Sports ETA releases its “State of the Industry” Report  for the $91.8 Billion Sport Tourism Industry

FORT WORTH, TEXAS (May 3, 2022) – Sports ETA, the only trade association for the sports events and tourism industry, released its annual State of the Industry Report for 2021 resulting in the sports tourism sector’s direct spending impact of $39.7 billion which generated a total economic impact of $91.8 billion, supporting 635,000 full-time and part-time jobs and generating $12.9 billion in taxes.

The association’s last research report, “2019 State of the Sports Tourism Industry Report in America presented by the Sports Events and Tourism Association in partnership with the Northstar Meetings Group” was released in 2020 to benchmark 2019, and concluded that U.S. sports-related travelers, event organizers and venues spent a total of $45.1 billion in 2019, an increase of over five percent from the previous year. Those travelers generated $103.3 billion in direct, indirect and induced business sales.

The study was led by Dr. Jennifer Stoll, who leads research efforts for Sports ETA, in partnership with Northstar Meetings Group, the leading multi-platform brand for dedicated meeting and business planners and sports event organizers, and the presenting sponsor of the association’s “Annual State of the Industry” research report.

The analysis draws on the following data sources to quantify sports tourism, which includes adult and youth amateur events and collegiate tournaments (The economic impact analyses conducted within the report exclude professional sports and collegiate regular-season games.):

  • Sports ETA: destination membership survey data
  • Longwoods International: traveler survey data, including spending and visitor profile characteristics for sports tourism nationwide
  • Bureau of Economic Analysis and Bureau of Labor Statistics: employment and wage data, by industry
  • Bureau of Transportation Statistics: U.S. domestic average itinerary fares
  • U.S. Travel Association: domestic travel data
  • STR: lodging data
  • Sports attendance data

“Our annual State of the Industry report shows that the sport tourism industry has an economic impact of $91.8 Billion supporting 635,000 jobs in our member communities across America,” said Al Kidd , President & CEO of Sports ETA.

Additional major findings in the 2021 State of the Industry Report include:

  • In 2020, the COVID-19 pandemic cancelled or delayed sports events across the country and those events that took place had fewer spectators per participant. Ultimately, the number of sports travelers decreased 46.5% year-over-year to 96 million in 2020. The sector rebounded quickly in 2021 increasing 82.0% year-over-year. The 175 million sports travelers in 2021 was only 2.6% lower than the high-water mark established in 2019.
  • Sports travelers, event organizers, and venues spent $9.7 billion on transportation, $8.4 billion on lodging, and $7.5 billion on food and beverages. Recreation, retail, and tournament operations rounded out spending, registering $5.3 billion, $5.0 billion, and $3.7 billion, respectively. The lodging sector accounted for 21% of all sports-related travel spending. In 2021, sports-related travel generated 66.5 million room nights, which is an important factor given that hotel taxes are a primary funding source for many entities.

What it is : Sports tourism is a type of tourism activity which refers to the travel experience of the tourist who either observes as a spectator or actively participates in a sporting event generally involving commercial and non-commercial activities of a competitive nature.

Why it Matters : Sports tourism is a fundamental axis, generating around 10% of the world’s expenditure on tourism. It has an estimated growth rate of 17.5% between 2023-2030, moving masses intra and intercontinentally. Sports tourism can promote social, economic and environmental action, it accelerates development and can leave a long-lasting positive legacy.

Sports and Tourism are interrelated and complementary. Today, sports tourism is one of the fastest-growing sectors in tourism. More and more tourists are interested in sport activities during their trips whether sports are the main objective of travel or not. Sport events of various kinds and sizes attract tourists as participants or spectators and destinations try to add local flavours to them to distinguish themselves and provide authentic local experiences. Mega sport events such as the Olympics and World Cups can be a catalyst for tourism development if successfully leveraged in terms of destination branding, infrastructure development and other economic and social benefits.

