What is a Professional Visit Pass?

A Professional Visit Pass (PVP) allow foreign talents to reside in Malaysia for the purposes of either expertise transfer , research, volunteering, training, conducting exhibitions, or internships with a local organisation for up to 12 months per pass issued (six months for training at a hotel or factory). At the end of the valid period, it can be extended for a further 12 months though this is at the discretion of the immigration officer.

Quick note about hotels: Trainees are only allowed for hotels rated four stars and above, with the exception of Indonesian trainees who are allowed for hotels rated three stars and above. At any one time, a hotel may only have a maximum of 25 trainees.

The company / sponsor must submit the application on behalf of the applicant. To do this, visit the ESD portal, log in to the company’s ESD account (or register for one) and submit the application along with the supporting documents.

Professional Visit Pass (PVP)

1. WHAT IS PROFESSIONAL VISIT PASS?

Professional Visit pass is issued to foreigners who wish to provide expertise in research attachment (researcher/research assistant, sabbatical) and carry out specific tasks for a short period of time in Malaysia. For professional visit pass, applicants are prohibited from applying dependent pass for their family members. The validity period of the pass is depending on the need but not exceeding a period of 12 months. Application must be submitted before the applicant’s entry to Malaysia.

2. CONDITIONS OF PROFESSIONAL VISIT PASS APPLICATION:

The maximum duration for an expatriate to hold Professional Visit Pass (PVP) is 12 months. No extensions are allowed beyond 12 months.

All PVP applications must obtain an Approval Letter before entering Malaysia for the purpose of employment.

Applicants who have entered the country will have 14 days from entry date to endorse PVP sticker.

In case of change of employer while the pass is still valid, the PVP holder must cancel the current pass and serve 3 months of Cooling – Off Period before applying with new employer.

To apply the PVP, all original documents must be submitted to Office of International Affairs IIUM.

1. WHAT IS PROFESSIONAL VISIT PASS?

Professional Visit pass is issued to foreigners who wish to provide expertise in research attachment (researcher/research assistant, sabbatical) and carry out specific tasks for a short period of time in Malaysia. For professional visit pass, applicants are prohibited from applying dependent pass for their family members. The validity period of the pass is depending on the need but not exceeding a period of 12 months. Application must be submitted before the applicant’s entry to Malaysia.

2. CONDITIONS OF PROFESSIONAL VISIT PASS APPLICATION:

The maximum duration for an expatriate to hold Professional Visit Pass (PVP) is 12 months. No extensions are allowed beyond 12 months.

All PVP applications must obtain an Approval Letter before entering Malaysia for the purpose of employment.

Applicants who have entered the country will have 14 days from entry date to endorse PVP sticker.

In case of change of employer while the pass is still valid, the PVP holder must cancel the current pass and serve 3 months of Cooling - Off Period before applying with new employer.

Professional Pass Approval Letter’s application fee is MYR 270.00 and payment should be made via bank transfer to UPM account.

To apply the PVP, all original documents must be submitted to Putra International Centre UPM  THROUGH their respective faculty/institute .

In Malaysia, the Immigration Department is responsible for issuing Professional Visit Passes, but they will work with relevant authority bodies to decide whether the application has merit. Applicants need a sponsor to submit the application on their behalf in Malaysia.

How Can I Apply for a Malaysia Professional Visit Pass?

Every applicant must have a sponsor, such as a company or institution where they will be working or training. This sponsor should apply for a Professional Visit Pass on their behalf. The sponsor is responsible for submitting the application before the visa applicants arrive in Malaysia.

In addition, the sponsor must pay a visit to a Malaysian Federal Government Administrative Centre, such as the Ministry of Home Affairs or the Immigration Department, and submit a Professional Visit Pass application in Putrajaya.

Note: To work in the film and performance industry, the sponsor must submit a visa application to PUSPAL, the Central Agency for Filming and Performance by Foreign Artists. PUSPAL, in contribution to the Immigration Department, issues approvals. A letter of approval from FINAS (National Film Development Corporation Malaysia) is also required for applicants in the filming industry.

Applying for the Malaysia Visa With Reference

Nationals of certain countries require Malaysian visas with reference to enter the country. To obtain a Malaysia visa with reference, foreign applicants have to apply at a Malaysian embassy or consulate.

Once the Malaysia Professional Visit Pass is approved, you can apply for the Visa With Reference for employment purposes.

There are also certain countries whose nationals do not need an entry visa from a Malaysian embassy or consulate. The Ministry of Home Affairs, Immigration Department allows these nationals to travel to Malaysia without a visa.

After arriving in Malaysia

Upon arrival in Malaysia, applicants must go to the Ministry of Home Affairs and then to the Immigration Department. At the department, they can receive the sticker for a Malaysia Professional Visit Pass on their passport. This sticker is legal proof showing that the applicant can work and live in Malaysia.

What are the Required Documents for a Malaysia Professional Visit Pass application?

