As people know, Canada has been a world leader on vaccinations, and that’s just part of what Canadians were able to do through this pandemic, where we saw everyone, from frontline health workers, to community workers, to individual Canadians stepping up during this pandemic to be there for each other, to do the right things to get us through this. And it has culminated, of course, in vaccinations, as Canada is now among the world leaders in vaccination rates amongst eligible Canadians; that is 12 and older.

The government also… all orders of government have been there to support Canadians, particularly on the federal side, where we scrambled to deliver PPE, we scrambled to ensure that we have vaccines for everyone, and we're also ensuring booster shots for the coming years as they become necessary, listening to the expert advice that folks in NACI and other fields are going to be making on how we move forward.

But when we talk about the high vaccination rates of Canadians -- 82,85, 87% in various jurisdictions of Canadians fully vaccinated -- it's always eligible Canadians, because we know, particularly those of us who are parents, like I am of kids under 12, that not everyone can get vaccinated yet. We have heard that Pfizer has now submitted for regulatory approval at Health Canada, a pediatric vaccine for kids five to 11. And this is great news. I can assure you that Health Canada is going to be examining attentively that submission.

And even though I know parents are all going to be eager to get their kids vaccinated as quickly and as soon as possible, I want people to be patient, because Health Canada is going to be taking the time necessary to ensure that, like all vaccines approved for use in Canada, vaccines approved for kids five to 11 will be fully safe and effective. It is extremely important that they go through all the full processes necessary so that every parent can have confidence when these vaccines do get approved, that they will be safe for their children; to keep us all safe, to keep them safe, to keep our communities and schools safe as we move forward.

And therefore, what I'm very pleased to be announcing today is that we have worked directly with Pfizer, and shortly after the time comes for Health Canada to approve those vaccines for pediatric use, we will receive millions of doses in Canada, enough to get all kids under… between five and 11 vaccinated as quickly as possible.

We will have the supply necessary to support every kid across the country from five to 11 with vaccinations as soon as possible after Health Canada approved it.

This is good news today. Health Canada, as you know, is currently analyzing the data and carrying out the rigorous processes for approval of the Pfizer vaccine for kids five to 11. They’re going to take the time to make sure that it’s safe and effective, because all parents want their children to be safe but they don’t want to take risks either. So you can know that if and when Health Canada approves the use of Pfizer…the Pfizer vaccine for children, it’s going to be safe for your children.

At the same time, I can announce today that we have signed agreements with Pfizer so that as soon as it’s approved for use in Canada, very shortly after we will receive enough doses in Canada to ensure that all kids in Canada from five to 11 can be vaccinated. This is great news for all parents and children across the country because we have wanted for a long time now to ensure that our children have the extra protection that vaccination will give them, as more than 80% of adults in Canada have already done.

A few weeks ago, we made a number of promises regarding our priorities in terms of vaccination and the fight against COVID. We delivered on our promise to ensure a mandatory vaccination mandate for trains and planes, a mandatory vaccination mandate for public service workers, and today I’m pleased to be able to confirm a third component of that promise, which is the certification – or the uniform proof of vaccination for international travel, which will be available across the country.

We made a commitment to ensure that there is a national standard for a proof of vaccination certificate that will be issued by every province and territory so that people can travel domestically, but particularly internationally, and today I'm happy to confirm that all provinces and territories have confirmed that they will be moving forward with a standardized, national proof of vaccination. As of today, so far, we have Saskatchewan, Ontario, Quebec, Nova Scotia, Newfoundland, and all three provinces… all three territories, Nunavut, Northwest Territories and Yukon, who already have put into use the national standard for proof of vaccination.

