Understanding RAC status

Reservation Against Cancellation (RAC) is a ticket status in Indian Railway. If your seat is showing RAC status, it means you have a waiting list ticket. Your travel in the respective coach is confirmed by having a Reservation Against Cancellation ticket. However, it is not confirmed that you will get a full seat or sleeping status by having a Reservation Against Cancellation. If you have a RAC ticket, you can get on the mentioned seat on your train. However, you may not be alone on a RAC seat in a train. The Indian Railway often splits a RAC seat for two passengers. Since there will be two passengers on a RAC seat, you might not get the sleeping facility at night.

Let us understand RAC ticket status with an example. Consider a sleeper coach that has a hundred seats. Suppose that ten seats are reserved for RAC and 90 seats for sleeper class. Let us say you are the 91st person to book a ticket in the sleeper coach and get an RAC. Now, if someone from the first 90 cancels their seat, you will be the first to get a confirmed seat. Your ticket status will be changed from RAC to confirmed. 

You will get a full sleeper berth in that coach to yourself. If no one cancels their sleeper seat before the train departure, you will get the allocated RAC seat. You may have to share a sleeper berth with another RAC ticket holder if you do not get a confirmed seat. Besides knowing the RAC full form, you should be aware of the working of a RAC ticket. Being informed is the best way to get the most out of Indian Railway services.

Is a RAC ticket better than a waitlisted ticket?

While booking train tickets, you may have come across GNWL or RLWL status. These are for wait-listed train tickets which aren’t better than a Reservation Against Cancellation ticket. A waitlisted ticket will only grant you an entry in the respective coach but not a seat. You have the right to enter the respective coach but cannot sit anywhere with a waitlisted ticket. 

On the other hand, a RAC ticket will grant you at least a shared seat. Also, if anyone with a confirmed seat cancels their ticket, RAC status will be the first to be confirmed. Once all the RAC holders are provided with a confirmed ticket, waitlisted tickets will be considered. In all scenarios, you should take a RAC ticket over waitlisted tickets on Indian Railway.

When does RAC get confirmed?

Your RAC ticket can be converted into a confirmed ticket if someone cancels their ticket. Sometimes, people have cancelled their tickets, but your RAC isn’t confirmed. There is no need to panic as RAC status is updated after chart preparation in trains. The chart is prepared on the same day of train departure. Shift to waitlisted: Though the chances are rare, an RAC ticket might be moved to waitlisted if some coaches are unavailable due to issues like technical glitches, leading to a fall in the final number of available RAC berths. Categories: There's an Emergency Quota (EQ) in RAC train bookings. These are tickets booked by VIPs, railway staff, etc., which couldn't somehow be confirmed.

Few more rules about RAC tickets

In the majority of cases, RAC passengers are allotted side lower berths. But if confirmed seat cancelations are high, upper or middle berths may also be allotted. Most RAC berths are offered on sharing basis. One might get a solo berth if the other passenger gets ticket confirmation at the last minute. IRCTC RAC Train Ticket Booking, Cancellation Rules, Charges, Refund, Confirmation Rules after and before chart prepared: A reservation against cancellation (RAC) ticket is a ticket with a confirmed seat but berth that is on the wait list. It guarantees the travel of passenger but does not assure an allotted berth. In this case, the berth is split into two seats for two separate RAC ticket-holding passengers.

Technically, a passenger can cancel her/his RAC ticket 30 minutes before the scheduled departure of the train. Refunds are not allowed after the scheduled departure time.

* The RAC ticket can be booked from the IRCTC website, in a manner similar to normal tickets and the refund is credited to the customer’s account after deducting the charges applicable.

* No refund of fare is done on the tickets that have confirmed reservation in case the ticket is not cancelled or Ticket Deposit Receipt (TDR) not filed online upto four hours before the scheduled departure of the train.

* In case of e-Ticket (Confirmed or RAC), if the reservation charts have been prepared, online TDR is needed to be filed for obtaining the refund.

* The online TDR should be filed upto 72 hours of the actual arrival of the train at passenger’s destination and the original certificate issued by the ticket checking staff is to be sent through post to IRCTC.

* The travel fare shall be refunded by IRCTC to the customer’s Bank Account after due verification.

