Minnesota temporary permits.

A Temporary Trip Permit is given to a carrier in place of IRP plates to operate their vehicle within Minnesota. The fee to obtain a temporary Minnesota Trip Permit is $15 and the permit is valid for 96 hours. Permits can be applied and received through a permit service provider with additional charge.

A Temporary Fuel permit is given to a carrier in place of IFTA licensing to travel within Minnesota. The fee for a temporary Minnesota Fuel permit is $25 and the permit is valid for 5 days.

Permits can also be applied and got through a permit service provider with extra charge.

A Hunter Permit can be obtained for vehicles that are operating unladen and not transferable. The permit is $5 and is valid for 10 days. Permits can be obtained through a permit service provider with extra charge.

Texas One Trip Temporary Registration

Unladen vehicles needing to move temporarily on Texas highways are eligible for one-trip registration. The route must either begin or end in Texas. These permits only allow the vehicle to travel from point of origin to a point of destination and are valid for 15 days.

Texas Eligibility for One-Trip Temporary Registration

  • Passenger cars carrying passengers and property or a pulling travel trailer.

Not Eligible for Texas One-Trip Temporary Registration

  • Manufactured housing
  • Texas-based charter buses carrying both passengers and property
  • Any laden vehicle, meaning truck, trailer, etc.
  • A fixed load vehicle, regardless of whether the vehicle is of the conventional type or the unconventional type
  • Mobile offices, mobile laboratories and mobile bunkhouses (must have full registration or purchase 72/144-hour temporary registration)

Texas Temporary Fuel Permits

A trip permit may be purchased in lieu of the required interstate trucker license or International Fuel Tax Agreement (IFTA) license if there are no more than 5 entries into the state during a calendar year, for qualified motor vehicles entering Texas for commercial purposes.

How to get a Texas trip permit:

  • Purchase a $50 cashier's check or money order payable to: The Texas Comptroller of Public Accounts
  • On the face of the cashier's check or money order write: "Trip Permit"
  • License plate number or Vehicle Identification Number (VIN) of the vehicle entering Texas
  • The date that the vehicle will enter Texas
  • The receipt from the cashier's check or money order should also be marked as "trip permit" and it needs to identify the motor vehicle by license plate number or the vehicle identification number and list the date the vehicle will enter Texas.
  • The receipt from the cashier's check or money order is the trip permit and must be in the vehicle for which the tax payment is made.

Mail the cashier's check or money order to:

A trip permit is valid for only one entry into Texas and for only 20 days from the date of entry.

Note: A round trip through Texas constitutes two separate entries, even if the round trip is completed within 20 days. For example: a trip originating in Arkansas, traveling through Texas to New Mexico, and then the return trip to Arkansas would require the purchase of two Texas trip permits.

  • A copy of this permit and its attachments, including these terms and conditions, must be carried in the vehicle during transport on Cook County roads, and made available upon demand to law enforcement or MnDOT official(s).
  • In lieu of a paper copy, an electronic copy of said permit may reside on a portable electronic device as long as it is a complete and legible copy of the permit issued.
  • The Permittee must meet the terms and conditions listed in this permit.
  • A Cook County permit is not valid if the actual load weight or dimensions exceed what is indicated on the permit.
  • Cook County assumes no responsibility for the property, vehicle(s) or load of the permit holder (Permittee).
  • Cook County may take up to 2 business days to review permits. It is the contractor’s responsibility to submit a permit that allows for the review/approval process and there is no guarantee of approval/denial before 2 BUSINESS DAYS.
  • Single Trip permits stay in our system as active for up to 10 days. This does not mean the permit is approved for 10 days. It is approved for the dates stated as the move dates on the permit, with up to a 10 day max.
  • Vehicle must be registered for its permitted weight. A Cook County permit DOES NOT increase a vehicle's registered weight.
  • Rear Visibility Required. The hauling vehicle must be equipped with mirrors that provide the driver a rear view of the highway for a distance of at least 200 feet.
  • During seasonal weight restrictions single trip permits are only good for the posted road weight limits. NO OVER WEIGHT LOADS WILL BE ALLOWED.
  • Movement is not allowed during hazardous weather conditions or when visibility is less than 500 feet, or when winds or wind gusts prevent the permitted vehicle from staying in its normal travel lane.
  • Multiple pieces that create an over-legal dimension or weight load are not allowed.
  • The Permittee must ensure that the hauling vehicle is adequate to handle the movement safely and meet federal and state vehicle safety requirements.
  • Holidays: Single Trip permits over 14'6" wide are not valid on Holidays and Holiday Weekends.
  • 24/7 movement is allowed for loads that are overweight and/or up to 9' wide, 13’6” high, and 95' long.
  • Night Moves: Between sunset and sunrise, loads up to 12'6" wide and /or up to 95' long require either 1) amber LED lights at widest points of load and every 20 ft.; or 2) a lead certified pilot car escort on 2-lane non-divided roadways and a rear certified pilot car escort on multi-lane divided roadways.
  • Loads over 12'6" wide, up to 14'6" wide, and over 95' long up to 130' long cannot use LED lights in lieu of certified pilot escort. Such loads require a lead certified pilot car escort on 2-lane non-divided roadways and a rear certified pilot car escort on multi-lane divided roadways.
  • Authorization for movement over streets and roads other than Cook County State-aid Highways & County Roads must be obtained from the local road authority having jurisdiction over the local street or road.
  • A permit for movement is required if the load and/or the vehicle exceed the statutory legal dimensions. The overall legal width is 8'6". The overall legal height is 13'6". The overall legal length is as follows: single motor vehicle is 45 feet; mobile truck crane is 48 feet; semi-trailer is 53 feet with a king pin setting of 43 feet or less; and single trailer, including tow bar, is 45 feet. A trailer is limited to 45 feet long with 75 feet as the maximum overall length of the truck trailer combination.
  • The gross weight on any one axle shall not exceed 18,000 lbs. on 9 Ton Routes, nor 20,000 lbs. on 10 Ton Designated Routes. No tandem axle group shall exceed 34,000 lbs. on all routes. A single axle is defined by law as including all wheels whose center may be within 40 inches apart. Wheel load may not exceed 600 lbs. per inch width of tire nor the manufacturer's recommended load, whichever is less. The maximum total gross weight on all axles may not exceed 73,280 on 5-axle combination, except on all interstate and 10 Ton Designated routes, where 5 axle combination may not exceed 80,000 lbs. A 6-axle combination may not exceed a total gross weight of 80,000 lbs. on all routes.
  • The Permittee is responsible for all liability for personal injury, property damage, damage to roadway and its structures, and time lost, which may occur in relation to the movement; and, in the event any claim is made against the State of Minnesota, Cook County or any Department, Division, or employee thereof, through, by reason of, or in connection with, any act or admission; Permittee shall defend, indemnify and hold them harmless from any claim.
  • This permit does not authorize or does not in any way apply to the use of license plates and has no effect on the motor vehicle registration or motor vehicle tax law of Minnesota.
  • Pilot car escort drivers must be trained and certified through the Minnesota Department of Public Safety's Certified Pilot Escort Drivers Program, as required under MN Administrative Rules, Chapter 7455, and as administrated by the MN State Patrol.