You can download it onto your phone, you can print it out, you can ask for a copy by mail if you don't have those capacities, but you are now able to show proofs of vaccination immediately in all those provinces. And all other provinces have agreed and are working hard to come online so that as Canadians look to start travelling again, there will be a standardized proof of vaccination certificate that, as we said, we will be picking up the tab for, at the federal level, to ensure that all provinces are able to do it, and we’ll also move forward on our other commitments we made around vaccinations and safety and COVID, which is moving forward on legislation to keep healthcare workers safe from intimidation and being hassled, so we can end this pandemic and get back to the things we love.

It's a reminder as well, as we move forward on all these measures, for folks who still haven't yet gotten their full vaccinations, please get yourself vaccinated. It's the way we can all get back to the things we love, avoid further lockdowns, and make sure that our economy comes roaring back and we're keeping our most vulnerable as protected as possible.

Third, and I’m going to hand it over to…very shortly here to Chrystia Freeland to talk more about that, but in terms of economic recovery, we have seen some good news. First of all, Canada has already recovered 100% of the jobs that were lost at the beginning of the pandemic. We are seeing many businesses, a lot of growth again throughout the economy, but we recognize that there are still sectors that are hard hit. We see, for example, the tourism industry, the restaurant industry, particularly in the downtown areas, still facing many challenges from the implications of COVID-19.

And we made a direct promise to Canadians that we were going to be there to support them for as long as necessary, but that we were also going to be there to ensure a strong and swift economic recovery, and so I’m very, very pleased to be able to turn it over to Minister Freeland to share the details of the next steps in our plan to fight COVID-19 and support Canadians while facilitating a strong and swift economic recovery.

Canadians eager to start travelling outside of the country again got a dose of hope when the federal government announced a plan to ease border restrictions. But the news still left many people with a lot of questions.

In late June, Ottawa said fully vaccinated Canadians and permanent residents will be able to enter the country without having to quarantine beginning the night of July 5.

But there are conditions, including that incoming people must obtain negative COVID-19 tests both before and upon arrival, be asymptomatic and have a quarantine plan in the event a test comes up positive.

They also must electronically submit proof of full vaccination against COVID-19 — two doses of a Canadian government-approved vaccine received at least 14 days prior to arrival in the country — to the most recent version of  the government's ArriveCAN app .

That last point prompted many people to ask the first of several questions we'll answer below.

What if I don't have a cellphone or smartphone?

If you can't access the ArriveCAN app on your phone, or you don't have a phone or one with data while travelling, there are alternatives for you.

The Public Health Agency of Canada (PHAC) says you can enter your information on the ArriveCAN website within the 72 hours before your planned arrival in Canada and then print or take a screenshot of your receipt and bring it with you.

You can also ask a friend or a relative to enter your information on the website for you, then give you the printout or screenshot. You do not need to be travelling together. The ArriveCAN website is accessible for people with visual disabilities, PHAC said.

So, to be clear, while having a phone with the app is not crucial, if you don't provide the mandatory information on the ArriveCAN website before arriving, you will be required to quarantine for 14 days upon arrival and to provide a COVID-19 test result from the day you arrive as well as eight days after.

Fully vaccinated Canadians do not need to quarantine starting July 5

Why do i have to submit a quarantine plan if fully vaccinated people are exempt from quarantine .

This is required in case you're denied the quarantine exemption when you arrive in Canada, either because you have symptoms of COVID-19 or your vaccination status and documentation don't meet the requirements.

"Final determination of whether or not you qualify for the exemption is made by a government representative at the border," according to a government website .

So you'll have to confirm that you have somewhere to stay for at least 14 days where you'll have access to necessities such as food, water and medication, can avoid contact with anyone you didn't travel with and won't have any visitors. What kind of proof of vaccination do I need to submit?

When providing electronic proof of your vaccination, the Canadian government website says you must load the following documentation into the ArriveCAN app or web portal:

  • The details of your first dose (date, country and vaccine you received).
  • The details of your second dose if one was required (i.e., for Pfizer, Moderna and AstraZeneca vaccines).
  • A photo or PDF file of the record of each dose of your vaccination, such as receipts, cards, or confirmations.
  • Accepted file formats are: PDF, PNG, JPEG or JPG.
  • Each image upload has a 2 MB size limit.