Even though this study does not cover all the major generating markets, we are sure that it gives a clear picture of the importance of sport activities in tourism, and it makes many suggestions. This study also deals with many practical aspects, e.g.: length of stay, expenditure, seasonal demand, booking patterns, accommodation, and consumer profiles such as gender, age, social status, and area of residence.

Strategies to Leverage the Economic Impact of Sports Tourism

Sports are a catalyst  of economic development and their relationship to a host city or organization should be diligently planned and managed if all parties are to derive optimal financial gains. Sports tourism encompasses traveling to a destination specifically for a sports-related activity (e.g., competition, educational program, recreation, adventure, or training) or to visit a sports-related attraction (e.g., museum, park, marina, exhibition, or athletic facility).

According to the State of the Industry Report prepared by the Sports Events and Tourism Association, sports tourism in the United States (U.S.) generated over $103 billion in business sales in 2019, representing a five-year annual growth rate of 5.9 percent since 2015. The spending was calculated according to direct expenditures ($45.1B – see Table 1), indirect expenditures ($25.4 billion), and induced expenditures ($32.8 billion).

Direct expenditures are those connected specifically to operational areas while indirect and induced expenditures comprise all outputs required to support operations (the ripple effect) such as communications, construction, utilities, agriculture, etc. The 2019 report, which excludes spending on professional sports (e.g., NFL MLB, etc.) and regular collegiate season games, calculated $14.6 billion was accrued in personal and corporate taxes including $6.8 billion designated for local and state governments.

Executives from convention and visitors bureaus, destination marketing organizations, sports commissions and area chambers of commerce contributed to the 2019 State of the Industry report, noting accommodations represented approximately 20 percent of U.S. sports-related travel spending during the year with 69 million room nights allocated. Almost 411,000 full-time employment positions were a result of sports tourism events in 2019.

In terms of events serving as the primary driver of sports tourism, the greatest benefit for a city is realized through regional-level coordination and cooperation. Meredith Scerba, former Senior Vice President of Marketing and Operations for the Greater Cleveland Sports Commission (GCSC), knows the value of cooperative efforts. Scerba served as the executive director of the 2013 National Senior Games in Cleveland, Ohio which involved 19 sports for 10,881 athletes age 50 and up, and generated $33.1 million in economic benefits.

Scerba also served a two-year temporary position in Sarasota, Florida as the executive director of the 2017 World Rowing Championships. The international event generated $22.6 million in economic benefits and included 930 athletes representing 68 countries who competed over nine days. The rowing event also included 1,900, volunteers, 320 credentialed media, and 6,544 foreign spectators.

Scerba advocates that the most economically attractive sports events are those that cater to older and wealthier visitors, such as the World Championships. However, regardless of whether a sports tourism event is complex, attracting global interest, or a relatively low-key regional event, organizers are responsible for ensuring effective operations; emphasizing participant safety; and achieving organizational goals which typically correspond with revenue generation. In respect to the general goal of revenue procurement, Scerba recommends the following five strategies to leverage the economic impact of sports tourism:

Operate through an Effective Organizational Structure

The likelihood of exceeding monetary goals for a sports tourism event is increased when operations run smoothly and accountability is tied to project or task completion. Accountability begins with a well-designed organizational chart that defines the working relationships among individuals and committees. The organizational chart is one of the most important documents driving planning, operations – and consequently, the results of an event.

The structure refers to the system or framework of connections and reporting lines between individuals (staff, directors, ambassadors) and groups (e.g., departments or committees). In addition to the emphasis on accountability, a well-designed organizational structure clearly defines lines of communication while remaining flexible to allow for growth and adaptation in the face of unforeseen circumstances. For most sports tourism events, the organizational structure represents the individuals comprising a local organizing committee responsible for the primary logistics, entities responsible for operational tasks and peripheral stakeholders who have a support function such as an international or national sports federation, first responders, or government liaisons.

Event organizers generally operate under the mantra that “the key to success is planning and the key to planning is anticipation.” Successful management of sports tourism events is predicated upon planning and operations that foster cooperation and collaboration among all the stakeholders which include government (city) and business leaders representing the location destination and the individuals associated with the actual sports activity (e.g., officials, athletes, volunteers, etc.).

