How the Key Bridge Collapsed in Baltimore: Maps and Photos

On Tuesday, a major bridge in Baltimore collapsed into the water seconds after it was struck by a cargo ship, sending vehicles on the bridge into the river below. The ship lost power and issued a mayday call shortly before it hit the bridge.

The ship, a 948-foot-long cargo vessel called Dali, was about a half hour into its journey toward Colombo, Sri Lanka, when it hit a main pillar of the bridge. All crew members are safe, according to the ship’s owners.

A mayday call from the ship gave officials enough time to stop traffic at both ends of the bridge. The waters where the bridge collapsed are about 50 feet deep. By Tuesday morning, six construction workers who had been fixing potholes on the bridge remained missing as divers and other emergency workers on boats and helicopters continued to search for them. Two others had been rescued, and one was in the hospital.

The Francis Scott Key Bridge was opened in 1977 and carried more than 12.4 million vehicles last year. The bridge was one of the three major ways to cross the Patapsco River and formed part of Baltimore’s beltway.

The Port of Baltimore is a major trade hub that handled a record amount of foreign cargo last year. It is an especially important destination — the nation’s largest by volume last year — for deliveries of cars and light trucks.

Overall, Baltimore was the 17th biggest port in the United States in 2021, ranked by total tons, according to the Bureau of Transportation Statistics. The bridge collapse brought marine traffic there to a standstill, with seven cargo or tanker ships stranded in the harbor as of Tuesday afternoon.

Gov. Wes Moore declared a state of emergency for Maryland and said that his office was in close communication with Pete Buttigieg, the U.S. transportation secretary. The White House issued a statement saying that President Biden had been briefed on the collapse.

Biden announces plans to address Baltimore port closure and help workers after deadly bridge collapse

After visiting the site of the deadly Francis Scott Key Bridge collapse on Friday, President Joe Biden said that his administration is taking swift action to try to ease the disruption at Baltimore's port and help workers and small businesses affected by the port closure.

After an aerial tour of the site, Biden said that the federal government will provide more than $8 million in grant funds to make infrastructure improvements to the port at Baltimore's Sparrows Point — an area unaffected by the bridge collapse — so it can take on more ships.

The president also announced that his administration would provide grants to workers affected by the pause in port operations and said the Small Business Administration would offer low-interest loans for small businesses impacted by the incident last week.

"I’m here to say your nation has your back," Biden said. "The damage is devastating and our hearts are still breaking," he continued, noting that six workers who were fixing potholes on the bridge lost their lives.

"I’ve come here to grieve with you," he said, flanked by Transportation Secretary Pete Buttigieg, Maryland Gov. Wes Moore and other Maryland and Baltimore officials. "It’s not the same, but I know a little bit about what it’s like to lose a piece of your soul."

Biden reiterated that he wants Congress to pass funding to cover the entire cost of constructing a new bridge. He also said that, so far, two small channels have been cleared for ships helping to clear the wreckage and noted the tentative timeline for reopening the port announced Thursday by the Army Corps of Engineers.

The Army Corps of Engineers expects “to open a limited access channel for barge container service and some vessels that move automobiles and farm equipment by the end of April” and “restore the port to normal capacity by the end of May,” the White House said.

In addition to the aerial tour, Biden received an operational update on response efforts from the Coast Guard and Army Corps of Engineers and was expected to meet personally with the families of the six workers who died.

The Francis Scott Key Bridge collapsed early on the morning of March 26 when a cargo ship crashed into a support pillar. The remains of two people who were killed have been recovered, four others are presumed dead and two people who fell into the water survived.

Biden addressed the disaster during remarks in the hours following the collapse, saying that the White House would send “all the federal resources they need” and that they would rebuild the port. He also said that he intended for the federal government to pay the entire cost of reconstructing the bridge.

Director of the Office of Management and Budget Shalanda Young sent a letter to congressional leaders on Friday asking them to authorize "a 100 percent Federal cost share for rebuilding the bridge."

“To the people of Baltimore, I want to say: We’re with you. We’re going to stay with you as long as takes. And like [Moore] said, you’re Maryland tough, you’re Baltimore strong, and we’re going to get through this together,” Biden said during his remarks last week. “And I promise: We’re not leaving.”

The National Economic Council has also convened the administration's Supply Chain Disruptions Task Force to coordinate federal efforts to support affected industries in the aftermath of the collapse, the White House announced last week.

