La Tour Sarrazine in the village of Montaren near the southern French renaissance town of Uzès is a medieval tower dating to the 12th century and one of the oldest buildings in the region. During the elaborate restoration and transformation in a guest house, combining authenticity and comfort was of the highest priority. New elements are clearly recognisable as such, but have been designed in a neutral mode that doesn’t steal the limelight from the historic building itself. Wood was chosen as the material for the new elements, such as the balustrades on the balcony and roof terrace. And, out of respect for the historical monument, the interiors were designed in such a way that the outer walls were not altered. The furnishings are both simple and elegant and perfectly complement the historical substance of the building. The tower includes three guest rooms, a library, a kitchen and a dining room as well as a roof terrace.

The holiday home Maison De Joyeuse is located on the east side of the tower. Built on the foundations of two old neighbouring buildings, this house features a façade of wooden slats that create a visual link with the wooden elements of the tower. This 92-square-metre house, which can be accessed via a wooden walkway, has three floors: On the lower level there is the living room with a fireplace and sofa bed as well as the kitchen and dining area. On the middle floor are the bathroom and the bedroom with a view of the tower and the garden with pool. On the top floor there is a small gallery and a 20 sqm roof terrace with views over the village rooftops and up to the castle.

Note: The tower is no longer operated as a B&B. It is only rented out in the summer months and only together with the holiday home. La Maison de Joyeuse can be rented weekly from April to October.

Hiking, cycling, climbing in the Gardon gorge, canoeing, hot air ballooning, golf, horse riding, paragliding, visiting Uzès and other towns in the region, visiting festivals and markets, various excursions such as Pont-du-Gard, lavender fields of Provence, river Archèche, the Les Cévennes mountains, the lakes in the Camargue.

On l’appelle la Tour Sarrazine. Son nom ne vous dit sans doute rien. C’est bien normal car peu de gens la connaissent. Pour se rendre au fort de Brégançon , la résidence d’été des présidents de la République, sachez que les chefs d’État doivent traverser cette propriété. Emmanuel et Brigitte Macron, en vacances cette semaine sur la presqu’île, croiseront peut-être...la famille ducale du Luxembourg .

C’est l’une des curiosités de la résidence d’été révélée par le journaliste de France 2 Guillaume Daret dans son ouvrage (Le fort de Brégançon, éditions de L’Observatoire ). Cette grande maison, située à Cabasson, près de Bormes-les-Mimosas (Var), appartient, en effet, au Grand-Duché du Luxembourg depuis 1949. Par ailleurs, elle bénéficierait du statut d’extraterritorialité accordé par le Général de Gaulle , en personne, à l’issue de la Seconde guerre mondiale.

Problème: il semble qu’aucun document officiel ne confirme ce statut qui impliquerait que la loi luxembourgeoise s’appliquerait dans cette propriété. Contacté par Le Figaro , le service de presse du Grand-Duché de Luxembourg affirme que « le Luxembourg, en tant que pays, n’est pas propriétaire (de la Tour Sarrazine), ce qui implique que la législation française prévaut ». Ce qui laisse sous-entendre que ce statut d’extraterritorialité n’existerait pas.

Qu’en dit-on en France? Le ministère des Affaires étrangères n’a pas répondu à notre demande. En revanche, l’Office de tourisme de Bormes-les-Mimosas confirme l’absence de statut spécial pour cette propriété. « C’est une légende, le statut d’extraterritorialité n’existe pas , assure au Figaro Valérie Collet, directrice de l’Office de tourisme de Bormes-les-Mimosas qui s’appuie sur « les recherches de notre historien et du service urbanisme de la Ville» . « Par exemple, en matière de construction, c’est le droit du sol français qui s’applique , ajoute-t-elle. Autrement dit, si le couple grand-ducal souhaite construire ou détruire un bâtiment, il doit demander l’accord de la mairie ».

