How the Yogi Adityanath government plans to promote rural tourism in UP

According to the UP chief minister’s office, to start with, 18 districts have been identified for promotion of rural tourism. These are Lucknow, Lakhimpur Kheri, Mathura, Aligarh, Agra, Firozabad, Varanasi, Azamgarh, Prayagraj, Bhadohi, Gorakhpur, Kushinagar, Jhansi, Lalitpur, Ayodhya, Barabanki, Chitrakoot and Banda. From each of these districts, the state government will pick two villages for showcasing. A senior official in the CM’s office said more districts will be included in future in phases.

Mukesh Meshram, principal secretary, tourism and culture, said advisory organisations for the first 18 districts to be covered have already been selected. “Though our department, in addition to encouraging better agricultural practices, craftsmanship, handloom and handicrafts, we are beginning the process of promoting the rich historical, religious and cultural heritage of UP’s villages,” he said.

The advisory organisations will first conduct a survey in the 18 districts. The surveyors will contact the district magistrates as well as tourism stakeholders about issues pertaining to rural tourism, said an official of the CM’s office.

A state government official said Adityanath is of the view that promoting rural tourism will help bolster the rural economy. Speaking at an event recently, Adityanath had stressed on the holistic development of gram panchayats in UP. Of the estimated 250,000 gram panchayats in India, over 58,000 are in UP. “These gram panchayats will play crucial role in achieving UP’s target of becoming a $1 trillion economy [by 2027],” Adityanath said.

After the formation of the Adityanath government in 2017, an aim was set to promote local economies and rural tourism with the help of village youth. These groupings were aptly named Yuvak Mangal Dals and Mahila Mangal Dals and were to be trained as ‘Paryatan Mitra’. The government’s tourism policy of 2018 made a special mention of village and agri-tourism as well as Mangal Dals.

In its second term, the state government has constituted an Eco-tourism Board. The government has also decided to make the Mangal Dals more proactive. Its volunteers will be trained to promote local tourism, the highlight being indigenous and specialised products, handicrafts, garments and other traditional goods manufactured by local artisans, particularly in villages and rural areas. According to the tourism department, 78,000 Mangal Dals are registered in the state. Of this, 42,000 are Yuvak Dals and 36,000 Mahila Dals. The groups comprise members in the age group of 15 to 35 years.

To achieve its target of Rs 10,000 crore investment in the tourism sector, the government is chalking out strategies to develop “Focus Tourists Destinations” and theme-based tourism.

Building on the success of Ramayana and Buddhist tourist circuits, the Uttar Pradesh government has lined up a number of plans to tap the state’s tourism potential and is hopeful that its revamped tourism policy would be able to attract investors and generate revenue and employment.

At a curtain raiser for the upcoming Uttar Pradesh Global Investors Summit-2023, Chief Minister Yogi Adityanath called tourism the “priority sector” for the state.

The new tourism policy also lists 12 “Thematic Tourism Sectors,” which include heritage, art and culture, spiritual and religious tourism, rural village, tribal and agriculture-based tourism, nature and wildlife, water sports, adventure tourism, wellness and medical tourism, youth centric tourism, cuisine tourism, wedding destination tourism and film tourism.

Uttar Pradesh is home to three UNESCO world heritage monuments — Taj Mahal, Fatehpur Sikri and Agra Fort. It is dotted with several religious and cultural sites such as Ayodhya, Varanasi, Sarnath, Kushinagar Mathura and Vrindavan. The state also has a rich biodiversity of flora and fauna including one national park, 11 wildlife sanctuaries and 24 bird sanctuaries.

In its theme-based tourism, the government is planning to take taking tourists to remote villages as part of its rural, village, tribal and agriculture tourism to capitalise on its farm-based economy.

“This, for instance, will provide tourists with the opportunity to experience rustic life. Tourists can therefore experience the daily activities of the village… It will also include film tourism, which will allow visitors to witness movies being shot in rural settings,” an official said.

