What foreign travelers need to know about entering the US

These days, it's safe to say that the last few months have been bewildering for travel, whether you're crossing state lines or international borders , quarantining upon arrival or return home , in a mask or roaming free, holding a U.S. passport or a foreign one, breezing through JFK or factoring in an eight-hour health screening upon arrival .

The United States issued a series of proclamations beginning in late January 2020, prohibiting foreign travelers who had recently visited high-risk countries from entering the country. If you hold a foreign passport and are looking to enter the U.S., here's what you need to know.

Foreigners who recently departed high-risk countries

Non-US travelers cannot enter the United States if they visited the following regions within the last 14 days:

  • as of Jan 31: China
  • Feb 29: Iran
  • March 11: The countries comprising Europe's Schengen Area , including:
  • Czech Republic
  • Liechtenstein
  • Netherlands
  • Switzerland
  • Vatican City
  • March 16: the United Kingdom , encompassing:
  • Northern Ireland
  • March 16: the Republic of Ireland
  • May 28: Brazil

This travel ban for foreign nationals is currently in effect, and does not expire until rescinded. U.S. citizens and lawful permanent residents of the United States are exempt from these restrictions.

Some additional exceptions include travelers who are foreign diplomats traveling to the United States on A or G visas; as well as certain family members of U.S. citizens or lawful permanent residents such as spouses, children under the age of 21, parents (provided that his/her U.S. citizen or lawful permanent resident child is unmarried and under the age of 21), and siblings (provided that both the sibling and the U.S. citizen or lawful permanent resident are unmarried and under the age of 21). Air and sea crew traveling to the United States on C, D or C1/D visas are also exempt from the prohibition on incoming travelers from high-risk countries.

The full list of exempt travelers can be found in each of the country proclamations listed above.

Upon arrival, all travelers should be prepared to undergo enhanced health screening procedures, although a number of travelers have reported that many U.S. airports are operating as usual , and that even airport employees or flight crew often do not observe social distancing or wear preventative measures such as face masks.

After returning to the U.S., the Centers for Disease Control and Prevention (CDC) recommends but does not enforce that all travelers returning from one of these high-risk regions should self-quarantine at home for 14 days , regardless of nationality.

From a health perspective, the CDC states that flying on an airplane increases the risk of contracting COVID-19.

Entering the US by land or Sea

The U.S. also closed its land and sea borders during this lockdown, shutting out landmass neighbors Canada and Mexico . This proclamation prohibits American travelers from visiting either neighboring country for "nonessential reasons" through June 22, 2020 .

"Nonessential travel will not be permitted until this administration is convinced that doing so is safe and secure," the DHS said in a statement published May 19.

Foreign nationals who meet "essential travel" passenger requirements can enter the U.S. via Mexico and Canada land and ferry borders. According to U.S. Customs and Border Patrol (CBP) these criteria for essential travel between either Mexico or Canada include:

  • U.S. citizens and lawful permanent residents returning to the United States
  • Individuals traveling for medical purposes, such as medical treatment in the United States
  • Individuals traveling to attend educational institutions
  • Individuals traveling to work in the United States, such as individuals working in the farming or agriculture industry who must travel in and out of the United States in order to do their job
  • Individuals traveling for emergency response and public health purposes, such as government officials or emergency responders entering the United States to support federal, state, local, tribal, or territorial government efforts to respond to COVID-19 or other emergencies
  • Individuals engaged in lawful cross-border trade, such as truck drivers supporting the movement of cargo in and out of the United States
  • Individuals engaged in official government travel or diplomatic travel
  • Members of the U.S. Armed Forces, and the spouses and children of members of the U.S. Armed Forces, returning to the United States
  • Individuals engaged in military-related travel or operations.

The CBP document explicitly states that tourism does not qualify as a matter of essential travel.

Bottom line

If you're a U.S. citizen or legal permanent resident, you are allowed to return home but should be prepared to answer questions regarding your recent destinations and health. Additionally, you should observe a 14-day self-quarantine for your own sake as well as for those around you.

If you hold a foreign passport and haven't visited any of the high-risk countries above, your re-entrance into the U.S. will be subject to the usual terms of your visa or residency.

6 Ways You Can Speed Up (or Skip) the Airport Security Line

Getting through airport security can be a time-consuming and frustrating ordeal, especially when traveling during the busy holiday season .

Thankfully, a variety of programs and passes allow travelers to speed up their airport security screening via dedicated entry lanes and the ability to avoid removing items like shoes, liquids, jackets, and belts. Here, a list of the options available, from subscriptions to one-time passes.

More than 2.5 million people are currently signed up with Clear , a company that utilizes biometrics to allow travelers to quickly identify themselves at airports with fingerprints and eye scans.

