Pattaya police explain alleged bribery in child prostitution case

Pattaya police issued a statement today in an attempt to clarify a German media report, claiming that a German tourist, who was arrested for buying sexual services from an underage girl in Pattaya bar in September last year, was released after allegedly paying a million baht bribe to police before leaving Thailand.

In response to the accusation made in the DW documentary, Pattaya police said in its statement that that, on September 10th last year, police and local administration officials raided the Cobra beer bar in Bang Lamung district, after it was alleged that sexual services by underage girls were being offered to customers.

The bar’s owner, a Thai woman identified as Ornthana Yothee, 42, and her British partner, were arrested and charged with providing the services of prostitutes.

The police expanded their investigation and claim that a German customer used to buy sexual services from an underage employee of the bar. They arrested him on September 24th in a hotel in Bang Lamung district, Chon Buri.

Two days later, the German suspect was taken to the Pattaya court, to have his detention extended for further questioning. The suspect then sought bail and the application was granted by the court on the condition that he must report to the court on November 14th, or his 500,000 baht surety would be confiscated.

On November 7th, the German suspect flew out of Thailand.

Pol Lt-Gen Somprasong Yentuam, commissioner of Region 2 Provincial Police Bureau, said he had ordered an investigation into the bribery allegation made in the documentary.

He said that, since several law enforcement agencies were involved in the case, the police would try to uncover what went wrong and which agency was responsible.

The statement from the police did not specifically address the one million baht which is alleged to have been paid, or whether the 500,000 baht “bail surety” was part of it.

BANGKOK (AP) — The dismembered body of a missing German businessman was found in a freezer inside a house in southern Thailand, police said Tuesday.

Tawee Kudthalaeng, the police chief in the town of Nong Prue, said the body of 62-year-old Hans-Peter Mack was discovered at about 11 p.m. Monday. Mack had been missing for a week.

Investigators located his body by using security camera videos from the area, Tawee said. He did not elaborate, but photos and video published by Thai media showed the freezer in the bed of a black truck with a man squatting next to it.

Mack was last seen driving his Mercedes sedan in Pattaya, a coastal city in southern Thailand, according to a missing person announcement distributed by his family that offered a reward of 3 million baht ($86,000) for information leading to his return.

Crowds gathered outside the gates of the house where his body was discovered and watched as forensic teams in white coveralls, hair nets and blue gloves pored over the scene.

Video broadcast on Thai PBS television showed experts inside the dwelling going through a garbage bag taken from a large white freezer. They pulled out a Makita cordless chainsaw and charging unit, a pair of yellow-handled hedge clippers and two large rolls of plastic.

The bag was taken out of the home, followed by a body covered with a plastic sheet on a stretcher and the freezer.

Mack lived in Pattaya with his Thai wife and worked as a real estate broker, according to local media reports. He had been a resident of Thailand for at least several years.

His Mercedes E350 was found Sunday in the parking lot of a condominium in Nong Prue, an upscale settlement popular with foreigners northeast of Pattaya in Chonburi province.

According to police, there were traces of what appeared to be a cleaning solvent on the seats, dashboard, steering wheel and other areas of the car.

Tawee said police determined that a large amount of money was missing from Mack’s bank account, which they suspect is linked to the slaying. The police chief refused to elaborate but said investigators were looking into several suspects, both German nationals and Thai.

The German Embassy in Bangkok referred all queries to the German Foreign Ministry in Berlin, which said it was aware of the case of a missing German citizen and that officials were in contact with the man’s relatives and Thai authorities. It said it could not give further details for privacy reasons.

The telephone number listed on the missing person poster went unanswered Tuesday.

BANGKOK: Three Pattaya policemen are to face legal action related to the escape of two suspects, a German and an American, arrested for allegedly buying sex from underage girls, a deputy national police chief on Wednesday (Dec 6).

Pol Gen Surachate Hakparn (pic), deputy commissioner-general of the Royal Thai Police, said a former chief of Pattaya police station, a deputy station chief and the police officer in charge of the case would face disciplinary action for failing to observe regulations following the arrests of the foreign suspects.

Surachate was referring to a case in September last year involving a German tourist suspected of paying a 1 million baht bribe to escape charges of buying sex from a minor in Pattaya, the notorious red-light seaside town in Chonburi province.

The case came to light early this week when a documentary by German news outlet Deutsche Welle (DW) raised allegations of bribe-taking by Thai police.

The documentary said the tourist was arrested on Sept 11, 2022, after being caught in a sting operation by local authorities. The tourist was then released on bail, but Deutsche Welle alleged that he paid a bribe of 1 million baht to the arresting officers to avoid being charged.

Surachate said Wednesday that a preliminary investigation found that there was also another suspect, an American, involved in the case. Both have fled the kingdom, he added.

Surachate said the case has to be separated into two parts – the bribe allegation, which is being further investigated, and the disciplinary probe which has been completed.

Surachate said the disciplinary probe found that the unnamed policeman in charge of the case failed to follow two key regulations when a foreign suspect is arrested.

First, the policeman in charge of the case has to inform the Foreign Division of the Royal Thai Police so that the embassies of the suspects are advised accordingly.

Second, the officer must inform the Immigration Bureau of the arrests so that the visas of the suspects are revoked and the suspects are taken into custody by immigration police once bail has been granted.

Surachate said because the officer in charge of the case failed to observe these two regulations, the two suspects were able to escape the charges.

He said the Pattaya police chief from September last year and a deputy station chief, who supervises the investigators, would also be held responsible and face disciplinary action. Surachate didn’t name the two officers.

Surachate said the German suspect obtained permission from the court to leave the kingdom for reasons of business and did not return, while the US citizen fled across the border.

On the bribery allegation, Surachate said the German suspect’s lawyer told investigators that the suspect did pay him 1 million baht but it was not for a bribe.

The lawyer explained that the money was for court handling expenses and to cover the collateral placed with the court for his bail.

The lawyer testified he did not know whether the German suspect paid a bribe to the police officer in charge of the case or not.

Surachate said he had sought help from the German Embassy in Bangkok to arrange for Thai police to interrogate the German suspect. The interrogation will be carried out via a teleconference from the Royal Thai Police head office at 2pm on Friday, he added.

Noting that the investigator in charge of the case failed to oppose the suspects’ release on bail, Surachate said further investigations would be conducted to ascertain whether any police officer received bribes from the suspects.

Surachate said he has instructed the Pattaya police station to urgently seek red arrest warrants from Interpol to be sent to Germany and the US, although he was not optimistic that Germany would agree to send a citizen back to Thailand to face charges.

A german tourist was grateful to pattaya rescuers after they retrieved his iphone xr that he accidentally dropped in a gutter..

A group of Pattaya rescuers helped Mr. Helmut Roth Grigori get his phone back after it slipped out of his hand into a gutter in front of Soi Seven on Pattaya Second Road on Tuesday, December 6th.

The 68-year-old tourist told local media that he could not open the gutter’s lid, so he asked for help from the passing rescuers around 10:30 PM. The rescuers took a while to open the lid to retrieve Grigori’s red iPhone XR and handed it back to him. Luckily, the gutter was dry, and the phone was still in good shape.

Grigori thanked the public-spirited rescuers for helping him, saying even though his phone was old, it contained a lot of important information like the numbers of his friends, family, and relatives. The rescuers did not ask for anything in return and took pictures with the smiling tourist.

PATTAYA: One person has surrendered to police and warrants are out for two others linked to the gruesome murder of a German property broker whose dismembered body was found in a freezer in tambon Nong Prue of Bang Lamung district in Chon Buri.

Police took Petra Christl Grundgreif from an undisclosed location to the Nong Prue station for questioning after she contacted them via a lawyer to surrender at 3pm on Tuesday, said Pol Col Santi Kornkasem, superintendent for investigation at the Chon Buri provincial police office.

Warrants had been issued earlier for Ms Grundgreif and another German national, Olaf Thorsten Brinkmnan, as well as a Pakistani man holding Thai nationality, Zahrouk Kareem Uddin, 27. They were charged with colluding in theft and murder.

The dismembered body of Hans Peter Mack, 62, was found in a freezer at a house in tambon Nong Prue of Bang Lamung district on Monday night by detectives who had been following up leads based on security camera video. He had not been seen by his family since July 4.

Mack’s 24-year-old Thai wife, whose name was not disclosed, told investigators on July 5 that he had left their house in the Swiss Paradise housing estate in Pattaya the day before to meet a foreign property broker. The meeting was to discuss property sales in Pattaya and Koh Samui.

Mack’s silver Mercedes-Benz E350 coupe was found in the parking lot of the CC Condominium on Khao Noi Road in tambon Nong Prue on Sunday morning.

Inside the car police found stains of a chemical cleanser apparently used in an attempt to destroy evidence.

Earlier, his relatives had offered a cash reward of 3 million baht for anyone who had information that led to his discovery.

Police called in Mr Brinkmann’s Thai wife, identified as Jarunee, 37, for questioning.

Ms Jarunee worked as a waitress at a restaurant about one kilometre away from the crime scene. She apparently looked stressed and refused to speak to reporters, said a source.

There were reports that police had earlier called the two German nationals in for questioning, but they denied any knowledge and were later released.

After the body of the victim was found, the officers determined that three suspects were involved and they sought warrants, said Pol Col Thawee Kudthalaeng, the Nong Prue police chief.

Police allege that Ms Grundgreif and her two accomplices used an electric saw to cut up the body of the victim. The body was later put into the freezer at a house at the Chokchai Village 1 housing estate.

Police seized a red motorcycle to examine fingerprints after it was found that Mr Brinkman had used it.

National police chief Pol Gen Surachate Hakparn ordered the revocation of the suspects’ visas to prevent them from fleeing the country.

Police are expected to seek court approval to arrest one more German suspect, said a source. The fourth suspect has not yet been identified.

Investigators who examined the finances of the dead victim found that more than 3 million baht had been transferred to various bank accounts.

A GERMAN tourist injured his foot while walking down a Pattaya footpath at 12.30 a.m. this morning (Jan. 27) with Tourist Police and rescuers from Sawang Boriboon Thammasathan quickly helping him, Naewna newspaper said.

The tourist, Mr. Nils Gleissner, 24, was walking down Pattaya Beach Road in Nong Prue subdistrict, Bang Lamung district, when he stumbled on a wire mesh placed across that stretch of the walkway as construction work is underway to improve the surface.

He was quickly taken to the hospital after getting first aid.

An eyewitness said the tourist stumbled heavily and injured his left foot so he called Tourist Police and rescuers to come and help.

It has emerged that the 55-year-old German national Jens Kirch, wanted in Thailand for underage sex with a minor, may face charges in Germany for the same criminal acts committed in Pattaya in September 2022. Additionally, it is understood that Mr Kirch is working with German prosecutors and may assist in the investigation being carried out by Deputy National Police Chief General Surachate Hakparn who is travelling to Germany in January 2024.

In the case assigned to him by Prime Minister Srettha Thavisin of crime, escape, and pursuit, of underage sex suspects, General Surachate Hakparn, commonly known as ‘Big Joke,’ sheds light on the legal ins and outs surrounding the case of Jens Kirch, a 55-year-old German fugitive charged with the sexual assault of a minor in Thailand. 

Already the unfolding saga has seen disciplinary action against two Thai police officers in Pattaya linked with the case in late 2022 before the Provincial Court, diplomatic efforts seeking the man’s extradition and international cooperation now being pursued by ‘Big Joke’ to ultimately bring him to justice.

At his press conference and update for reporters, General Surachate confirmed disciplinary action and a possible criminal investigation against two senior police officers in Pattaya.

The catalyst for these measures was the shocking  Deutsche Welle TV  documentary exposing Pattaya’s sex industry. 

At the heart of the controversy is Mr Jens Kirch, who managed to escape after his arrest in September 2022 by being granted bail to travel on business by the Pattaya Provincial Court when police handling the case failed to object.

