5/3/24 Update on Encampment and Campus Protests

Dear Middlebury College Community,

By now you are probably aware that Middlebury College has joined more than 80 colleges and universities across the nation with an active encampment related to the war in Gaza and Israel. Thank you for your patience as we focused on addressing the situation on our campus this week. We are writing today to provide an update about our engagement with this group and our commitment to ensuring the safety of our entire community and the academic success of our students. 

Since the encampment was set up on McCullough Green on Sunday morning, we have met with student representatives from the protest group three times–including a cordial and productive meeting this morning. We continue to move toward a resolution, and have made significant progress toward a statement of shared values.

We want to acknowledge the hard work that so many Middlebury people are doing to support all of our students and community members—including those who have been impacted by the violence in Israel and Gaza. We recognize that there are different views across Middlebury on how to address this geopolitical situation. Our primary responsibility as a college is to maintain the safety of our community while honoring our commitment to open expression. 

Here are background and context: 

Last Sunday, April 28, a group of students set up tents on the McCullough Green in a demonstration they call “Middlebury Gaza Solidarity Encampment.” The event was not registered according to college policies. Otherwise, the students were obeying protocols and engaging in peaceful, non-disruptive demonstration according to our policies. Given the volatile national situation, and after careful consideration, we decided to focus on our educational mission and dialogue with the students. The demonstrators sent the administration five demands that are consistent with those of similar demonstrations at colleges across the nation. You can read them  here . 

Since Sunday, Middlebury’s leadership team has engaged with the demonstrators in three separate meetings. On Monday, April 29, four members of Middlebury’s senior leadership reached out to the students and requested a listening session to better understand their concerns. That led to a first meeting on Tuesday, April 30. On Wednesday, the administration met for a second time with student organizers with the intent of bringing about a resolution. The same group of administrators met with the students again this morning and came to an understanding that we will work immediately on a mutually agreeable outcome. Each of these conversations has included reminders about our demonstration and protest policies and the importance of working within Middlebury’s guidelines to ensure the safety and wellbeing of our community. We are encouraged by this progress. This work has been challenging and peaceful. 

Also this week, we worked to ensure that all faculty and staff who interact with our students have the resources they need to respond in appropriate ways. Yesterday we shared guidance with faculty and staff about how to engage with the encampment in ways that align with our academic policies and educational mission. The Office of Religious and Spiritual Life and the Office of Institutional Diversity, Equity, and Inclusion have held listening sessions for various student groups who are concerned about their wellbeing and represent different perspectives on the war and the encampment, including Jewish groups concerned about antisemitism. We are addressing any reports of discriminatory behavior through the Civil Rights and Title IX office and through our bias response process, including reports of vandalism and harassment based on membership in a protected category such as religious or ethnic identity. We are also working on an individual basis with students who may experience harm.    

Middlebury has hosted other events this week related to the Israel-Gaza war, including an artistic installation and a rally in support of Gaza, and a lecture on combating antisemitism in higher education by Rachel Fish. We share the nation’s concern about rising antisemitism on college campuses. 

In this difficult national context, it bears repeating that as an educational institution, Middlebury values and encourages free expression and the robust exchange of ideas—including a wide range of forms of protest and demonstration. We are committed to promoting and supporting the consideration, discussion, and questioning of ideas, even if they are unpopular or controversial. Middlebury values openness, curiosity, and critical engagement, which drive our commitment to creating and maintaining a diverse, equitable, and inclusive campus. Our  Open Expression Policy , adopted in 2019, represents the extensive work of students, faculty and staff. 

Our commitment to open expression carries with it responsibilities and expectations. We take these most seriously. We have communicated with the students that we expect demonstrators to remain peaceful and to negotiate with integrity and in good faith, as we have promised to do the same. 

We affirm here that Middlebury supports all our students. We are a community with varied perspectives that is committed to dialogue and peaceful resolution within an educational context. We want to say again that this is and will continue to be our primary focus.

We will keep you updated on our progress in the coming days, and we look forward to celebrating the end of the academic year later in the month.

Middlebury College update on encampment and campus protests

Vermont Business Magazine Middlebury College President Laurie L. Patton sent the following message to the campus community on May 6.

Dear Middlebury Community,

I write with an update to my letter of Friday, May 3. Members of our community have met over the weekend with a focus on building a shared sense of educational purpose and ongoing dialogue. In the engagement between students and administration, we have emphasized what we have in common, committing to maintaining relationships across difference and creating constructive venues for present and future conversations.

Students, administrators, and faculty notetakers met on Saturday, May 4, and Sunday, May 5. We finalized this document, titled “ A Commitment to Common Educational Values ,” this morning. As stated in the preamble, we still disagree about many fundamental issues, but we share concerns for the devastating effects of the violence in Israel and Gaza on educational opportunity for all in the region. The document is future-oriented, outlining pathways for fruitful deliberation at Middlebury on the profoundly painful issues that the violence raises.

The students are taking down their encampment with an expressed hope that such open debate can continue, and with a commitment to a safe and joyful graduation.

It is worth noting at this moment that Middlebury has a strong practice of dialogue that has led to some of our most transformative initiatives. Energy2028 was the result of years of difficult but faithful meetings between administrators, students, faculty, and board members. They deeply disagreed but remained at the table. As contexts changed, but people stayed committed, Middlebury was able to come up with a creative and comprehensive approach to climate change. Inspired by that example, at this historical moment we hope we can foster transformative learning in relationship, and a creative approach to our differences.

“The Commitment to Common Educational Values” is only part of our ongoing work on one of the most challenging issues of our time. Throughout this process some members of our community have been impacted differently than others. We owe everyone in this community care and attention, and we have a responsibility to recognize and respond to varied experiences. This is the way we build a shared sense of a Middlebury community. 

We hold a deep belief that a Middlebury education can open minds and hearts.

EZ Trips Updates Transit Routes, Provides On Demand Ride Service

The new EZ Transit routes will extend transportation opportunities to individuals who currently have no access.

In an effort to improve transportation accessibility, Tri Valley Transit (TVT) announced the launch of EZ Trips on April 10, a free door-to-door on-demand ride service in Middlebury. Launched on May 8, the service is a potential substitute for services like Uber or Lyft, which do not exist in the area.

TVT currently operates the Middlebury Shuttle Bus on five neighborhood routes from Monday through Saturday: Porter Medical Center, Marble Works, Shaw’s Grocery, the college and Hannaford Supermarket. 

The transit service also currently offers the Dial-a-Ride program, a personal door-to-door transportation system catering to the elderly, disabled and Medicaid recipients. However, Dial-a-Ride requires booking rides at least two days in advance and relies on volunteer drivers and their vehicles.

Mary-Claire Crogan, the community relations manager for TVT’s Addison County region, described the new EZ Trips program as a hybrid between the current bus services and Dial-a-Ride program. It offers the flexibility to book rides within the operation zone, and users can book rides online, via the EZ Trip app, or by calling TVT during operating hours. 

After making a reservation, an EZ Trip van will promptly pick up passengers as close to their requested location as possible and drop them off as close to their destination as possible. Depending on van proximity and traffic conditions, wait times are estimated to range from seven to 30 minutes. 

“This is exciting because we're able to serve a much larger trip zone, so people who currently have no access to rides will be getting new access,” Crogan told The Campus. “They don't have to wait for that hourly schedule to come back around.” 

Maya Murtuza-Lanier ’27.5 described having challenges navigating the current transit system, and echoed Crogan’s enthusiasm for the launch of EZ trips. With the introduction of the service, Murtuza-Lanier said she anticipates going into town more frequently. 

Murtruza-Lanier recalled wanting to go into town to buy cake mix for her birthday, but she had been feeling sick all week and wanted to avoid the walk there and back. 

“I really did not want to go to town and did not have the energy to go into town and would have loved to take the bus into town, but couldn’t and didn't really feel like figuring out the bus system,” she said. “So I ended up walking anyway, but then had to chill for the rest of the day because I was so tired from walking into town while sick.”

The EZ Trips operating zone extends down Route 7 to the Sugarhouse Motel, about 3.5 miles from campus, where Crogan said some community members are housed. The zone also encompasses the Middlebury campus, parts of the town of Weybridge, and extends to Lower Foote Street and Happy Valley Road — two neighborhoods the current transit system does not serve. 

To decide on these routes, TVT worked with experts in the area to conduct a feasibility study that considered factors such as popular destinations, neighborhood concentrations and the residences of frequent Dial-a-Ride users. EZ Trips will replace the Middlebury Shuttle Bus Monday through Friday routes called Hospital, Marble Works, Shaw’s and College. The transit system will revert back to the original one on Saturdays due to limited weekend staffing.

Adirondack Circle on campus will be a new stop on the Hannaford transit route, created so that students do not need to walk to Academy Street to be picked up. 

EZ Trips was first proposed by the state to expand access to rides for the town’s vulnerable members. The existing Dial-a-Ride program lacks a sufficient number of volunteer drivers, and TVT only has funding to allow six dial rides per month per individual. 

With the launch of EZ Trips, Crogan hopes that existing Dial-a-Ride users can more easily fulfill daily activities like shopping, haircuts and social meetups. Meanwhile, Dial-a-Ride will still be in operation for community members that require one-on-one services. 

Intensive planning for the EZ Trips initiative began with a feasibility study in 2022, followed by collaboration with a software developer to design algorithms for the system. 

Given Middlebury’s existing transit infrastructure, however, planning for EZ Trips presented challenges. Community members rely heavily on public transit and have grown accustomed to established routes — Crogan stressed that this transition could be daunting for riders with cognitive disabilities. 

To address these concerns, Crogan has been speaking at senior living facilities and adult daycare centers in the area over the past two months. She also met with community members who may have low reading abilities or cognitive disabilities to help customize their travel arrangements. 

“We're not going to leave them behind,” Crogan said. 

Through a combination of federal grant fundraising and independent donors, TVT acquired four new vans for the launch of EZ trips that are outfitted with wheelchair lifts, Crogan said. 

Two of the four vans are electric, which is TVT’s first attempt to work towards Vermont’s carbon reduction goals: 10% transit fleet electrification by 2025 and 100% by 2050. 

In addition to electrification, EZ Trips retains the ride-sharing component of public transit. Crogan explained that two vans will operate simultaneously, with rides batched in a way that makes sense geographically. 

Tara Federoff, a sustainability specialist at the college, commended TVT for initiating this personalized ride-sharing program. 

Federoff highlighted a Department of Energy study revealing that over 75% of individual car trips are under ten minutes long, contributing to environmental harm through carbon emissions and particulate pollution from chemicals, microplastics, and tires.

“Public transportation is notoriously difficult (and often expensive!) in the US and particularly in rural areas like Vermont, so seeing this accessible, affordable initiative is really exciting and it seems like it will be really beneficial for many community members and hopefully reduce individual vehicle use,” Federoff wrote in an email to The Campus.

  18. EZ Trips Updates Transit Routes, Provides On Demand Ride Service

    In an effort to improve transportation accessibility, Tri Valley Transit (TVT) announced the launch of EZ Trips on April 10, a free door-to-door on-demand ride service in Middlebury. Launched on May 8, the service is a potential substitute for services like Uber or Lyft, which do not exist in the area.
