The One Health Pass for the Philippines has been replaced by a new electronic migratory form , the Philippine One-Stop Electronic Travel Declaration System (previously called the eTraveCard).

This updated health system performs the same function as the One Health Pass and eTravel. However, it is more streamlined and quicker to use.

The One Health Pass is no longer a requirement . Instead, all travelers must complete the Philippine One-Stop Electronic Travel Declaration.

Are the One-Stop eTravel Declaration and the One Health Pass the Same?

The One-Stop Electronic Travel Declaration is the latest upgraded version of the One Health Pass.

Both are online health declarations for the Philippines introduced during the COVID-19 pandemic.

The One Health Pass is no longer in use, having been replaced by the improved One-Stop system . The new digital form is shorter and the process of arriving in the Philippines with the new QR code or barcode has been simplified.

When was the One Health Pass replaced by the One-Stop Declaration?

The One Health Pass was a travel requirement for the Philippines until the end of October 2022 .

On November 1, 2022 , the One Health Pass was replaced by the Philippines eArrival Card. The name was later changed to Philippines eTravel Card, and finally the Philippine One-Stop Electronic Travel Declaration System.

What was the Philippines One Health Pass?

The One Health Pass (OHP) was an online platform for people visiting the Philippines. It was introduced to facilitate safe travel to the Philippines during COVID-19 .

Now, inbound travelers must instead complete the updated version of the One Health Pass , called the one-stop system.

Incoming passengers need to register their details and flight information before taking a flight to the Philippines as well as completing the mandatory electronic Health Declaration .

They must provide contact details, health data, and other information about their trip.

Who Needs the One Health Pass for the Philippines?

No one currently needs the One Health Pass , as it has been discontinued.

Instead, all foreign visitors must fill out the new electronic travel registration online before flying to international airports in the Philippines, including:

• Ninoy Aquino International Airport (NAIA), also known as Manila Airport
• Clark International Airport (CRK)
• Matcan-Cebu International Airport (CEB)

The first 2 airports serve the Greater Manila Area and all are major international ports of entry in the Philippines.

Do residents and citizens of the Philippines need One Health Pass?

While residents and citizens do not need a travel authorization or visa to enter the country, Filipino nationals and residents returning from overseas must supply their health information to enter the country.

Therefore, they were also required to register with One Health Pass and complete an eHDC, until this system was replaced. Now, they are required to register with the new system.

Is One Health Pass still required for the Philippines in 2022?

As of November 1, 2022, the One Health Pass is no longer required for the Philippines.

Instead, travelers must use the upgraded one-stop electronic Travel system to complete the required health declaration.

Many travel restrictions for the Philippines have now been lifted.

However, the health declaration is still a mandatory requirement regardless of vaccination status, although it is no longer referred to as the OHP.

How to Get the One Health Pass for the Philippines

Travelers accessed the One Health Pass for the Philippines through the web-based online portal . Applicants did not need to download a mobile application.

The first time they entered, they had to register their details. Once registered, users could access their One Health Pass by entering their login details.

How did the One Health Pass work?

These are the steps that passengers had to take before boarding a flight to the Philippines :

• Register details with One Health Pass
• Update the OHP registration with the eHDC
• Present the QR code to airline staff

Passengers would only be allowed to board a flight for the Philippines if they had filled out the One Health Pass health declaration form in the last 24 hours and had a unique QR code.

The new system is similar to the OHP . However, you now have 72 hours before traveling to complete the health declaration.

One Health Pass Useful Terms and Acronyms

It’s useful for travelers to understand these terms and acronyms when completing the online registration process.

• Philippine One-Stop Electronic Travel Declaration System — the online platform where travelers provide their information
• eTravel Card — The last previous version of the online health declaration.

The One Health Pass as originally named is no longer in use, but you still need to make a travel declaration before visiting the Philippines.

Below, we provide all the information you need to navigate the changes of the Philippine Arrival Card system , ensuring a hassle-free journey.

What Was the One Health Pass for the Philippines?