Un acte de vente fantôme

Pourtant, à l’entrée de la propriété, se trouve une borne «L» (pour Luxembourg) censée témoigner de ce statut d’extraterritorialité. « C’est un bornage normal que nous faisons remarquer aux touristes qui viennent visiter le fort de Brégançon pour leur expliquer que nous allons traverser une propriété qui appartient au Luxembourg , explique Valérie Collet. Mais, en aucun cas, cette borne est la preuve d’un statut d’extraterritorialité. C’est une propriété privée comme une autre ».

À ceci près qu’elle est habitée par un couple grand-ducal. Dans ces conditions, à défaut de statut particulier, l’environnement de la propriété est spécial, lui. L’été, la surveillance est renforcée. « Lorsque le couple est présent tout l’été - ils sont très discrets - , nous demandons aux bateaux de ne pas s’approcher trop près de la plage », précise la directrice de l’Office de tourisme de Bornes-les-Mimosas. Ce qui avait créé une polémique en 2015 .

Pour les touristes, des consignes ont-elles également été données? « Aucune , affirme Valérie Collet. Nous avons simplement allégé notre dispositif avec moins de visites (6 par jour au lieu d’une tous les quarts d’heure), qui se font uniquement à pied et des groupes de 20 personnes maximum, accompagnés par un guide. Nous n’avons eu aucun débordement, les gens sont très respectueux ».

Un autre mystère entoure, celui-là, l’acte notarié. Existe-t-il? Au Luxembourg, on prétend que oui. « La propriété a été acquise par la Maison Souveraine du Grand-Duché de Luxembourg par acte notarié, inscrit au cadastre de la commune en question », affirme le service de presse du Grand-Duché de Luxembourg. Une information confirmée au Figaro par l’Office de tourisme de Bormes-les-Mimosas. « Nous avons en notre possession un relevé de la parcelle cadastrale confirmant qu’une propriété d’une trentaine d’hectares a été acquise par le Luxembourg », affirme Valérie Collet qui, par souci de confidentialité, n’a pas pu nous le transmettre.

On peut y lire, selon elle: «Propriétaire: administration des biens de SAR de la Maison du Grand-Duché de Luxembourg». Ce qui laisse supposer que les propriétaires de la maison sont le Grand-Duc Henri et son épouse Maria Teresa, et non le Luxembourg en tant que pays. En revanche, aucune trace de l’acte de vente dans les archives de l’Office de tourisme. « Comme c’est l’État français qui a vendu cette propriété, l’acte ne peut pas être dans nos archives mais plutôt à Paris », affirme Valérie Collet. Le Quai d’Orsay n’a pas plus été loquace sur ce sujet. Le mystère reste entier...

 En août 2021, premières retrouvailles estivales de la famille grand-ducale depuis le début de la pandémie de Covid-19 à la Tour Sarrazine.

C’est dans le paradis d’été des Luxembourg, près de Bormes-les-Mimosas, que la princesse Alexandra et son mari Nicolas Bagory accueilleront ce samedi 29 avril leurs familles et leurs amis pour fêter leur mariage religieux.

Ancien fort de la Marine Nationale Française, la Tour Sarrazine rappelle ces temps lointains du Haut Moyen âge, où il ne faisait pas bon vivre sur ce qui deviendra la Côte d’Azur. Les pirates musulmans, venus d’Afrique du Nord et d’Espagne, razziaient alors le littoral de la Méditerranée, raflant butin et esclaves. Rien à voir avec l’éden ensoleillé d’aujourd’hui !

Territoire français ou enclave luxembourgeoise ?

C’est en 1949 que la grande-duchesse Charlotte achète à la famille de Sabran, pour son usage privé, un vaste domaine de 33 hectares planté de pins et d’oliviers, à Cabasson, sur la commune de Bormes-les-Mimosas. Une légende veut que le général de Gaulle, en reconnaissance de l’action courageuse de la souveraine durant la guerre, lui aurait accordé un statut d’exterritorialité, voire en aurait fait une enclave luxembourgeoise ! Il n’en est rien en réalité, comme l’a rappelé récemment le Premier ministre luxembourgeois Xavier Bettel en réponse à une question d’un député du "parti des Pirates". Certes le drapeau du grand-duché flotte sur la résidence, mais le "L" majestueux qui marque l’entrée de la propriété n’est nullement une borne-frontière. Comme n’importe quel autre terrain, la Tour Sarrazine est soumise au droit foncier français.

