Havre is home to Montana State University – Northern . Havre serves as the "big city" for a huge radius of small towns. The nearest major city, Great Falls , is about 120 miles (190 km) to the south. Wild Horse Border Crossing into Canada is 44 miles north and it is one of the lowest volume ports between the countries.

Towns along US Highway 2 in Montana are usually referred to as being on the "Hi Line".

Take a Tour of Montana’s Secret Underground Town

There are small towns across the United States that are filled with vivid history.

Havre, Montana is no exception.

What makes Havre unique, however, is the way that they have preserved and showcased that history for others to experience :

Underground.

A Lesson in Spontaniety

Living in Pennsylvania, we never expected to travel across the north side of Montana.

Even two weeks prior to our road trip to Glacier and Yellowstone, visiting Havre was not in our plans.

We were planning to stop in Red Lodge, Montana to ride Beartooth Highway on the way to Glacier.

However, when record flooding washed away the highway 7 days before our trip in June 2022, Mother Nature forced us to get creative.

We realized we wouldn’t make it to Red Lodge and had a few days to explore ahead of our Glacier reservations, so Havre joined our itinerary.

A few months prior to our road trip, we crossed paths with another couple at the Hershey RV Show .

They had just returned from a cross country road trip where they visited an underground town.

They raved about the tour and the history of Havre and we loved hearing their stories.

We don’t know their names, but their story stuck with us.

Our road trip took us from Pennsylvania to our first stop in Havre by way of North Dakota and Theodore Roosevelt National Park .

We settled in at Hansen Family Campground just outside town and called ahead to book our underground tour tickets.

HAVRE BENEATH THE STREETS

The history of havre.

Havre’s location in northern Montana deals with some frigid temperatures in the darkness of winter.

During the winter of 1904, a fire destroyed Havre’s local businesses.

Out of necessity, the business owners moved their operations underground until the spring thaw would allow them to rebuild.

They creatively transformed their basements into a town of its own, creating doorways and tunnels to allow their livelihoods to serve the community from beneath the streets.

The Underground Tour

Havre Beneath the Streets is located in the heart of downtown with easy access to parking.

Check-in for the tour is located in the Havre Railroad Museum, making this a two for one stop.

The railroad museum is small but filled with lots of old artifacts that any train enthusiast would love to browse through.

Our tour guide was a local retired schoolteacher with a passion for sharing her towns history.

She painted vivid pictures of days gone by with her humor and knowledge as she guided us through the maze of stone walls and hallways.

The tour consisted of numerous rooms, each serving its own distinct function to serve the townspeople of the day.

These protected the tables from cigar and cigarette burns.

The Brothel

The brothel consisted of at least twenty numbered stalls, divided by curtains.

The stalls were about 4 feet apart.

The oven was already located underground prior to the fire.

• The largest city in Hill County, Havre is the gateway to the rugged and expansive land of Central Montana’s open plains. A key service point on the Burlington Northern Santa Fe Railroad, the small town offers great fishing opportunities in the Milk River, a base point from which to explore the Bears Paw Mountains, and, of course, Western hospitality.
• Many travelers stay in Havre when visiting the historic Fort Assinniboine or the Wahkpa Chu’gn Archaeological Site. With U.S. Route 2 cutting right through the bustling downtown district, it’s an easy town to navigate. The highway serves as the city’s main road and runs east to west near the northern border.

Tourist Attractions

Wahkpa chu’gn archaeological site.

Also known as the Too Close for Comfort Site, the Wahkpa Chu’gn Archaeological Site has been standing for more than 2,000 years.

Located in Havre, it was once used as a buffalo jump and today harbors fascinating artifacts from three diverse groups of Native Americans . 

Large herds of bison once roamed the area, and native peoples used the sudden steep drop as a method of communal hunting. The site was discovered in the 1950s and has been excellently preserved, unlike many of the other buffalo jumps in Montana. 

Among the artifacts exhibited at the site are Native American arrowheads and a wall of buffalo bones that stands 20 feet tall. 

The site is located behind Holiday Village Mall overlooking the Milk River and admission prices start at $5 for students.