Initially introduced as a COVID-19 measure, the One Health Pass served as a crucial document for travelers entering the Philippines.

The Philippines One Health Pass registration form facilitated health and safety protocols by requiring travelers to submit their health information before arrival.

Has the One Health Pass for the Philippines changed?

The Philippines Arrival Card/ travel declaration was first introduced as a COVID-19 measure and has changed names several times since.

The document was originally named the One Health Pass for the Philippines. It was then renamed the eArrival Card in October 2022 .

This changed again in December 2023. It is now called the One-Stop Electronic Travel Declaration System or eTravel .

What Is the Philippines One Health Pass Now?

The document formerly known as the One Health Pass has evolved into the eTravel Arrival Card for the Philippines. This change is part of the country’s efforts to enhance travel safety and efficiency.

The eTravel, like with its predecessors the One Health Pass and eArrival Card, is a mandatory requirement for entry . However, It is faster to use and more simplified than previous Arrival Card for the Philippines forms.

Do I Complete the eTravel Form the Same Way as the One Health Pass?

The Philippines One Health Pass registration form was discontinued in October 2022 and the eArrival Card registration in December 2022. You now have to complete an eTravel registration form. However, it is very similar to the previous iterations.

To complete your eTravel registration, visit the official EasyPhPass website . The process involves filling out a simple form with your personal and travel information.

Make sure you do this within 72 hours of your arrival in the Philippines to meet the entry requirements. Please note that each Philippine Arrival Card is only valid for a single entry to the country .

If you plan to visit the Philippines multiple times, you’ll need to register with eTravel for each entry .

Information Requirements for the One Health Pass (now eTravel) for the Philippines

To successfully complete the eTravel form online, you need to supply the following :

• Personal Information: Including full name, date of birth, and citizenship
• Passport data. Including document number, passport issuing country, and dates of issue and expiry
• Contact Information: Including email address and mobile/cell phone number
• Travel details: You need to indicate the date of arrival in the Philippines

After completing the processing payment for the Philippine Arrival Card, you’ll be asked to supply some additional information . This includes:

• The purpose of the trip
• Your occupation
• The type of transport you’ll be using 
• The flight/vessel number
• Your port of arrival
• Your home address
• Your address/contact in the Philippines

You also need to provide information about your current health status . This includes if you have had contact with any disease or have been sick in the past 30 days.

Please note this additional information does not need to be submitted at the time of the initial application . You can do it later by clicking a link on the confirmation email we send. However, you need to supply it before your arrival.

How do I know if my OHP (eTravel) to enter the Philippines is approved?

Similar to the previous One Health Pass download, you receive a QR code upon completing the eTravel registration . Once we receive all your information, we send it by email.

Starting September 1, 2021, the Philippine Bureau of Quarantine (BOQ) will strictly require all arriving international travellers to present their ONE HEALTH PASS Quick Response (QR) Code prior to boarding their flights to the Philippines, particularly to Manila, Laoag, and Davao.

The  Philippine News Agency  reported that all information would be passed on to concerned government agencies such as the Overseas Workers Welfare Administration, Department of Tourism, Maritime Industry Authority, Philippine Coast Guard, and Overseas Shipping Service.

Who needs to get the One Health Pass QR Code?

• All international passengers arriving in Manila, Laoag, and Davao
• Returning overseas Filipinos, Non-OFWs, Balikbayans, and foreigners
• All ages, noting that each child must have his/her own form.

Inbound passengers must first register to the Electronic Health Declaration Checklist (E-HDC) at least five (5) days before the flight to the Philippines to get the One Health Pass QR Code. Continue reading below for the E-HDC registration.

Secure your E-HDC Transaction Number

STEP 1 : Go to onehealthpass.com.ph/e-HDC and click ‘ Ok ‘

The following steps below will be intended for non-OFWs travellers. If you haven’t registered with One Health Pass or Balikpinas.ph, click ‘ No ‘

Click ‘ No ‘ to proceed to the Registration Form

STEP 2: Fill out the One Health Pass registration form, including your personal information, residence details, travel details, and vaccine information. All the fields in red and with an asterisk (*) must be filled out or answered. Make sure to provide the correct information as “incorrect information may lead to delays in your release from quarantine.”

