Things to do in Mabini, Batangas

1. Trek Mt. Gulugod Baboy

Do you want to see a view of Batangas, the Balayan Bay, or the Taal Volcano? Then off you go to Mt. Gulugod Baboy. It is 525 meters above sea level and very easy for beginners. Don’t forget to bring water as you ascend to the summit; you might get thirsty along the way.

2. Dive at Anilao

Anilao is a barangay in Mabini, Batangas and very popular for underwater sports. It is also said to be the birthplace of scuba diving in the country. Experience muck diving as you swim with turtles, corals, and rare sea creatures like the frogfish and stonefish. It’s one of the best diving destinations in the Philippines . Try doing so from October to May.

3. Visit an Island

In the Balayaban Bay, a few minutes boat ride from Mabini, is a tiny island that looks like a hat; Sombrero Island. With white sand and not much shade, you’ll surely get a tan during your visit. Prepare your snorkel gear, though, as you can dive to see colorful fishes. Be careful of the current, though.

Mabini is a municipality in Batangas lying on a peninsula overlooking Batangas and Balayan Bays, and considered the birthplace of Philippine's scuba diving industry. Its beach resorts are not far from Manila. Though largely a destination for middle-class locals, it also gets quite a few foreigner visitors, especially divers.

The town of Mabini itself is not on the sea; the main tourist and diving destination is Anilao, part of the municipality but outside the town. This guide includes both.

Fishing was once the major source of income for the region, but tourism is now the main source of municipal revenue. The local government, however, has tried to keep tourism sustainable, so no hotel or restaurant chains are found in the area.

Mabini sits on the Calumpan Peninsula, overlooking Balayan and Batangas Bays, and the Maricaban Strait. Mabini derives its name from Apolinario Mabini, a Filipino revolutionary, better known as the "Brain of the Revolution" ( Utak ng Himagsikan ) and the "Sublime Paralytic" ( Dakilang Lumpo ). The municipality was formed in 1918; before that it was administered as part of the nearby town Bauan .

Mabini's main destination, Anilao , is the Philippines's birthplace of scuba diving. The proximity of Mabini to Manila proved to be advantageous to the growth of tourism in the area, making it the nearest equivalent to beach and diving spots like Boracay or Puerto Galera (the latter is also near the metro, but you must board fast craft or RoRo ferries from Batangas City). The completion of the STAR Tollway further increased its accessibility, though at the cost of causing traffic jams in already-congested Batangas City and its surrounding metropolis. The peak season is during the after-school vacation between March and May, so, expect resorts to become packed and fully booked.

The diving scene is alive in the Anilao area, but there are many beach resorts and diving spots all around the coast, except to the south of Mount Gulugod Baboy. Municipal services and businesses are concentrated in the east, in the Poblacion and Mainaga area.

Across the Maricaban Strait is Tingloy, a small island town has a handful of some off-the-beaten-track sights. While a separate municipality administratively, Tingloy is treated as part of Mabini in general.

Tourism information can be found at the small park in the Mabini Crossing triangle, an intersection of Bauan–Mabini Road and Mabini Circumferential Road in barangay Poblacion.

By car [ edit ].

Mabini is two and a half hours away from Manila and about one hour from Batangas City . Travel times can be affected by traffic jams and peak season traffic, so get prepared.

Most visitors from Manila will take the Southern Tagalog Arterial Road (STAR) to Batangas City. A bypass road traversing the northern barangays of Batangas City, San Pascual, and Bauan opened 2022, superseding the older and heavily highway (Rte 436) through San Pascual and Bauan .

Alternatively, you can travel down STAR, exit at Lipa , follow Jose P. Laurel Hwy (Rte 4) to the junction in barangay Banaybanay, take Rte 433 through Cuenca and Alitagtag, and then follow Rte 436 from Santa Teresita to Bauan. It can reduce time wasted on traffic, and cut the expense on tolls (₱47 on Lipa, from Santo Tomas toll plaza, as against ₱95 on Batangas City, given a distance-based toll of ₱2.27), but congestion do exist at Lipa, especially on weekdays. Another alternate route is via San Jose and Bauan, but it carries you through narrow roads in inland barangays.

