申請《港澳居民來往內地通行證》、《往來港澳通行證》、《出入境通行證》需提交符合“出入境證件相片照相指引”拍攝要求的紙質及數碼相片，紙質相片與數碼相片必須為同一影像的相片。張紙質相片貼在申請表上，數碼相片用於簽發機關審批及制證。

(2)《往來港澳通行證》、《出入境通行證》 (本式多次) 背景色為藍色，拍攝時建議將背景色平均值控制在:（R 67 G 142 B 219）。

• 申請人應保持坐姿端正，雙肩水平，正視照相機。
• 申請人神態自然，眼睛自然睜開，雙唇自然閉合，不露齒，頭髮不得遮擋眼眉及眼睛，要露出雙耳，不得化濃妝。
• 申請人宜穿著深色有領服裝，不能穿高領衣服，不得穿著制式服裝。如果相片背景色彩為白色，請勿穿著白色衣服，而相片背景色彩為藍色，請勿穿著藍色衣服。
• 申請人不得戴有色眼鏡（疾病原因除外）或有顏色的隱形眼鏡，不能戴粗框眼鏡，眼鏡框不得遮擋眼睛，鏡片無反光。
• 申請人不得使用頭部覆蓋物（宗教、醫療和文化需要時請提供證明文件且覆蓋物不得遮擋臉部或造成陰影），非永久性飾物不得遮擋臉部；髮髻過高或豎起的頭髮容易影響檢測結果，導致檢測不合格。
• 照明光線均勻，臉部不得有陰影、亮斑（反光）。
• 人像對焦準確，層次清晰、色彩真實。
• 不得對人像特徵（傷疤、痣、髮型等）進行技術處理。

What Makes Home Visiting So Effective?

By engaging in a warm, accepting relationship with parents, you support a strong and secure relationship between the parent and child. You help parents become more sensitive and responsive to their child. The secure relationship between young children and their families creates the foundation for the development of a healthy brain. The home environment allows you to support the family in creating rich learning opportunities that build on the family's everyday routines. You support the family's efforts to provide a safe and healthy environment. You customize each visit, providing culturally and linguistically responsive services.

The home visiting model allows you to provide services to families with at least one parent at home with the child or children. Families may choose this option because they want both support for their parenting and for their child's learning and development in their home. For example, you are available to families who live in rural communities and who otherwise would not be able to receive needed services. You bring services to families whose life circumstances might prevent them from participating in more structured settings or families challenged by transportation. Some programs are able to be flexible and offer services during non-traditional hours to families who work or go to school.

Every parent and home visitor brings his or her own beliefs, values, and assumptions about child-rearing to their interactions with children. Home visiting can provide opportunities to integrate those beliefs and values into the work the home visitor and family do together.

In addition to your own relationship with the family during weekly home visits, you bring families together twice a month. These socializations reduce isolation and allow for shared experiences, as well as connect them to other staff in the program.

A Mainland Travel Permit for Hong Kong and Macao Residents also colloquially referred to as a Home Return Permit or Home Visit Permit is issued to Chinese nationals who are permanent residents of or settled in Hong Kong and Macau as the travel document to Mainland China. The permit is issued by the Bureau of Exit and Entry Administration of the Ministry of Public Security through China Travel Service sub-branches in Hong Kong and Macau and allows holders to travel freely to Mainland China.

The China Travel Service (CTS) is the sole authorized agency by the Public Security Bureau (PSB) to provide services to help accept applications in Hong Kong and Macau. However, the PSB of Guangdong processes all applications and issues the permit on behalf of the Ministry of Public Security.  Apply In Person:

• To Apply for a Home Return Permit / Travel Document, the applicant has to approach the Chinese Missions Overseas link
• For first-time applications, ensure that the applicant has an identification card to prove the nationality, which can either be a valid Hong Kong or Macau SAR passport or an identity card.
• Book an appointment with the China travel service, this can be done by contacting the CTS office in the country you are residing in or online via their website. Appointment.
• The applicant has to visit the office on the appointment date.
• Also, carry all the necessary documents which are mentioned in the “Required Documents” section of this page.
• An application form will be provided to the applicant by the concerned officer.
• The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
• The applicant has to attach the photocopies of the required documents along with the application form while submitting.
• Submit all the documents with the completed form to the concerned officer.
• Pay the appropriate fee according to the duration you want( 5 year card is $260HK and 10 year card is $390HK)
• It will take a few weeks to be processed and ready for collection.
• The applicant can get the permit from the office.
• This entire process can be completed within 2 weeks or as per the timeline advised by the respective department authority.

