The Pacific Tourism Organisation (SPTO) is pleased to announce the appointment of Adela Issachar Aru as its new Board Chairperson. The SPTO Board of Directors endorsed the announcement of Ms Aru as the new Chairperson at its May board meeting today at the Sofitel Resort & Spa.

Two nominees, the board directors from Vanuatu and Tonga, were vying for the SPTO Chairperson position. The SPTO Board secretariat organised a virtual election by secret ballot.

In announcing the Chairperson’s appointment, SPTO CEO Christopher Cocker acknowledged the importance of the role, adding that the time was right for a woman to lead the SPTO Board and the organisation. The SPTO Executive team and the Board have been strengthened and stabilised over the last 12 months.

“We are delighted to have Ms Aru take up the role of Chairperson and Viliami Takau, CEO from Tonga Tourism Ministry as the Deputy Chairman. They both bring experience and leadership and support SPTO’s current projects. SPTO is currently in the process of its digital transformation project for tourism recovery in the Pacific, funded by the New Zealand government.

Ms Aru is the Chief Executive Officer of the Vanuatu Tourism Office and is the incoming chair of the NZMFAT Steering Sub Committee.

“I am delighted and excited to take on the role of Chairperson for SPTO. This appointment will bring the opportunity to rebuild tourism in the Pacific through partnerships, and I look forward to working closely with SPTO’s key partners and stakeholders. During my term as the Chairperson of the Board of Directors, I will work closely with the CEO and his team to ensure that we continue to foster collaborations and partnerships to achieve the objectives stated in the organisation’s Pacific Sustainable Tourism Policy Framework , Pacific Tourism Statistics Strategy (PTSS) , and the   Digital Marketing Strategy . I will continue to advocate for the objectives of growing the SPTO and its relationship with its partners in fostering sustainable tourism development initiatives for the rest of the region. How did China hack the UK Ministry of Defence?

China denies hacking UK armed forces' SSCL payroll data services, which are operated by French tech giant Sopra Steria.

China stands accused of hacking the UK Ministry of Defence (MoD) in a major cyberattack on armed forces’ SSCL payroll data system.

The data breach compromised the names and bank details of current military personnel and veterans, Sky News reported.

When addressing the House of Commons today (7 May), UK Defence Secretary Grant Shapps said a “malign actor” was responsible for the attack, but that the government “cannot rule out state involvement”. He added that there was “no evidence that any data has been removed”. 

Shapps has announced a “multi-point plan to support and protect personnel”, an MoD spokesperson told Army Technology .

The MoD has been working urgently to grasp the scale of the cyberattack over the last three days since discovering the data breach.

The UK government has yet to name a suspected culprit. Former head of the National Cyber Security Centre (NCSC) Ciaran Martin said “there’s nothing unusual or untoward about the government not saying who they think is behind the breach at this stage” in a  thread on X .

“If past form is a guide, bring allies on board before formally accusing another state (or criminal group)”, Martin added, a referring to former US Director of National Intelligence James Clapper’s allegations towards China over the  2015 OPM breach .

Who is responsible for the MoD’s payroll contract?

UK Prime Minister Rishi Sunak, meanwhile, refused to blame China directly, but more broadly said he “set out a very robust policy towards China to protect ourselves against the risks that China, and other countries, pose to us”. 

Sunak’s spokesperson added that “in relation to the specific contractor involved in the incident, a security review of that contractor’s operations is under way and appropriate steps will be taken after that”. 

SSCL, a joint venture between the UK Cabinet Office and French tech company Sopra Steria , holds the overarching payroll contract for MoD payroll data.

SSCL is responsible for “delivering the MoD’s vision to transform core payroll, HR and pension services for 230,000 military personnel and reservists and 2 million veterans”, according to Sopra Steria’s website .

Labour’s Shadow Defence Secretary John Healey today (7 May) claimed that SSCL is the culpable contractor.

It remains unclear if Sopra Steria directly operates the payroll element of the SSCL contract or if it is overseen by a downstream contract.

Shapps, however, added that the breach was due to the “potential failings” of the contractor. 

Army Technology has approached Sopra Steria and SSCL regarding the reported attack and whether its systems were targeted.

While the attack seems to have followed the pattern of a typical supply chain breach, Sopra Steria has previously been targeted by the Ryuk ransomware variant.

In 2020, a Russia-linked ransomware attack was estimated to cost the Paris-headquartered company between $48m and $60m .

What does Beijing stand to gain?

Earlier today (7 May), Chinese Foreign Ministry spokesperson Lin Jian described the allegations as “absurd”, stating that Beijing “opposes all forms of cyberattacks”.

Potentially sensitive data on key MoD individuals is an invaluable asset for Beijing amid rising tensions between China and the US, the UK and other Western powers.