By bus or jeepney [ edit ]

There are no buses to Mabini; instead, the Batangas-Mabini (BW-05) jeepney route connects most points in town, including the downtown, Anilao, Talaga, and Masasa, from the Grand Terminal where buses arrive. BW-05 also serves as the direct connection with downtown Batangas City; jeepneys depart from the row of hotels near Batangas State University.

From Western Batangas , take the hourly Batman Starexpress buses headed from Nasugbu , get off at Manghinao junction in Bauan, then take the BW-05 jeepney.

There are hiking tours to Mount Gulugod Baboy , not too far from the seaside resorts. There is one major trail from barangay Bagalangit, which takes one hour to complete. Highlights are camping at the summit and views of Batangas Bay, Metro Batangas and surrounding areas, and Mount Maculot. Tourist information is available at the jump-off point at Bagalangit, and boat rentals for those snorkeling or diving is also available.

Batangas City is the transport hub in the area; travellers will use the city as their jumping off point to the rest of Batangas, or to other beach and diving destinations like Boracay and Puerto Galera .

Upon its inception in 1918, the municipality counted 11,925 residents, who formed the foundation of its vibrant community. The rainy season starts on May and ends on November. When December comes, the people experienced a very cool dawn. The summer season on the month of January to the end of April.

Mt. Gulugod-Baboy

Gulugod-Baboy is the general term that describes the hills that traverse Calumpang Peninsula. It has three peaks: Gulugod Baboy, Pinagbanderahan, Tore. It is reached through several passages: Anilao, Panay, Bagalangit, Ligaya, Laurel and Malimatoc I. It is 525 meters above sea level and at its peak, you can see, from east to west: Janao Bay, Maricaban Strait which bears Sombrero andMaricaban Islands, a distant, faint blue Mindoro, Verde Island (SW) and Batangas Bay. The city and port of Batangas is visible on the west, following a farther Mt. Daguldul. To the north is Mt. Maculot, and even Mt. Batulao and the Tagaytay highlands.

Mabini, Batangas History

The town is named after revolutionary paralytic hero, Apolinario Mabini who is considered by recent historians as the first Prime Minister of the Philippines. It was carved from Bauan municipality on January 1, 1918, with Captain Francisco Castillo, known as the founder of the town, as the first appointive Municipal President.

In 1918, a census was taken showing a total population of 11,925.

ANILAO BATANGAS: Travel Guide & Budget Itinerary

It was an almost complete silence. I could not even hear the swashes stammer their name. The silhouette of the sharp cliffs sticking out into Balayan Bay grew darker by the minute. The horizon that moments ago was sweet and honey-colored revealed a fiery, fierce attitude. Here in Anilao, it is a sin not to see the sunset after a day of island hopping or scuba diving.

Anilao is best known as a diving destination. While Tubbataha Reef is widely considered the Philippines’ Diving Mecca, many regard Anilao as an “Eden,” the birthplace of scuba diving in the country. But Anilao is more than the treasure-trove it keeps beneath the waves. Its shores are mostly rocky, but in between some of the promontories are small pockets of white and beige sand for the picky beach bum. Its land is wrinkled with small mountains that are great for beginners. It is also your gateway to the islands of Tingloy, which has been gaining a lot of attention over the past few years.

Understanding Anilao

Anilao is a quiet barangay on the northern coast of Mabini, a peninsula-municipality that separates Balayan Bay from Batangas Bay. Yep, it’s just a barangay. But Anilao’s popularity prompted resorts in neighboring villages to market themselves as also part of Anilao. These days, as far as tourism is concerned, Anilao is almost synonymous to the whole Mabini municipality.

