Many airlines have 'stopover' programs that let travelers tour a city between connecting flights, and some will even pay for a hotel — here's how to book them

A special segment of adventurous travelers will purposely book itineraries with long connections in layover cities just to leave the airport and explore for a few hours or days between flights.

Airlines have jumped on this growing trend with built-in "stopover" programs, which can come with free or discounted hotels, excursions, transportation, and food at the layover destination.

It's basically a vacation within a vacation.

Although it sounds too good to be true, stopovers benefit everyone involved. Travelers get more choices and don't have to be confined to an airport, airlines gain customers who may have otherwise chosen a nonstop option on a competitor, and the carrier's home country sees a boost in tourism.

Plus, the cheap or complimentary accommodations typically come at a small cost to airlines, thanks to partnerships with local hotels or tour companies.

Not all stopover programs are structured with an emphasis on tourism, though, as some were created simply to offer conveniences during long layovers. Still, they are a way to secure a free hotel and explore an extra city.

Here are 22 global airline stopover programs, each lasting anywhere from hours to months.

Many carriers allow stopovers to be added to a regular cash booking, but some are only available via award tickets . This means the flight was paid for using points/miles or a combination of points/miles and cash.

Air Canada has a stopover option built into its Aeroplan loyalty program. It allows customers booking award flights to add a stop on international journeys and explore practically any city the airline flies to outside the US and Canada.

The add-on costs 5,000 Aeroplan points each way and can only be booked if the stop is at least 24 hours, capping out at 45 days.

Air France/KLM

Air France and Dutch carrier KLM's Flying Blue loyalty program offers a stopover of 24 hours or more in a connecting city on either carrier or their airline partners.

The option is free to add to award tickets, and passengers can stay up to a year in the stopover city.

China Southern Airlines

China Southern Airlines offers a free one-night hotel stay for transfer passengers with connection times lasting between six and 30 hours, though there are some time and route restrictions.

Breakfast and transportation are included for eligible travelers.

Copa Airlines

Copa Airlines' Panama stopover program allows customers to spend anywhere from 24 hours to seven days in the nation's capital, Panama City, on their outbound or return trip.

The option is free for the first stopover, but a second stopover can cost up to $250 plus taxes. Copa offers discounted hotels and tours that can be booked via its stopover website.

Emirates allows a stopover in Dubai with the option to add discounted tours or hotel bookings to the itinerary via its website.

The UAE carrier also has a " Dubai Connect " program that gives passengers with layovers between 6 and 26 hours, depending on the cabin, a complimentary hotel, transfers, meals, and any needed visa.

Dubai Connect only triggers if the customer takes the next available flight. Essentially, you can't intentionally book a longer layover to quality for the free stopover hotel.

Ethiopian Airlines

Ethiopian Airlines' transit program gives customers flying via Addis Ababa a free hotel, transit visa, and transfers during layovers lasting between eight and 24 hours.

The hotel on the airline's website is the Ethiopian Skylight In-Terminal Hotel, located inside the airport.

Etihad Airways

Etihad Airways offers a stopover in its Abu Dhabi hub, which comes with an undisclosed discount at select three-star hotels for up to two nights.

Two and four-night stays can be booked at more luxurious four and five-star hotels at a 40% discount. The minimum stay is 24 hours.

Although Etihad's website says it is temporarily unavailable, the airline used to allow eligible travelers to use a so-called Transit Connect Package that provided a free hotel near the airport for layovers lasting 10 to 24 hours. It is unclear when or if the program is returning.

Fiji Airways

Fiji Airways offers a stopover program in Fiji for those traveling to and from Australia, New Zealand, and other South Pacific nations.

Related stories

Hotels and activities like ziplining and beach resorts can be booked through the airline as part of the stopover package.

Finnair allows passengers to book 6, 12, or 24-hour layovers in Helsinki at no additional fare charge and outlines itinerary ideas and information on its website , like transportation, free walking tours, and restaurants.

Customers can book a hotel through the airline and earn Finnair Plus points.

Iberia customers can plan a stopover in Madrid to or from an international destination for one to six nights at no extra cost.

Discounts on hotels, excursions, and transfers in the Spanish capital are available through Iberia.

