With Brannon Braga taking up the showrunner's role after Jeri Taylor 's retirement, season five saw the franchise settle into what was to become a familiar pattern of story-telling following the changes made during the latter half of season three , and the tumultuous events of season four . A desire to return to Earth remained the Voyager crew's singular mission, but the themes of "family" and of Voyager as "home" introduced in seasons three and four meant that the series paradigm gently shifted in season five, evidenced best by Janeway 's remark at the end of Voyager 's 100th episode, " Timeless ";

" It no longer seems a case of if we get home, but when! "

Nevertheless, season five could also be characterized as having a darker, more brooding atmosphere than had gone before, with several of the principal characters facing extremely dark moments in their development. None more so than in the season premiere " Night " which sees Voyager attempting to traverse a dark region of space, devoid of all matter and energy. It is during this episode that Janeway is forced to confront her unceasing guilt over the initial decision she made to destroy the Caretaker 's array at the beginning of the series, and strand Voyager in the Delta Quadrant .

" I made an error in judgment, Chakotay. It was short-sighted and it was selfish, and now all of us are paying for my mistake! "

Other similar crises of confidence are played out throughout the season. B'Elanna Torres , racked with grief over the death of her friends in the Maquis , begins to self-harm in " Extreme Risk ", Seven of Nine becomes overwhelmed by the voices of the Collective in " Infinite Regress ", Tom Paris faces demotion and incarceration in " Thirty Days ", The Doctor 's decision-making skills are tested as he revisits the greatest threat to his program in " Latent Image ", and Harry Kim 's spotless record receives a dent for the first time when he continues a sexual relationship against orders in " The Disease " (according to Garrett Wang in an interview for the Season 5 DVD set, the episode was titled "Alien Love Story"). Arguably Captain Janeway experiences the most of the dark traits in Season 5, most notably in her getting angry with Tom Paris, Harry Kim and The Doctor in the episodes "Thirty Days," "The Disease," and "Latent Image," respectively.

This sombre bleakness arguably reaches a crescendo with two episodes midway through the season. In " Bliss ", a bio-plasmic lifeform uses neurogenic fields to induce illusions amongs the crew, convincing them to enter what they believe is a wormhole leading directly to the Alpha Quadrant . Once inside the creature, the audience is treated to shots (for the first time since the series began) showing Voyager 's return to Earth . The fact that the images are merely telepathic delusions makes "Bliss" one of the darkest episodes of the season. And in " Course: Oblivion ", in a throw-back to season four's " Demon ", the crew realize they are nothing but bio-mimetic copies of the original crew and slowly, one by one, succumb to radiation poisoning from Voyager 's enhanced warp drive. The episode closes with the entire ship and crew reduced to a cloud of dichromate particulates, with no record of their existence surviving. "Course: Oblivion" marks a departure from the usual style of Star Trek (and American) story-telling in general with no "happy ending", no moral at the end, and nothing to redeem the crew's struggle as being ultimately "worth it".

Other developments of note in season five include the use of a new multi-spatial probe, which makes its first appearance in " Extreme Risk ", and the construction of a new and improved shuttle. Christened the Delta Flyer , the new ship would take center stage during away missions for the remainder of the series. A tentative resolution to the conflict with Species 8472 is negotiated during " In the Flesh ", and Kate Mulgrew 's favorite episode " Counterpoint " makes an appearance towards the middle of the season. Leading antagonists include the Borg who appear in multiple episodes throughout the season, most notably in Voyager 's first movie length episode " Dark Frontier ". Marketing at the time trumpeted this episode as featuring the return of the Borg Queen , first introduced in the Star Trek movie, Star Trek: First Contact .

The Malon are introduced as polluting industrialists and another species for Voyager to contend with, during the season premiere, " Night ". Although the Malon make only two more appearances in season five, namely " Extreme Risk " and " Juggernaut ", and a passing reference in " Think Tank " and season seven 's " The Void ", they could perhaps be considered alongside the Kazon , the Borg, the Hirogen , the Vidiians and the Hierarchy as being stalwart species of the series as a whole, and contributing greatly to Voyager 's overall journey.

