Temporary Permits

TxDMV issues temporary permits for private or commercial vehicles subject to Texas registration laws, but not authorized to travel on Texas highways due to the lack of registration or lack of reciprocity with the state or country in which the vehicle is registered.

If the vehicle will travel out of state, please verify that the temporary permit is valid for operation in that state. The permit may only authorize the operation of the vehicle in Texas.

  • Purchase online now

  • Certified check or money order, payable to the Texas Department of Motor Vehicles, if purchasing at the Regional Service Center
  • Funds deposited in a pre-established escrow account

Note: Personal checks are not accepted.

You may purchase a 72-Hour Permit and 144-Hour Permit in advance of a proposed trip and several permits may be obtained at one time with the times of validity to run sequentially, having one permit become effective immediately upon the expiration of the preceding one.

Eligible Use

A 72-Hour Permit or 144-Hour Permit may only be issued to commercial vehicles and buses owned by residents of the United States, Mexico, or Canada.

These permits may be used to:

  • Operate an unregistered commercial vehicle or bus in Texas.
  • Engage in intrastate operations in Texas with out-of-state licensed commercial vehicles.

Texas residents may use these permits to operate:

  • An unregistered commercial vehicle or bus in Texas.
  • A Texas registered commercial vehicle with a heavier gross weight than registered. The heavier load may operate for only the period that the permit is valid unless the owner purchases additional permits.
  • A vehicle registered with either Farm or Soil Conservation license plates when the vehicle is operating over the maximum weight allowed by law.

72-Hour Permits and 144-Hour Permits may not be issued to:

  • Any vehicle that has been deemed salvage or nonrepairable.
  • Any vehicle that has been apprehended.
  • Any vehicle that will solely be operated outside of Texas.

Vehicles operating with a 72-Hour Permit or 144-Hour Permit may operate at the maximum weight allowed under Texas registration laws.

A 72-Hour Permit or 144-Hour Permit is valid only in Texas.

Insurance Requirements

Applicants must show proof of liability insurance that meets the Texas minimum liability limits of $30,000/$60,000/$25,000. Insurance is not required for trailers and semitrailers. An insurance company authorized to write insurance in Texas must provide the coverage. If the applicant is registered as a motor carrier with TxDMV’s Motor Carrier Division, a registration listing is acceptable instead of proof of liability insurance.

Vehicle Inspection

A vehicle displaying a 72-Hour Permit or 144-Hour Permit must pass a Texas Safety Inspection before being operated on the highways. If the vehicle displays current out-of-state license plates or the vehicle is mobile drilling or servicing equipment used in the production of gas or crude petroleum oil, a Texas Safety Inspection is not required.

Vehicles Registered in Combination

The following instructions apply when 72-Hour Permits or 144-Hour Permits are issued to trucks or truck-tractors with a gross weight in excess of 10,000 lbs. and semitrailers with gross weights in excess of 6,000 lbs. and the combined gross weight is greater than 18,000 lbs::

  • A truck or truck-tractor displaying a 72-Hour Permit or 144-Hour Permit may not pull a semitrailer displaying a Token Trailer license plate. Token Trailer license plates are valid only when displayed on semitrailers pulled by vehicles registered with Combination, Forestry, Apportioned, or Seasonal Permit license plates for the combined gross weight of all the vehicles used in the combination. Therefore, if a pulling unit displays a 72-Hour Permit or 144-Hour Permit, each semitrailer operated in combination must also display a permit or trailer registration.
  • If a truck or truck-tractor displaying a Combination license plate pulls a semitrailer displaying a 72-Hour Permit or 144-Hour Permit, the pulling unit should be registered for the combined gross weight of all the vehicles in the combination. If the vehicle is not registered for a sufficient combined gross weight, the owner must either increase the weight at the county or purchase a 72-Hour Permit or 144-Hour Permit for the pulling unit. The permit qualifies the combination for the maximum gross weight permitted under Texas registration laws..
  • A vehicle displaying Truck license plates cannot legally pull a semitrailer displaying a Token Trailer license plate. The semitrailer would need to display a 72-Hour Permit or 144-Hour Permit. This allows the owner to legally operate the combination without exchanging registration.
  • An out-of-state licensed power unit can legally pull a semitrailer displaying a Texas Token Trailer license plate. The power unit must be registered for the combined gross weight of the truck or truck-tractor, semitrailer, and load. The out-of-state vehicle must display a 72-Hour Permit or 144-Hour Permit on the pulling unit.
  • An out-of-state power unit operating in Texas under the International Registration Plan (IRP) may operate interstate or intrastate in Texas while pulling a semitrailer displaying a Texas Token Trailer license plate or a 72-Hour Permit or 144-Hour Permit. The out-of-state power unit must be registered for the combined gross weight of the truck or truck-tractor, semitrailer, and load.