Havre Beneath the Streets

In 1904, a terrible fire destroyed a significant portion of Havre. As the town rebuilt, several businesses struggled to operate. So they moved underground, inhabiting the subterranean opium dens so they could carry on their trades until it was possible to resume above ground. 

Beneath the Streets gives visitors tours of this distinct underground area, where businesses such as a saloon, a bordello, a Chinese laundry, and an opium den once served the city.

Guided tours take visitors through the historical underground area where recreations of the old businesses now stand.

Fort Assinniboine

Fort Assinniboine is a must-visit destination for any history buff passing through Havre.

The historic landmark is the largest military post in Montana and was built in 1879. The United States Army operated the fort until 1911. 

The Northern Agriculture Research Center, operated by Montana State University, is now run on the site, which is listed on the National Register of Historic Places.

Guided tours of the site run during the summer months, while special events are also held on the site throughout the year.

Artitudes Cooperative Gallery

The Artitudes Cooperative Gallery is located in Havre’s Atrium Mall. An artist co-op, the gallery exhibits the work of several local artists.

It also supports local artists by hosting events where the artists have a chance to interact with members of the public who may want to buy their art.

The gallery sells and displays art in all its forms, at many different price points. Visitors are welcome to browse everything from large paintings to miniature sculptures and gift cards.

The gallery is open all year and bookings aren’t necessary.

H. E. Clack Memorial Museum

Situated in Holiday Village Mall, the H. E. Clack Memorial Museum is dedicated to preserving the region’s local history.

The community museum is funded by donations and by Hill County , making it a great destination to visit in Havre for free. 

The museum is named after H. Earl Clack, a local businessman who was a pioneer of early gas station design. 

Displayed within the museum are relics from prehistoric and modern eras, ranging from dinosaur embryos dating back 75 million years to artifacts highlighting the founding and development of Havre.

The museum is also part of Montana’s famous Dinosaur Trail .

Tips for Visiting Havre

• Based on the northern Pacific coastal climate, the most popular time to visit Havre is in the summer months, between June and August. 
• If you do plan on visiting Havre in the winter, be sure to pack for the cold. The winters are freezing, snowy, and windy, with temperatures regularly dropping to below 14 degrees F. 
• The closest major airport is Havre City-County Airport (HVR/KHVR), which is 4 miles (6 kilometers) from the center of town. 
• You can also reach Havre by train. The Amtrak Station is located at 235 Main Street and Amtrak’s Empire Builder stops at the Havre station every day.

Havre Neighborhood Guide

With a population of just over 10,000 people , Havre is a relatively small town with only a few districts to explore. Most of the businesses, attractions, and accommodation options are centrally located, making it easy and convenient to get around and see the main sights. 

Downtown Havre

Havre is one of the few Hi-Line area cities where U.S. Route 2 travels right through the center of town.

This makes the downtown area a great place to base yourself when visiting the town. The majority of Havre’s attractions and businesses are also found here.

Much of the architecture downtown has been restored, giving the area a charming aesthetic. Along with the historic buildings, the area is also characterized by attractive tree-lined streets.

The downtown area is home to businesses such as the Cottonwood Cinemas—a theater with stadium seating— Hill County Courthouse, and attractions such as Havre Beneath the Streets and H. Earl Clack House. There are also specialty stores, restaurants, taverns, and galleries showcasing local creations. 

On First Street, running east and west of the central business district, there are several unique shops and eateries, including Guadalajara Mexican restaurant and the quaint Coffee Hound coffee shop. 

The standout retail centers in the area are the Holiday Village Mall, which houses a total of 45 businesses—including a fitness center, a food court, and the H. E. Clack Memorial Museum—and the Atrium, where visitors will find a bakery, a candy store, and a variety of other unique businesses.

Residential Historic District

Havre’s Residential Historic District is listed on the National Register of Historic Places. Containing 36 blocks of classic architecture from the 19 th and 20 th centuries, the district was once home to local hero and entrepreneur H. Earl Clack.

In the historic district, visitors will see two homes that Clack built with his wife, Margaret Turner Clack, along with a property once owned by Frank and Jane Buttrey of Buttrey Department Store fame.