The season finale (the first cliffhanger season finale since season three's "Scorpion," in 1997) sees Voyager make contact with their first Federation starship, the USS Equinox , under the command of Captain Ransom (John Savage). Initial celebrations at finding kindred spirits quickly turn sour however when it is revealed that Ransom and his crew have all but abandoned the Prime Directive by killing innocent lifeforms in an attempt to get home faster. The tension between Janeway and Chakotay (begun as far back as the season three finale, " Scorpion "), is heightened to a mutinous fever-pitch, as Janeway's vendetta against Ransom drives a wedge between her and her crew as the sixth season begins.

Aside from the action, it should perhaps be noted that it is within season five that the first hints of dissension in the ranks of the principal actors begins to make itself known. A closer look at the episodes reveals that season five remained top-heavy with stories centering on Seven of Nine and her relationship with Janeway, and if anything, encounters with the Borg increased as a result. The one other principal actor whose story-lines and character development appears to have suffered as a result is clearly Robert Beltran as Chakotay. ( citation needed • edit ) With this in mind, it is perhaps not surprising that during and after season five, Beltran began to become more vocal and illustrative of his dissatisfaction with the direction the series appeared to be taking. Beltran was however not alone, as some critics of the show had begun to liken Voyager to the "Janeway and Seven of Nine show." ( citation needed • edit ) It may be fair to say that Voyager 's high-water mark had been reached with the advent of " Scorpion " and the rapturous applause for the series during season four had perhaps begun to wear off.

The Deck 1 sets, such as the bridge, suffered smoke and sprinkler damage as a result of a fire during this season on 2 October 1998 . Robert Picardo once jokingly claimed he had started the fire with a lit cigar. [1] (X) The blaze was actually started by one of the studio arc lamps' bulbs exploding. ( Delta Quadrant , p. 281) " One of the light bulbs popped, " offered Tom Paris and Captain Proton actor Robert Duncan McNeill . " I guess the spark smoldered down in the dust, and caught fire on the ceiling of the bridge. " ( Cinefantastique , Vol. 31, No. 11, p. 52) The sparks also set fire to the starfield backdrop curtain. ( Delta Quadrant , p. 281; Beyond the Final Frontier , p. 326) The fire was only a minimal one, however, and the main damage was caused by the sprinklers that doused the flames. ( Delta Quadrant , p. 281; Beyond the Final Frontier , p. 326)

Robert Duncan McNeill remarked, " No one was hurt, but we had a hungry crew and our lunch was on that stage. " ( Cinefantastique , Vol. 31, No. 11, p. 52) The small blaze occurred during a publicity photo shoot with executive producer Rick Berman . ( Cinefantastique , Vol. 31, No. 11, p. 52; Delta Quadrant , p. 281) According to the unofficial reference book Delta Quadrant (p. 281), Berman's presence on the bridge at the time prompted some deprecating humorists to claim that "the lightning missed." Robert Duncan McNeill also commented on the link between Berman being on the bridge and parts of the same set meanwhile igniting; " I don't know what the connection is but I am sure there is some meaning. " ( Cinefantastique , Vol. 31, No. 11, p. 52)

Minor repairs were required, largely owing to the water damage that the small fire had caused. ( Star Trek: Voyager Companion  (p. 284)) According to Delta Quadrant (p. 281), these repairs were used – by the construction crew and the art department – as an excuse to make a few slight modifications, such as reupholstering the chairs.

After some inventive sleuthing, the mission team can — for the first time in five months — check the health and status of the most distant human-made object in existence.

For the first time since November , NASA’s Voyager 1 spacecraft is returning usable data about the health and status of its onboard engineering systems. The next step is to enable the spacecraft to begin returning science data again. The probe and its twin, Voyager 2, are the only spacecraft to ever fly in interstellar space (the space between stars).

Voyager 1 stopped sending readable science and engineering data back to Earth on Nov. 14, 2023, even though mission controllers could tell the spacecraft was still receiving their commands and otherwise operating normally. In March, the Voyager engineering team at NASA’s Jet Propulsion Laboratory in Southern California confirmed that the issue was tied to one of the spacecraft’s three onboard computers, called the flight data subsystem (FDS). The FDS is responsible for packaging the science and engineering data before it’s sent to Earth.

The team discovered that a single chip responsible for storing a portion of the FDS memory — including some of the FDS computer’s software code — isn’t working. The loss of that code rendered the science and engineering data unusable. Unable to repair the chip, the team decided to place the affected code elsewhere in the FDS memory. But no single location is large enough to hold the section of code in its entirety.

