Green tax for new vehicles to come into effect from April 1, valid for autos too; two-wheelers spared
Thiruvananthapuram: The green tax which has been imposed for the first time in Kerala for new vehicles would be applicable to diesel autorickshaws as well.
Even though this announcement was made in the State Budget, during the subsequent discussions held in the House Finance Minister K N Balagopal had hinted at exempting autorickshaws from the tax. But Rs 500 green tax has been imposed on new autorickshaws in the Finance Bill which was passed on Friday.
Though old vehicles already come under the purview of the green tax, autorickshaws and two-wheelers had been exempted. This exemption will continue.

There will be no green tax on new two-wheelers.
A hike in the green tax and land tax has been envisaged in the Finance Bill passed by the Legislative Assembly on Friday.
The hike of 10 percent in fair value of land will be brought out as a separate notification. All the hikes announced in the Budget would come into effect from April 1.
Green tax for new diesel vehicles
Autorickshaw – Rs 500
Light vehicles – Rs 1,000
Medium vehicles – Rs 1,500
Heavy vehicles – Rs 2,000
All other vehicles barring bikes – Rs 1,000
Vehicle type and Weight
Light | Up to 7,500 kg
Medium | 7,500 to 12,000 kg
Heavy | Above 12,000 kg
Green tax for old vehicles
The green tax ranges from Rs 200 to Rs 600 for various category of old vehicles.
For all four-wheelers which have completed 15 years a green tax of Rs 600 has to be remitted once in every five years at the time of renewing registration.
For light transport vehicles with four wheels or more Rs 200 has to paid each year at the time of fitness examination. The green tax is Rs 300 each for vehicles which have completed 15 years.
For medium transport vehicles which have completed 10 years Rs 300 has to paid every year at the time of renewing fitness and Rs 450 each after completing 15 years.
For heavy transport vehicles above 10 years the green tax is Rs 400 each annually at the time of renewal of fitness and Rs 600 each after completion of 15 years.

All India Permit: Kerala, TN to step back from collecting entry tax as petitioners approach SC

New Delhi: Kerala will not levy entry tax on All India Tourist Permit or National permit (NP) vehicles registered in other states. The state gave this response in relation to the petition filed by vehicle owners in the Supreme court (SC) against the levying of entry tax. The Tamil Nadu (TN) government has also informed the SC that it will not charge entry tax from NP vehicles. With this, it is now clear that both the governments will not collect entry tax from the Robin bus owner Gireesh.
Earlier, the SC had issued an interim order restraining the collection of tax on petitions filed by various private bus owners against the collection of special entry tax by state governments. The petitioners informed the SC that the vehicles are being stopped and collected in the middle of the night and even in the early hours of the morning. This causes inconvenience for passengers too, the petitioners said.
Senior advocate S. Muralidhar, who represented the private vehicle owners, demanded that a contempt of court action be taken against the tax collectors. The TN government informed the SC that its officials failed to implement the court’s interim order but assured that taxes will not be collected henceforth. Subsequently, the SC issued a contempt notice to the TN government but exempted the officials in question from appearing in person.
When the TN government agreed to not collect entry tax, the petitioners demanded in court that Kerala also be restrained from doing so. Following this, senior advocate, Jayanth Muthuraj and standing counsel Nishe Rajan Sonkar, appearing for Kerala stated that the state would follow the SC’s interim order.

Vehicles coming to TN can now pay permit fees, road tax online
CHENNAI: To eliminate corruption at check posts on inter-state borders, the transport department recently introduced an online system for paying road taxes and temporary permit fees for vehicles from other states.
So far, vehicles from Andhra Pradesh, Karnataka, Puducherry, and Kerala paid temporary permit fees and road tax at counters of check posts manned by transport department staff. The State has 20 check posts on the borders of neighbouring States and one at Poonamallee to monitor the movement of incoming vehicles from Bengaluru and Chittoor via various diversion routes. The State gets the highest tax revenue from Hosur (Krishnagiri), KG Chavadi (Coimbatore) and Pethikuppam (Tiruvallur) check posts.
Official sources said the pilot project for receiving road tax and temporary permit fees from other State vehicles online (vahan portal) was introduced at two RTO check posts at KG Chavadi and Pethikuppam 45 days ago. “Now it has been extended to all the 21 check posts. The vehicles can show the payment receipt at the check posts where the infrastructure has been provided to verify the receipt,” said a senior officer from the transport department. Online payment facility has been introduced for all vehicles, including omnibuses, tourist taxis, maxi cabs and commercial vehicles from other states.
“Vehicle’s fitness certificate, pollution control certificate and green tax payment information have been integrated with the vahan portal. Hence, vehicles that fulfil the requirements online need not halt at RTO check posts,” explained the official.
In the last few years, several lakhs of rupees have been seized by the Directorate of Vigilance and Anti-Corruption (DVAC) from RTO check posts at Pethikuppam (Gummidipundi), Hosur, Serkadu (Ranipet) and KG Chavadi (Coimbatore). At least 10 officials in the rank of RTO and vehicle inspectors and others are facing DVAC cases. The RTO check posts have been known for “institutionalising” corruption mainly because of rampant violations such as overloading of commercial vehicles and inadequate transport documents for inter-state vehicles. Industry sources said close to 90% of lorries from Karnataka and Andhra Pradesh carry 5% to 20% more load than what is permitted.
“Transport-related documents such as permits, driving licence, insurance, green tax and pollution certificate may also expire or go missing for various reasons. In the past, these documents were verified manually. Hence, bribery proliferated,” explained a source.

A section of tourist vehicle owners from other states have taken the legal course against the tax move. At present Kerala levies an entry tax on a quarterly basis at Rs 1,650 per seat, while Karnataka and Tamil Nadu have been levying Rs 1,750 and Rs 2,000, respectively.
