With the LTVP (MOM) , foreigners with work passes can bring in additional family members to stay in Singapore. Additionally, Singapore citizens and Permanent Residents (PRs) can also sponsor LTVP (ICA) for their family members.

The Long-Term Visit Pass (LTVP) application is specifically designed for individuals who want to stay in Singapore for a longer duration with their direct family members without the inconvenience of applying for a new visa every few months.

If you’re considering applying for an LTVP in Singapore, our article will guide you through the eligibility criteria, application process, and LTVP renewal procedure. Furthermore, we will explore the benefits of LTVP Plus (LTVP+), an enhanced version of the pass that offers even more perks. Don’t miss out on the opportunity to bring your loved ones to Singapore for a long-term visit!

Different Types of Long-Term Visit Passes in Singapore

If you’re planning a long-term stay in Singapore, you may need to apply for a Long-Term Visit Pass (LTVP). There are two types of LTVPs that you can apply for, each issued by a different authority:

This pass is essentially an extension of an existing Short-Term Visit Pass for family members of Singapore citizens and Permanent Residents (PRs). It is suitable for foreign visitors who wish to stay in Singapore for more than the 30 days allowed by a Short-Term Visit Pass.

This pass is intended for the family members of foreign employees who are not eligible for a Dependant’s Pass but want to live with their loved ones in Singapore.

What is LTVP+?

The Long-Term Visit Pass-Plus (LTVP+) scheme was introduced to assist Singaporean families with foreign spouses. This new scheme offers foreign spouses of Singapore citizens who qualify a longer period of residency, providing them with greater certainty of stay. The LTVP+ also offers a range of benefits, including access to healthcare and employment opportunities.

Couples with at least one Singaporean child from their marriage are eligible to apply for the LTVP+. For those without a Singapore Citizen child, the Immigration and Checkpoints Authority (ICA) will consider other factors, such as the duration of marriage, and generally look more favourably upon those who have been married for at least 3 years.

LTVP+ holders will be eligible for a longer period of residency in Singapore, with the LTVP+ being valid for 3 years in the first instance and for up to 5 years for each subsequent renewal. Additionally, LTVP+ holders will receive healthcare subsidies for inpatient services at restructured hospitals, which are set at a level close to that for Permanent Residents.

Furthermore, LTVP+ holders seeking work in Singapore will find it easier to do so. Prospective employers of LTVP+ holders can apply to the Ministry of Manpower (MOM) for a Letter of Consent (LOC) on their behalf, instead of an Employment/S Pass or Work Permit.

To be eligible for a Long-Term Visit Pass (LTVP) issued by the Singapore Immigration and Checkpoints Authority (ICA) , the requirements vary depending on the type of pass you are applying for. Here are the criteria for applying for an LTVP with ICA:

To be eligible for a Long-Term Visit Pass (LTVP) issued by the Ministry of Manpower (MOM) , you must meet the requirements that vary depending on the type of work pass you hold. You can apply for an LTVP for your family member if you meet all the following conditions:

  • You must hold an Employment Pass (EP), S Pass, Personalised Employment Pass (PEP), Overseas Networks & Expertise (ONE) Pass or EntrePass.

  • Your unmarried handicapped children aged 21 and above.

  • Your parents – only if you are earning a fixed monthly salary of at least $12,000 .

Here are the steps for applying Long-Term Visit Pass (LTVP) at the Immigration and Checkpoints Authority (ICA) in Singapore:

  • Gather all the required documents for the LTVP application. The Immigration and Checkpoints Authority (ICA) website contains detailed information regarding the specific documents required for each type of application.

The applicant must upload the completed forms within 30 days from the in-principle approval date. Otherwise, the application will be considered withdrawn.

Payment of S$60 for applicant’s LTVP and S$30 for a Multiple Journey Visa (if applicable) must be made within 30 days upon receiving the email notification, otherwise the approval will be withdrawn.
  • Once the payment has been made, the applicant will be informed if he/she is required to visit ICA Building physically for the issuance of LTVP. If applicant is required to visit ICA Building, the applicant can download the In-Principle Approval (IPA) letter which is valid for three months from date of issue. With effect from 27 February 2023, a digital Long-Term Visit Pass (LTVP) will be issued in place of a physical LTVP card.