So they devised a plan to divide the affected code into sections and store those sections in different places in the FDS. To make this plan work, they also needed to adjust those code sections to ensure, for example, that they all still function as a whole. Any references to the location of that code in other parts of the FDS memory needed to be updated as well.

The team started by singling out the code responsible for packaging the spacecraft’s engineering data. They sent it to its new location in the FDS memory on April 18. A radio signal takes about 22 ½ hours to reach Voyager 1, which is over 15 billion miles (24 billion kilometers) from Earth, and another 22 ½ hours for a signal to come back to Earth. When the mission flight team heard back from the spacecraft on April 20, they saw that the modification worked: For the first time in five months, they have been able to check the health and status of the spacecraft.

During the coming weeks, the team will relocate and adjust the other affected portions of the FDS software. These include the portions that will start returning science data.

Voyager 2 continues to operate normally. Launched over 46 years ago , the twin Voyager spacecraft are the longest-running and most distant spacecraft in history. Before the start of their interstellar exploration, both probes flew by Saturn and Jupiter, and Voyager 2 flew by Uranus and Neptune.

NASA's Voyager 1 spacecraft finally phones home after 5 months of no contact

On Saturday, April 5, Voyager 1 finally "phoned home" and updated its NASA operating team about its health.

NASA's interstellar explorer Voyager 1 is finally communicating with ground control in an understandable way again. On Saturday (April 20), Voyager 1 updated ground control about its health status for the first time in 5 months. While the Voyager 1 spacecraft still isn't sending valid science data back to Earth, it is now returning usable information about the health and operating status of its onboard engineering systems. 

Thirty-five years after its launch in 1977, Voyager 1 became the first human-made object to leave the solar system and enter interstellar space . It was followed out of our cosmic quarters by its space-faring sibling, Voyager 2 , six years later in 2018. Voyager 2, thankfully, is still operational and communicating well with Earth. 

The two spacecraft remain the only human-made objects exploring space beyond the influence of the sun. However, on Nov. 14, 2023, after 11 years of exploring interstellar space and while sitting a staggering 15 billion miles (24 billion kilometers) from Earth, Voyager 1's binary code — computer language composed of 0s and 1s that it uses to communicate with its flight team at NASA — stopped making sense.

In March, NASA's Voyager 1 operating team sent a digital "poke" to the spacecraft, prompting its flight data subsystem (FDS) to send a full memory readout back home.

This memory dump revealed to scientists and engineers that the "glitch" is the result of a corrupted code contained on a single chip representing around 3% of the FDS memory. The loss of this code rendered Voyager 1's science and engineering data unusable.

The NASA team can't physically repair or replace this chip, of course, but what they can do is remotely place the affected code elsewhere in the FDS memory. Though no single section of the memory is large enough to hold this code entirely, the team can slice it into sections and store these chunks separately. To do this, they will also have to adjust the relevant storage sections to ensure the addition of this corrupted code won't cause those areas to stop operating individually, or working together as a whole. In addition to this, NASA staff will also have to ensure any references to the corrupted code's location are updated.

On April 18, 2024, the team began sending the code to its new location in the FDS memory. This was a painstaking process, as a radio signal takes 22.5 hours to traverse the distance between Earth and Voyager 1, and it then takes another 22.5 hours to get a signal back from the craft. 

By Saturday (April 20), however, the team confirmed their modification had worked. For the first time in five months, the scientists were able to communicate with Voyager 1 and check its health. Over the next few weeks, the team will work on adjusting the rest of the FDS software and aim to recover the regions of the system that are responsible for packaging and returning vital science data from beyond the limits of the solar system.

Inside NASA's 5-month fight to save the Voyager 1 mission in interstellar space

After working for five months to re-establish communication with the farthest-flung human-made object in existence, NASA announced this week that the Voyager 1 probe had finally phoned home.

For the engineers and scientists who work on NASA’s longest-operating mission in space, it was a moment of joy and intense relief.

“That Saturday morning, we all came in, we’re sitting around boxes of doughnuts and waiting for the data to come back from Voyager,” said Linda Spilker, the project scientist for the Voyager 1 mission at NASA’s Jet Propulsion Laboratory in Pasadena, California. “We knew exactly what time it was going to happen, and it got really quiet and everybody just sat there and they’re looking at the screen.”