Thanks to its proximity to Manila (only 3 hours away), it has become an ideal destination for divers, especially to beginners who may be a bit hesitant to travel to the far corners of the country for a first dip. The hidden wonders it keeps in its depths are no longer secret, but they continue to amaze curious souls.

• Language : Tagalog. Dialect: Batangas Tagalog. Although Batanguenos can converse with people from Manila, they use certain words that Manilenos will probably not understand.
• Currency : Philippine peso (PHP, ₱). PHP100 is around USD1.92, EUR 1.56, SGD2.52 (as of April 2018).
• Modes of payment : Cash! While some resorts accept credit card transactions, most establishments prefer cash. There are a few banks with ATM in the town proper of Mabini, but it would be best to have cash on hand even before leaving Manila or Batangas city.
• Electricity Info : 220V, 60Hz. Socket Type A, mostly.

Best Time to Visit Anilao

When is the best time to visit Anilao? January-April .

Like most parts of the Philippines, Anilao experiences two seasons: dry and wet. The months of January to April are the driest, while July to October the most rain-drenched.

Because of Anilao’s relative closeness to Manila, its shores and streets can fill up with tourists quite easily. Hence, even when March and April are the most ideal weather-wise, it can be pretty crowded. Even tourists coming from other parts of Batangas are Anilao-bound. If you must visit in these months, avoid the weekends.

In my opinion, January-February is the best period. It’s sunny, cool, and swarm-free.

How to Get to Anilao from Manila

If you’re taking public transportation, here’s what you should do:

1. Take bus going to Batangas City. Alight at the Grand Terminal.

• There are terminals in EDSA-Kamias and Cubao in Quezon City, LRT-Buendia and Taft in Pasay City.
• Try to leave in the early morning to dodge the traffic.
• If you choose a bus with a CALABARZON sign, travel time will be much shorter because it will bypass several towns and cities (Lipa, Tanauan, Malvar, etc.). Travel time is less than 2 hours. Otherwise, it can take as long as 3 hours.
• Fare is P120-P180 depending on your point of origin and route.

2. Ride a jeepney to Anilao . Get off at the final stop, the Mabini Multi-purpose Port (aka Anilao Port).

• Travel time: 40 minutes. Fare: PhP 37.
• There is a Tourism Office in the area if you need help on anything travel-related.

3. Take a tricycle to your resort.

Where to Stay in Anilao

If you’re climbing Mt. Gulugod Baboy, overnight camping makes most sense. Just go on an island hopping tour the next day before leaving to make the most out of your trip.

If not, then stay at a resort. There are dozens dotting the map of Mabini, many of them beachfront. Note that some are not really part of Anilao but in other neighboring barangays.

Places to visit, anilao dive sites.

Anilao’s main draw is its 20+ dive sites. It faces Balayan Bay, which is part of the Verde Island Passage, the center of center of the world’s marine biodiversity according to a 2007 Smithsonian Institute study. Most tourists come here to dive or learn to dive. Most resorts offer diving courses and tours both for beginners and veterans.

Diving costs vary from resort to resort. But here are the usual rates:

• Day Tour Dive (for experienced divers): P1500
• Day Tour Dive (for experienced divers) with meal and gear rental: P2500
• Intro Diving (with instructor): P3500

Some of the usual spots: Mainit Point, The Cathedral, Eagle Point, Arthur’s Rock, Devil’s Point, Beatrice Rocks, Twin Rocks.

Mt. Gulugod Baboy

Literally means “pig’s spine” because of its appearance. It is a range of three hills (Pinagbanderahan, Gitna, and Gulugod Baboy at 525 meters above sea level) that runs across the Calumpang peninsula, perfect for beginners. From its summit, you can have a good view of Balayan Bay, Maricaban Islands, and, on a clear day, Verde Island and Mindoro. The trek starts at Philpan Dive Resort .

Sombrero Island

Although it belongs to the municipality of Tingloy, Sombrero Island is easily accessible from Anilao. You can even see it from some resorts. It’s a hat-shaped rocky island surrounded with nice, glittering white sand.