“We are much better equipped to mitigate supply chain disruptions than we were just a few years ago, thanks to increased coordination across the supply chain and new efforts to strengthen both our physical and digital infrastructure,” Buttigieg said in a statement.

Also last week, the Department of Transportation announced $60 million in emergency relief funds to go toward rebuilding the bridge. The White House said it would serve as a "down payment" for initial costs.

In 2023, the Baltimore port near the bridge, a key shipping hub and source of jobs, “handled a record 52.3 million tons of foreign cargo, worth $80 billion,” Moore announced in February. The port also generated more than 15,000 direct jobs, “with nearly 140,000 jobs linked to port activities,” he said in the statement.

Officials recovered the bodies of two construction workers who were on Baltimore's Francis Scott Key Bridge when it collapsed early Tuesday morning after a 984-foot-long cargo ship collided into a pillar.

Maryland Gov. Wes Moore called the collapse Wednesday " a global crisis ."

"The national economy and the world's economy depends on the Port of Baltimore. The port handles more cars and more farm equipment than any other port in the country," Moore said.

Here's what you should know:

  • The victims: The six people who are presumed dead were from Mexico Guatemala, El Salvador and Honduras, according to Col. Roland L. Butler Jr, the superintendent of Maryland State Police. Two bodies were recovered and have been identified as Alejandro Hernandez Fuentes from Mexico and Dorlian Ronial Castillo Cabrera from Guatemala. The two workers were filling potholes on the bridge and were later found trapped in a red pickup truck in about 25 feet of water, Butler said. The FBI is handling notifying the victims' families, Butler said.
  • Recovery efforts: Authorities are pausing search efforts for the four other workers who are presumed dead, because additional vehicles are encased in concrete and other debris, making it unsafe for divers, Butler said. Once salvage operations clear the debris, divers will search for more remains, he said.
  • The investigation: The National Transportation Safety Board is leading the investigation into the fatal incident, according to the agency's chair Jennifer Homendy. During a Wednesday news conference, Homendy said there were 21 crew members and two pilots on board the Dali cargo ship when it crashed into the bridge. She also said a senior NTSB hazmat investigator identified 56 containers of hazardous material, and that some containers are in the water. The agency received six hours of voyage data from the ship and the investigation could take 12 to 24 months to complete, Homendy said. She emphasized that NTSB will not analyze information collected or provide conclusions while on scene of the collapse.
  • Looking forward: Department of Transportation Secretary Pete Buttigieg said rebuilding the bridge will not be "quick or easy" but that it will get done. He said there are four main focus points ahead: reopening the port, dealing with supply chain issues until its reopening, rebuilding the bridge and dealing with traffic issues until the bridge is rebuilt. Biden  pledged the full support  of the federal government in the response and recovery efforts. His administration has already conveyed a sense of urgency to open up federal funding to remove debris and ultimately rebuild the bridge. Maryland has submitted a request to the Biden administration for emergency relief funds "to assist in our work going forward," Moore said Wednesday.

It's almost impossible to place people on the bow of ship due to the unstable structure, fire official says

Baltimore City Fire Chief James Wallace said Wednesday that the cargo ship's bridge structure and containers at the bow remain unstable.

"It's going to be very difficult, if not impossible, and very dangerous, to place people on the bow of that boat right now," Wallace told CNN's Kaitlan Collins.

"Naturally, we're still very cognizant of the fact that there are hazardous materials on board the vessel itself," Wallace said, alluding to the National Transportation Safety Board saying earlier that 56 containers were carrying hazardous materials.

Wallace said his team is relying heavily on aerial recognizance, including drones. "That's the only way we're able to see in," he said.  

He added that the aerial surveillance has "been able to really assure us right now we have no [chemical] reactions on board." 

"It's just utter devastation," NTSB chief says of the bridge collapse site

Jennifer Homendy, chair of the National Transportation Safety Board, called the site of the Key Bridge collapse "devastating."

"It's pretty devastating, certainly, seeing not just what's going on with the cargo containers, but just looking at what was a bridge span — three bridge spans that is pretty much gone. It's just utter devastation," she said at Wednesday evening's news briefing.

She added that she is thinking of families who lost loved ones and those who are waiting to reunite with their lived ones.

NTSB interviewed the Dali's captain and some other crew members today, agency chief says

The National Transportation Safety Board has interviewed the ship's captain, his mate, the chief engineer and one other engineer today, according to Chair Jennifer Homendy.