When at long last the spacecraft returned the agency’s call, Spilker said the room erupted in celebration.

“There were cheers, people raising their hands,” she said. “And a sense of relief, too — that OK, after all this hard work and going from barely being able to have a signal coming from Voyager to being in communication again, that was a tremendous relief and a great feeling.”

The problem with Voyager 1 was first detected in November . At the time, NASA said it was still in contact with the spacecraft and could see that it was receiving signals from Earth. But what was being relayed back to mission controllers — including science data and information about the health of the probe and its various systems — was garbled and unreadable.

That kicked off a monthslong push to identify what had gone wrong and try to save the Voyager 1 mission.

Spilker said she and her colleagues stayed hopeful and optimistic, but the team faced enormous challenges. For one, engineers were trying to troubleshoot a spacecraft traveling in interstellar space , more than 15 billion miles away — the ultimate long-distance call.

“With Voyager 1, it takes 22 1/2 hours to get the signal up and 22 1/2 hours to get the signal back, so we’d get the commands ready, send them up, and then like two days later, you’d get the answer if it had worked or not,” Spilker said.

The team eventually determined that the issue stemmed from one of the spacecraft’s three onboard computers. Spilker said a hardware failure, perhaps as a result of age or because it was hit by radiation, likely messed up a small section of code in the memory of the computer. The glitch meant Voyager 1 was unable to send coherent updates about its health and science observations.

NASA engineers determined that they would not be able to repair the chip where the mangled software is stored. And the bad code was also too large for Voyager 1's computer to store both it and any newly uploaded instructions. Because the technology aboard Voyager 1 dates back to the 1960s and 1970s, the computer’s memory pales in comparison to any modern smartphone. Spilker said it’s roughly equivalent to the amount of memory in an electronic car key.

The team found a workaround, however: They could divide up the code into smaller parts and store them in different areas of the computer’s memory. Then, they could reprogram the section that needed fixing while ensuring that the entire system still worked cohesively.

That was a feat, because the longevity of the Voyager mission means there are no working test beds or simulators here on Earth to test the new bits of code before they are sent to the spacecraft.

“There were three different people looking through line by line of the patch of the code we were going to send up, looking for anything that they had missed,” Spilker said. “And so it was sort of an eyes-only check of the software that we sent up.”

The hard work paid off.

NASA reported the happy development Monday, writing in a post on X : “Sounding a little more like yourself, #Voyager1.” The spacecraft’s own social media account responded , saying, “Hi, it’s me.”

So far, the team has determined that Voyager 1 is healthy and operating normally. Spilker said the probe’s scientific instruments are on and appear to be working, but it will take some time for Voyager 1 to resume sending back science data.

Voyager 1 and its twin, the Voyager 2 probe, each launched in 1977 on missions to study the outer solar system. As it sped through the cosmos, Voyager 1 flew by Jupiter and Saturn, studying the planets’ moons up close and snapping images along the way.

Voyager 2, which is 12.6 billion miles away, had close encounters with Jupiter, Saturn, Uranus and Neptune and continues to operate as normal.

In 2012, Voyager 1 ventured beyond the solar system , becoming the first human-made object to enter interstellar space, or the space between stars. Voyager 2 followed suit in 2018.

Spilker, who first began working on the Voyager missions when she graduated college in 1977, said the missions could last into the 2030s. Eventually, though, the probes will run out of power or their components will simply be too old to continue operating.

Spilker said it will be tough to finally close out the missions someday, but Voyager 1 and 2 will live on as “our silent ambassadors.”

Both probes carry time capsules with them — messages on gold-plated copper disks that are collectively known as The Golden Record . The disks contain images and sounds that represent life on Earth and humanity’s culture, including snippets of music, animal sounds, laughter and recorded greetings in different languages. The idea is for the probes to carry the messages until they are possibly found by spacefarers in the distant future.

“Maybe in 40,000 years or so, they will be getting relatively close to another star,” Spilker said, “and they could be found at that point.”

Back From the Brink: NASA’s Voyager 1 Restores Data Transmission After 5 Months

NASA ’s Voyager 1 spacecraft has begun transmitting usable engineering data for the first time since November after a chip failure in one of its onboard computers halted data transmission.