You can visit it as part of an island-hopping tour. Just arrange a boat tour at your resort or at Anilao port and tell the boatman to make a stop at Sombrero Island. You can also visit Sepoc Beach on the same tour.

Sepoc Beach

Another white sand-glazed tip of Maricaban Island. May be included in island hopping tours. Although boats are allowed to dock near the beach, visitors cannot go inland or use its restroom and dining facilities because it’s private, owned by Eagle Point Resort. Hence, if you really want to make the most of your stay here, book your tour with Eagle Point Resort. This way, you also get to trek to the top of a hill and enjoy a view of Sombrero Island and Anilao.

Boat Tour Price (Eagle Point Resort): P2500 (good for 8 pax)

Masasa Beach

You can reach Masasa Beach from Anilao. You can catch the public boat to Tingloy or charter a private boat.

BY PUBLIC BOAT

Option 1 : Go to Anilao Port (or Talaga Port during Habagat season) and catch the boat to Tingloy Port. This is the cheapest option because the fare is only P80. Travel time: 45 minutes – 1 hour. At the port, rent a tricycle to your homestay or to the start of the hiking trail to Masasa Beach.

Option 2 : Go straight to Masasa Beach. There are public boats that go directly to Masasa Beach, but they are fewer and even more unpredictable. Fare: P100.

Note : The last public boat back to the mainland at Tingloy Port leaves at 2:30pm. But you can also rent a private boat at Masasa Beach, which will set you back P3000 (or P2500 if you haggle). There are also other boats that ferry passengers back to the mainland at smaller docks, but we can’t hold of any official schedule. But they sometimes pick up passengers at Masasa Beach at around 12nn on weekends.

BY PRIVATE BOAT

The usual rate is P4500 per boat. Pretty steep! But this can accommodate up to 10 passengers. If you’re a group, this is something to consider.

You might also want to drop by Anilao Public Market located just beside the port to shop for lunch ingredients.

Sample Anilao Itinerary

Below is a sample weekend itinerary for non-divers. Tweak this according to your schedule and needs.

Day 1: GULUGOD BABOY 07:00 am – ETD JAM Bus Terminal 10:00 am – ETA Batangas Grand Terminal 10:30 am – ETD Batangas Grand Terminal (Jeepney to Anilao) 11:20 am – ETA Anilao, Lunch, Rest, Prep for Hike 01:40 pm – Take tricycle to Philpan Dive Resort 02:00 pm – Start climb 04:00 pm – Set up camp, explore summit, sunset viewing 06:30 pm – Dinner 10:00 pm – Lights out

Day 2: ISLAND HOPPING 05:30 am – Wake up, sunrise viewing 06:45 am – Breakfast preps 09:00 am – Break camp, start descent 10:40 am – ETA Philpan Dive Resort 11:00 am – Back at Anilao Port for island hopping tour 11:15 am – Buy lunch ingredients at Anilao Public Market 11:40 am – TOUR! Sombrero Island, etc. 05:00 pm – Back at Anilao Port 06:00 pm – Leave for Batangas City (Grand Terminal) 07:00 pm – ETD Batangas Grand Terminal 09:30 pm – ETA Manila

Here’s a summary of the possible expenses. This should give you a ballpark figure of how much to prep for this trip but in no way perfect. This should only serve as a guide.

Note that you would not encounter everything on the list. For example, if you don’t plan on going to Masasa Beach, then ignore the boat fare to Tingloy.

• Jeepney fare to Anilao: P37

Other Tips for the Poor Traveler

• First of all, please don’t be an asshole. Don’t leave trash on the beach. Whatever you bring to the place, take them with you when you leave.
• Use coral-friendly sunscreen. A study conducted by Archives of Environmental Contamination and Toxicology revealed that most sunscreen products contain chemicals like oxybenzone, parabens and benzophenone that are harmful to marine life. Most, not all. Choose brands that are reef-friendly and do do not contain the said chemicals.
• Eat at carinderias near Anilao Port that offer a meal from P30-P60 . If you’re a group, you might also want to consider buying ingredients from the market before your island tour and just prepare the food yourselves.
• The bigger the group, the cheaper the tour . The boat rental for the island hopping tour is P2500 per boat. Boats in Anilao usually can carry up to 10 passengers. Just divide the cost by how many you are in the group. The bigger the group, the smaller the per person expenses.