STEP 3: Tick the box after reading the ‘ Data Privacy and Affidavit of Undertaking ‘ before clicking ‘ Submit ‘

IMPORTANT! Screenshot or take note of your Transaction number . This will serve as your reference number when you fill out your e-HDC again at the departure airport. However, in case you lost your copy, travellers may recover it via email.

Meanwhile, for those who haven’t done their swabbed test yet, click ‘ Proceed To E-CIF Registration ‘ to pre-register for the RT-PCR test in Manila.

Generate your One Health Pass QR Code

You may only generate your One Health pass QR Code on the day of your flight.

STEP 1: Go to onehealthpass.com.ph/e-HDC and click ‘ Yes ‘ to the question ‘ Have you already registered with One Health Pass / Balikpinas.ph? ‘

STEP 2: Enter your Transaction Number and Last Name and click ‘Search’

STEP 3: Once you access your E-HDC information, scroll down and check for unfilled or answered boxes. Some of these might be:

• Seat/Bed No.
• Countries worked / visited / transited for the last 30 days
• COVID-19 Exposure history
• Clinical information
• Comorbidities

STEP 4: Don’t forget to read and tick ‘ Agree ‘ before submitting

STEP 5: Once done, your QR Code will now be generated. You may opt to screenshot the QR Code or print it for easy access. In case you lost it, you will have a copy via email. This QR Code will be required upon arrival in the Philippines.

All international passengers arriving in the Philippines, be advised that it is mandatory to register in the One Health Pass online. This applies to OFWs , non-OFWs, and Foreign Nationals – meaning all Philippine-bound passengers arriving from abroad, whatever your nationality or profession, you should apply for the One Health Pass registration to get a QR code and present it to authorities. Below are the details on the requirements and step-by-step procedure of this OHP process.

With more overseas Filipinos returning to the country due to the rise in COVID cases worldwide, authorities in the Philippines are looking for ways to accommodate them as quickly and conveniently as possible. One way they do this is through the One Health Pass Registration. Haven’t heard of it? Well, it’s about time you get yourself familiar with this system implemented by the Bureau of Quarantine (BOQ) .

The BOQ confirmed that beginning September 1 , airports and entry points in the country will implement the use of One Health Pass for travellers and returning Filipinos. If you belong to any of these identified groups targeted to use the new app, then make sure to read the rest of this guide.

The Philippines, as do most countries in the world, now aim to create a system that would streamline the travel protocols, system, as well as documents, to ensure the safety of everyone coming in and going out of the country, which includes our overseas Filipino workers (OFWs) .

WARNING: Be careful of fraudulent websites and fake pages that may represent the One Health Pass from the Philippine Bureau of Quarantine (BOQ). This is a new system and it is strictly required for all arriving travelers from international flights to present their One Health Pass QR Code prior to boarding their flights to the Philippines. So please make sure to transact only to the official website.

What is One Health Pass Philippines?

One Health Pass is an online system that streamlines all processes and gathering of data required for those travelling to and from the Philippines. It has been on pilot testing since mid-August and is fully implemented nationwide that started in September.

Requirements

The online system is mainly used for data gathering purposes, so you would need to provide accurate and critical information related to your health and personal background, as your data would then be transmitted to the local government, where you would be going back.

To accomplish this task, you would need to go online and fill out the health declaration and registration form at   https://www.onehealthpass.com.ph/e-HDC/ . You also need to present your travel documents at the airport, such as your passport, plane ticket, and vaccination card (a screenshot will do). So keep these things on hand for your departure and upon arrival.

Qualifications

According to the Bureau of Quarantine (BOQ), all travellers (Filipinos and Foreigners) arriving in Philippine airports will be subject to this new system starting September 1, 2021 . So whether for work or travel, sea- or land-based, all Filipinos planning to leave or return to the country must sign up on this system to ensure a smooth travel experience.