The organizational structure clearly identifies each stakeholder or stakeholder group and their respective operational function. It identifies committees, event chairs, and ambassadors who are typically local leaders that are best able to influence fundraising and drive interest and commitment. Effective staff management and operations are facilitated by well-designed job descriptions that align with each position within the organizational structure. The potential for an event to maximize revenue streams is realized through the efficient and effective coordination of the individuals and committees fulfilling the responsibilities outlined in their job descriptions.

Create Ancillary Events

According to Scerba, the best means to leverage the economic impact of a sports tourism event is to create alternative revenue streams derived from ancillary events. Ancillary events positioned around the main event provide additional opportunities for partner activation and exposure. They are also a means to enhance fan connectivity.

The 2017 World Rowing Championships, for example, featured a Fan Fest, stage concerts, a series of local eco-tours, a “Row for the Cure” race, a fashion show and an adopt-a-team youth education program. Merchandising, parking, concessions, food trucks, pop-up stores, photo booths and carnival rides or games are all ancillary operations with spending implications.

Ancillary events may also include trade shows, galas, awards ceremonies, educational conferences, instructional clinics, training demonstrations, test events, staged competitions for specific populations (e.g., youth or those with physical or developmental challenges, for example), opening and closing ceremonies for the main event, athlete villages or meet and greets.

These ancillary events are a source for garnering additional income while also serving as a tool to enhance the value of the tourism experience for athletes, spectators, and sponsors. Staging ancillary events before and after the main event can also impact the length of an individual’s travel plans resulting in increased spending on accommodations and meals in the host city

Create Brand/Legacy Programming Emphasizing Local Partnerships

To truly leverage the economic impact of sports tourism, especially associated with a mega-event, Scerba advocates the creation of legacy programming that can be delivered at least a year prior to the main event and sustain well after its conclusion. Leading up to the 2013 Senior Games, for example, “the Year of Vitality” slogan was linked to 111 community events staged in and around the vicinity of Cleveland.

The legacy programming, some which fall under the definition of “ancillary events,” included the opening and closing ceremonies, a beach party, a volunteer appreciation party, parades, panel presentations and other fan activities. These programs provided a forum to showcase the Senior Games’ 78 event specific partners by featuring community sponsors, media outlets and booth patrons representing local organizations.

Legacy programming serves as a prelude to the main event, allowing organizers to build anticipation among the public; however, the primary value of a legacy program becomes apparent if it results in measurable outcomes such as an increase in tourists or attendance at area venues and attractions. A protracted increase in tourism and attendance can add to long-term job growth and tax benefits for a destination while also contributing to building a stronger city brand. The key for organizers in creating brand legacy programs includes a focus on building relationships with the local community by partnering with key government and business leaders to localize decisions and provide partner assets.

Develop and Promote Tourism Packages

Scerba believes the promotion of tourism packages can leverage the economic benefits for the host city while adding to the overall destination experience sought after by travelers. According to the 2019 state of the sports tourism industry report mentioned earlier, overnight travelers spent an average of $359 per person per trip compared to an average of only $79 spent by day trippers.

It is therefore logical that local organizing committees should make every effort to create tourism packages that feature accommodations and entertainment options. The promotion of established tourism packages is a prime opportunity to leverage partnership relationships with local sponsors. Scerba emphasizes that local organizers must clearly understand visitors seek easy, accessible, turnkey accommodations and experiences. Ideal tour packages are those that save the visitor time and money in planning.

Organizers benefit by creating packages that appeal to their targeted audiences such as families, athletes, solo travelers, adventure seekers and culturally motivated travelers. Packages should outline the cost and accessibility for admission to the main event, accommodations, ground travel, meals, recreation or entertainment, as well as any special events. A pick menu option provides convenience and flexibility sought after by travelers. Lastly, organizers are provided some peace of mind by knowing that guests who secure a tourism package are less likely to cancel plans.