Walking tours of the district is run by the Havre Hill County Historic Preservation Office, and there are also two self-guided historic walking tours of the area: the Havre Residential Historic District Tour and the Havre Downtown Business and Railroad Walking Tour.

While there are no accommodation options in the Residential Historic District, it is worth visiting for a walking tour. 

U.S. Route 2

While not a neighborhood as such, the U.S. Route 2 is a primary destination for accommodation in Havre, with the majority of the town’s hotels placed here.

The section of the highway that runs through Havre also boasts several restaurants and other food outlets, and services like banks, convenience stores, and dry cleaning.

Bears Paw Mountains Foothills

Situated less than an hour south of Havre is the area known as the Bears Paw Mountains Foothills. While there aren’t many amenities or commercial outlets nearby, this is one of the best places to stay if you’re seeking a truly remote and rural Montana experience.

Historic Havre Strolls are a great way to learn about Havre's fascinating history. We offer Victorian, Craftsman and Eclectic Homes Strolls, an Old Downtown Havre Stroll and a combination Victorian Homes/Old Downtown Stroll at various times throughout the year; please check back for tour dates, times and options offered. The first four Stroll options, which take about an hour each, are $15.00 each for adults, children 6-12 are $10.00 each and children 5 and under are free with accompanying adult. The Combination Stroll, which is an hour-and-a-half long, is $20.00 each for adults, $12.00 for children 6-12 and 5 and under are free with accompanying adult.  All tours are conducted weather permitting.  Meet us at our Headquarters at the historic Boone/Dalrymple home at 132 Third Street, across from the Post Office, to begin and end your journey into our exciting past!

History Among the Headstones Tours at Highland and Calvary Cemeteries are a big hit! Our current Tours include The Sampler, Notable Citizens, Hill County Centennial, Interesting Hill County Women and Tragedy and Tears. Due to the nature of cemetery tours, they may be unsuitable for young children or those sensitive to human tragedy. Those taking the tours are advised that they span the entire length of Highland and Calvary Cemeteries and include walking over uneven ground. Cost is $15.00 for each adult, children 6-12 are $10.00 each, and children 5 and under are free with accompanying adult. Tours are conducted weather permitting.

Please note there are no public restroom facilities on site, and the Historic Havre Strolls and History Among the Headstones Tours have no seating available. Water quality issues continue in Havre and Hill County

HAVRE — Since April 19, residents of Havre have been under a precautionary " Boil Water Advisory ." It comes as the Montana Department of Environmental Quality found Havre's water facility was pushing out water which did not meet the standard.

“Violations were issued for treatment technique violations, which means disinfection and filtration at the water treatment plant was unable to prove that they treated the water to the minimum required standards from the Safe Drinking Water Act and Montana public water supply laws," explained Lisa Kaufman, Water Supply Bureau Supervisor with DEQ.

Last week, Mayor Doug Kaercher told MTN News that the DEQ and the federal Environmental Protection Agency conducted an observation of the city's water facility. MTN asked Kaercher if the cases of Giardia are linked the Havre's water system.

He stated, "Google it. Look up giardia and see all the different areas it could come from besides the public water system... Right now, it's not linked to the City of Havre's Water System."

That statement is from a Monday meeting at City Hall.

With those statements and public concern, MTN talked with Cody Miles, a Hill County resident and former hydroponic farmer growing organic produce.

"One thing leads to the next. First the fill station went down. Stayed down, took forever to get fixed. Next, we have a giardia problem. Say it does come for the city of Havre. What’s the third thing to happen?” Miles said.

Miles has pushed back against the City and its public fill station. His greenhouses used two hundred gallon tanks of water sometimes twice per day. After issues with the payment system and excess water waste, his business became an extra cost. He shut down business and moved onto a new venture, a mobile pizza kitchen.

Finding income for his family became his top priority and much of the product grown in his greenhouses went into he latest venture, The Stack Farm Fired Pizza. Since the growing concern of water in Hill County — Miles put a $2,000 water filtration system inside his home. It was a choice, Miles felt was best for his customers, product, and family.

