Amidst the Covid-19 pandemic, in order to generate employment in the tourism sector, Uttarakhand Tourism has launched a self-employment scheme and homestay scheme for the youth in the state. In order to make the Veer Chandra Singh Garhwali Tourism Self- Employment Scheme transparent and its assistance accessible to people, the Uttarakhand Tourism has made the registration for the scheme online. Dilip Jawalkar , Secretary - Tourism, Government of Uttarakhand said that with the implementation of online application system , transparency will be increased and time will be saved as well as monitoring of the scheme will be effective. Any Uttarakhand resident who wants to take advantage of the scheme can make their registration online, he said. Advt The scheme can be availed for buying electric coaches to operate on the key routes associated with tourism in the state. The state will provide a 50% subsidy or up to INR 15 lakh for the purchase of the electric coach. It is mandatory that such vehicles carry the emblem/logo of the Uttarakhand Tourism prominently on both sides of the vehicle. In case of purchase of vehicles other than buses under this scheme, 25% subsidy will be applicable. Under the homestay scheme, the subsidies to the tune of 33% in hilly areas and 25% in the plains are offered. It will be INR 10 lakh maximum in the case of hills and 7.5 lakh in the case of plains, respectively, as per a release by Uttarakhand Tourism.

Uttarakhand Tourism launches self-employment and homestay scheme

Amid the Covid-19 pandemic, the Uttarakhand government is focusing on generating more employment opportunities for the youth of the state.

In its recent endeavour, the tourism department of the state has started the online registration facility for the Veer Chandra Singh Garhwali Tourism Self-Employment Scheme and Homestay Scheme.

The government has initiated this move in a bid to make the process more transparent, provide more convenience to people and also to ensure that more and more youths benefit from the government’s scheme. 

Under the Veer Chandra Singh Garhwali Tourism Self-Employment Scheme, the beneficiary can start their employment by purchasing buses / electric buses to operate on the routes of the state and can avail 50 percent subsidy or up to 15 lakh for the purchase of bus the scheme.

• This self-employment scheme has been provided to the people of the entire Uttarakhand state.
• Also, buses will be operated only for the designated routes of the Uttarakhand Transport Corporation and for the inner city places.

Along with this, it will also be mandatory that out of the places where buses will be run, the station to start or go to travel should be in Uttarakhand.

To promote tourism in the state of Uttarakhand on both sides of the buses, it will be mandatory to have the logo of the slogan or tourism department.

In case of purchase of vehicles other than buses under Veer Chandra Singh Garhwali Swarojgar Yojana, 25% subsidy will be applicable.

It is said that under this scheme, the subsidy up to 33% / 25% or up to a maximum of 15 lakhs / 10 lakhs is given in the non-vehicle items in the hilly / plains areas whereas 33% / 25% in the hilly and plains areas under the Homestay scheme. Or there is a provision to give subsidy up to a maximum of 10 lakhs and 7.5 lakhs.

Dilip Jawalkar, secretary tourism , said “ with the implementation of online application system, transparency will be increased and time will be saved as well as monitoring of the scheme can be done effectively. Applicants desirous of availing benefits under both these schemes will no longer be required to visit the department’s office. The registrations of both the above-mentioned schemes can be done online .”

This system will also allow real-time monitoring of the applications for both the schemes.

Jawalkar also said that this will provide the facility for tourists to travel on the travel route and will provide better transport.

This innovation will also enable the local youth to join the self-employment by getting maximum government support.

The scheme was later broaden to include other areas too.

Today with some hundreds of homestays across Uttarakhand providing their guests with just as much comfort as a reputable hotel, tourists are having better access to popular tourist spots which otherwise may not be located at a convenient distance from the city where hotels are usually situated.  Uttarakhand homestays are also found in places where most large lodging competitors do not establish a guest accommodation.

With tens of thousands of tourists coming to Uttarakhand, hotels are finding it difficult to cope up with the pressure. Moreover, there are many beautiful and exquisite tourist spots in the state where building hotels and other forms of lodging options may not be permitted or are not economically viable.

“The following four things are required to register a homestay in Uttarakhand: (i) Land owner certificate (ii) Residence map (iii) Three photographs of the applicant and (iv) A fully filled application form.”

“The form for registering one’s home with the government’s homestay scheme has to collected from our regional office in Dehradun,” Gangwar told HHT on phone today.

“There is another condition for the registration, which is, the owner must be staying at the given address mentioned in the form,” he added.

Uttarakhand

When deciding to become an Airbnb Host, it’s important for you to understand the laws in your State. As a platform and marketplace, we do not give legal advice, but we do want to provide some useful information that may help you better understand the laws and regulations for hosting in Uttarakhand. This list is not exhaustive and should not be considered legal advice, but it should give you a good head start in understanding your local laws. If you have questions, please contact the Uttarakhand Tourism Development Board (UTDP) , other Government agencies directly, or consult a local lawyer.

First things first — you should obtain necessary registrations and permissions prior to listing on Airbnb.

Hotels, motels, timeshare apartments, bed & breakfasts, lodges, resorts, guest houses, dharamshalas, paying guests houses, ashrams, tourist rest houses, motor caravan, tent colony/nature camp, and cruise/house boats: If you are planning to list any of the above on Airbnb, then make sure you have obtained necessary registrations and permissions to operate the premises under the Uttarakhand Tourism and Travel Business Registration Rules, 2014 ( Tourism and Travel Rules ). Accommodation providers can log into the Uttarakhand Tourism Travel Trade Registration website to file new or renewal applications. You can also review the guidelines which list mandatory requirements (such as infrastructure, etc.) for registration of hotels, motels, resorts, guest/tourist rest houses, dharamshalas, etc., which are in addition to the obligations under Tourism and Travel Rules. You may also refer to the Travel Trade FAQs or visit the UTDP website for additional details.

Homestays: The Guest Uttarakhand Home Accommodation (Homestay) Rules, 2015 ( Homestay Regulations ) provides for mandatory registration of homestays in Uttarakhand. Hosts can submit their registration applications to the District Tourism Development Officer of the concerned district. Alternatively, hosts can also log into the Uttarakhand Tourism Homestay Registration website which allows online registration and renewal of registration for homestays.

The Homestay Regulations list several obligations of homestay providers. For instance, if you intend to list a homestay, you must ensure it is a wholly residential complex and the owner, along with his family, physically resides in it. As part of the Homestay Regulations, you are also required to:

• Ensure that a maximum of six rooms (consisting of not more than four beds in each room) are let out to guests irrespective of size of homestay
• Ensure that each room has an attached bathroom with adequate hygiene facilities, fit for habitation of guests at the homestay, at all times
• Maintain a detailed record of all the domestic and foreign guests that arrive and send this information to the concerned local police authorities and the District Tourism Development Office by the 5th of every month.