Design & Implement Strategic Marketing and Recruitment Activities

To truly maximize revenue from sports tourism, Scerba believes events should be heavily marketed and campaigns carefully designed and executed to reach targeted sponsors (partners), participants and spectators. A unique selling proposition, the creation of ancillary events, and promoting key benefits are essential marketing activities. Additionally, heavy promotions (e.g., discount coupons, onsite rebates, samples, etc.) are often needed to drive participation and visitor numbers. Additionally, organizers must be aware of their high spenders and heavily market to this influential group. For example, the organizing committee for the 2013 Senior Games hosted a two-day calling campaign involving every staff member to invite a list of several hundred handpicked individuals to attend the multi-sport festival.

After highlighting the selling points of Cleveland and explaining what visitors would experience, the committee converted 25 percent of the sales calls. Advertising for the Senior Games featured 80,000 print brochures, three static and two digital billboards, 87 pole banners, six rail banners, 11 kiosk displays, 75 taxi toppers, and 56 summer festival appearances. The World Rowing Championships, meanwhile, concentrated on varied themes to grow the number of daily visitors such as a Family Fun Day, Tech Day, Farmers Market Day, Military and First-Responder Appreciation Day, Golden Ages Day, Boating/Fishing Day and a Health & Wellness Day.

The Cumulative Effect

Post-event reporting where the primary purpose is showing accountability and transparency is important to measure the impact of the main and ancillary events associated with sports tourism. A detailed audit, preferably by a third-party accounting agency, is recommended to truly realize the economic impact of the cumulative activities comprising a sports tourism experience. Additionally, producing a model or template of the reporting mechanism assists in measuring the viability of future tourism opportunities.

Event organizers who engage in intentional planning are likely to reap the financial rewards associated with these recommended strategies to leverage the economic benefit of sports tourism. Event hosts are also aware that beyond the monetary benefits of sports tourism are opportunities to achieve important subsidiary goals for a city such as enhancing the image of a destination or event and developing community pride. Six Youth Sports Facilities Producing Major Economic Impact

According to a 2015 Industry Report by the Sports Events and Travel Association (Sports ETA), the youth and amateur sports tourism industry in the United States was valued at $9.45 billion. Fast forward to their 2021 report, and that figure is now $39.7 billion, a 320 percent increase in six years. This growth is predicted to continue and reach $77.5 billion in 2026, according to Wintergreen Research, Inc. Check out these six youth sports facilities that are capitalizing on this explosive growth in the travel sports economy.

UW Health Sports Factory

Rockford, illinois, population 147,711.

A fantastic example of a brownfield site redevelopment, the UW Health Sports Factory was built in Rockford on the site of a vacant school district administration building and several manufacturing companies from the 1950s and 1960s. The city received a $200,000 United States Environmental Protection Agency (USEPA) Grant in 2009 to clean up two soil hot spots, and remove petroleum-free products from the site, work which was completed in 2012. To fund the project, special legislation was passed to direct approximately $12 million of the Tourism (Hotel/Motel) Tax toward the $18 million facility. Due to complications from the site existing in a 100-year flood plain, the facility had to be elevated 21 inches. This increased the cost of the project to $24 million. The project also secured more than $10 million in grants, including $5.3 million in the Community Development Block Grant (CDBG) “IKE” Disaster Recovery Program. After opening, the project secured an additional $1.9 million in the form of a 10-year naming rights deal with UW Health for this downtown facility. The venue features eight basketball courts, including one championship court, and is situated right on the banks of Rock River in downtown Rockford.

Rocky Mount Event Center - $14.9 million (2022)

Rocky mount, north carolina, population 53,957.

Facing a decline in population and falling real estate values in the mid-2010s, the City of Rocky Mount cast a vision for an exciting new anchor project to lead the redevelopment of their downtown and spur economic growth. Funded by a special obligation fund of $33.7 million and with the benefit of $7 million from the federal New Market Tax Credits Program and a small property tax increase, a dynamic sports and event facility was championed by (now former) City Manager Charles Penny. Penny faced significant public opposition from community members who didn’t see how one facility could make such a large impact. After being built, the Rocky Mount Event Center has far exceeded initial projections and the data speaks volumes.

