TSLS issues 1,477 statements for student travel clearance Share

The Tertiary Scholarship and Loans Service
The Tertiary Scholarship and Loans Service has issued 1, 477 statements to students who required clearance for various travel reasons.
Chief Executive, Hasmukh Lal says these statements were issued from August 1st 2023 until January 8th.
Lal says as per the arrangement between TSLS and the Fiji Revenue and Customs Service, students need to obtain a statement from them first to apply for clearance.
“So once you provide a statement, the student takes the statement of FRCS to seek bond clearance and travel clearance, whether it be temporary travel clearance or travel clearance for medical purposes, for any other purpose, FRCS has got the mandate to or legal powers in terms of approving or disapproving the students for travel clearance.”
Lal says 201 students stated that they have applied for permanent migration and needed a statement from them.
129 students wanted the statement to be able to apply for student visa for overseas studies, 165 statement were issued for employment purposes, and 614 to those who wanted to go abroad for holidays,
Lal says five statements were given for medical purposes, 22 for sports related travel and 121 students obtained it to travel for official duties.
He further states 224 students obtained statements to apply for blanket exemption.
Blanket exemption is given to people who are working in Fiji but the nature of their work requires them to travel regionally and internationally.

Empowering Fiji's Future
The Tertiary Scholarship and Loans Service (TSLS) is a statutory body in Fiji that provides funding through scholarships and loans for Fijians to undertake studies in tertiary and vocational education. It was established in 2014 under the jurisdiction of the Ministry of Education funded by the Government of Fiji under the Tertiary Scholarship and Loans Act 2014 (‘Act’). Under the Act, the Board’s functions include the processing of applications made for schemes under the Act and the assessment of continuing scholarship holders. The Act also provides the Board with such powers necessary for the performance of its functions under the Act.
TSLS and FRCS announces mechanisms for forgiving TELS debt
Tertiary Scholarships and Loans Service together with the Fiji Revenue and Customs Service have announced the students who have studied under various TELS schemes excluding the In-Service Scheme, will be converted to bond agreements.
While graduates who studied on TELS and are currently residing overseas will continue to repay their loans through existing arrangements with FRCS and if for any reason they dis-engage from this arrangement, the pending debts will be recovered from their respective approved guarantors.
This is after the Parliament of Fiji approved forgiving of the Tertiary Education Loans Scheme debt.
They say those TELS-funded graduates, who are now on bond agreements and intend to migrate will be required to pay the amount owed to the government for the remaining period of bond service.
They further say as of 31st July, 2023 students will not be required to pay their debt but must demonstrate their service to the country through paid employment which can be either be in public service or private sector organisation.
Students can obtain a clearance letter from FRCS if they have provided the service.
The Study Loan Agreement of continuing and existing students will be converted to bond agreements under this amendment and the provision of Loan repayment in the Study Loan Agreement for these students is superseded by the change in the TSLS Act.
The Accelerated Repayment Incentive (ARI) will continue to apply to these graduates.
They say the requirement for nominated guarantors for travel clearance will remain for sponsored students who intend to travel abroad for medical, vacation and temporary work purposes.
These students will need to obtain temporary travel clearance from FRCS after a Tuition and Allowance Statement is issued from TSLS.
TELS graduates who have fully or partially repaid their loans will not receive a reimbursement of their payments when the amendment to the Act comes into effect and for those that have partially paid their loans, the remaining amount will be converted into a bond agreement.