Driver: A certified pilot escort driver must be at least 18 years of age with a current, valid driver's license.

Vehicle: An escort vehicle must be either a passenger automobile, light duty van, two-axle pickup or two-axle single unit truck. Escort vehicle must be in proper operating condition.

Convoying of oversize/overweight vehicles is not allowed; a minimum 1/2 mile separation is required.

Whenever a load or vehicle crosses roadway centerline and encroaches into oncoming traffic, a certified Peace Officer escort is required to precede permitted vehicle.

  • Permit fees must be paid before a permit will be approved. Fee will NOT be refunded if submitted in error by the applicant. Cook County will only refund fees if the requested route cannot be approved due to construction and if an alternate route is unavailable, or there is an error on the map such as a mislabeled road designation.
  • Vehicle shall be equipped to provide the driver a view of the highway for a distance of at least 200 feet to the rear of the vehicle.
  • Complete stop is required at all railroad grade crossing approaches by vehicles having in tow any other vehicle or any vehicle of the tractor or caterpillar type.
  • In accepting this permit, the Permittee agrees to repair, at the Permittee's expense and to the satisfaction of the Cook County Highway Engineer, any damage to highways and/or structures caused by Permittee in executing this permit. Work or repair may be done by Cook County Highway Department to any highway or structure damaged in their jurisdiction at the option of the Cook County Highway Engineer, with the cost of such work to be borne by Permittee.
  • Regardless of route listed on the permit, the Permittee must comply with posted roadway and bridge restrictions.
  • If the Permittee is not able to yield the right-of-way to oncoming traffic, or if the vehicle/load will encroach into an oncoming traffic lane, a lead escort by a certified Peace Officer in an authorized emergency vehicle is required.
  • The trailers, towed vehicles and equipment are to be hitched in such a manner so that they will track on turns and not whip while being towed. It is the responsibility of the Permittee that the towing vehicle is adequate and safe to handle the movement.
  • In event of breakdown, vehicles or equipment will be moved off highway right-of-way and, if not immediately possible, the vehicle must be moved as far off the roadway as practical. Warning devices shall be placed around the vehicle as required by law to notify other motorists of a hazard, and the Cook County Sheriff’s Department (218-387-3030) shall be notified if load and permitted vehicle cannot be immediately moved off the highway right-of-way.
  • Red or orange warning flags 18" square are to be displayed at widest parts and ends of load when exceeding 9 feet in width and/or 75 feet in length.

For stretched or pole trailers, warning flags/lights must be attached to the underside of the load/vehicle, spaced no more than 20 feet apart.

  • Oversize Load signs are required on front and rear of vehicle when width exceeds 12' 6" and/or lengths exceeds 95'. Signs must be legible. Between sunset and sunrise, signs must be lighted or of reflective material that is visible for at least 500 feet.
  • Warning lights are needed whenever signs are required. Lights may be flashing, strobe or rotating beacon and must be visible from a distance of no less than 500 feet.

Damage assessment fee calculator.

The table below shows the cost per mile fee assessed for various over-legal weight axle groups. It is used to calculate the overall state fee for over-legal weight Single Trip and Job Permits. Axle group cost factors in per mile traveled.

A damage assessment fee is calculated by adding the rate for each axle group and then multiplying the sum by the miles traveled. For example, with a single axle steer group at 13,000, a tandem drive group at 38,000, and a tridem lowbed at 60,000, the damage rate would be $ 0.33 ($0 + $0.14 + $0.19) per mile traveled.

For an overweight single trip permit, add the damage assessment fee to the base $15.00 permit fee. For an overweight job permit, add the damage assessment fee to the base $36.00 permit fee.

To reduce damage assessment cost-per-mile fees, add additional axle(s) to vehicle combination, reduce the net weight of the load, or shift the load to transfer weight to other axles.
