Bucket list travel on a budget: Expert tips for airfare, loyalty programs, credit card perks and more
Nicky Kelvin from The Points Guy dives into ways to save this summer.
Many travelers have their sights set on summer getaways , but with everything from baggage fees to fuel costs impacting the price of a ticket, "Good Morning America" is asking travel experts to share tips for booking bucket list destinations on a budget and finding savings along the way.
Travel expert Nicky Kelvin, senior director of content for The Points Guy, offered his tips for affordable travel techniques.
Where to find the best flight deals
Kelvin encourages travelers to utilize Google Flights and other free price-tracking tools to compare fare prices and snag the best deal.
He also suggests using both the calendar and map features within Google Flights to see which airports, dates and destinations how the lowest fare.
From the Google Flights homepage on a computer, click "explore destinations" and select a departure city without adding a destination. Then zoom out on the map to see the best prices for destinations all over the world.
Get the most out of free travel loyalty programs
Travelers should be earning points for anything and everything that they are buying or booking from airline and hotels to car rentals, Kelvin said.
In addition to the points that can can help travelers earn free flights and hotel stays, Kelvin said to look for extra perks just for joining.
Hyatt rewards, for example, offers all guests free breakfast.
For Thrifty Car Rental and Dollar Car Rental, he said you can add your spouse or domestic partner as an additional driver for free.
Loyalty programs are great for airlines too. JetBlue, for example, allows enrolled customers -- even if they don't have enough points for a flight -- to use points for discounts. Plus, with any airline, as you accumulate points to earn status, you can get free seating upgrades.
Travel credit cards with cash back perks
Along with earning points, travel credit cards give you protection for your trip like insurance to help with lost or damaged baggage and trip cancellation protection

As for credit cards, The Points Guy team suggests the Capital One Venture Rewards credit card as an all-around pick -- you get 75,000 miles after meeting your minimum spend in the first three months. Which Kelvin said is a value of over $1,300.
If you're looking to earn the most miles, he said look to the Chase Sapphire Preferred Card.
"You'll earn the most points on all your purchases with this one," he said.
Finally, if you want a credit card with no fee, Kelvin suggested the Bilt Mastercard, which he said is particularly great for renters because you can earn points on what's likely someone's biggest expense.

Biden-Harris Administration Announces Final Rule Requiring Automatic Refunds of Airline Tickets and Ancillary Service Fees
Rule makes it easy to get money back for cancelled or significantly changed flights, significantly delayed checked bags, and additional services not provided
WASHINGTON – The Biden-Harris Administration today announced that the U.S. Department of Transportation (DOT) has issued a final rule that requires airlines to promptly provide passengers with automatic cash refunds when owed. The new rule makes it easy for passengers to obtain refunds when airlines cancel or significantly change their flights, significantly delay their checked bags, or fail to provide the extra services they purchased.
“Passengers deserve to get their money back when an airline owes them - without headaches or haggling,” said U.S. Transportation Secretary Pete Buttigieg . “Our new rule sets a new standard to require airlines to promptly provide cash refunds to their passengers.”
The final rule creates certainty for consumers by defining the specific circumstances in which airlines must provide refunds. Prior to this rule, airlines were permitted to set their own standards for what kind of flight changes warranted a refund. As a result, refund policies differed from airline to airline, which made it difficult for passengers to know or assert their refund rights. DOT also received complaints of some airlines revising and applying less consumer-friendly refund policies during spikes in flight cancellations and changes.
Under the rule, passengers are entitled to a refund for:
- Canceled or significantly changed flights: Passengers will be entitled to a refund if their flight is canceled or significantly changed, and they do not accept alternative transportation or travel credits offered. For the first time, the rule defines “significant change.” Significant changes to a flight include departure or arrival times that are more than 3 hours domestically and 6 hours internationally; departures or arrivals from a different airport; increases in the number of connections; instances where passengers are downgraded to a lower class of service; or connections at different airports or flights on different planes that are less accessible or accommodating to a person with a disability.