The allegations of state-sponsored cyber espionage come as Chinese President Xi Jinping visits Europe for the first time in five years.

Xi landed in France on Sunday (5 May) and has committed to “refrain from selling any weapons ” to Russia – at least according to French President Emmanuel Macron.

The latest cyberattack also aligns with China’s capability in human intelligence.

Beijing’s Ministry of State Security has the widest reach of any global intelligence agency and has frequently used cyberattack strategies to sow doubt and gain leverage over rival states.

This payroll data breach is the latest in a series of alleged Chinese state-sponsored cyberattacks on UK.

In March, Deputy Prime Minister Oliver Dowden revealed two incidents, one involving a breach of the UK’s Electoral Commission and the other a series of targeted attacks on China-sceptic MPs.

Attention remains fixated on the MoD’s response to China’s alleged act of cyber warfare on a military and government institution.

An Employment Visa is required for a person or group who wants to work in Tonga, either in the Public Service or Private Sector for any length of time.

Who must apply for Employment Visa ?

  • A non Tongan citizen who wants to work in Tonga either in the Public Service or Private Sector.
  • A group or individual undertaking voluntary and charitable work in the Kingdom.
  • However, Special Immigration conditions apply for those International organizations which bring in voluntary workers to Tonga on a frequent basis and where the Tongan Government has an official agreement, approved by Cabinet, with the said organization.

Requirements

The following requirements must be met:

  • 2 recent passport photos for all applicants.
  • Valid passport within 6 months of the date of travel.
  • A medical report issued within the past 6 months by a licensed doctor.
  • A national Police Clearance issued within the past 3 months from the country/state of residence.
  • 2 character references with contact details.
  • Letter of Support from Ministry of Labour, Commerce & Industries (MLCL).
  • USD$230 money order payable to Embassy of the Kingdom of Tonga, Beijing, PRC; or USD$230 Cash.
  • Application form must be fully completed and signed (one application per family).
  • For renewed applications, a letter of support from the Inland Revenue Department on history of tax payment(s) is required.

The following documents are also required if you are going to be employed in Tonga up to 2 or more years:

  • Offer of employment from a company in Tonga.
  • Employment contract for all applicants, each contract must include the job specification of the non-citizen applicant and a repatriation clause for conclusion/termination of the contract by either party, which places the burden of repatriation on the employer.
  • If not, Immigration may require a TOP$1,000 bond per person;
  • Evidence of professional skills of applicants.
  • Evidence to support professional skills (formal academic qualifications or letters of references from former employers on letterhead). Letter of support from Secretary for Labour, Commerce & Industries on whether the applicant’s professional skill is required in Tonga (labour check)
  • Relevant licenses/registration required by any other law in Tonga relating to the specific profession, have been acquired (e.g Registration on the Board of Health for person requiring to practice medicine in Tonga, etc)
  • The employer’s business license and company registration may also be required by Immigration. Ministry of Labour, Commerce & Industries may also request inspection of the business/company and any information relating to the number of Tongans currently employed by the said company.

How do I apply?

Fill in the application forms and collect all appropriate documents required and leave your application with the reception at the Embassy, Beijing, PRC.

How long does it take to process an Employment Visa ?

  • An Employment Visa normally takes one month to process.
  • Other processes that may affect the length of processing your employment visa
  • The Immigration Division may also inspect the business/company for genuineness of operation.
  • The Immigration Division will not consider an application that is NOT SUPPORTED by MLCI
  • Applicants travelling to Tonga with the intention of setting up a business may enter the country on a visitor’s visa but must advise Tonga Immigration of their intention in advance and in writing, otherwise a fee of T$1,150.00 is to be paid.
  • All foreign documents may either be originals or certified copy.
  • Incomplete applications may result in a delay and/or rejection.
  • A Bond may be imposed if a repatriation clause is not included in the contract or in any case where the Immigration Officer is uncertain that either party will be able to pay their return air fare. Applicants shall bring all original documents and copies thereof for sighting and certification at the Immigration Division when applying for a visa.
  • Any foreign documents presented must be the original and have attached an English translation. The documentation must also contain certification from the Ministry of Foreign Affairs for that Government or from one of its diplomatic missions verifying the document and translation.

Important Notice to Companies and Businesses

Whereby the applicant fulfills all conditions for a permit and MLCI recognize the applicant’s skill as required in the Tongan labour market, an employment permit will be issued by the Immigration Division.

The Immigration Division will allow the applicant to TRANSFER companies/businesses/ employers if they apply for a transfer of a visa and fulfills the necessary conditions for the transfer. Companies/businesses/employers should protect any financial investment they have made in bringing the applicant to the country via employment contracts with the applicant.