What if I'm travelling with unvaccinated children?

There is not yet an approved vaccine in Canada for kids under 12. For now, the government says young children travelling with fully vaccinated parents will have to quarantine when they get home.

"Undoubtedly, this will be challenging for families who want to travel," Health Minister Patty Hajdu said during a briefing on June 21.

"The advice from the team — that is scientists and public health experts — is that to protect Canadians from contact with an imported case of COVID-19, children under 12 do need to quarantine for the full 14 days."

There is no need for families with kids to stay at a quarantine hotel when they arrive back in Canada — the kids can go home with their parents to fulfil their quarantine.  

If unvaccinated children have to quarantine, do the parents need to stay home too? Can the kids play outside? 

Parents who are fully vaccinated are not subject to quarantine even if their children are, according to a spokesperson for the Public Health Agency of Canada. 

"However, others who do not live in the household (that could include grandparents) would not be permitted to visit during the quarantine period," spokesperson Marc Johnson said in an email to CBC News.

The children under quarantine are OK to play outside if the backyard is private, Dr. Jim Kellner, a pediatrician and infectious disease specialist with the University of Calgary, said during a recent interview on CBC's News Network.

"They do still need to quarantine, and that means staying at a place without other family members and having their own space and staying within the confines of that home, which includes the outdoor yard," the doctor said.

However, he said that children should not be playing outside in shared outdoor spaces, such as shared balconies at apartments or condo buildings.

"With quarantine, you're expected to stay within your own private space."

What if my spouse is not Canadian? Do they have to quarantine?

The easing of the restrictions applies to all fully vaccinated Canadians, permanent residents and some foreign nationals who are eligible to enter Canada, according to Public Safety Minister Bill Blair.

"It is the traveller's responsibility to plan ahead, to understand their obligations and to understand if they are eligible,"  he said.

Travellers can find out if they are eligible to enter Canada on the Government of Canada website. PHAC cautions that some provinces and territories have their own entry restrictions in place for travellers coming to Canada from another country, and it is up to each individual to verify and follow any specific requirements .

Who can enter Canada under upcoming eased travel restrictions

Will canada be issuing a vaccine passport .

Prime Minister Justin Trudeau said Tuesday that the federal government will work with provinces to ensure there is an "internationally accepted proof of vaccination" for international travel but will leave domestic options up to the provincial governments.

Some provinces have introduced systems similar to a domestic vaccine passport, while others have come out against the idea.

In Prince Edward Island, travellers from other Atlantic provinces can apply for a "P.E.I. Pass" to avoid having to self-isolate. Quebec authorities have also said they'll bring in a passport system to keep people who aren't fully vaccinated out of crowded public spaces should a fourth wave of COVID-19 hit.

Alberta Premier Jason Kenney, on the other hand, has said he believes a vaccine passport system would violate privacy laws.

What if I can't get a vaccine for health reasons?  

Since people who are unable to receive the vaccine — due to eligibility, allergies or other medical reasons — can be infected by COVID-19, they can also transmit the virus and its variants to others, PHAC pointed out.

"As a result, those who are currently unable to be fully vaccinated will be required to complete the day-8 [COVID-19] test (if they are over five years of age) and full 14-day quarantine," the agency said in an email.

What if I have mixed doses of vaccine? Or doses from different provinces?

In Canada, fully vaccinated is defined as having received two doses of a COVID-19 vaccine at least 14 days before arrival to Canada. The mixing of Canada's approved vaccines is accepted.

The four approved vaccines in Canada are:

  • Pfizer-BioNTech
  • AstraZeneca-Oxford
  • Johnson & Johnson

You may have received two doses of the same vaccine, or a combination of two of them (for example, one dose of Pfizer plus one dose of Moderna, or one dose of AstraZeneca plus one dose of Pfizer or Moderna).