- Significantly delayed baggage return: Passengers who file a mishandled baggage report will be entitled to a refund of their checked bag fee if it is not delivered within 12 hours of their domestic flight arriving at the gate, or 15-30 hours of their international flight arriving at the gate, depending on the length of the flight.
- Extra services not provided: Passengers will be entitled to a refund for the fee they paid for an extra service — such as Wi-Fi, seat selection, or inflight entertainment — if an airline fails to provide this service.
DOT’s final rule also makes it simple and straightforward for passengers to receive the money they are owed. Without this rule, consumers have to navigate a patchwork of cumbersome processes to request and receive a refund — searching through airline websites to figure out how make the request, filling out extra “digital paperwork,” or at times waiting for hours on the phone. In addition, passengers would receive a travel credit or voucher by default from some airlines instead of getting their money back, so they could not use their refund to rebook on another airline when their flight was changed or cancelled without navigating a cumbersome request process.
The final rule improves the passenger experience by requiring refunds to be:
- Automatic: Airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops.
- Prompt: Airlines and ticket agents must issue refunds within seven business days of refunds becoming due for credit card purchases and 20 calendar days for other payment methods.
- Cash or original form of payment: Airlines and ticket agents must provide refunds in cash or whatever original payment method the individual used to make the purchase, such as credit card or airline miles. Airlines may not substitute vouchers, travel credits, or other forms of compensation unless the passenger affirmatively chooses to accept alternative compensation.
- Full amount: Airlines and ticket agents must provide full refunds of the ticket purchase price, minus the value of any portion of transportation already used. The refunds must include all government-imposed taxes and fees and airline-imposed fees, regardless of whether the taxes or fees are refundable to airlines.
The final rule also requires airlines to provide prompt notifications to consumers affected by a cancelled or significantly changed flight of their right to a refund of the ticket and extra service fees, as well as any related policies.
In addition, in instances where consumers are restricted by a government or advised by a medical professional not to travel to, from, or within the United States due to a serious communicable disease, the final rule requires that airlines must provide travel credits or vouchers. Consumers may be required to provide documentary evidence to support their request. Travel vouchers or credits provided by airlines must be transferrable and valid for at least five years from the date of issuance.
The Department received a significant number of complaints against airlines and ticket agents for refusing to provide a refund or for delaying processing of refunds during and after the COVID-19 pandemic. At the height of the pandemic in 2020, refund complaints peaked at 87 percent of all air travel service complaints received by DOT. Refund problems continue to make up a substantial share of the complaints that DOT receives.
DOT’s Historic Record of Consumer Protection Under the Biden-Harris Administration
Under the Biden-Harris Administration and Secretary Buttigieg, DOT has advanced the largest expansion of airline passenger rights, issued the biggest fines against airlines for failing consumers, and returned more money to passengers in refunds and reimbursements than ever before in the Department’s history.
- Thanks to pressure from Secretary Buttigieg and DOT’s flightrights.gov dashboard, all 10 major U.S. airlines guarantee free rebooking and meals, and nine guarantee hotel accommodations when an airline issue causes a significant delay or cancellation. These are new commitments the airlines added to their customer service plans that DOT can legally ensure they adhere to and are displayed on flightrights.gov .
- Since President Biden took office, DOT has helped return more than $3 billion in refunds and reimbursements owed to airline passengers – including over $600 million to passengers affected by the Southwest Airlines holiday meltdown in 2022.
- Under Secretary Buttigieg, DOT has issued over $164 million in penalties against airlines for consumer protection violations. Between 1996 and 2020, DOT collectively issued less than $71 million in penalties against airlines for consumer protection violations.
- DOT recently launched a new partnership with a bipartisan group of state attorneys general to fast-track the review of consumer complaints, hold airlines accountable, and protect the rights of the traveling public.
- In 2023, the flight cancellation rate in the U.S. was a record low at under 1.2% — the lowest rate of flight cancellations in over 10 years despite a record amount of air travel.
- DOT is undertaking its first ever industry-wide review of airline privacy practices and its first review of airline loyalty programs.