* In case of the waitlisted e-ticket on which status of all the passengers is on waiting list even after preparation of reservation charts, names of all these passengers booked on that Passenger Name Record (PNR) shall be dropped from the reservation chart and refund of fare shall be credited to the customer’s account after deducting the required charges.

In case of a Party e-Ticket or a Family e-Ticket issued for travel of more than one person, some persons have confirmed reservation and others are on the list of RAC and waiting list, then in case of passengers on RAC or waitlisted not travelling, a certificate has to be obtained from the ticket checking staff to that effect and Refund of fare shall be processed online through TDR, indicating the details of the certificate issued by ticket checking staff.

Though a RAC ticket is not a confirmed one, travelers can board the train. They are also allotted a seat for the same.

What is the difference between RAC Ticket and WL Ticket?

If a passenger has RAC status, it implies that the passenger can enter the train, and occupy a seat. After allotment of RAC status, passengers are given waitlist status. If the passenger has a WL (waitlist) ticket, it means that they are not granted a seat on the train. Therefore, they cannot travel on the train.   • Waiting List – It means you do not have a confirmed ticket. These are the tickets that can be converted into a confirmed one only after confirmation and completion of RAC tickets. However, it depends on the availability of the tickets.

IRCTC Cancellation charges for RAC tickets

If a RAC or waitlisted is canceled, Rs. 60 will be taken off every passenger. If a confirmed ticket is canceled more than 48 hours before the train’s scheduled departure, a flat cancellation fee of Rs. 240 for AC tickets will be deducted. Executive Class/First Class: Rs. 180 for AC; First Class/Rs. 200 for AC

What Does A RAC Status Imply?

A reservation against cancellation (RAC) is a status for a ticket on Indian railways. Technically, when you get a RAC status on your ticket, it means that you have a waitlisted ticket. However, you are still guaranteed a seat on the train. A reservation against cancellation does not, however, assure you of a full seat or a sleeping berth on the train. The Indian Railway frequently splits a RAC seat between two passengers. There may not be room for you to sleep at night since there will be two people sharing a RAC seat.

How Is Different From A Waitlisted Ticket?

When buying train tickets, you might have seen the GNWL or RLWL status. These are waitlisted train tickets. They offer no advantages over tickets with a reservation against cancellation. With a waitlisted ticket, you will only gain access to the appropriate coach; no seat will be provided. However, RAC tickets come with the assurance of a shared seat. Further, in the event that anyone with a confirmed seat cancels their ticket, the RAC status will be prioritised while allotting those.

If another person’s ticket is cancelled, your RAC ticket can be changed into a confirmed ticket. There can be instances where passengers with confirmed seats change their plans at the last moment and your ticket status will not change to confirmed. When the situation arises, confirm the status of your reservation against a cancelled ticket with your TT. He will certainly inform you if your RAC reservation is valid.

If the status is RLWL13 / WL10, then this means that you have a current remote location waiting list of 10 (the latter number). The difference between the two (13 - 10 = 3 in this case) means that 3 passengers who booked before you have already cancelled their ticket. Your ticket will get confirmed only if 10 passengers who have booked before you for the same journey happen to cancel their journey. Same is the case with GNWL20/15 except that it is general waiting list. Similarly, GNWL/AVAILABLE means that current status of your ticket is CONFIRMED because some passengers who booked before you have cancelled their tickets. If at least one passenger's status is confirmed (full berth) or RAC (half berth), then all passengers on this ticket are allowed to board the train even if some of them are in waitlisted status. So you can board the train in this case.

Yes, the tickets booked online by irctc website get cancelled automatically if all passengers on the ticket remain waitlisted even after preparation of chart. This is applicable for both general and tatkal quota.

One should not board the train if the ticket is in waiting list status for all passengers on the ticket. Normally, the TTE allows passengers with PRS waiting ticket (counter ticket in waiting list status). But in premium trains like rajdhani, shatabdi and duronto, the TTE takes strict actions against those having waitlisted ticket. If found they may be penalized and are made to deboard the train at the next station

Yes your ticket is confirmed as is mentioned in the current status field. Berth details will be provided to you upon chart preparation which is usually done a few hours before train depart time.

GNWL stands for General Waiting List and has the highest chances of confirmation. RLWL and RSWL are given for remote stations so very few seats are allotted under them. Due to lesser seats they have lesser chances of confirmation than GNWL. PQWL is Pooled Quota Waiting List and covers those stations not covered under general or remote location quotas. PQWL and RQWL have the least chances of confirmation. TQWL or tatkal waiting list has lesser chances of confirmation than GNWL for same origin-dest pair.

RAC status means that you are entitled to a seat (half-berth) in the train. But mostly RAC tickets get confirmed on chart preparation wherein a full-berth is allotted to passenger.

If your ticket remains in RAC status on chart preparation, even then you can board the train. You will be allotted a half side-lower berth just like other trains.

Passengers having ticket in RAC status are considered having valid tickets. This is applicable to both tickets booked online (e-ticket) and tickets booked over the counter (PRS ticket). They are allowed to travel in train in such cases.

The indian railway seat allocation systems tries to allocate seats together to two female passengers travelling alone and both having ticket in RAC status. But there it is not guaranteed and there have been instances when a female RAC passenger is allotted a seat with a male RAC passenger. In such cases, one can search for other female passenger having similar scenario and then they can exchange their seats so that both the female passengers share same berth. If such arrangement is not possible, the one should ask TTE to solve the problem. The TTE can either confirm the seat or can pair with female RAC ticket holder in other coaches having same problem.

Chart preparation:

During chart preparation final seat allotment is done for all the passengers. Some waiting list tickets are confirmed. Berth and coach number is assigned to all passengers having final status as confirmed or RAC while fully waiting list e-tickets are automatically cancelled. Some passengers also get upgraded which means they get accommodation in higher class without paying any extra charge. Fully confirmed tickets cannot be canceled after chart preparation.

With effect from 12th November 2015, chart preparation will take place twice - once 4 hours before scheduled departure time of train while second and final chart will be prepared 30 minutes before the departure time. According to the revised rules, booking will be allowed on internet as well as at reservation counters for a particular train, subject to availability of berths, even after the preparation of first reservation chart. For trains originating early morning, charting can also be done at night. In case train is delayed, the chart may be prepared after the train's scheduled departure time but before the actual depart time of the train.

If a passenger's name does not appear in chart he or she should not board the train. This can happen if the passenger's ticket did not get confirm. If your ticket is confirmed and still cannot find your name in the chart, then you might have done some mistake on your part such as looking at chart of wrong coach or while booking putting wrong train code or wrong date etc. One should consult the train TTE before boarding the train in such cases.

Tatkal & Premium tatkal:

TQWL stands for Tatkal Quota waiting list. Indian railways used to issue CKWL for tatkal quota waiting list which it recently changed to TQWL. If tatkal ticket goes up, it directly gets confirmed and doesn't go through RAC status unlike GNWL. Ideally, you should not travel in train on waiting list tickets. Yes, waiting list and RAC tickets of both general and tatkal quota can always be cancelled. A nominal clerkage fee of Rs.60 per passenger is deducted by railways and the remaining amount is returned back to the customer.

There are no refunds on cancellation of confirmed tatkal ticket i.e. where reservation of all passengers is confirmed. But, for some reason if you don't want to undertake your journey in this case, you should still cancel your tickets. This ensures that some passengers in waitlisted status are confirmed and they are saved from the anxiety of waiting till the last moment for getting the final fate of their ticket. IRCTC introduced premium tatkal quota (PT) on October 1, 2014 on an experimental basis on 80 trains including Mumbai-Delhi Rajdhani, August Kranti express, Vaishali express and Sapt Kranti express. Half of total tatkal berths will be sold under premium tatkal quota for such trains. It follows dynamic pricing which means that ticket price increases with demand. It can only be booked online. No waiting list and RAC tickets are issued under premium tatkal quota. Other rules for this quota are similar to tatkal quota such as no refund on cancellation of confirmed ticket.

Neither waiting list nor RAC tickets are issued in premium tatkal quota. You can only book confirmed ticket.

After booking of the first 50% of tatkal tickets under tatkal quota, the subsequent 50% tatkal tickets are sold on dynamic pricing under premium tatkal quota. Fares will increase by 20% after each slab of 10% berths are sold subject to the existing cap (maximum fare chargeable) on dynamic fare. So the premium tatkal fare is greater than tatkal fare but lesser than twice the tatkal fare.

No refunds are given on cancellation of tickets booked under premium tatkal quota. How ever, if for any reason you don't undertake your journey it is better to cancel it.

Cancellation & Refund:

W.e.f 12th November 2015, if a fully confirmed ticket is cancelled 48 hours before the train departure time, the cancellation charges per passenger are - Rs.240 for First AC (1A)/ Executive Class (EC), Rs.200 for Second AC (2A)/ First Class (FC), Rs.180 for Third AC (3A)/ AC Economy (3E)/ AC Chair car (CC), Rs.120 for Sleeper (SL) and Rs.60 for Second sitting (2S). Between 48 hours and 12 hours before depart time, 25% of the total fare is deducted whereas between 12 hours and 4 hours before train departure 50% of the total fare is deducted. If less than 4 hours is remaining in train departure, then no refund is given on cancellation of confirmed tickets.

W.e.f 12th November 2015, if a ticket having all passengers as waiting list or RAC or some passengers having waiting list while some as RAC is surrendered for cancellation at least 30 minutes before the train departure, entire amount is refunded after deducting clerkage charge which is Rs.60 per passenger. This remains same across all travel classes. No refund is given if less than 30 minutes is remaining in train departure. However, if an e-ticket has all passengers as waiting list, it gets automatically canceled and amount is refunded to passengers account.

W.e.f 12th November 2015, on cancellation of a partially confirmed ticket, full refund of fare less clerkage (Rs.60) shall be admissible for confirmed passengers also, subject to the condition that the entire ticket is surrendered for cancellation upto thirty minutes before the scheduled departure of the train.

In case no facility of cancellation of RAC or waitlisted ticket issued through PRS is available at the station originating the journey for night trains leaving between 2100 hours and 0600 hours (actual departure), the refund of fare shall be admissible at the station within first two hours after the opening of reservation office.

On cancellation of tatkal waiting list same rules apply which apply for cancellation of general waiting list. So, if you cancel a waiting tatkal ticket before the second and final chart preparation (i.e. at least 30 minutes before scheduled departure time) you will be refunded the entire amount less clerkage which is Rs.60 per passenger.

Yes you can cancel only one passenger or only some passengers on train ticket. But, special care has to be taken in cancellation of tatkal tickets. If you cancel all the master passengers i.e. passengers for whom the identity details are mentioned on tatkal ticket, then complete ticket gets cancelled.

If your train is running late by more than three hours at the station where your journey begins and you do not want to undertake the journey, you can cancel the ticket. No cancellation charges or clerkage fee is charged and full amount is refunded even for confirmed tatkal tickets. For e-tickets, the TDR should be filed before the actual departure of the train for availing full refund. For PRS tickets, the ticket should be surrendered before the actual departure of the train.

There is no provision of refund in indian railways if you missed your connecting trains because your current train got delayed. However, if you are able to cancel your ticket (or file TDR for e-tickets) within 2 hour of actual departure of connecting train you might get 50% refund on your onward journey ticket.

For PRS tickets, you can always goto ticket counters. For e-tickets, one needs to file TDR at least 30 minutes before the train departure. After this time, no refund is given for any ticket.

Usually it takes 4-8 business days to get the refund amount back into your account after filing TDR.

For all the tickets, including tickets booked over the counter, where a reserved seat/berth is given to the passengers at least one passenger per ticket needs to carry his/her ID proof IN ORIGINAL. Photo copies of id proof are NOT accepted. This is applicable for all air-conditioned classes, sleeper and reserved second seating class. For tatkal quota, ID proof o­n which the ticket was booked needs to be carried. Passengers failing to produce the original ID will be treated as ticketless passengers and charged accordingly.

There is an option of “resend sms” in irctc website. The same sms will be sent to the mobile number initially provided while booking the ticket. This option can be exercised a maximum of 3 times. In worst case scenario, if you neither have sms nor the print-out but you know your coach and berth, then you can still board the train with valid id proof. Rs.50/- shall be collected as penalty provided original ID is produced - in the absence of ID you will be treated ticket less traveler. But, practically TTE does not even impose fine in such cases.

For single youths upper berth is the best. You can sleep whenever you want and you can always sit on the lower berth if you want. But for short journey or day journey, side-lower berth is also good which allows you to enjoy the view. For elders lower berth is best because for them climbing on middle and upper berths is cumbersome. If you are a family, ensure you get all berths inside the same bay with at least one lower berth.

Yes it is possible to change the passenger name of a reserved ticket in indian railways.. For this, the passenger has to put a request in writing to the Chief Reservation Supervisor of the train boarding station, 24 hours before the scheduled departure of the train, that the reservation made in his name may be transferred to another member of his family, meaning, Father, Mother, Brother, Sister, Son, Daughter, Husband and Wife.

You can always check the current status of any PNR on trainman. Either you will get valid passenger and train details like train number, berths allotted etc. or if the PNR is invalid you will get an error message saying “PNR Flushed / Not yet generated.”

Once the journey date passes for a PNR, it is flushed after 1-2 weeks to be reused later.

For security purposes, Indian railways does not divulge passenger details such as name, sex, age etc. when PNR status is checked on indian railways website. The only way to confirm that the PNR exists in your name is to check in the chart which is pasted on the respective coaches on the journey date.

The advance reservation period aka ARP for booking tickets in indian railways is 120 days.

You can request information from railways as to what caused the delay by filing an RTI. As railway comes under central government, they have to give an answer within 30 days of your application submission. The website for filing RTI is: https://rtionline.gov.in/ . But you cannot file a case as railways has nowhere written that they are responsible if the train gets delayed. For important events such as examinations/interviews, medical treatment, catching flight etc. one should always take a buffer of at least a day while booking tickets. RAC Ticket Cancellation charge

RAC refers to a type of ticket bought from Indian Railways which denotes Reservation against Cancellation. It is related to the concepts of CNF (Confirmed Tickets) and WL (Wait Listed Tickets).

An RAC ticket allows you to board the train even if ticket is not confirmed. WL tickets do not allow this. But RAC may provide you only with a seating arrangement with another RAC ticket holder, with whom you have to share the berth on an overnight or day journey.

A berth is split into 2 seats for RAC ticket holders. In case, there are any last minute cancellations or unsold tickets meant for various quotas, or if any confirmed ticket holders are given free upgrades to higher classes, the RAC ticket holder is given the free birth and he can convert the two seats into one birth.

When all available berths/ seats in an individual class/train have been sold, the Railways begin selling RAC tickets. When all RAC tickets have been sold, it begins to sell WL tickets. As people start cancelling tickets, the RAC/ WL tickets draw closer to a confirmed birth.

The next issue is cost of cancelling RAC ticket. This depends on whether a person has E-ticket or I-ticket. In case of I-tickets, if an RAC ticket is cancelled, an amount of Rs.60 gets deducted as RAC Ticket Cancellation charge . In case of E-ticket, if RAC ticket is cancelled, no refund is admissible.

What does CNF, RLWL, TQWL Mean

What does CNF, RLWL, TQWL means in Indian Railways? A WL – Waiting List is issued when there is no other left seat that could be reserved in Indian Railways. CNF means confirmed. If the ticket status is CNF, it means that your seats are confirmed. In case, if your ticket is in waiting listed status at the time of booking and later on, it got confirmed, then the status that is depicted is CNF. The seat number is assigned once the final chart is prepared. RLWL is the remote location waiting list. Most of the trains have important junctions that are termed as remote locations in the route, and it marks the beginning of the RLWL class in them. Biden-Harris Administration Announces Final Rule Requiring Automatic Refunds of Airline Tickets and Ancillary Service Fees

Rule makes it easy to get money back for cancelled or significantly changed flights, significantly delayed checked bags, and additional services not provided  

WASHINGTON – The Biden-Harris Administration today announced that the U.S. Department of Transportation (DOT) has issued a final rule that requires airlines to promptly provide passengers with automatic cash refunds when owed. The new rule makes it easy for passengers to obtain refunds when airlines cancel or significantly change their flights, significantly delay their checked bags, or fail to provide the extra services they purchased.

“Passengers deserve to get their money back when an airline owes them - without headaches or haggling,” said U.S. Transportation Secretary Pete Buttigieg . “Our new rule sets a new standard to require airlines to promptly provide cash refunds to their passengers.”  

The final rule creates certainty for consumers by defining the specific circumstances in which airlines must provide refunds. Prior to this rule, airlines were permitted to set their own standards for what kind of flight changes warranted a refund. As a result, refund policies differed from airline to airline, which made it difficult for passengers to know or assert their refund rights. DOT also received complaints of some airlines revising and applying less consumer-friendly refund policies during spikes in flight cancellations and changes. 

Under the rule, passengers are entitled to a refund for:

  • Canceled or significantly changed flights: Passengers will be entitled to a refund if their flight is canceled or significantly changed, and they do not accept alternative transportation or travel credits offered. For the first time, the rule defines “significant change.” Significant changes to a flight include departure or arrival times that are more than 3 hours domestically and 6 hours internationally; departures or arrivals from a different airport; increases in the number of connections; instances where passengers are downgraded to a lower class of service; or connections at different airports or flights on different planes that are less accessible or accommodating to a person with a disability.  
  • Significantly delayed baggage return: Passengers who file a mishandled baggage report will be entitled to a refund of their checked bag fee if it is not delivered within 12 hours of their domestic flight arriving at the gate, or 15-30 hours of their international flight arriving at the gate, depending on the length of the flight.  
  • Extra services not provided: Passengers will be entitled to a refund for the fee they paid for an extra service — such as Wi-Fi, seat selection, or inflight entertainment — if an airline fails to provide this service.

DOT’s final rule also makes it simple and straightforward for passengers to receive the money they are owed. Without this rule, consumers have to navigate a patchwork of cumbersome processes to request and receive a refund — searching through airline websites to figure out how make the request, filling out extra “digital paperwork,” or at times waiting for hours on the phone. In addition, passengers would receive a travel credit or voucher by default from some airlines instead of getting their money back, so they could not use their refund to rebook on another airline when their flight was changed or cancelled without navigating a cumbersome request process.  

The final rule improves the passenger experience by requiring refunds to be:

  • Automatic: Airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops.   
  • Prompt: Airlines and ticket agents must issue refunds within seven business days of refunds becoming due for credit card purchases and 20 calendar days for other payment methods.  
  • Cash or original form of payment: Airlines and ticket agents must provide refunds in cash or whatever original payment method the individual used to make the purchase, such as credit card or airline miles. Airlines may not substitute vouchers, travel credits, or other forms of compensation unless the passenger affirmatively chooses to accept alternative compensation.    
  • Full amount: Airlines and ticket agents must provide full refunds of the ticket purchase price, minus the value of any portion of transportation already used. The refunds must include all government-imposed taxes and fees and airline-imposed fees, regardless of whether the taxes or fees are refundable to airlines.

The final rule also requires airlines to provide prompt notifications to consumers affected by a cancelled or significantly changed flight of their right to a refund of the ticket and extra service fees, as well as any related policies.

In addition, in instances where consumers are restricted by a government or advised by a medical professional not to travel to, from, or within the United States due to a serious communicable disease, the final rule requires that airlines must provide travel credits or vouchers. Consumers may be required to provide documentary evidence to support their request. Travel vouchers or credits provided by airlines must be transferrable and valid for at least five years from the date of issuance.

The Department received a significant number of complaints against airlines and ticket agents for refusing to provide a refund or for delaying processing of refunds during and after the COVID-19 pandemic. At the height of the pandemic in 2020, refund complaints peaked at 87 percent of all air travel service complaints received by DOT. Refund problems continue to make up a substantial share of the complaints that DOT receives.

DOT’s Historic Record of Consumer Protection Under the Biden-Harris Administration

Under the Biden-Harris Administration and Secretary Buttigieg, DOT has advanced the largest expansion of airline passenger rights, issued the biggest fines against airlines for failing consumers, and returned more money to passengers in refunds and reimbursements than ever before in the Department’s history.