TxDMV issues One-Trip Permits for the temporary movement of an unladen vehicle subject to Texas registration laws. A One-Trip Permit is valid for a period of 15 calendar days from the effective date.

A One-Trip Permit is valid for one trip only between the point of origin and the point of destination and the intermediate point as shown on the receipt. The point of origin or destination must be in Texas.

Purchase a One-Trip Permit

You may purchase a One-Trip Permit in the following ways:

A One-Trip Permit costs $5, and the permit may be purchased before its effective date.

  • MasterCard, VISA, Discover, or American Express, if purchasing the permit at a county tax office that accepts them. A service charge may be included

  • A vehicle that has been apprehended for operating unregistered.
  • A junk, salvage, or nonrepairable vehicle.

  • The movement of a laden commercial vehicle of any type, including luggage and utility trailers.

Applicants must show proof of liability insurance that meets the Texas minimum liability limits of $30,000/$60,000/$25,000. Insurance is not required for trailers and semitrailers. An insurance company authorized to write insurance in Texas must provide the coverage.

A vehicle displaying a current One-Trip Permit is exempt from Texas inspection requirements.

Permit Display

The One-Trip Permit must be displayed in the rear window of the vehicle. If the vehicle does not have a rear window, the operator must carry the permit in the vehicle at all times during the period in which the permit is valid. The receipt must always be carried in the vehicle at all times during the period in which the permit is valid.

TxDMV issues 30-Day Permits for the temporary movement of qualifying, non-commercial, or light commercial vehicles subject to Texas registration laws. 30-day Permits are not available to vehicles that will not be operated in the State of Texas. A 30-Day Permit is valid for a period of 30 calendar days and expires on the date reflected on the permit. A 30-Day Permit may be purchased up to 60 calendar days before its effective date.

The Application for Timed Temporary Permits (Form VTR-66) must be completed to obtain a 30-Day Permit. The following items must accompany a completed Form VTR-66 application:

  • Proof of insurance
  • Proof of a passing vehicle inspection that is current for the duration of the permit
  • Current government-issued photo identification

NOTE: A Power of Attorney (POA) is required if the application is being submitted by anybody other than the applicant listed on the Form VTR-66, a dealer, or a leasing company.

Purchase a 30-Day Permit

You may submit the application and purchase a 30-Day Permit in the following ways:

A 30-Day Permit costs $25, and the permit may be purchased before its effective date.

  • Certified check or money order, payable to the Texas Department of Motor Vehicles, if purchasing at a Regional Service Center

The 30-Day Permit is available for passenger vehicles, motorcycles, private buses, trailers, and semitrailers with a gross weight not exceeding 10,000 lbs., and for light commercial vehicles not exceeding a gross vehicle weight of 10,000 lbs. A commercial vehicle exceeding a gross weight of 10,000 lbs. is eligible for the permit if operating unladen..

  • NOTE: 30-Day Permits may not be issued to any vehicle that has been issued a salvage or nonrepairable title.

Applicants must provide proof of a passing Texas Safety Inspection before being issued a 30-Day Permit. The vehicle’s passing inspection must be current for the duration of the timed permit.

The 30-Day Permit must be displayed in the rear window of the vehicle. If the vehicle does not have a rear window, the operator must attach the permit to the vehicle or carry the permit in the vehicle at all times during the period in which the permit is valid. The receipt must always be carried in the vehicle at all times during the period in which the permit is valid.

If you buy a car or truck and the seller keeps the Texas license plates, the Vehicle Transit Permit allows you to legally drive the vehicle home or to your local county tax office.

The Vehicle Transit Permit is valid for 5 calendar days; the start date is the day the permit is printed. A Vehicle Transit Permit is valid for one trip between the point of origin and the destination, and any intermediate points specified in the permit.

There are no fees for obtaining a Vehicle Transit Permit.

The Vehicle Transit Permit may only be used on passenger vehicles 6,000 pounds or less and light trucks with a gross vehicle weight of 10,000 pounds or less, and only one permit may be issued per vehicle. The Vehicle Transit Permit is valid for one trip between the point of origin and the destination, and any intermediate points specified in the permit.

A Vehicle Transit Permit may not be issued to any salvage or nonrepairable vehicle.