Icelandair offers a stopover option for one to seven days in its capital city of Reykjavik on transatlantic itineraries for no additional charge.

The airline offers itinerary help and assistance in booking excursions and tours. Hotels need to be booked separately.

Japan Airlines

Japan Airlines considers itself one of the "most stopover -friendly" carriers in the world.

The stopovers, which trigger at 24 hours, are not limited to JAL's hubs in Tokyo but can be enjoyed in places like Osaka and Kyoto using the airline's multi-city booking tool.

Latam Airlines

Latam Airlines offers stopovers for between one and three days on flights that connect in São Paulo, Brasilia, Fortaleza, Recife, Manaus, Curitiba, and Belem. Only international itineraries that connect in São Paulo.

Hotels and amenities can be booked via Latam, but the stopover booking is free.

Oman Air offers customizable stopover packages to give travelers time to explore the country's capital, Muscat, and beyond. An additional fare charge may be applicable, though the airline does not fly to the US.

Packages and a-la-carte options include discounted hotels for up to three nights, as well as organized tours, meals, and transfers.

Australian flag carrier Qantas offers its stopovers in a similar manner to JAL in that multi-city bookings can be manipulated to add extra days between flights in layover cities, like Bangkok, Osaka, or San Francisco.

This comes at no extra cost on eligible Qantas fares and can be used on its Oneworld partner airlines.

Qatar Airways

Qatar Airways' stopover program allows passengers with a minimum layover of 12 hours and up to 24 hours to choose from a list of deeply discounted four and five-star hotels. Certain flight itineraries allow for up to four nights.

Nightly hotel rates start at $14 per person for 1 night at four-star standard hotels, with premium five-star beach hotels starting at $30 per person for one night.

Royal Jordanian Airlines

Royal Jordanian Airlines' transit program gives economy and business-class travelers with at least eight and six-hour layovers, respectively, a free hotel room, meals, and transit, assuming certain fare conditions are met.

However, the connecting flight must be the earliest possible — meaning, similar to Emirates, passengers can't intentionally book a longer layover to be eligible for the complimentary perks.

Swiss International Air Lines

Swiss International Air Lines, or SWISS, has a multi-city stopover booking tool on its website that allows passengers to find itineraries with extra days in Switzerland.

The cost of hotels and other perks is on the customer, though.

Singapore Airlines

Singapore Airlines' stopover program is available via the multi-city tool, similar to other carriers, where travelers can add hotels, transfers, and activities. The stopover can last one to seven days.

Singapore also offers free transit tours to passengers with layover times between five and a half and 24 hours at Singapore's Changi Airport. It's first-come, first-serve and includes sightseeing around Singapore.

TAP Air Portugal

TAP Air Portugal allows customers to add a stopover in Lisbon or Porto between one and 10 days, offering discounts on hotels, food, and activities.

It also offers 25% off a domestic flight to a second Portuguese destination, like the Azores or Madeira islands, to take during the stopover.

Turkish Airlines

Turkish Airlines' stopover program gives economy travelers a one-night free hotel stay and business flyers a two-night free stay if the period between their connecting flights in Istanbul exceeds 20 hours.

Those traveling from the US in economy class can stay up to two nights in a four-star hotel, while those traveling in business can stay up to three nights in a five-star hotel.

What are the best airlines to fly? As the world emerges from the turbulence of the global pandemic, the airline industry is navigating a new landscape marked by shifting consumer expectations, evolving safety protocols and fluctuating economic conditions. Against this backdrop, travelers are weighing factors beyond mere ticket prices as they choose the best airlines to ensure a smooth and enjoyable travel experience.

The personal-finance website WalletHub has just announced its annual ranking of the best airlines . The study evaluates the nine largest national airlines in the United States and one regional carrier across a range of criteria, including reliability, safety, comfort and overall service quality, providing travelers with valuable insights to inform their decision-making process.

According to WalletHub, airline ticket prices had dropped significantly in 2023, but are back on the rise. However, costs are only part of the story. “WalletHub’s airline report is unique because it evaluates airlines beyond just ticket prices,” WalletHub analyst Cassandra Happe told me in an interview. “While many reports prioritize affordability, WalletHub takes into account a wider range of factors that are important to travelers, such as comfort, safety, and overall service quality.” Compare this year’s list to 2023’s list of best airlines .