Here are the steps for applying Long-Term Visit Pass (LTVP) at the Ministry of Manpower (MOM) in Singapore:

  • Gather the necessary documents for the application. Depending on the family member you are applying for, you may also be required to submit additional documents. The Ministry of Manpower (MOM) website contains detailed information regarding the specific documents required for each type of application.
  • Your Long-Term Visit Pass (LTVP) application can be submitted online via myMOM portal by your employer or Employment Agency (EA). It is essential to complete all mandatory fields and provide the relevant supporting documents. Additionally, an application fee of S$105 must be paid before submitting the application.
  • The processing time for Long-Term Visit Pass (LTVP) application varies and can take up to 8 weeks. You can check the status of your application on the MOM website.
  • If your application is approved, you will receive the in-principle approval (IPA) letter via email. The applicant must enter to Singapore within 6 months (for EP holder) or 2 months (for S Pass holder) from the date of approval.
  • An email notification letter will be sent to you, which will remain valid for 1 month. This notification will contain instructions on completing the card registration process, which includes paying the approval fees of S$225 for each pass, and S$30 for a multiple journey visa (if applicable). The card registration formalities comprise undergoing a medical check-up, registering fingerprints, and having your photo taken.
  • After completing the registration process and your documents are verified, the Ministry of Manpower (MOM) will dispatch the card to the provided address within 5 working days.

Long-Term Visit Pass (LTVP) Renewal

To renew an LTVP issued by the ICA , you need to apply at least 2 months before your current LTVP expires. This is to ensure that your application can be processed and approved before your current pass expires. You can apply for renewal online through the ICA’s e-Service portal.

If your LTVP is issued by the MOM , you can apply for renewal up to 6 months before it expires. It is recommended that you start the renewal process early to allow for any delays in processing. Your employer or EA can apply for renewal through the EP Online.

It is important to note that renewals are not guaranteed. You will still need to meet the eligibility criteria and provide all the necessary documents for evaluation.

Spouse of a Singapore Citizen

Singapore citizen - Non-resident (NR) couples are strongly encouraged to complete their Pre-Marriage LTVP Assessment (PMLA) before marriage.

The PMLA is a free online assessment which allows them to:

  • exchange key information with each other before getting married;
  • find out if the prospective NR spouse may qualify for a Long-Term Visit Pass (LTVP) after marriage; and
  • enjoy a significantly shorter processing time when they subsequently submit an LTVP application.

Marriage to a Singapore citizen does not guarantee the NR spouse automatic right of entry into Singapore or approval for long-term stay in Singapore.

While the PMLA aims to give an accurate assessment on the prospective NR spouse's eligibility for an LTVP after marriage, a positive PMLA outcome is not an immigration pass and does not constitute the approval of an LTVP. The NR spouse should separately apply for an LTVP after marriage to be considered for long-term stay in Singapore.

In a small number of cases, the outcomes of the PMLA and LTVP applications may differ if a couple’s circumstances change between their PMLA and LTVP applications. Couples should ensure that the information submitted in the PMLA are correct, for a more accurate assessment of their eligibility for LTVP.

For more information on PMLA, please refer to the Pre-Marriage Long-Term Visit Pass Assessment (PMLA) page .

The processing time for an LTVP application is up to six months for applicants who did not do the PMLA. The processing time is shortened to six weeks, for applicants who did the PMLA.

NR spouses who are expecting/have Singapore citizen child(ren) from the current marriage, or have been married to a Singapore citizen for at least three years, may be eligible for a Long Term Visit Pass Plus (LTVP+), which has a longer validity period than the LTVP. There is no separate application for the LTVP+. ICA will assess the NR spouse’s eligibility for LTVP+ when he/she applies for an LTVP or to renew his/her LTVP.

LTVP holders may apply to renew their LTVP under their Singapore citizen or Singapore Permanent Resident (PR) spouse’s sponsorship before the LTVP expires. Please note that the sponsor of the LTVP cannot unilaterally request ICA to cancel the LTVP without the LTVP-holder’s consent. ICA will require both the LTVP-holder and the sponsor’s acknowledgment to cancel the LTVP.

The LTVP may be cancelled at ICA’s discretion in accordance with the Immigration Regulations.