Eligibility [ edit ]

The Home Return Permit, under the guideline of the China Travel Service which serves as the authorized agent as the receiver of application in Hong Kong and Macau, is issued to:

• Permanent residents of Hong Kong or Macau possessing Chinese Nationality by birth or naturalization in one of these regions.
• Mainland residents who have been approved by mainland authorities to immigrate to Hong Kong or Macau and have already established residency in one of these regions (also known as one-way permit holders)
• Permanent residents of Hong Kong and Macau born in a country or region other than Hong Kong or Macau and possess Chinese nationality by birth, descent or naturalization.

The word 'home' is used because this permit used to be issued to Chinese migrants living in Hong Kong and Macau for travelling to their hometowns in mainland China. Today, most holders of this permit are people who were born and brought up in Hong Kong and Macau; the permit plays the role of a travel document for visiting mainland China rather than a permit which allows the holder to 'return home'.

Need for the Document [ edit ]

Holders of the Home Return Permit are able to freely enter Mainland China for all purposes within the validity of their travel document, regardless whether the point of origin is Hong Kong, Macau, or overseas.

• Holders who have lost their Home Return Permit in Mainland can apply for a temporary replacement at the CTS branch in Huanggang. They will, however, need to apply for a new Home Return Permit on return to Hong Kong or Macau with the CTS.
• Hong Kong and Macau Chinese Nationals in foreign countries, who do not already have a Home Return Permit, can apply to their local Chinese foreign mission for a passport- like Chinese Travel Document to visit Mainland China.

When Travel Documents Are Needed

If you hold a Hong Kong permanent identity card issued in Hong Kong or Hong Kong identity card bearing the asterisk, or ‘R’ code, and you are aged 11 or over, you can use it to travel in and out of Hong Kong without the need to present your travel document. However, if your identity card is lost, invalidated or defaced, or you only hold an acknowledgement of application for an identity card, you will need to produce a valid travel document such as a passport when you reach an immigration control point.

Children under 11 years of age with permanent identity cards should also produce a valid travel document or Re-entry Permit bearing their photograph. If your children are included on your travel document, they can use that document only when travelling with you.

Arrival and Departure Cards Not Needed

If you hold a Hong Kong identity card you do not need to complete arrival or departure cards when passing through immigration clearance points. You are also exempt if you can present one of the following travel documents:

• HKSAR Passport
• HKSAR Re-entry Permit
• HKSAR Document of Identity for Visa Purposes
• HKSAR Seaman’s Identity Book
• Multiple Entry Permit for Chinese residents of Taiwan who have been permitted to take up employment or residence in Hong Kong
• Travel document with an endorsement indicating that you have permission to stay in Hong Kong for residence, employment or study

Special Points to consider Before Travelling

Before arriving at an immigration control point you should ensure that you are carrying:

• A travel document that is valid for travel to your destination country or region and
• Your Hong Kong identity card

If you are travelling to the Mainland you should have:

• Your Hong Kong identity card or Hong Kong Re-entry Permit and
• For non-permanent residents, a Document of Identity for Visa Purposes or your valid travel document and
• Your Home Visit Permit or a travel document valid for travel to the Mainland

You should check the validity of your Home Visit Permit, particularly if you are under the age of 18 with a Home Visit Permit that is valid for five years from the date of issue.

If you are travelling to Macao you should have:

• A travel document valid for travel to Macao

Note: Hong Kong passports are for international travel, and are acceptable for travelling to Macao only if you are in transit to another country.

Visa-free or Visa-on-arrival Travel

When Arrival and Departure Cards Are Not Needed

You will not need to complete an arrival or departure card if:

• You hold an Exit-Entry Permit for travelling to and from Hong Kong and Macao or a Chinese Travel Permit issued by the Mainland authorities and are not a cross-boundary driver; or
• You are a Macao permanent resident holding a Macao Smart Permanent Identity Card.

