Blinken Tours China to Promote Some Ties, While the U.S. Severs Others

Tensions over economic ties are running high, threatening to disrupt a fragile cooperation between the U.S. and China.

Secretary of State Antony J. Blinken cheered on the sidelines at a basketball game in Shanghai on Wednesday night, and spent Thursday chatting with students at New York University’s Shanghai campus and meeting American business owners. It all went to emphasize the kind of economic, educational and cultural ties that the United States is pointedly holding up as beneficial for both countries.

But hanging over those pleasantries during his visit to China this week are several steps the U.S. is taking to sever economic ties in areas where the Biden administration says they threaten American interests. And those will be the focus of greater attention from Chinese officials, as well.

Even as the Biden administration tries to stabilize the relationship with China, it is advancing several economic measures that would curb China’s access to the U.S. economy and technology. It is poised to raise tariffs on Chinese steel , solar panels and other crucial products to try to protect American factories from cheap imports. It is weighing further restrictions on China’s access to advanced semiconductors to try to keep Beijing from developing sophisticated artificial intelligence that could be used on the battlefield.

This week, Congress also passed legislation that would force ByteDance, the Chinese owner of TikTok, to sell its stake in the app within nine to 12 months or leave the United States altogether. The president signed it on Wednesday, though the measure is likely to be challenged in court.

Mr. Blinken’s visit, which was expected to take him to Beijing on Friday for high-level government meetings, had a much more cordial tone than on the trip he made to China last year. That trip was the first after a Chinese spy balloon traveled across the United States, tipping the American public into an uproar.

In a meeting with the Shanghai Communist Party secretary Thursday morning, Mr. Blinken said direct engagement between the U.S. and China was both valuable and necessary.

“We have an obligation for our people — indeed an obligation to the world — to manage the relationship between our two countries responsibly,” he said.

Speaking to students at the N.Y.U.’s Shanghai campus later that morning, he said the educational exchanges the students were engaged in provided a “ballast” for a complicated and confrontational relationship.

Since President Biden met with the Chinese leader, Xi Jinping, in California in November, the U.S.-China relationship has seemed more stable, with nothing like the dramatic ups and downs of the trade spats under former President Donald J. Trump.

But the Biden administration has still been marching toward a more restrictive economic relationship with China.

That includes controls on semiconductor technology, which are being raised by both sides as a more prominent issue than ever before. The Biden administration has been weighing further export controls, particularly on factories that have been helping produce advanced semiconductors for the Chinese tech giant Huawei.

“By explicitly trying to degrade Chinese tech capabilities, especially on advanced AI, the United States has moved export controls to the forefront of the U.S.-China agenda,” said Emily Benson, a trade expert at the Center for Strategic and International Studies, a Washington think tank.

In a call between Mr. Biden and Mr. Xi earlier this month, both leaders raised the technology controls as matters of central importance.

Mr. Biden emphasized that the United States would continue to take necessary actions to prevent advanced American technologies from being used to undermine its own national security, without unduly limiting trade and investment, according to the White House.

Mr. Xi said that putting new sanctions on China was not “de-risking,” but creating risks. If the United States was bent on “containing China’s hi-tech development and depriving China of its legitimate right to development, China is not going to sit back and watch,” he said, according to the official Xinhua News Agency.

U.S. officials say their restrictions are necessary given China’s authoritarian government and statist economic model. But the moves have rankled Chinese leaders and pushed tensions over economic measures to their highest point in years.

The measures are not just emanating from the U.S. government: Susan Shirk, the author of “Overreach: How China Derailed Its Peaceful Rise,” said that China had pivoted toward a more self-sufficient industrial policy, and has been seeking to supplant the United States as a high-tech superpower under Mr. Xi.

“Xi openly acknowledges that while he wants China to be less dependent on other countries, he wants to keep other countries dependent on China ‘as a powerful countermeasure and deterrent’ as he put it, ‘against them cutting off supply,’” Ms. Shirk said.

China, too, has allowed security concerns to affect a greater proportion of its economy, even as Mr. Xi and other Chinese leaders have tried to reassure foreign businesses that their investment is welcome. A new national security law has extended Beijing’s reach into Hong Kong, threatening the city’s status as a financial hub. American executives have been alarmed by China’s investigations of foreign firms, as well as the country’s broader rules against sharing data and information with foreigners.

Despite China’s complaints about the U.S. government’s efforts to crack down on TikTok, China itself has for decades banned other Western social media services. Apple said last week that Beijing had ordered it to remove WhatsApp and Threads from app stores in China.

Mr. Blinken and other U.S. officials have emphasized that American export controls, sanctions and other restrictions being imposed on Chinese tech companies apply to only a small fraction of the broader U.S.-China relationship. Elsewhere, trade is encouraged, they say.

In a report this week, the U.S.-China Business Council, a group of 270 American companies that do business in China, estimated that U.S. exports to China supported more than 900,000 American jobs in 2022, though goods exports fell in 2023 due to China’s lackluster economy, U.S. tariffs and other factors.

“It is important for us to remind U.S. lawmakers and those in influential positions that every state and congressional district in the U.S. maintains its own economic and trade relationship with China, and changes in U.S.-China trade policy should be considered very carefully,” said Craig Allen, the group’s president.

Greetings, When you trip over someone, you stick out a leg to make him/her fall, so that person is tripped over, my question is why you normally say: 'he tripped over'. Shouldn't it be in passive voice? Thanks

When you trip over someone up, you stick out a leg to make him/her fall. Someone else trips him: He fell because he was tripped (passive) /someone tripped him (up). He trips by himself: He fell because he tripped on/over something.