LTVP holders who are spouses of Singapore citizens or Singapore PR are eligible for a Pre-Approved Letter of Consent (PLOC)* to seek employment in Singapore. To be considered for a PLOC, the NR spouse should indicate in their LTVP application form whether they intend to work in Singapore. Those who are eligible will be issued a PLOC together with their LTVP. LTVP holders may also separately apply to MOM through their employer for a Letter of Consent (LOC) to work in Singapore at any time after the issuance of the LTVP.

* PLOC holders can work for any employer. The employer is only required to notify MOM at the start of employment. For those who are not granted PLOC, their prospective employer can apply to MOM for an LOC instead of an Employment/S Pass or Work Permit.

You will need to provide original documents and official translations (for documents in languages other than English), as well as copies of the documents for ICA to retain.

ICA accepts:

  • Translations provided by the embassy of the country that issued the document
  • Translations produced by a notary public in Singapore or the country that issued the document
  • Privately created translations attested by the embassy of the country that issued the document, or notarised by a notary public in Singapore or the country that issued the document.

ICA does not endorse any private translation companies or entities. Insufficient documentation may result in non-acceptance of your application. You may be required to provide additional documents to support your application.

Please have these documents ready before you apply:

Note: For Long-Term Visit Pass (LTVP) holders, please renew the LTVP at least two months before the expiration of the current LTVP.

First-time applicants need to apply for an LTVP with at least 10 days remaining on their Visit Pass. Visitors to Singapore must have a valid Visit Pass at all times during their stay. They must also have a passport issued only in their name.

If you are unable to complete or submit your LTVP application/renewal application due to unique circumstances, you can write in to [email protected] for further assistance.

Please note that all official translation of documents submitted for any application to ICA is required if they are not in the English language. For more information, please refer to the FAQ .

The sponsor will need Singpass 2FA to submit the LTVP application online using the e-Service.

The applicant and the sponsor will also need to complete Appendix (VP)  giving consent for ICA to obtain and verify your financial information with the Inland Revenue Authority of Singapore (IRAS) and/or the Central Provident Fund Board of Singapore (CPF).

The applicant and/or the sponsor will be contacted by ICA for any additional documents or to arrange an interview, if required.

A S$45 non-refundable processing fee for each application.

Payment can be made using:

  • Visa or MasterCard credit/debit card or,
  • American Express (AMEX) credit card or,
  • Internet Direct Debit (Citibank, DBS/POSB, OCBC, UOB and Standard Chartered Bank Internet Banking accounts in Singapore) or,

Note: Additional fees will apply upon collection. Please refer to LTVP collection  for further details.

If you have submitted a Pre-Marriage Long-Term Visit Pass Assessment (PMLA) before applying for your LTVP, the LTVP application will be processed within six weeks.

If you have not submitted a PMLA before, application for LTVP will be processed within six months.

If your application is still within this processing time, please wait to be notified of your application outcome via email or check on the application outcome using the e-Service , rather than contacting ICA to enquire about the status of your application.

Original documents or photocopies may be required during the processing period. The applicant and/or the sponsor may also be called up for an interview during this time. ICA will contact the applicant and/or the sponsor to request any additional documents or to arrange an interview, if required.

All You Need to Know About a Long Term Visit Pass (LTVP)

  • Work Visa & Immigration
  • All You Need to Know…

LTVP

Singapore and economic growth are synonymous. It’s one of the most flourishing economies in the world. Excellent infrastructure, helpful government, and a great business environment make Singapore the best place for businesses.

Foreigners move to Singapore for fantastic employment opportunities. Also, in June 2021, the total foreign workforce was 1,197,100 . Although it’s comparatively lower than the last few years, it’s still considerably good.

However, there are limitations concerning the family members Employment Pass (EP) or S Pass holders can bring along or the duration of the stay. There are different passes offered to family members of the work pass holders. Dependant’s Pass is pretty famous, but you’ve got another choice — Long Term Visit Pass (LTVP).

So what is LTVP? How can you get one?

Table of Contents

What is Long Term Visit Pass (LTVP)?

The LTVP is for a common-law partner/spouse, handicapped child, or stepchild of an Employment or S pass holder. Also, remember, one can also apply for this pass for their parents if they earn over $12,000 per month.