  • Thanks to pressure from Secretary Buttigieg and DOT’s flightrights.gov dashboard, all 10 major U.S. airlines guarantee free rebooking and meals, and nine guarantee hotel accommodations when an airline issue causes a significant delay or cancellation. These are new commitments the airlines added to their customer service plans that DOT can legally ensure they adhere to and are displayed on flightrights.gov .  
  • Since President Biden took office, DOT has helped return more than $3 billion in refunds and reimbursements owed to airline passengers – including over $600 million to passengers affected by the Southwest Airlines holiday meltdown in 2022.   
  • Under Secretary Buttigieg, DOT has issued over $164 million in penalties against airlines for consumer protection violations. Between 1996 and 2020, DOT collectively issued less than $71 million in penalties against airlines for consumer protection violations.  
  • DOT recently launched a new partnership with a bipartisan group of state attorneys general to fast-track the review of consumer complaints, hold airlines accountable, and protect the rights of the traveling public.  
  • In 2023, the flight cancellation rate in the U.S. was a record low at under 1.2% — the lowest rate of flight cancellations in over 10 years despite a record amount of air travel.  
  • DOT is undertaking its first ever industry-wide review of airline privacy practices and its first review of airline loyalty programs.

In addition to finalizing the rules to require automatic refunds and protect against surprise fees, DOT is also pursuing rulemakings that would:

  • Propose to ban family seating junk fees and guarantee that parents can sit with their children for no extra charge when they fly. Before President Biden and Secretary Buttigieg pressed airlines last year, no airline committed to guaranteeing fee-free family seating. Now, four airlines guarantee fee-free family seating, and the Department is working on its family seating junk fee ban proposal.  
  • Propose to make passenger compensation and amenities mandatory so that travelers are taken care of when airlines cause flight delays or cancellations.   
  • Expand the rights for passengers who use wheelchairs and ensure that they can travel safely and with dignity . The comment period on this proposed rule closes on May 13, 2024.

There are different implementation periods in this final rule ranging from six months for airlines to provide automatic refunds when owed to 12 months for airlines to provide transferable travel vouchers or credits when consumers are unable to travel for reasons related to a serious communicable disease.

EBSIS Ul'Yanovsk Class Nuclear Aircraft Carrier:

Few people believe that the EBSIS naval forces are as powerful as they are but the reality is that they are quite dangerous. The Ul'Yanovsk Class Nuclear Aircraft Carrier is a new carrier design that was laid down just before the Global War and while not quite the equal of American designs, still carries a good number of aircraft and is the most powerful pre global war carrier design not constructed by the Americans. The Ul'Yanovsk was to have been commissioned around 1994 but was delayed during the Global War and was fully commissioned in January of 2004. This delay was due to adding new systems and incorporating high strength ceramics into the design to enable it to withstand far more damage. While the ship is nuclear powered, the EBSIS has two conventionally powered carriers that are smaller but similar in many respects. These are the Tbilisi and Riga and plans are to upgrade them to the same standards as the Ul'Yanovsk as far as armor and standard. This is question due to budget constraints. A second ship of the Ul'Yanovsk class was planned but scrapped after the purchasing of the Iapetus.

Unlike the Kirov class cruiser, the carrier design is fully nuclear powered which allows for much greater endurance at high speed. In addition, the ship has more space for carrying aviation fuel than is carried on the ships half brothers. Brothers, because the Russians consider their ship designs as male unlike Americans and most other nations. The ship has four PWR nuclear reactors (fission not fusion rectors) that produce 240,000 horsepower and can propel the ship at speeds of up to 32 knots. The ship is incredibly well armed and has multiple anti-missile defense system. The ship is in reality better defended with its own defenses better than American designs. The missile launchers have been converted to fire missiles that are copies of designs stolen for the RDF. It was original planned that the carrier would have catapults but due to engineering problems, the ship was equipped with a ski jump to launch aircraft.

Similar to most newer Soviet ship designs, the ship has very luxurious quarters for the officers especially the Captain and any flag officers that are embarked. The ship is designed to be able to act as a flagship and has been often been used as one. The ship carries 30 Su-27 Fighters, 10 Su-25 Attack Aircraft, and around 15 helicopters. Helicopters can be used for extending radar range and for searching for submarines.
