Kauai - The Garden Island

Kauai is the Hawaiian island treasured for its lush tropical greenery and sparkling sand beaches. Visitors to the island are in awe of its postcard-perfect beauty, as well as its diversity of cultures, activities, shopping and dining. Verdant rainforests, impressive golf courses, vibrant scenery, friendly faces, blissful breezes, navigable rivers and striking waterfalls are just a few of Kauai's spectacular offerings. Exploring Kauai is to unearth secrets more than five million years old and the world's greatest natural wonders. Walk along beaches where the ocean marries the coastline in a heavenly match; watch with wonder as dolphins and whales swim in their natural habitat; and observe the panoramic beauty of Kauai's remarkable vistas. Where else in the world can you discover an island that truly bestows everything on its guests: soft, refreshing coolness atop a mountain; brief, misty rain showers; an arid desert; and the ever-smiling warmth of the sun?

A quick glance at a map gives little clue to the unfolding wonder and diverse scenery that Kauai has to offer. From tranquil forests, interrupted by the occasional calls of native birds, to the steep green ramparts of the Na Pali Coast, to the beaches and towns that dot the shore - Kauai deserves leisurely exploration. With essentially one road, you can take time to get acquainted with the island's geography. Along the way, you'll discover natural beauty, historic byways and very contemporary luxuries. Take your beach towel, hiking shoes, sunglasses and a picnic lunch, and follow the signs to the amazing sights. Don't forget your camera!

NORTH SHORE: A gathering of stunning vistas, historic sites and quaint towns. North Kauai is perched between mountains and sea. This quiet stretch of road, stitched together by one-lane bridges, leads to the Hawaiian Islands northernmost point; to tranquil Hanalei, and beyond, at its end, to the cliffs and idyllic beaches of the Na Pali Coast.

HANALEI: The grandeur of Kauai's North Shore is revealed from picture-perfect Hanalei Valley Lookout. The small, peaceful town of Hanalei is filled with colorful shops, restaurants and unique art galleries. Lumahai Beach is where Mitzi Gaynor "washed that man right out of my hair" in Hollywood's memorable musical, South Pacific. Or pack a picnic and venture out to Hanalei Bay, which Dr. Beach named America's Best Beach in 2009. On Sunday, listen to Hawaiian hymns at Waioli Huiia Church. And after a busy day, relax under a luminous Hanalei Bay sunset.

EAST SIDE: Known as the Royal Coconut Coast, East Kauai was once the home of royalty. With its tumbling waterfalls, palm-fringed river and beautiful beaches, it's easy to see why this place was chosen. Explore the Wailua River's meandering waters, play on the golden sands of the East Side beaches and stop for a meal and stroll in the town of Kapaa.

LIHUE: Lihue is the island's government hub and airport gateway, but it also captures the unique spirit of Kauai. Beautifully preserved traditional fishponds, plantations and museums offer a glimpse into a rich and treasured past; while pristine beaches, exquisite golf courses, a cruise ship harbor and plenty of shopping extend a very present-day welcome.

SOUTH SHORE: Once the main port of entry to Kauai, the island's south shore includes the 10-mile Koloa Heritage Trail - an ideal place to examine relics of local history. Take in the recurring drama of the Spouting Horn; keep an eye out for rare monk seals; enjoy the sunny beauty of Poipu Beach; visit two of Kauai's impressive botanical gardens; play a round of golf. There's so much to do on Kauai's sunny side.

WEST SIDE: Kauai's West Side is defined by nature and scenery on a grand scale. From the laid-back and historic town of Waimea to the enormous drama of Waimea Canyon, this stretch of shore, road and parkland includes some of the island's most memorable sights and stunning panoramas.

WAIMEA CANYON: This massive canyon known as the "Grand Canyon of the Pacific," provides stunning views of Kauai's lush valley and tropical forest canopies. There are numerous lookouts if sightseeing by car, as well as over 40 miles of hiking trails.

NA PALI COAST: Spectacular, drama, challenge, beauty. These words begin to describe the Na Pali Coast of Kauai, but miss the epic proportions, the stunning colors of land and water, the historic importance, the remote isolation and the magic. Iconic green-clad ramparts overlooking uninterrupted views of the Pacific soar more than 3,000 feet above the turquoise sea. White sandy coves sit undisturbed in their rocky shelter. This is a place of awe and wonder.

FILM LOCATIONS: Jurassic Park I, II and III; Pirates of the Caribbean; Avatar; King Kong; Raiders of the Lost Ark; Tropic Thunder; The Descendants and South Pacific, to name a few, were all filmed on Kauai. Is it any wonder? With the dramatic backdrop of towering mountains and cascading waterfalls in an almost primal setting, it makes any screenplay come to life.

Nicknamed "The Garden Isle," Kauai is covered with green mountainsides, carved with dramatic cliffs and canyons, and drenched with enchantment. The northernmost and oldest of the Hawaiian islands is a place that is shared among those who celebrate the incredible natural beauty of this remarkable place. Enjoy Kauai's easy pace, whether you're kayaking down Hawaii's only navigable rivers, riding a zipline over the treetops, or sipping a Mai Tai on a sunset sail. Allow the island's unique charm to tantalize and enrich every moment of your vacation. An emerald treasure, Kauai is your special island to explore, discover and appreciate.

Travel Tips and Tidbits

HANALEI BRIDGE REPAIRS

Effective June 27, 2023 Kuhio Highway between Hanalei Plantation Road and Ohiki Road in Hanalei (North Shore) will be closed from 11:00 PM to 5:30 AM every Sunday through Thursday night due to essential repairs to the Hanalei Bridge. The repairs are expected to be completed in about six months, but could take longer due to weather and other potential repair delays. If you're planning a visit to this part of the island, be sure to check the current status to ensure you are able to enter and exit the area when you want/need to do so.

Kīlauea Point National Wildlife Refuge is located on a portion of the former Kilauea volcanic vent and includes spectacular views from atop a 180-foot ocean bluff. The

Refuge is one of the best places in the state to view seabirds rarely seen from land, like the red-footed booby, great frigate, and Laysan albatross. The world's rarest goose and Hawaii's state bird, the nene, frequents the Refuge as well. Visitors also have a chance to view

spinner dolphins, Hawaiian monk seals, green sea turtles, and humpback whales (December - May) in the water below. Native Hawaiian coastal plants are abundant. The Refuge is also home to the Daniel K. Inouye Kīlauea Point Lighthouse. A timed entry reservation is required to visit Kīlauea Point National Wildlife Refuge. Reservations can be made here .

If you plan on going past Hanalei to see more of the North Shore's spectacular scenery, such as Ha’ena State Park, Ke’e Beach, Hanakapī’ai Beach and Waterfall, etc., non-residents will need to obtain a parking + entry pass or a shuttle + entry pass in advance of their arrival. Advance reservations can be made here . Parking is extremely limited and the parking passes sell out quickly, so please consider a shuttle + entry pass.

Waimea Canyon is a spectacular destination known for its scenic beauty. Nicknamed the “Grand Canyon of the Pacific” by Mark Twain, it offers multiple drive-up lookouts, vantage points, hikes and waterfalls. Koke'e State Park is adjacent to Waimea Canyon State Park; the two running together to essentially form one big park. Kokeʻe is blessed with a myriad of hiking trails to explore, as well as a natural history museum, a restaurant & lodge, and a campground. Reservations are not required for entrance or parking at Waimea Canyon State Park and Koke'e State Park, but non-residents must pay a per person entry fee, as well as a parking fee. Once paid, the fee covers both parks and includes all four lookouts - Waimea Canyon, Pu'u Hina Hina, Kalalau, and Pu'u o Kila. Fees can be paid at any of the kiosks (pay boxes) located in the parking area of the lookout sites. Credit card payments only.

In many cultures, a waterfall is often used to symbolize letting go, cleansing, and the continuous flow of energy and life. Kauai is known as "the rejuvenating island" and is referred to as "the Garden Island."  As such, it is home to several waterfalls that complement some spectacular sites around the island.  Two of the easiest to see are located near the Wailua River, the largest navigable river in Hawaii. Drive to Wailua Falls on Ma'alo Road (Hwy. 583) to see these twin falls plunge almost 100 feet to the bottom. (There are parking spaces right by the falls.) You might recognize Wailua Falls from the opening credits on the TV show Fantasy Island. Next, drive up Hwy. 580 on Kuamo'o Road to the scenic overlook of Opaeka'a Falls. There is a large parking area from which you can view the falls. In addition, there's a Wailua River Valley overlook right across the road that offers scenic views of the valley. Your GPS will direct you to both of these waterfalls.

Farmers' markets are a wonderful way to support the local community and enjoy some of the local food. One of the best farmers' markets on Kauai is the Kauai Culinary Market that is held at The Shops at Kukuliula every Wednesday from 3:30 PM to 6:00 PM. Not only do you have the opportunity to enjoy some great food and great music, there are many other local products you can purchase, which is a good way to support small business owners. If you happen to be on the island's east side on  a Saturday between 9:30 AM and 1:00 PM, another good option is the Kauai Community Market at Kauai Community College in Lihue.

ALOHA PLEDGE

Whether you're just stopping through, hanging for a while, or planting new roots here on the island of Kaua'i, we ask you to commit to protecting this beautiful land by joining us in

"The Aloha Pledge"

The Aloha Pledge

Children of kaua'i.

- I pledge to always live the spirit of aloha as I visit your special home.

- I will take time to learn about the Hawaiian people and culture.

- I will preserve and protect your home and will engage with the people, places, and wildlife in a kind and respectful way.

- I will give fish and other wildlife space. I understand feeding marine life can damage their health and disrupt behavior.

- I will stay off the reef. I understand that even barely brushing coral  can kill an entire colony.

- I will give space to the fishermen so I do not scare the catch away. I understand the fishermen feed their families this way.

- I will only use “reef safe” sunscreens and bug repellents, free of oxybenzone and parabens to avoid ocean and water contamination.

- I will only stay in legal, licensed visitor accommodations.

- I will look for welcoming signage letting me know that an area is public and safe and I will always obey appropriate signage for the safety of myself and others.

- I will buy flowers and produce from the store or a farmers market and will not pick them from someone’s yard.

- I will clean and decontaminate all of my footwear and hiking gear with 70% alcohol or a 10% bleach solution to prevent Rapid ʻŌhiʻa Death and stop other invasive species from spreading.

- I will protect special places by never geo tagging them on social media.

- I will always leave places the way I found them.

- I will pack my trash and will even pick up the trash of others I may pass along the way.

- I will always share aloha, kindness and respect as I enjoy this special experience with others.

-I will not stack rocks or take apart rock walls as it is offensive to native Hawaiians.

"He Ali'i Ka 'Āina; He Kauwā ke Kanaka"

"The land is chief, man is its servant."

HANALEI TO HA'ENA ROAD CODE OF CONDUCT

Please take the shuttle.

If you choose to drive your own vehicle, please follow these helpful hints:

  • Conduct thorough research on the road from Hanalei to Hāʻena. Check weather reports before heading out to clarify driving conditions.
  • There is only ONE way in and ONE way out.
  • Driving the road from Hanalei to Hāʻena is HIGHLY discouraged on occasion of heavy rains or high winds.
  • If road closures occur due to flooding, downed trees or landslides, and you have not evacuated in time, you will be stuck until the weather abates and crews can come to clear the road.  This can take hours and even days.
  • Check before crossing a one-lane bridge to see if there is already a vehicle starting to cross from the other side. If so, yield and leave room for them to pass you.  If no one is there, go. Follow the flow of traffic in groups of 5-7 cars over bridges.  Each side takes turns.
  • Be cautious driving over stream crossings. "Turn around, don't drown". Heavy rain in the mountains can cause flash flooding in coastal areas, even if it's not raining here. Better to wait an hour than to get swept out to sea.
  • Parking is limited to only 100 stalls at Hāʻena State Park (advance reservation required) and only 40 stalls at Maniniholo County Park.
  • Parking is heavily enforced with $200 fines for illegal parking.
  • Use caution and plan accordingly for the areas rural landscape, limited amenities and only a single restroom at both the County and State Parks.
  • Before entering Hanalei, clean and decontaminate all footwear, hiking gear and vehicles with 70% alcohol or 10% bleach solution to prevent both Rapid Ohiʻa Death and other invasive species from spreading.
  • Focus on the road and around corners and turns ahead of you. Drive with full awareness.
  • A build up of cars behind you indicates there is traffic that can maneuver the road more efficiently. Please safety pull over to let veteran commuters pass.
  • Remember, you are driving in a rural neighborhood. Share the road with bicyclists, kids, dogs, cats, pigs and horses.
  • Look for welcoming signage to let you know if an area is public. If none is visible the area is private property.  Please do not intrude.
  • Please leave every place better than you found it.  Pick up all rubbish you bring and any you may see.
  • Mahalo for being safe during your stay and sensitive to the fragile natural and cultural resources of Kauaʻi.

We used Travel To Paradise for our trip to Hawaii. Meg was incredible! She stayed in contact with me and really helped me navigate changing our dates/flights/plans during Covid. It was a stressful time with the uncertainty of travel but Meg kept us up to date and helped every step of the way, she really put us at ease. Every excursion and activity she helped plan for us was personalized to our family and exceeded our expectations. Absolutely couldn't have done it without her help and guidance. If you are planning a trip to Hawaii, call Meg at Travel To Paradise!

Meg is such a sweet, personable, helpful person! She helped to take a lot of stress off my shoulders when we booked our very first Hawaiian vacation. She gave me multiple options to choose from and was very accommodating. She contacted the rental car company for us when I had a question about it. I plan on making another trip to Hawaii in the near future and will definitely be contacting Meg. So nice to have someone who lives IN Hawaii, help plan the perfect trip of a lifetime! You cannot go wrong with Meg!

Aloha fellow travelers,

I wanted to personally let you know about the amazing and outstanding travel planning services of Meg Nichols, from Travel to Paradise. I know a lot of people try to book their travel themselves these days...but think again...using Meg to help us personally plan and book our Hawaiian Family Adventure was the best decision we made. When I first contacted her, Meg was super fast in her reply. She listened to what my family's unique needs and wants were for our Hawaiian vacation. She put together a SPOT ON itinerary at an amazing price.

We can't wait to get back to Hawaii! What an absolutely AMAZING adventure. Thank you Meg.

Meg also recommended a separate person to book all our activities (Zipline, ATV, Snorkel, Luau etc) . She was wonderful too.

Booking with Meg, at Travel to Paradise, literally helped my family enjoy paradise without a single worry or concern. Every hotel was prepared for us. Every flight, island transfer, rental car and hotel check- in was about as easy as it gets. My husband and I have traveled all over the world, from French Polynesia to Africa and back...and Meg's personal touch, with ****EXTRA Birthday SURPRISES for me, just added a cherry on top of our amazing Hawaiian Family Adventure.

Let Meg help you plan and book your trip. You will not regret it. She is on top of everything, knows details only locals know, checks in with you repeatedly, and can get you great deals.

With Sincere Aloha, The Sokol Rogers Family John's Creek, Georgia

I highly recommend Travel to Paradise! Working with Paula was a great experience! She’s knowledgeable, patient, honest and has the sweetest personality. I celebrated my birthday in Maui and she was a tremendous help with helping me organize, plan and book everything. She’s super easy to work with, and gives the best recommendations and travel advice. Contact her for your next trip to Hawaii, you’ll be so glad you did!!

Rochelle, Mesa, AZ

I've delayed writing you this email because it means our trip is officially over. I'm not even sure how to express our gratitude for your guidance (and patience) with us while booking this trip.

Our trip was a dream - waking up to the sounds of waves (and roosters), enjoying coconut shrimp and endless pina coladas in our cabana, and exploring parts of the world we've never seen. Something I didn't share with you before - I was really close to my grandmother growing up, and she passed away 14 years ago. Hawaii was her favorite place on earth, and Kauai her favorite island. Being able to experience what she experienced held a sentimental value I cannot adequately express. We went all week without seeing a rainbow. On our last day as we were packing up on the beach, we turned around to see a vibrant, full rainbow. I swear it was my grandma saying "you see what I mean about this place?" 🙂

We cannot thank you enough for making this happen. We hope to work with you again in the (near) future. Thank you!!

We have had a wonderful anniversary trip! We are so glad we met you and can’t thank you enough for all of your help with our travels. You went above and beyond! We realized how much we have missed Hawaii and are already trying to figure out when we can come back. We will definitely ask you to help us with the details!!  Mahalo, Vanessa and Duane.

Kelly and I just wanted to say thank you so much for assisting in setting up our honeymoon vacation to Hawaii.  We were super pleased with our accommodations and tours.  Even with the initial hic-cup of our flight getting cancelled (airline mechanical issue, not your fault) and not being able to see Pearl Harbor because of our late arrival due to the airline, you and your team really went the extra mile to ensure that we had a wonderful trip.  It's hard to find even good customer service these days, but you ladies  were Great!  Your pleasant assistance and professionalism were greatly appreciated!  Please let us know if we can assist as a reference in the future and we will be sure to recommend you to anyone we hear of going that way.  Thanks again for everything!  L & K.

Hawaii is the most welcoming place I have ever traveled to.  The extra aloha spirit is something you can’t help but instantly feel when you visit the islands, and it deepens the peace and love in the hearts of all who travel there. I want to give a special thanks to Paula at Travel to Paradise and her associate Karen who helped with the activities.  Without their help, we would never have been able to piece the trip together so well.  I would recommend them to anyone who was planning a trip to Hawaii.  They will spend hours of time on the phone with you, planning the perfect vacation.  They see to every detail and are not satisfied until they know you are.  Brian and Dana

When you’re expecting, everyone tells you to take a trip with your spouse while it’s still “just the two of you.” My husband and I wanted to do a Babymoon, and between both of our demanding work schedules, and preparing for the arrival of a new family member, we didn’t have the time we needed to plan our “Babymoon.” I enlisted Meg’s help at Travel to Paradise because of all the travel agents I spoke with, Meg asked me the most questions and really gathered insights on what my husband and I were looking for in this trip. She was organized, thorough, and painted me such a great picture of what our Babymoon could really look and feel like in a way that felt designed just for us and we liked to do. Usually I do hours of research to plan my ideal vacation; but since I didn’t have the time, I could tell that Meg would approach it the same way that I would have, and I trusted her local insights.

Meg referred us to a network of people who provided dinner recommendations and excursions for the two islands we planned to visit (The Big Island and Kauai). By the way, the helicopter tour over Kauai was the absolute trip highlight! And we enjoyed our Snorkel Cruise in Kealakeua Bay. Meg’s connection who helped us select pregnancy-friendly excursions was so important to our experience and saved me hours of research.

Meg also was very responsive to questions, such as the best route to take to get from one side of the Big Island to the next, and because of her recommendations, we knew exactly which stops we should take along the way. We approached our Babymoon with confidence, and that made all the difference. My husband and I couldn’t believe that we were setting on a twelve-day vacation without doing our usual research, but it turned out great: from stopping at the Black Sand Beach on the Big Island to see turtles sunning themselves, to visiting the arts town of Hanapepe in Kauai, our Babymoon is a treasure that we will always remember.  Michelle and Chad

About Amy (Hawaii Travel Agent)

about Amy Hawaii travel agent

I’m Amy, a Hawaii travel agent

My name is Amy, and I am a Hawaii Travel Agent and Travel Agent for honeymoons. Welcome to my Hawaii Travel Blog.

My passion for travel started at a young age. My parents used to take us on many road trips, and my first trip to Hawaii was at age 11. I have always loved travel and helped my friends and family book trips for fun.

Before you ask or leave, you should know that I don’t just book Hawaii! Hawaii is what I know best and how I started, but in the years since becoming a Travel Agent, my business has grown. I now book the Caribbean, Europe, Mexico, and so much more.

travel agent kauai

Prior to becoming a Hawaii travel agent and content creator, I built a successful photography business where I photographed weddings in multiple states (including Hawaii.) I sold that business in 2022 to focus on travel full-time. My partner and I also own a local inflatable and party rental business – NWA inflatables .

You could say that I’m a serial entrepreneur. I’ve done lots of things, but none have been as successful or enjoyable as travel!

When I’m not working or traveling, I love to read, lift weights, do yoga, bike, kayak, hike, and work on my blogs! I’m also very involved in animal rescue.

About this Hawaii Travel Blog

I started this blog to document many different things (hence why it doesn’t have a better domain name!) but quickly realized that travel would be my focus.

I share tips and tricks I’ve learned from traveling with kids, things to do in Hawaii, things to do in Orlando, and so much more.

Quite a few of my Hawaii travel blog posts went viral early on. You can read some of those here:

  • 7 best things to do on the Big Island
  • 7 best things to do in Maui
  • 10 things to know before going to Hawaii

I have many blog posts on the Big Island , Maui , Oahu , and Kauai , as well as plenty of general Hawaii travel tips and things to do.

If you’ve started to plan your Hawaii vacation, my Hawaii Travel Guide page is a great place to start.

About my Hawaii Travel Agent Services

When my sister mentioned that I should become a Hawaii Travel Agent back in 2018, it made so much sense! I jumped right into learning anything and everything I could. I had my business set up within a week of that conversation.

Since then, I’ve focused primarily on booking honeymoons, destination weddings, and group travel.

I’m very selective about who I work with and only take on a few bookings every month.

I specialize in trips to the Hawaiian islands and travel for destination weddings. Planning a destination wedding can be stressful, and I’d love to help make it easier.

I have connections with many wedding professionals and over ten years of experience in the wedding industry as a professional wedding photographer.

My Hawaii photography was featured in the Travel Edition of Shutter Magazine and various online publications. In 2022, I was interviewed for Niche Pursuits about being a successful travel agent and blogger. I have been a Top Agent with my Host Agency monthly since 2020.

I currently sell well over $1,000,000 in travel per year, and I am a top-selling travel agent with Pleasant Holidays, Viator , Project Expedition , Sandals Resorts , and more.

Wet weekend for Hawaii with waterspouts, flooding possible in Kauai County

The National Weather Service in Honolulu issued their first Severe Thunderstorm Watch in nearly 500 days, and it's the first for Lihue since December 2022.

LIHUE, Hawaii — Torrential storms dumped nearly a foot of rain on the Hawaiian island of Kauai late Thursday into Friday morning, leading to widespread flash flooding that shut down roads and closed schools.

A deep area of low pressure has draped a stationary front across Kauai, leading to stubborn rounds of heavy rain through much of Friday.

Hawaii Flash Flooding

The Hawaii Department of Education canceled all classes across the island Friday due to flooded roads and unsafe conditions.  All bus service on the island was suspended as well until conditions improved.

Officials have reported multiple rescues from cars and houses due to flooding, the Kauai Emergency Management Agency said.

Hawaii Rain Forecast

(FOX Weather)

"Due to residential flooding in the Kōloa and Wailua areas, the Department of Parks and Recreation has opened shelters at the Kapa‘a and Kōloa neighborhood centers," Kawaii EMA said. "Volunteers with the American Red Cross at both locations."

So far, there are no reports of any injuries.

The Hawaii Dept. of Transportation reported numerous roads and highways blocked by either standing water, rocks or mud.

The Kaumaulii Highway was blocked in three different areas over a 7-mile stretch due to rocks, boulders and mud, according to the DOT. The Kuhio Highway was also blocked near the Hanalei Bridge on Friday morning. Kauai police reported another additional dozen street closures.

Lihue HI Rain

Lihue Airport reported 11.74 inches of rain in just nine hours between Thursday night and Friday morning and 11.82 over the two full days, placing the event 5th on the city's rainiest two-day stretch in the island’s recorded weather history.

The community of Kalaheo reported seeing the most rainfall, with 12.51" falling in just over 12 hours.

The rain will briefly abate Friday night into Saturday as the front drifts west, but heavy rains and thunderstorms will return to the island Saturday night.

Hawaii lawmakers take aim at vacation rentals after Lahaina wildfire amplifies Maui housing crisis

H ONOLULU — A single mother of two, Amy Chadwick spent years scrimping and saving to buy a house in the town of Lahaina on the Hawaiian island of Maui. But after a devastating fire leveled Lahaina in August and reduced Chadwick’s home to white dust, the cheapest rental she could find for her family and dogs cost $10,000 a month.

Chadwick, a fine-dining server, moved to Florida where she could stretch her homeowners insurance dollars. She’s worried Maui’s exorbitant rental prices, driven in part by vacation rentals that hog a limited housing supply, will hollow out her tight-knit town.

Most people in Lahaina work for hotels, restaurants and tour companies and can’t afford $5,000 to $10,000 a month in rent, she said.

“You’re pushing out an entire community of service industry people. So no one’s going to be able to support the tourism that you’re putting ahead of your community,” Chadwick said by phone from her new home in Satellite Beach on Florida’s Space Coast. “Nothing good is going to come of it unless they take a serious stance, putting their foot down and really regulating these short-term rentals.”

The Aug. 8 wildfire killed 101 people and destroyed housing for 6,200 families, amplifying Maui’s already acute housing shortage and laying bare the enormous presence of vacation rentals in Lahaina. It reminded lawmakers that short-term rentals are an issue across Hawaii, prompting them to consider bills that would give counties the authority to phase them out.

Gov. Josh Green got so frustrated he blurted an expletive during a recent news conference.

“This fire uncovered a clear truth, which is we have too many short-term rentals owned by too many individuals on the mainland and it is b———t,” Green said. “And our people deserve housing, here.”

Vacation rentals are a popular alternative to hotels for those seeking kitchens, lower costs and opportunities to sample everyday island life. Supporters say they boost tourism, the state’s biggest employer. Critics revile them for inflating housing costs, upending neighborhoods and contributing to the forces pushing locals and Native Hawaiians to leave Hawaii for less expensive states.

This migration has become a major concern in Lahaina. The Council for Native Hawaiian Advancement, a nonprofit, estimates at least 1,500 households — or a quarter of those who lost their homes — have left since the August wildfire.

The blaze burned single family homes and apartments in and around downtown, which is the core of Lahaina’s residential housing. An analysis by the University of Hawaii Economic Research Organization found a relatively low 7.5% of units there were vacation rentals as of February 2023.

Lahaina neighborhoods spared by the fire have a much higher ratio of vacation rentals: About half the housing in Napili, about 7 miles (11 kilometers) north of the burn zone, is short-term rentals.

Napili is where Chadwick thought she found a place to buy when she first went house hunting in 2016. But a Canadian woman secured it with a cash offer and turned it into a vacation rental.

Also outside the burn zone are dozens of short-term rental condominium buildings erected decades ago on land zoned for apartments.

In 1992, Maui County explicitly allowed owners in these buildings to rent units for less than 180 days at a time even without short-term rental permits. Since November, activists have occupied the beach in front of Lahaina’s biggest hotels to push the mayor or governor to use their emergency powers to revoke this exemption.

Money is a powerful incentive for owners to rent to travelers: a 2016 report prepared for the state found a Honolulu vacation rental generates 3.5 times the revenue of a long-term rental.

State Rep. Luke Evslin, the Housing Committee chair, said Maui and Kauai counties have suffered net losses of residential housing in recent years thanks to a paucity of new construction and the conversion of so many homes to short-term rentals.

“Every alarm bell we have should be ringing when we’re literally going backwards in our goal to provide more housing in Hawaii,” he said.

In his own Kauai district, Evslin sees people leaving, becoming homeless or working three jobs to stay afloat.

The Democrat was one of 47 House members who co-sponsored one version of legislation that would allow short-term rentals to be phased out. One objective is to give counties more power after a U.S. judge in 2022 ruled Honolulu violated state law when it attempted to prohibit rentals for less than 90 days. Evslin said that decision left Hawaii’s counties with limited tools, such as property taxes, to control vacation rentals.

Lawmakers also considered trying to boost Hawaii’s housing supply by forcing counties to allow more houses to be built on individual lots. But they watered down the measure after local officials said they were already exploring the idea.

Short-term rental owners said a phase-out would violate their property rights and take their property without compensation, potentially pushing them into foreclosure. Some predicted legal challenges.

Alicia Humiston, president of the Rentals by Owner Awareness Association, said some areas in West Maui were designed for travelers and therefore lack schools and other infrastructure families need.

“This area in West Maui that is sort of like this resort apartment zone — that’s all north of Lahaina — it was never built to be local living,” Humiston said.

One housing advocate argues that just because a community allowed vacation rentals decades ago doesn’t mean it still needs to now.

“We are not living in the 1990s or in the 1970s,” said Sterling Higa, executive director of Housing Hawaii’s Future. Counties “should have the authority to look at existing laws and reform them as necessary to provide for the public good.”

Courtney Lazo, a real estate agent who is part of Lahaina Strong, the group occupying Kaanapali Beach, said tourists can stay in her hometown now but many locals can’t.

“How do you expect a community to recover and heal and move forward when the people who make Lahaina, Lahaina, aren’t even there anymore?” she said at a recent news conference as her voice quivered. “They’re moving away.”

This 2023 image provided by Amy Chadwick shows where her home used to stand after a wildfire in Lahaina, on the Hawaiian island of Maui.