Saving Mabini, Batangas’s coastal, marine ecosystem

Ordinance. 031-2023, or the Mabini Integrated Coastal Management Code of 2023, that was enacted by the local government of Mabini, Batangas province, on October 23, 2024, took effect on January 19.

The ordinance puts in place an integrated management framework to achieve food security and livelihood opportunities through fishery and tourism development, including the promotion of Marine Protected Areas (MPA) and solid waste management.

These are mitigating measures to reduce vulnerabilities to natural hazards, and impacts of climate change.

Rich marine biodiversity

As a coastal municipality, Mabini is known for its rich marine biodiversity. It boasts of dive and snorkeling sites. Anilao, one of its barangays, is popular among beach-goers.

The first photograph of a Sailfin velifer was taken by Danny Ocampo, a master diver and expert underwater photographer who resides in Mabini. A scientist pointed out that it was the first photographic evidence of a living specimen of the species in the Philippines. 

Like other coastal towns in Batangas and other parts of the country, Mabini’s coastal and marine ecosystems are threatened by unsustainable practices like solid waste, agriculture, and even beach tourism.

Rules and regulations

In enacting the law, local officials of Mabini, led by Mayor Nilo M. Villanueva, aim to strictly regulate activities that put pressure on the municipality’s environment. It puts in place rules to follow in solid waste management, as well as tourism activities.

The ordinance mandates the creation of the Integrated Coastal Community Management Council, a multi-stakeholder policy-making body led by the mayor, and the Integrated Coastal Management Office.

It likewise institutionalizex the creation of Bantay Kalikasan, a community-based law enforcement group, and establish the Integrated Coastal Management Trust Fund, where regulatory fees and fines that will be imposed under the new law, will be kept to fund conservation and protection activities.

It also offers a solution to the problem brought about by the encroachment of establishments on coastal areas, as the ordinance outlines compliance with easement rules even for existing establishments.

Ridge-to-reef conservation

Willard Allan Estillore, head of City Environment and Natural Resource Office (CENRO) of Lipa, Batangas, which has administrative jurisdiction over Mabini ,said the ordinance is anchored on the ridge-to-reef approach to conservation. 

The ridge-to-reef approach aims to provide a holistic intervention for protecting the coastal area by targeting environmental degradation in the uplands that impacts coastal ecosystems through sedimentation, by restoring the shoreline and protecting marine ecosystems.

He said the ordinance will also help promote the protection and conservation of Mabini’s rich marine biodiversity, including its fish stock, through the marine protected areas (MPAs) system.

“There are currently three [local] MPAs in Mabini and there are plans to establish more MPAs,” he told the BusinessMirror in a telephone interview on February 13. 

The ordinance seeks to address the growing problem of structures that have encroached Mabini’s coastal areas.

“All these problems on encroachment in the coastal areas will be addressed by this ordinance,” he said, confident that the measures put in place will work for Mabini.

Romy Trono, chairman of Mabini Coastal Resource Management Technical Working Group who helped craft the policy, said ridge-to-reef is the ideal approach to coastal resources management.

Along with Manolo Boy Jumaquio, community development specialist and former WWF Philippines and Department of Environment and Natural Resources (DENR) staff, Trono helped facilitate numerous public consultations in preparation for the crafting of the ordinance, which he said, is doable, and can be replicated in other towns in the Philippines.

Previously, he said, marine conservation only focuses on the coastal areas. 

“The call now is for the DENR and other local governent units [LGUs] to mainstream this policy to protect and conserve coastal and marine ecosystems,” he told the BusinessMirror in a telephone interview on January 16.   

Harmony and balance

Ocampo, an environment advocate, who frequently dives in Mabini areas and in nearby town of Tingloy, underscored the importance of having an ICM approach for Mabini in harmonizing efforts to manage coastal resources and striking a balance with development related to tourism, infrastructure and livelihood.

“Specifically, the new ordinance outlines the ridge-to-reef approach to ensure that the approach is holistic and considers land-based management and its impact on coastal and marine resources as well,” Ocampo, who volunteers in various activities to protect and conserve threatened reefs, told the BusinessMirror via email on January 20.

He noted that the ordinance, encompassing as it is, is promising and good for a town like Mabini, which is facing numerous threats—such as indiscriminate dumping of garbage and unregulated coral propagation projects that do more harm than good.

However, he said like any good law, what is needed is its strict implementation.  

“I am hopeful that Mabini’s new ordinance will be implemented without fear or favor,” he said.

Unmitigated development

According to Ocampo, Mabini is faced with the problem of unmitigated development. New resorts, he said, lead to more siltation that suffocates corals and other marine life. 

“My first trip to Mabini/Anilao was in the early 1980s when I was in High School. As a student, we went to Mabini as part of our Nature Lover’s Club’s exposure trip.  Back then there was no road to the resorts so we had to take boats. I could still remember the clear waters from Anilao Port to Barangay Bagalangit where the resort was and the shore was lined with really beautiful corals up to the shallows,” he said.

He recalled that in 1989, when he did his Openwater Checkout in Mabini, he observed it was the start of the build-up of new resorts, together with the circumferential road.

“The soil, rock, and sand from the new road buried the coastal areas of Mabini and the silt eventually killed the shallow corals. What we have now in San Jose, for example, are rocky, sandy, and silty shallow waters, and the corals displaced to deeper areas,” he lamented.

“In Janao Bay,  whenever there’s renovation or construction, time and again we’ve called out people throwing everything in the waters because it’s convenient,” he said.

Lack of awareness, concern

Ocampo said there’s also a lack of awareness and concern for some in the tourism industry, such in indiscriminate anchoring, using as an excuse the lack of mooring buoys.

“For dive guides, manipulation of subjects and the substrate for their clients to photograph cryptic creatures is also a persistent issue. In some areas, this practice is banned and violators are sanctioned,” he said.

“As I’ve always said: why harm or kill the very subjects you’re trying to take photos of? As divers, we are privileged to see what’s underwater so we should be ambassadors of these underwater wonders and practice ethical and responsible photography and behavior underwater,” he said.

Free diving, coral propagation

He said it is a good thing that the new ordinance covers regulation on free diving, which is now attracting a lot of enthusiasts.

He noted that some issues happened recently involving free divers, who attached their lines to corals or even dragged their lines with weights on corals. 

“The guidelines to regulate and ensure that those teaching/coaching enthusiasts will hopefully prevent future accidents and impacts on marine life,” he said.

 According to Ocampo, there should also be regulation on projects that involve corals, such as propagation, transplantation, nurseries, and the like. 

“Some projects lead to the death of corals instead of helping in regenerating coral reefs. Some of the failed projects can be seen in Janao Bay and other areas,” he pointed out.

Fishing as a way of life

Fishing as a way of life is still profitable to a few who still fish in Mabini.

Some people still fish for pelagics, such as tuna, marlin, and jacks, Ocampo said.

However, he said the catch is declining like in other areas of the country.

“I used to see more than 10 small boats dragging long lines in Janao Bay whenever tuna schools are spotted. But I have not seen these boats in the past couple of years,” he said.

According to Ocampo, commercial fishing is also a problem.  

He said the side facing Balayan Bay has detections of lights now and then from satellite as shared on the Karagatan Patrol Platform.

“Balayan Bay should not be an area for commercial fishing. The small commercial fishing boats in the area have been an issue for municipal fisherfolk since they still enter the bay to fish for small pelagics. There’s also a closed season in Balayan Bay for small pelagics,” he said.