A vehicle displaying a current Vehicle Transit Permit is exempt from current Texas inspection requirements.

The Vehicle Transit Permit receipt must always be carried in the vehicle at all times during the period in which the permit is valid.

Temporary Operating Permits

A Temporary Operating Permit (TOP) may be issued in certain circumstances when all registration fees have been paid, but license plates and/or registration stickers haven’t been issued.

In certain cases, DMV may issue a TOP, which allows a motorist to operate a vehicle when all registration fees have been paid, but license plates and/or registration stickers haven’t been issued. Payment of use tax is not usually required to obtain a TOP, if all other fees have been paid.

Below are the different types of TOPs.

Owners of vehicles that fail the biennial smog certification inspection can get a TOP for a $50 fee.

To get a biennial smog certification TOP, you’ll need:

  • Registration renewal fees .
  • Failed smog inspection report.
  • Proof of insurance.
  • A $50 nonrefundable TOP fee*.

The TOP is valid for 60 days from either the:

  • Registration expiration date.
  • Date the vehicle is removed from planned nonoperation (PNO).

Only one biennial smog certification TOP can be issued to the same vehicle within a two-year period. After the 60–day period, your vehicle may be eligible for a one-day vehicle moving permit.

*The $50 fee can be waived for customers who present a Bureau of Automotive Repair (BAR) Letter of Eligibility authorizing participation in the Consumer Assistance Program (CAP) repair assistance option. For CAP information, contact BAR at www.bar.ca.gov or 1-866-272-9642.

You can get a one-time 30-day TOP on an incomplete registration application for:

  • A nonresident vehicle (a vehicle currently registered in another state).
  • If fees are due for a biennial smog certification test and it has been longer than 60 days since the vehicle’s registration expired or the planned nonoperation was removed, you cannot get a one-time 30-day TOP. In this case, you can get a one-day vehicle moving permit.
  • A vehicle referred to the California Highway Patrol (CHP) for vehicle identification number (VIN) inspection or assignment.
  • A BAR appointment card for a BAR referee inspection.
  • Documented proof of the needed smog parts on order for the owner (except in cases of required biennial smog certification testing).
  • A vehicle requiring federal heavy vehicle use tax (FHVUT) with an expiration other than July 31.
  • A vehicle when the office manager or designee determines it is appropriate.

A TOP cannot be issued to a vehicle requiring a brake or light certificate. In this case, you can get a one-day vehicle moving permit.

You can get a one-time 60-day TOP for:

  • You can get a 60-day TOP from the date of failed smog inspection (this does not apply to vehicles requiring a biennial smog certification test).
  • Commercial vehicle when the owner is having difficulty filing the FHVUT, if the registration expiration date is July 31.
  • Salvage retention vehicle being revived when a customer has paid all the registration fees (current and due within 60 days) and submitted the brake and light certificates.
  • A complete registration application processed in the mail for sequential license plates and stickers to be issued by DMV headquarters. Examples: Arts, Disabled Person, Disabled Veteran, Kids, Memorial, Lake Tahoe, Whale Tail, Yosemite License Plates, etc.

You can get a one-time 90-day TOP on a registration application that was sent to DMV headquarters:

  • While you wait for your license plates and stickers to be issued.
  • While you wait for your assigned personalized license plates to be issued.

You can get a no-fee one-day vehicle moving permit to move vehicles:

  • With a PNO on file from the current place of storage to another place of storage.
  • To or from a garage or repair shop for the purpose of repairs or alteration.
  • For the purpose of dismantling or wrecking.
  • Inspection by DMV or the CHP.
  • Assignment or verification of a VIN.
  • Inspection of pollution (smog) control devices.
  • Weighing the vehicle.
  • Obtaining brake/light certificates.
  • That are incomplete or under construction.
  • By a dealer, distributor, or manufacturer from their place of business to a place where the vehicle will be altered or supplied.
  • By a dealer, distributor, manufacturer, remanufacturer, or transporter from a vessel, railroad depot, or warehouse to a warehouse or salesroom.
  • From an impound yard.

The moving date you choose must be within 60 days of the issue date and it must be entered on the permit by you or an authorized DMV, CHP, Auto Club, or Business Partner (BP) agent, and endorsed by the agent.

In lieu of California registration, you can get a one trip permit (for a fee) to move a vehicle: California Vehicle Code (CVC) §4003

  • When unladen, for one continuous trip from a place within California to a place in or outside California or from outside California to a place in California (by the most direct route).
  • For participation as a vehicular float or display in a lawful parade or exhibition for one round trip from one place to another. The total round trip cannot exceed 100 miles and must be completed within 60 days.

