Explained: Free Disabled Parking for Florida Cruises

We’re all for saving money on cruises. And if you are a disabled passenger with a handicap, you should know that you could save a lot of money on parking.

All of the cruise ports in Florida — Miami, Port Everglades, Port Canaveral, Tampa, and Jacksonville — have convenient on-site cruise parking lots. This parking puts you just steps away from you ship, but it comes at a high price. These lots charge between $15-25 per day! A 7-day cruise at some ports can run a bill of nearly $200 for parking alone.

However, thanks to a Florida law, parking for disabled guests can be free. The Florida Statute is 316.1964, and it says that if one of the following criteria are met, then you are entitled to free parking:

  • Display a Florida Toll Exemption Permit
  • Drive a vehicle is modified with specialized equipment such as ramps, lifts, or foot and hand controls for use by a disabled person
  • Display the “DV” license plate – Disabled Veteran

That said, the rules around free parking are specific. For that reason, we HIGHLY suggest you contact the port ahead of time to discuss your situation and confirm you can park for free. We’ve listed contact information for each port below.

Things to note:

  • These rules require you to have modifications to your car, not just a disabled parking hangtag. Simply having a hangtag does not mean you can park for free.
  • This rules apply only to the parking lots operated by the cruise port. If you plan to park off-site at an independent lot, then you’ll have to pay for parking.

Port of Miami Free Disabled Parking

The Port of Miami has updated its rules as of November 2013. Now disabled parking is charged, unless the following requirement is met:

“In accordance with Florida Statute 316.1964, ONLY vehicles with specialized equipment such as ramps, lifts, foot or hand controls, for use by a person with a disability, or any vehicle that is displaying the “DV” license plate issued under s. 320.084, s. 320.0842, or s. 320.0845 or displaying the Florida Toll Exemption permit, is exempt from parking charges.”

To inquire if you will receive free parking, you can call the port at 305-347-4800 .

Port Everglades Free Disabled Parking

At Port Everglades, cars must have one of the following criteria met in order to qualify for free parking:

  • Display a Florida Toll Exemption Permit as explained in Florida Statute 316.1964
  • Vehicle is modified with specialized equipment such as ramps, lifts, or foot and hand controls for use by a disabled person
  • Display the “DV” license plate – Disabled Veteran – issued under Florida Statue 320.084

Meanwhile, the process for parking is very detailed. This is from the port’s website :

“At the entry to the parking garage or surface lot, pull a parking ticket from the automated machine and get the attention of one of the parking agents in an adjacent exit booth. Advise that parking agent that you would like a disability waiver of parking. The parking agent will call for a parking supervisor to determine if the vehicle qualifies.

“Once the supervisor verifies that a waiver is allowable, the driver’s name, address and the registration number on the sticker, license plate or hanging tag will be recorded on the parking ticket and signed by the supervisor. The driver will be given the parking ticket and directed to enter the garage.

“Upon exit, the parking ticket will be surrendered to the parking attendant with all parking fees waived.”

Port Canaveral Free Disabled Parking

Port Canaveral also follows the guideline that cars must be modified for disabled persons to be eligible for free parking. From its website :

“DISABLED PARKING spaces are available, and the fee is waived for vehicles transporting certain persons who have disabilities that:

  • Have special equipment, such as ramps, lifts, foot or hand controls for use by a disabled person;
  • Display a Florida Toll Exemption Permit as explained in s. 316.1964, Florida Statutes; and
  • Display a Disabled Veteran (DV) license plate issued under s. 320.084; s. 320.0842; or s. 320.0845, Florida Statutes.

“Parking agents will not grant parking waivers for any other reason than the ones listed above.”

Port of Tampa Free Disabled Parking

As with Port Canaveral and Port Everglades, handicapped guests must have some sort of modification to their vehicles or have Disabled Veteran license plates. 

Here’s what the port’s website previously said, although it appears to have been taken down :

“Tampa Port Authority follows the Florida State Statute, 316.1964, relating to handicap parking as such all customers are required to pay for parking unless their vehicle has modified foot or hand controls, wheelchair lift or ramp or has been issued a “Toll Exempt” sticker from the state of Florida. Vehicles utilizing our valet parking service do not receive any discounts.

“Should your vehicle meet the above noted criteria and is the vehicle being parked you will need to advise the parking staff on-site 24 hours a day, 7 days a week prior to making payment for parking.”

Port of Jacksonville Free Disabled Parking

Just as with most other ports, a hangtag on your mirror isn’t enough to earn an exemption at the Jacksonville cruise port, but they do offer free disabled parking

Here is what the cruise port’s website says about the topic :

“JAXPORT’s cruise terminal follows all guidelines outlined in the Florida statute regarding disabled parking.