What are the best airlines in 2024? A new WalletHub report ranks the best U.S. airlines.

To rank the airlines for 2024, WalletHub analyzed 2023 flight data from the U.S. Department of Transportation and using a strategic methodology that compared key metrics, including cancellation, delays, baggage mishaps and in-flight comfort.

This year’s report unveils Alaska Airlines as the best airline in the U.S., earning the highest WalletHub score and beating out Delta Air Lines, which ranked first in 2023 and 2022. Alaska Airlines has ranked at the top of the list in a number of past WalletHub rankings, including 2021, 2019 , 2018 and 2017. A track record of consistent performance and a commitment to passenger satisfaction propelled Alaska Airlines back to the top of the list.

“Alaska Airlines has regained the top position owing to its consistent and remarkable performance across multiple metrics,” says Happe. “The airline has exceeded expectations in in-flight comfort and cost, providing passengers with amenities such as ample legroom, a range of entertainment options and complimentary refreshments. Moreover, it has demonstrated robust safety measures, ranking first in safety-related categories, such as the number of injuries in aviation incidents and accidents. The airline’s balanced performance across various aspects of air travel has contributed to its return to the top position.”

Worth noting is that the flight data that WalletHub used to determine the rankings was from 2023 and did not account for some issues that Alaska Airlines has faced in 2024, including a January incident —where a door plug blew out mid-flight on a Boeing 737 Max plane—and a recent grounding , due to a tech issue with the airline’s system for calculating weight. “Such incidents could impact the airline’s rankings in 2025, particularly in categories pertaining to safety and reliability,” says Happe.

Following closely behind is Alaska Airlines SkyWest Airlines, followed by Spirit Airlines in the number three spot. “It’s quite surprising to see Spirit Airlines ranking so high on the list,” says Happe. “This is notable because Spirit is usually associated with budget travel and may not be considered as competing in terms of overall service quality. However, it seems that Spirit has made significant progress in areas beyond affordability, such as safety. This is evident by the airline being ranked as the safest airline, which is increasingly valued by travelers.”

Coming in last on the list for the third year in a row is Southwest Airlines. “Although the airline shows satisfactory performance in baggage and departure metrics such as cancelled flights and delays, it falls short in terms of mishandled baggage reports and denied boardings,” says Happe. “When considering in-flight comfort and cost, the airline ranks low in price affordability, which is a crucial factor for many travelers. Furthermore, Southwest’s safety scores are notably low compared to its competitors. Overall, it appears that Southwest needs to address its mishandled baggage and denied boarding issues, as well as work on improving its safety measures and price competitiveness, in order to improve its ranking.”

In addition to ranking the best airlines, WalletHub also reveals the most reliable airline, the most comfortable airline, the most affordable airline and the safest airline.

In terms of dependability, Delta Air Lines emerges as the most reliable airline for the second year in a row, due to the lowest rates of cancellations, delays, mishandled luggage and denied boardings. At the opposite end is Frontier, which is named the least reliable airline for the second year in a row, due to high levels of denied boardings and delayed flights. “Delta Airlines is widely regarded as the most dependable option when it comes to air travel. This is primarily because of their exceptional track record in minimizing cancellations, delays, denied boardings, and mishandled luggage,” says Happe. “However, Frontier Airlines falls short in most reliability metrics, although it does surpass Delta by securing the second overall rank for mishandled baggage.”

Delta Air Lines and JetBlue tied as the most comfortable airlines in the WalletHub rankings. According to WalletHub, they excelled by offering free amenities. The least comfortable airline? Frontier. “Delta Airlines and JetBlue Airways provide a comfortable flight experience with amenities such as Wi-Fi, extra legroom and complimentary snacks and beverages,” says Happe. “Frontier Airlines, on the other hand, does not offer the same level of comfort during the flight, as they lack many of the complimentary benefits provided by their competitors.

