastructure and entrepreneurship. For Fiji, and indeed all Pacific Island Countries (PICs) it does even more, as tourism’s ability to alleviate poverty and directly provide much-needed employment and revenue-earning ability in rural and small communities is often greatly underestimated. The heightened demand now for deeper connections to nature, to people and communities to gain a richer, more fulfilling visitor experience has seen interests in diving, trekking, reef and coral protection, river rafting and explorations, cultural activities and community support programs continue to grow at a faster pace than ever before. World Tourism Day also highlights tourism’s deeper connection to global challenges. Aligned with the Sustainable Development Goals (SDGs), the sector contributes to poverty reduction, gender equality, and decent work. By creating jobs, promoting gender parity, and addressing inequalities, tourism becomes a force for equitable and sustainable development, but this is often underappreciated and this capacity is not always understood as a way to specifically address these issues. An excellent example of this work took place recently with the Ministry of Women and Poverty Alleviation – through the Assistant Minister, identifying this reasoning to develop an outreach program that recognised women who could be supported to be self-sufficient by being connected directly to tourism operators, who were themselves seeking interested people who could be upskilled and trained to fill existing vacancies. Fiji is working hard to better exemplify this ethos through its theme “Tourism and Green Investment.” By embracing sustainability for economic growth, we are shifting from revival mode and post-pandemic challenges to committing more deeply to rebuilding a greener future. This approach showcases Fiji’s resilience and commitment to responsible tourism that empowers communities and preserves cultural heritage. At the forefront of this journey to make sustainability an industry-wide practice that is also supported at a national level, we have as an Association been pushing for this recognition for the last five years. Bringing stakeholders together, guiding the industry toward responsible practices that balance economic progress and environmental preservation, and ultimately safeguarding our future for generations to come is driven by the understanding that we must continue to protect and preserve our beautiful islands. But it has been a long journey to bring everyone, including Government, on board for a more defined, collective focus. In essence, World Tourism Day spotlights tourism’s intricate role in shaping a more equitable, sustainable world, and Fiji can be a leading example for the demonstration of the transformative power of responsible tourism. Fiji’s commitment to eco-tourism extends to its breathtaking natural landscapes, inviting visitors to partake in low-impact activities like snorkelling, hiking, and wildlife observation. As World Tourism Day 2023 celebrates the green investment theme, we can be a vital catalyst for showcasing partnerships that align with this vision. One of the more obvious ways to invest in sustainability is reducing our reliance on fossil fuels and moving to renewable and cleaner energy options. Solar power is one of the cleanest energy sources we have right now. Available everywhere, more solar power hits the earth every day than what the entire world could use in a whole year. Now, through technological advances, we have increasingly efficient ways to harness it and provide clean electricity to households, businesses, industries, public and commercial buildings, and more. Yet Fiji lags in utilizing this abundant, natural resource. A central facet of Fiji’s tourism industry revival was ensuring that sustainable growth benefited local communities. Beyond financial gains, we noted a historical dedication to nurturing community social structures that were being done as part of the close connections between resort operators as leaseholders in communities where they had deep, symbiotic relationships. Many of these were never appreciated outside of the connections, yet significant in the manner that the communities, the natural environment and the tourism operators co-existed. In many instances, we noted the support for community well-being and cultural preservation efforts, apart from the obvious employment opportunities, but including fostering skill development and cultivating entrepreneurship within those communities. We are doing more to acknowledge these examples of the intrinsic value of safeguarding Fiji’s diverse cultural heritage through tourism. While always culturally sensitive, we also recognize these might not always be culturally appropriate. In this area, we believe more active participation of the Ministry of iTaukei Affairs with tourism could support the retention of cultural activities and traditional art forms so that we retain their authenticity. Through active engagement in projects that conserve traditional customs, languages, and art forms, we can ensure that Fiji’s rich heritage is honoured and enriched by the tourism industry. The United Nations World Tourism Organization’s concept note for World Tourism Day 2023 discusses the essence of sustainable development through strategic investments. Emphasizing People, Planet, and Prosperity, this framework aligns with global commitments to achieve Sustainable Development Goals. The note champions investments in education, sustainability, and innovation, thereby paving the way for a more equitable and resilient future. Investing in People, as we can fully appreciate, underscores the importance of education and skills development in tourism, equipping individuals for industry growth. Investing in Planet highlights sustainability, green infrastructure, and climate action, making tourism an environmental positive. Without the beautiful environment around us, we would not have this important industry. Investing in Prosperity fosters innovation, and recognizes that we can do much more for marginalized groups through promoting inclusivity and gender equality. Fiji aims to align with UNWTO’s focus. Initiatives like eco-friendly accommodation options and activities emphasize Planet investment. Supporting communities and heritage reflects Fiji’s People’s commitment. Encouraging innovation, entrepreneurship, and partnerships contributes to Prosperity. More importantly, all these areas feature highly on global visitor demands and are the very reason they decide to travel to regions that can deliver these creatively. These efforts demonstrate Fiji’s dedication to sustainable, people- and planet-centric tourism recovery. A skilled workforce is obviously vital, so we must continue to invest in tailored educational programs that have the flexibility to adjust for future trends in demand, innovation and technology- recognizing when trends like labour mobility and technological changes put pressure on available skills. Training and language courses equip our people for diverse roles in an industry where international travellers expect to be understood in the languages they speak. We focus much-needed attention on the demand for enhanced workforce skills and more diverse talent acquisition – an industry-wide challenge that requires evaluation of how we can either develop the programs faster to plug these gaps ourselves or work with partners that have the flexibility to adjust their training offerings to fit. We are also sharing, highlighting and promoting eco-friendly measures like curbing single-use plastics, water and energy conservation practices, and how the implementation of more effective waste management systems can save the local environment, and the planet and save businesses money in the long term. More critically, we recognize the growing detachment of our population to the importance of these areas that do not affect them. Yet. Through campaigns and awareness initiatives, we have been encouraging both businesses and visitors to actively contribute to Fiji’s eco-friendly transformation. By placing innovation and entrepreneurship at the core of tourism growth strategies, we can as an industry, better enhance visitor experiences while minimizing negative impacts. Our collective approach to World Tourism Day 2023 must reflect our dedication to investing in people, the planet, and prosperity. Sustainability and responsible tourism must be a key part of future industry growth