Le bâtiment principal, décoré sans prétention dans un style provençal très "Côté Sud", ouvert sur la mer et le ciel bleu, est assez grand pour accueillir la famille grand-ducale au complet pour les vacances d’été. Les plus proches voisins sont Emmanuel et Brigitte Macron, les actuels locataires du Fort de Brégançon, la villégiature des présidents de la République. Ceux-ci doivent d’ailleurs emprunter une route qui traverse la propriété du grand-duc Henri et de la grande-duchesse Maria Teresa pour atteindre leur lieu de résidence. Il est de tradition que les deux couples s’invitent à dîner au moins une fois au cours de l’été. Les sujets politiques sont alors prohibés ! Jusqu’en 2018, les chefs d’État français successifs profitaient parfois de la plage de sable fin des grands-ducs, bien plus agréable que la crique de galets de Brégançon. Depuis, le président Macron a fait construire une piscine…

Since its opening to the public in 2017, at the conclusion of a long and patient renovation project, La Tour Sarrazine has hosted a steady stream of visitors and we are very touched to see so many of you coming back regularly to spend time with us!

As some of you already know, our activities “alongside” the guesthouse keep us very busy. Dario is very active with his beehives, pampering and caring for his bees to the delight of honey lovers. Meanwhile, Ménélik divides his time between Geneva where he continues his music production activity, in particular by supporting laureates of the Geneva International Music Competition ; and the Uzège region where he is embarking on a new adventure in a field that has always fascinated him: heritage, history and historical buildings. Since April he has joined the Patrice Besse real estate group with responsibility for Uzès and the surrounding area.

Thus, from 2020 onwards, we look forward to welcoming you to La Tour Sarrazine, either in the small De Joyeuse house from March to October, or for seasonal rentals of the entire property (the tower and the small house) on a weekly basis in July and August. We will maintain certain opening periods in guest house mode for those of you who have already visited or your friends who would like to stay here, and you will simply need to check our availability on our website or contact us directly by phone or email to make a booking.

We begin our Moscow tour beneath the city, exploring the underground palace of the Moscow Metro. From the Square of Revolution station, famous for its huge statues of soviet people (an armed soldier, a farmer with a rooster, a warrior, and more), we’ll move onto some of the most significant stations, where impressive mosaics, columns, and chandeliers will boggle your eyes! Moreover, these stations reveal a big part of soviet reality — the walls depict plenty of Propaganda , with party leaders looking down from images on the walls. Your local guide will share personal stories of his/her family from USSR times, giving you insight into Russia’s complicated past and present. Then we’re coming back up to street level, where we’ll take a break and refuel with some Russian fast food: traditional pancakes, called bliny. And then, stomachs satiated, we are ready to move forward! We’ll take the eco-friendly electric trolleybus, with a route along the Moscow Garden Ring. Used mainly by Russian babushkas(grannies) during the day, the trolleybus hits peak hours in the mornings and evenings, when many locals use it going to and from their days. Our first stop will be the Aviator’s House, one of Stalin’s Seven Sisters, followed by the Ministry of Foreign Affairs — and you’ll hear the legends of what has gone on inside the walls. Throughout your Moscow tour, you’ll learn curious facts from soviet history while seeing how Russia exists now, 25 years after the USSR.

This tour exceeded our expectations. Nikolai (Nick), our tour guide, was very knowledgeable, thorough, and has a great personality. He didn't take shortcuts and really covered everything that was on the agenda in great detail. We saw beautiful metro stations and learned the history behind them, including many of the murals and designs.