The two pilots on board the Dali at the time of collision will be interviewed tomorrow, she added.

Cargo ship's voyage data recorder is basic when compared to an airplane's, NTSB chair says

The voyage data recorder on the cargo ship Dali was a "newer model" but is considered basic when compared to that on an airplane, according to National Transportation Safety Board Chair Jennifer Homendy.

"But it is very basic compared to say, a flight data recorder, where we would have 1,000 parameters," she said at a news conference on Wednesday.

The NTSB chief investigator Marcel Muise added:

"It's not a ship-wide system recorder, so most of the sensors that are being recorded are from the bridge. So things like GPS, the audio, rudder feedback, rudder commands are recorded on there. But not engineering, the temperature of each cylinder, power distribution sensors."

There were no tug boats with Dali at the time of the collision. That's normal, NTSB chief says

There were no tugs with Dali when the cargo vessel collided with Baltimore's Key Bridge, which is normal protocol, according to National Transportation Safety Board Chair Jennifer Homendy.

Remember: At 01:26:39 on Tuesday, Dali's pilot made a general very high frequency (VHF) radio call for tugs in the vicinity to assist, the NTSB investigator Marcel Muise had said.

"The tugs help the vessel leave the dock, leave the port and get into the main ship channel. And then they leave. Once it's on its way, it's a straight shot through the channel. So there are no tugs with the vessel at the time. So they were calling for tugs," she said.

NTSB chair says she saw some containers that were carrying hazardous materials in the water

National Transportation Safety Board Chair Jennifer Homendy said she did see some of the 56 containers that were carrying hazardous materials in the water.

When asked how many

When asked how many containers of hazardous materials were in the water, Homendy said:

"I did see some containers in the water, and some breached significantly on the vessel itself," she said. "I don't have an exact number, but it's something that we can provide in an update."

Homendy said that a preliminary report should be out in two to four weeks.

Bridge did not have any redundancy, unlike the preferred method for building bridges today, NTSB chair says

Baltimore's Key Bridge did not have any redundancy, which is included in the preferred method of building bridges in the present day, according to National Transportation Safety Board Chair Jennifer Homendy.

"The bridge is a fracture critical," she explained. "What that means is if a member fails that would likely cause a portion of, or the entire bridge, to collapse, there's no redundancy. The preferred method for building bridges today is that there is redundancy built in, whether that's transmitting loads to another member or some sort of structural redundancy. This bridge did not have redundancy," Homendy said.

There are 17,468 fracture critical bridges in the United States out of 615,000 bridges total, she said, citing the Federal Highway Administration.

Port of Baltimore suspends ship traffic after bridge collapse: What it means for travel

Travel is being impacted by Tuesday’s Francis Scott Key Bridge collapse along Interstate 695 in Baltimore, Maryland. 

Drivers were immediately directed to take alternate routes through the city, following the early morning incident. What’s less clear is what the bridge collapse may mean for upcoming cruises in and out of Baltimore.

“Vessel traffic into and out of the Port of Baltimore is suspended until further notice,” the Port of Baltimore posted on X, formerly Twitter.

Rep. Kweisi Mfume, D-Md., whose district includes the bridge and the port, called the collapse an “unthinkable horror” and said he had spoken with Transportation Secretary Pete Buttigieg and the White House.

“They are responding with all of the assets at their disposal,” he said in a statement. “Our prayers right now are for the missing individuals and victims of this tragedy. We thank God for the effective service of our first responders.”

Here’s what we know.

Which cruises go to Baltimore?

Several major cruise lines serve Baltimore. According to the Cruise Lines International Association, the industry’s leading trade group, published itineraries in the 2024 calendar year include a dozen ships making 115 stops in Baltimore.

“We are deeply saddened by the tragedy and collapse of the Key Bridge that occurred last night and extend our support and heartfelt prayers to all those impacted,” CLIA spokesperson Anne Madison said in an emailed statement. “We join everyone in extending our thanks and appreciation to the first responders and emergency workers in Baltimore, the U.S. Coast Guard, and other professionals who are working with one goal in mind—to save lives. We are closely following this situation.”

Carnival’s website shows Carnival Pride and Carnival Legend also have sailings into or out of Baltimore set for April. 

Carnival Legend will temporarily move operations to Norfolk, Virginia.

