Brazil again extends visa exemptions for US, Canada and Australia, this time until 2025

Brazil’s government has extended exemptions to tourist visa requirements for citizens of the U.S., Australia and Canada until April 2025, extending a program aimed at boosting tourism that had been scheduled to end Wednesday

RIO DE JANEIRO -- Brazil’s government extended exemptions to tourist visa requirements for citizens of the U.S., Australia and Canada until April 2025, extending a program aimed at boosting tourism that had been scheduled to end Wednesday.

The decision, issued by Brazilian presidency and the Ministry of Foreign Relations late Tuesday, marks the third time Brazil has delayed the visa requirement since President Luiz Inácio Lula da Silva took office in 2023.

His predecessor, Jair Bolsonaro, exempted the countries from visas as a means to boost tourism — although all three countries continued to demand visas from Brazilians.

That went against the South American country’s tradition of requiring visas from travelers based on the principle of reciprocity and equal treatment, and prompted Lula’s Foreign Ministry to say it would scrap the exemptions.

“Brazil does not grant unilateral exemption from visiting visas, without reciprocity, to other countries,” the ministry said at the time, while noting that the government stood ready to negotiate visa waiver agreements on a reciprocal basis. It did reach a deal with Japan to ease travel provisions.

The decision to maintain exemptions for the three countries is important for boosting tourism in Brazil, notably from the U.S., Brazil’s official tourism board Embratur said in a statement Tuesday.

Official data shows that nearly 670,000 Americans visited Brazil in 2023, making the U.S. the second largest country of origin after neighboring Argentina.

The government initially postponed the reinstatement of the visa requirement in October, then again in January. At the time, the government said it was still finalizing a new visa system and wanted to avoid implementing it close to the high season, mainly during the New Year’s celebrations and Carnival festivities in February, which attract tens of thousands of tourists.

Brazil Delays Visa Requirement for American Tourists Until 2025

Brazil keeps pushing back its visa requirement for tourists from Australia, U.S. and Canada. Given the value of these markets to Brazil, maybe it should scrap the requirement altogether.

Brazil postponed reinstating its visa requirements for tourists from Australia, Canada, and the U.S. until 2025, with President Luiz Inácio Lula da Silva signing a decree that included that action on Tuesday.

“The decree… postpones the start of [visa] collection to April 10, 2025,” said the tourism board, Embratur .

In 2019, Brazil changed its rules, allowing citizens from the U.S., Canada, and Australia to travel to Brazil without visas — after years of requiring them.

The Brazilian government planned to reinstate the visa requirement last October. But it postponed the change until January and then until this month. It has now postponed the change until April 2025.

Brazil Embraces Tourism

Embratur has been implementing an international dissemination strategy to inform the press, airlines, operator associations, and tourism agencies of the postponement. 

The U.S. is Brazil’s second-largest international tourist market. Nearly 670,000 Americans visited Brazil in 2023, according to Embratur.  In the first two months of 2024, North American arrivals in Brazil were 11% higher than in the same period of the previous year.

New Visa Rules in 2025

Starting April 10, 2025, Americans, Canadians, and Australians will have to apply for the visa. Its cost stands at $80.90. The visa’s validity length is as follows:

  • Americans: 10-year period. 
  • Canadians: 5-year period.
  • Australians: 5-year period.

Tour operators have warned that the new rules would make Brazil less competitive.

Canadian travellers looking to explore the world might need to adjust their itineraries in 2024. New advisories from Canada highlight concerns in several beloved destinations. Popular spots like Cuba, Costa Rica, and even Iceland, now come with a cautionary note due to rising crime rates and potential natural disasters .

The advisories could complicate decision-making for those eager to choose their next vacation spot or throw an unexpected curveball on arrival at their destination. Here are 11 countries currently flagged by the Canadian government:

Why: In Freeport and Nassau, safety concerns persist due to ongoing crime rates. While violent crime has seen a slight decrease since 2018, issues such as armed robberies, theft, and sexual assaults continue to affect travellers, especially in popular tourist areas.