When it comes to safety, Spirit Airlines takes the win as the safest airline, boasting a commendable safety record including no fatalities and fewer than 15 injuries between 2018 and 2023. Alaska Airlines earns the runner-up position in terms of safety, highlighting its commitment to passenger well-being. Spirit Airlines has been recognized as the safest airline due to its superior performance in various safety metrics, including incident and accident rates,” says Happe. “On the other hand, Alaska Airlines, despite its good overall performance, has a lower ranking in safety metrics when compared to Spirit Airlines. Since 2018, Alaska Airlines has had a higher rate of incidents and accidents per total number of flights.”

The most affordable airline in 2024 is Spirit Airlines. At the opposite end of the list is American Airlines, which is named the most expensive airline. “Spirit Airlines is the most affordable airline, offering budget-friendly options” says Happe. “Conversely, American Airlines lags behind its competitors in affordability based on our study.”

Emergency exit slide falls off Delta flight. What the airline says happened after takeoff in NYC

NEW YORK - An emergency exit slide "separated" from a Delta Airlines flight, prompting an emergency return to New York's John F. Kennedy International Airport Friday morning. 

Flight 520 to Los Angeles took off from JFK this morning. It returned safely at around 8:35 a.m. "after the crew reported a vibration," according to the FAA.

The crew noticed an indicator light related to the right wing emergency exit, and heard a sound coming from near the right wing, Delta said. 

They declared an emergency and headed back, landing safely. The interaction between the pilot and an air traffic controller was captured by LiveATC.net .

"Delta 520 are you requiring assistance?" an air traffic controller said. 

"Delta 520, negative. Thanks for the assistance in bringing us back in," the pilot said. 

"520 turn right on Bravo for the hotel and let ground know where you're going," the controller said. 

"As nothing is more important than the safety of our customers and people, Delta flight crews enacted their extensive training and followed procedures to return to JFK. We appreciate their professionalism and our customers' patience for the delay in their travels," Delta said in a statement. "After the aircraft had safely landed and proceeded to a gate, it was observed that the emergency slide had separated from the aircraft. Delta is fully supporting retrieval efforts and will fully cooperate in investigations."

The plane is now out of service and is being evaluated.   

There were 176 passengers and seven crew on the  Boeing 767 . The passengers were able to continue their journey on another jet.

They stayed at an ‘absolute gem’ of a Dublin hotel. Now these councillors face questions

The City of Brampton is facing questions about how it spends taxpayer dollars after two councillors and three senior staff were sent on an investment trip to Ireland, where they spent more than $60,000 over roughly five days on expenses that included hotels, travel and food.

Global News obtained hundreds of pages of receipts relating to a Brampton investment attraction mission to Dublin, Ireland, in the spring of 2023, which suggests an average cost of around $2,500 per person every day of the trip.

The documents show two councillors — Michael Palleschi and Dennis Keenan — along with three senior staff went on the short trip. The two councillors spent just under $4,000 each on their flights, while all five delegates stayed at what is described as a “five-star” hotel at roughly $700 per person per night.

The city said the trip was part of its long-term investment strategy and will pay dividends over time.

A spokesperson told Global News that Irish businesses have shown interest in investing in Brampton, an interest that has “resulted in business investment and others being at the site selection phase.”

The city also said the trip resulted in a memorandum of understanding with the Guinness Enterprise Centre, with the entrepreneurial hub visiting the city during the winter, along with various meetings and networking opportunities.

“This is expected to result in Irish Start-ups joining Brampton’s Innovation District, a supportive ecosystem with a sharp focus on start-up scaling, investment attraction and talent development,” the city said.

Jay Goldberg, Ontario director for the Canadian Taxpayers Federation, told Global News the bill was a “heck of a lot of money” for local Brampton residents to be paying.

“There’s questions about if all five individuals were needed,” he said. “And on top of that, there has to be some accountability after the trip. What did the trip generate? What do we hope to generate through the trip and what was actually accomplished?”

'Dublin's friendliest five star hotel'

Receipts obtained by Global News show that Coun. Palleschi, Coun. Keenan and three staff members all stayed at the Fitz William Hotel in Dublin’s city centre.

The hotel’s website describes it as “a refreshingly quirky, unbelievably friendly, perfectly-located absolute gem of a 5-star hotel.”

Staff and councillors stayed in the hotel for a varying number of nights, paying a group rate of 479 euros (roughly $700) per person, per night. The documents show each councillor paid roughly $3,500 each in hotel fees, while one member of the city’s economic development team wracked up a hotel bill worth over $5,500 during a slightly longer stay.