The needed documents for a Professional Visit Pass can vary based on the applicant’s occupation. However, here is a list of general documents that are required:

  • A copy of the applicant’s passport (all pages).
  • Applicant’s picture (must be passport-sized)
  • IMM.12 and IMM.38 application forms for a Malaysian visa.
  • Letter of offer from the sponsor, explaining the reason for the applicant’s employment or training.
  • A copy of the sponsor’s company profile.
  • Their resume.
  • Their academic certificates.
  • Evidence of agreement between their school and the company or institution sponsoring them.
  • For religious missionaries: An approval letter from the Department of Religion and the Islamic Religious Department.
  • For Chinese citizens: A guarantee or a personal security bond from a bank.

Note: Keep in mind that the list of requirements above is not complete. Each applicant and their sponsor should contact the Immigration Department of Malaysia and ask for the full list of documents the sponsor must submit with the Professional Visit Pass application.

What are the Conditions of the Malaysia Professional Visit Pass?

There are several conditions for applicants for the Professional Visit Pass. Applicants must:

  • Not bring their dependent family members to Malaysia.
  • Be officially employed and earn a salary from an overseas company. If an applicant wants to work for a Malaysian company, they will need an Employment Pass or Temporary Employment Pass.
  • Cannot extend their Professional Visit Pass for more than three years.
  • At least 40 years old for Hindu monks (Expatriate Gurukkal), Sami Sikh (Granthi), Dharma Teachers, and Priests.
  • At least 35 years old for religious musicians.
  • At least 30 years old for religious sculptors.

How Long is a Malaysia Professional Visit Pass Valid?

The validity of a Malaysian Professional Visit Pass is 12 months. This pass is subject to renewal for another 12 months.

A Malaysia Professional Visit Pass will be valid for six months if applicants undergo training at a factory or hotel.

The duration of the passes also differs, with PVPs valid for 6 to 12 months, whereas employment passes can span from 1 to 5 years, depending on the category. Additionally, the eligibility for dependents varies between the two, with dependents not allowed for PVP holders but permitted under certain categories for Employment Pass holders.

The Requirements for applying Malaysia Professional Visit Pass

For non-Muslim religious workers, there are certain limitations. The extension of the PVP is restricted to a maximum of three years. Additionally, age requirements apply as follows: individuals must be at least 40 years old for Hindu monks (Expatriate Gurukkal), Sami Sikhs (Granthi), Dharma Teachers, and Priests; at least 35 years old for religious musicians; and at least 30 years old for religious sculptors. These age criteria are essential considerations for applicants within the specified religious categories.

Before initiating the application process.

Before initiating the application process, ensure that you possess the necessary documents. These include a recent passport photo, a copy of your passport (all pages), and an offer letter, agreement for services, sponsor contract, or internship offer in Malaysia, which must be stamped by the Inland Revenue Board (LHDN). Additionally, provide a confirmation letter from your home or base-country company detailing your employment particulars, such as salary, designation, and the duration of the pass applied for, if applicable.

For non-Chinese nationals, a duly stamped personal bond form is required. Chinese nationals must furnish a security bond and bank guarantee. Include a letter of award (LOA) or contract, if applicable.

Specific activities may necessitate additional documentation; for machinery or equipment installation, submit the invoice of purchase, Form K1, ZB4, or others, along with a Letter of Confirmation from the Customs Department to validate the company’s physical location in the Free Trade Zone (FTZ). In the case of secondment in mining activities, approval letters from the Minerals & Geoscience Department Malaysia for both mining activity and individuals, along with a mining license, are mandatory.

Flight simulator testers must provide a supporting letter from the Department of Civil Aviation Malaysia, while those applying for internships should include a training schedule or job description. Ensuring the completeness of these documents is crucial for a smooth and successful application process.

This process involves accessing the Expatriate Services Division (“ESD”) portal, where the company can log in to its ESD account (or register for one if not already done) and proceed to apply, accompanied by the necessary supporting documents.

Upon submission, the application undergoes processing, typically taking 14–21 working days, with the duration and fees varying depending on the specific program.

#1. Persons eligible to work in Malaysia holding a Malaysian Visitor’s Pass (Professional) include government officials, specific international students, foreign artists, Jockey experts, volunteers, Islamic missionaries, and other religious leaders, as indicated below:

  • Foreign artists, such as professionals in arts management and other screen-related arts, film and movie producers, performers in cultural centers, hotels, and stadiums, as well as stage artists who specialize in music, dance, dramatic art, circus, and stunts
  • International students: Those on industrial training, enrolled in a mobility program or attending a religious course or program at a Malaysia-based Bible Seminary
  • Government officials who need to enter Malaysia for an official duty relating to the government
  • Missionaries in Islam (Dawah), which include teachers on Islam itself, on Al-Quran, or Arabic
  • Leaders for other types of religions, such as priests, Granthi, Guru Dharma, and Gurukkal, as well as religious musicians and sculptors
  • Jockey expert

#2. None of your family members should join you in Malaysia.

#3. You must be a worker of a company that operates from outside Malaysia. The company must also be the one settling your wages.

If you intend to work for a Malaysian establishment, you must apply for an Employment Pass.

#4. As a leader of other types of religions (non-Muslim), you can only stay for up to three years due to limited extensions.