This process can lessen the hassle of going back and forth with your agencies, to ensure that all of your records have been properly collected. Guide to One Health Pass Registration Process Online (7 Steps)

Please note that this One Health Pass is a requirement to ALL passengers arriving in the Philippines. Whether you are an OFW, a non-OFW, a foreign national, you MUST register in this system. Below is a guide on how to apply for the One Health Pass and get your QR code:

Before Departure

Step 1: Travelers arriving in the country may log in to the One Health Pass portal ( https://www.onehealthpass.com.ph/e-HDC/ ) , and get a transaction number at least three (3) days before their trip to the Philippines.

Important : Non-OFWs and foreign nationals must have a pre-booked accredited Quarantine Hotel for ten days. To know which ones you can book at, you may visit www.onehealthpass.com.ph/quarantinehotels/ to get the list of accredited hotels. OFWs will be sponsored by OWWA.  

Step 2: Once your record has been accepted in the system, take a screenshot of your QR code. You need to present this at the airport upon your arrival in the Philippines. Thus, it’s best to register before you arrive in the country to ensure seamless processing.

Step 3: Within 24 hours or before you board your flight, you will need to fill out a health declaration checklist.

At the Airport

Step 4: Upon arrival, present your OHP personal QR code for arrival and hotel assignment. You will then be instructed to attend an orientation facilitated by an immigration officer before you will be given an immigration clearance and head over to the quarantine hotel.

Step 5: Proceed to the Bureau of Immigration for arrival clearance then to the baggage claims and customs inspection.

* The One Health Pass System will then notify your local government unit that you have completed your quarantine period and you have been cleared for travel abroad.

Step 6: Take the accredited or arranged transport service.

Step 7: After you finish your quarantine period, you will be given your COVID-19 test result as well as your quarantine certificate.

• Airport Taxi: Non-OFW and foreigners
• OWWA Bus: OFW Land-based
• LMA: OFW sea-based (seafarers)

Ideally, you can do this before boarding your flight. However, three days before your scheduled flight , you can already sign up in the system. The latest you can accomplish this is upon arrival at the airport. The health declaration form must be accomplished at least 24 hours before your flight.

Traveling to the Philippines: How to Get eTRAVEL QR CODE Online (Arrival Card)

Are you traveling to the Philippines? ALL incoming international travelers including Filipino citizens and foreigners, adults and children, must secure an eTravel QR code online 72 HOURS or THREE DAYS before your arrival.

Just like the old One Health Pass and eArrival Card, this new eTravel QR system serves as an all-in-one online platform for the arrival card, health declaration, and contact tracing.

But don’t worry, it’s easy to get one. In this article, we’ll walk you through the process one step at a time. Here’s how to do it.

WHAT'S COVERED IN THIS GUIDE?

1. Go to eTravel official website.

The official website is https://etravel.gov.ph .

Make sure it’s the legitimate website. Note that eTravel QR Code is FREE of charge. If you landed on a website requiring you to pay for the service, it’s a scam.

2. Start your registration.

On the home page, you’ll see the registration section. For Filipino citizens, click the PHILIPPINE PASSPORT HOLDER box. Then, start entering the following details:

• Transportation Type
• Date of Arrival
• Email Address

Tick the DATA PRIVACY AND AFFIDAVIT OF UNDERTAKING box. It’s easy to miss because the tick box is quite small, but you’ll find it before the CONTINUE button.

When you check that, a page will pop. Read first, then click the YES, I AGREE button.

Finally, hit the CONTINUE button.

3. Provide your Personal Information.

Enter the following details:

• Passport Number
• Citizenship
• Country of Birth
• Mobile Number

If the system detected that you belong to the (legal) working age group, it will require you to answer the OCCUPATION section. Choose your professional field. If you can’t find it in the choices, select OTHERS . When you are done, click NEXT .

4. Enter your address.

You will be asked to provide your specific address down to house number or unit number.

If you live in Metro Manila, choose National Capital Region or NCR.