There is another pass called the Singapore Long Term Visit Pass-Plus (LTVP+). This has been designed for the Singapore Permanent Residents (SPR) or Foreign Partners/Spouse of Singapore Citizens (SC).

If foreign spouses/partners of Singaporean citizens have applied for LTVP, they will automatically be considered for the LTVP+if they are eligible for it.

This pass will offer Singaporean citizens’ foreign spouses/partners a verified stay by allowing the partner to stay for a longer period. If approved, they can live in Singapore for around 3 years. After the renewal, they can stay for about 5 years.

The best thing is LTVP+ holders are offered employment and healthcare benefit.

Eligibility

Both Employment Pass and S Pass holders can apply for the LTPV for their family members. In simpler terms, the holders are responsible for the members that apply for the pass. They have to bear the sponsorship.

However, not all family members are eligible to apply for the pass as per the Ministry of Manpower (MOM) . Only a few family members are eligible for the sponsorship, and they are:

  • Common-law Spouse
  • Parents (those who earn at least $12,000/monthly)
  • Disabled kids who are above the age of 21 and unmarried
  • Stepchildren who are under the age of 21 and unmarried

Apart from this, Immigration and Checkpoints Authority (ICA) added the following people as eligible for the LTVP.

  • Visitors with foreign educational degrees and looking for Singaporean jobs.
  • A visitor who uses the educational facilities and looking for Singaporean jobs.
  • A female visitor’s grandchild or child is a Singaporean student on Student’s pass.
  • A visitor’s spouse or partner is a Singaporean Citizen (SC) or a Singaporean Permanent Resident (SPR).
  • A visitor’s child who is above 21 years and is an SC or SPR.
  • A visitor requiring permission to underdo her child delivery in Singapore
  • A visitor who is interested in a prolonged stay.

The holders of LTVP can stay for 2 years in Singapore as for their application type. But they cannot work unless they obtain the S Pass, Singapore Work Visa, or work permit.

If you want to sponsor your parents, you have to meet the following requirements:

  • You have to own an S Pass or Employment Pass
  • Earn at least $6,000 of monthly salary (should be fixed). This is solely on your salary, not the combined income of your home.
  • A Singaporean company or an employer sponsors you.

Couples must meet at least one of these to be qualified for the LTVP+ scheme.

  • They should have at least one kid who’s a Singaporean.
  • Their marriage should be at least 3 years old and have the capacity to sponsor their foreign spouse.

Process of Applying for an LTVP

The process of applying is different for every pass, so you shouldn’t assume that applying for one pass is similar to others. You must submit original copies of the documents in English when you’re applying. If your documents are not in English, you should request a professional translator to do it.

Then, you have to submit the application and wait for MOM’s in-principle approval letter.

After you are in Singapore, you need to apply for passes for your family members.

If the process of applying is through ICA, you have to submit the following:

  • A copy of the passport’s bio page.
  • Embarkation/Disembakation (D/E) card.
  • One of your recent pictures.
  • Additional documents as per the travel’s purpose.

For spouses:

  • Certificate of Marriage
  • Documents mentioning spouses’ educational level.
  • In case you’re divorced, you should have a divorce certificate.
  • If needed, the Letter of Long-Term Visit Pass Eligibility (LLE)

For child/children who are dependent:

  • Birth certificate of the child or children
  • If parents are divorced, the custody documents must be submitted.

For parents of permanent residents or Singapore citizens,

  • Birth certificate of the child.
  • If the child is adopted, the relevant documents.

For a foreign graduate who is looking for Singaporean jobs:

  • The certificate states the highest level of academic qualification.

For the Student Pass holder’s Mother/Grandmother:

  • If applicable, should submit the custody documents/divorce documents.
  • Passport of the Student Pass holder
  • Pass Card of the student

For mother:

  • Birth certificate of the Child.

For grandmother:

  • Birth certificate of the child and their parents.

A foreign visitor planning undergoes her child delivery in Singapore :

  • A local doctor’s letter mentions the mother’s due date and complications if any.
  • A letter from the high commissioner or mother’s embassy says that the child will get the mother’s nationality and passport.

