New rules governing the ways people work and live in the UAE come into effect today, Monday October 3.

Approved by the Cabinet in April, this is one of the biggest shake-ups to the country’s immigration policy in years.

Longer visit visas for tourists , long-term residency for sought-after professionals and easy access to the 10-year Golden Visa scheme were among the headline changes.

But what does this all mean, and does any of it affect or benefit you? Here The National breaks down the changes.

Is the Golden Visa changing?

No costs have yet been released, but some require a deposit of between Dh1,500 and Dh2,000.

What happened?

The Cabinet approved the “executive regulations” of the Federal Decree-Law on Entry and Residence of Foreigners.

This put into motion the creation of new visas and formally approved others, such as the Golden Visa residency system , that had already been rolled out.

Many of the details were made public over the previous 18 months but the new elements include a 60-day entry visa for many tourists and allowing parents to continue to sponsor disabled children when they reach adulthood.

Who are the new visa rules aimed at?

Golden visas

The country’s leaders want to attract more skilled professionals, those with medicine and science backgrounds, the brightest students and tech-savvy minds to live in the Emirates.

Wealthy investors, entrepreneurs and company owners are sought after. Officials hope they will set down roots, invest in property and make the country their long-term home.

The wide range of 10 visa types may benefit many residents and people planning to make the country home.

There are several visa types that are aimed at these groups, including Golden Visas, which were first approved in late 2020. In the first year, 44,000 visas were issued in Dubai alone.

“The golden visa for an ownership of Dh2 million on real estate will definitely be a major boost for middle and higher segments to invest in the UAE through real estate or other sources," said Vijay Valecha, chief investment officer of Century Financial Consultancy.

Green visas

In the middle-income bracket are green visas , which are aimed at skilled workers, freelancers and the self-employed. These grant the holder five years’ residency.

To be eligible, an applicant requires a monthly salary of Dh15,000 and a bachelor's degree in certain skilled fields, including science, law, education, culture or social sciences, among others.

Someone who currently holds a two or three-year trade licence for freelance work may find this option attractive, but the costs have not yet been set out.

A green visa holder can sponsor relatives for residency for five years. Previously, this was typically allowed for two years.

There is no specific provision for lower-income and lower-skilled workers to secure special visas. But jobseeker and five-year multi-entry visas may benefit people who wish to move to the Emirates, or join family here.

In particular, this could benefit people from countries that require paid-for visas in advance of flying, such as India, Pakistan, Philippines and Bangladesh. Officials did not say how long a jobseeker visa was valid for, but previously said six months when it was mooted before the pandemic.

Primarily, it is aimed at “young talent and skilled professionals”. Recent graduates from the world’s top 500 universities are included in this category.

“The abolishment of needing a sponsor or host for a visit visa is a big step to prompt young individuals to come to the UAE for job opportunities,” Mr Valecha said.

Family sponsorship

Last year, authorities allowed parents to sponsor their male children until they were 25 instead of 18.

The decision in April appears to affirm that and to add new provisions, allowing parents with a disabled child to sponsor them into adulthood. Parents can continue to sponsor unmarried daughters at any age.

Why are these changes being made?

The government hopes to attract more highly skilled people to live in the Emirates and build a bigger “knowledge economy”.

Scientists, coders and tech workers and just some of the professionals it hopes to attract.

Population growth is also high on the agenda.

Dubai alone wants to boost its 3.5 million residents to 5.8 million by 2040.

The country further wants to rapidly bounce back from the Covid pandemic , welcoming back millions more tourists. Allowing people to stay more easily for longer aids all of these goals.

Does any of this affect me?

If you are a salaried employee working for a company you are likely to stay on a regular two and three-year visa.

Employees may find they are eligible to secure a Golden Visa, particularly if nominated by a friend or acquaintance with that visa. Their status with their employer would not be affected and health insurance would continue to be provided as standard.

Who is eligible for a Golden Visa?

There is no exhaustive list of every job category.

You can apply here on the website of the Federal Authority for Identity using your Emirates ID and see if you are eligible.

Or you can be nominated directly by someone you know who already has a Golden Visa.

The list of eligible professionals and qualifications includes people in science, technology, arts, culture and the creative industries. People investing Dh1 million to Dh2 million in property also have several options.