“That is certainly not the most affordable hotel room,” Goldberg said.

“I’ve been to Dublin and I can tell you we paid nowhere near that for a very nice hotel room. There’s absolutely no reason why Brampton taxpayers should be on the hook for that. And if you multiply that by the five individuals that go, look at how much was spent just on one night for these hotel rooms, let alone for the whole trip.”

The city said that before the trip economic development staff had “contacted” three potential hotels before the trip took place.

“The location selected was based on the lowest price and proximity to the conference and meetings,” a spokesperson said.

The two councillors added, in identical statements, that “it was recommended that the international delegation stay at the same location.”

Emails obtained by Global News also show that, at one point, Coun. Palleschi planned to bring his assistant on the trip with him, with an additional room booked in the five-star hotel.

“I planned to have my assistant join the trip to provide administrative, communication and logistical support,” Palleschi wrote. “Due to last minute changes, the assistant did not attend the trip.”

That room was cancelled before the trip took place, the documents show.

'Premium economy'

The trove of receipts obtained by Global News also shows that the flights for both Coun. Palleschi and Coun. Keenen cost almost twice what staff members paid.

The two elected officials said, despite the higher price, they flew premium economy.

Both Coun. Palleschi and Keenan booked their tickets through a Mississauga-based agent called Allround Links Travel. They paid $3,965 each for direct return tickets from Toronto Pearson International Airport to Dublin.

The councillors shared identical statements with Global News: “I flew Premium Economy class, and paid the market rate for the selected flight.”

By comparison, one economic development staff member paid $1,318.90 to fly Aerlingus and another paid $2,618.16 to travel with Air Canada. The final staff member booked through the same agency as the councillors but paid $1,950, according to the receipts seen by Global News.

Goldberg said he didn’t understand how the politicians could have paid so much more than staff for their flights if they weren’t upgraded in some capacity, something both councillors deny.

The city said its expense policy dictates air and train fare should be paid at economy class, or the best rate available when travel is confirmed.

“Upgrades from economy class for Members of Council will be acceptable for non-North American air travel to no higher than business class in recognition of travel times involved (if in excess of 5 hours of travel time),” part of the policy explains.

Neither Coun. Keenan nor Coun. Palleschi’s spending on the trip appears on their publicly listed expense reports, which can be accessed by voters and residents.

“Economic Development covers the costs of these investment attraction missions through their budget, approved by Council through the annual budget process,” both wrote in identical statements.

Goldberg said it shouldn’t require the time and cost of a freedom of information request to find out what councillors — and staff — are charging the taxpayer.

Trip objectives

A spokesperson for the City of Brampton said the was long-planned and part of a strategy to net investment from Ireland that started with a virtual approach in 2021 during the pandemic.

The in-person trip, attended by the two councillors and three staff members, saw the delegation meet with 250 new contacts, according to the city. “Corporate calls were also carried out with businesses interested in investing which have resulted in business investment and others being at the site selection phase,” the spokesperson said.

According to broad itineraries, also obtained by Global News, the city had a booth at the Dublin Tech Summit costing $20,000. Staff and councillors also paid 430.50 EUR ($630) each to attend an event called the Medtech Forum.

The city said the tech conference “provides Brampton with access to global leaders in innovation, technology and business,” something the city said is “critical” to creating an “international network” and raising “Brampton’s profile on the global stage.”

“This was accomplished during this trip by attending and speaking at events,” the city said.

The receipts obtained by Global News come to a total value of around $63,000 in Canadian currency, although many of the receipts were paid in euros. The documents show all receipts filed with the city but do not indicate if all of them were reimbursed.

The city said its economic development budget for the upcoming year is $6.9 million.

Goldberg said he wanted a clear and transparent breakdown of tangible goals and successes.

“There’s got to be justification here,” he said.

“I think it has to be laid out before the fact exactly what’s happening overseas, what are the potential economic benefits that they’re hoping to pursue? What companies are they hoping to talk to? And what are some actual goals that we can measure after the trip? These are things that folks do in the private sector all the time.”