“Free parking is available for drivers with a state-issued disabled veterans plate, as well as those with a Florida Toll Exemption decal that is permanently affixed to their vehicle.

“Persons in a vehicle that has been modified to accommodate a disabled driver, such as hand/foot controls and installed ramps, are eligible for free parking with a disabled parking placard or decal.”

Been searching for quite a while and cannot find an answer. For people with a handicap hangtag only, are there parking spaces closer to the ship? Not asking about free parking, just closer proximity to the ship.

Does a vehicle displaying the, DV from South Carolina qualifi for free parking at port miami

You can call the port to confirm, but I believe it’s only Florida plates that qualify.

My wife is disabled and I have an SUV with handicap plates and a scooter carrier on a hitch.. On occasion we’ve been denied a parking waiver mostly at Port Canaveral for not having ramps, handcontrols or a mechanized lift. Her scooter lift is .manually operated. I don’t understand are we qualifying the vehicles disability or the persons?

The issue is that Florida ONLY recognizes the FLORIDA DV plate and not the other 49 states that have disabled veterans. That a slap in the face of every veteran in America that is disabled and just as deserving as the ones with FL plates. Other cruise ports in other states don’t have an issue, only Florida. What a crock of crap

Soooo only people handicap in FL can park free. Or Disabled Vets. Not at all discredited THEM. But you’re literally leaving out 49 other states of disabled people. Got it. How stupid.

I have a friend whose husband drives them down from South Carolina to go on a cruise with the equipment she needs with her, They are always able to park free in their van with ramp for her powerchair. I believe they go out of Port Lauderdale each winter. So far, so good.

I think this is some straight BS. My husband lost his leg and is an above the knee amputee; he didn’t loose his leg in a war but while @ work. He has the permanent handicap license plate. It’s wrong for these ports to only allow individuals that have served this country to park for free. I’m not discrediting those individuals but their are others that suffer with other disabilities as well.

Does the vehicle have modifications to him operate it? If so, then he should be able to park for free. It might be worth a call to the port.

I parked at no cost to me!!! The cruise ports in other Areas try to skirt the law by not posting the portion stating that a DV license Plate is also in that portion of the law not limiting it to special devices!!!

Official Port Canaveral Cruise Parking is available only directly adjacent to each of Port Canaveral’s Cruise Terminals.  The Port does not own or operate any off-Port parking facilities. Park at your cruise terminal's designated parking area and walk to your ship. Oversize parking for RV's and buses is also available at each Cruise Terminal.

Park Port Canaveral

Park Port Canaveral has the closest lot to the cruise terminals. Its air-conditioned shuttles can pick you at your car and drop you and your luggage off after a five-minute drive (1.5 miles away). Park Port Canaveral takes online reservations and charges about $10 a day for parking. Parking is in an outdoor lot with 24-hour security.

Park N Cruise Port Canaveral Parking

Park N Cruise offers parking services for Port Canaveral for $8.95 a day when you book online to reserve your spot. This cruise parking facility (located two miles from the port) runs complimentary shuttles to the cruise terminals every hour on the hour beginning at 10:30 a.m. and ending at 2 p.m. on embarkation day.

This is a gated parking lot with 24-hour video surveillance. Park N Cruise offers a 10 percent discount for military members and veterans, as well as 5 percent discounts for AARP, AAA and other members.

Port Canaveral makes parking free for disabled veterans

Port Canaveral commissioners have approved free parking at its cruise terminals to people who have disabled veterans license plates.

Disabled veterans are now getting free parking at Port Canaveral cruise terminals, ending a controversy about why other Florida ports offered this, and Brevard’s seaport didn’t.

Port commissioners unanimously approved the free-parking plan, which will save disabled veterans $16 a day on their cruises.

“It is the right thing to do to honor our disabled veterans, and the loss of revenue is insignificant, and not even an important consideration,” Canaveral Port Authority Chairman Jerry Allender said.

Until now, Port Canaveral waived parking fees at its cruise terminal garages for vehicles transporting a disabled person which have special equipment, such as ramps, lifts, foot controls or hand controls. The new policy extended the parking fee waiver to vehicles displaying a Florida license plate for disabled veterans.

Port seeks $7.5M in FEMA aid for Hurricane Matthew damage

Port Everglades and the Port of Miami already have such a waiver for people with disabled veterans license plates, and some veterans raised questions about why Port Canaveral hadn’t followed suit.

Port Canaveral Chief Executive Officer John Murray told port commissioners that, not only were port commissioners and staff members getting complaints about the port’s previous policy, but so was the governor’s office.

Florida has a state law the requires airports and some other transportation facilities to give free parking to disabled vets. But cruise terminals are exempt.

Port staff decided to ask port commissioners to consider voluntarily extending the free parking to disabled veterans, and commissioners agreed.

“I think this will help avoid the confusion, where some ports are giving the waivers, and we’re not, which is the source of the kind of complaints that we’re hearing,” Craig Langley, general counsel for the Canaveral Port Authority, told port commissioners. “It’s a good thing to give back to our vets that served this country well, and so I think it’s the right thing to do.”

Port staff did a three-month analysis of use of the port’s cruise terminal parking lots and garages. It estimates that the port would lose a total of $71,800 a year by giving disabled veterans free parking. That represents about 0.4 percent of the port’s estimated revenue of $16.96 million that will be generated by cruise parking in the budget year that began Oct. 1.

I just read a thread where someone mentioned free parking at the pier if you have a handicapped placard.... Is this true for all ports? We are leaving out of Port Canaveral and Port of Miami in the near future. Thanks for all your help.

At Port Canaveral:

Parking for the Disabled

Special parking spaces are provided. The parking fee is waived for vehicles that:

1. Have special equipment such as ramps, lifts, foot or hand controls; or

2. Display the Florida Toll Exemption permit. (Call 800-983-2435 ext. 2 to apply for an exemption form.)

At Port of Miami

Parking is available in facilities located in front of individual cruise terminals. No reservations are required to park at the Port of Miami. Long-term parking for a regular vehicle occupying a single space is $20 per day. Short term parking is $7.00 if you are coming to see someone off but, not intended for overnight parking. All Cruises in the current itineraries would fall under Long Term Parking.

Rates will vary for larger vehicles (ie., oversized vans, recreational vehicles and vehicles with trailers). If the vehicle is over 20’ in length then an additional $20.00 is added per day. Therefore, these larger (ie., oversized vans, recreational vehicles and vehicles with trailers) cost $40.00 per day and all oversized vehicles can only park in Lot #2.

The Port of Miami currently has 3 Parking Garages available for Cruise passengers. The total capacity now available is 5,871, with 56 dedicated to the handicapped and 7 to passengers with young infants. The top floor is open to air at each Garage. There is also one outside Parking Lot available as well.

The Seaport also offers a Shuttle Service for cruise passengers, one of which is wheelchair accessible. The Shuttle will pick you up at the Parking Garage/Lot and take you to the appropriate Cruise Terminal location.

For Miami it is necessary to fill out a form and send it in to get the free parking. You can't get the form until 30 days before the cruise and it is first come first served as there is a limit on how many handicapped spaces there are. I personally haven't used the handicapped area at Miami, but when we were going to sail from Miami, the above is what we were told by the port.

We do sail from Pt Canaveral on a regular basis, but don't have a specially equipped car/van. We just have the placard so we get to park in a handicapped space, but there is no discount.

Do you have to live in Florida?? Or was that just something someone posted by mistake to get the free HC parking at POM?
Been in contact with port thru email. Not what I was told. Non-residents just have to have placard, vehicle regist, and HC person in car with them.

canaveral gives you a HP space as long as they are still available . Florida residence with HP plates or Hanging placard still pay at gate. Handicap gives us close in accessable parking but doesn't mean we don't pay like all others including vets, purple hearth rec, perple on fixed incomes,etc

We parked for free in FLL, as had Gram with us. They asked for the placard and her driver's liscence and we were not charged.

I am curious about Tampa, as our next trip is leaving from that port. Does anyone know??

Port Canaveral Disney Cruise Line

Port Canaveral is well-known as the Disney Cruise Line’s most popular departure port. With year-round sailings to destinations like the Bahamas and relative closeness to Walt Disney World, it’s not hard to see why. While there are many ways to get to Port Canaveral from Central Florida airports and Walt Disney World, many guests choose to drive and park their car at the port. Luckily Port Canaveral has convenient parking steps away from the Disney Cruise Line terminal.

Port Canaveral Disney Cruise Line

Port Canaveral’s official parking consists of large covered decks that are patrolled 24 hours a day. These decks are conveniently located right next to the terminals. This location gives guests the ability to access their terminal without the need for a shuttle transfer. Garages open at 9:45 AM.

Parking currently runs $17.00 per day (plus tax) for vehicles and RVs, including the day of arrival and day of departure. Buses and oversized vehicles will be charged an extra fee. Here’s what to expect for common cruise lengths:

  • 3-Night Cruise: $68
  • 4-Night Cruise: $85
  • 5-Night Cruise: $102
  • 7-Night Cruise: $136 *Prices excluding tax. Rates subject to change without notice .

There is also the option to upgrade to Preferred Parking for an additional fee of $20. This is a small uncovered lot closer to the terminal. Guests can pay for their parking with American Express, Visa, MasterCard, and Discover credit cards only. Payment cannot be submitted before arrival and will be collected by parking attendants or automated machines as you enter the lot. All booths are automated except for Booth 1 which will have an attendant present.

Guests with disabilities can use one of the designated disabled parking spaces, and the parking fee is waived for vehicles transporting certain persons who have disabilities that:

  • Have special equipment, such as ramps, lifts, foot or hand controls for use by a disabled person  OR
  • Display a Florida Toll Exemption Permit as explained in s. 316.1964, Florida Statutes OR
  • Display a Florida Disabled Veteran (DV) license plate issued under s. 320.084; s. 320.0842; or s. 320.0845, Florida Statutes.

Disney Cruise Line

Finding Port Canaveral’s parking is a relatively easy process thanks to clear road signs. The port can be reached from Walt Disney World in roughly 90 minutes, and about an hour from Orlando International Airport.

Upon arrival, guests will be directed to drive directly to their terminal where luggage and passengers can be dropped off at a curbside check-in area. Porters are available to assist with luggage, and parking attendants will direct the vehicle’s driver to the correct parking area.

After disembarking the ship at the end of the cruise, guests can take all luggage and passengers straight to their car. The driver also has the option of collecting the car and then picking up passengers and luggage at the curbside area where they were dropped off.

HOW FAR IS PORT CANAVERAL PARKING FROM THE PORT CANAVERAL CRUISE TERMINAL?

We are located at Exit 49, the second exit off of SR 528 before you get to the Port Canaveral Terminals. Getting to and from your ship with us is a breeze!

WHAT SECURITY DOES PORT CANAVERAL PARKING HAVE?

Don’t spend a minute of your vacation worrying about your vehicle! Our parking lot has 24-hour video surveillance , stadium lighting , and perimeter fencing for  around-the-clock security.

HOW OFTEN DO THE COMPLIMENTARY SHUTTLES RUN TO AND FROM THE PORT?

For  returning customers , our shuttles will be ready and waiting for you as soon as you leave your ship. Our shuttles run until everyone is back to their vehicle.

For  departing cruisers , we offer FREE shuttle service that departs promptly at the time you select. (Want to leave within 5 minutes of your check in…simply select your shuttle departure time and make sure you arrive at our facility within enough time to unload and park your vehicle!!)

Please plan to arrive 15 minutes before your departure time. Our last shuttle leaves promptly at 1:15 PM .

Absolutely the best place to park when leaving out of Port Canaveral. What an amazing Crew. Lynnea is the first face of arriving and What an amazing personality all smiles and welcoming. I have never once worried about my car being safe! the Crew and Drivers very friendly and personable quick drop offs and they arrive on time early to return. Great value always! usually a discount as well. Try them you will be glad you did!

We parked here on September 17th for a cruise. We were able to park under a tree close to the loading area. It is outside parking, but we did not have any problems. The air conditioning in their van was nice and cool and the driver was friendly and drove safely. Our Cruise ship was 2.5 hours late getting in, yet there they were waiting for us! The directions when getting off the ship and finding them were clear and concise. They were much less expensive and convenient than parking at the port. We will definitely be booking with them again.

We parked here for an October cruise on Disney and there were pros and cons to this location. The pros are that it is conveniently located, the shuttles ran fairly regularly, and there are even restrooms at the parking location. The biggest con we have, was the confirmation receipt said that you show your receipt to enter the parking lot, then you drop off your luggage to a luggage valet and they assist with getting your suitcases out of your car then load the shuttle for you. Being a grandma and traveling with my sister, both of us really needed this assistance and planned to tip generously. When we pulled into the parking lot they seemed to not be aware of a valet service but told us we could find one of the guys in a blue shirt to ask for assistance. They seemed to be standing around talking to each other, so though we waited for a bit no one seemed available to help so we parked and then still could not find anyone to assist so we struggled with our luggage to the shuttle stop. In fairness when our shuttle arrived they did load for us so we were grateful and happy to tip for that. However on the return trip home there was no one at the parking location at all to assist with unloading. The shuttle driver was a petite woman about the same age as us and she said she would hand down bags but when she lifted mine, it got away from her and tumbled down the steps to the pavement. She offered to pay for anything broken inside but fortunately my souvenirs were packed careful and there was no damage, except the scuffs on my suitcase itself. Overall, would I use this location again, yes as long as I am not expecting baggage assistance.

Leaving for my cruise today, I pulled up to the booth in your parking lot and was greeted by Lynnea. she made us feel so welcomed and so valued! I drive a Jeep and have the ducks on my dashboard. She promptly told me she loved my ducks! I told her we were going on Royal Caribbean and she said let me give you a Royal Caribbean Duck. it made my day that someone would be so kind! Lynnea is definitely the right person for the booth! Thank you so much!!!