Places to avoid, particularly at night, include Nassau's "over the hill" district, located south of Shirley Street, and the Fish Fry (Arawak Cay) area. The neighbourhoods have been identified as having higher rates of crime, making them potentially unsafe for visitors.

Why: Political tensions are escalating throughout Thailand, particularly in Bangkok, where sporadic protests can disrupt the city. In the southern provinces of Narathiwat, Pattani, Songkhla, and Yala, caution is advised due to violent attacks by separatist insurgents targeting military, government, and public areas. Martial law is in effect in these regions, granting authorities extensive powers.

Along the Myanmar border in Mae Hong Son and Tak provinces, travellers may witness clashes with drug traffickers. Border disputes with Cambodia are serious and there are reports of landmines near the Preah Vihear Temple. Restrictions on public gatherings, media censorship, and disruptions to social media services, are ways the government often tries to maintain safety.

Why: Antarctica's extreme weather and limited infrastructure pose significant safety risks, with frostbite and sun exposure leading to potential health hazards. Independent travellers must be fully self-sufficient due to the absence of public communication services and emergency support.

Tourist facilities are scarce, with only privately run bases catering to specific expeditions. To minimize environmental impact, visitors should opt for organized tours or scientific expeditions facilitated by reputable operators.

Why: Ongoing protests sparked by events in Israel, the West Bank, and Gaza have intensified security concerns across Türkiye. Travel is not advised to border areas with Syria and earthquake-affected regions like Kahramanmaraş and Malatya.

Southeastern provinces like Hakkari and Siirt are also marked by instability. In Ankara, where tensions linger following a recent explosion in the Kizilay district, vigilance and strict adherence to local authourities' instructions are a must.

Enhanced security measures are in place, subject to reinforcement at short notice. Regional tensions contribute to an unpredictable security situation, with armed groups openly expressing their intention to launch missile and drone attacks.

Despite a generally low crime rate, petty theft and credit card fraud remain concerns, highlighting the importance of securing personal belongings. Cybercrime, including malware attacks and romance scams , is also a possibility. Women travelling alone should be especially cautious due to the increased risk of harassment and verbal abuse, especially in less populated areas. It's advisable to avoid isolated areas at night.

Why: Urban areas in Brazil, particularly Rio de Janeiro, São Paulo, Brasilia, Recife, and Salvador, are hotspots for crime, with tourists frequently targeted for theft and violence. Street crime, such as pickpocketing and theft from cars, is rampant in cities like Rio and São Paulo, with Recife facing significant concerns about petty theft. Large-scale events like Carnival and New Year's celebrations often see a spike in opportunistic crime.

Flash mob robberies have sporadically occurred on Rio's beaches and tourist areas, often perpetrated by thieves from nearby favelas. Violent robberies are a growing issue, especially at restaurants and on trains. Express kidnappings, particularly prevalent in Rio, involve victims being forced to withdraw funds from ATMs. Organized criminal activity along Brazil's borders with Colombia and Venezuela poses additional risks for travellers. Starting April 10, 2024, Canadian passport holders will require visas for entry into Brazil.

Why: Border areas, including regions like Arauca and Norte de Santander, are prone to kidnapping and violence, often perpetrated by illegal armed groups and criminal organizations. Certain parts of Antioquia and Valle del Cauca are advised against due to drug-related criminal activity.

In Medellin, movement restrictions for minors have been implemented to prevent sexual exploitation. These restrictions, effective until July 31, 2024, prohibit minors from areas like El Poblado and La Candelaria during specified hours unless accompanied by parents or legal guardians. Why: Petty theft, such as pickpocketing and purse snatching, is prevalent, particularly in tourist areas and during peak seasons. Thieves often work in teams to divert attention while stealing belongings. Specific hotspots for theft include San José, the Pacific coast (particularly Dominical, Jacó, Manuel Antonio, Quepos, and the Cóbano area), and the Caribbean coast (including Cahuita, Puerto Limón, and Puerto Viejo).

Why: You can take normal security precautions in the Cuban resort areas of Cayo Coco, Cayo Largo del Sur, Cayo Santa Maria, Guardalavaca, and Varadero, but shortages of basic necessities, including food, medicine, and fuel, are rampant in the rest of Cuba. In crowded tourist spots and markets, petty crimes like pickpocketing and purse snatching are common. Theft from hotel rooms and cars is also frequent.

Violent crimes, though rare, may occur during burglaries or robberies. Travellers should be cautious of credit card and ATM fraud, as well as overcharging by businesses, especially taxis. Scammers may pose as tour guides or facilitators, and tourists should use registered taxis and reputable tour operators to avoid scams and thefts.

Canada has issued travel advice for popular tourist destinations that could affect your trip, and you may need to adjust your plans or avoid certain regions altogether.

To make sure you're informed before going abroad, here are seven popular tourist countries Canada has issued travel advisories for that you may want to take note of.

Details: With a moderate-to-strong El Niño weather event predicted for late fall/early winter, the Government of Canada is warning travellers to Brazil to be prepared for "severe weather events."

"El Niño typically brings heavy rains, which can cause flooding, landslides and mudslides that can seriously disrupt travel. Extreme droughts and heavy rains could limit access to food, clean water, hygiene products and medicines," the travel advisory reads.

The government recommends that Canadians keep up to date with regional weather forecasts and take out proper insurance that covers the consequences of such weather events if travelling to the country.

Canadians are also urged to "exercise extreme caution" in Brazil due to high crime rates and violent incidents caused by organized gangs in urban areas.

Details: Canada's travel advisory for France currently warns residents to exercise a high degree of caution in the country due to the "elevated threat of terrorism."

"At the end of June 2023, demonstrations in opposition to police violence occurred. Further demonstrations could take place in Paris, the surrounding area, and several other cities across the country," says the Government of Canada website.

It warns that even peaceful demonstrations can turn violent, and in the past, have led to acts of vandalism, arson, and violent clashes.

Those in or heading to the country should monitor local media for the most recent information, follow the instructions of local authorities and be prepared change their travel plans.

The travel advisory also notes that the Rugby World Cup is taking place in France until October 28, 2023.

The advisory was also recently updated to inform travellers that the Government of the Dominican Republic has closed the land, air, and sea borders with Haiti, meaning that Canadian citizens arriving from Haiti will be unable to enter the Dominican Republic directly.

Details: Canada's travel advisory for Türkiye urges exercising a high degree of caution in the country due to the threat of terrorist attacks and the possibility of demonstrations.

On October 1, 2023, an explosion occurred in front of the Ministry of Interior building in the Kizilay district in Ankara, according to the government's advisory.

Those in or travelling to Ankara are advised to exercise increased caution, expect a heightened security presence, follow the instructions of local authorities and monitor local media for any updates.

Additionaly regional advisories warn against all travel to within 10 kilometres of the border with Syria, due to a "deteriorating security situation," and advised avoiding non-essential travel to several earthquake-affected areas and southeastern provinces, including Bingöl, Bitlis, Hakkari and Kilis.

Details: The Government of Canada's travel advisory for Indonesia says that travellers should "exercise a high degree of caution" in the country due to political and social tensions, as well as the threat of terrorism.

The government has also issued regional advisories warning against any non-essential travel in the province of Papua due to the "regular occurrence of violent incidents, threats made against foreigners by militant groups and risk of kidnapping," as well as within 10 kilometres of Mount Agung, a volcano in northeastern Bali, due to possible eruption.

"Volcanic events can be dangerous, even life-threatening. Ash clouds can disrupt air travel, including on the island of Bali, and cause or worsen respiratory problems," says the government advisory.

Those travelling to an active volcano area are advised to take official warnings seriously and respect exclusion zones, monitor local media for the latest developments and follow the advice of local authorities.

Indonesia travel advisory

Details: As Cuba's shortages continue, Canadians are being warned to exercise a high degree of caution in the country.

Cuba faces chronic and severe shortages of ‎basic necessities, including food, bottled water, public water supply, medication and fuel, some of which make travelling across the country difficult.

"Hotels and resorts, that often use generators during power outages, may not be able to maintain their services. Fuel shortages may also affect government services," says the Government of Canada.

Travellers are advised to plan accordingly, bring some basic necessities with them, such as toiletries and medication, keep a supply of water, food and fuel on hand, and make sure they always have access to a complete emergency kit.

The advisory doesn't apply to some resort areas, however — travellers can take normal security precautions in the areas of Cayo Coco, Cayo Largo del Sur, Cayo Santa Maria, Guardalavaca and Varadero.

Cuba travel advisory

Details: Egypt is a bucket-list destination for many, but if you're travelling to the country, you'll want to take note of regional warnings and risks.

Canada's travel advisory for Egypt warns Canucks to exercise a high degree of caution due to an "unpredictable security situation."

"Due to recent events in Israel, West Bank and the Gaza Strip, tensions could escalate with little notice and the security situation could deteriorate suddenly," the travel advisory states. "Monitor developments, remain vigilant and follow the instructions of local authorities."

Regionally, Canadians are warned to avoid all travel to the Governate of North Sinai, the Western Desert and the Libyan border area, and to avoid non-essential travel to the northern part of the Governorate of South Sinai, north of St. Catherine - Nuweiba Road.

However, several locations, including the Cairo Suez desert road, are excluded from this warning.

If you're planning a vacation anytime soon, you'll want to take note of several travel advisories issued by the Government of Canada.

New advisories for Canadian travellers are highlighting potential safety concerns in multiple popular tourist destinations, and they could affect any spring break plans.

Vacation hot spots like Indonesia, the Bahamas and Iceland are coming with cautionary advice from the government due to rising crime rates and natural disasters.

Before you get going on any adventures, here are eight recent travel advisories from the Canadian government you'll want to be aware of.

Risk Level: Take normal security precautions

Details: The Government of Canada's travel advisory for Iceland warns Canadians that parts of the country are experiencing ongoing volcanic unrest.

On February 8, 2024, a volcanic eruption occurred on the Reykjanes Peninsula, near the town of Grindavík, in southwest Iceland.

Icelandic authorities are assessing the situation and evacuated the surrounding area, including the town of Grindavík and the Blue Lagoon.

While the Blue Lagoon has since reopened, the Icelandic Meteorological Office is warning that there is an increased likelihood of a volcanic eruption in the coming days as accumulated magma beneath Svartsengi (a high temperature area in the Reykjanes Peninsula) reaches the same amount as previous eruptions.

Canada's travel advisory warns that eruptions could occur at any time and without warning.

Those in Iceland are advised to avoid areas close to mountains and steep slopes on the Reykjanes Peninsula due to danger of falling rocks and landslides, monitor local media to stay informed about the evolving situation, and follow the advice of local authorities, including evacuation orders.

Risk Level: Exercise a high degree of caution

Details: The Government of Canada is warning Canadians travelling to Spain about water restrictions in parts of the country as it experiences major drought.

"On February 1, 2024, the Government of Catalonia declared a state of emergency and imposed water restrictions due to drought," says the travel advisory.

The water restrictions affect 229 municipalities, including Barcelona, and include daily use limits as well as prohibit certain high-use activities.

Travellers in Spain are advised to follow the instructions of local authorities and confirm if water restrictions apply in their location.

Details: Travellers to Brazil are being urged to "exercise a high degree of caution" amid severe weather, including heavy rains that have caused flooding and landslides.