In addition to finalizing the rules to require automatic refunds and protect against surprise fees, DOT is also pursuing rulemakings that would:
- Propose to ban family seating junk fees and guarantee that parents can sit with their children for no extra charge when they fly. Before President Biden and Secretary Buttigieg pressed airlines last year, no airline committed to guaranteeing fee-free family seating. Now, four airlines guarantee fee-free family seating, and the Department is working on its family seating junk fee ban proposal.
- Propose to make passenger compensation and amenities mandatory so that travelers are taken care of when airlines cause flight delays or cancellations.
- Expand the rights for passengers who use wheelchairs and ensure that they can travel safely and with dignity . The comment period on this proposed rule closes on May 13, 2024.
The final rule on refunds can be found at https://www.transportation.gov/airconsumer/latest-news and at regulations.gov , docket number DOT-OST-2022-0089. There are different implementation periods in this final rule ranging from six months for airlines to provide automatic refunds when owed to 12 months for airlines to provide transferable travel vouchers or credits when consumers are unable to travel for reasons related to a serious communicable disease.

2024 F1 Las Vegas Grand Prix tix available for Nevada residents
L as Vegas locals’ exclusive opportunity to purchase tickets to the 2024 Formula One Las Vegas Grand Prix started Friday, with more general admission tickets available this year.
The Nevada resident presale runs through 11:59 p.m. Sunday, when fans can purchase three-day and single-day tickets to the race, scheduled for Nov. 21-23. Buyers must have a Nevada address associated with the credit card they use to purchase tickets. Tickets go on sale to the general public at 10 a.m. Monday.
Locals noted they wanted more affordable options after last year’s inaugural race, and race officials responded by adding 7,000 general admission tickets for the 2024 event.
“Well, they were gone in a minute (last year), so we wanted to have more available,” Las Vegas Grand Prix Chief Operating Officer Betsy Fretwell said. “To be able to learn about the race and see what is happening here in Vegas firsthand. We’ve more than tripled the number of GA tickets available for our locals and they get first dibs.”
General admission zones include the Flamingo zone located on the Koval Lane straightway, Caesars Palace zone at the namesake hotel and the Sphere zone, located around the LED screen wrapped arena.
The general admission tickets start at $150 for single-day tickets in the Flamingo Zone to the practice session Nov. 21. Three-day general admission tickets start at $600 and the new three-of-a-kind package, allowing fans to take in the race in a different spectator zone each day, start at $2,100.
“They’re going to be able to have different levels of hospitality and views of the race if they buy the three-of-a-kind plan,” Fretwell said. “Different levels of food and beverage, different track viewing, including all of the activations.”
The Sphere spectator zone was where big name musical acts performed throughout the inaugural race weekend, and Fretwell anticipates the area will again be a popular viewing zone this year.
“The Sphere zone, that was super popular, we’re upping our game there,”Fretwell said. “People are really going to enjoy that.”
Fans looking for an elevated viewing experience can do so with the new shared hospitality areas, Club Overtake and the Turn 3 Club. Three-day tickets for Club Overtake, located on Koval, start at $5,5000, with tickets to the Turn 3 Club, located in the footprint of the F1 pit building, starting at $8,900.
These zones feature all-inclusive food and beverages, including beer and wine, with the Turn 3 Zone also featuring all-inclusive spirits.
Other high-end viewing experiences are available for as much as $35,000 for a three-day ticket to the F1 Garage. That upscale package includes a viewing area in a garage of the pit building, access to the rooftop club, all-inclusive food and beverage options, including alcohol, meet and greets with racing legends and a pit lane walk and truck tour of the race’s circuit.
Race officials are also working on other ways locals can participate in race weekend, with those details still being finalized.
“There are going to be other activations that happen during the race, we’re still working on building that out right now.” Fretwell said. “We’ve learned a lot over the year, and we’re going to build out an entire opportunity for folks to take full advantage of this incredible investment that we made here in the Las Vegas area.”

What is Labour’s plan for rail travel and will it make tickets cheaper?
Party wants to fully nationalise train network within five years of coming to power, in ‘biggest rail reform for a generation’
Labour has made one of its most radical proposals yet in the run-up to an election campaign: to fully nationalise the train network within five years of coming to power.