As a member of Clear , which is available in 40 locations across the U.S., travelers will be able to move through a dedicated Clear lane to skip through security lines. Thanks to Clear's identification technology, travelers also get to skip the lengthy ID check lines. A Clear membership costs $179 a year ($15 a month).

Elite Status:

Most U.S. airlines allow their mid-tier and higher elite members to access expedited security screening lanes at participating airports. The perk can sometimes also extend to companions traveling with an elite member, so be sure to check with your airline to see if this applies so that you and your travel buddy can both speed through security.

American Airlines: Priority privileges including priority check-in, security screening, and boarding are offered to AAdvantage members (Executive Platinum, Platinum Pro, Platinum, and Gold), AirPass travelers, oneworld members (Emerald, Sapphire, and Ruby), AAdvantage Citi Executive card holders, and passengers flying in first, business, and premium economy.

Economy passengers who do not fall under the specified categories above can purchase priority access. Prices vary depending on the itinerary.

Delta Air Lines: Sky Priority members have access to expedited check-in, security, boarding, and baggage. Sky Priority is available for Diamond, Platinum, and Gold Medallion members, as well as passengers with flights booked on Delta One, first class, or business class, and members of SkyTeam Elite Plus, Virgin Atlantic Flying Club Gold, and Virgin Australia Velocity Platinum and Gold.

United Airlines: Premier Access perks apply to MileagePlus Premier members (Premiere 1K, Premiere Platinum, Premiere Gold, and Premiere Silver), Star Alliance Gold members, MileagePlus Club and Presidential Plus credit card members, and travelers with business and first class tickets.

Passengers not in these categories can also purchase Premiere Access for their flight at airports where the feature is available starting at $15.

Southwest Airlines: Fly by priority lane , which allows for quicker access to the front of the ticket counter and expedited service through security lines in select cities, is available for Rapid Rewards members (A-List and A-List Preferred), and for customers flying on business select.

JetBlue: JetBlue's Even More Speed lets passengers enter expedited lanes to get through airport security, and is automatically available for TrueBlue Mosaic and JetBlue Mint customers. Travelers also have the option to purchase Even More Speed in the "extras" section when booking flights or checking in for $15, or as a bundle with an Even More Space seat (prices vary by route).

Alaska Airlines: Alaska Airlines offers expedited security access for MVP Gold and 75K Mileage Plan members, as well as American AAdvantage Platinum and Executive Platinum members, and passengers traveling in first class.

TSA PreCheck:

TSA PreCheck provides a speedier airport security process by providing a separate security screening lane for TSA-approved passengers. With TSA PreCheck, passengers can keep their shoes, belts, laptops, and light jackets on, and are not required to remove liquids from carry-on baggage.

According to TSA representatives , signing up with the program can mean an average wait time of less than five minutes when going through airport security screenings. The service is available across 200 airports in the U.S. and 56 airlines participate.

The service is available for travel when departing from a U.S. airport to a foreign country and for domestic flights. A five-year membership costs $85. Several credit cards and loyalty programs also cover the cost of signing up for TSA PreCheck.

Global Entry:

Global Entry helps speed up the travel process when headed to international destinations, as the U.S. Customs and Border Protection program allows pre-cleared travelers to skip the customs line and head straight to automatic kiosks to get a customs declaration.

Global Entry members can use automatic kiosks available at participating airports to scan their passport or permanent resident card and place their fingerprint on the scanner to verify their identity and complete their customs declaration. Kiosks print a transaction receipt so they can head straight to baggage claim.

The program costs $100 for five years, though credit cards like the American Express Platinum Card will offer a rebate to customers who use the card for the application fee.

Mobile Passport Control gives travelers a faster way to get their declaration forms across 24 airports in the U.S and is the first app to be authorized by the U.S. Customs and Border Protection (CBP).

With the free app, U.S. and Canadian passport holders can create a profile containing their passport information along with a selfie and answers to a series of CBP inspection-related questions. They'll then receive a QR code that customs officers can scan with their passport. Unlike Global Entry, use of the app does not require a formal interview or fees, and while it does not let you skip lines completely, it does speed up the process.

Several apps will also let you check the length of security lines before you arrive at the airport, so you can plan ahead.

These include TripIt , which monitors airport security line wait times in real-time down to exactly how many minutes it will take to get to each gate. The feature is available to TripIt Pro users for $49 a year.

MiFlight is a free app that monitors airport security wait times based on social sharing. Crowd-sourced updates are available for over 100 airports, and terminal maps help navigate through the airport after security.

The TSA also runs an app called My TSA , which provides estimated wait times and answers travelers' questions about airport security, from which items can be carried on to which airports and airlines support TSA PreCheck.

Travelers looking to skip airport security lines completely can do so with Surf Air . The California-based service allows members to take unlimited flights for a fixed rate of $1,950 per month, or to pay an annual fee of $2,500 to take flights on private jets for a flat rate of $445.