According to the travel advisory, the floods have caused significant damage to buildings and infrastructure in the state of Rio de Janeiro, particularly in Rio de Janeiro city and in the municipalities of Barra do Piraí, Japeri, Mendes and Nova Iguaçu. They also resulted in the deaths of at least eight people in Rio de Janeiro state, according to the Associated Press .

"Landslides are becoming more common in Brazil and are the result of heavy rainfall," says the Government of Canada. "During heavy rainfall, landslides are more likely to occur."

Several cities in Brazil, including Rio de Janeiro and Sao Paulo, are currently under yellow alerts for rainfall, according to Brazil’s National Institute of Meteorology .

Those travelling to or in Brazil are advised to stay away from affected areas, exercise caution, monitor local news and weather reports for updates, and follow the instructions of local authorities, including any evacuation orders.

Details: The Government of Canada has updated its travel advisory for the Bahamas and is warning Canadians to exercise a high degree of caution in the country due to high rates of crime, especially in Freeport and Nassau.

While violent crime has been decreasing in the Bahamas since 2018, there are still incidents of violent crime, particularly on the islands of Grand Bahama and New Providence, both of which are popular tourist destinations.

Travellers are advised to avoid Nassau’s "over the hill" (south of Shirley Street) and Fish Fry (Arawak Cay) areas, especially at night, stay alert while travelling in the country and avoid walking alone, especially after dark, as well as visiting deserted beaches.

Details: The Canadian government has updated its advisory for Indonesia to include information for travellers about Balinese New Year (Nyepi) on March 11, 2024.

Nyepi, also known as the "Bali Day of Silence," is a time for reflection, meditation, and self-purification. During this time, the island comes to a standstill for 24 hours, with no lights, music, or noise. All traffic will be stopped and shops will be closed. No pedestrian traffic is allowed on the beach or on the streets, and there will be local watchmen enforcing that the rule is strictly obeyed, according to Wonderful Indonesia .

According to the government, Ngurah Rai International Airport in Bali will suspend operations from 6 a.m. on March 11 to 6 a.m. on March 12.

Passengers who are in transit during this period will be required to stay inside the airport, and harbours in Bali will also be closed.

During this period, travellers must observe 24 hours of silence, make no noise, stay indoors and turn off all lights.

The Canadian government's travel advisory for Indonesia also informs Canadians of a new tourist tax.

Starting February 14, tourists entering Bali will be subject to a new tax called the Love Bali Tourist Levy. The tax, which is (about $13) must be paid directly through the Provincial Government of Bali website and will be in addition to the visa fees paid to enter Indonesia.

According to the advisory, there has been an increase in violence, including stabbings and shootings, linked to the drug trade in Brussels and other major cities.

In February 2024, shootings occurred in the commune of Brussels, in the Marolles neighbourhood, and around certain locations in the commune Saint-Gilles.

Travellers heading to or in Brussels are advised to be aware of their surroundings, follow the instructions of local authorities and expect a heightened police presence in certain areas.

Details: The Government of Canada continues to warn Canadians to exercise a high degree of caution in Belize due to high levels of violent crime throughout the country.

Canada's travel advisory for the country also warns travellers to avoid non-essential travel to Southside Belize City, south of the Haulover Creek River, due to gang and drug-related violence, including murders and shootings.

According to the government, gang members often use weapons to resolve disputes and clashes occur frequently between gangs to gain control over territories for illegal activities.

"Police capacity to respond to violent incidents is limited, and many crimes remain unsolved," it says.

While tourists are not usually targeted, travellers are warned that they could find themselves in the wrong place at the wrong time.

To avoid becoming the victim of a crime, Canadians are advised to remain aware of their surroundings at all times, avoid travelling after dark, keep their phone charged, and hand over their cash and valuables without resistance if threatened.

Details: The Government of Canada advises travellers to exercise a high degree of caution when travelling in the U.K. due to the threat of terrorism.