Kirch reportedly has business interests in Thailand, a property and was married to a Thai woman. These were factors presented to the court which set bail at ฿500,000 in the case and allowed him to leave Thailand for a short business trip.

Not only did the German fail to return for a hearing of the case in November 2022 but he also appeared on the German TV documentary this month boasting about how he bought off the Royal Thai Police for ฿1 million, a claim now central to General Surachate’s investigation into police officers in Pattaya who are already facing disciplinary action.

General Surachate, in recent days, in an update to reporters, emphasised the lack of an extradition treaty between Thailand and Germany, as posing an insurmountable obstacle to Kirch’s return to face justice in Thailand. 

This will certainly not happen, conceded the top cop.

Undeterred, the Deputy National Police Chief, appointed by Prime Minister Srettha Thavisin to unravel the affair, has already had discussions with the German ambassador but has insisted he plans to explore all potential avenues for cooperation.

General Surachate revealed that Jens Kirch, while he may have fled to Germany, still faced the prospect of prosecution under German law.

Germany, in its own criminal code, allows for the prosecution of sex-related crimes committed by its nationals abroad.

Furthermore, it should be noted that other European Union countries have adopted similar provisions over the last three decades specifically to combat underage sex tourism.

However, it is not clear if the German man can be charged or what the nature of the charges may be, given that the age of consent in Germany is 14 and prostitution, which is the context here, is legal.

Certainly, it appears the charge, if any, may be a diminished one.

At the same time, some European and Scandinavian countries, unlike Germany, criminalise all sex tourism activities by their citizens abroad.

Germany has its own problems with human trafficking with German courts in the last year handing down suspended sentences to 74% of the people convicted

However, despite legal reforms in Germany and the tightening of the criminal code, incidents of child sex trafficking have increased, prompting international observers and advocacy groups to question the efficacy of legal changes in making the regulated and established sex industry there safer.

The 2023 US State Department report on human trafficking highlights a rise in German travellers engaging in underage sex tourism while travelling abroad. 

Additionally, the same report noted a decline in prosecutions for human trafficking in the strategically important European Union country, seen as a key transit centre, and that 74% of all those convicted were handed down suspended sentences.

General Surachate acknowledges the complexities in prosecuting Kirch by Thai authorities. Two conditions emerge from ongoing negotiations: first, if Kirch is subsequently prosecuted in Germany, bringing him back to Thailand, even if this was allowed, becomes a moot point.

Second, the top police officer plans to travel to Germany in January 2024 as Kirch is believed to be cooperating with German prosecutors, potentially providing evidence, including information about alleged bribes to the Thai police in Pattaya and payment routes.

As investigations unfold, substantial concerns about potential criminal offences and disciplinary violations have arisen.

The director and investigating officer concerned with Kirch’s escape from justice in Pattaya face scrutiny for releasing the suspect without adhering to proper rules and procedures. 

The Superintendent of Pattaya Police Station at the time, now promoted to Deputy Commander of Rayong Province, is reported to be not implicated in the case.

Royal Thai Police is also pursuing a 49-year-old American known as Mr Michael who was arrested for being with the same 17-year-old girl as Kirch

An Interpol Red Notice is sought for an unnamed 49-year-old American national, known only as Mr Michael, also caught in the trawl in the Pattaya police crackdown last year alongside Kirch. 

It is understood that the same underage girl who worked at a popular beer bar was involved 

He is understood to have escaped through one of Thailand’s land borders after being charged before the court and also allowed bail.

Interpol is set to issue a Red Notice, while the British bar owner, also charged in the scandal has been placed in Immigration Bureau detention in Thailand. This followed the Deutsche Welle TV exposé. 

The bar venue operated by the UK man was closed after the September 2022 police raids when it was found that it had employed the 17-year-old sex worker. 

Deputy Police Chief is trying to protect the Kingdom’s record on combatting the sex abuse of minors and human trafficking while working on the case

General Surachate, who heads Thailand’s task force on human trafficking as Director of the Child, Woman Protection and Anti-Human Trafficking Centre, remains optimistic about the country’s global ranking despite the Pattaya scandal which came to light in efforts due to police operation targeting underage prostitution in the notorious city. 

Despite Thailand’s current Tier 2.5 ranking by the United States State Department, he believes Thailand can maintain or elevate this standing.

The pursuit of justice against Kirch and others implicated is a critical element in Thailand’s ongoing efforts to combat human trafficking and protect its citizens.

As Big Joke takes a hands-on approach, directly overseeing the efforts against human trafficking, his endeavour to raise Thailand’s profile and credibility on the global stage continues.

German tourist killed in Pattaya condo fall

A German tourist was killed when he fell from the 15th floor of a condominium in Pattaya Thursday morning.

The Pattaya police station was alerted at 6.30am that a foreigner had fallen from his room on the 15th floor of View Talay Pattaya Beach Condominium. Police did not identify the man, but said he was between 40 and 50 years old. Pol Maj Saijai Khamjulla said there was no sign of foul play in the room but police would be investigating if was a suicide or an accident. His friends have yet to be interrogated.

Lifestyle migration refers to the relocation of relatively privileged individuals in a pursuit of a better, more fulfilling life. Initially conceptualized to study migration within Europe and the Americas, the concept has later been adopted to study migration from the Global North to the Global South including destinations in Asia and Africa. Gender has been understudied in the literature of lifestyle migration although what constitutes a good life is highly gendered. Studying the migration of predominantly older German men to Pattaya, Thailand, we found that the intimate relationship with Thai women—ranging from casual encounters with bargirls, to boyfriend–girlfriend relationship and to marital partnership, is integral to the migration decision. Embedded in a history of gendered mobilities between Thailand and Germany, the settlement of German men in Pattaya reveals the blurry boundaries between sex tourism, marriage migration, and lifestyle migration. Bringing in the feminist concept of global care chain shifts the emphasis of lifestyle migration from individual migrants to global inequality that underpins care mobility and the global intimate.

German Tourist Injured While Walking On Pattaya Footpath

A GERMAN tourist injured his foot while walking down a Pattaya footpath at 12.30 a.m. this morning (Jan. 27) with Tourist Police and rescuers from Sawang Boriboon Thammasathan quickly helping him, Naewna newspaper said.

The tourist, Mr. Nils Gleissner, 24, was walking down Pattaya Beach Road in Nong Prue subdistrict, Bang Lamung district, when he stumbled on a wire mesh placed across that stretch of the walkway as construction work is underway to improve the surface.

He was quickly taken to the hospital after getting first aid.

In further breaking news, I stubbed my toe getting out of the shower this morning.

I don't suppose he was drunk by any chance?  I like the fact that he stumbled over some wire mesh because they were improving the pavement surface.......the pavements last victim.

It's all a job in progress.......! I noticed a lot of dangerous spots on Klang only yesterday, which was supposedly completed some months back. One stretch had been damaged by cars driving over into the Bangkok  bank area by Foodland.... I am still limping from a  twisted ankle from a few months back courtesy of Pattaya sidewalks.

Were they actually working on it at the time? why was the construction area not cordoned off? who leaves wire mesh where pedestrians walk? Who pays the hospital bill? The construction companies insurance should pay, not the Tourist's.

When will Thailand ever understand about safety, this poor blokes holiday could be ruined and city councils should be made to pay out compensation to all those unsafe procedures around the country that injure people on a regular basis, they employ the contractors!

PHUKET, Thailand – A 37-year-old German female tourist reported being assaulted and molested while riding a motorcycle taxi in the early hours of February 26, sparking shock and outrage in the tourist community in Phuket.

A vigilant Good Samaritan passing by intervened and provided assistance to the distressed tourist, ensuring her safe return to the hotel. Subsequently, officials from the tourist police division visited the victim at her accommodation before escorting her to the police station to formally file a complaint in the early hours of the morning.

The suspect, identified as the motorcycle taxi driver, reportedly fled the scene following the assault. However, authorities are actively pursuing leads, including tracing the phone number used by the driver to inquire about the hotel’s address. The victim has urged swift action to apprehend the perpetrator, emphasizing the importance of bringing him to justice.
