Myanmar Polestar Travels & Tours becomes first to join The Code and protect children from sexual exploitation in Myanmar

Yangon, Myanmar: 9 May 2013 –  We are proud to announce that Myanmar Polestar is the first travel and tour company in Myanmar to join The Code of Conduct for the Protection of Children from Sexual Exploitation in Travel and Tourism [The Code].

Myanmar Polestar was born as a family business in 2001 with the aim to provide excellence in the tourism sector in Myanmar. In September 2012, the Minister of Hotels and Tourism granted the award of Best Performance to Myanmar Polestar for the hard work and excellence in service provision during the whole year. Throughout these years, the local tour operator has specialized in the Japanese market and today is considered one of the leading inbound tour operators for this market, however the management is currently exploring new avenues, such as the Russian-speaking and Scandinavian markets.

“Myanmar Polestar is aware of both the negative and positive impacts that rapid tourism growth may entail in emerging nations, as in the case of Myanmar. To this end, our company is determined to protect the interest of those who happen to be mostly ‘unheard’ when dealing with tourism development, for this reason we are extremely excited to join forces in order to protect children from the negative impacts of tourism, being sex tourism one of them. In an attempt to preserve our children from sexual exploitation, Myanmar Polestar is willing to do the extra mile and thus we are ready to cooperate with The Code to raise awareness in our country and to contribute to a healthy and long-lasting tourism development.”

By joining The Code, Myanmar Polestar has committed to focus on implementing The Code’s six criteria and work against the issue of child sex tourism. The six criteria which members of the tourism industry must adhere to once they join The Code are:

• To establish a policy and procedures against sexual exploitation of children;
• To train employees in children’s rights, the prevention of sexual exploitation and how to report suspected cases;
• To include a clause in contracts throughout the value chain stating a common repudiation and zero tolerance policy of sexual exploitation of children;
• To provide information to travellers on children’s rights, the prevention of sexual exploitation of children and how to report suspected cases;
• To support, collaborate and engage stakeholders in the prevention of sexual exploitation of children;
• To report annually on their implementation of Code related activities.

As Myanmar Polestar takes the lead in a child protection focus responsible tourism, we welcome and hope to reach out to other tourism business in Myanmar in the near future.

「雪山からビーチリゾートまで」 豊かな観光資源を世界中の人に知ってもらいたい

僧院学校で日本語を習得 ミャンマー初のn1合格者.

永杉 　本日はJTB Polestarのチョー・ミンティン社長にお話を伺います。チョー社長はミャンマー初の日本語検定1級合格者であり、テイン・セイン前大統領や日本政府要人の通訳をされるなど、ミャンマー屈指の日本語能力をお持ちだと知られています。まずはなぜそこまで日本語が堪能なのかを教えていただけますでしょうか。

チョー 　大学在学中の1994年頃、私は英語で観光ガイドをしていました。ただ、元々日本に対しての愛着や興味があったものですから、91年頃にミャウオッカラパにある僧院学校で無料の日本語講座を受講し、96年頃から日本語ガイドも請け負うようになりました。NHK の衛星放送を見て、ニュースや「プロジェクトX」で生きた日本語を学んだのは良い思い出です。

永杉 　無料の僧院学校で学びはじめて、ここまでの能力を身につけられたのは驚くべきことです。その後、チョー社長がJTB Polestarの社長になられた経緯を教えてください。

チョー 　元々ガイドの仕事をしていたこともあり、2000年に旅行会社「ミャンマーポールスター」を設立しました。日本を主なマーケットとして仕事していたところ、03年にJTB 大分支店からいただいた仕事をきっかけに、JTB アジアのアライアンスパートナーになりました。その関係が継続し、13年にJTB とポールスターグループで合弁会社を設立したのです。

永杉 　ミャンマー旅行業界の現状はいかがでしょうか。

チョー 　2017年に発生したラカイン州問題でヨーロッパからの旅行者は減っています。国で言うとイギリス、フランス、ドイツ、イタリアからは平均で15% 減。一方、絶対数は少ないもののオランダからは44% 増、スウェーデンからは45%増加、ロシアと東ヨーロッパはそれぞれ10% ほど増えています。また、ASEAN諸国やアジア全体からは20％の伸びを記録しています。国全体で言えば16年比で7% 程度の成長を見せ、国内主要3空港での外国人の入国者数は130万人になりました。

豊富な観光資源は国の強み アウトバウンドの需要も増加

永杉 　ミャンマー全体で見れば外国人の訪問数は増えているのですね。私が今ミャンマーに住んでいる理由の一つとして、バガンやインレー湖、メルギー諸島の景観に魅せられたからといっても過言ではありません。外国人に人気のエリアは、具体的にどこが挙げられますか。