“Farm and plantation tourism can augment the income from agricultural activities and de-risk farmers to some extent from weather vagaries,” the new tourism policy states.

An “agri tourism” sector has been separately created for promotion under the new policy, which states that “agri tourism” is a form of “niche tourism” that includes active involvement in any agriculture-based operation or activity.

The policy promises a wide range of services and activities that may be offered under agri tourism, including guided tours, participation in agricultural activities, knowledge sessions, animal rides and local cuisine.

Another significant focus of the new tourism policy is on promoting “religious and spiritual” tourism by developing 12 mega circuits across the state, including Ramayana Circuit, Krishna or Braj Circuit, Buddhist Circuit, Sufi Kabir Circuit, Jain Circuit, Shakti Peeth Circuit, Adhyatmik Circuit (Spiritual), Bundelkhand Circuit, Freedom Fighters Circuit, Mahabharata Circuit, Wildlife and Eco-Tourism Circuit circuit.

It aims to provide travellers with “a hassle-free, serene and spiritual experience” while visiting the “crucible of religious, spiritual, and academic thoughts.”

“Focus shall be placed on interconnecting the state circuits with national and international travel itineraries. End-to-end infrastructure development would be undertaken to facilitate seamless national and international connectivity,” the policy states.

Let's take a look at agritourism in India and the man who pioneered it as he prepares 18 districts for rural tourism

The Yogi Adityanath led government of Uttar Pradesh began a phase-by-phase campaign to promote rural tourism in the state. With the campaign, the UP government plans to reintroduce the nation and its people to the village’s way of life.

During the first phase of the campaign, 18 districts have been chosen to endorse rural tourism. The government will select two villages from each of these districts to attract tourists. Uttar Pradesh has the most villages in the country and has a vast potential for agricultural tourism.

Villagers will receive training in traditional cuisines, handicraft productions, cow husbandry, handloom weaving and biological and agricultural diversity. Around 26 new and enhanced villages should be ready to welcome visitors very soon.

What is Agritourism ?

Agritourism is the most recent concept in the Indian tourism business, and it usually takes place on farmlands. During their stay, guests get the chance to engage in a real, enthralling, and authentic interaction with rural life, experience authentic local cuisine, and become familiar with a variety of farming jobs. Tourists can unwind and rejuvenate in the pristine natural environment.

Because of rapid urbanisation, many many children and adults are unfamiliar with what rural life and agriculture look like. However, with agritourism, they can get a first-hand experience of village life and culture.

Originally from Maharashtra’s Baramati district, Taware left his city job to return to his native village and start an agritourism business. The Uttar Pradesh Tourism Department is set to unveil the first glass skywalk bridge in the picturesque Chitrakoot district. Positioned at the Tulsi Waterfalls site, this 25m bow-and-arrow-shaped bridge offers visitors a breathtaking view of the Chitrakoot forest and the cascading waters below. The skywalk, designed to bear a load capacity of 500kg per square metre, is a symbol of strength and valour, inspired by the weapons of Lord Ram. The surrounding area, now known as Kodand Van, has been transformed into a lush forest, providing a serene retreat amidst nature. Additionally, plans are in place to develop a park, herbal garden and restaurants to enhance visitors' experiences.

Skyscraper Temple in Vrindavan:

Another remarkable project underway in the state is the Chandrodaya Mandir, a 70-storey skyscraper temple in Vrindavan, dedicated to Lord Krishna and Radha. Also known as the Vrindavan Heritage Tower, this monumental structure is set to become a landmark in the holy city. With a construction cost of approximately INR 668 crore, the temple complex will offer top-notch facilities, including multi-level parking for 3,000 cars and hundreds of luxurious hotel rooms. It will have the capacity to accommodate around 200,000 people daily, making it a significant pilgrimage destination. The complex will also house the Srila Prabhupada Museum and Expo, showcasing the life and teachings of AC Bhaktivedanta Swami Prabhupada, the founder of ISKCON and a Gaushala, a cowshed named after the Surabhi cows tended by Lord Krishna.