The party has pledged to guarantee the cheapest fares as part of “the biggest reform of our railways for a generation”, bringing all passenger rail into national ownership under the Great British Railways (GBR) body.
So, how difficult would the plan be to enact and what does it mean for passengers?
How would Labour’s plan for Great British Railways change the way the trains are run?
The headline change is nationalisation: the ambition that all passenger train operations, at least, should return to public ownership. But the wider aim is that control of trains and tracks – “wheels and steel”, as some put it – is brought back under one unified structure, at arm’s length from the government.
The actual railway infrastructure is already managed by the state-owned Network Rail, since the disastrous tenure of Railtrack in the early days of privatisation, and train operations in Scotland, Wales and a large chunk of England are in public ownership. So a fully renationalised railway (bar the rolling stock and freight) is not as big a step as it may once have sounded – and arguably the pragmatic extension of the plans drawn up by the Conservatives in 2021, to end the fragmentation and waste in the system.
How long will the changes take?
Labour said it would get the ball rolling on day one. Given the years it has taken for the Conservatives’ GBR plans to crystallise into a draft bill that has scant chance of passing before an election, supporters of the changes would be forgiven for not holding their breath for legislation. But some of the spadework has been done by the GBR transition team, and Labour will be hoping for a more stable tenancy in Downing Street to see the policy through. It is, it stresses, a long-term plan.
As far as nationalisation of the train operators goes, most of the contracts of remaining operators will expire naturally within the next term, while the government can exercise break clauses in others, such as Avanti West Coast and Cross Country.
What would the trains look like?
Eventually, they would all be GBR-branded trains rather than the individual liveries and logos of different operators. Labour hopes that this will make things simpler for passengers, avoiding confusion over ticketing, as well as cutting costs.
Would it make train travel cheaper?
Possibly, but not for a while yet. Labour says it wants to make the railway more affordable but has definitively avoided any pledges to cut or even freeze the overall level of fares.
However, it believes that its plans will eventually save £2.2bn a year by avoiding the duplication and bureaucracy brought on by the current system, where the Department for Transport tightly controls and specifies contracts for the private firms, and reams of staff are employed in back-end roles. That could give ministers some scope to use more of the billions in annual taxpayer subsidy to bring fares down long-term.
What about this best-price guarantee?
Make that an “ambition”, according to the policy document . It’s testament to the complexity, or occasional absurdity, of UK rail fares that even after years of industry focus on improving the system, renationalising looks an easier promise than telling a passenger they’ve paid the right amount.
Things can be improved, Labour says, as contactless tap-in and tap-out payments extend through more and more of the country, opening up the possibility of a Transport for London-style system, where fares are streamlined and automatically capped or refunded.
The shadow transport secretary, Louise Haigh, pointedly chose the headquarters of Trainline in central London to launch her plans on Thursday, paying tribute to the travel app firm’s “relentless focus on passengers [and] improving their experience”. Trainline shares fell 10%, even though Labour says it has no plans to replace the private firm with a single state retailer.
But given that the app’s business depends on people paying extra to cut through the railway’s confusing fares, fragmentation and lack of a decent central ticketing site, Trainline shareholder nerves might be taken as a vote of confidence that GBR will improve the industry’s own offering.
How else might passengers benefit?
Labour says it would leave the running of the railway to the experts – but the transport secretary would set strategy and take on the role of passenger-in-chief, and the industry would not be “marking its own homework”.
The plan aims to strengthen the voice of passengers by rolling together the various bodies currently meant to be standing up for them – the watchdog Transport Focus and the little-known Rail Ombudsman, as well as a few divisions of the Office of Rail and Road.

Their representatives at Rail Partners warn that it will be “messy” and the railway will lose their expertise. But the people actually running train operators, right up to the managing directors, have typically stayed in post with a different coloured badge when the owning groups moved on, and passengers at say, Southeastern or LNER may not feel life is very different. Firms once regarded as pillars of privatised rail such as Stagecoach, National Express (now Mobico) and Virgin have long exited UK rail already, pursuing business elsewhere.