The airline lets travelers book private travel at a lower cost by offering schedule-based services, with only eight people per plane. When flying with Surf Air, passengers simply need to arrive at private airports 15 minutes before their departure. Once at the airport, they can simply grab a complimentary snack or drink and walk directly onto their plane, as Surf Air checks members against TSA's No Fly list and conducts security screenings on its members to avoid having to go through this process each time they're at the airport.

Americans who have traveled internationally stand out in their views and knowledge of foreign affairs

Do people who travel think differently about the world? A new Pew Research Center survey suggests they do.

Americans who have traveled internationally are more interested in and knowledgeable about foreign affairs, feel closer to others around the world, and favor a more active foreign policy, according to the survey of 3,576 U.S. adults conducted in spring 2023. We also surveyed people in 23 other countries about their international travel habits.

This analysis examines international travel with a focus on Americans’ travel, including which Americans travel abroad and how their interest in the world and views of international affairs differ from others.

For this analysis, we surveyed 3,576 U.S. adults from March 20 to March 26, 2023; 3,581 U.S. adults from March 21 to March 27, 2022; and 10,606 U.S. adults from June 14 to June 27, 2021. Everyone who took part in these surveys is a member of the Center’s American Trends Panel (ATP), an online survey panel that is recruited through national, random sampling of residential addresses. This way nearly all U.S. adults have a chance of selection. The survey is weighted to be representative of the U.S. adult population by gender, race, ethnicity, partisan affiliation, education and other categories. Read more about the ATP’s methodology .

For non-U.S. data, this report draws on nationally representative surveys of 27,285 adults conducted from Feb. 20 to May 22, 2023. All surveys were conducted over the phone with adults in Canada, France, Germany, Greece, Italy, Japan, the Netherlands, South Korea, Spain, Sweden and the United Kingdom. Surveys were conducted face-to-face in Hungary, Poland, India, Indonesia, Israel, Kenya, Nigeria, South Africa, Argentina, Brazil and Mexico. In Australia, we used a mixed-mode probability-based online panel.

Here are the June 2021 survey questions and responses used in this analysis. Those for the March 2022 survey may be found here , as well as those for the March 2023 survey .

How many Americans have traveled internationally?

Roughly three-quarters of Americans (76%) have visited at least one other country, including 26% who have been to five or more. About a quarter (23%) have not traveled internationally, though most in this group say they would if they had the opportunity.

To analyze how Americans’ travel experiences relate to their attitudes on other questions, we placed people into three categories:

  • Globe-trotters have traveled to at least five other countries. About a quarter of the U.S. public (26%) falls into this category.
  • Casual travelers have traveled to between one and four other countries. Half of Americans fall into this category.
  • Nontravelers have never left the United States. This category includes 23% of Americans.

Compared with Americans, people in many European nations are more likely to have traveled to five or more other countries. For instance, 88% of Swedes have done so.

However, international travel is much less common in many middle-income nations. It is strongly correlated with a nation’s gross domestic product per capita. (For more on international travel and views about global engagement, read “Attitudes on an Interconnected World.” )

Who travels internationally?

Perhaps unsurprisingly, older people are more likely than younger people to have traveled internationally. Americans ages 65 and older are more than twice as likely as adults under 30 to fall into our globe-trotter category (37% vs. 17%).

Income is even more strongly related to travel than age. Two-thirds of upper-income Americans have traveled to at least five countries, compared with 9% of Americans with lower incomes.

Similarly, Americans with a postgraduate degree are far more likely to be globe-trotters than those with a high school education or less (59% vs. 10%).

Residents of suburban and urban areas generally have more international travel experience than people who live in rural areas.

There are no significant partisan differences when it comes to international travel: 26% of Democrats and Democratic-leaning independents qualify as globe-trotters, as do 28% of Republicans and GOP leaners.

Do travelers know more about the world?

Globe-trotters are especially likely to say they are interested in foreign affairs and follow international news. Casual travelers, in turn, are more likely than nontravelers to do so.

Globe-trotters are also the most knowledgeable about international affairs. In 2022, we conducted an international affairs quiz , asking Americans 12 questions related to international news. On average, globe-trotters got 8.2 of the 12 questions correct, compared with 6.4 for casual travelers and 4.2 for nontravelers.

Is international travel related to views of global engagement?

International travel experience is also linked to Americans’ views about international affairs and their feelings of connection to other people around the world.

When asked which comes closest to their view, 57% of globe-trotters say the U.S. should be active in world affairs, while 43% say the U.S. should pay less attention to problems in other countries and concentrate on problems at home. In contrast, most casual travelers and nontravelers say the U.S. should focus on problems at home.

In all three groups, at least half of respondents say that when the U.S. is making foreign policy, it should take other countries’ interests into account – even if that means making compromises. But globe-trotters are especially likely to hold that view.

Globe-trotters are also particularly likely to say they feel close to people around the world, with 42% saying so. By comparison, 34% of casual travelers and 30% of nontravelers say this.

Summer Travel Trends: Delta’s Top 10 International Destinations for 2024

Delta Air Lines has announced its most extensive international flight schedule ever for the summer of 2024. In preparation for Memorial Day, the airline released an annual list of its most popular international destinations, compiled from search data on its website. This list highlights the cities that customers are most interested in traveling to between May and August.

The top 10 most searched destinations indicate that U.S. travelers are particularly interested in Mediterranean cities, with Athens seeing the highest increase in interest—a 248% jump in searches compared to the previous year. The traditionally popular cities of London, Paris, and Rome continue to lead the list, while Dublin, Barcelona, and Vancouver have been added as new entries this year.

Searches for these top destinations have surged by more than 150% from 2023, signifying a robust demand for international travel. This increase follows 11 of the airline’s most significant sales days ever, all occurring within this year.

Top 10 Most Popular Destinations for Summer 2024:

In the domestic market, the most sought-after destinations (excluding Delta hubs) are Las Vegas, Orlando, Miami, and Honolulu. These locations reflect the ongoing demand for sunny locales and cities that are hosting major sporting events this summer.

This year, Delta’s network includes over 290 destinations across more than 50 countries. Summer highlights also feature new services to Venice, Tulum, and Naples, starting in May. Customers can book their vacations through Delta Vacations.

Automatic Refunds and No More Hidden Fees: D.O.T. Sets New Rules for Airlines

The Transportation Department issued new requirements on refunds when flights are canceled or delayed and on revealing “junk” fees before booking. Here’s what passengers can expect.

The Transportation Department on Wednesday announced new rules taking aim at two of the most difficult and annoying issues in air travel: obtaining refunds and encountering surprise fees late in the booking process.

“Passengers deserve to know upfront what costs they are facing and should get their money back when an airline owes them — without having to ask,” said U.S. Transportation Secretary Pete Buttigieg in a statement, adding that the changes would not only save passengers “time and money,” but also prevent headaches.

The department’s new rules, Mr. Buttigieg said, will hold airlines to clear and consistent standards when they cancel, delay or substantially change flights, and require automatic refunds to be issued within weeks. They will also require them to reveal all fees before a ticket is purchased.

Airlines for America , a trade group representing the country’s largest air carriers, said in a statement that its airlines “abide by and frequently exceed” D.O.T. consumer protection regulations.

Passenger advocates welcomed the new steps.

Tomasz Pawliszyn, the chief executive of AirHelp, a Berlin-based company that assists passengers with airline claims, called it a “massive step forward and huge improvement in consumer rights and protection” that brings the United States closer to global standards in passenger rights.

Here’s what we know about the D.O.T.’s new rules, which will begin to go into effect in October.

There’s now one definition for a “significant” delay.

Until now, airlines have been allowed to set their own definition for a “significant” delay and compensation has varied by carrier . Now, according to the D.O.T., there will be one standard: when departure or arrival is delayed by three hours for domestic flights and six hours for international flights.

Passengers will get prompt refunds for cancellations or significant changes for flights and delayed bags, for any reason.

When things go wrong, getting compensation from an airline has often required establishing a cumbersome paper trail or spending untold hours on the phone. Under the new rules, refunds will be automatic, without passengers having to request them. Refunds will be made in full, excepting the value of any transportation already used. Airlines and ticket agents must provide refunds in the original form of payment, whether by cash, credit card or airline miles. Refunds are due within seven days for credit card purchases and within 20 days for other payments.

Passengers with other flight disruptions, such as being downgraded to a lower service class, are also entitled to refunds.

The list of significant changes for which passengers can get their money back also includes: departure or arrival from an airport different from the one booked; connections at different airports or flights on planes that are less accessible to a person with a disability; an increase in the number of scheduled connections. Also, passengers who pay for services like Wi-Fi or seat selection that are then unavailable will be refunded any fees.

Airlines must give travel vouchers or credits to ticketed passengers unable to fly because of government restrictions or a doctor’s orders.

The vouchers or credits will be transferable and can be used for at least five years after the date they were issued.

Fees for checked baggage and modifying a reservation must be disclosed upfront.

Airlines and ticket agents are now required to display any extra fees for things like checking bags or seat selection clearly and individually before a ticket purchase. They will also need to outline the airline’s policies on baggage, cancellations and changing flights before a customer purchases a ticket.

The rules, which apply to all flights on domestic airlines and flights to and from the United States operated by foreign airlines, have varying start dates.

For example, automatic refunds must be instituted by the airlines within six months. But carriers have a year before they’re required to issue travel vouchers and credits for passengers advised by a medical professional not to fly.