Taj Mahal Missing From UP Tourism Promotional Advertisement

  This is the second instance when the 17th-century monument has gone missing from the publicity material released by UPTD in the past three years of the Yogi Adityanath-led BJP government.

UPTD had, on September 27, published an advertisement in Hindi and English dailies featuring tourism sites of the state. 

The advertisement titled “Welcome to Uttar Pradesh, the land of tranquillity and enlightenment,” had details of a webinar that was scheduled to be held on Sunday, in the presence of Minister of State for Tourism & Culture, Dr Neelkanth Tewari.

The iconic Taj Mahal attracts more tourists than any other site in India - over six million tourists every year - while it gives employment to more than four lakh people directly or indirectly, as per media reports.

Taj Mahal was built by Mughal Emperor Shahjahan in the memory of his wife Mumtaz Mahal in Agra on the banks of the Yamuna River. The UNESCO world heritage site has found itself at the centre of politics since Yogi Adityanath took over the reins of the Uttar Pradesh government as its chief minister.

In 2017, UPTD had published a booklet on completion of six months of the BJP government. It was the first instance when the Taj Mahal was omitted from any publicity material released by UPTD which comes under the Ministry of Tourism.

The 32-page booklet titled “Uttar Pradesh Tourism: Its High Potential” mentioned various Hindu and Buddhist sites but omitted the Taj Mahal. The government had drawn flak from different quarters then, as people accused the Yogi-led BJP of playing politics over the famous heritage site considered as a symbol of eternal love.

Recently, Yogi renamed the Mughal Museum in Agra as Chhatrapati Shivaji Maharaj Museum.

While rechristening the under-construction museum near Taj Mahal, the chief minister had asked, “How can Mughals be our heroes?”

Ironically though, when American President Donald Trump visited Agra in February earlier this year, the CM gifted him a portrait of the Taj Mahal.

Uttar Pradesh government to build 'Tourism Facilitation Center' in Ayodhya at a cost of Rs 130 crore

The uttar pradesh tourism department has already invited applications for bidding through the e-tender portal for the tourism facilitation center..

According to an official statement from the Chief Minister's office, the Tourism Facilitation Center in Ayodhya, planned by the Uttar Pradesh Tourism Department, will be strategically located for easy access. It will be situated in a predetermined area in Ayodhya to ensure connectivity with National Highway 330 and National Highway 27. 

Project to begin soon

"Under the project, various commercial centers, including a tourism office, passenger accommodation, art and craft center, food court, shopping mart, and parking space, will be developed in the tourist center. It is believed that within the next one and a half months, the project will come on the ground and the process of materialising the works will begin," the release stated.

The Uttar Pradesh state government is dedicated to expeditiously completing this project. To achieve this, the Tourism Department is planning to execute the project through a Public Private Partnership (PPP) model, specifically the Design Build Finance Operate Transfer (DBFOT) model. The project's comprehensive action plan also addresses the status of existing sites in Ayodhya, outlining whether they will be removed or retained as part of the project. 

Work will be completed under Master Plan 2031

It's worth mentioning that the Uttar Pradesh Tourism Department has already issued invitations for bidding through the e-tender portal. Four companies have been chosen as applicants. In the next steps, these companies will be invited for financial bidding, and the selected company will receive a Letter of Intent (LOI) and a Concession Agreement from the Uttar Pradesh Government.

These works will be completed under the Master Plan 2031 for the integrated development of Ayodhya. It is noteworthy that various facilities will be developed in this tourism facilitation center. "These include passenger accommodation (comprised of dormitories, banquets, and MICE facilities). There will also be a central tourist hub, a tourism office, and a commercial area that includes an art and craft gallery, a shopping precinct, a food court, cafeterias, and restaurants. Additionally, an amphitheatre, landscaped public spaces with amenities, adequate parking space, and services (water, power, and DG backup)," as per the statement.

