HIS announces partnership with HTA and Meet Hawaii

HONOLULU — Travel agency H.I.S. Co., Ltd. (HIS), the parent company of Hawaii HIS Corporation (HIS Hawaii), announced on Tuesday a year-long partnership with Hawaii Tourism Authority and Meet Hawaii.

HIS is based in Tokyo, Japan and was founded as International Tours Co., Ltd. by Hideo Sawada in 1980. It was renamed H.I.S. in 1990.

According to a news release, HIS Hawaii and HIS will target its largely Japanese corporate clients promoting the state as a premier destination for corporate meetings, conventions and incentive travel.

A collaboration between the Hawaii Visitors and Convention Bureau and Hawaii Convention Center, Meet Hawaii bolsters the Hawaiian Islands as a destination for business meetings, conventions and incentive programs.

Meet Hawaii Regional Executive Director of Asia/Oceania Andrew Koh stated in the release, “We will work with HIS and expand our engagements in the Japanese market with the ‘Malama Hawaii’ program and new products/services. We look forward to welcoming more corporate tours from Japan to Hawaii.”

HIS Hawaii began a partnership with Hawaii Tourism Japan in 2022 promoting responsible tourism and advancing regenerative tourism through the concept of “Malama Hawaii.”

The travel agency boasts over 5,000 participants in its “Malama Hawaii”-related events led by local nonprofit organizations. One of them is the “ Genki Ala Wai Project ,” making and tossing mud balls, known as “genki balls,” into the Ala Wai to digest sludge.

HIS Hawaii will launch “HIS New Way of Incentive Travel” under the new partnership that includes lectures on “Malama Hawaii”-related initiatives, environmental volunteer opportunities, familiarization tours targeting corporate tour organizers, online seminars that echo the “Malama Hawaii” message, unique opportunities to engage in the local environment and community and visiting key meeting venues.

Maui Fire Department report on deadly wildfire details need for more equipment and mutual aid plans

HONOLULU (AP) — When wildfires broke out across Maui last August, some firefighters carried victims piggyback over downed power lines to safety and sheltered survivors inside their engines. Another drove a moped into a burning neighborhood again and again, whisking people away from danger one at a time.

But despite devoting nearly all the personnel and vehicles it had to the fight on Aug. 8, 2023, the Maui Fire Department was no match for an unprecedented series of blazes including one that killed 101 people in the historic town of Lahaina , according to an after-action report released Tuesday.

Maui Fire Department workers “risked their lives in a valiant effort to stop the spread of the fires and save lives,” the report by the Western Fire Chiefs Association said, and are now “grappling with questions about what they could have done differently, a reflection that will likely persist throughout the rest of their careers.”

It was the first of two major assessments of the deadliest U.S. wildfire in a century coming out this week. The Hawaii Attorney General is expected to release the first phase of a comprehensive report Wednesday that will include a timeline of the 72 hours before, during and after the fire.

The department’s report describes the difficulties and harrowing conditions faced by firefighters returning to the reignited Lahaina fire, including many resources being deployed elsewhere, structures quickly catching ablaze amid extreme winds and downed electricity lines making it hard to move resources.

It identifies 17 specific challenges faced by the department — including poorly stocked fire engines, a lack of mutual aid agreements between Hawaii counties and limited equipment — and makes 111 recommendations aimed at preventing similar disasters in the future.

“The worst-case scenario happened, the fire hydrants began to lose water supply ,” the authors wrote. “It is unknown if the sheer number of burning homes caused the water connections to fail or if the water supply tanks were not filled due to the early morning loss of electricity.”

The report describes a truck getting caught between downed lines and the fast-approaching flames. One crew member was able to leave in a smaller vehicle and bring back police officers to evacuate the crew. They huddled to one side of the truck, one of them unconscious from a medical emergency, to avoid the extreme heat before they were rescued.

All of that happened before 4:30 p.m., according to the report.

“There were firefighters fighting the fires in Lahaina as they well knew their homes were burning down,” Fire Chief Brad Ventura said during a news conference in Kula on Tuesday. “There were firefighters who rescued people and kept them in their apparatus for several hours as they continued to evacuate others.”

Ventura said he was “incredibly proud” of the response but believes the department can always improve.

One recommendation is that the department keep all back-up vehicles ready to go. Extra engines that were on standby for large incidents took up to an hour to deploy, according to the report, because they needed to be stocked with the proper equipment. The report did not say what they were missing.

The report also describes the chaos after the fire raged out of control. Around 6 p.m., it says, fire trucks drove over downed power lines carrying evacuees to safety. One crew came across a couple who had found a baby, and another pulled people from the water near the sea wall after they jumped into the ocean to avoid the flames.