Celebrate Earth Day in the air with a one-day sale from "America's Greenest Airline."

Frontier Airlines announced that it will celebrate its status as "America's Greenest Airline" with an Earth Day sale. The airline will offer $43 fares on roundtrip domestic flights in the U.S., plus one-way fares to and from Puerto Rico.

The $43 price tag was chosen to celebrate what Frontier says is its 43% higher fuel efficiency compared to other major U.S. carriers, based on 2023 fuel consumption per seat-mile.

“Our constant dedication to enhancing fuel efficiency and reducing our environmental footprint enables us to maintain our position as America’s Greenest Airline,” said Tyri Squyres, vice president of marketing at Frontier Airlines, in a recent news release.

Japan Airlines cancels flight after captain gets drunk at U.S. hotel

Japan Airlines Co said Friday it recently canceled a flight from Dallas to Tokyo after the 49-year-old captain engaged in disruptive behavior while drunk at his hotel in the U.S. city and received a warning from local police.

The airline said it decided to cancel Flight 11 to Tokyo's Haneda airport on Wednesday as it needed to check his physical and mental status, but could not find an alternate pilot for the 11:05 a.m. departure. JAL helped 157 passengers transfer to other flights.

After arriving in Dallas from Haneda on Monday, the captain had dined with other crew members at a restaurant starting around 6 p.m., and continued partying at a lounge of the hotel they were staying in as well as in his room, the airline said.

A hotel employee asked them to be quiet at around 2 a.m. Tuesday, but the pilot's speech and behavior at that time prompted the hotel to call the police.

The police questioned him at the hotel and warned him not to cause similar problems, according to JAL.

Many lives saved, perhaps. Not only was he stupid enough to be drinking till a few hours before his flight , he wasn’t even well rested. Lack of sleep can wreak havoc especially when you need to do physical work and need your reflexes to be top notch. Very irresponsible for what I assume a senior pilot.

Biden-Harris Administration Announces Final Rule Requiring Automatic Refunds of Airline Tickets and Ancillary Service Fees

Rule makes it easy to get money back for cancelled or significantly changed flights, significantly delayed checked bags, and additional services not provided  

WASHINGTON – The Biden-Harris Administration today announced that the U.S. Department of Transportation (DOT) has issued a final rule that requires airlines to promptly provide passengers with automatic cash refunds when owed. The new rule makes it easy for passengers to obtain refunds when airlines cancel or significantly change their flights, significantly delay their checked bags, or fail to provide the extra services they purchased.

“Passengers deserve to get their money back when an airline owes them - without headaches or haggling,” said U.S. Transportation Secretary Pete Buttigieg . “Our new rule sets a new standard to require airlines to promptly provide cash refunds to their passengers.”  

The final rule creates certainty for consumers by defining the specific circumstances in which airlines must provide refunds. Prior to this rule, airlines were permitted to set their own standards for what kind of flight changes warranted a refund. As a result, refund policies differed from airline to airline, which made it difficult for passengers to know or assert their refund rights. DOT also received complaints of some airlines revising and applying less consumer-friendly refund policies during spikes in flight cancellations and changes. 

Under the rule, passengers are entitled to a refund for:

  • Canceled or significantly changed flights: Passengers will be entitled to a refund if their flight is canceled or significantly changed, and they do not accept alternative transportation or travel credits offered. For the first time, the rule defines “significant change.” Significant changes to a flight include departure or arrival times that are more than 3 hours domestically and 6 hours internationally; departures or arrivals from a different airport; increases in the number of connections; instances where passengers are downgraded to a lower class of service; or connections at different airports or flights on different planes that are less accessible or accommodating to a person with a disability.  
  • Significantly delayed baggage return: Passengers who file a mishandled baggage report will be entitled to a refund of their checked bag fee if it is not delivered within 12 hours of their domestic flight arriving at the gate, or 15-30 hours of their international flight arriving at the gate, depending on the length of the flight.  
  • Extra services not provided: Passengers will be entitled to a refund for the fee they paid for an extra service — such as Wi-Fi, seat selection, or inflight entertainment — if an airline fails to provide this service.