The project will also involve infrastructure enhancements such as street lighting, drainage systems, and security and surveillance features including firefighting equipment, CCTV, and HVAC systems. According to the pre-established plot layout, internal road layout, utilities, and the promotion of green spaces outlined in the Ayodhya Master Plan 2031, the developers will need to get their business plan approved by the Tourism Department. The construction work for the project will follow these guidelines and directives.

Ayodhya Tourism Facilitation center will be built in 3,273 sq m

The Ayodhya Tourism Facilitation Center will comprise a total built-up area of 3,273 square meters, which will encompass shelter homes, craft villages, toilet facilities, and HAT (Hindu, Airport, and Tourist) structures. The main access route to this site will be from Chowk Ayodhya Road.

"As part of the project, some existing infrastructure may need to be removed or restructured. Two structures, Night Shelters and Shilpgram, can potentially be removed for area expansion under the project. However, the final decision regarding their removal has not been made yet, and it will be specified in the letter of intent if and when the decision is taken," the release stated.

Moreover, the designated area of Ramkatha Park, which will feature a stage with an amphitheater, and Quin Ho Memorial Park, will be preserved within the project. There's also the potential for work to be conducted on the canal extension connecting the Tourism Facilitation Centre and the Cultural Museum.

Polling for the third phase of the Lok Sabha elections in Mainpuri, Uttar Pradesh, has seen a 46.8% voter turnout in five hours, and in 2019, it was 56.67 % voter. This time, Dimple Yadav is contesting against the BJP’s Jaiveer Singh, who is the Tourism Minister in the Yogi Adityanath government in Uttar Pradesh and is an MLA from Mainpuri. Mainpuri is an important Lok Sabha constituency in Uttar Pradesh, doubling as the administrative centre of the Mainpuri district. The 2011 census recorded Mainpuri’s population at 136,557. Mainpuri constituency is composed of five legislative assemblies: Mainpuri, Bhongaon, Kishni, Karhal, and Jaswantnagar. Results will be announced on June 4.

During the 2019 General Elections, in the electoral battle featuring 12 candidates, the spotlight was on Mulayam Singh Yadav from the Samajwadi Party (SP) pitted against Prem Singh Shakya from the Bharatiya Janata Party (BJP). Mulayam Singh Yadav emerged victorious, securing the seat with 524,926 votes, while Prem Singh Shakya of the BJP trailed behind with 430,537 votes.

Following the demise of the SP stalwart his daughter-in-law, Dimple Yadav, won the by-election held afterward. She currently serves as the Member of Parliament from Firozabad and is also contesting the 2024 election from Mainpuri.

In 2014, SP's Mulayam Singh Yadav secured a comfortable victory in the election. Subsequently, after his shift to Azamgarh, Tej Pratap Singh Yadav succeeded him in a by-election, winning with a commanding majority. Tej Pratap Singh Yadav received nearly 65% of the votes, while the BJP trailed with 33%. This significant win further solidified the SP's position in Firozabad and highlighted the enduring support of the electorate for the Yadav family in the constituency.

This time, Dimple Yadav is contesting the BJP’s Jaiveer Singh, who is the Tourism Minister in the Yogi Adityanath government in Uttar Pradesh and is an MLA from Mainpuri. The BSP has fielded Shiv Prasad Yadav.

As with other constituencies in the state, caste dynamics will be at play in Mainpuri. In the Mainpuri Lok Sabha seat, Yadav voters constitute a significant bloc, estimated at around 4.25 lakh. Following them, Shakya voters are estimated at around 3.25 lakh. Additionally, Mainpuri boasts a sizable population of Brahmins, approximately 1.10 lakh, as well as Dalits, numbering around 1.20 lakh. This diverse mix of voter demographics underscores the complex political dynamics of Mainpuri, with various communities playing crucial roles in shaping electoral outcomes.