Since opening in 2018, the 165,000-square-foot facility has hosted hundreds of sporting events, tournaments, corporate meetings, and concerts – including hosting the Harlem Globetrotters during the venue’s inaugural year. In 2021, the center produced more than $7 million in direct economic impact through tourism, and in 2022, that number grew to $14.9 million. In that same year, the facility hosted more than 77,011 guests for various tourism-related events as well as more than 50,000 residents for local events and programs like their Spooktacular Oktoberfest, which was free for residents.

Unwto 2021: a year in review, 2021: tourism united, resilient and determined.

2021 has been a year of learning and adapting for tourism. It has proven that only by working together can the sector overcome challenges and embrace opportunities.

Gathering the global tourism community and developing concrete actions, UNWTO has led tourism’s response with the vision of not only restarting, but doing so in a more inclusive, innovative and sustainable way.

January - March

As global tourism faced up to a second year of unprecedented crisis , UNWTO began 2021 by counting the cost so far . At the same time, however, the emergence of vaccines brought hope . The Global Tourism Crisis Committee met to explore what this meant for safe travel and the restart of tourism, while the announcement of the winners of the UNWTO Global Start-up Competition recognized the role culture and creativity will play in tourism’s restart and recovery .

April - June

Collaboration and innovation were the focusat the start of the second quarter. UNWTO partnered with IATA on a new Destination Tracker to give both tourists and destinations clear, impartial and trusted advice. And a new Start-up Competition was launched to find the best ideas for accelerating rural development through tourism. In May, the launch of the Best Tourism Villages by UNWTO generated significant interest from Members in every global region.

July - September

As destinations in Europe welcomed tourists back for the peak summer season, UNWTO highlighted the role of  digital solutions for the safe restart of the sector. But UNWTO also looked ahead, to a more sustainable future , working with key partners to  reduce plastic waste and consumption across every part of the sector. Together, we celebrated World Tourism Day around the theme of Tourism for Inclusive Growth, a message of solidarity and determination that was echoed on a global scale.

October - December

The final quarter of 2021 began with cautious optimism as UNWTO’s Barometer showed signs of improvement in tourist arrival numbers during the summer season in the northern hemisphere. A new partnership with Netflix will bring the message of tourism as a driver of opportunity to a massive global audience, while in November, UNWTO was tourism’s voice at COP26 and signatories to the landmark Glasgow Declaration keep growing. Finally, against the backdrop of the UNWTO General Assembly , the programme of work for the coming biennium was approved and 77% of Members voted to secure a second mandate for the Secretary-General from 2022-2025.

Growing and Moving Forward

UNWTO brings together political leaders from across the globe to deliver a strong, coordinated response. Governments, destinations, fellow UN agencies and international organizations met at key international events joining efforts to rethink tourism. Institutional coordination has proven crucial to find the solutions that build a smarter, greener and safer tourism.

The pledge to ‘ leave nobody behind ’ means nobody should miss out : Not now as we support the sector in the face of crisis, and not in the future as tourism starts again. Tourism is a proven driver of equality and opportunity. And that’s why we turn words into actions, delivering guidelines and action plans , to ensure everyone can enjoy the opportunities tourism brings.

Advancing the transformation of the tourism sector , partnerships are the only way forward. In 2021, UNWTO signed agreements with international organizations and the private sector to step our vision for the future of tourism: innovation , education , sustainability , green investment , rural development.