チョー 　ヤンゴン、バガン、マンダレー、インレー湖、ガパリビーチ、メルギー諸島に人気が集中しています。どこも素晴らしい観光地と自負していますが、特にバガンとメルギー諸島はもっと多くの人に訪れてほしい場所です。 バガンは「世界三大仏教遺跡」として知られていますが、私は「世界最大の仏教遺跡」であると言っています。43平方km の面積に1000年ほど前に作られた3000基以上の仏塔が立ち並ぶ場所は世界でもここしかありません。また、先日、日本の旅行会社の方々を招待した視察ツアーを企画したのですが、参加者から「バガンはエーヤワディー川沿いに高級ホテルもありリゾートとしても楽しめる」という声もありました。バガンとマンダレーの間を運航する豪華客船なども登場し、ラグジュアリーな魅力もお楽しみいただけると思います。 また、ミャンマー最南端にある800を超える無人島からなるメルギー諸島にも注目です。美しい珊瑚礁が広がるエリアで、ここでのダイビングはぜひ一度体験していただきたいです。ミャンマーのビーチといえば、ガパリ、チャウンター、グエサンの3つが有名ですが、まだ広く知られていない穴場もあるのです。 このほかにもミャンマーには枚挙にいとまがないほどの観光地がありますが、「雪山からビーチリゾートまで揃う」ことが大きな魅力と言えるでしょう。

チョー 　2016年のデータになりますが、日本の国土交通省が発表したデータによると、19437名のミャンマー人が訪日しています。ただこれは観光客を表すものではありません。大半が留学や就労目的だと考えていいでしょう。一方で、当社にはミャンマー人富裕層からの問い合わせが年々増えており、日本へのツアーも増えています。彼らの目当ては富士山、桜、鎌倉（大仏）。実は5月にもツアーがあるのですが、どうしても桜が見たいとのことで、北海道へ桜を見 に行く旅程としました。

ASEAN＋3が発展のカギ  新たなビジネス創造も視野に

永杉 　インバウンド、アウトバウンドともにミャンマーの観光業界には明るい未来が広がっていますね。さらなるビジネスの発展に向けて、今後どのような戦略をお持ちでしょうか。

チョー 　JTB グループは「世界発、世界着」という共通の世界戦略を持っています。当グループはヨーロッパマーケットに強い「Tour East」という会社を3年前に買収しており、ヨーロッパとのつながりを強めています。今後も広く世界中の観光客がミャンマーに来てもらえるような取り組みをJTB グループの一員として続けていきます。世界中のお客様の中でも、現時点で特に重要と考えているのは、ASEAN諸国に日本、韓国、中国を加えた「ASEAN＋ 3」。特に日本と韓国には私自身強く期待しております。 日本に限って言えば、ミャンマーを訪れる日本人の7割近くがビジネストリップという現状があります。旅行会社としてはご滞在中における一連の手配のみならず、日系企業と、在緬外資系企業を含むミャンマー企業との間を取り持ち、新たな事業創造のお手伝いも行っていく予定です。

永杉 　最後に日本とミャンマーの関係についてお聞きいたします。両国は歴史的に深い縁を持っていますが、今後の日本とミャンマーはどのような関係になっていくとお考えでしょうか。

チョー 　一般的に日本とミャンマーの関係が深くなったのは、アウンサン将軍の後からのように思われています。しかし、両国の友好の歴史はもっと長く、江戸時代前期に山田長政がミャンマーに来たのは有名な話です。また、ラカイン州には日本の相撲とそっくりな伝統競技があり、両国のつながりを意識せざるを得ません。現在においても、ミャンマーの民主化推進を安倍首相や在ミャンマー日本国大使館が後押ししてくれており、私共も真の民主国家建国を担う一員でありたいと強く願っています。過去から続くこうした友好関係は今後も続いていくのではないでしょうか。

永杉 　江戸時代までさかのぼるとは、さすが知日派のチョー社長ですね（笑）。今後、両国の関係がより一層深まり、観光・ビジネスともに多くの人々が行き来する将来を私も期待しています。本日はご多忙の中ありがとうございました。

KUALA LUMPUR: The United States maintains the lowest level of alert for its citizens travelling to Malaysia.

Since July 24 last year, the US State Department's website page has maintained Malaysia at "Level One" and advised its citizens to exercise normal precautions.

Level One is the lowest level out of four.

Earlier this week, US academician Bruce Gilley claimed in a post on X that Malaysia is not safe to travel to.

He said on the social media platform that he had left Malaysia due to safety concerns caused by an “Islamo-fascist mob whipped up by the government there”.

This came after Gilley's talk on Tuesday (April 23), during which he reportedly downplayed Malaysia's ties with the United States.

He also claimed that Malaysia had pushed for a "second holocaust against the Jewish people", which has since drawn massive criticism online.