The ship's current cruise, which left for a planned round-trip sailing from Baltimore on March 24, will end in Norfolk on Sunday. Passengers will then receive free bus rides to Baltimore. The vessel's next cruise will sail round-trip from Norfolk later that day.

“Our thoughts remain with the impacted families and first responders in Baltimore,” Carnival president Christine Duffy said in a statement. “We appreciate the pledge made by President Biden today to dedicate all available resources to reopen Baltimore Harbor to marine traffic as soon as possible. As those plans are finalized, we will update our future cruise guests on when we will return home to Baltimore, but in the meantime, we appreciate the quick response and support from officials in Norfolk.”

The cruise line has not yet shared plans for Carnival Pride. Carnival's parent company, Carnival Corp., said the temporary change in homeport is estimated to have an impact of up to $10 million on adjusted EBITDA and adjusted net income this year, according to a news release .

Royal Caribbean's Vision of the Seas, which left from Baltimore on March 23 , will return to Norfolk instead on April 4. "Our guests on board will be provided compensation and complimentary shuttle transportation as well as Wi-Fi and phone calls to adjust their travel arrangements," a spokesperson said in an email.

The ship's April 4 and 12 cruises will leave from Norfolk, too. "Our guests booked to sail with us will receive compensation due to the necessary adjustments made to their vacations," the spokesperson added. "After returning from the April 12 cruise, Vision will head to the Bahamas for its previously scheduled maintenance."

American Cruise Lines has roundtrip sailings from Baltimore scheduled in May, according to its website.

“We will monitor the situation and make adjustments to future cruises if needed, but at the present time our schedules remain unaffected, and our thoughts remain with those affected by the immediate situation and rescue efforts underway,” an American Cruise Lines spokesperson told USA TODAY.

Norwegian Cruise Line doesn’t appear to have any Baltimore sailings until September on Norwegian Sky . The line will stay in contact with the port and share any changes with passengers and travel partners, according to a spokesperson.

"In the meantime, we wish the city of Baltimore strength during this very unfortunate event," they said in an email.

Alternate routes for the Baltimore bridge

Most drivers can take Interstate 95 (Fort McHenry Tunnel) or Interstate 895 (Baltimore Harbor Tunnel) to avoid the collapsed bridge. However Maryland Transportation Authority notes there are some exceptions .

Vehicles carrying hazardous materials, including more than 10 pounds of propane, are not allowed in the tunnels. Additionally, vehicles more than 13-feet and 6-inches high or 8-feet wide may not use the 1-895 Baltimore Harbor Tunnel. Vehicles more than 14-feet and 6-inches high or 11-feet wide may not use the I-95 Fort McHenry Tunnel. 

Those vehicles should use the western portion of I-695 instead.

Grand Prince of Vladimir

The Rise of Moscow

Moscow was only a small trading outpost in the principality of Vladimir-Suzdal in Kievan Rus’ before the invasion of Mongol forces during the 13th century. However, due to the unstable environment of the Golden Horde, and the deft leadership of Ivan I at a critical time during the 13th century, Moscow became a safe haven of prosperity during his reign. It also became the new seat of power of the Russian Orthodox Church.

Ivan I (also known as Ivan Kalita) was born around 1288 to the Prince of Moscow, Daniil Aleksandrovich. He was born during a time of devastation and upheaval in Rus’. Kiev had been overtaken by the invading Mongol forces in 1240, and most of the Rus’ principalities had been absorbed into the Golden Horde of the Mongol Empire by the time Ivan was born. He ascended to the seat of Prince of Moscow after the death of his father, and then the death of his older brother Yury.

Ivan I. He was born around 1288 and died in either 1340 or 1341, still holding the title of Grand Prince of Vladimir.

Ivan I stepped into a role that had already been expanded by his predecessors. Both his older brother and his father had captured nearby lands, including Kolomna and Mozhaisk. Yury had also made a successful alliance with the Mongol leader Uzbeg Khan and married his sister, securing more power and advantages within the hierarchy of the Golden Horde.

Ivan I continued the family tradition and petitioned the leaders of the Golden Horde to gain the seat of Grand Prince of Vladimir. His other three rivals, all princes of Tver, had previously been granted the title in prior years. However they were all subsequently deprived of the title and all three aspiring princes also eventually ended up murdered. Ivan I, on the other hand, garnered the title from Khan Muhammad Ozbeg in 1328. This new title, which he kept until his death around 1340, meant he could collect taxes from the Russian lands as a ruling prince and position his tiny city as a major player in the Vladimir region.