World Tourism Barometer: September 2022

UNWTO updates World Tourism Barometer and reports international tourism back to 60% of pre-pandemic levels from January to July 2022

Below are excerpts from the September 2022 release of the UNWTO Tourism Barometer :

  • The steady recovery reflects strong pent-up demand for international travel, especially in the months of June and July which are part of the Northern Hemisphere summer season. The easing or lifting of travel restrictions in an increasing number of countries also contributed to boost results.
  • International tourist arrivals almost tripled (+172%) in January-July 2022 compared to the same period of 2021. Numbers climbed from -64% in January 2022 (versus 2019) to -28% in July, the strongest month since the start of the pandemic.
  • Asia and the Pacific (+165%) saw arrivals more than double in the first seven months of 2022, though they remained 86% below 2019 levels.
  • The ongoing recovery can also be seen in outbound tourism spending from major source markets. Expenditure from France was at -12% in January-July 2022 compared to 2019 while spending from Germany stood at -14%. International tourism spending remained at -10% in Belgium, -23% in Italy and -26% in the United States.
  • The uncertain economic environment seems to have reversed prospects for a return to pre-pandemic levels in the near term. 61% of UNWTO Panel of Experts now see a potential return of international arrivals to 2019 levels in 2024 or later while those indicating a return to pre-pandemic levels in 2023 has diminished (27%) compared to the May survey (48%).

The situation for tourism remains rather unusual as a result of the ongoing COVID-19 pandemic.

The crisis has marked a significant change for everyone, and above all for tourism, one of sectors hit hardest by the virus. 2020 was the year in which international tourism came to a near-complete standstill, and the only alternatives were domestic and local tourism.

2021 has seen some improvements, but only in a very subtle way as restrictions are still in place and many countries keep their borders fully or partially closed.

It is difficult to make an estimate for 2022 as it is not known how the pandemic will evolve. However, it is possible to talk about the new tourism trends that are likely to emerge over the coming year: – International travel with restrictions still maintained by both destinations and airlines in order to offer 100% security to the consumer.

– Reinforcement of COVID-19 testing; two years after the pandemic, COVID testing will still be in place as a preventive measure. – Conscious travel will be advocated. Travel to more distant destinations, but with prolonged durations of stay, as consumers look to enjoy as much of each place they visit as possible. – Green travel. Climate change is a problem that is present and growing. Consumers now are much more responsible and aware of the reality they live in on daily basis.

– A new trend is the “ed-ventures”. It is about combining education and holidays for the youngest members of the family. While adults may need to telework or attend meetings, their children can be doing workshops and learning in a playful way.

The economic contribution of tourism (tourism direct gross domestic product) is estimated at US$1.9 trillion in 2021, above the US$1.6 trillion in 2020, but still well below the pre-pandemic value of US$ 3.5 trillion. How Sports Betting Impacts The Economy

E ven though sports betting in the United States has only been legal for a few years now, it's already taken the country by storm. According to a 2022 Pew Research Center survey , 19% of U.S. adults reported having personally bet money on sports in some way in the 12 months prior. For those who might not already know, in 2018, the Supreme Court repealed a 1992 law known as the Professional and Amateur Sports Protection Act (or PASPA), which had kept legalized sports betting centered only in Nevada. Repealing this law paved the way for legalized sports betting in states that wanted it, and so far that has been a LOT of states (38 states, and the District of Columbia, to be exact).

In 2023, Americans legally wagered $120 billion just on sports betting. This was not only an incredible 27.5% increase over 2022 numbers, but the rise in sports betting popularity shows no signs of stopping. Super Bowl LVIII broke sports betting records in early 2024, and betting has already taken off for the upcoming NBA Finals. While sports betting can lead to financial success for bettors, individual wins are only a smart part of the larger economic impacts of the entire industry. While the gambling industry contributes to the larger economy through taxes and job creation, it also has the potential to harm the economy through a rise in problem gambling. Let's dive into the economic impact of sports betting, and see if it's really as positive for society as the industry would like you to believe.

How Betting Helps The Economy

For starters, figuring out how exactly sports betting affects the economy can be complicated. According to the American Gaming Association , the gaming industry as a whole (including casinos and in-person gaming, as well as apps and sports betting) contributed $328.6 billion to the U.S. economy in 2023. AGA's president and CEO, Bill Miller explained how they determined their economic impact, "The U.S. gaming industry delivers long-term growth and impact to communities, generating significant tax revenue, creating strong jobs, supporting local small businesses, and funding critical community priorities." The AGA cited the $53 billion paid in federal, state, and local taxes (including $13.5 billion in gaming taxes) as a big part of how the industry positively impacted the economy.