Who pays for a visa?

Most of the new visas on the list are aimed at freelancers, self-employed people and business owners, who would foot the bill for their own visa or arrange through their own company.

Golden Visas have already processed payments in the hundreds or low thousands of dirhams.

It’s important to note that by law a regular employee working for a company cannot be made to pay for a basic residency visa.

‘Many roles take months to secure’

Louise Vine, managing director at Inspire Selection recruitment agency in Dubai, earlier this year said the recruitment process for professional roles, and particular senior roles, can take months.

“It gives people a purpose to come here and it helps the government understand they are on a mission to find a job, rather than being here as a tourist,” she said.

The duration, which has not yet been announced, will be important.

Depending on the level of the role, recruitment can take anything from a few weeks to several months, she said.

“You would need potentially three to six months to find a senior role in certain industries,” Ms Vine said.

“There are fewer jobs and also the interview process is quite lengthy, so it’s not just one interview and job done. It could be four or five interviews and case studies to prepare for, so it takes time.”

Dubai: The new entry and residency scheme for foreigners in UAE will be active as of September this year.

The UAE cabinet, headed by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has approved the executive regulations of the Federal Decree-Law on Entry and Residence of Foreigners aimed at strengthening the UAE position as an ideal destination to live, work and invest.

The new visa rules were announced yesterday.

Ali Mohammad Al Shamsi, Chairman of the Federal Authority for Identity, Citizenship, Customs and Ports Security, said the new executive regulations provide comprehensive information on the types and conditions of entry visas and residence permits.

“The new rules will support sustainable development and the economic diversity policy in the country by attracting skilled workers, talents, professionals, specialists and experts,” said Al Shamsi.

The new model, in some cases, allows people who enter as visitors to stay for 60 days rather than 30 days at present.

Parents can sponsor their male children until the age of 25, up from 18, allowing them to remain in the UAE after school and university.

Al Shamsi said the new rules have different residencies and new categories to attract investors, entrepreneurs, high skilled workers, outstanding students, frontliners and others.

“The new scheme will ease procedures, adding new advantages and end the link between residency and the work sponsor and enhance quality of life,” he added.

Al Shamsi said the new system will have a new generation of residencies in the country like the green visa that will provide five years of residency for skilled employees, without a sponsor or employer.

The green visa allows the holder to bring his or her family members as well as six months grace period after the residency expires or is canceled.

The green residency has three types. The first is for skilled workers, while the second is for freelancers and self-employed individuals. The third is for investors to establish or participate in commercial activities. It replaces the previous residence that was valid for two years only.

“The cabinet was keen to enhance family stability for residents and the new rules add new benefits for family members. Children of determination are granted a residence permit, regardless of their age,” Al Shamsi added.

He said Green Residency holders can bring their first-degree relatives into the country too.

The new model offers new options for visitors to have different, flexible and multi-entry of visit visas for up to one year and ends the need for arrivals to acquire sponsorship. The visit visa offers 60 days of validity and one platform to apply at.

The job exploration visa has been introduced with the aim of attracting young talents and skilled professionals to explore job opportunities. It does not require a sponsor or a host.

Another visa for investors is the exploration visa to explore investment opportunities inside the UAE. It does not require a sponsor or host.

Golden visa categories

Substantial amendments have been introduced to the Golden Residence Scheme to simplify the eligibility criteria and expand the categories of beneficiaries. This long-term 10-year residency is granted to investors, entrepreneurs, exceptional talents, scientists and professionals, outstanding students and graduates, humanitarian pioneers and frontline heroes.

According to the new rules, there will be no restriction related to the maximum duration of stay outside the UAE in order to keep the Golden Residence valid.

The amendments allow the Golden Residence holder to sponsor his/her family members, including spouse and children, regardless of their age, and to sponsor support services (domestic) laborers without limiting their number. If the holder of the Golden Residence dies, then his family members can stay in the UAE until the end of their permit duration.

Golden residency for scientists

The new rules aim to support and boost investment in the property sector by having new benefits in the Golden Residence for investors in this vital sector.

People are entitled to obtain the Golden Residence when purchasing a property worth no less than Dh2 million with a loan from specific local banks. Investors can also obtain Golden Residence when buying one or more off-plan properties of no less than Dh2 million from approved local real estate companies.

Residency is granted to scientists and researchers with high achievements and influence in their field based on recommendation from the Emirates Scientists Council.

The candidate should have a Ph.D. or master’s degree in the disciplines of engineering, technology, life sciences and natural sciences from the best universities in the world. The candidate should have substantial research achievements.

Golden residency for professionals

A major expansion has been introduced in this category to attract highly skilled workers with educational qualifications and professional experience in all disciplines including medicine, sciences and engineering, information technology, business and administration, education, law, culture and social sciences.

The applicants should have a valid employment contract in the UAE, and should be classified in the first or second occupational level as per the Ministry of Human Resources and Emiratisation classification which is aligned with the International Standard of Classification of Occupations ISCO by the International Labour Organisation.

The minimum educational level must be a bachelor’s degree or equivalent, and the monthly salary should not be less than Dh30,000.

Golden residency for exceptional talents

This residence is granted to top talents in vital fields. It is awarded based on talent only, regardless of the educational qualification or the employment status or the monthly salary or professional level.

It requires the recommendation or approval of a federal or local government entity, and includes talented individuals in culture, art, sports, digital technology, invention and innovation and other vital fields.

Golden residency for entrepreneurs

The executive regulations set flexible requirements for entrepreneurs eligible to obtain the Golden Residence; an entrepreneur should own or be a partner in a startup registered in the country in the category of small and medium enterprises SME and generates annual revenues of not less than Dh1 million.

In addition, obtaining approval for a startup idea from an official business incubator or from the Ministry of Economy or the competent local authorities is sufficient to obtain the Golden Residence in this category.

Moreover, if the person is a founder (or one of the founders) of a previous entrepreneurial project (projects) that was sold with a total value of not less than Dh7 million, he will be entitled to Golden Residence. The approval of the Ministry of Economy or the competent local authorities is required for projects or ideas.

Golden visa for outstanding students and graduates

This residency targets high performing students in UAE secondary schools, and outstanding graduates from UAE universities and the best 100 universities worldwide according to specific criteria that includes their academic performance (cumulative average), the year of graduation, and the university classification.

Categories Exempt from Tourist Visa

Citizens of the Gulf Cooperation Council countries do not need a visa to enter the UAE. They can enter the country after presenting their passport issued by one of the GCC countries. Citizens of a few countries can travel to the UAE and obtain an entry visa upon arrival, and the duration of stay according to this visa is up to 30 days. Citizens of other countries can obtain a visa that allows for a stay of up to 90 days upon arrival.

Everything you need to know about getting a tourist visa for Dubai

It’s fairly easy….

Thinking of visiting Dubai, but you’re not sure how to get a tourist visa? Perhaps you already live in this gorgeous city and want to share it with family and friends, but aren’t sure how to go about securing the ever-important visa. For some it’s as easy as showing up at the airport, for others, there is a process that needs to be followed.

Here is everything you need to know about getting a tourist visa for Dubai.

No visa required

Citizens of the GCC areas do not require any sort of visa to enter Dubai. You simply need to provide your passport or your national ID at the point of entry and you will be granted entrance.

Visa on arrival

If you fall into this category, you’re in luck because there are certain countries that can simply arrive at Dubai International Airport and receive a tourist visa, on arrival.

There are a total of 50 countries that receive visas on arrival. Some include The United Kingdom (UK), The United States of America (USA), and countries that are part of the EU. For some countries you will be eligible for a 30-day visa, and for others a 90-day visa, with the possibility of extension.

Indian citizens who are holders of tourist visas from the USA, green cards, or have a residence visa in the UK or EU will also receive a visa on arrival, for 14 days, provided that the green card and residence visas have been valid for more than six months.

If you are a Mexican passport holder, you will be granted a multiple-entry visa on arrival. Your visa is valid for up to 180 days and is valid for six months from the date that the visa has been issued.

The list of countries that are able to attain a tourist visa on arrival in Dubai or the UAE may change from time to time and so you can easily see if you are eligible for a tourist visa on arrival by following the steps here .

Pre-arranged visa

When you do not fall under the above categories that means you need to apply for a tourist visa before you enter Dubai. This can be done in a number of ways.

You can easily apply directly through certain airlines including FlyDubai and Emirates . Alternatively, you can organise a tourist visa through licensed travel agents, tour operators and the hotel you will be staying at.

It is important to note that you cannot apply for a tourist visa through the UAE Embassy, one of the organisers mentioned above will apply for your visa on your behalf through the visa-issuing authorities here in Dubai.

Do I need a visa for the UAE?

You’ll find information about visas below. Use our quick visa search tool to see if you need a visa and the passport requirements for visiting the UAE.

UAE visa on arrival

Preapproved uae visas, prearranged uae visas, sponsoring someone to visit the uae, contact information, 30-day visit eligibility.

If you are a passport holder of the below country or territory, no advance visa arrangements are required to visit the UAE. Simply disembark your flight at Dubai International and proceed to immigration, where your passport will be stamped with a 30-day visit visa free of charge.

90-day visit eligibility

If you are a passport holder of one of the below countries or territories, your passport will be stamped with a multiple entry 90-day visit visa that's valid for 6 months from the date of issue, and for a stay of 90 days in total. Citizens of the below European countries are also entitled to apply for a pre-arranged visit visa if their 90-day visa on arrival has been fully utilized.

180-day visit eligibility

If you hold a Mexican passport you’re eligible for a multiple entry 180-day visit visa that's valid for 6 months from the date of issue, and for a stay of 180 days in total.

Dubai immigration procedures

As an added security measure, Immigration Authorities at Dubai International are now conducting random eye screening for visitors to Dubai.

Visitors asked to proceed for eye screening are required to present a hard copy of their visa or a printed version of the visa number confirmation page at the screening counter. If you do not have a copy with you, a charge of AED 30 per copy applies - payable only in AED.

Important information

Before you travel to the UAE, please check your visa requirements and make sure you have a valid visa if needed, or if your passport needs to be valid for a minimum period. Holders of non-standard passports and travel documents may also have different entry requirements: find out if you need to apply for a visa and other passport requirements.

As of 29 April 2016, GCC residence permit holders will need to apply for a UAE visa before arriving in Dubai.

New visit entry permit to the UAE for Indian nationals

From 7 January 2024, eligible Indian nationals with a normal passport valid for a minimum of six months can obtain a single entry, 14-day visa on arrival. A fee of USD 63 applies.

Eligibility

  • Indian passport holder with USA visa valid for a minimum of six months
  • Indian passport holder with USA green card valid for a minimum of six months
  • Indian passport holder with UK residence card valid for a minimum of six months
  • Indian passport holder with EU residence card from the following countries valid for a minimum of six months

Rules and conditions

  • Visa fees must be paid upon application.
  • Additional visa processing fees apply.
  • The passenger must travel to and from Dubai on Emirates or codeshare flights only.
  • Visa fees are non-refundable.
  • The ticket is non-refundable if the visa has been issued and utilized.
  • Visa processing time is approximately 3 to 4 working days.
  • Entry into the UAE is subject to immigration approval.
  • All visas are valid to enter Dubai for 60 days from the date of issue, except the 96-hour and 48-hour visas, which are valid for 30 days from the date of issue.

Nationals of countries requiring a prearranged UAE visa can now apply and pay for their visas online through emirates.com.

If you are travelling to or stopping over in Dubai with Emirates, you can submit an application and receive your UAE visa entirely online – without having to submit your passport for stamping. You can apply for your UAE visa through our Manage your booking after you book your Emirates flight. VFS processing fees apply. For more information please visit VFS Global.

The online visa application service is available for residents and nationals of many countries around the world. Find out if you can apply for a UAE visa. Applicants' passports must have at least six months' validity as of their date of travel to Dubai, and must be machine readable passports – handwritten passports are not accepted.

This service is only available to passengers with a confirmed Emirates booking where an Emirates ticket has already been issued and the flight itinerary already includes the desired time in Dubai. The itinerary into and out of Dubai should be on one ticket (PNR), and these flights must be Emirates flights. Note that any itineraries including any flights to or from Dubai on other carriers are not eligible for the online visa service.

A minimum of four international working days prior to arrival in Dubai is required, however Emirates does recommend that online applications are made as early as possible.

Are you a student that graduated recently? Looking to sponsor your own visa on the basis of your academics? The Golden Visa issued by UAE is a long-term, renewable residence visa that enables you to stay in the country for a duration of 5 or 10 years, depending on the application category.

Students or graduates who excel in academics can apply to avail this visa. Khaleej Times spoke to an Amer employee to outline the application process for applicants in the UAE.

Am I eligible?

Applicants must apply for the Golden visa within the same emirate where their current visa was issued.

University graduates

Outstanding graduates of universities in the UAE

According to the UAE’s government portal, students of universities in the UAE may be granted a Golden visa for a period of 10 years, if:

  • It has not been more than 2 years since graduation
  • The university must be rated either A or B class by Ministry of Education
  • A recommendation letter from the university or an accredited graduation certificate or an accredited academic record stating that the student’s cumulative GPA (CGPA) is no less than 3.5 for class A universities and no less than 3.8 for class B universities is submitted.

Outstanding graduates of foreign universities

According to the UAE’s government portal, students in foreign universities may be granted a Golden visa for a period of 10 years, if:

  • Graduation certificate is accredited by the Ministry of Education
  • The university is rated among the best 100 universities global according to the rating system recognized by Ministry of Education
  • The student’s cumulative GPA is not less than 3.5

High school students

High school students are eligible for a Golden Visa of 5 years, if:

  • The student is a national-level topper (with a minimum grade of 95 per cent in public or private secondary school)
  • A recommendation letter from Ministry of Education (Emirates Schools Establishment) is submitted.

The Golden Visa is for a duration of 5 years, but may be extended if the student is enrolled in one of the majors or colleges in the country that requires a study period of more than 5 years.

How do I know if my university is rated A or B?

To know the university's classification, the applicant can access the university website, or contact their admin department.

Speaking to Khaleej Times, a Technical Support Specialist at Amer247 messaging platform said:

However, for applications through Amer, the classification is "specifically contingent upon the governing authority under which the educational institution" is based.

This classification can significantly influence the documents required.

The support specialist added: "Notably, for outstanding university students under KHDA, the school must liaise with KHDA for certificate attestation, followed by MOFA attestation, and the issuance of an equivalency certificate to conform with the mandatory Ministerial grading system, typically graded out of 4 or 5."

How do I apply?

Students can expect a faster process if they first receive ICP nomination approval and then visit an Amer centre. According to the Amer agent, the application process can indeed be "expedited and made more efficient" if the student obtains a UAE ICP nomination approval prior to visiting Amer, or utilises the GDRFA platform.

The agent said that the GPA threshold is set at 3.8 to "facilitate a seamless application process." However, certain universities in the UAE are categorized by ICP as exempt from the 3.8 benchmark.

Graduates from these universities can apply for the Golden visa with a GPA of 3.5 if they secure a nomination from ICP, he added.

To apply for a Golden Visa in Dubai, visit icp.com

  • On the homepage, stay logged out. Scroll until you see the left side menu, and click on “Golden Visa” under Services.
  • Click on “start service” under “high school students/college students”
  • Then, go to “Visa – Golden Residence – Nomination Request for Golden Residence – New Request” and click on “Start Service”
  • Fill in the application form, attach the required documents and pay the application fees.
  • Once you receive ICP approval for the nomination request, take a screenshot of the approval email and head to your nearest Amer service centre, with the required documents. Alternatively, you can apply through the GDRFA website, smart application or Customer Happiness Centres.

According to Amer's technical support specialist, students holding the Golden Visa can "extend the visa to their parents, spouses, and children without any prejudice."

Multiple entry 5-year tourist visa

The multiple entry 5-year tourist visa enables tourists to enter the UAE multiple times on self-sponsorship and remain in the country for 90 days on each visit, and can be extended for further 90 days. This type of tourist visa can be issued for all nationalities.

To obtain this visa, the applicant must have:

  • a bank balance of 4,000 USD or its equivalent in foreign currencies during the last six months
  • a valid health insurance policy applicable in the UAE
  • a ticket to and from the UAE

Documents required

To apply for the multiple entry tourist visa, the applicant must provide the following:

  • a colored photo
  • a copy of the passport
  • medical Insurance
  • bank statement for the last 6 months with a balance 4,000 USD or its equivalent in foreign currencies
  • tour programme
  • a ticket for onward journey.