Moscow’s Rise

During this time of upheaval, the tiny outpost of Moscow had multiple advantages that repositioned this town and set it up for future prosperity under Ivan I. Three major contributing factors helped Ivan I relocate power to this area:

  • It was situated in between other major principalities on the east and west so it was often protected from the more devastating invasions.
  • This relative safety, compared to Tver and Ryazan, for example, started to bring in tax-paying citizens who wanted a safe place to build a home and earn a livelihood.
  • Finally, Moscow was set up perfectly along the trade route from Novgorod to the Volga River, giving it an economic advantage from the start.

Ivan I also spurred on the growth of Moscow by actively recruiting people to move to the region. In addition, he bought the freedom of people who had been captured by the extensive Mongol raids. These recruits further bolstered the population of Moscow. Finally, he focused his attention on establishing peace and routing out thieves and raiding parties in the region, making for a safe and calm metaphorical island in a storm of unsettled political and military upsets.

Ivan I knew that the peace of his region depended upon keeping up an alliance with the Golden Horde, which he did faithfully. Moscow’s increased wealth during this era also allowed him to loan money to neighboring principalities. These regions then became indebted to Moscow, bolstering its political and financial position.

In addition, a few neighboring cities and villages were subsumed into Moscow during the 1320s and 1330s, including Uglich, Belozero, and Galich. These shifts slowly transformed the tiny trading outpost into a bustling city center in the northern forests of what was once Kievan Rus’.

Russian Orthodox Church and The Center of Moscow

Ivan I committed some of Moscow’s new wealth to building a splendid city center and creating an iconic religious setting. He built stone churches in the center of Moscow with his newly gained wealth. Ivan I also tempted one of the most important religious leaders in Rus’, the Orthodox Metropolitan Peter, to the city of Moscow. Before the rule of the Golden Horde the original Russian Orthodox Church was based in Kiev. After years of devastation, Metropolitan Peter transferred the seat of power to Moscow where a new Renaissance of culture was blossoming. This perfectly timed transformation of Moscow coincided with the decades of devastation in Kiev, effectively transferring power to the north once again.

One of the most lasting accomplishments of Ivan I was to petition the Khan based in Sarai to designate his son, who would become Simeon the Proud, as the heir to the title of Grand Prince of Vladimir. This agreement a line of succession that meant the ruling head of Moscow would almost always hold power over the principality of Vladimir, ensuring Moscow held a powerful position for decades to come.

A timeline of the Francis Scott Key Bridge collapse

Around 1:30 a.m. on Tuesday, Baltimore's Francis Scott Key Bridge collapsed when a cargo ship lost power and crashed into it. Officials were able to prevent cars from driving onto the bridge just before the accident, but eight construction workers remained on the structure and plummeted into the river below. Here's how the events unfolded. 

About 12:45 a.m.

The Dali, a Singaporean-flagged cargo ship, leaves the dock in Baltimore, moving through the Patapsco River.

Tug boats, which are routinely used at the Port of Baltimore to help get vehicles out of the docking station, were already cut loose when the Dali's pilots and crew lost control of the ship. Ships are not required to have escorts through the bridge.

About 12:56 a.m.

The boat begins to make a big arc, turning toward the Francis Scott Key Bridge .

About 1:24 a.m.

The NTSB, which  obtained the Dali's voyage data recorder,  which records audio from the boat's bridge and radios, said around 1:24 a.m., "numerous aural alarms were recorded on the ship's bridge audio." The device briefly stopped recording but then turned on again using the ship's redundant power source.

About 1:25 a.m.

The ship reaches its max speed and then loses power one minute later at 1:26 a.m. The crew on board makes a mayday call, saying a collision might be possible. 

The ship's pilot also made radio calls asking for tugs in the area and the pilot association dispatcher called the police at this point regarding the ship's blackout, according to the NTSB.

Baltimore County Executive John Olszewski said there were roughly two minutes between Dali's mayday call to authorities and the bridge collapsing. 

"If it lost steering and power, then basically it's a dead ship just being carried by the current or its own momentum," James Mercante, the president of the New York Board of Pilot Commissioners, told CBS News. 

"It would take quite a while — probably the length of five [or] six football fields — to bring that ship to a stop, even after dropping the anchors, because of its power and momentum. This is a behemoth," Mercante said. 