Documents needed from the PR and SC:

  • Identity Card
  • The employment letter mentions the start date, monthly salary, and position.
  • Assessment of Notice for the past 3 years of Income Tax.
  • Central Provident Fund Statment for the last year includes the monthly contribution of CPF.

For self-employed individuals:

  • Certificate of registration from the Accounting and Corporate Regulatory Authority (ACRA)
  • The Profit and Loss Statement of the company for the last 12 months.

If the process of applying is for MOM, you have to do the following:

For spouses/partners (any of the following):.

  • A copy of the common law certificate
  • An embassy letter that mentions you and your spouse/partner is treated as a common-law relationship based on the rules.
  • A legally written statement from you mentioning you and your spouse/partner are living under the common-law relationship rules of your home country.

Stepchildren who are under the age of 21:

  • A copy provided by the court for the child’s custody
  • A letter from the other parent declaring that they aren’t opposed to the decision of the child moving to Singapore.
  • The Health Promotion Board verifies vaccination requirements if the child is below the age of 12.

Dependant children who are above the age of 21:

  • A report from a relevant doctor concerning the child’s condition.
  • The birth certificate including the names of your parents.

Don’t forget that the list is not exhaustive. So if the Singaporean authorities need more documents, they have the right to ask for them.

So if you are thinking about the time duration taken for the application, remember that it differs accordingly. Some might take 7 working days whereas others might go up to 6 weeks.

The sponsor or applicant can find the application status through the Foreign Identification Number (FIN) assigned to them.

Renewing an LTVP

Yes, it’s possible to renew the LTVP regardless of its type. You have to follow the same procedure as you did in the initial application.

If the ICA has issued your pass and you want to renew that, you have to do it 10 days before the expiration of the current LTVP. If MOM has issued your pass and if you want to renew that, you can apply for it at least 6 months from the date of expiration.

It’s vigilant to renew the LTVP at the earliest possible. Though you can’t be assured that you’ll get a new Pass, your renewal request will be considered and evaluated.

Can LTVP Holders Work in Singapore?

Of course, you can. But only if your potential employer is ready to do the needful to get you a Work Pass.

If your LTVP is from the ICA, the employer must request a Letter of Consent (LOC) from the MOM. They can apply for this later through MOM online portal.

This is to encourage you to spend more time with your child and help him or her adjust to Singapore’s education system.

After you have been in Singapore for a year, you can find a job and your employer can apply for a Work Permit for you. Your employer needs to apply for the permit using  WP Online at www.mom.gov.sg .

Under the Work Permit, you are:

  • Able to work in any sector.
  • Not subject to source country restriction.
  • Only counted under your employer’s overall quota.
  • Subject to the  foreign worker levy .
  • Not allowed to work in objectionable occupations (bar or dance hostess, masseur, etc.).

You will need these documents to  apply for a Work Permit :

  • Copy of the child’s student pass.
  • Copy of the child’s birth certificate.
  • Letter from the child’s school indicating your child’s current education level.
  • Copy of your current LTVP.
  • Copy of your passport personal particulars page.
  • Alternatively, the employer can try to apply for an  Employment Pass or  S Pass  for you. However these passes are usually harder to get than a work permit because they require higher educational qualifications and a high minimum salary.

Documents required for a Long Term Visit Pass (LTVP)

When applying for an LTVP, all documents have to be in original copies and in English. If they are not, they must be translated by a professional translator with notarisation.

Long Term Visit Pass (LTVP)

Long Term Visit Pass (LTVP) is a long-term visa that allows eligible foreigners to stay in Singapore. LTVP can be issued by either Ministry of Manpower (MOM) or the Immigration and Checkpoints Authority (ICA) .

Long Term Visit Pass (LTVP) issued by MOM

MOM issues LTVP for certain family members of eligible Employment Pass (EP) , S Pass , EntrePass , and Personalised Employment Pass (PEP) holders. The pass needs to be applied by the employer of the main pass holder or an authorized third party for EP and S Pass holder’s dependants. For dependants of EntrePass and PEP, the application needs to be submitted by the main pass holder. The pass is valid for up to 2 years and is tied to the main pass holder’s pass. It can also be renewed up to the duration of the main pass or as requested, whichever is shorter.

Eligibility Criteria

The eligibility criteria for EP, S Pass, and PEP holders to apply for an LTVP is as below:
