10 Best Things To Do In Ilocos Sur, Philippines [With Sample 3 Day Itinerary]

Region 1 in the Philippines is one of the fascinating places to go to. It is home to one out of six UNESCO Heritage Sites in the country, the Historic City of Vigan. Though it’s a long journey from the nearest international airport (Clark or NAIA), the bus ride is worth it. Here’s an Ilocos Sur Itinerary and list of what to do in Ilocos Sur if you ever visit this region. It’s great to pair it with a trip to Ilocos Norte, too!

My mom has always been interested in Ilocos, mainly because of Vigan and Pagudpud. A week after my birthday last year, we went on a family trip to this region. Our flight was from Cebu to Clark since the tickets were cheaper, and the bus ride was shorter by an hour or two. Here’s our itinerary for our Ilocos Sur trip!

1. ride a kalesa along the streets of vigan.

The Kalesa was a popular means of transportation in the old days, especially when taxis and jeepneys were not yet accessible. Be transported back in olden times as you ride a horse-drawn carriage along the streets of Vigan. It’s a must experience when you visit this historic city. The ride costs Php 150 per hour and would tour you to major spots; you can usually see them in Calle Crisologo.

If you want my honest opinion, though this is a job for the horses, I felt a bit sad for them (I saw ribs poking out on some horses L.) It’s an experience I don’t want to do again. I was very excited in the first few minutes then tried to hold back tears. Eventually, I cried after; my parents were laughing at me, though.

Calle Crisologo is the pride of Vigan. Everything you on this street are well-preserved houses and shops. Should you want souvenirs or t-shirts, you can buy them from here. There is also a museum called Museo Balay Mestizo nestled in one antique building. It’s better to come here in the afternoon to see it on a day and night.

3. Enjoy a day in Baluarte  Zoo

Baluarte Zoo is an attraction owned by billionaire politician, Chavit Singson. Initially, we were supposed to do this on our first day, but Miss Universe Contestants were being toured; so, you’ll need to check the schedule beforehand. Enjoy a hop-on-hop-off ride at 4 stations in the Zoo; you’ll get a chance to feed the animals and take pictures with them.

4. Go to the top of Bantay Watch Tower

During the Spanish Era, the Bantay Bellfry served as a watchtower for enemies. It’s near the Saint Augustine Parish Church, a Neo-Gothic and Romanesque Church, established in 1590. There’s no entrance fee going to the top; however, you can donate for the staff and preservation of the site.

5. Buy Inabel weaved by Locals

See locals traditionally weave colorful products like placemats, bags, and many more. Our tricycle driver drove us there and called it “pagawaan ng placemats.” We saw them make one using colorful threads. There’s a store where my mom bought placemats, table stoppers, and bags as souvenirs. You can take a picture, too!

6. Check out the Hidden Garden

In a place not really hidden, is Hidden Garden! Enjoy tropical plants and flowers in this spot. P.S. you can buy one, too. There’s also a restaurant inside where you can eat local dishes, especially their Empanada.

7. Try a Bit of Pottery

We went to RJ Jar Factory and see locals make clay pots from scratch. Try making your own too, it looks easy when the potters do it, but it’s a bit of a challenge. You can also buy pots you like as keepsake.

8. Eat Local Food

If you visit another region, don’t forget to taste its local cuisine! In Ilocos Sur, Vigan Empanada is a must-try, so are there Bagnet, Pinakbet, and Longannisa. We had lunch at Panganan Ken Ihawan Toy Ciudad Vigan, which our tricycle driver recommended trying their cuisine at an affordable price.

9. Museum Hop

There are many museums in Ilocos Sur, don’t forget to pass by the Crisologo Museum, an ancestral house of famous politicians from this part of the country. There is also Syquia Mansion of the Philippines’ sixth president, Elpidio Quirino. Near there is the Old Provincial Jail turned art center.

10. See the Dancing Fountain

Surrounded by Saint Paul Metropolitan Cathedral, Provincial Capitol, and the City Hall is Plaza Salcedo. Before 7 PM / 8 PM, save a spot in the plaza to see the dancing fountain. It’s so colorful and fun; you won’t regret it. The best place is facing the fast-food chains or the city hall rather than having your back at them.

Here’s our Ilocos Sur Itinerary, you can enjoy it on a day and a half or two. The time you’ll be spending on the most will be the travel from Manila or Clark to Vigan.

As you can see, it’s at most an 8-hour ride from Dau to Vigan. We traveled on a Tuesday and experienced many stops along the way. Our bus was comfortable though, 4 seats per row, air-conditioned with a CR. The regular fare was Php 560.

We hired a tricycle, who seemed to be a neighbor in where we were staying for Php 600.00. After our lunch, we rested a bit since it was too hot for travel and resumed at about 4 PM.

Honestly, we didn’t book our hotels before coming, we only looked for one when we arrived in Clark. J and A Transient was available and cheap. My parents and I are budget travelers, so we didn’t mind. The room was small good for 3 and air-conditioned with a common CR.

Hotel Felicidad is located in the city center, near Calle Crisologo, Plaza Salcedo, and the Cathedral. It’s a Colonial Style building that was built in the early 1900s. It has big airconditioned rooms with the Spanish feel. It’s a great experience when you are in the historic City.

This was recommended by our Tricycle driver when we asked where locals mostly eat for Ilocano Food. It’s very affordable, and many locals, and perhaps tourists come here to eat. We tried what our driver picked for us.

If you want affordable Ilocano cuisine along Calle Crisologo, go to Lampong’s Restaurant.  It’s a cozy small restaurant where you can enjoy different styles of Bagnet and Vigan Longganisa. You should stop by here after watching the dancing fountain.

In the Hidden Garden, there is a restaurant serving Ilocano dishes. Enjoy there empanada as well as other Filipino food. There’s no entrance fee to the Hidden Garden, so you’ll not only be filled with food but also the beauty of the place.

5. Crisologo Museum

Another must-visit and educational destination waiting for you in Ilocos Sur are the Crisologo Museum. This ancestral house turned museum is owned by the Crisologo Family, one of the most powerful and prominent families in the province’s history. The head of the family, Floro Crisologo, was once a congressman of Ilocos Sur, and therefore became an important figure in the province’s political affairs.

The GomBurZa became a huge part of the Philippine Revolution and inspired our national hero, Dr. Jose Rizal to fight for our freedom.

The Padre Burgos House also serves as a museum where hundreds of important historical artifacts belong to major ethnic groups including the Ilocanos, Kankana-ey, and Itneg. Various antiquities like musical instruments, wooden coffins, jars, rare paintings, and many more are beautifully displayed here. And of course, a special section dedicated to Padre Jose Burgos can be found in the museum containing all of his life’s collection and personal memorabilia.

Well, it’s because the Hidden Garden gives us a glimpse of a tropical paradise and I’m sure our beloved plantitos and plantitas out there will fall in love with this place. There are beautiful plants and ornaments scattered all over the place which therefore gives you a chance to take unlimited Instagrammable photos of yourself!

Recently, it won as one of the New Seven Wonders Cities of the World. The main draw of Vigan City are its well-preserved Bahay na Bato structures located at the Meztizo District, its historical core. Currently, there are 187 listed ancestral houses in town. Besides this, it also boasts of beautiful colonial churches, a plaza that comes alive with a fountain show at night, a free-roaming zoo and numerous historical museums. The city’s cuisine is also quite interesting and numerous restaurants around the area makes it readily accessible to visitors. There is no denying the popularity of Vigan City for the typical tourist and even veteran travelers. And for those planning to visit it anytime soon, here’s an intensive travel guide, complete with a 2-day and 3-day sample itinerary for a DIY tour of the Vigan City.

HOW TO GET TO VIGAN CITY

Vigan City is located 408 kilometers away from Manila. Although there is an airstrip in the city, it is mainly used as a runway for chartered flights. Commercial flights are available via Skyjet, but these are few and far between. One option is to fly to Laoag City, and from there, take a two-hour bus ride to Vigan        From Manila, the usual way to get to Vigan City is by taking a bus. The trip takes about eight to ten hours long. Most tourists, including myself, take the night trip to sleep off the long ride and arrive at the city early the next morning.

HOW TO GET AROUND VIGAN CITY

Vigan Transportation

Tricyles and karitelas (horse-drawn carriages) are the main mode of transportation in Vigan City. Getting around is easy enough since one can practically hail these two at any area within the city center. Minimum fare for both is at ₱15.00 per person, rising up to ₱20.00 or more as one gets farther out. To avoid being charged more than the usual, be sure to board legit tricycle operators as indicated by a large Vigan plate up its roof.

Tours around Vigan City can either be availed via tricycles or karitela . While I prefer the latter for a more complete old-world experience, the former can be convenient especially if you’re pressed for time. Tour fees are computed at ₱150.00 per hour, per vehicle. A karitela can comfortably seat four individuals, so the more you are within the coach, the cheaper it is. Alternatively, hotels and lodgings, especially high-end ones, also offer tours via air-conditioned vans and even tuktuk . There are also a few places where one can rent bicycles, if you prefer a more hands-on experience (₱150.00/day).

WHERE TO STAY IN VIGAN CITY

There are numerous places to stay while in Vigan City. There are backpacker inns, moderately-priced lodges and luxurious hotels to choose from. The most interesting accommodations are renovated ancestral houses converted as lodgings. It’s also preferable to find a place near the Meztizo District where Calle Crisologo is located since most of the tourist spots and restaurants are only a hop away from there.

Whether you’re looking for authentic Ilocano cuisine, traditional Filipino meals or the comfort of western dishes, Vigan City has it all. Restaurants, cafés and even fast-food chains abound in the city. Be sure to also check out the street food carinderia scenes in the area for a legit taste of Bigueño eats. There are only a few other places in the country as abundant in souvenirs as Vigan City. The amount of keepsakes one can buy while in the city is staggering. The town’s shopping center is located at its most famous street, Calle Crisologo. Be sure to bring enough cash (and extra bags) if you plan to bring some stuff home.

Vigan City can be toured in one whole day. During my first visit, since I didn’t know where the tourist attractions were, I hired a kalesa to tour me around the city. Since it charges by the hour, I just let it show me where the interesting locations are in the city without me going down to save on tour expenses. The only place I went down was at the Hidden Garden, which is located at the fringes of town and would be impractical to walk to. After the tour, I simply walked to all the tourist spots on my own. The good thing about this is that I was able to savor each location without always thinking about how much my cucero or driver would be charging me right after. The downside is you would be walking a lot. Alternatively, one can simply ride a tricycle or kalesa to go from one spot to another for a minimum fare of ₱15.00. The far areas, like Mindoro Beach, Baluarte and the tourist spots in Caoayan are of course much more expensive to go to, haggle with your driver before boarding. Below, I listed a typical day tour, two-day and three-day Vigan itinerary. One can actually go back to Manila in the morning of the second day if one so wishes, but to cover everything, I suggest you go back in the evenings instead. The third day I outlined mostly takes on sites outside Vigan City, but still near enough to access on the way back to Manila.

Budget for a Vigan trip would be different from group to group, depending on where do you plan to stay, how many meals would you eat in a day and where would you want to eat. It all depends on how lavish or how thrifty you are with your money.

We are tertiary students (a lady and gentleman), have searched from websites to learn that there will be a week-long celebration of “art-festival” in May in Vigan City, Ilocos Sur, Philippines, two of us tourists from Hong Kong attempt to travel Vigan City to join such an amazing experience for a Four to Five-days (4 ~ 5) trip, the details of the trip are followings :– 4 days trip – 01/05 (Sunday morning am) – 04/05/2016 (Wednesday evening pm); or 5 days trip – 30/04 (Saturday evening pm) – 04/05/2016 (Wednesday) We have a numbers of Questions as follows :– What is the shorter or faster ways (transportation) to get Vigan City such as direct flight to Laoag City, Baguio–Loakan Airport, or Tuguegarao Airport, to shorten the long–distant transportation, 1–hour bus travelling from Laoag City to Vigan City instead of 6–hour bus travelling from Manila to Vigan City ? How many flight within (to and from) Manila and Laoag City ? Another problems is public security or social problem in Philippines. As you know since the Manila hostage crisis that seven Hong Kong tourists were killed in 2010. My brother told me he went to a countryside in Kalusunan a couple of years ago and felt unsafety there. The shortest way is via Laoag airport. The airport in Baguio is no longer operational. There are about three flights daily to Laoag via Manila. Vigan is very, very safe. No need to worry about security. Tours can be availed via the many kalesa (horse-drawn carriages) around the city. Tours are paid in peso. Fees are set at P150.00 per hour. Hi Vivienne, I haven't celebrated Easter at Vigan yet, but if I were to guess, the shops and restaurants would be open, with only a few closing down. The reason, a lot of Filipinos generally travel during the Easter break.

During Good Friday and Black Saturday, there might be some shops that would close, but I don't think all the shops would close. :)

Hi Raymon, Vigan by car is good since you can stop on a few other spots on your way to Vigan. The only downside is it can be quite tiring due to the long drive. For accommodation, Grandpa's Inn is quite close to Calle Crisologo and is not that expensive. :)

Hi Gabriel, buses bound for Vigan pass thru Dau bus terminal, you can board from there straight to Vigan. The only thing is, you have to take a chance regarding the seats since buses might leave full from Manila :)

3 days and 2 nights for Vigan plus Pagudpud, Sand Dunes and Bangui Windmill is doable, especially if you have a car. Museums charge minimum entrance fees, less than a hundred pesos per head :)

Hi Kaycee, Grandpa's Inn is near the bus stations in Vigan. If you have a big luggage, you can ride a tricycle for a minimal fee. Vigan is quite small, you'll be there in no time. Regarding early check in, better call them if they would allow it. When I stayed there before, they let me check in early. If it's not possible, just leave your bag at the lobby and tour Vigan first until check in time :)

Hi, the Bangui Windmills is just an hour or so away from Vigan. There are buses going there regularly from the city. :)

No need to find a hotel near the terminal, Vigan is very small. You can find cheap inns around town. 6k is more than enough for two days

Hi Jan, that seems like a problem since there are really no malls in Vigan where you can leave your bags. What you can do instead, is rent a karitela to tour around Vigan, that way you can just leave your things at the carriage while you explore the town's tourist spots.

You can avail of Vigan's Karitela tours at the plaza area. Just talk to one of the many kucheros in the area, they basically have the same rates :)

yes, you can visit a lot of places in Vigan from 12pm to 9pm. I suggest you visit the museums first, since they close by 5pm or so, then baluarte, then the other areas that are still open by night. Take a kalesa tour, so the driver can recommend which places to go to first

About Ilocos Sur & Ilocos Norte

Ilocos Sur & Ilocos Norte is more than just historical sites and exhilarating activities. It is also famous for its signature delicacies that tourists are fond of. For example, Vigan empanada and okoy , chichacorn , longganisa , bagnet , and sinanglaw . Truly we cannot deny that fact that Ilocos is famous because of its local delicacies alone.

Moreover, the 2 provinces are located in the Northern most part of Luzon. This is why the weather is unpredictable, the tides can go up and down anytime of the year. However, the best chance of good weather is during summer season in the Philippines.

I visited Ilocos last December 2021 and the weather wasn’t in our favor. And then my family and I visited Ilocos again last May 2022 where the weather is finally on our side! Finally !

Where to Stay?

Assuming that you are following this 3 Days 2 Nights itinerary and that you are a budget traveler. Below are the places I recommend for your stay.

1st Night: Vigan, Ilocos Sur

2nd Night: Pagudpud, Ilocos Norte

We stayed at Classique Homestay & Cottages which is a front beach of the famous Blue Lagoon beach. The price of the homestays here are quite expensive considering their facilities. However, this is the most budget place we saw with decent front beach. Air-condition room starts at Php2,500.00 good for 4-6 people. You can find other accommodations around the area but the beach is not that good from my preference.

Day 1: Ilocos Sur

Since we did a road trip and we came from Pangasinan, we left our house at 4am in the morning and arrived to our first destination in Old Quirino Bridge at 8am. We took some photos and headed to our next destination which is the Bantay Bell Tower and Church. There is no entrance fee to the Bantay Bell Tower, but they accept donations.

We checked in to our homestay in Jun And Tell Transient House which is just 2-3 minutes away from Vigan’s Calle Crisologo. After that we decided to rest for a few hours and headed straight to Baluarte Zoo at 3-5pm. We paid Php200.00 each for a shuttle ride going to 5 sites/stops.

At night we went strolling at Vigan’s Calle Crisologo. This is the place where you can buy souvenirs and food delicacies like chichacorn, longganisa iloco, bagnet , etc. You can also ride a kalesa here to appreciate more beauty of the Spanish-era houses. Kalesa ride is Php250.00 for a group of 4 and it will last for 1 hour. Calle Crisologo is the most famous tourist destination when in Ilocos Sur.

Day 2: Ilocos Norte

The next day, we woke up at 3am and left Vigan at 4am. We headed straight to Paoay Church which is my Dad’s most favorite Church in the country. We went to take a few photos outside the Church then my Mom paid her respects and lighted a candle inside. The travel time from Vigan to Paoay is about 1 hour and a half.

Subsequently, we went to the Malacanang of the North and Sand Dunes which is still within the premises of Paoay. The Malacanang of the North opens at 9am to 4pm everyday and the entrance fee is Php20.00. It is just beside the main highway in between Paoay Sand Dunes and Malacanang of the North.

The price of Sand Dunes varies on your negotiating skills. They gave us a price of Php2,000.00 for a group of 5. But you can still lower it down to Php1,500.00 if you are good with your negotiating skills. Unfortunately for us, we were not able to try it because we have 2 kids with us.

We went straight to Bangui Windmills which is another 1.5 hours from Paoay Sand Dunes. You can actually see the windmills even just along the road of Bangui. However I highly recommend going straight to the beach where you can see the windmills up close. It is so incredible up close!

After Bangui Windmills, we now entered Ilocos Norte and went to our accommodation in Blue Lagoon to check in. We took a rest for a few hours and walked by the shore in the afternoon.

Day 3: Ilocos Norte

We woke up at 5:30am and bathe in the beach for about 2 hours. After that we packed our things and did a sidetrip to Patapat Bridge before going home. We left Blue Lagoon at 9am and arrived in Vigan at 12:30pm just in time for our lunch. My family did one last stroll and rode a kalesa before going home. At 2:30pm we went back to Pangasinan and arrived at 7pm. End of tour .

Take note that the Kalesa Parking Area is just beside Vigan Park, a short walking distance from Calle Crisologo.

The majority of tourist spots in Vigan City are best explored when it's dry and sunny. Plan your Ilocos itinerary around the months when there is little to no rain so you can maximize your time. Here is a detailed guide on when to go to Vigan City:

Vigan can be explored at any time of the year, but it's highly recommended to do your Vigan tour visit between November to May, the dry months. It is also when some of the city's distinct festivals are held.

December to February is having lower temperatures but still dry months in Vigan. Plan your trip during this time if you don't like the intense summer heat.

Every January 22, the locals of Vigan celebrate a longganisa-themed festival. Longganisa is a local sausage with a creamy garlic flavor and a breakfast staple in the country.

Eating Vigan longganisa (or buying bags of it for souvenirs) is a must when in this city. During the Longganisa Festival, stalls are installed around the streets selling the delicacy.

Just a few days after Longganisa Festival is the Vigan Town Fiesta. It is a week-long celebration in honor of St. Paul the Apostle that starts on January 25. This festival fills the streets of Vigan with colorful exhibits, carnivals, and locals performing street dances.

Viva Vigan Festival of Arts | May 

This festival during the first week of May celebrates and promotes Vigan City's cultural and historical heritage. The highlight of the festival is during May 3 (Tres de Mayo) where the celebration starts with a mass at the cemetery chapel and follows by dancing in Calle Crisologo and a parade of their local kalesa.

Climate and Weather 

Vigan has two climates, dry and wet, like other destinations in the Philippines. The dry months are from November to May, with the hottest from April to May. The wet months are from June to October, with August receiving the most rain.

Vigan City’s average temperature is  26 °C, with the average warmest 30.9°C and an average lowest at 21.1 °C. Here’s a graph showing Vigan’s temperature and rainfall for the whole year:

What to Wear 

Exploring Vigan will require a lot of walking around the streets of Calle Crisologo. Wear breathable clothes that are perfect for the summer season, especially if you’re traveling there during the peak dry months.

Wear a hat or bring an umbrella, wear sunglasses, and choose comfortable shoes or sandals that are good for walking around. If your trip is during the cooler months of December to February, bring a light jacket, especially at night. 

How to Get to Vigan

Subic-Clark-Tarlac Expressway (SCTEx) in North Luzon

By Bus 

Buses are the cheapest way to travel to Vigan. There are many bus lines to choose from, but their prices do not differ that much from one another.

However, expect the more premium rides like that from  Partas Bus in Cubao and  Fariñas Transit in Pasay that come with Wi-Fi, TV, and the toilet to be on a higher tier. Tickets can be booked in advance.

Partas , Dominion Bus Lines , Viron Transit , and St. Joseph/Aniceto Transit have direct trips to Vigan daily, while Philippine Rabbit Bus Line , Fariñas , Maria de Leon , Florida , Baliwag , and RCJ Transit have regular trips that pass by Vigan via the Manila-Laoag route.

If you want to save more time and money, go for an overnight ride. There’s less road congestion, and you won’t need accommodation for the night. 

For those coming from the following locations in North Luzon, here are some suggested ways to get to Vigan:

From Clark International Airport in Pampanga – Take the shuttle service or a taxi to Dau Bus Terminal where you can ride a bus for Vigan. Travel will take 7 to 9 hours.

From Baguio – Take buses to Laoag and get off in Vigan. The travel time is around 5 hours.

From Abra/Tuguegarao – GMW and Florida Liner bus lines have trips that stop in Vigan.

From Manila, Vigan-bound vehicles, both public buses, and private cars should take the North Luzon Expressway (NLEX), Subic-Clark-Tarlac Expressway (SCTEX), and Tarlac-Pangasinan-La Union Expressway (TPLEX) route.

These highways also serve passengers going to other provinces in Northern Luzon. Going to Vigan from Manila will take roughly 8 to 10 hours. You can also hire private van tours that will take you directly to Vigan from destinations in Luzon. 

Air travel to Vigan is a quick solution if you’re short on time but willing to shell out more. There are no direct flights, but you can fly from Manila to Laoag Airport and ride a bus to Vigan. The entire trip will take around 3 hours. If you’re coming from Visayas or Mindanao, fly to Manila first then to Vigan.

Vigan used to have a community airport named Mindoro Airport that served the whole province of Ilocos Sur, with InterIsland Airline and Sea Air having regular flights. However, operations had to be canceled due to low traffic, though the airport still serves chartered flights.

Other attractions will need to be explored by riding different public and private transportation options, depending on your preference and budget. Here are your options when discovering the tourist spots of Vigan City: 

Kalesa 

These horse-drawn carriages are a staple in the Calle Crisologo area and are perfect for short-distance travel for a unique cultural experience.

These are the only public transportation allowed inside the old street of Calle Crisologo. It’s a great option if you don’t want to walk under the heat. They are paid every hour and can be taken to tourist spots within Vigan City. 

For short to long distances within Vigan City that cannot be traveled by foot, you can ride a tricycle (auto-rickshaw). These can accommodate up to 4 passengers. You can also hire these for a day tour around Vigan City if you’re up for a rugged style of transportation with the open air.

Private Cars or Van 

You can bring your car or hire a private tourist van for a more comfortable and convenient way to see the tourist spots in Vigan City. These are perfect for exploring other destinations in the Ilocos region like Laoag, Paoay, and Pagudpud . All you need to do is sit back and relax while your driver and guide navigate the roads of Vigan City and Ilocos region.

Being a well-known destination, Vigan City is teeming with hotels, hostels or inns, and other accommodations for tourists who want to stay for a night or longer. However, it understandably gets fully booked quickly during peak seasons, especially for the hotels located in the City Center or near Calle Crisologo.

An alternative is to book accommodations somewhere away from the main tourist attractions. You may even be in luck as these places are no doubt cheaper. 

There are different hotels that tourists can stay in Vigan City depending on your needs, size of the group, and budget. Find out which type of accommodation is perfect for your trip to Vigan with these choices:

Hotels 

There are numerous hotels in Vigan City that are centralized in the City Center or near Calle Crisologo. Most of these hotels are in the mid- to luxury-range prices.

They offer complete amenities like cable TV, hot and cold shower, Wi-Fi, and some even have their restaurants and bars. These are your best options if you want the most comfortable stay in Vigan and are willing to pay for convenience.

Hostels/Inns/Transient Houses

For budget travelers, there are some options for hostels, inns, or transient houses in Vigan. These are usually located outside the City Center. They offer basic accommodations but without the luxuries provided by hotels. You will also need to ride public transportation to the City Center if you're staying in these.

Vacation Rentals 

There are multiple privately-owned houses by locals that are listed for rental. These vary in location, with the pricier ones located in or near the City Center. These are good for families or big groups who want to cut costs on food because these have fully-equipped kitchens.

Museo Nueva Segovia

Ilocos Empanada with vinegar

This delicacy is made with a mixture of grated green papaya, mung bean sprouts, shredded carrots, whole egg, and skinless Vigan longganisa. All wrapped in a dough of rice flour that is then deep-fried to get a crusty shell.

Irene's Empanada in Plaza Burgos is one of the go-to places for this sinful but heavenly and cheap delicacy.

Bagnet - Deep-fried crispy pork belly cooked in its fat. Best eaten with Sukang Iloko (local vinegar).

Pinakbet or Pakbet in Ilocos

Pinakbet or pakbet - A staple Ilokano dish cooked with fresh vegetables and bagoong (fermented/salted fish or small shrimps). Bits of bagnet (deep-fried pork belly) is sometimes added to this dish.

Sinanglao – Beef or carabao innards boiled in beef soup stock that is served with vinegar and kamias. You can add leeks and onion rings if you want to add more flavor.

Okoy – A pancake-like dish made with tiny local shrimps and usually eaten as an afternoon snack.

Tinubong – A sticky sweet rice cake cooked in coconut milk and sugar with strips of young coconut. It is sold in bamboo tubes.

Chichacorn or chichapop – A variation of Cornick or a corn snack. These are excellent food souvenir (pasalubong) items since it's easy to snack on.

Sukang Iloko – Vinegar made from fermented sugar cane, mixed with chili pepper and Samak leaves.

Royal Bibingka – A chewy rice cake topped with cheese and margarine and resembles a mamon (Filipino sponge cake), but with chewy texture like that of cassava cake.

Café Leona

It is perhaps the most well-known restaurant in Vigan. Because it is named after the Vigan native, poet Leona Florentino, who is often considered as the mother of Philippine women's literature.

Aside from serving traditional Ilocano and Filipino cuisine, Café Leona also offers an eclectic fusion of Italian, Chinese, and Japanese dishes. And nothing highlights this better than their pinakbet pizza.

Lilong and Lilang Restaurant

Lush gardens may surround the hidden Lilong and Lilang, but it offers some of the best meat dishes like empanadas, warek-warek (pork innards with mayo), and bagnet. They do offer healthier choices like pinakbet and poqui-poqui (roasted eggplant).

Cafe Uno/Uno Grille

Uno Grille is the dining area surrounded by a garden, while Cafe Uno is the indoor area with cool interiors and soft lighting. Both are restaurants in Grandpa’s Inn.

Do try their take on Ilocano favorites longganisa, bagnet, poqui-poqui (roasted eggplant), and dinengdeng (a pinakbet-like dish with squash and a bagoong monamon soup base).

For the adventurous palate, try their nga abuos (mountain ants) or tokak (frog). Both restaurants offer pastries and pasta, and it’s been said that their white tea goes well with the chocolate pancake, buko pandan (a dessert made with coconut meat and screwpine leaves), and sans rival (cake made with buttercream and meringue layers).

Paoay Church - a must-see spot in your Ilocos itinerary

2 Days Ilocos Itinerary: BEST Attractions and Activities

Planning on going on a road trip soon? One of the best road trips from the metro are the provinces of Ilocos Norte and Ilocos Sur . These destinations offer everything from centuries-old architecture and thrilling landscapes to bold flavors for the foodies.

Not to mention that they’re a great option for family trips, with activities that cater from the young to seniors.

We’ve recently been on a 2 day Ilocos tour c/o Department of Tourism – Region 1 and Cebu Pacific . In this guide we’ll be sharing our 2 days Ilocos itinerary, which includes the best tourist spots and activities you can do on a weekend!

The easiest way to get to Ilocos is thru Laoag International Airport. Cebu Pacific and Philippine Airlines flies from Manila to Laoag City.

Alternatively, you can also ride a bus to several destinations in Ilocos, including Laoag, Pagudpud, Vigan City, etc.

2 Days Ilocos Itinerary

We know there are already tons of Ilocos itinerary out there, so consider this a new option when you’re planning your Ilocos tour.

From Manila, we took an early-morning flight to Laoag International Airport via Cebu Pacific.

We started early the day at Suba Sand Dunes in Paoay, Ilocos Norte. We rode on a 4×4 ride and explored the sprawling sand dunes, screaming while our driver expertly navigated through curves, sharp turns, and drops. The drops literally felt as though we were freefalling, I kid you not.

Afterwards, we tried sandboarding. This is an optional activity where you can sled down sandy slopes while having an “I’m the king of the world!” moment.

Next up is the Malacañang of the North, overlooking the Paoay Lake. The 2-storey mansion served as the official residence of the family of former dictator Ferdinand Marcos whenever they were visiting the north. Nowadays, it is open as a museum for those interested in history.

The architecture of the mansion and the hanging portraits of the Marcoses show the family’s love of luxury of opulence.

Nagbacalan Loomweavers

From there, we headed to Nagbacalan Loomweavers , where a local community continues the traditional art of weaving “ abel iloko .” The art of weaving actually pre-dated the Spanish era, with the inabel cloth being used for trade with other countries in Asia, like China.

I’m a huge fan of inabel products. I love the artistry and effort into making each item — whether it’s a towel, a blanket, a bag, or even pieces of clothing. I personally have an inabel hat, a terno, a blanket, and placemats at home. So it was a wonderful experience to see the local weavers themselves.

You can also buy products from the Nagbacalan Loomweavers as souvenir or pasalubong!

For brunch, we headed to Kusina Valentin where we sampled pinakbet pizza while enjoying the view of Paoay Church. Pizza with pinakbet ingredients — you might be thinking it’s an odd combination! It is, but surprisingly it works. You can also drizzle a bit of bagoong isda in the pizza for the full flavor.

Just thinking about it makes me drool! It’s definitely something to try the next time you’re in Paoay.

Once we’ve cleaned our plates, we went for a walk and explore Paoay Church. Paoay Church is one of the landmark attractions in Ilocos Norte. Also known as St. Augustine Church, the church is a beautiful Spanish-era architecture and recognized as a UNESCO World Heritage Site , along with other baroque churches in the country.

If you love taking pictures, this is one of the best spots in this Ilocos itinerary for IG-worthy snaps.

From Ilocos Norte, we drove to Vigan City about 2 hours away. Vigan City is most famous for Calle Crisologo, a cobblestone street home to a number of Spanish-era ancestral houses, some turned into museums and stores.

It is my second time to explore Calle Crisologo, and thanks to our tour guide Ms. Arlene, I learned something new. Apparently the cobblestones were not there originally but added later on for tourism; the ancestral houses underwent changes, from colorful paints to minimalist white walls.

For late lunch, we stopped at Hidden Garden — a local favorite that serves delicious Ilocano delicacies. After stuffing ourselves with different ulams, we strolled along the gardens filled with different varieties of plants and trees, including a bamboo grove. There was also a “smoking” kawa in one corner that I particularly liked.

The Hidden Garden can be busy, so it’s best to make reservations in advance.

From there, we headed to the Vigan City Museum to learn about the history of Vigan City, its religious roots, and the famous ancestral houses that line its streets. I am particularly awed at the architecture of the old houses, especially how they allow natural airflow in the house — something that modern housing often lacks.

After the museum, we checked in at Hotel Luna . This is a heritage hotel that offers beautiful rooms and suites and an art museum that houses original artwork, notably “La Mandolinera” of Juan Luna. I love this hotel and highly recommend it when you’re staying in Vigan!

But wait, wait, wait. Even though the comfortable beds at the hotel were beckoning us to sleep the rest of the day away, we couldn’t stay at Vigan City without doing a little exploration.

So we went on a kalesa ride, ate empanada at Irene’s and sampled some of the bugnay wines produced at Ilocos (to be honest, they were pretty good), and then visited the Dancing Fountain at night.

Are you excited for the second day of our Ilocos itinerary? I am, too!

We woke up early morning to take photos at Calle Crisologo. We got outside the hotel at around 6AM. The combination of the early morning light, the empty cobblestone streets, and the shine from the street lamps makes for great pictures! IMO this is the best time to visit Calle Crisologo.

After breakfast at the hotel, we checked out and then headed to Badoc in Ilocos Norte.

Our first stop was the Minor Basilia of St. John de Baptist (simply known as Badoc Church). Built during the Spanish Colonial Era, the church is now painted in clean white, in contrast to the old-world feel of its belfry.

The church isn’t just a beautiful spot to stop by, it is also the home of La Virgen Milagrosa de Badoc , a 400-year-old miraculous statue of the Virgin Mary.

From the church, we walked to Juan and Antonio Luna Museum, a small 2-storey heritage house that pays tribute to the brothers who contributed to the Philippine independence.

Juan Luna was a celebrated artist, known for his painting of “Spoliarium,” while General Antonio Luna served as a leader of the Philippine Revolutionary Army during the early Philippine-American War. The latter’s life was portrayed in the highly rated film (and one of my personal favorites), Heneral Luna.

The museum is small but it is an interesting stop in our Ilocos itinerary. You can also listen to a free guided tour to know more about the lives of the Luna brothers.

For an early lunch, we went to the Batac Riverside Empanadaan to visit Glory’s Empanada, owned by Lola Gloria Cocson, the oldest empanada maker in Ilocos Norte.

Fun fact : Vigan empanada is different from Batac empanada. The first only contains egg yolk, since the whites are also used for making okoy, while Batac empanada contains the whole egg and also has a more orange coloring due to annatto seeds.

Lola Gloria said the best way to eat empanada is by hand, with iloko suka. I actually prefer it with ketchup than suka, but sshh.

For proper lunch, we headed to La Preciosa in Laoag City. It’s a local restaurant that serves authentic Ilokano dishes. Finally tasted poqui poqui! It is actually pretty good and healthy too.

There were also other dishes like adobong manok sa suka, papaitan, crispy dinuguan, pansit lusay, and more.

If you’re interested in a home-grown restaurant serving Ilocano cuisine, La Preciosa restaurant should be on your Ilocos itinerary!

Up next, we headed to the town of Bacarra to see one of their well-known attractions: Bacarra Church. Built in 1593, this church (formally known as St. Andrew the Apostle Church ) is one of the oldest churches in the country and is known for its “domeless” bell tower, named for its missing upper layer that was toppled by an earthquake.

The Bacarra Church is beautiful and it gets busy especially during the Visita Iglesia.

Just beside the church is the Bacarra Museum, which houses important artifacts and displays that tell the history of the town. It was interesting to see items from my childhood, like the improvised tambourine we used to make with flattened tansan caps. Outside the museum is a flooded underground tunnel, which is connected to the church.

Later in the afternoon, we went to the Cape Bojeador Lighthouse, perched atop Vigia de Nagpartian Hill in Burgos. Built in the late 19th century, the lighthouse is now open to tourists for visitation.

The view of the surrounding coastline from the lighthouse was amazing. We also looked around the small museum and took lots of fun photos. Afterwards, we enjoyed a merienda of dragonfruit bread, shanghai, and ice cream.

Finally, we visited the Burgos Wind Farm . This is one of my favorite places in our 2 days Ilocos tour. The wind farm consists of 50 wind turbines built along the coastline. We came here just in time for sunset, and each side of the hill where we were parked offers amazing views!

After our stop at the wind farm, we checked in at Java Hotel in Laoag City. This hotel features beautiful Filipino architecture with a lot of wooden accents. It has beautiful rooms, an alfresco restaurant serving Ilocano cuisine, and a pool.

We had buffet-style dinner, with delicious local cuisine and live music to serenade us.

It’s a shame we only had a night to stay here!

The day after, we left for the Laoag International Airport to get home to Manila.

This was an amazing 2 day tour in Ilocos Norte and Ilocos Sur. I’d already been in a multi-day Ilocos tour with my family a few years back, and I was happy to visit here and discover new locations. How did I not know of Burgos Wind Farm before? I liked most of the places we’d visited, and the hotel options were top-notch.

I’d recommend these sights and activities the next time you’re planning a road trip to Ilocos provinces.

There are plenty of accommodation options in these provinces. Here are our suggestions:

Vigan City:

  • Hotel Luna . The first museum hotel in the Philippines, with beautiful rooms and a museum containing original artwork by artists such as Juan Luna. Book discounted rooms here .
  • Hotel Felicidad . A heritage hotel; similar to Hotel Luna, it is just a block away from Calle Crisologo. Book discounted rooms here .

Laoag City:

  • Java Hotel. Book discounted rooms here .

Here are important reminders and tips when visiting Ilocos:

  • Book a tour . It is best to book a packaged tour when exploring Ilocos Norte and Ilocos Sur, due to the distance between its attractions. Our tour was organized by A&A Express Travel & Tours .
  • Pack accordingly . The weather in Ilocos Norte and Ilocos Sur can be hot and humid, especially during the summer months. Pack lightweight and breathable clothing, sunscreen, sunglasses, and a hat to protect yourself from the sun.
  • When to visit . The best time to visit Ilocos Norte and Ilocos Sur is during the dry months, from November to April.

Travel Guide to the Ilocos Region, Philippines

Before you start thinking about what to do in Ilocos, you need to first ask “where is Ilocos located?”

The Ilocos region is the Northwest portion of the main island of Luzon in the Philippines.

Far away from the tourist towns of the Philippines, Ilocos is perfect for the traveller who desires to go down the road less travelled.

Ilocos Sur is the more historic of the Ilocos regions of the Philippines, as it’s home to the 16th century Spanish city of Vigan.

Head to Ilocos Norte, and you’ll find distinct landscapes such as the La Paz Sand Dunes.

In both regions you can find friendly people, plenty of history, great food and gorgeous beaches, all of which combined will help give you a true Filipino experience.

Where to Stay in the Ilocos Region

In general, in this part of the Philippines, everything is budget friendly because the prices are not inflated from tourism.

However, a beautiful place to stay is the UNESCO World Heritage Centre of Vigan . The buildings are very old and still have that Spanish touch.

I’m not one to be a fan of budget hotels but the Vigan Plaza Hotel is one of the best in the area.

It’s a cheap place at about $50 USD a night, and you can be in the heart of the town and have a complimentary breakfast!

This hotel is also in a great location to explore the rest of the Ilocos area. Getting to Ilocos definitely involves some travelling from the main city of Manila.

You can take a connecting flight into Laoag’s Ilocos airport which will be about an hour and a half flight and cost $70 USD.

There are plenty of things to do in Laoag, and the flight lasts the perfect amount of time to plan what to do in Laoag when you arrive.

Alternatively, you can take a deluxe bus for $15 USD but it will take about 12 hours. It is up to you!

Where to Eat in the Ilocos Region

You can’t undertake an Ilocos travel adventure without thinking about the places to go in Ilocos for food.

But here’s a hot take: there is no particular location I would recommend because I prefer to eat from street vendors.

You can purchase delicious empanadas or BBQ for as cheap as $2 an empanada and 50 cents for a BBQ stick. They even have dessert vendors!

There are chain restaurants available in Ilocos Philippines, and the Philippines guide in me says that you should stay away from them in favour of the street food.

But if you really want to try something commercialized, I can suggest Jollibee. It’s the Philippines’s #1 fast food chain, and $4 spent there will get you a full meal.

It may not be the best answer for where to go in Ilocos for food, but it is still part of the local experience.

One special place to go for delicious and unusual fruit is to head to the REEER Dragon Fruit Farm in Ilocos Norte.

These bright coloured fruit treats look unlike anything most people associate with food, but they are delicious! And they are grown right here in the Ilocos Region.

You can also get your picture taken with a large dragon statue for extra fun – it’s a great thing to do in Ilocos for kids!

What to Do in the Ilocos Region

1. head to the beach.

As your Ilocos travel guide I can strongly recommend one activity in particular: the beach!!

You can not go wrong with their beaches in this area. They are extremely less crowded than in other parts of the Philippines but just as beautiful.

Kapurpurawan Beach and Sexy Beach are must-see places to visit in the Ilocos Region.

If you make your way to Kapurpurawan Beach, you’ll also be able to see the majestic Kapurpurawan White Rock Formation.

These are striking white limestone rocks stand looking out over the sea, and have been eroded into various shapes by the ocean spray and sea breeze.

To get to them you will need to take a short hike away from the national highway. I recommend driving to this location because there’s no public transport that will take you to it.

💡 PACKING TIP: Make sure you bring a good snorkel , water shoes and a fast-drying towel for all of the beach-going you’re about to do!

2. Paoay Church

If you want to learn some Ilocos Region history, seeing Paoay Church can be a quick but worthwhile sight to see.

Parts of this huge, ornate building are from the late 17th century, and it’s a great showcase for the religious history of Ilocos Region.

The church and its bell tower are both recognised as a National Cultural Treasure, and the church was designated a UNESCO World Heritage Site in 1993.

3. Bangui Wind Farm

This is not the first thing you would think of when deciding on Ilocos region destinations to visit, but it is one of the most unique!

Right at the top of Ilocos Norte you can find Bangui Bay, and sitting on the beaches and hills that line the coast of this bay are many wind turbines.

They make a unique and picturesque addition to the landscape, and they are much larger than most people realise!

4. The Sinking Bell Tower

The bell tower at St William’s Cathedral in Laoag City is a must-see.

This historic structure is notable for many reasons, but the main one is that it is constantly getting shorter.

Because of the sand foundations and the heavy nature of the stone construction, St William’s Cathedral bell tower is sinking at a rate of about 1 inch per year.

So while it is around 150 feet tall today, it might not be that tall when you visit!

The tower is also unusual because it was built far away from the cathedral (about 80m away) instead of being attached to it.

It is situated not far from the Padsan River and easy to spot. Ask anyone local for how to go to Ilocos sinking bell tower and they will be able to either tell or show you.

What Not to Do in the Ilocos Region

The horse and carriage ride in Vigan. Although not a super touristy area, the horse ride is a tourist trap. It will cost you about $10 USD and it goes by quickly.

Also, if you do not speak the language, you will have no clue what you are looking at because most of the drivers won’t be able to speak English too well.

I recommend you spend your time walking instead.

Also, when on the beach there will be locals approaching you to buy items from them, usually hand made crafts.

Any Philippines travel guide will tell you: do not buy from them. Because if you buy from one person, word will spread and you will get surrounded by many more very quickly.

Instead, buy items from sellers who are more anchored to their location, so that you can be the one to move away.

Facts About the Ilocos Region

To give you more of an idea of this wonderful place, here are some facts about Ilocos Region that should help give you an idea of what to expect from the people you will meet:

  • The language spoken mostly is Ilocano. Many people who work at larger restaurants and hotels can speak English so it is not absolutely necessary to know Ilocano.
  • Tipping is greatly appreciated and usually expected. There are many people who will gladly help you with your luggage, provide directions, drive you or pick up after you if you like. Please tip them; this is how they make most of their livelihood.
  • The Philippines is a very polite country. It is customary to address everyone in a respectful title, such as Sir or Boss for males and Miss and Ma’am for ladies. Try to smile everywhere and at everyone!

HOW TO GET TO ILOCOS SUR

Manila to Vigan by Air

You can take a one-hour flight from Manilaa to Laoag City in Ilocos Norte. Philippine Airlines and Cebu Pacific offer daily flights bound for Laoag City in Ilocos Norte. Vigan, the capital of Ilocos Sur is just a 2-hour bus ride from Laoag City.

Manila to Vigan by Land

Vigan is at least eight hours of land travel from Manila. Several bus lines have daily trips to Laoag City, passing by Vigan. Some of them are as follows:

For those who are coming from Clark, you can go straight to Dau Bus Terminal via a shuttle or a jeepney. There are buses passing by the terminal from Manila going to Vigan.

WHERE TO EAT IN ILOCOS SUR

There are a lot of food choices in Vigan. You can find different kinds of foods being offered from fine dining, food chains, to street foods. Whatever you prefer, make sure to have a bite of Vigan’s specialties such as Chichacorn, Bibingka, Empanada, Bagnet, and Longganisa.

Interest: Longganisa Festival happens every January 22 where you can witness colorful street dancing competition along the Calle Crisologo. On January 25, Vigan celebrates its town fiesta in honor to its patron saint, Saint Paul.

Exploring Ilocos ~ A Budget-Friendly Travel Guide

Whether you are a history buff, an adventure seeker or a beach bum, Ilocos region has always been a great destination. I have been in Ilocos Norte and Ilocos Sur a couple of times and the place never failed to amaze me. The Ilocos Sur alone features two UNESCO World Heritage sites including the famous and historic town of Vigan and the Santa Maria church. Ilocos Norte, on the other hand, is equally amazing and is known for the popular Bangui Windmills, the crystal blue Pagudpud Beach, and the Kapurpurawan Rock formations.

The recent earthquake incident, however, left some notable damages to the region and all the tourism activities were temporarily suspended. This includes the access to the historic Bantay Bell Tower in Ilocos Sur that was utterly damaged after the magnitude 7 earthquake. Luckily, after weeks of suspension, Ilocos Norte and Ilocos Sur are now reopening their doors to the tourists. So if you are planning to visit the beautiful provinces of Ilocos, now is a great chance! Just be mindful that traveling from Manila to Ilocos will take more or less 12 hours. It is going to be a long trip indeed and if you are planning for a DIY tour, make sure that you already book your accommodations and have your itinerary ready. Ideally, a 3D/2N stay in Ilocos gives you enough time to visit all the popular landmarks and attractions in the region.

Although if this is your first time to visit Ilocos, I highly suggest that you take an ilocos tour package from tour agencies like WayPh Tours. First of all, it is way more practical than having a DIY tour. The itinerary and the accommodation are already prepared for you and all you need to worry is your OOTD to make sure that you capture all the picturesque beauty of Ilocos. Second, the itinerary offered by the agency is already well-polished to make sure that you never miss any of the popular destinations in the region including the places to eat (to try the famous Ilokano cuisine)  and places to buy pasalubong (souvenirs). Lastly, these packaged tours are more budget-friendly because you are splitting the cost to other people who are part of the tour. Whether you are traveling with a group or you are just a joiner, you will certainly find it more inexpensive than having a DIY tour.

Paoay Sand Dunes – Those who are looking from thrilling adventure, this particular attraction should not be missed.  The place is perfect for adventure seekers as there are many activities here that a tourist can do that requires some sort of stamina and energy. These include the 4X4 rough ride and sand boarding! There are many sand dunes in Ilocos including  La Paz   in Laoag,  Suba   in Paoay and also in  Pasiquin . Some of which became the shooting place for movies like Himala and Panday. The rate for a 4×4 Jeep ride will cost Php2000 to 2500 for a 1 hour ride (depends on the number of passengers). The rate could go lower as Php1000- Php1500 for a 30 minute long ride. Sandboarding rate, on the other hand, ranges from Php20-50.

Cafe Bojeador Lighthouse – Another popular attraction in Ilocos Norte is the Cafe Bojeador. The Cape Bojeador is perfect example of a well maintained and well preserved piece of architecture. It was first lit on March 30 1892 and interestingly, it is still functional and the place is still standing strong! For nearly 125 years, this century-old Spanish lighthouse has witnessed numerous events in Philippine history. It was declared as a National Historical Landmark on August 13, 2004 and a National Cultural Treasure on June 20, 2005. It is also interesting to note that this lighthouse is considered as the highest elevated “still original and active Spanish era lighthouse” in the country. For a minimal entrance fee of Php20, you will have an access to a small museum showcasing some lighthouse apparatus. Some original parts were displayed on the museum as well as the bed rooms used by the operators during the Spanish era.

Saud Beach – If you are a beach bum, the crystal blue water of the Saud Beach in Pagudpud is definitely a perfect spot. To top it all off, the beach is also known for its White sand and is often being compared to the Boracay beaches. There are also many hotel resorts nearby, making it a perfect place for staycation.

Calle Crisologo in Vigan – A trip to Ilocos will not be completed without  passing by the stunning cobbled street of Calle Crisologo. The street will definitely take you back in time and it feels like exploring the town during the Spanish era. The heritage houses are well preserved and the street is even busier at night. You can buy all your favorite pasalubong from Ilocos including their famous balikutsya and cornik. Also, don’t forget to witness their dancing fountain just in front of the Vigan Cathedral.

Crisologo Museum – If you are a history buff, make sure not to miss the Crisologo Museum in Vigan. Museo Crisologo is a two storey museum dedicated to one of the most prominent clan in the province of Ilocos, the Crisologos. The late Floro Crisologo is one of the men behind the Social Security System law in the country. Bingbong Crisologo on the other hand is also a prominent figure. The museum houses various memorabilia that belongs to the famous clan.

Baluarte  – Another prominent figure of Ilocos is the wealthy businessman and politician Mr Chavit Singson. The so-called Baluarte ni Chavit, however, is not a museum that will showcase his achievements in both Business and political career. Instead, the Baluarte Ni Chavit will take you to a very unique zoo with animals that we rarely see in our country. It also comes with a Safari Gallery that houses many preserved animals that Chavit previously owned.

Hidden Garden Lilong and Lilang Restaurant – Located in Brgy Bulala, Vigan City, Hidden Garden : Lilong and Lilang Restaurant was opened in 1999 and is owned by Rafaela Flores with luscious green landscape by Francis Flores.Of course, a trip to Ilocos will not be completed withou trying their famous cuisine. The restaurant offers signature Ilocano dishes including Bagnet, Vigan Longganisa, Warek warek, Dinengdeng, Sinanglao, Poqui Poqui, Pinakbet and the Buko Halo Halo.

The Bantay Church and Tower – Unfortunately, the historic Bantay tower is no longer accessible and it might take awhile for the building to recover after the quake incident last month.  The old historic belfry of the church known as the Bantay Tower  served as a watchtower for pirates back in the Spanish colonial era, gave the town its name – bantay. The church, on the other hand, was established 1590 making it as one of the oldest churches in Ilocos region. The church is dedicated under the patronage of Saint Augustine and Our Lady of Charity which is better known to locals as Apo Cardidad.

Ilocos region definitely has so much to offer and absolutely worth exploring. If you have more time, there are many other places you can visit including the Burnayan Pottery, the Sinking Bell tower of Laoag, Patapat Viaduct, Bantay Abot Cave, and Paraiso ni Anton to name a few. Since February 2017 Vigan's domestic airport ( VGN  IATA , confusingly called "Mindoro Airport"), located southwest of the city, has re-opened with daily flights to/from Manila, & Basco, Batanes.

The next nearest airport is Laoag International Airport, in the nearby province of Ilocos Norte. The airport caters to both international and domestic flights. The national carrier, Philippines Airlines, has four flights each week to Laoag. A bus trip from the airport to Ilocos Sur would take over an hour.

By land [ edit ]

An extensive network of roads and highways connect Ilocos Sur to other provinces in the island. Bus trips from the country's capital, Manila, take about seven hours aboard several bus lines like the Philippine Rabbit, Partas, and Dominion.

Get around [ edit ]

The most common rural mode of transportation would be tricycles and the calesa or traditional horse-drawn carriages. Getting from one municipality to another would require taking a bus, mini-bus, or jeepney. When going short distances, however, it is best to go on foot to experience authentic local adventure.

[ILOCOS SUR, PHILIPPINES TRAVEL ADVISORY] Ilocos Sur Welcomes More Tourists Starting November 15, 2020

Starting November 15, 2020 , the Province of  Ilocos Sur   will be open to tourists from Luzon Area including those from Metro Manila, “once all systems and health and safety measures are in place”, the Department of Tourism (DOT) said on Sunday, October 18, 2020.

The development came upon the announcement of Ilocos Sur Governor Ryan V. Singson to open up the province following the growing interest from tourists from the National Capital Region (NCR) during the launch of the Reef and Ridge traveler corridor.

The DOT also lauded the initiative of Governor Singson's to give back jobs to the tourism workforce from the kutcheros or carriage drivers to the waiters, the souvenir shops, to the tour guides through the slow but sure reopening of the province.

Test-Before-Travel

Ilocos Sur   first welcomed back tourists through the Ridge and Reef travel corridor with Baguio City and Ilocos Region including the provinces of La Union, Pangasinan, and Ilocos Norte. And just like before, they will be requiring some documents to its tourists such as pre-registration before travel, negative RT-PCR test results within a 72-hour period.

Before Traveling

1. Explore and arrange visit with DOT-Accredited Tour and Travel Agents.

Preliminary Preparations include:

  •     Explore available DOT – Accredited Accommodation
  •     Explore itinerary and other services offered
  •     Learn safety protocols and guidelines for the visit

2. Have yourself tested

  •     RT-PCR test result issued not more than 48 hours prior to travel is required.
  •    Testing methods are subjected to DOH advisories and guidelines. Updates will be posted when officially released.
  •     Test results are valid for a 5-days itinerary only.

3. Register & create a QR Code using Safepass

  •     Request entry during the day of your travel to Ilocos Sur

To gain access to your location, try getting your own SafePass QR code first:

  •     From your personal mobile phone, go to https://m.me/safepassportal
  •     Click on Get Started
  •     Enter 2 to request your SafePass QR Code
  •     Follow  and finish all the instructions

Once done, you can now request entry into your location. To do that, just go to https:/m.me/safepassportal or https:/request.safp.as

4. Don’t forget your SafePass QR Code and copies of all documents:

  •     Most recent COVID-19 test (current prescribed method by DOH) with the result issued by accredited Testing Centers.
  •     Confirmed itinerary as issued by an accredited Tour Operator.
  •     Government-issued ID, preferably Passport second page; for minors, school ID, or parent/legal guardian’s ID.
  •        Accommodation Booking Receipt

During Travel

1. Stopovers are only allowed in designated pit stops:

  •     For breathers, meals, and personal necessities during travel, stopovers are only allowed within BLUPISIN (Baguio, La Union, Pangasinan, Ilocos Sur, Ilocos Norte) at predetermined DOT-accredited restaurants or gas stations.
  •     As much as possible, any stop is discouraged. For short-distance trips, please travel direct from point of origin to destination without stopping.

2. Designated pit stops in Ilocos Sur:

  •     LV&JV Pasalubong (Brgy. Bagar, Candon City, Ilocos Sur; along National Highway)
  •     Marsha’s Delicacies (Brgy. Cabalanggan, Bantay, Ilocos Sur; along National Highway)
  •     Petron (Poblacion, Sto. Domingo, Ilocos Sur; along National Highway)

3. Entry access to the Province of Ilocos Sur will only be at:

  • Tagudin Border
  • Sinait Border

Upon Arrival at the border

1. Present your documents. (Do not leave your documents at the checkpoint border. Treat them as your passport or visa)

2. Triage card will be individually issued

  •     A triage card will be presented during the check-in
  •     No triage card, no check-in

During Guided Tour

1. Follow itinerary as assisted by a tour guide

  •     Any modification of itinerary must be consulted and approved by the Provincial Tourism Office.
  •     Digital check-in/out shall be done in all sites or establishments to be visited

Who is allowed to visit Ilocos Sur?

1. Tourists from Luzon Area

2. 50 Tourists at a time

3. Below 60-years old that are healthy, not pregnant, and have no COVID-19 symptoms and exposure.

4. Complied with all pre-registration requirements.

*As part of precautions for safety and slow re-opening, the Province of Ilocos Sur will only allow a limited number of tourists. Criteria may change upon the recommendation of the Provincial Health Officials.

Getting to Ilocos Sur

Ilocos Sur  is located north of Manila and can easily be accessed by land. If you have a private transfer from Manila, travel time is about 8 hours depending on the traffic.

An old favorite, Ilocos Norte will leave you breathless with its sundry topography.  When touring the southern territories of Ilocos Norte, you may avail of their tricycle tours, whether you are in Burgos or Pagudpud.

HOW TO GET TO ILOCOS NORTE

Airlines like Cebu Pacific and Philippine Airlines fly between Manila and Laoag in Ilocos Norte.  Laoag International Airport is the only airport in Ilocos Norte.Travel time is about 1 hour. Fare is around PHP 1,900 (USD 38.31) – PHP 2,500 (USD 50.41). From the airport, you may hire a tricycle to take you to the city proper, there is also a jeep  bound for the city proper.

Several bus lines like Partas and Florida Bus travel between Cubao (Manila) and Laoag (Ilocos Norte) and Manila and Vigan (Ilocos Sur).   Bus fare to Vigan from Cubao, Manila is roughly PHP 665 (USD 13.41)  to PHP 805 ( USD 16.23).  Bus fare from Cubao, Manila to Laoag is PHP 805 ( USD 16.23)  to PHP 965 (USD 19.46).   Travel time is roughly 10 -12 hours.

GETTING AROUND ILOCOS NORTE

If you are doing a DIY tour of Ilocos Norte, the best way to get around is by tricycle.  But if you are on a tight budget, you can ride a jeepney, ask the locals for directions to avoid getting lost.  From Laoag town proper, you can rent a tricycle for about PHP 250 / USD 5 (good for 4 persons) to take you to Paoay and its attractions (Paoay Church, Paoay Sand Dunes, Malacanang of the North and Paoay Lake). Travel time is 30 minutes.

You can also do the same if you are planning to tour around Batac, hire a tricycle for PHP 250 / USD 5 to tour you around.

For Pagudpud tour, hiring a tricycle is also the best way to see the attractions since they are quite far from one other and waiting for the bus to the next attraction will just eat up your time. I tried that on my first trip to Ilocos Norte, but it’s tiring and I feel like I’ve wasted my time waiting for the bus.

South tricycle tour (Burgos area) is PHP 600/USD 12.10 and North tricycle tour (Pagudpud area) is PHP 600/USD 12.10.

DIY TOUR OF ILOCOS NORTE

So again, tricycle tour is the best way to explore the tourist attractions of Ilocos Norte. Here’s the sample tricycle rates for Ilocos Norte tours.

TRAVEL TIP: If you are pressed for time, from Manila you can alight at Batac instead of Laoag. What we did was, we just visited the Marcos Presidential Center and Mausoleum, skipped the other attractions there and then hired a tricycle to Paoay for PHP 250.  We toured Paoay, then after touring Paoay, we took a jeepney to Laoag. Here’s a blog of my sample budget for my Ilocos Norte trip.  Food not included, prepare at least PHP 150 per meal for food if you are planning to dine in Pagudpud.  Food is cheaper in Laoag as there’s a wealth of restaurants to choose from.  This is good for a solo traveler, you will save more if you have a travel buddy.

Hopeless due to the countless failed attempts to travel with friends in this province, I have set aside my plans in coming to Ilocos Norte in the past years. Come 2022, when it reopened in the time of pandemic; I was finally able to set foot in this province. At last, I get to see and experience its raw island and beaches, the sprawling sand dunes, historical and cultural heritage sites, explore and savor the taste of the Ilocano dishes and more! About Ilocos Norte

Far from the Metro as it seems, the province of Ilocos Norte that lies in the northern west most part of the mainland Luzon is worth visiting despite the long drive. It opens up to the West Philippine sea which gives it good swells on a certain season ideal for surfing. It is also bordered by the ranges of Cordilleras, the provinces of Cagayan in the northeast, Apayao and Abra in the east and Ilocos Sur in the south which equally offers a satisfyingly scenic route.

The province as part of the Ilocos Region, is a home to the Ilocanos who are interestingly known for being thrifty and wise spenders.

Ilocano is the widely spoken language in the region. Conversing with them when traveling around won’t be quite a challenge as they can also speak and understand Tagalog and English, too.

Best time to Visit

It is best to visit Ilocos Norte the whole year but to make the most out of it, might as well schedule your trips some time between January to the first few weeks of June and September to December . Be reminded though that it gets really hot during the dry season in the country (March to May). If you wish to go surfing or windsurfing, on the other hand, the best time to visit would be around the months of July to September.

Where to Eat

If you are looking forward to an Ilocano culinary experience, this Ilocos Norte Travel Guide provides you with the list of the ones that you shouldn’t miss when visiting the province!

  • Ladrillos Restaurant – A Spanish restaurant that also serves traditional and modern Ilocano dishes at the heart of San Nicolas. It is located at the ground floor of the refurnished Valdes-Lardizabal house (Also known as Balay San Nicolas) that is more than a century old. After stuffing ourselves up with some good Filipino food, we took a light walk through a tour at the heritage house where the restaurant is situated.
  • Kamarinn Café – offers a Filipino dining experience with the view of the majestic Paoay lake. It is among the best places to eat in Ilocos Norte especially if you’re up for some Pinakbet pizza and other Ilocano dish while you enjoy the scene.
  • Kusina ni Remedios at Sitio Remedios Heritage Village – If you wish to enjoy the scene, food and art at once, Kusina ni Remedios in Currimao is the best place to be. This restaurant embellished with art in every corner is located inside a Heritage Village with the restaurant facing the West Philippine Sea.
  • Hakuna Matata Saud Beach Resort – a hippie hostel facing Saud Beach. What we love about evenings at Hakuna Matata is their buffet dinner with a wide food selection including the sushi, maki, pasta, pizza prepared on the spot and more!
  • BergBlick Restaurant – best place to eat in Pagudpud especially if you’re down for some authentic German and Filipino food
  • La Preciosa – a spot for your sweet tooth in Laoag City. Aside from the Ilocano dishes, it is also the best place to enjoy a good slice of carrot cake in the town.

I personally enjoyed our stay at Amici Resort Hotel. We checked into a private, fully-equipped and air-conditioned casitas for days and enjoyed Filipino, especially Ilocano dishes for breakfast every morning. A walk around the resort always feels like a stroll in the garden with lush and blooming flora. Though nestled at the heart of Laoag, it seemed detached to the bustle of the city making it an ideal place to take some rest after a day full of fun around the province.

Ilocos Norte is among those provinces in the Philippines that has a lot to offer and I realized and a week-long travel won’t suffice to experience everything. I was really stoked to try each and every activity there is in every attraction that we visited. Below is the list of top things to do in the province:

How to Get There

By air (mnl – lao).

Cebu Pacific and Philippine Airlines have one to two flights daily from Manila to Laoag International Airport .

Manila to Laoag, Ilocos Norte by Land

From Sampaloc, Cubao or Pasay, take a Florida, Fariñas, Maria de Leon and Partas bus to Laoag City. Travel time is approximately 7 to 8 hours passing through North Luzon Expressway (NLEX), Subic-Clark-Tarlac Expressway (SCTEX) and Tarlac-Pangasinan-La Union Expressway (TPLEX). Fare ranges from Php 700.00 to Php 1,100.00.

Baguio to Ilocos Norte by Land

Take a Partas or Farinas bus or van from Laoag to Baguio City. Travel time is approximately 4 to 5 hours. Fare, on the other hand, ranges from Php 250.00 to Php 400.00.

Tuguegarao City, Cagayan to Ilocos Norte by Land

Take a GMW or GV Florida bus from Tuguegarao City to Laoag City. Travel time is approximately 5 to 6 hours and fare ranges from Php 500.00 to Php 700.00.

Clark City, Pampanga to Ilocos Norte by Land

Take a bus at Dau Integrated Bus Terminal to Laoag City. Travel time is approximately 8 to 9 hours.

Going Around

Private car/ van – You may book a private car or van through a van association or through arranging it with your hotel. Price is around Php 3,500.00 per day . This rate includes the drive already. Bus – Bus fare ranges from Php 25.00 to Php 60.00 / passenger in ordinary bus and a minimum of Php 50.00 for air-conditioned ones. Jeepney – Fare is usually at around Php 11.00 from a point to another. Tricycle – Fare starts at Php 11.00 per more or less a kilometer. You may also opt to rent a tricycle that would take you around the tourist spots in a town. Rates range from Php 250.00 to Php 600.00. Calesa (horse-drawn wagon/carriage) – Fare starts at Php 15.00 per kilometer. You can actually see a calesa mostly in the town proper especially in Laoag.