The report says a repeater enabled radio communications to stay up despite cell towers and fiber-optic cable damage taking down the cellular network, but they were overwhelmed due to “a variety” of unspecified reasons.

Other recommendations include creating a statewide mutual aid program and an evacuation plan for residents and tourists who speak different languages.

Many of the factors that contributed to the disaster are already known: A windstorm battering the island had downed power lines and blown off parts of rooftops, and debris blocked roads throughout Lahaina.

Hawaiian Electric has acknowledged that one of its power lines fell and caused a fire in Lahaina early on Aug. 8, but the utility company denies that the morning fire caused the flames that burned through the town later that day.

Roughly 40% of Maui County’s firefighting resources were already tied up fighting other wildfires on a different part of the island.

A smaller firefighting team was tasked with handling any outbreaks in Lahaina . That crew brought the morning fire under control and even declared it extinguished, then broke for lunch. By the time they returned less than an hour later, flames had erupted in the same area and were quickly moving into a major subdivision.

“Our firefighters are well-trained, they are well-equipped. They are basically forced to make decisions every single day with the best information available,” Giesa said of the crew leaving. “It’s 20-20 hindsight, but our crews did everything that they normally do on fires.”

Cellphone and internet service was also down in the area at times, so it was difficult for some to call for help or to get information about the fire. And emergency officials did not use Hawaii’s extensive network of emergency sirens to warn Lahaina residents. The after-action report also recommends that officials undertake an analysis of the island’s cellular system.

The high winds made it hard at times for first responders to communicate on their radios, and 911 operators and emergency dispatchers were overwhelmed with hundreds of calls.

Police and electricity crews tried to direct people away from roads that were partially or completely blocked by power lines. Meanwhile, people trying to flee burning neighborhoods packed the few thoroughfares in and out of town.

The traffic jam left some trapped in their cars when the fire overtook them, and others who were near the ocean jumped in to escape.

The report also highlights a vulnerability rooted in the dramatic changes Maui experienced since the arrival of Westerners and the conversion of land into pineapple and sugar plantations in the 19th century. When those closed in the late 1900s, they fallow lands became covered in invasive grasses. That and prolonged drought created a “volatile fuel bed” for fire, the report says.

Roughly 3,000 properties were destroyed when the fire overtook Lahaina, causing more than $5.5 billion in estimated damage , according to state officials.

This story has been updated to clarify that the report identified 17 specific “challenge areas” faced by the department, and that the report made several recommendations for each area.

Business and a second trump term.

Times reporters discuss the relationship between major C.E.O.s and Donald Trump.

If Donald Trump wins a second term, he has promised to govern as no modern president has, imposing steep tariffs, rounding up immigrants, freeing Jan. 6 rioters and possibly pulling out of NATO. Trump has signaled that he will accomplish all this by appointing loyalists, rather than the more moderate military leaders and corporate executives from his first term.

Even so, many C.E.O.s are unconcerned , as my colleague Jonathan Mahler described them in a recent article. They don’t believe Trump will do what he has promised, in contrast to many scholars who have studied politicians like Trump and believe that he will follow through.

To make sense of the situation, I asked for help from Jonathan and three Times reporters who have been covering Trump’s second-term plans : Maggie Haberman, Charlie Savage and Jonathan Swan. Our exchange follows.

‘They can work with him’

David Leonhardt: Do C.E.O.s just assume that Trump will fail to implement his agenda — or do they quietly support it?

Jonathan Mahler: Most C.E.O.s are not wild about a second Trump term. They had a rocky ride the first time around — though they did get the tax cuts and deregulation they wanted — and they are pretty sure he will bring instability, which is generally bad for business.

Having said that, many are also down on President Biden, who has been much more aggressive about regulating business. And I don’t have the impression that they have absorbed the messages that Trump and his allies have been sending about what a second term would look like.

It may be hard for C.E.O.s to imagine that they could have a lot less influence next time. But to me, that attitude seems to ignore both history and political currents around the world, including within America’s own conservative movement.

Charlie Savage: The premise here is that C.E.O.s would be more motivated by larger issues of American democracy as a matter of enlightened self-interest than by their direct self-interest. I am not sure that premise holds.

It is common to hear the term “populist” used as shorthand for Trumpism. But that isn’t the right label if the question is which candidate’s policies are more likely to allow corporations and the wealthy to amass more money in the near term. Biden would let Trump’s 2017 income tax cuts expire for affluent people, while Trump is promising a new corporate tax cut. And Trump disparages regulatory agencies — the means by which society imposes rules on powerful business interests, which can cut into their profits — as part of the “deep state” he has vowed to dismantle.