For the first time since November 2023 , NASA’s Voyager 1 spacecraft is returning usable data about the health and status of its onboard engineering systems. The next step is to enable the spacecraft to begin returning science data again. The probe and its twin, Voyager 2, are the only spacecraft to ever fly in interstellar space (the space between stars).

Voyager 1 stopped sending readable science and engineering data back to Earth on November 14, 2023, even though mission controllers could tell the spacecraft was still receiving their commands and otherwise operating normally. In March, the Voyager engineering team at NASA’s Jet Propulsion Laboratory in Southern California confirmed that the issue was tied to one of the spacecraft’s three onboard computers, called the flight data subsystem (FDS). The FDS is responsible for packaging the science and engineering data before it’s sent to Earth.

Solution to the Memory Issue

The team discovered that a single chip responsible for storing a portion of the FDS memory — including some of the FDS computer’s software code — isn’t working. The loss of that code rendered the science and engineering data unusable. Unable to repair the chip, the team decided to place the affected code elsewhere in the FDS memory. But no single location is large enough to hold the section of code in its entirety.

Implementing the Fix

So they devised a plan to divide the affected code into sections and store those sections in different places in the FDS. To make this plan work, they also needed to adjust those code sections to ensure, for example, that they all still function as a whole. Any references to the location of that code in other parts of the FDS memory needed to be updated as well.

The team started by singling out the code responsible for packaging the spacecraft’s engineering data. They sent it to its new location in the FDS memory on April 18. A radio signal takes about 22 ½ hours to reach Voyager 1, which is over 15 billion miles (24 billion kilometers) from Earth, and another 22 ½ hours for a signal to come back to Earth. When the mission flight team heard back from the spacecraft on April 20, they saw that the modification worked: For the first time in five months, they were able to check the health and status of the spacecraft.

Future Plans and Voyager 2 Status

During the coming weeks, the team will relocate and adjust the other affected portions of the FDS software. These include the portions that will start returning science data.

Voyager 2 continues to operate normally. Launched over 46 years ago , the twin Voyager spacecraft are the longest-running and most distant spacecraft in history. Before the start of their interstellar exploration, both probes flew by Saturn and Jupiter , and Voyager 2 flew by Uranus and Neptune .

A fter five months NASA’s Voyager 1 spacecraft is once again returning usable data to Earth. Voyager 1 stopped sending usable data in November last year though NASA scientists knew it was receiving data from them.

The space craft is the most distant manmade object in space having entered interstellar space 22 years ago. Voyager 1, and its twin Voyager 2, were launched 46 years ago.

Morning sky: Mercury, Mars and Saturn will be visible in the east before sunrise. Mercury rises around 6 a.m. and will enter the Sun’s glare by the end of the month. Mars rises around 5 a.m. in early May and around 4 a.m. at month’s end. Saturn rises around 4:30 a.m. at the beginning of May and around 2:30 a.m. by end of month. 5th : Crescent Moon between Mars and Mercury in the early morning sky.

8th : New Moon.

12th: Crescent Moon near bright star Pollux in Gemini in the early evening sky.

15th: First quarter Moon near bright star Regulus in Leo in the evening sky.

18th: Moon occults bright star Beta Virginis beginning at 1:53 a.m. and ends at 2:50 a.m.

23rd: Full Moon near bright star Antares in Scorpius in the evening sky.

31st: Moon near Saturn in morning sky.

All eyes will be on the 150th Kentucky Derby that will take place on Saturday, May 4, at Churchill Downs in Louisville, Kentucky. The morning-line odds for all 20 participants have been released, revealing the early favorites for the first leg of horse racing's prestigious Triple Crown.

According to the early odds, two American horses born in Kentucky are leading the pack. Sierra Leone , a promising contender at Post 2, is trained by the renowned Chad Brown and jockeyed by the talented Tyler Gafflione. The other early favorite, Fierceness at Post 17, has a winning reputation and is trained by the esteemed Todd Pletcher. Fierceness is jockeyed by the three-time Kentucky Derby winner, John Velazquez.

However, a twist in events occurred when Encino , the horse originally slated to start from post 9, was scratched from the race. This led to a reshuffling of the post positions, with horses originally set in posts 10-20 moving up one post. As a result, Epic Ride will now start from post-20, stepping in as Encino's substitution.