Fiji's tourism-fuelled 2023 economic rebound: ANZ Research Share

Fiji is backing up its strong economic rebound of last year with another solid performance in 2023 says ANZ’s International Economist Kishti Sen.

In ANZ’s latest research on Fiji titles ‘Balancing the Economy’ , Sen says visitor arrivals, the cornerstone of Fiji’s economy, are tracking above 2019 levels and projected to reach 940,000 for the first time this year.

Australian leisure travellers are leading the charge, with 450,000 arrivals expected in 2023.

If realised, Sen states this will be 22.6% higher than the previous record reached in 2019.

New Zealand tourists for the first nine months of this year totalled 167,098 and he says that figure too is expected to surpass the previous record of 205,998 achieved in 2019.

Sen says while international tourism generates foreign currency revenue and supports Fiji’s balance of payments, its real contribution comes from the number of jobs it supports and sustains.

With the return of inbound demand in 2022, after the pandemic-induced border shutdowns of 2020 and 2021, the tourism economy is at full employment, and total formal-sector wage and salary earner numbers are sitting at 125% of pre-pandemic levels.

The strong bounce in jobs, wage increases as well as another record year for private money transfers from abroad are together supporting household income and consumer demand.

Sen says although the latter is offset somewhat by the increase in the rate of Value Added Tax to 15% from 9% from August 1st and still elevated price inflation for essential consumer goods.

Business investment has been bumping around at the bottom of the cycle, but the Government is running an expansionary budget that is providing stimulus to the economy.

All in all, Sen says their research is predicting GDP to grow by 5.8% in 2023.

Tourism boosts Fiji's economic growth, says ADB

SUVA, April 12 (Xinhua) -- Continued recovery in tourism has boosted Fiji's economic growth in 2023, with visitor arrivals exceeding pre-pandemic levels, according to the Asian Development Bank (ADB) in its April outlook.

The bank said pent-up demand led to record visitor arrivals despite high global inflation and tight monetary policies in key tourism markets, reported Fiji Broadcasting Corporation on Friday.

It added that services buoyed by the tourism industry continued as the main driver of economic activity, which had positive spillover effects on wholesale and retail trade, transportation, construction and finance.

Tax reforms and increased demand supported robust government revenue despite tight labor market conditions from worker migration, according to the ADB.

However, it said Fiji's economic outlook is sluggish due to a projected slowdown in travel demand and significant capacity limits in tourism.

Major government-led reforms are likely to generate new private sector investment but their full impact may not be felt for several years, the ADB added. ■