Many radical aspects of Trump’s agenda are not incompatible with the wealthy getting wealthier.

(Related: In a speech yesterday, Biden harshly criticized Trump as a protector of the wealthy . “He looks at the economy from Mar-a-Lago, where he and his rich friends embrace the failed trickle-down policies that have failed working families for more than 40 years,” Biden said.)

Maggie Haberman: I think some C.E.O.s are telling themselves that there were similar warnings about Trump in 2016, and that they believe he’s so transactional that they can work with him. The problem with that take is that Trump’s interest in the C.E.O.s is entirely need based. Yes, he likes approval from the wealthy. But if he wins, he cannot legally run for president again, which would be unconstraining for him.

I think the basic point that these executives are unhappy with economic policy under Biden is crucial. I have heard endless complaints about the climate initiatives, student debt relief and the federal deficit (despite a lack of complaining from the same executives when Trump increased the deficit).

Most importantly, these executives tend to roll their eyes at coverage of Trump’s radical plans and tell themselves they can find ways to navigate it.

‘Averting their gazes’

Jonathan Swan: Trump will have far fewer incentives in 2025 than he did in 2017 to appease corporate America. The donor class largely abandoned him after Jan. 6, even if some are slowly coming back now. American banks refuse to do business with the Trump Organization.

And under Trump, the Republican base has changed dramatically. They are more blue collar, more likely to loathe corporate chieftains and Davos “thought leaders.” The relationship between corporate America and congressional Republicans has also chilled. I have heard something like this from several Trump-aligned Republicans about corporate America: “We protected you for years. And then you turned around and sided with the Democrats on every major cultural issue — the environment, immigration, diversity and inclusion and voting rights.”

Most Republicans are still cozy with corporate interests, but some of the newer Trump-aligned members of Congress, like Marjorie Taylor Greene, are less dependent on corporate money because they raise a ton online from grass-roots donors.

David Leonhardt : I’m left believing that many C.E.O.s genuinely support a lot of Trump’s agenda — but also oppose other parts. The executives seem to be betting they can get the parts they like without the ones they don’t.

Maggie Haberman: No matter how genuinely they support or don’t support specific pieces, many are animated by greater antipathy toward Biden than attraction to Trump. And they’re averting their gazes from the parts they don’t like.

What are Japan Rail Pass and Regional Pass?

Japan Rail Pass Japan Rail Pass covers all areas of Japan where JR lines run through. We especially recommend it for the first time travelers who wish to visit many popular spots throughout the country economically and wisely. For example, you can save your transportation fees by starting at Narita International Airport, and then, visit Tokyo, Hakone, Osaka, Kyoto, and come back to Narita Airport again within 7 days. You can extend your travel route and making more stops, saving even more!
Regional Pass If you are focusing on a particular part of Japan, you can use a regional pass and travel by an even more economical deal. It is highly recommended for the travelers that have limited time to visit all over Japan, or that would rather focus on a specific region. Our travel specialists are happy to assist you plan a perfect Japan travel. Please feel free to call or drop by our office at any time!

Who is eligible for the passes?

1. A foreign tourist visiting Japan from abroad for a sight-seeing purpose, under the entry status of “temporary visitor” You must be a “temporary visitor” in Japan in order to get Japan Rail Pass or Regional Pass. Your status as a temporary visitor needs to be proven by showing the immigration stamp on your passport to the officer upon exchanging the pass.

It is only the “temporary visitor” status holders that can exchange their exchange order to the pass. Other statuses, such as Trainee, Entertainer or Reentry Permit, are not accepted for the pass exchange, even if you visit Japan with an Exchange Order. According to the Japanese Immigration Law, the temporary visitor status is different from other statuses, however short the visit may be. *”Temporary Visitor” entry status allows a stay in Japan of 15 days or 90 days for “sight-seeing, etc.”

2. A Japanese national living outside of Japan While under certain conditions, a Japanese national may use Japan Rail Pass or some Regional Pass. However, such bookings are not available on this website. Please call or visit our office so our travel consultants can assist you.

How to Purchase a Japan Rail Pass

In-store purchase HIS Hawaii offers Japan Rail Pass purchases at four stores in Hawaii. Please bring your passport to any of the following locations within 90 days of your intended date of use and we will make your JR Pass vouchers. The entire process usually takes about 15-20 minutes. If you would like to purchase your Japan Rail Pass at our Waikiki & Kona locations, please make an appointment in advance.

All Japan, one pass. From Hokkaido to Kyushu, Japan Rail Pass covers all areas of Japan. Once you arrive in Tokyo Narita International Airport, the convenient Narita Express (N’EX) is available to take you to the heart of Tokyo!