People who have received the Johnson & Johnson vaccine only need one shot.

It is OK if you received your first dose in one province and your second dose in another. You simply need to be able to provide the documentation that proves you are fully vaccinated according to Canadian criteria.

Canada will not renew its last COVID-19 border restrictions when they expire at the end of this week, meaning visitors will soon be able to enter the country without showing proof of vaccination.

Ottawa confirmed Monday that requirements for international travelers, like vaccination, testing before or shortly after arrival and following quarantine rules, will expire Oct. 1.

It also means the end of the much-maligned ArriveCan app that travelers must use to show their vaccine status and test results.

“We’ve heard serious concerns, not just from travelers who are trying to cross the border, but from border town mayors,” said Taylor Bachrach, transport critic for the opposition New Democratic Party. “And so if this rumor that we’re hearing that they’re going to make the app optional, if that’s true, I think that is something that will be welcomed by a lot of people.”

As to the timing of the announcement, Prime Minister Justin Trudeau’s Liberals say decisions were made in the best interests of the health of Canadians and in line with scientific data.

For months, the travel and tourism industries have called for the heightened border restrictions to be lifted, saying they have cost them millions of dollars in revenue and fears that many Americans will change their habits and no longer consider visiting Canada in the future.

Measles cases are increasing worldwide.

Before travelling, check that you and your family have received the recommended measles vaccinations.

Do not travel if you have symptoms of measles or have been in contact with someone with measles.

If you develop symptoms of measles after your return to Canada, call a health care provider right away.

Global Measles Notice

When travelling outside Canada, you may be at risk for a number of vaccine preventable illnesses.

You should consult a health care provider or visit a travel health clinic preferably six weeks before you travel. This is an opportunity to:

  • review your immunization history
  • make sure your provincial/territorial vaccination schedule is up-to-date
  • discuss any trip-related health concerns you may have
  • assess your needs based on where you plan to travel and what you plan to do

You may need additional vaccinations depending on your age, planned travel activities and local conditions. Preventing disease through vaccination is a lifelong process.

Vaccination recommendations by destination

Yellow fever vaccination.

Some countries require proof that you have received a yellow fever vaccination before allowing you to enter the country. Consult an embassy or consulate of your destination country in Canada for up-to-date information on its entry and exit requirements before you travel abroad.

Other countries may require you to have been vaccinated for yellow fever if you have passed through an area where yellow fever may occur .

Proof of vaccination must be documented on an International Certificate of Vaccination or Prophylaxis . You must carry the original certificate with you.

In Canada, the vaccination is only given at designated yellow fever vaccination centres .

Entry requirements

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel.

The authorities in Canada set and enforce entry rules. If you’re not sure how these requirements apply to you, contact Canada’s High Commission in the UK .

COVID-19 rules

Countries may restrict travel or bring in rules at short notice. Check with your travel company or airline for changes.

If you test positive for COVID-19, you may need to stay where you are until you test negative. You may also need to seek treatment there.

Travel to Canada

There are no COVID-19 testing or vaccination requirements for passengers entering Canada. Avoid travelling if you have symptoms of COVID-19. See the Government of Canada’s website for more information on COVID-19 and travel.

Public spaces and services

The Government of Canada recommends that all travellers wear a face mask on public transport.

You may be asked to wear a face mask indoors, such as in hospitals or on public transport. You may need proof of vaccination to visit settings such as care homes.

Local authorities in Canada can introduce restrictions or measures at short notice. Comply with the rules and advice of the local authorities. Check the COVID-19 guidance for each province and territory .

Passport validity requirements

Your passport must be valid for the duration of your stay.

Visa requirements

Most people need a visa or an Electronic Travel Authorization (eTA) to travel to Canada – not both.

You do not need a visa for short visits (normally up to six months). You will need an eTA instead. Check entry requirements and find out if you need a visa or an eTA for your visit using this tool.