5. Submit your travel details.

Enter the following travel information:

• Arrival Date
• Country of Origin
• Purpose of Travel
• Flight Number
• Seat Number (optional)
• Name of Airline
• Airport of Arrival
• Traveller Type (aircraft passenger or flight crew).

When you are done, click NEXT .

6. Accomplish the Health Declaration Form

This includes your Vaccination Details. If you are fully vaccinated, answer NO for the section asking if you have a negative Antigen Test result. After that are the usual ‘Yes or No’ questions about history of exposure and if you’ve been sick in the past 30 days. After answering all the items, click ‘NEXT’.

7. Review the information you encoded.

Read the summary of all the details you provided. If you need to change or correct something, just click the pencil symbol on the upper right portion of the category you want to edit. If you are good and you have nothing to correct, click SUBMIT .

8. Download your QR Code.

Congratulations! You will instantly receive your QR Code.

Don’t forget to download or screenshot it! You’ll be presenting it upon arrival in the Philippines.

• If your QR Code page is GREEN , it means you met the travel requirements and you can directly go to express lane where you will have the BOQ officer scan your QR Code.
• If your QR Code page is RED , you have to let the Quarantine Officer manually verify the required additional documents to determine if you are compliant with the entry protocols set by the Philippine government. Travelers who usually get RED-marked QR Code are the unvaccinated and the partially vaccinated. Again, check the entry guideline set by the Philippine Government first before traveling to the Philippines.

One QR Code is issued per transaction and per entry. You can only use it once and you need to register again and get a new QR Code the next time you travel to the Philippines.

Frequently Asked Questions (FAQs)

I want to change something after generating the qr code. how to correct it.

You can still edit your info if you noticed a typo error or you entered wrong data. However, note that you can only do this BEFORE it gets validated or verified by the BOQ officer upon your arrival sa Pilipinas. Ensure that you make your corrections before your flight to the Philippines.

To do this, just go to the main page or home page of eTravel, then click the UPDATE REGISTRATION button. Provide your reference number or transaction number and birth date.

At what point of the airport process should I present the QR code?

From the team’s experience, we were asked to present our QR Codes at these stations:

• Check-in Counter, before departure abroad (at the country of origin)
• Bureau of Quarantine Area, after deplaning and before the Immigration counters in the Philippines. The staff/officers will be scanning the QR code. It’s a very quick and smooth process if you have a green QR code.

The staff may also ask for it at the boarding gate (country of origin/abroad), so just ready your copy during these times.

ATTENTION! Travel requirements change from time to time, so it’s best to check with the government of the country you want to visit the updated travel restrictions and requirements before you travel. For the Philippine’s updated entry requirements, you can check the official eTravel website: https://etravel.gov.ph/entry-guidelines.

Do I still need to accomplish One Health Pass and eArrival Card?

No need. The eTravel has officially replaced the now obsolete One Health Pass and eArrival Card starting 2 December 2022.

To be honest, all these systems are very similar. The changes are not too drastic. Some items were removed such as the Philhealth Number, and then some required items are now optional. The noticeable difference is not really the content but the appearance or the user interface.

Do I have to pay for eTravel QR Code? How much is the charge?

No, you don’t need to pay anything for the eTravel QR Code. It is FREE of charge. If you landed on a website requiring you to pay for the service, it’s a scam.

One Health Pass Registration Guide

One Health Pass (OHP) is an online portal that aims to promote the convenient and seamless movement of international travelers from departure from the country of origin to arrival at the local government unit of destination.

Starting November 1, 2022, all returning Filipinos are now required to fill out the electronic ARRIVAL CARD 72 hours before their flight.

The Inter-Agency Task Force (IATF) approves the adoption and promotion of the use of OneHealthPass of the Bureau of Quarantine and the Department of Transportation starting September 1, 2021.

Who needs to register for One Health Pass?

• International travelers arriving in the Philippines, particularly to Manila, Laoag or Davao.
• OFW, Non-OFW’s, Balikbayans, & Foreigners.
• All ages: Each child must have his or her own Form.