Mainland Residents Travelling to Hong Kong

If you are a Mainland resident visiting Hong Kong, you will need to hold a valid Exit-Entry Permit for travelling to and from Hong Kong and Macao with a relevant endorsement, and meet normal immigration requirements.

If you are a pregnant Mainland resident and are at an advanced stage of pregnancy – seven months (28 weeks) or above – and are travelling to Hong Kong to give birth you must also produce a booking confirmation certificate issued by a Hong Kong hospital (not an individual doctor) for admission to the hospital for delivery. Whether you are at an advanced stage of pregnancy will be judged by the relevant staff; you can provide documentary proof such as doctors’ medical examination reports for reference. If the aim of your visit is not to give birth in Hong Kong, you must provide sufficient proof.

These requirements for pregnant Mainland residents are for ensuring that pregnant local women can enjoy proper obstetric services to which they are entitled and apply to all pregnant Mainland residents visiting Hong Kong, including those married to Hong Kong residents. The visa exemption for citizens of Australia, Canada, and the United States who wish to visit Brazil has been extended to April 10, 2025. 1  Decree No. 11,982 was published on Tuesday, April 9, in an extra edition of the Official Gazette of the Union ( Diário Oficial da União ). 2

WHY THIS MATTERS

The postponement of the start of visa collection aims to foster the complete implementation of the electronic visa, called “e-Visa,” available at the electronic address: https://brazil.vfsevisa.com . 

The new way of requesting the document makes it practical and convenient to issue the document completely electronically, eliminating the need for the interested party to appear at a Brazilian consulate. 

The document requirement will be effective from April 10 of next year.

The Lula government's decision to require visas for the United States, Canada, and Australia should have come into force on October 1, 2023.  (For prior coverage, see GMS Flash Alert 2024-006 , January 10, 2024.)

But after pressure and problems regarding serving tourists from these countries, the deadline was postponed to January 10.  Afterwards, the deadline was once again postponed to April 10.

The decision does not apply to Japan, as the Japanese government announced, in May 2023, that it was evaluating removing the visa requirement for Brazilians and confirmed the decision in August 2023, with validity from September 30, but for travel for up to 90 days.  In return, Brazil stopped requiring visas for Japanese nationals.

KPMG INSIGHTS

This situation has been in flux for some time, creating uncertainty for the affected parties.  At present, the status quo remains; however, travel agents and immigration counsel should be prepared for the change in requirements that will take place in April 2025.

Some Brazilian consulates abroad, including the one in Houston 3 , have already begun advertising the e-visa and its necessary requirements on their websites. This means that immigrants who have already obtained an e-visa will not face any consequences when presenting it to Brazilian immigration authorities. The e-visa is valid for 10 years, so those who have already obtained it will not be negatively affected by obtaining it early. Next year, the e-visa requirement will be fully implemented and mandatory. However, those who have already obtained it before it becomes mandatory will have an advantage as they will already possess an entry permit.

Individuals with intent to travel to Brazil who are from the aforementioned countries should consult with their travel agent and qualified immigration counsel or a member of the KPMG mobility team (see the Contacts section).

Motsoaledi announces introduction of Remote Work Visa

Digital nomads who wish to work remotely while staying in South Africa will soon be able to do so. Home Affairs Minister Aaron Motsoaledi announced the introduction of a Remote Work Visa as a new addition to the country’s visa regime.

People employed in other countries but want to work remotely while staying in the country will however need to earn at least R1 million. They will be also exempted from paying taxes for six months.

Changes have also been made to the critical skills and general work visas. Motsoaledi updated the media on the second amendment of the immigration regulations 2014.

The new regulations are set to be gazetted in a week. Motsoaledi says reviewing the visa regime will attract much-needed skills and enable economic growth. He has however stressed that the remote woke visa does not replace any long-term or visitor visa.

“But if you want to stay for more than six months, then you start paying tax, whether you’re paying tax in America or not, it’s none of our business it’s between you and them. But we are saying we are giving you a remote working visa to come to SA and work for six months, you won’t pay tax. But if you want to stay longer, we will allow you but the tax kicks in, so it does not replace any long-term or visitor visa specifically for these types of people and it can be gotten, only people working remotely because not everyone can remotely anywhere in the world.”