The industry also lauds its employment numbers as a positive impact. According to the AGA, the gaming industry employs more than 700,000 people across the country, making it a larger employer than industries like the postal service or air travel. The labor income of these jobs also helps to contribute to the economy since paid employees are able to spend in the economy. This then keeps up demand and fuels economic growth, which leads to a cycle with more jobs and (in theory) more money for employees. However, according to data from the Bureau of Labor Statistics , not all of these employees are exactly earning livable wages. The annual average for gambling dealers in 2023 was $40,030. Meanwhile, the average annual salary in the U.S. is $63,795.

How Betting Can Hurt The Economy

While tax revenue and job creation are important, it's also important to assess the economic costs of gambling. According to the National Council on Problem Gambling , the social cost of problem gambling is estimated to be $14 billion between criminal justice, health care spending, job loss, bankruptcy, and other financial consequences of people gambling beyond their means. According to a recent survey from St. Bonaventure/Siena Research , of the 39% of men (aged 18–49) who reported sports betting, 38% of them also reported betting more than they felt they should have. Even more troubling were the 19% who reported having lied about the extent of their betting, and the 18% who bet and lost money meant for other financial obligations.

Don Levy, the Siena College Research Institute's director, also reported that "nearly 40% of bettors have felt ashamed about their gambling [while] over half have chased a bet, that is, increased the amount they bet in hopes of getting money back after a loss, and 22% have had someone express concern to them about their usage of online sportsbooks." It's worth noting that gambling hotlines in states that have legalized sports betting have received noticeable increases in calls after legalization. For instance, in Ohio's first year of legalized sports betting (2023), the Problem Gambling Network of Ohio experienced a 55% increase in calls. However, Levy reported, "Still, only 9% of bettors have called a problem gambling hotline or sought help." Make sure you know what to do if you know someone with a gambling problem .

The article proposes an approach to assessing the attractiveness of large cities of the Russian Federation for residents, businesses, and tourists. As part of the development of this approach, particular parameters of the attractiveness of cities for individual economic agents were determined and an integral indicator was calculated. The hypothesis of the study is based on the fact that high positions of a city in a particular rating do not always guarantee its leadership in other areas; however, in general, the differentiation of places in case of a particular city is more inherent to ratings outsiders than to leading cities. Systemic analysis; factorial, statistical, structural, and dynamic analysis; classification, correlation, and regression analysis; and economic and mathematical modeling were used as research tools. The approach was tested on data for large Russian cities. Both sets of particular indicators characterizing certain areas of research and the approach to forming an integral indicator of the level of attractiveness of cities necessary for a generalized assessment have been determined. The presented results generally confirm the proffered hypothesis. In modern conditions, public authorities should pay special attention not only to the development of individual cities, but to the integrated development of the spatial framework of a territory where cities play a decisive role. The proposed approach to assessing the level of attractiveness of Russian cities makes it possible to obtain logical meaningful results that can be applied to solve problems in these areas.

China’s Swimmers Tested Positive. What Happens to Their Medals?

Whenever a suspicion of doping arises in an Olympics, attention can shift quickly from the athletes who won gold, silver and bronze medals to the ones who missed out.

On Saturday, The New York Times published an investigation into an unreported case in which 23 top Chinese swimmers tested positive for a powerful banned drug in 2021, only months before the Tokyo Olympics. The swimmers — who made up about half of the Chinese swimming team at those Games — were cleared by China’s antidoping authorities and the World Anti-Doping Agency and allowed to compete.

The episode has not only alarmed experts in the antidoping community, but also raised other questions about athletes who tested positive, and what comes next: Which athletes? Which races?

And what about the medals they won in them?

For now, the answer — both for the Chinese athletes and the dozens of swimmers who finished behind them, on and off the medals stand — is that nothing has changed.