"I get upset because I don’t want to see people go through what I went through. What my family went through," he exclaimed.

As Miles becomes more frustrated looking for answers on the outskirts of town — head back in the city limits to find Sherry Daniel, a lifelong Havre resident.

“I’m not one to buy a lot of bottled water, so I have to pay how much for this?" Daniels said laughing.

What's funny in conversation has a real downside to her family's day to day life.

With a boil water advisory in effect for nearly two weeks, Daniel grew concerned of her 86 year old mother in law.

"Luckily she already uses bottled water." Daniel said. "She had no idea of the boil advisory. She doesn't use the internet. She doesn't use Facebook. She gets the paper, but she still had no clue without my husband and I telling her."

Daniel has concerns with the city and its chosen method of communication with the public.

“She didn’t get any notice. She didn’t get anything in the mail. That would’ve been the best way to notify her," added Daniel.

Daniel argues much of the population doesn't use the internet. The dangers of her elderly family member boiling water is an unreasonable ask.

MTN News, other media outlets, and social media accounts reported the initial Boil Water Advisory on April 19th.

"When is our city government going to work for us? I don't know how long we can live like this," she said. "I almost want to say show me the forms where you test the water in my house and it says it's okay for me to drink."

Currently, the City of Havre has taken the precautionary mentions provided by the DEQ and EPA to promote safe water for Havre residents. Those measures don't lift the boil water advisory. As of MTN's visit with the Mayor on Monday, notification to public on the boil advisory was not posted in windows or community bulletin boards at city hall. MTN found numerous business with the advisory posted throughout their storefronts and buildings.

Hill County Public Health Officer Kim Berg told MTN News that the city has its own requirements per standards of the DEQ and EPA. The Public Health Department wants everyone to be notified of the current status and new changes, and has taken steps to notify the public on numerous platforms.

"We want everybody to know about it because we want our public to be able to take the steps, they need to to protect themselves and protect others." Berg told MTN.

Berg says Giardia is a parasite that is found in feces contaminated water. She said with branding season around the bend, its possible it can become more prevalent in Montana waterways. The side effects of infection are nausea, cramping, and diarrhea. Stool can become a "slimey" consistency and be found floating in a toilet bowl. She recommends if you suspect you've become infected to contact your healthcare provider.

As residents in Havre continue to ask the question of how this could happen to them, MTN asked the Berg and the City if giardia is linked back to the public water system.

Berg stated, "I can't confirm that it's the water system at this point," adding, "...it's still a suspected source."

Mayor Kaercher and Director of Public Works Director Trevor Mork both said the same while the DEQ said otherwise.   "Absolutely. The state epidemiologist notified the DEQ that the number of Giardia cases in Hill County was abnormally high. And the only commonality for the source of the Giardiasis was Havre’s water system," said Kaufmann.

Following a Monday interview with the City of Havre and a Tuesday interview with the DEQ, MTN reached out to the Director of Public Works via phone.

MTN contacted Public Works and asked for Mork. After being put on a brief hold the Mayor hopped on the phone. MTN asked if DEQ contacted the city prior to the Monday meeting.

The mayor claims he was still under the impression giardia was not linked to the city water facility.

Following the conversation with the Mayor, it was released to MTN by Mayor Kaercher the water facility's "SCADA" system, or the record keeping computer, went down February 22.

The city had been unaware of the broken system and Mork told MTN News that water records were kept by hand from an engineer.

The handwritten summaries and records is what was released to the DEQ and EPA. Mork said the system is fixed.

He also told MTN the cost to fix the system was approximately $5,000.

On Monday, Kaercher told MTN the city's water facility is approaching the 20 year mark and is still well within its lifespan.

MTN asked the DEQ according to conversations with residents if they would take control of water treatment facility operations.

DEQ said, “I want to be clear. This is the City of Havre’s system. It’s up to them to comply with the rules.”

The City of Havre must comply with regulations in place - failing to do so puts a dim light at the end of the tunnel.

“The citizens want you to be held accountable, too. And if you're not doing your job, then maybe somebody else needs to do it," Miles added.