Previous terrorism incidents have resulted in casualties. They include random violent incidents in public areas, such as knife and vehicle attacks as well as explosions.

"These incidents have occurred mainly in the London area but have also happened elsewhere," says the advisory.

The Government of the United Kingdom maintains a public alert system on terrorism and communicates threat level changes online.

The national threat level currently warns of a "substantial" terrorism threat to England, Wales, Scotland and Northern Ireland. One of five levels of threat, a "substantial" threat indicates that an attack is likely.

According to the Government of Canada, targets for terrorism attacks could include government buildings, including schools, places of worship, airports and other transportation hubs, and public areas such as tourist attractions, restaurants, bars, and shopping centres.

Travellers are advised to always be aware of their surroundings when in public places, particularly if attending sporting events or public celebrations.

Solar eclipse warnings pile up: Watch out for danger in the sky, on the ground on April 8

The upcoming solar eclipse , as exciting and fun as it promises to be, is also coming with a growing number of safety warnings — both for what will happen in the sky and what will happen on the ground.

In late March, we've heard warnings about potentially dangerous fake eclipse glasses , the possibility for increased car c rashes around the time of the eclipse and possible air travel headaches due to delayed or cancelled flights.

Safety is always a concern around solar eclipses, when millions of people will look to the sky as the moon passes in front of the sun. Looking at the spectacular event requires special glasses to prevent eye damage . Plus, tourists from around the country will be flocking to a narrow band of land from Texas to Maine — the path of totality, where the shadow of the moon will plunge the Earth into darkness.

Warning issued about fake eclipse glasses

"Counterfeit and fake eclipse glasses are polluting the marketplace," the American Astronomical Society announced in a statement in late March.

Using fake eclipse glasses – or no glasses at all – to look at the eclipse is dangerous to your eyes: Overexposure to sunlight "can cause severe eye injury, ranging from temporarily impaired vision to permanent blindness," the AAS said. They recommend buying from a vetted vendor and testing the glasses before the eclipse.

It's also worth noting that you may be able to score a free pair of eclipse glasses .

Bad traffic and deadly traffic accidents

Traffic is predicted to be bad and potentially deadly —  especially after the eclipse ends . Millions of people will crowd into the narrow path of totality, then most will attempt to leave all at once as soon as the eclipse is over.

Experts warn the excitement could create dangerous and busy automobile traffic conditions as people pack into the small part of the country with the best view.

Roads could be especially packed at the  center of the eclipse's path  as Americans who  want the best view  crowd into cities, towns and remote areas, many without the infrastructure to handle big crowds.

In Texas, which is expected to bear the brunt of the crowds, the state's Department of Transportation is preparing highway signs that will say, “NO STOPPING ON HIGHWAY TO VIEW ECLIPSE” and “NO PARKING ON SHOULDER, KEEP MOVING.”

Crews in Texas are also pausing some road construction and maintenance work on major corridors in the path of the eclipse April 7-9, based on traffic volumes.

When a total solar eclipse passed over the U.S. in 2017, reports say some traffic jams didn't fully clear for more than 12 hours in some areas.

Even worse, a recent study reported that the 2017 eclipse "was associated with increased risks of a fatal traffic crash" – potentially as much as a 31% increase, the  study said .

Air travel also impacted

The  Federal Aviation Administration  (FAA) is offering guidance to commercial planes and private aircraft  ahead of the eclipse .

"Due to the high volume of traffic along the eclipse path, (airport) arrivals can expect lengthy delays during peak traffic periods," the FAA said.

Airports in Texas, Vermont, Maine, Canada, New Hampshire, Indiana, Ohio, Pennsylvania, Oklahoma, Arkansas, Illinois, Kentucky and Missouri will be primarily affected by the  eclipse , the FAA said.

"The purpose of this notice is to inform airmen of the possible impacts to air traffic and airports along the eclipse path during the period April 7, 2024, (6 a.m. EST) through April 10, 2024, (midnight EST)," the FAA said.