The pilot asked crew to drop the anchor, according to the ship's recorder. The crew made an effort to deploy the anchor, but it remains unclear how much progress was made, officials said. 

The pilot made another radio call saying the ship had lost all power.

After receiving the mayday call from the Dali, officials ask police to block traffic on either side of the bridge, 911 records show. "There's a ship approaching that just lost all their steering," the dispatcher says. "So until you get that under control, we got to stop all traffic."

Two emergency responders say thay have each stopped traffic on the north and south sides of the bridge.

The 911 records show concern was raised for a crew working on the bridge. "I'm not sure if there's a crew up there, you might want to notify whoever the foreman is, see if we can get them off the bridge temporarily," someone on the call says.

The boat starts to lose speed at around 1:29 a.m. and soon, it hits a column holding up the bridge.  Audio on the ship's recorder is consistent with the collision into Key Bridge, NTSB says.

Someone on the 911 call alerts the dispatcher that the whole bridge has collapsed. Emergency responders from Maryland Transportation Authority Police confirm they have held all traffic from entering the bridge.

Tuesday morning 

After the collapse, a search and rescue effort begins for the eight construction workers who were on the bridge. They worked for Brawner Builders and were filling potholes on the bridge. 

Several agencies, including the FBI, sent dive teams into the water for the search. 

The FBI also announced that there is "no specific or credible information to suggest there are ties to terrorism in this incident."

NTSB chair Jennifer Homendy the agency is leading the investigation, but focus remains on the people and families, saying "the rest can wait" and there wasn't a lot of information she could share at the time.

10 a.m. 

Maryland Department of Transportation Secretary Paul J. Wiedefeld announced in a news conference that two of the construction workers were recovered. 

One was unhurt and the other was treated at the University of Maryland Medical Center and has been discharged, according to CBS Baltimore .

Around 3:30 p.m.

At a Tuesday afternoon news conference, Maryland Gov. Wes Moore said the search and rescue operation  was still underway. 

Secretary of Transportation Pete Buttigieg said the administration will work with NTSB and the Coast Guard on the investigation into what happened and reiterated what President Biden said at an earlier news conference: The federal government will provide all the support needed to fix the bridge.

Search and rescue operations were suspended and officials transitioned to recovery efforts, with six of the construction workers still missing and presumed dead.

The men, all in their 30s and 40s, are from El Salvador, Guatemala, Honduras and Mexico, according to CBS Baltimore's partners at The Baltimore Banner. They have spouses and children and were described as "hard-working, humble men," by an employee at the construction company.

One of the missing was identified by the nonprofit organization CASA as Miguel Luna, who is originally from El Salvador. He is a husband and father of three, who lived in Maryland for 19 years. 

Honduras' Deputy Foreign Affairs Minister Antonio García said one of the missing workers, Maynor Yassir Suazo Sandoval, was from Honduras, The Associated Press reports. 

Guatemala's Ministry of Foreign Affairs said  two of the missing workers are from Guatemala. The Mexican Embassy in Washington also confirmed there were Mexicans among the six missing. 

A vigil was held for the workers on Tuesday night .

Divers headed back in the water on Wednesday when searchers recovered a vehicle with the bodies of two of the missing construction workers.

15 men brought to military enlistment office after mass brawl in Moscow Oblast

BALTIMORE (AP) — President Joe Biden got a firsthand look Friday at efforts to clear away the “mangled mess” of remains of the collapsed Francis Scott Key Bridge in Baltimore, as cranes, ships and diving crews work to reopen one of the nation’s main shipping lanes.

Aboard Marine One, circling the warped metal remains and the mass of construction and salvage equipment trying to clear the wreckage of last week’s collapse, Biden got his first up close view of the devastation. On the ground, he received a briefing from local officials, the U.S. Coast Guard and Army Corps of Engineers on the situation in the water and its impacts on the region.

Biden also greeted police officers who helped block traffic to the bridge in the moments before it was hit by the ship, which helped avert an even larger loss of life.

“I’m here to say your nation has your back and I mean it,” Biden said from the shoreline overlooking the collapsed bridge. “Your nation has your back.”

Eight workers — immigrants from Mexico, Guatemala, Honduras and El Salvador — were filling potholes on the bridge when it was hit by a huge cargo ship and collapsed in the middle of the night of March 26. Two men were rescued, but the bodies of only two of the six who died have been recovered. The president met Friday with the families of the victims near the bridge, the White House said.