DOT’s final rule also makes it simple and straightforward for passengers to receive the money they are owed. Without this rule, consumers have to navigate a patchwork of cumbersome processes to request and receive a refund — searching through airline websites to figure out how make the request, filling out extra “digital paperwork,” or at times waiting for hours on the phone. In addition, passengers would receive a travel credit or voucher by default from some airlines instead of getting their money back, so they could not use their refund to rebook on another airline when their flight was changed or cancelled without navigating a cumbersome request process.  

The final rule improves the passenger experience by requiring refunds to be:

  • Automatic: Airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops.   
  • Prompt: Airlines and ticket agents must issue refunds within seven business days of refunds becoming due for credit card purchases and 20 calendar days for other payment methods.  
  • Cash or original form of payment: Airlines and ticket agents must provide refunds in cash or whatever original payment method the individual used to make the purchase, such as credit card or airline miles. Airlines may not substitute vouchers, travel credits, or other forms of compensation unless the passenger affirmatively chooses to accept alternative compensation.    
  • Full amount: Airlines and ticket agents must provide full refunds of the ticket purchase price, minus the value of any portion of transportation already used. The refunds must include all government-imposed taxes and fees and airline-imposed fees, regardless of whether the taxes or fees are refundable to airlines.

The final rule also requires airlines to provide prompt notifications to consumers affected by a cancelled or significantly changed flight of their right to a refund of the ticket and extra service fees, as well as any related policies.

In addition, in instances where consumers are restricted by a government or advised by a medical professional not to travel to, from, or within the United States due to a serious communicable disease, the final rule requires that airlines must provide travel credits or vouchers. Consumers may be required to provide documentary evidence to support their request. Travel vouchers or credits provided by airlines must be transferrable and valid for at least five years from the date of issuance.

The Department received a significant number of complaints against airlines and ticket agents for refusing to provide a refund or for delaying processing of refunds during and after the COVID-19 pandemic. At the height of the pandemic in 2020, refund complaints peaked at 87 percent of all air travel service complaints received by DOT. Refund problems continue to make up a substantial share of the complaints that DOT receives.

DOT’s Historic Record of Consumer Protection Under the Biden-Harris Administration

Under the Biden-Harris Administration and Secretary Buttigieg, DOT has advanced the largest expansion of airline passenger rights, issued the biggest fines against airlines for failing consumers, and returned more money to passengers in refunds and reimbursements than ever before in the Department’s history.

  • Thanks to pressure from Secretary Buttigieg and DOT’s flightrights.gov dashboard, all 10 major U.S. airlines guarantee free rebooking and meals, and nine guarantee hotel accommodations when an airline issue causes a significant delay or cancellation. These are new commitments the airlines added to their customer service plans that DOT can legally ensure they adhere to and are displayed on flightrights.gov .  
  • Since President Biden took office, DOT has helped return more than $3 billion in refunds and reimbursements owed to airline passengers – including over $600 million to passengers affected by the Southwest Airlines holiday meltdown in 2022.   
  • Under Secretary Buttigieg, DOT has issued over $164 million in penalties against airlines for consumer protection violations. Between 1996 and 2020, DOT collectively issued less than $71 million in penalties against airlines for consumer protection violations.  
  • DOT recently launched a new partnership with a bipartisan group of state attorneys general to fast-track the review of consumer complaints, hold airlines accountable, and protect the rights of the traveling public.

In addition to finalizing the rules to require automatic refunds and protect against surprise fees, DOT is also pursuing rulemakings that would:

  • Propose to ban family seating junk fees and guarantee that parents can sit with their children for no extra charge when they fly. Before President Biden and Secretary Buttigieg pressed airlines last year, no airline committed to guaranteeing fee-free family seating. Now, four airlines guarantee fee-free family seating, and the Department is working on its family seating junk fee ban proposal.  
  • Propose to make passenger compensation and amenities mandatory so that travelers are taken care of when airlines cause flight delays or cancellations.   
  • Expand the rights for passengers who use wheelchairs and ensure that they can travel safely and with dignity . The comment period on this proposed rule closes on May 13, 2024.

There are different implementation periods in this final rule ranging from six months for airlines to provide automatic refunds when owed to 12 months for airlines to provide transferable travel vouchers or credits when consumers are unable to travel for reasons related to a serious communicable disease.