Lok Sabha polls phase 3: Key seats, candidates in Uttar Pradesh as focus shifts to Yadav family

With 16 out of total 80 Lok Sabha constituencies in Uttar Pradesh already voted in the first two phases of elections, eyes have now turned towards 10 seats in the state that will go to the polls on May 7. The campaign for the third phase of Lok Sabha elections in Uttar Pradesh was marked by numerous roadshows and rallies by political bigwigs like Prime Minister Narendra Modi, chief minister Yogi Adityanath, and Samajwadi Party chief Akhilesh Yadav.

The 10 constituencies in Uttar Pradesh that will vote in the third phase on May 7 are Sambhal, Hathras (SC), Agra (SC), Fatehpur Sikri, Firozabad, Mainpuri, Etah, Budaun, Aonla and Bareilly.

This phase holds significance for Mulayam Singh Yadav's family as several of its members, including Akhilesh Yadav's wife Dimple Yadav , are in the poll fray. BJP has given tickets to five new faces – Chhatrapal Gangwar from Bareilly, Durvijay Singh Shakya from Budaun, Anoop Pradhan Balmiki from Hathras-SC, Vishwadeep Singh from Firozabad, and Jayveer Singh from Mainpuri Lok Sabha seat.

Here are the key U.P. constituencies/candidates in the third phase:

Mainpuri - dimple yadav.

Mainpuri Lok Sabha constituency has been the bastion of the Yadav family, with Samajwadi Party founder Mulayam Singh Yadav winning the seat for the first time in 1996. The Samajwadi Party has held the Mainpuri Lok Sabha seat since then. In the 2019 general elections, Mulayam Singh Yadav defeated BJP's Prem Singh Shakya by over 94,000 votes. After Mulayam Singh Yadav's demise, Dimple Yadav contested the by-polls and won the seat by securing over 6 lakh votes. Dimple is again in the poll fray to defend the seat against BJP's Jaiveer Singh, U.P. tourism and culture minister. Bahujan Samaj Party, which fought the 2019 general elections in alliance with the Samajwadi Party, has fielded Shiv Prasad Yadav to take on SP and BJP.

Firozabad - Akshay Yadav

Akshay Yadav, son of SP general secretary Ram Gopal Yadav, first contested the Lok Sabha polls from Firozabad in 2014 and won. However, Akshay Yadav lost the seat to BJP's Chandra Sen Jadon by less than 30,000 votes in the 2019 elections when another member of the Yadav clan, Shivpal Singh Yadav, took the poll plunge from his newly-floated Pragatisheel Samajwadi Party (Lohiya) and secured nearly 92,000 votes. Akshay Yadav would be hoping to wrest back the seat from the BJP, which has fielded Vishwadeep Singh. Mayawati's BSP has fielded Chowdhary Basheer from Firozabad, making the contest tri-cornered.

Budaun - Aditya Yadav

Aditya Yadav, son of senior Samajwadi Party leader Shivpal Singh Yadav, is making his electoral debut from Budaun Lok Sabha constituency. While Budaun has been an SP stronghold since 1996, five-time MP Saleem Iqbal Shervani –once on a Congress ticket and four times on an SP ticket – securing nearly 52,000 votes as Congress candidate turned the results in favour of BJP's Sanghmitra Maurya, who won the Lok Sabha seat with less than 20,000 votes. This time, the BJP has fielded Durvijay Singh Shakya from Budaun. The Shakya community holds significant influence in the Bilsi assembly constituency within the Budaun Lok Sabha region. BSP has fielded Muslim Khan but it is yet to be seen if he will be able to make it a triangular fight.

Agra - SP Baghel

The Bharatiya Janata Party has won this reserved seat five times since 1991, and three times in a row since 2009. Union minister Satyapal Baghel, who won from the Agra Lok Sabha constituency in 2019 by a landslide margin of 211,546 votes, is again in the poll fray to defend the seat against Suresh Chandra Kardan of Samajwadi Party and Pooja Amrohi of BSP.