You may need to provide fingerprints and photos at a visa application centre to apply for permanent residence or a study or work permit. Find out if you need to give biometrics. If you do need to give biometrics, see the list of biometrics collection points .

When you arrive, you must show that you have enough funds to support yourself during your stay, even if you are staying with family or friends.

Contact Canada’s High Commission in the UK if you are unsure about visa requirements or your eligibility to enter the country, for example, if you have a criminal record or have been arrested.

Electronic Travel Authorisation (eTA)

You must get an Electronic Travel Authorisation (eTA) to enter or transit Canada by air, unless you’re exempt. Read the list of exemptions on the ETA website . If you enter Canada by land or sea, you don’t need an eTA. However, you must travel with acceptable travel documents and identification .

If you have British-Canadian dual nationality, you cannot apply for an eTA. You need a valid Canadian passport instead.

Visa and eTA scams

Some  unauthorised websites  charge for submitting visa applications. These websites are not associated with the Government of Canada.

If you think you may have been a victim of a scam, use the eTA Check Status tool to confirm if your eTA is valid. If it has been 72 hours since you applied, and you have not received a confirmation of your application, complete this enquiry form .

Transiting through Canada

You must have a valid Electronic Travel Authorisation (eTA) to transit Canada, unless you are exempt.

Travelling with children

If only one parent is present, carry a letter of consent from the non-travelling parent. Immigration officers have the right to question children using simple and appropriate language to see if there are any concerns about child abduction.

Customs rules

There are strict rules about goods that can be taken into - and out - of Canada . You must declare anything that may be prohibited or subject to tax or duty.

Banned food products will be confiscated and you could be fined. Check the Canadian Food Inspection Agency website for more information.

If you visited a farm, or had contact with wild animals before entering Canada, and intend to visit a farm during your stay, you must complete the relevant section in your Customs Declaration Card. For more information, see the Government of Canada’s website on biosecurity .

Starting Monday, April 8, 2024, people in British Columbia will have access to a free spring COVID-19 vaccine booster to maintain and extend protection for themselves and their loved ones against serious illnesses from COVID-19.

The spring COVID-19 booster will be available throughout the province at pharmacies, regional health-authority clinics, some primary-care offices, and community health centres. This spring vaccine remains free and available for everyone six months and older.

Given the decreased rates of viral respiratory infections in the community, additional infection prevention and control measures implemented in fall 2023 in health-care settings are no longer required at all times. People are still encouraged to wear masks in health-care settings as appropriate, to continue to cover coughs and stay away from others when feeling sick. Health-care workers will continue to wear appropriate personal protective equipment, such as masks and respirators, in accordance with their point-of-care risk assessments.

While the peak of the respiratory illness season has passed, the SARS CoV-2 virus continues to circulate at lower levels in the community. The protection from infection that COVID-19 vaccines provide decreases over time, particularly in older people, so a spring COVID-19 vaccine booster will ensure people stay protected.

Aligned with advice from the National Advisory Committee on Immunization, B.C. health officials recommend the following people consider receiving an additional dose of the XBB.1.5 COVID-19 vaccine:

  • adults 65 and older;
  • Indigenous adults 55 and older;
  • adult residents of long-term care homes and assisted-living facilities (including those awaiting placement); and
  • individuals six months and older who have been diagnosed as clinically extremely vulnerable (a CEV 1 or CEV 2 condition).

B.C.’s COVID-19 spring program is focused on providing vaccines to those most at risk of severe COVID-19 illness or complications, and people who have not yet received an updated vaccine dose. However, anyone who feels they would benefit from an additional dose of the XBB.1.5 COVID-19 vaccine can contact the call centre at 1 833 838-2323 to book an appointment or walk into a pharmacy where the vaccine is available. Vaccine appointment capacity is available in all regions.

The 2023-24 respiratory illness immunization campaign was launched to the general population on Oct. 10, 2023. As of end of day March 31, 2024, B.C. had administered 1,457,246 doses of COVID-19 vaccines and 1,562,023 doses of influenza vaccines.

  • Invitations will start going out on Monday, April 8, 2024; reminders will be sent out to those who have not yet received an XBB.1.5 dose and to those who fit the listed categories.
  • There are approximately 3.9 million people in B.C. who have not received a COVID-19 XBB.1.5 vaccine.
  • B.C. has more than 900,000 doses of Moderna and Pfizer COVID-19 vaccines (adult, infant and pediatric) in stock and approximately 13,000 doses of the Novavax COVID-19 vaccine in stock for those requiring a non-mRNA vaccine.

Travel tips for snowbirds returning to Canada

The Canada Border Services Agency and the Canadian Snowbird Association are encouraging Canadians who have spent the winter abroad to plan ahead for a smooth return to Canada this spring.

These are the top travel tips to know before arriving at the border:

Have your travel documents handy.  Whether travelling by land, air or water, you can help speed up processing times by coming prepared with your travel documents.

Driving home? Plan ahead and check  border wait times . You can avoid waiting in line by planning your drive to cross the border during non-peak hours such as early morning.

Flying home? Save time with Advance Declaration .  Download the application on your smart phone to make your customs declaration up to 72 hours in advance of your arrival into Canada at the Toronto, Vancouver, Montréal, Winnipeg, Halifax, Québec City, Ottawa, Billy Bishop, Calgary and Edmonton international airports. Data shows that using this tool can reduce time at a kiosk or eGate by up to 50%.

Be prepared to declare your goods upon entry into Canada.  Gather your receipts for goods purchased or received while away before you travel and keep them readily available. Visit I Declare: A guide for residents returning to Canada and use the  CBSA duty and taxes estimator  to help calculate your monies owed. You should be aware of everything that is inside your vehicle as you are responsible for its contents.

Know your exemptions from duties and taxes .  If you have been outside of Canada seven days or more, you can import goods worth up to CAN$800, duty-and tax-free. Within this personal exemption, you are allowed to bring back duty and tax free: 

  • Two bottles of wine (1.5 litres total), or one large standard bottle of liquor (1.14 litres),  or  approximately 24 cans or bottles (355 ml each) of beer (8.5 litres total); and,
  • 200 cigarettes, and 50 cigars, and 200 grams manufactured tobacco,  and  200 tobacco sticks. The packages must be stamped “duty paid,” as you would find them at a duty-free store. 

Travelling with medication?  If you have a prescription for a narcotic or controlled drug, you must declare it and ensure its in properly labelled container. Learn more about your responsibilities .

Travelling with firearms? If you are travelling with a firearm be sure to check the  rules on importing firearms  and other  restricted and prohibited goods before your departure. Better yet, consider leaving the firearm at home.

Importing a vehicle ?   If you are a resident of Canada you can  temporarily import a vehicle  that is licensed and registered in the United States, however, the duty and tax implications, the length of time the vehicle can remain in Canada, and how the vehicle can be used in Canada may differ. If you are permanently importing a vehicle from the U.S. or Mexico, visit Canada’s  Registrar of Imported Vehicles  website prior to arriving at the border for details about vehicle eligibility and the overall process, including the necessary duties and taxes.

Bringing poultry across the border?  Any poultry products you wish to bring into Canada must be for human consumption, retail packaged and labelled as a "Product of the USA." Homemade food or leftovers containing poultry cannot be brought into Canada. Travelling with a pet or importing an animal into Canada? You will need the right paperwork at the border to meet Canada's import requirements.

Not sure? Ask a border officer.  The best thing you can do to save time is to be open and honest with the CBSA officer. Be sure to follow all instructions they provide to you. If you are not sure about what to declare, don't hesitate to ask. Our officers are here to help!