By comparing the names of the 23 swimmers who tested positive with results from the Games, The Times identified five events in which Chinese swimmers who had tested positive for a banned substance won medals:

Chinese antidoping officials and the World Anti-Doping Agency, the global authority that oversees national drug-testing programs, defended their actions in handling the case of the pre-Olympic doping positives in statements to The Times this week.

China said it had acknowledged the positive tests and notified WADA. But in a report created by China’s antidoping agency and quietly submitted weeks before the Olympics, the Chinese authorities said their investigators concluded that the swimmers had ingested the banned substance unwittingly and in tiny amounts, and that no action was warranted.

WADA, citing “a lack of any credible evidence” to challenge China’s version of events, defended its decision not to take further action. It called any criticism unsubstantiated, even though it took a far harder line in a case involving a Russian figure skater only months later.

In that case, Russia was eventually stripped of a team gold medal , and multiple countries have appeals, seeking to upgrade their own finishes.

On Friday, the International Olympic Committee declined to comment on the positive tests, saying only that “anti-doping matters have been made independent from the I.O.C.,” and referring questions to WADA.

But with the antidoping agency adamant that it acted correctly and within its rules, there is no indication that any of the results of races will be affected, or any the medals reallocated.

An earlier version of this article misstated in one instance the type of event in which a Chinese swimmer won a gold medal. It was the women’s 4x200-meter freestyle relay, not the women’s 200-meter freestyle relay.

TVEL completes development of modified fuel for Paks

The development and validation of modified fuel for use in the four VVER-440 reactors at the Paks nuclear power plant in Hungary has now been completed, Rosatom's nuclear fuel manufacturer subsidiary TVEL announced today. The first consignment of the modified fuel is scheduled to be delivered to the Paks plant later this year.

TVEL said the full package of documents has been submitted to the Hungarian customer, MVM Paks Ltd, for further licensing of the fuel by the national nuclear power regulator. It said the first fuel assemblies have passed acceptance testing at the Elemash Machine-building plant, a TVEL fuel fabrication facility in Elektrostal, Moscow region.

The engineering contract between TVEL and MVM Paks for development of the new VVER-440 fuel was signed in November 2017.

The new modification of second-generation VVER-440 fuel enables an increase in the coolant volume inside the reactor core and optimisation of the hydro-uranium ratio, which would have a positive impact on both the technical and economic performance of the power unit, TVEL said.

TVEL noted the project has involved the participation of a number of Russian nuclear industry enterprises, such as OKB Gidropress (part of Rosatom's machine-building division Atomenergomash), Bochvar Institute (TVEL's material science research facility), Elemash Machine-building plant and Kurchatov Institute national research centre. The new fuel passed a range of hydraulic, longevity and vibration tests at the site of OKB Gidropress research and experiment facility.

Paks, which has a total installed capacity 1902 MWe, is the only operating nuclear power plant in Hungary. It comprises four VVER-440 reactors that were commissioned between 1982 and 1987. It is currently the only VVER-440 plant in the world operating in extended 15-month fuel cycles. It produces about 15 billion kWh of power annually, which is about half of Hungary's electricity generation.

"TVEL Fuel Company and Paks NPP have a longstanding partnership with a number of successfully accomplished projects. Introduction of the new fuel modification at all four power units of the plant would enable our customer to decrease gradually the fuel share in the power generation cost, giving an essential economic impact," TVEL President Natalia Nikipelova said. "Paks NPP contributes about the half of the whole electricity generation in Hungary and, for us as a nuclear fuel manufacturer, it is a matter of professional pride to provide the Hungarian nuclear power units with reliable supplies of fuel that is both high-quality and commercially attractive."

Russia and Hungary signed an intergovernmental agreement in early 2014 for Russian enterprises and their international sub-contractors to supply two VVER-1200 reactors at Paks, including a Russian state loan of up to EUR10.0 billion (USD11.2 billion) to finance 80% of the project, which is known as Paks II.

Finnish utility Fortum signed a contract with TVEL in March 2018 for the supply of the modified fuel for use at its twin VVER-440 Loviisa plant.
