There are 2 types of travel agent licences:

  • Niche Licence Under the Travel Agents Regulations 2017, a Niche licence is a licence that is subject to a condition restricting the licensee granted the licence to supply only tours within Singapore without any right of accommodation. An example of such a tour is a sit-in coach day tour. The Niche licence has minimum financial requirements of $50,000.
  • General Licence Under the Travel Agents Regulations 2017, a General licence is a licence that is not a Niche licence, i.e. it is a licence for travel agents conducting any other activity beyond what is described in the scope of a Niche licence. The General licence has minimum financial requirements of $100,000.

  • Do I need to apply for this licence? You will need to apply for a travel agent's licence with Singapore Tourism Board (STB) if your business falls within Section 4 of the Travel Agents Act (Cap. 334): i. supplying any person a right to travel on any conveyance ii. supplying any person - a right to travel on any conveyance to; and - a right of accommodation at a hotel or similar boarding premises at, one or more places, whether in Singapore or elsewhere iii. purchasing, or reserving, for resale to a person a right to travel on any conveyance iv. supplying any tour (whether or not organised by the person) to any other person; or v. such other similar activity as may be prescribed. The term "supply", in relation to a travel product, includes the sale, or arranging for the provision, of the travel product. Despite the above, a person does not carry on the business of a travel agent if: - For the activity mentioned in (a), the person carries on the activity only in respect of a conveyance the person owns; - For the activities mentioned in (a) or (c), the person carries on the activity only in respect of a conveyance that is: - used for a regular route service within the meaning of the Bus Services Industry Act 2015 (Act 30 of 2015); or - used for a community bus service or courtesy bus service, within the meaning of the Bus Services Industry Act 2015, and that travels only within Singapore; or - used for a train service within the meaning of the Public Transport Council Act (Cap. 259B); - For the activity mentioned in (b), the person carries on the activity only in respect of: - a conveyance the person owns; and - a hotel or similar boarding premises the person owns or operates; - For the activity mentioned in (d), the person carries on the activity only in respect of any place or point of interest that the person owns or operates. - The person supplies a tour where participants only visit places or points of interest within Singapore and where: - the person does not provide any conveyance to the participants of the tour (e.g. walking tours); or - every participant is required to contribute to the movement of the conveyance provided (e.g. cycling tours); - The person supplies a right to travel on any conveyance only within Singapore and does not carry on a business of supplying any tour. - The person supplies services to a licensee for the purposes of a tour. Additionally, the following entities do not require a travel agent licence: - Government and statutory boards - Institutions of a Public Character Under Section 6 of the Travel Agents Act (Cap. 334), a person must not carry on the business of a travel agent unless the person is authorised to do so by a licence. Any person who contravenes or fails to comply with this requirement shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $25,000 or to imprisonment for a term not exceeding 2 years or to both.   • What conditions do I need to fulfil? Before proceeding to apply for a Travel Agent's licence, you are required to fulfil the following conditions: - Register the business with the Accounting & Corporate Regulatory Authority (ACRA). - To apply for a travel agent licence, the business must meet the minimum financial requirements of S$50,000 (for Niche Licences) or S$100,000 (for General Licences). - The latest set of management accounts (both Balance Sheet and Profit & Loss Statement) will be required for business entities incorporated for more than 18 months including entities with dormant status. - Open a corporate bank account under the business entity's name. - The latest bank statement reflecting the injection of the paid-up capital will be required. - Set up an e-mail address specifically for the operation of your travel agency business. - All applicants must nominate a suitable person as the Key Executive. The Key Executive is responsible for the day-to-day administration and operations of the travel agent. He/Sheshould preferably be a director of the business and/or have managerial experience in the travel business. - Directors' Resolution on the appointment of the Key Executive will be required. The Directors' Resolution must be printed on the business entity's letter head and signed by more than 50% of all directors if the entity has two or more directors. - A front and back copy of the Key Executive's identification card (e.g. NRIC, Employment Pass) will be required. - A copy of the Key Executive's Resume, including previous employment, experience and qualification(s), will be required. - Specify an office (e.g. home office scheme, commercial office) to be used for the conduct of the travel agency business. You may apply without an office premises first and seek STB's pre-approval. Confirmation of the office premises must be submitted within 3 months of the pre-approval. - Sole-proprietors/partnerships are also required to submit their latest credit report.
  • How to apply? Applications for a travel agent licence must be made online via the Travel Agents & Tourist Guides Licensing System (TRUST) website . An application fee of $200 is payable. You may save a draft at any point of time during the application. All saved drafts will expire after 90 days.
  • How soon can my application be processed? Each application will take approximately one to two weeks to process upon submission of complete supporting documents.
  • How much is the license fee? A licence fee of $400 is payable upon approval of the licence application.

  • What are the roles and duties of a Key Executive? Q.  The Key Executive is responsible for the proper administration and management of the affairs of the travel agency. The Key Executive must also be contactable at all times.
  • What are the criteria a Key Executive has to fulfil? The KE should be a Singaporean, Permanent Resident or a foreigner holding a valid employment pass (employment pass of minimum one year validity period is required if the Key Executive is a foreigner).The KE should preferably be a director of the company. Otherwise, he/she should have at least one year of managerial experience and be familiar with the travel business.The proposed Key Executive must submit his/her curriculum vitaeto STB for assessment and approval.
  • Am I required to have an office premise for my business prior to my licence application? No, you are not required to secure an office premise at the time of applying your licence. You will be notified to locate a suitable office once your licence application has been approved in-principle.
  • If my application is granted in-principle approval, can I start to operate my business? No. You are not allowed to commence business until STB grants final approval to your application.

Learn from the experienced tourism professionals who are also licensed STB tourist guides through role-plays, activities and field trips. The programme prepares participants to take the STB (Singapore Tourism Board) practical assessment to be a licensed Tourist Guide.

  • Tourist Guides - NC/NAP (TGS – 2020504025) – 102.75 hours - Handle Arrival and Departure of Visitors - Promote Singapore as a Tourist Destination & Apply Tourism Knowledge - Write Tour Commentary
  • Conduct Tour (TGS – 2020504029) – 108.5 hours 
  • Total 233.25 hours
  • Classroom Training : Two weekday evenings (6.45pm to 9.45pm) and/or one Saturday morning (9am to 1pm)
  • Field Trips: Saturday (9am to 1pm) and/or (2pm to 6pm)
  • Classroom Training and including Field Trips : Three weekdays, 9am to 6pm

Certification

Upon successful completion of the programme, and passing all assessments, participants will be awarded with 3 Statement of Attainments (SOAs) by SSG. For Foreigners, please note that STB will only issue the Tourist Guide License to foreigners holding employment pass / work permit which is valid for at least 6 months from date of passing the examination. He/She must also be gainfully employed by a travel agent as a tourist guide.

A comprehensive training opportunity for people from all walks of life who are interested in obtaining the Singapore Tourism Board's qualified tour guide certificate.

Course Content:

As Singapore's tourism landscape evolves, tourist guides are also expected to deliver a more differentiated experience to meet the changing expectations and profile of visitors.

Any person wanting to be a licensed Tourist Guide has to undergo the  Workforce Skills Qualifications (WSQ)  Tourist Guide (TG) programme (consisting of three modules) and pass all the relevant assessments before they can be issued with a Tourist Guide licence. 

Pre-requisites for application include:

  •  A copy of NRIC/Passport

A copy of ALL educational certificates - Highest education certificate, Chinese language results and English language results

A non-refundable registration fee of S$87.20 and member fee of S$54.50 (inclusive of 9% GST) is payable upon submission of application for the course.

Payment to be made at least 1 week before course commencement. (Cheques are to be crossed and made payable to "SCCIOB")

All applicants must pass the pre-course interview before enrolling into the WSQ Tour Guide preparatory. Course fees have to be paid within a week upon release of the result.

Applicants who are aged 60 years old and above must provide a medical check-up report, as well as a doctor's letter of confirmation stating that the student is physically fit to be a tour guide.

Course Fee before funding, inclusive of 9% GST : $6,104.00

A General Tourist Guide (GTG) licence is needed to legally conduct tours in Singapore. To qualify for the licence, candidates must fulfil minimum age and education requirements, complete theory and practical training, and pass 2 examinations administered by the Singapore Tourism Board (STB).

Minimum Requirements

Candidates must

c) Tourist Guide in other languages: i) Have a high standard of proficiency in the guiding language; AND ii) Primary 6 pass or WSQ WPL Level 3 in English language.

Most investors, however, prefer limited liability since it provides greater rewards. To establish a travel agency in Singapore as a limited liability business, you must meet the following requirements:

What are the different license types for a travel agency?

Once you have determined whether your agency needs a license or not. You can choose between two types of travel agent licenses:

1. A niche license allows the licensee to sell, arrange or advertise tours only in Singapore, without any accommodation fees. For this, an applicant must have a minimum paid-up capital of S$50,000 and a net worth of the same amount to meet the minimum financial requirements set by the government.

2. A general license allows the licensee to engage in any activity beyond what is described under a niche license. Therefore, the applicant for this license must have a minimum registered capital and net worth of at least S$100,000 .

Firstly, under section 4 of the Travel Industry Act , a business or person must obtain a travel agency license when engaged in, advertises, or holds itself out to be engaged in any of the following types of activities:

Finally, an employee or agent of the travel agency is not considered a full-fledged travel agent . Therefore, he or she will not need to obtain a separate license to perform the above activities on behalf of his or her employer or agency.

How to obtain a travel agency license?

First, before applying for the travel agency license, your agency must meet the following requirements:

1. A company intending to operate as a travel agent must be registered with Accounting and Corporate Regulatory Authority .

2. The company must have a paid-up capital and net worth of the amount specified above for the type of license sought.

3. The applicant must appoint an employee with management experience in the travel industry as the senior executive responsible for the business’s management and operation.

4. The applicant must have an office and an e-mail address to communicate with clients on behalf of the travel agency.

5. The applicant and all officers must be fit and proper persons.

Secondly, to obtain a travel agency license, you must submit your completed application to the Singapore Tourism Board, which is the government agency responsible for travel agent licensing. Your application must be made online through the Travel Agent and Tour Guide Licensing System . You will also be required to pay a $200 application fee . Once your application is received, the Commission will review it. This process normally takes up to 2 weeks . Following this time frame, you will get an email with an In-Principle Approval. This approval may contain additional requirements you must meet. After meeting these additional requirements and submitting the respective documents, you will receive a final approval letter. Upon receipt of this approval, you must pay a $400 license fee and pick up your license. In addition, your agency will be listed in the Travel Agent Directory of Travel Agents and Tourist Guides Licensing System (TRUST) .

Finally, the Commission may reject to award the license for a variety of reasons. This may occur if:

Is it possible to renew a travel agency license?

Firstly, it is significant to know that the license is issued for a fixed period, generally 2 years . It usually expires on December 31 of the year following the license’s issuance. The travel agency is required to renew it before October 31 to avoid any last-minute rush and to ensure peace of mind that the license is renewed for activities’ continuity.

So, for example, if your current license approval date is December 31, 2021, your license expiration date will be December 31, 2022. Therefore, you will need to renew your license on October 31, 2022. Thus, to renew the license, the travel agency must meet the following requirements:

Then, the renewed license in its physical form will be sent to the registered address of the business. The Board may refuse to renew the license, citing one of the grounds for refusal. Before refusing to renew an application, the Board must notify the applicant and provide an opportunity to submit reasons why the application should not be refused.

When a license can be suspended or revoked?

First, the Board may suspend the license for up to 6 months or permanently revoke it if:

ℹ️  In certain situations, if a violation has not been committed, a penalty of up to $2,000 may be imposed instead of suspension or revocation.

Secondly, before suspending or revoking the license or imposing a financial penalty, the Commission must notify the licensee and allow him to submit reasons, within 14 days of such notice.

Finally, during the suspension period, you must not engage in any new activities, except for the performance of obligations to provide a travel product was incurred before the beginning of the suspension.

What can you do if you disagree with the Board's decision?

If you disagree with the Board’s decision, you may appeal any of the following Board decisions:

1. Refuse to grant or renew the license.

2. Modify, revoke, or impose a condition.

3. Suspend or revoke the license.

4. Requiring a financial penalty.

This appeal must be submitted to the Minister of Trade and Industry within 14 days of the mailing of the relevant notice. The Minister may decide on an appeal by confirming, amending, or reversing the decision of the Board or by requiring the Board to reconsider its decision . The Minister’s decision on appeal is final and the appellant will be notified. It is significant to note that all information submitted to the Commission must be true, and a person who knowingly provides false or misleading information to the Commission is liable to a fine of up to $10,000 .

Why do I need to pay GST on my overseas purchases?</strong></p><p>A1. The Goods and Services Tax (GST) is a tax on the supply of goods and services in Singapore and on the importation of goods into Singapore. This means that GST is levied on goods supplied in Singapore, whether or not they are bought overseas or locally. The imposition of GST on goods imported into Singapore has been in force since 1 April 1994 when GST was implemented in Singapore. The practice is consistent with countries that levy a GST (also known as Value-Added Tax in some countries). All goods, whether from commercial shipments (i.e. shipping of goods) or hand-carried by travellers, are subject to GST at the prevailing rate.</p><p><strong>Q2. If I were to buy a branded bag for S$2,000 while holidaying overseas, and were to start using it during the trip, do I have to pay GST when I bring the bag home? If so, how is the GST computed?</strong></p><p>A2. Yes, the bag is subject to the prevailing GST rate of 8 per cent. If you have been away from Singapore for more than 48 hours, you will be entitled to a GST import relief amount of S$500. Therefore, the amount of GST that you will have to pay is S$120 [S$(2,000 - 500) x 8 per cent]. If you have been away from Singapore for less than 48 hours, you will be entitled to a GST import relief amount of S$100. Therefore, the amount of GST that you will have to pay is S$152 [S$(2,000 - 100) x 8 per cent].</p><p><strong>Q3. If I were to remove the price tag/packaging and use an item bought overseas immediately, is the item still subject to GST? Can it be considered a used article or personal belongings where GST import relief is granted?</strong></p><p>A3. The item in question is not considered as "used articles and personal belongings" and GST is payable if the value exceeds the GST import relief amount granted.</p><p><strong>Q4. If I already paid sales tax for an item purchased overseas and I did not claim tax refund, do I still have to pay GST?</strong></p><p>A4. GST is applicable on all items brought into Singapore regardless of whether foreign sales tax was paid for the item overseas, or whether the traveller has claimed tax refund for the item.</p><p><strong>Q5. Adjustment and further extension to amendment of the travel agents regulations (tar) 2017.

<p>Dear Travel Agent, &nbsp;</p><p>&nbsp;</p><p>On 8 April 2020, in response to the Covid-19 crisis, STB amended the Travel Agents Regulations 2017 (TAR) to:</p><p>a) Reduce the minimum net value requirement by 90%; and</p><p>b) Allow the submission of Auditor Certified Accounts (CAs) in lieu of Audited Statement of Accounts (AA).</p><p>&nbsp;</p><p>2 &nbsp; &nbsp;With the protracted Covid situation, these requirements were extended twice, in December 2020 and December 2021.</p><p>&nbsp;</p><p>3 &nbsp; &nbsp;With the reopening of borders, travel volume has seen a gradual recovery. As such, STB will be adjusting the minimum net value requirement accordingly. As such, &nbsp;</p><p>a) With effect from 1 January 2023, the reduction in the minimum net value requirement will be adjusted to 60%, or $40,000 for general licensees and $20,000 for niche licensees up to 31 December 2023. &nbsp;</p><p>b) However, you may continue to submit Auditor Certified Accounts (CAs) (reported in accordance with the <a href="https://isca.org.sg/standards-guidance/audit-assurance/standards-and-guidance/singapore-standards-on-review-engagements-(ssres)">Singapore Standard on Review Engagement - SSRE 2400</a> by an independent auditor) in lieu of AA for the financial year ending on or after 1 March 2023.</p><p>&nbsp;</p><p>4 &nbsp; &nbsp;You will be given <strong>until 30 June 2023 </strong>to do any necessary top-ups to meet the revised requirement mentioned in para 3(a) above. &nbsp;</p><p>&nbsp;</p><p>5 &nbsp; &nbsp;These measures will be reviewed and amended further, in accordance with the pace of tourism recovery. &nbsp;</p><p>&nbsp;</p><p>6 &nbsp; &nbsp;Please refer to the attachment below to read the full subsidiary legislation supplement. Since 2012, the World Health Organization (WHO) has recorded more than 2600 cases of MERS-CoV infection in 27 countries, mainly in the Middle East region<a href="https://batik-trust.stb.gov.sg/admin/#_ftnref2">[2]</a>. Majority of the cases were reported in Saudi Arabia, with recent cases in 2022 reported in Saudi Arabia, Qatar and Oman.</p><p>Symptoms of MERS-CoV infection include fever, cough and shortness of breath. MERS-CoV infection may result in severe illness and complications, such as pneumonia, and death occurs in about a third of infected individuals. The virus is present in infected dromedary camels, and can spread to humans through contact with infected animals or contaminated animal products. <p>Dear Industry Partners,&nbsp;</p><p>&nbsp;</p><p>The Sri Mariamman Temple, located at No. 244 South Bridge Road, is one of the Temples administered by the Hindu Endowments Board which is under the purview of the Ministry of Culture, Community and Youth.&nbsp;</p><p>Being a National Monument, the Temple has a large flow of devotees and tourists visiting the Temple daily. This year, the annual Fire Walking Ceremony will be held on Sunday, 16 October 2022. The preceding ceremonies will commence from 30 September 2022 to 17 October 2022.&nbsp;</p><p>During the period of the ceremonies, large congregations of more than 3000 devotees are expected to patronize the Temple daily. Due to the large number of participating devotees, it would not be possible for tourists to visit the Temple. In line with this, STB has updated the SMMs applicable to tours.</p><p>These measures may be adjusted further, subject to the prevailing public health situation in Singapore. Please refer to key updates below.&nbsp;</p><p>With effect from 29 Aug 2022:</p><ul><li>Mask-wearing is mandatory only on public transport (i.e. on MRT/LRT and public buses) and indoor public transport facilities (e.g. boarding areas at bus interchanges and MRT platforms). Tour buses are exempted from mask-wearing.<br>&nbsp;</li><li>For tours that involve entry into settings with Vaccination-Differentiated Safe Management Measures (VDS) such as F&amp;B establishments<a href="https://batik-trust.stb.gov.sg/admin/#_ftn1">[1]</a>, vaccination status checks are not required. <p>On 11 March 2022, the Multi-Ministry Taskforce (MTF) announced it would resume our transition to resilience and proceed to simplify and streamline Safe Management Measures (SMMs). In line with this, STB has updated the SMMs applicable to tours.</p><p>In line with the streamlining of SMMs, with effect from 15 March 2022, tour operators and tourist guides can resume tour operations without submitting an application to the Singapore Tourism Board ("STB") for assessment and subsequently, receive an approval letter from the Ministry of Trade and Industry ("MTI").</p><p>These measures may be adjusted further, subject to the prevailing public health situation in Singapore. Reminder on Travel Guidelines for Incoming Travellers

<p>Dear stakeholders,&nbsp;</p><p>&nbsp;</p><p>With the high incidence of COVID-19 cases across the Vaccinated Travel Lane (VTL) countries, you may be receiving queries from concerned incoming travellers seeking advice on Singapore’s travel guidelines. You may refer to the ICA SafeTravel website for the latest guidelines for <a href="https://safetravel.ica.gov.sg/travel-checklist/overview/">incoming travellers</a>, including returning Singapore Citizens and Permanent Residents.</p><p>Please be reminded that based on the current guidelines, travellers <strong>must</strong> defer their travel to Singapore if they:</p><ul><li>Have COVID-19 symptoms;</li><li>Are diagnosed or suspected to have contracted COVID-19 in the last 14 days before departing for Singapore; or</li><li>Had been in close contact with a COVID-19 positive patient in the last 7 days before departing for Singapore. Time-Limited 8-weeks Rostered Routine Testing (RRT) for Workplaces (Round 2)

<p>Dear stakeholders,</p><p>With more employees returning to the workplace from 1 Jan 2022, there could be higher risk of workplace transmission, particularly given the higher transmissibility of the Omicron variant. Regular testing is therefore important to ensure early detection and ringfencing of cases at the workplace. To support this practice, the Government is undertaking a second round of ART kit distribution which eligible companies can apply for. Am I still eligible to apply for this second round of kits distribution</strong></p><p>A: Yes, your company may still apply for the ART kits for the employees who fulfil the eligibility criteria. However, the Government reserves the right to reject&nbsp;applications from non-compliant companies that applied for and received the first round of kits distribution, including those that did not submit or were late in submitting their results declaration. Update on MPA’s Additional Safe Management Measures

<p>Dear Tour Operators and Tourist Guides,</p><p>Please note that in view of the emergence of the Omicron variant of concern, Maritime and Port Authority of Singapore (MPA) has implemented the following additional safe management measures (SMMs) for SZH-licensed pleasure craft with effect from 15 Dec 2021:&nbsp;</p><ol><li>Only fully vaccinated tour participants[1]&nbsp;are allowed onboard the pleasure craft. Unvaccinated passengers (other than recovered individuals,&nbsp;<a href="https://www.moh.gov.sgnews-highlightsdetailscalibrated-adjustments-in-stabilisation-phase_8nov2021/">medically ineligible individuals</a>, or children aged 12 years and below[2]) are not allowed to board the craft. <p>On 20 November 2021, the Multi-Ministry Taskforce (MTF) announced calibrated adjustments to Safe Management Measures (SMMs) for the Transition Phase. In line with this, the Singapore Tourism Board ("STB") has updated the SMMs applicable to tours.</p><p>&nbsp;</p><p>These measures may be adjusted further, subject to the prevailing public health situation in Singapore. The following changes to the SMMs will apply:&nbsp;</p><p>&nbsp;</p><ul><li>With effect from 22 November 2021:<ul><li>For tours that involve i) entry into settings with Vaccination-Differentiated Safe Management Measures (VDS), ii) F&amp;B components<a href="#_ftnref1">[1]</a>, or iii) indoor activities where masks are not worn, the maximum number of participants in each group within such tours is capped at <strong>5</strong> pax, regardless of whether they are from the same household.<ul><li>All individuals within such tours must be<ul><li>fully vaccinated<a href="#_ftnref2">[2]</a>;</li><li>children aged 12 years and below<a href="#_ftnref3">[3]</a>; or</li><li>certified medically ineligible<a href="#_ftnref4">[4]</a>&nbsp;(from 1 December 2021).</li></ul></li><li>For tours that involve F&amp;B components at hawker centres and coffee shops that are not able to administer comprehensive VDS, the dine-in group size is capped at 2. The following changes to the SMMs will apply:&nbsp;</p><p>&nbsp;</p><ul><li>With effect from 10 November 2021:&nbsp;<ul><li>For tours that involve F&amp;B components<a href="#_ftn1">[1]</a>, entry into shopping malls or attractions, or indoor activities where masks are not worn, the maximum number of participants in each group within such tours is capped at <strong>2</strong> pax. Time-Limited 8-weeks Rostered Routine Testing (RRT) for Workplaces

<p>Dear stakeholders,</p><p>As part of the national effort to step up regular testing,&nbsp;we would strongly encourage companies with employees that work onsite and are not already subject to mandatory RRT, to apply for 8 Antigen Rapid Test (ART) kits per onsite employee for weekly testing of your employees over a two-month period. With regular testing, companies can detect and ringfence infections early. <p>As Singapore transits towards COVID resilience, the Multi-Ministry Taskforce (MTF) announced on <a href="https://www.moh.gov.sg/news-highlights/details/preparing-for-our-transition-towards-covid-resilience">6 August 2021</a> that it would ease Safe Management Measures ("SMMs") in two steps. The first will take effect from 10 August 2021 and the second from 19 August 2021, if conditions remain stable.</p><p>These measures may be adjusted further, subject to the prevailing public health situation in Singapore. The following changes to the SMMs will apply:&nbsp;</p><p>With effect from 10 August 2021:&nbsp;</p><ul><li>For tours that involve indoor activities where masks are not worn e.g., tours with F&amp;B components, the maximum number of participants for each tour is 20, with each group within such tours capped at 5 pax and this will apply throughout the duration of the tour. The F&amp;B establishments that the tour will visit must have in place systems to check the vaccination status of the individuals. All individuals within such tours must be<ul><li>fully vaccinated (as defined in footnote1); or</li><li>children aged 12 years and below[2].</li></ul></li><li>For tours with F&amp;B components at hawker centres and coffee shops, the maximum number of participants for each tour is 20, with each group within such tours being stricter and capped at 2 pax regardless of vaccination status; and</li><li>For tours that do not involve indoor activities where masks are not worn, the maximum number of participants for such tours remain at 20 with each group within such tours capped at 5 pax regardless of vaccination status.</li></ul><p>With effect from 19 August 2021:</p><ul><li>For conveyance-assisted tours, capacity on board every conveyance must be capped at 50 participants or at the operating capacity of the conveyance, whichever is lower.</li></ul><p>&nbsp;</p><p>[1] An individual is considered fully vaccinated if he/ she has been: a) fully vaccinated, i.e. has received the full regimen of Pfizer-BioNTech/Comirnatry, Moderna or WHO EUL vaccines, with an additional two weeks for the vaccine to be fully effective, b) recovered from COVID-19, or c) has obtained a negative result on a pre-event test taken in the past 24 hours before the expected end of the event.</p><p>[2] Children who are 12 years and below do not need to do PET. The following changes to the SMMs will apply:&nbsp;</p><ul><li>With effect from 22 July 2021 to 18 August 2021 (both dates inclusive):&nbsp;<ul><li>For all tours (conveyance and non-conveyance), the tour capacity is 20 participants, and the maximum number of pax in a group within each tour must be capped at 2. <p>To mitigate further community spread of COVID-19, the Multi-Ministry Taskforce (MTF) announced on <a href="https://www.moh.gov.sg/news-highlights/details/updates-on-phase-3-(heightened-alert)-measures">16 July 2021</a> that it would tighten Safe Management Measures (SMMs) for higher-risk, mask-off settings with effect from 19 July 2021 through 8 August 2021 (both dates inclusive).</p><p>These measures may be adjusted further, subject to the prevailing public health situation in Singapore. The following changes to the SMMs will apply:&nbsp;</p><ul><li>With effect from 19 July 2021 to 8 August 2021 (both dates inclusive):<ul><li>For tours that involve indoor mask-off activities e.g., tours with F&amp;B dine-in components, the maximum number of participants in each group within such tours is capped at 2 participants and this will apply throughout the duration of the tour.</li><li>The maximum number of participants in each group within such tours may be capped at 5 participants if:<ul><li>The F&amp;B establishments that the tour will visit have put in place systems to check the vaccination status of the individuals;</li><li>All individuals in the group are:<ul><li>fully vaccinated;<a href="#_ftn1">[1]</a> or</li><li>have recovered from COVID-19 within the preceding 270 days; or</li><li>have a valid negative pre-event test (PET) result for the duration of his/her dining in<a href="#_ftn2">[2]</a>; or</li><li>children aged 12 years and below<a href="#_ftn3">[3]</a>.</li></ul></li></ul></li></ul></li><li>For the avoidance of doubt, for tours with F&amp;B dine-in components to hawker centres, food courts and coffee shops, the maximum number of participants in each group within such tours is capped at 2 participants; and</li><li>For all other tours, the maximum number of participants in each group remains at 5 participants.</li></ul><p>&nbsp;</p><p><a href="#_ftnref1">[1]</a>An individual is considered fully vaccinated two weeks after he or she has received two doses of Pfizer-BioNTech/Comirnaty or Moderna vaccines.</p><p><a href="#_ftnref2">[2]</a>This refers to tests done by MOH-approved COVID-19 test providers, and the PET must have been taken in the past 24 hours before the expected end of the event/visit.&nbsp;</p><p><a href="#_ftnref3">[3]</a>Children who are 12 years and below do not need to do PET. Tour operators and tourist guides that have not previously received approval from MTI to resume tours must still submit their application for tour resumption to STB. <p>In light of the increased number of local cases and concerns of wider community transmissions, the Multi-Ministry Taskforce (MTF) has announced on 14 May 2021 that measures will be taken to reduce the level of interactions in the community.&nbsp;</p><p>&nbsp;</p><p>With effect from 16 May 2021 to 13 June 2021(both&nbsp;dates inclusive), the following changes to the SMMs will apply:&nbsp;</p><p>&nbsp;</p><ul><li>For all tours, the tour capacity is maintained at 20 participants, but the maximum number of pax in a group within each such tour is capped at 2 pax, and a safe distance of at least one metre between each such groups must be maintained at all times with no intermingling between different groups at all times</li></ul><p>&nbsp;</p><ul><li>Tours with food and drink components that require the removal of masks, including dine-in F&amp;B, food sampling/tasting, are not allowed&nbsp;</li></ul><p>&nbsp;</p><p><strong>Travel agents and tourist guides must have sufficient measures in place to ensure adherence to the tightened measures,</strong> e.g. through the assignment of additional guides or staff on ground to ensure that safe distancing between sub-groups are maintained and no intermingling between sub-groups.&nbsp;</p><p>&nbsp;</p><p>Further changes to timeframe and operating capacity may be made depending on how the local COVID-19 situation evolves. [Open Call] Applications open for Performing Arts Tours Workshop

<p>The Singapore Tourism Board (STB) and National Arts Council (NAC) will be conducting a networking and ideation workshop for tour operators and arts practitioners on <strong>19 and 20 April 2021</strong>. The 2-day workshop is intended to bring together tour operators and arts practitioners to</p> <ol> <li>Deepen cross-sector understanding of the tour and performing arts landscape via sharing by local arts groups and participating in tour experiences.</li> <li>Collaborate and ideate on new concepts for Performing Arts Tours through an ideation workshop</li> </ol> <p>This workshop is held in tandem with the STB-NAC Performing Arts Tours Pilot Grant, a one-time grant that aims to support the development of innovative, sustainable performing arts tours pilots. The application is to be jointly submitted by a tour operator and arts practitioner, with either party as the lead applicant.</p> <p>Participants who are not shortlisted for the workshop may still surface a proposal for the STB-NAC Performing Arts Tours Pilot Grant if they meet the relevant criteria. <p>Dear Travel Agency,</p><p>&nbsp;</p><p><strong>REMINDER ON REQUIREMENT FOR A VALID YELLOW FEVER VACCINATION CERTIFICATE FOR TRAVELLERS ARRIVING FROM COUNTRIES WITH RISK OF YELLOW FEVER TRANSMISSION</strong></p><p>&nbsp;</p><p>1. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; We would like to remind travel agencies about Singapore’s yellow fever vaccination requirements for travellers. Yellow fever is a mosquito-borne acute viral haemorrhagic disease which is caused by the yellow fever virus. Although Singapore is free from yellow fever, we remain at risk of importation and transmission of the virus, given our position as a trade and travel hub and the presence of the mosquito vector. In 2023, more than 1000 at-risk travellers without valid yellow fever vaccinations were detected in Singapore.&nbsp;&nbsp;</p><p>2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; All travellers, including Singapore residents, with travel history to countries with risk of yellow fever transmission in the six days prior to arrival in Singapore are required to have a valid yellow fever vaccination certificate and present it to the Immigration and Checkpoints Authority (ICA) officer upon arrival to Singapore.&nbsp;The current list of&nbsp;countries with risk of yellow fever transmission are provided in the annex. Please note that the requirement to have a valid yellow fever vaccination certificate applies to travellers who visited any area, region or city in the countries listed in the annex. The certificate is also required for travellers with more than 12 hours airport transit in these countries.</p><p>3. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &nbsp;The International Certificate of Vaccination for yellow fever is only considered valid 10 days after vaccination and the validity lasts for the life of the person vaccinated. <strong>Travel agencies should inform&nbsp;travellers intending to visit&nbsp;countries with risk of yellow fever transmission to receive the yellow fever vaccine at least 10 days prior to their travel.</strong>&nbsp;</p><p>4. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Travellers without a valid yellow fever vaccination certificate (e.g. unvaccinated individuals, including those who are ineligible to receive the vaccination, and travellers whose certificate has yet to become valid) are liable to be quarantined under Section 31 of the Infectious Disease Act, for up to six days upon arrival in Singapore. Sustainable Singapore Gallery at Marina Barrage

Launch of Digital Mandatory Refresher Course (MRC)

<p>Dear Tourist Guides,&nbsp;</p><p>&nbsp;</p><p>We are pleased to announce the launch of the new Digital Mandatory Refresher Course (MRC).&nbsp;</p><p>&nbsp;</p><p>With the MRC converted into a digital courseware, which fully replaces the current classroom / virtual format, tourist guides (TGs) will be able to access the MRC modules and attempt the MRC assessment at their convenience. The new digital learning portal also serves as an information repository, which all TGs can access, even when his/ her licence is not due for renewal.</p><p>&nbsp;</p><p><strong>If your licence is expiring in the next 6 months</strong>, passing the MRC assessment is part of the licence renewal conditions. You may log in to the digital MRC to access the MRC modules and attempt the MRC assessment. If you have attended the MRC classroom/ virtual module and passed the MRC assessment as part of this licence renewal cycle, you will not be required to attempt the MRC digital module.</p><p>&nbsp;</p><p><strong>If your licence is not expiring in the next 6 months</strong>, you may log in to the digital MRC and use the learning portal as an information repository. Soft Launch of Area Tourist Guide Scheme

<p>Dear Tourist Guides,<br><br>One of the recommendations by the Tourist Guide Taskforce set up in 2015, is the Area Tourist Guide (ATG) scheme. The ATG scheme was previously known as the Specialised Tourist Guide scheme. The scheme has been renamed after taking in feedback that 'Area' refers more accurately to a guide who possesses expertise in an area of expertise.<br><br>The ATG scheme allows domain knowledge experts to share their passion and knowledge with visitors. To ensure visitors receive good guiding services, these individuals will need to have the required&nbsp;domain knowledge and requisite guiding skills in the area of specialisation. The scheme also allows better segmentation of guides for visitors to identify TGs according to their special interest.<br><br>The ATG scheme will be soft-launched today. Going with a soft launch will allow for refinements to the scheme based on industry feedback (where necessary). A Workgroup consisting of representatives from the Society of Tourist Guides (Singapore), Tour Guide Chapter and Singapore Tourism Board have developed a Code of Conducts and Ethics (CCE) for the Tourist Guide (TG) profession. This CCE is created by TGs for TGs and will help to project a positive image of TGs to both locals and tourists and show the TGs' commitment to maintain the standards of professional conduct that are being established. This depends greatly on what kind of person you are and what you expect to experience during your trip, so just think of this as a general guideline.

The Pros of Hiring a Tour Guide in Singapore

1. Itinerary 

Usually, when you plan a trip somewhere, you choose that place because you want to see the sights there, or you want to experience something. This means you need to plan ahead and create some kind of itinerary for yourself. And if it’s your first time in Singapore, you’ll probably want to see the most famous sightseeing spots. It takes a bit of research to decide on the spots you want to visit, and figure out which ones you can actually visit in the amount of time that you have. If you hire a private tour guide, you don’t have to think about this at all. They’ll pick you up and take you to the best sightseeing spots, and just by following them around, you’ll be able to see the popular sights of Singapore. There are different types of tours that you can choose from so you can find the perfect tour for yourself .

2. Access around the city

For some people, wandering around a foreign place can be a bit scary. You have to depend on your own navigation skills to get to the sightseeing spots, and to get back to your hotel. 1. Quality of guides

If you’re hiring a tour guide for a tour of Singapore, you want to make sure they are good. You don’t want to have a guide who doesn’t really know about the history or culture of Singapore. And you of course want to have a guide who speaks good English or whichever language you’re looking for, because what’s the use of hiring a guide who you can’t understand half of the time. Having been 'born and bred' here, I have led tours to many business tourists around Singapore during their free time. They love it when I can give them a true-blue Singaporean's view of living in Singapore. Singapore is ever changing and growing, and yet our unique ethnic tapestry, values and traditions remain. Perched out on the very tip of the Malay Peninsula, the autonomous Republic of Singapore has long commanded the trade lines of the Malacca Straits, making it one of the world’s richest and most thriving post-colonial port towns.