How to register at One Health Pass for Returning Filipinos?

The Philippine Bureau of Quarantine (BOQ) now requires all arriving travelers from international flights to present their ONE HEALTH PASS QR CODE prior to boarding their flights to the Philippines.

To get the QR code, you will have to fill out the One Health Pass Declaration Form (e-HDC). The details which will be collected from you include your personal information, health status, and travel history. All information shared in the One Health Pass is collected and processed solely by the Bureau of Quarantine

Each child must have his/her own form. The forms should be filled out individually. Here are the steps you need to do to register at One Health Pass Platform.

Step 1- to be accomplished before your departure date

Visit the website of OHP a few days before your travel and fill out the One Health Pass (OHP) by clicking this link  https://www.onehealthpass.com.ph/e-HDC. (For Non-OFW and Foreign Nationals-Have a pre-booked DOT accredited Quarantine Hotel for 10 days).

Note: For Foreigners and Non-OFWS, RT-PCR Test may be booked and paid in advance through Philippine Airport Diagnostic Laboratory (PADLAB) or may be arranged upon arrival at the PH airport. Book RT-PCR Test in advance through PADLAB at https://www.padlab.ph/DLS/eCIF

A warning will pop up on your screen upon clicking the link. Just read it and click “Okay”. Afterward, a question will be shown which asks if you already register for the One Health pass.

Just answer “No”. And another question will pop up which is “If you are currently in the Airport or are you departing today in the Philippines?

Click NO if your departure will still be days from now. Then, you will need to fill out the One Health pass registration form.

Answer the questions and accomplish the required fields. Click Submit after you accomplish the form. You will then be given your transaction number.

Save your transaction number for your reference because you will need it when you accomplish your electronic- Health Declaration Checklist (e-HDC) at the airport of Departure before arriving in the Philippines.

Step 2- to be accomplished at the airport before your flight

On the day of your flight, before boarding, you need to answer the e-HDC at  https://www.onehealthpass.com.ph/e-HDC .

Important: Only QR codes generated on the date of flight will be considered valid.

A question will pop up if you already registered for One Health Pass, and this time you need to answer “Yes”.

Enter your Transaction Number and your Last name to retrieve your record. After completing the needed details, you will then be given your unique QR code. The QR code is presented before boarding and upon your arrival.

Philippines: ETravel Platform To Replace One Health Pass

• The Philippines introduced a new electronic traveler registration entry system on 5 December 2022

The government of the Philippines launched a new platform on 5 December 2022 that will replace arrival cards and the One Health Pass. As a result, travelers entering the country will be required to register through the eTravel platform no more than 72 hours prior to departure for the Philippines. Travelers will be required to provide the following information when registering:

• Biographical information
• Travel details
• Health declarations, including information on vaccination history.

Travelers will then receive a green QR code that can be used for express entry into the country. If the traveler receives a red code, the traveler will be required to undergo an interview upon arrival and may be required to undergo a quarantine period.

The government of the Philippines launched a new eTravel platform to track entry into the country and traveler vaccination history. According to the government, the new platform will consolidate all data collection processes at entry ports into the country.

All those who are traveling to the Philippines (returning Filipinos as well as vistors) are required to register in the One Health Pass (OHP) online platform. Please be guided on the requirements and step-by-step registration process outlined in this article.

As more overseas Filipinos return to the country as a result of the ease of restrictions of borders in their respective countries, not to mention it’s the holiday season, despite the threat of COVID, authorities in the Philippines are seeking ways to accommodate these people as swiftly and easily as possible.

Step by Step Guide One Health Pass Registration for Filipinos (5 Steps)

Step 1 : Travelers coming in the nation should visit the One Health Pass website (https://www.onehealthpass.com.ph/e-HDC/) at least three (3) days before their trip to the Philippines to obtain a transaction number.

Important : Non-OFWs and foreign citizens must have a ten-day reservation at an authorised Quarantine Hotel. To find out which ones you can book at, go to www.onehealthpass.com.ph/quarantinehotels/ and look for the list of approved hotels. OWWA will provide sponsorship for OFWs.