“The damage is devastating and our hearts are still breaking,” Biden said.

Officials have established a temporary, alternate channel for vessels involved in clearing debris. The Army Corps of Engineers hopes to open a limited-access channel for barge container ships and some vessels moving cars and farm equipment by the end of this month and to restore normal capacity to Baltimore’s port by May 31, the White House says.

That’s important since longer delays in reopening shipping lanes could send shockwaves through the economy. As much as $200 million in cargo normally moves through Baltimore’s port per day, and it is the leading hub for importing and exporting vehicles.

More than 50 salvage divers and 12 cranes are on site to help cut out sections of the bridge and remove them from the key waterway. Officials told Biden they had all the resources they need to meet the targets for opening the channel into the Baltimore port.

Biden also announced that some of the largest employers affected by the collapse, including Amazon, Home Depot and Domino Sugar, have committed to keeping their employees on payroll until the port is reopened. That news followed days of outreach by state and federal officials to try to mitigate the economic impact of the incident.

“From the air I saw the bridge that has been ripped apart,” Biden said, “but here on the ground I see a community that’s pulled together.”

But it is still unclear how the costs of cleanup and building a new bridge will be covered.

The Federal Highway Administration has provided $60 million in “quick release” emergency relief funds to get started. Exactly how much the collapse will cost is unclear, though some experts estimate recovery will take at least $400 million and 18 months.

Biden said within hours of the collapse that “the federal government will pay for the entire cost of reconstructing that bridge, and I expect the Congress to support my effort.”

Senate Republican Leader Mitch McConnell likened the bridge collapse to assistance that flows after natural disasters and saying “the federal government will step up and do the lion’s share” of funding. But authorization is likely no slam-dunk in Congress.

The White House announced Friday it is asking Congress to authorize the federal government to cover 100% of the collapsed bridge cleanup and reconstruction costs, rather than seeking funding through a separate, emergency supplemental funding request.

In a letter to congressional leaders, Office of Management and Budget Director Shalanda Young noted similar techniques were used for recovery and rebuilding efforts that received bipartisan congressional support in 2007, when a highway bridge in downtown Minneapolis collapsed during evening rush hour, killing 13 people.

“We are asking the Congress to join us in demonstrating our commitment to aid in recovery efforts,” Young wrote, though it is still unclear exactly how much money the administration will need to cover the costs.

But some hard-line congressional Republicans are already lining up to demand politically controversial offsets for the funding. The conservative House Freedom Caucus issued a Friday statement saying, “If it proves necessary to appropriate taxpayer money to get one of America’s busiest ports back online, Congress should ensure it is fully offset and that burdensome regulations” are waved. It was referring to potential federal spending cuts elsewhere and to regulations like the Endangered Species Act.

The caucus’s letter also suggested that approval for bridge recovery funds be tied to the Biden administration agreeing to lift a pause it has imposed on exportation of liquified natural gas.

The funding questions only serve to heighten the collapse’s political implications as Biden squares off with former President Donald Trump in November’s election.

It’s the second major disaster along the country’s busy northeastern hub in as many years. Last summer, an overpass along Interstate 95 in Philadelphia caught fire and collapsed after a tanker truck slammed into it. Federal and state officials moved quickly on temporary repairs and ultimately reopened that section of the highway faster than expected.

But the cleanup and repairs in Baltimore will take far longer and be far more costly, making the chances it is a net political positive for Biden — especially in time for Election Day — far murkier.

That hasn’t stopped the Biden administration from championing anew a $1 trillion-plus public works package that cleared Congress in 2021.

The bridge collapse also has thrust into the national spotlight Maryland’s Democratic Gov. Wes Moore, 45, a leading voice in Biden’s reelection campaign’s effort to energize young voters on the 81-year-old president’s behalf. He accompanied Biden on the helicopter tour and during his briefings, and introduced the president before his speech.

The president himself has traveled the country showcasing construction projects on highways, bridges and tunnels. In 2022, he arrived for an event in Pittsburgh just hours after a bridge nearby collapsed. Promoting the public works package also has allowed the president to lean into his love of train travel and many years commuting to and from Washington on Amtrak as a Delaware senator.

Biden himself noted he’d been over the bridge “about a thousand times” commuting from Washington to his home in Delaware, prompting the state Department of Transportation chief to quip, “thank you for the tolls, sir.”