A one trip permit is also valid for a nonresident:

  • To move a newly purchased trailer coach into California.
  • Member of the armed forces to move an unregistered trailer coach they own into, out of, or within California.

A one trip permit cannot be used to move a crane or trailer coach owned by a California resident.

Blank one trip permits may be purchased in volume from any DMV office.

Issuing a one trip permit doesn’t affect California tax requirements. For sales and use tax information, contact the Board of Equalization (BOE) at www.boe.ca.gov or 1-800-400-7115.

Fines in Russia

vehicle trip permit

Traffic police officers

Traffic police officers can stop every car just to check the documents. Every road inspector must introduce himself pointing his title and last name.

The cameras can record not only speeding but other minor violations as well. Driving along the bus lanes, driving in the oncoming lane, incorrect parking or even driving without a full stop where there’s a stop sign – all those violations are in their competence. Numerous traffic cameras are installed in all city regions along every major road. The detailed list of cameras and places of their location is presented on this site . After the camera registered a violation, the appropriate fine is sent to the owner of the car by post and must be paid for a one-month term (there’s a 50% discount if you pay within 2 weeks). For serious violations (Russia has a zero tolerance policy on drinking and driving), the driving license can be confiscated by a court.

All the fines should be paid only at the bank or via internet, so never give any money (or bank cards) to the road inspectors.

However, to do so, you must speak fluent Russian: the theoretical and practical instruction is conducted only in Russian. If you want to get your first driving license in Russia, you should also go to a local driving school, pass a medical test, have about two months of theoretical and practical driving instruction, and pass state driving exams.

Winter driving in Moscow

Snowfall near GUM

Snowfall near GUM

Driving in Moscow in winter could be a difficult thing, especially if you are not used to such weather conditions. During the winter period, remember to keep in your car a good snow brush and an anti-frost windshield washer fluid. Before winter arrives, have your car protected with winter tires. Studded tires are allowed and highly recommended outside of Moscow. It is better to change tires in advance – in autumn, and not to wait until the first snow. Otherwise, you run the risk of spending a lot of time in queues to service stations. Do not hurry to change winter tires in spring; it is better to wait until April.

How to self-issue permits and which permits can be self-issued.

All oversize and overweight permits are processed using an online program called the Electronic System Network for Oversize and Overweight Permit Information Pro (eSNOOPI Pro). WSDOT offices, self-issuing companies and permit agents access this web-based program to process permits.

Self-issuing

Permit Program login

First-time users

The Commercial Vehicle Services office offers an online self-issuer agreement and registration process. To self-issue permits go to the permit program , select the 'Create New Account' link, follow the prompts, and accept the terms of service. If the company/USDOT has already been added to the permit program, authorized individual(s) with the self-issue supervisor roll will need to the add new users. If you do not know your authorized self-issue supervisor email  [email protected]  the company name/USDOT, first name, last name, phone number, email address, and desired username.

Once in the program, the user will be able to issue permits for their fleet. The permits are available 24 hours a day, 7-days a week.

The self-issued size and weight permit does not need special authorization other than registering to be a self-issuer, as outlined above.

The self-issued size and weight permit limits for single trip permits:

  • 16 feet wide
  • 16 feet high
  • 125 feet trailer load length
  • 200,000 pounds gross weight
  • Limited to tractor/trailer combinations (including jeeps and boosters)
  • Weight permits require an axle spacing report number

The tractor/trailer combination will be considered a tractor and trailing unit(s), which can include jeeps and boosters to distribute the weight. This permit is not valid for double trailers (a separate permit type is available for double trailers that are not eligible for overweight).

Any road and bridge restrictions are displayed on the single trip permit. The carrier must abide by the restrictions on the permit with no exceptions.

Over height clearances are the responsibility of the carrier, not WSDOT.

There are no additional charges for self-issuing. The cost of the overweight permit is the same as purchasing the permit from a WSDOT office.

Available self-issue permit types

Self-issuing companies can access reports of permits issued from their company. The permit program is available through the Internet 24 hours a day, 7-days a week.

It is the responsibility of the carrier to check restrictions before moving oversize loads. Carriers are also required to check the route for over height clearances prior to moving.

Permits are only valid for state routes; you must contact the local jurisdiction for approval to travel on city streets and county roads. It is also the carrier's responsibility to know and follow the rules and regulations related to oversize loads.

Initially, we will limit self issuing companies to the following types of permits:
