I'm in Japan with an Android phone and I have the O2 Travel Bolt-on, and roaming enabled, so should in theory be able to use my phone. In fact it shows that I am connected to one of O2's partner networks (Softbank or NTT Docomo). However, in fact I have no wifi connection and I can't make or receive phone calls.