Step 2 : Take a screenshot of your QR code once your record has been accepted by the system. When you arrive in the Philippines, you must display this at the airport. As a result, it is recommended to register before arriving in the country to facilitate smooth processing.

Step 3 : You must complete a health declaration checklist within 24 hours of your flight or before boarding.

Step 4 : Present your OHP personal QR code for arrival and hotel assignment upon arrival. You will then be directed to attend an orientation led by an immigration official before being issued an immigration clearance and directed to the quarantine hotel.

Step 5 : Proceed to the Immigration Bureau for arrival clearance, then to baggage claims and customs inspection.

• The One Health Pass System will then tell your local government unit that your quarantine period has ended and you are now free to travel overseas.

Step 6 : Use an accredited or pre-arranged transportation service.

Step 7 : After your quarantine time is completed, you will be issued your COVID-19 test result as well as a quarantine certificate.

In this video, the vlogger shares the requirements, eligibility, and steps in registering for the One Health Pass through its official website. The goal of registering for the One Health Pass is to get a QR Code, indicating your status and eligibility to travel to and from the Philippines. So, this means that all OFWs as well as overseas Filipinos must register using this new system implemented by the Philippine government starting September of 2021.

As you know, the One Health Pass is only one of the requirements that you need to comply with before you can travel to and from the Philippines. Of course, travel requirements may also vary from your place of origin and your destination point. Thus, you need to be aware of these things, as well.

As this is still a relatively new system set in place, we list here some of the things people typically ask about the OHP.

• Is there a fee to register for the system?

No, you do not have to pay anything to register on the system. As a result, you must submit current and correct information about your work, health, and status as an OFW/Filipino citizen.

• When should I register on the system?

The latest you can do this is when you arrive at the airport. You must complete the health declaration form at least 24 hours before your flight. Bring a copy of your immunisation certificate issued by the country from which you are travelling. A screenshot of the certificate’s physical or digital copy will suffice.

• Are there any other documents that I need to submit upon arrival at the airport?

Yes, standard paperwork like passports, aircraft tickets, and now your immunisation certificate must be shown at the airport upon arrival. It’s critical that you fill out the registration and health declaration forms on the One Health Pass website so that you don’t have to spend as much time at the airport, but you can still complete these forms upon arrival – better do it early and in the comfort of your own home (up to three days before your arrival in the Philippines).

• Am I required to download the app to register?

The One Health Pass is an online system that allows you to enter all of your personal, travel, and health information, including vaccination status. All of this information will be recorded in a system that can be accessed by airport officials as well as individuals who will greet you in your hometown or local government unit.

• I’m not classified as an OFW, but a vacationing Filipino citizen. Do I also need to register?

Yes, all travellers entering or leaving the Philippines, whether for work or pleasure, must complete the system’s form. OFWs must be careful to indicate this in the form because the OWWA will assign them to a quarantine facility/hotel. All other travellers must note in their form that they are travelling to the Philippines of their own initiative and will bear any expenses that may arise as a result, in accordance with local government rules.

This means that some of those who have not left their homes, especially OFWs based abroad, can now book flights back home so that they can spend time with their families once again. But in order for this to happen, there are certain requirements and conditions to be met. One of which is registering via the One Health Pass. With vaccinations on the rise, COVID-19 cases on the decline, and domestic and international restrictions being lifted or eased, more and more people across the U.S. and around the world are reclaiming one of their most treasured pre-pandemic activities: travel. While being vaccinated is not a requirement to fly, showing proof of vaccination or negative test results is required for entry into many countries and can often enable travelers to avoid otherwise mandatory quarantines.

If you’ve been vaccinated in the U.S., you have a white card from the Centers for Disease Control and Prevention, but what’s the best and easiest way to provide proof of your vaccination or a negative test when you’re traveling? A digital health pass. The U.S. does not have a single standardized pass, but U.S. airlines are making the process as easy as possible, offering access to digital platforms such as CLEAR Health Pass, VeriFLY and CommonPass or integrating that functionality into their own apps.