If you make someone fall down, then you trip somebody up . (not sure if "over" works here) If you fall down because of something, you trip on/over something - I tripped on / over a brick and fell . [edited; erased part of it]

Thanks a lot, guys. This is from Channel 4 news Facebook account: "The Hungarian camerawoman who was filmed tripping over a refugee has said she plans to sue Facebook, as well as the man she made fall over." So based on what said, 'trip over' is wrong in that too, right?  

If you didn't know the context, you'd probably think that she herself herself fell down (unbelievable news, by the way). But maybe the word order is a little bit more flexible and it works in this context...  

The camerawoman deliberately tripped the refugee, as far as I know. "Trip over" in that sentence would imply the opposite.

There's an ambiguity in the Channel 4 sentence because "over" can be either a preposition or an adverb. It's easier to see what's going on if you use a personal pronoun instead of the noun "the refugee". If you say "she tripped him over", over must be an adverb, and the meaning is "she made him fall over". If you say "she tripped over him", over must be a preposition, and the meaning is "she fell as a result of coming into contact with him". "She tripped over the refugee" could mean either "she tripped him over" or "she tripped over him". Only the context would make it clear.

  • If I trip because my foot hits a tree root, then I trip over the root .
  • If I trip because my foot hits someone else's foot, then I trip over that person's foot .
  • If what causes me to trip isn't specified, then I just trip . There's no adverb there.
  • If someone else puts his or her foot in my way, then he or she trips me . There's no adverb there.
  • In any of those cases, if it's stated passively, then I get tripped . There's no adverb there.
  • "The Hungarian camerawoman who was filmed tripping over a refugee" means she tripped because her foot or leg hit the refugee. If the refugee caused this on purpose by putting his own foot in her way, then he tripped her, but the phrase, as it's written, doesn't specify whether he did anything to cause it or whether she just wasn't watching where she was going. If the author meant it the other way around (with the refugee falling and the camerawoman being the cause of it), then the author wrote it incorrectly, because that's just not what it means as it's written.

I can't deny that some people use 'trip someone over' to mean something like 'to topple someone'. However, my natural understanding of the phrase is like Delvo's. You trip over someone because they got in the way of your feet and caused you to fall, or you trip someone , meaning that you get in the way of their feet and cause them to fall. ' Trip someone over' sounds very odd to me. Is trip someone over meaning 'topple them' a common usage in British English?  

"Trip someone over" sounds just as odd to me. I agree with almost all of Delvo's post #17, though I see nothing wrong with "to trip someone up". For me "up" is optional in these phrases.  

I am familiar with 'trip someone up', but I usually would understand that in a figurative sense, meaning to do something that confuses someone, or makes them unable to perform well. Added: Here is a thread on 'trip up' that seems to reflect a similar divide in understanding, perhaps an AE/BE difference: trip up (transitive?)

Tesla Inc. Chief Executive Officer Elon Musk made an unannounced trip to China on Sunday and met Premier Li Qiang, a week after  postponing  a visit to India to handle pressing issues at the automaker.

China’s No. 2 official met Musk in Beijing just hours after he touched down in the city. Li said the nation is always open to foreign companies, adding that Tesla is a successful example of China-US trade cooperation, according to China Central Television.

Musk’s latest China visit comes during a volatile time for Tesla, with slowing EV sales prompting a cost-cutting drive and the reduction of more than 10% of its global workforce. He was scheduled to be in India on April 21 and 22 for a much-anticipated visit that was going to include a meeting with Prime Minister Narendra Modi, but called it off because of “ very heavy  Tesla obligations.”

CCTV said Musk told Li that Tesla is willing to deepen cooperation with China. The CEO earlier met the head of the China Council for the Promotion of International Trade, Ren Hongbin, according to CCTV. He’s expected to meet officials to discuss the rollout of Tesla’s driver-assistance system, a person with knowledge of the matter said.

A Gulfstream registered to SpaceX landed in Beijing at about 2 p.m. local time. Reuters earlier reported Musk’s plans to discuss Tesla’s software during the visit.

Tesla is working on getting the system it calls Full Self-Driving, or FSD, approved for new markets. Its vehicles have been  banned  from China’s military compounds and some other government venues in the past over cameras used for its  driver-assistance systems , which aren’t capable of autonomous driving.

“We plan on, with the approval of the regulators, releasing it as a supervised autonomy system in any market that — where we can get regulatory approval for that, which we think includes China,” Musk said of FSD during Tesla’s April 23 earnings call. 

Advanced driver-assistance systems, or ADAS, are becoming increasingly common in China’s EV market, where Tesla is losing share. Many local players including Xpeng Inc., Xiaomi Corp. and Huawei Technologies Co. use sophisticated technology as a selling point for their vehicles, while industrywide price cuts by rivals add pressure for the US company to do the same.

Li visited the Beijing Auto Show on Sunday and said China has a leading position in the new energy vehicles industry, China National Radio reported. He urged industry players to maintain their competitive advantages and vowed to ensure a level playing field for foreign companies in the market.

Tesla, the world’s biggest seller of fully electric cars, has repeatedly reduced prices in key markets including the US and China. Investors overlooked dismal earnings last week as the company pledged to launch lower-cost EVs as soon as late this year.

Tesla’s Shanghai factory, established in 2019, is the company’s most productive plant globally, a point Musk made to Li on Sunday as he praised “the hard work and wisdom of the Chinese team,” CCTV said.

China media reported that Tesla axed all Chinese graduate offers in its latest round of job cuts.