What to know about the Fed’s rate decision.

Federal Reserve officials left interest rates unchanged and signaled that they are wary about how stubborn inflation is proving, paving the way for a longer period of high interest rates.

The Fed held borrowing costs steady at 5.33 percent on Wednesday, leaving them at a more than two-decade high where they have been set since July. Central bankers reiterated that they need “greater confidence” that inflation is coming down before reducing rates.

“Readings on inflation have come in above expectations,” Jerome H. Powell, the Fed chair, said at a news conference following the release of the central bank’s rate decision.

The Fed stands at a complicated economic juncture. After months of rapid cooling, inflation has proved surprisingly sticky in early 2024. The Fed’s preferred inflation index has made little progress since December, and although it is down sharply from its 2022 highs, it remains well above the Fed’s 2 percent goal — calling into question how soon and how much officials will be able to lower interest rates.

“What we’ve said is that we need to be more confident” that inflation is coming down sufficiently and sustainably, Mr. Powell said. “It appears that it’s going to take longer for us to reach that point of confidence.”

The Fed raised interest rates quickly between early 2022 and the summer of 2023, hoping to slow the economy by cooling demand. Higher Fed policy rates trickle through financial markets to push up mortgage, credit card and business loan rates, which can cool both consumption and company expansions over time.

But Fed policymakers stopped raising rates last year because inflation had begun to come down and the economy appeared to be cooling, making them confident that they had done enough. They had expected to make three interest rate cuts in 2024 as recently as March. Now, though, inflation’s recent staying power has made that look less likely.

Many economists have begun to push back their expectations for when rate reductions will begin, and investors now expect only one or two this year. Odds that the Fed will not cut rates at all this year have increased notably over the past month.

Mr. Powell made it clear on Wednesday that officials still think that their next policy move is likely to be a rate cut and said that a rate increase is “unlikely.” But he demurred when asked whether three reductions are likely in 2024.

He laid out pathways in which the Fed would — or would not — cut rates. He said that if inflation comes down or the labor market weakens, borrowing costs could come down.

“If we did have a path where inflation proves more persistent than expected, and where the labor market remains strong, but inflation is moving sideways and we’re not gaining greater confidence, well that could be a case in which it could be appropriate to hold off on rate cuts,” Mr. Powell said.

Investors responded favorably to those comments: Stocks rose and bond yields fell as Mr. Powell was speaking.

A longer period of high Fed rates will be felt from Wall Street to Main Street. Key stock indexes fell in April as investors came to expect a longer stretch of elevated borrowing costs, and mortgage rates have crept back above 7 percent, making home buying pricier for many want-to-be owners.

But Fed officials are planning to keep rates high for a reason: They want to be sure to stamp out inflation fully to prevent quickly rising prices from becoming a more permanent part of America’s economy. Inflation has cooled sharply from its 2022 peak of 7.1 percent, but at 2.7 percent, it is still well above the Fed’s 2 percent goal.

Policymakers are closely watching how inflation data shape up as they try to figure out their next steps. Economists still expect that price increases will start to slow down again in the months to come, in particular as rent increases fade from key price measures.

“My expectation is that we will, over the course of this year, see inflation move back down,” Mr. Powell said on Wednesday. But he added that “my confidence in that is lower than it was because of the data that we’ve seen.”

Here are a few key takeaways from Powell’s press conference.

• The Fed still thinks that its next move will be a rate cut, and Powell clearly said that further rate increases are "unlikely."

• Still, it is not clear how much the Fed will manage to cut rates this year. Inflation is cooling more slowly than officials had expected.

• Powell avoided commenting on whether three rate cuts are still possible this year: That was the Fed's forecast as of March, but investors now expect fewer reductions.

• Powell said that he thinks that the current rate setting is weighing on the economy, and that it will continue to do so over time.

• The upshot? We may be headed for a longer period of high rates. For consumers, that means mortgages and credit card rates could stay pricey for a while.

For investors at least, it seems the main question they had coming into this meeting has been answered. They knew interest rates weren’t going to start falling anytime soon. It appears there is relief that Powell has been clear that he does not think they will increase, either. The S&P 500 is now treading water at around 1 percent higher for the day.

One point Powell has clearly tried to emphasize in this press conference is that the Fed has made a lot of progress, even if that progress has slowed recently. Inflation has come way down, the job market has come into better balance, and overall demand has cooled.

Meanwhile, the strength of the economy means that the Fed can afford to be patient, he says. If the economy starts to lose momentum, the Fed has time to react.

Bond yields are falling and that is helping stocks rally. The two-year Treasury yield is now 0.1 percent lower for the day, on course for its biggest move lower in three months. The S&P 500 is over 1 percent higher.

Powell is asked whether this being an election year raises the bar for rate changes. “We’re always going to do what we think the right hing for the economy is. We’re not looking at anything else,” he said. “We’re at peace with that.”

Many Fed watchers have suggested that policymakers would be reluctant to cut rates right before the election lest they appear to be trying to help Biden. But, as he has before, he rejects that idea. “It’s hard enough to get the economics right,” he says, adding, “If you go down that road when do you stop?”

The questions in this news conference have been split about evenly between whether rates should be higher or lower. But Powell keeps making clear that’s not where the Fed is: Officials are much more focused on the question of when to cut.

Powell pushes back forcefully against the idea that the economy is running the risk of “stagflation.” Inflation has fallen, growth is still strong and unemployment is low, he says. “I don’t see the stag or the flation,” he says.

Republicans have recently been raising the specter of “stagflation” in attacks on Biden; Powell is having none of that here.

The “stagflation” narrative frankly doesn’t make much sense. The risk right now is that the Fed is failing to cool off the economy, and that it will have to get more aggressive to tame inflation. That’s a real concern, but it’s nothing at all like the “stagflation” of the 1970s.

The Fed is keeping rates high, but is simultaneously slowing the roll-off of its bond holdings. On the surface, those two policies might seem to be at cross-purposes. But Powell pushes back against that idea, saying the bond policy isn’t an effort to stimulate the economy but just to avoid disrupting the financial system by reducing its holdings too quickly.

Powell is predicting that inflation is still poised to fall, but that he’s less confident in that than he used to be. “My expectation is that we will, over the course of this year, see inflation move back down” but “my confidence in that is lower than it was because of the data that we’ve seen,” he says.

Powell also makes clear, as he has in prior remarks, that the Fed doesn’t target a certain average wage level. Wages can rise faster than prices if production expands, which happened last year. Could that happen again this year? It would be harder, but it’s not impossible.

Powell dodges an effort to ping him down on when cuts might come, and whether it could happen this year. It will be up to the data, he says.

Some economists have suggested that all the talk of rate cuts basically worked against the Fed’s efforts to control inflation by leading to a rally in financial markets. But Powell pushes back against the notion that there has been a reacceleration in the economy. “What you see is economic activity at a level that’s roughly the same as last year,” he says.”

Investors are really welcoming Powell saying he thinks a rise in interest rates is unlikely, despite some other policymakers saying it could be possible. The S&P 500 is now up 0.9 percent.

The two-year Treasury yield, which is sensitive to changes in interest rate expectations, is also falling.

That was about as firm a “no” to Jeanna’s question as you’ll ever get from Powell. He doesn’t entirely rule out hikes, but he says explicitly they’re unlikely unless the data move in a substantial way.

In response to a question by our Jeanna Smialek, Powell said he thinks it’s "unlikely" that the next policy rate move will be a hike.

Howard Schneider at Reuters leads off the questioning by asking whether interested rates are “sufficiently restrictive.” That’s code for “Are you thinking about raising rates?”

Powell responds by saying he is confident interest rates are cooling down the economy and that he believes they will prove “sufficiently restrictive” over time.

Investors appear to be reacting positively to Powell’s initial comments, with a mini-rally starting after Powell said that interest rates are already “sufficiently restrictive” to slow the economy and inflation. The S&P 500 is now 0.5 percent higher for the day, having nudged lower prior to Powell’s answering reporter’s questions.

And that move is being exacerbated after Powell said that he thinks a rise in interest rates is “unlikely”.

Some economists have said recently that interest rates aren’t actually high enough to bring down inflation. Powell just disagreed with that assessment.

One of the most positive outlooks for employment is the Fed’s ability to use rate cuts as an insurance policy. “We are also prepared to respond to an unexpected weakening in the labor market,” Powell confirmed.