“We want to ensure that everyone is able to travel,” A4A Senior Vice President for Legislative and Regulatory Policy Sharon Pinkerton explained at Fortune Live Media’s Gone Digital: Everything You Need to Know About Digital Health Passes event.

While the U.S. airline industry applauds the progress made in vaccinations in the U.S., Pinkerton stressed the importance of the ability of health passes to also show proof of negative test results. “If there are certain requirements in place, health requirements, then we believe a vaccine is one option, but people should also be afforded the opportunity to present a negative test,” she said, noting that some people cannot be vaccinated for medical or religious reasons.

And given that the U.S. government will not be creating a health pass, the U.S. airline industry is urging the government to take the lead in establishing uniform standards for health passes. “A key component of providing public confidence is a standardized experience,” Pinkerton said. “That was really behind our thinking with respect to asking [the federal government] to create standards. And those standards, hopefully, will be embraced by international organizations like W.H.O., the International Civil Aviation Organization and others so that the world can come together around these health standards. That’s really what we need to create a sense of confidence.”

And as the world recovers from the pandemic and more and more people take to the skies, Pinkerton stressed that U.S. airlines are doing everything they can to keep passengers healthy and safe – and those measures have proven to be highly effective.  

“Flying is incredibly safe,” Pinkerton explained. “We worked with the Harvard T.H. Chan School of Public Health earlier in the year, and they came out and looked at the variety of measures that airlines have in place from deep cleaning to mask-wearing to HEPA filters that are used in operating rooms and these types of risk-mitigation measures, and they came out and said it’s safer to fly than it is to go to a restaurant or to a grocery store. So, we feel good about the fact that it’s very, very safe to fly.”

Moscow and St. Petersburg present a new tourist pass

Russia has introduced a new tourist pass called PassCity , which will be of use not only to foreign travelers who have come to Russia for a few days, but also to students from overseas and expatriates whose stay extends to a few months and more. PassCity has apps available for Android and iOS with free audio guides in English and Chinese.

PassCity has become Russia's first pass which is valid in two cities at once and covers all the major museums of Moscow and St. Petersburg. The price for a tourist pass for 3/5/7/10 days varies from $80 (1 person, 3 days - 5190 rubles ) to $230 (2 people, 10 days - 14,390 rubles ). A 90/180/360-day pass costs from $ 64 (1 person, 90 days -  3990 rubles  ) to $160  (2 people, 360 days - 9990 rubles ).  The package for several days was designed for tourists and includes an unlimited number of museum visits per day, as well as public transit. The 3/6/12-month card is meant for temporary residents of the cities and covers one museum visit a day, without access to public transit.

Apart from admission to museums, the pass gets you free coffee in the DoubleB chain of coffee shops , several trips on the airport express in Moscow, and subway rides in St. Petersburg or by taxi ordered through the Yandex.Taxi service.  

For the practical and the cautious

The Voxxter team spent more than two years developing the pass; while working on it, they established partnerships with Mastercard, Yandex.Money , Yandex.Taxi (a Russian taxi service similar to Uber ), and DoubleB , a popular chain of coffee shops in St. Petersburg and Moscow.  

PassCity is as easy to use as a regular credit card: It uses the Mastercard payment system, and the chosen package of services is activated upon purchase. You can deposit money on the card and use it to pay for other goods and services: Using an extra credit card instead of your primary card when traveling is a sensible security measure.

Cards are delivered through a system that has recently gained popularity among Internet banks. "You can order the pass online or through the app, and our courier will deliver it where and when you decide, for instance, your hotel, or the railway station where the airport express arrives. Our customers have confirmed that this is a lot more convenient than having to look for a sales office in an unknown city," explains Maksim Ivlev, Voxxter CEO.

Voxxter believes the pass could be useful for tourists who come to Russia to watch upcoming sporting events, including the 2018 FIFA World Cup.