On Monday, May 7, 2024 at 7pm in the Havre Council Chambers, the regularly scheduled City Council meeting will be held.

"I’ve lost the trust in our local government right here." Daniel said.

Miles continued, "Keep the water flowing and keep the water clean. It's a simple task. If we need to focus on that for the next two years, a year, or six months, three months, let's focus on that."

Climate Change and the Impact on American Retirement

$16,972 - that's the average amount invested by The Procter & Gamble Company (NYSE: PG ) employees in fossil fuel bonds and stocks. Right behind them are Verizon Communications Inc. (NYSE: VZ ) employees with an average investment of $13,085. These figures, attributed from the AtmoSphere tool, are investments made via employees' 401(k) plans. At a time when the conversation surrounding climate change and its atrocious consequences is at an all-time high, future American retirees need to add another concern to their already overflowing plates - is their retirement planning destroying the planet?

The short answer is yes. According to Sphere founder and CEO Alex Wright-Gladstein, US retirement plans invest an estimated $1 trillion in fossil fuel companies. That's roughly 14% of the total amount that Americans have saved in 401(k) retirement plans. Considering that the road to achieving net zero emissions by 2050 calls for a yearly investment of $4 trillion according to the International Energy Agency , a redirection of 401(k) money could go a long way.

So, why is the average American worker investing so heavily in fossil fuels? And what is the outcome? For the former, it's mostly a lack of awareness, and then a lack of options. Many companies simply branch out and utilize companies such as Vanguard, BlackRock, Inc. (NYSE: BLK ), and Fidelity to set up their employee retirement plans. With companies such as BlackRock, Inc. (NYSE:BLK) taking on the initiative, not only are employees separated from the factor of accountability, but they are also not given much information about the company stocks included in their 401(k) plans.

Worse yet, many individuals face a lack of environmentally-friendly options when it comes to selecting their retirement plans. For instance, 14 Republican states have made it legally difficult for state pension funds, state agencies, and municipalities to conduct business with financial companies that account for climate change factors, reports GreenQueen . In fact, Plan Sponsor Council of America research indicates that less than 5% of 401(k)-type plans have climate change-cognizant funds available. So, it is very well likely that employees at the likes of Verizon Communications Inc. (NYSE:VZ) and The Procter & Gamble Company (NYSE:PG) either do not have access to climate-friendly retirement plans or are not aware of the harmful nature of their current plans.

When we look at the outcome of all this, the situation is dire. In 2023 alone, the US suffered over $93 billion worth of damage at the hands of climate change-related weather disasters, according to the National Centers for Environmental Information . Senior citizens themselves are particularly susceptible to climate change, with their often compromised health being more exposed to its effects. The United States Environmental Protection Agency states that senior citizens are at greater risk of heat illnesses and respiratory illnesses - among others - when climate change occurs.

Additionally, climate change also makes it more difficult for people to decide where they want to live in the long term, making retirement planning unpredictable. Is the place where they currently live safe enough from natural disasters? If not, then should they continue renting and hold off on purchasing a property that could potentially be their retirement home? Furthermore, many individuals are also facing problems obtaining renter's or homeowner's insurance, with premiums either being increased or insurance being denied altogether. All this makes the looming threat of climate change and its negative consequences even more severe for senior citizens.

When deciding where to retire, individuals often consider different states, and it's important to think about how these states fare in the face of climate change. Take Montana, for instance. According to the United States Environmental Protection Agency Montana is warming up. The state has witnessed a two-degree rise in temperature over the past century, with heat waves and droughts becoming more of a commonality. Despite this, Montana does comparatively well in regard to climate change when compared to other US states. The state takes the tenth spot on SafeHome 's Climate Change Risk Index with a higher ranking indicating lesser danger.

Of course, there are other matters to consider for a Montana retirement - particularly financial ones. The rental market is favorable to retirees with Zillow Group, Inc. (NASDAQ: Z ) stating the median rent for one-bedroom properties in Montana to sit at $1,250 - 22% lower than the national median. To ensure that the recommended places were of a suitable living standard and not overly expensive, we removed places with a livability score below 65 and a cost of living index higher than 120.
