Things to Know Before Applying for UAE/Dubai Tourist Visa

Getting a Visit Visa for UAE is pretty easy as it takes only a few days. But at first glance, it may seem complicated because you need a sponsor:

  • From someone who is presently residing in UAE. It can be a friend, a relative, colleague, or an acquaintance;
  • An airline like Etihad or Emirates,
  • Or Travel agency.

2, 3, and 4 are easy to find so no need to worry if you don’t know anyone from there.

Different Types of UAE/Dubai Tourist Visa

You have to know first about how long exactly you will be staying in Dubai and who will sponsor you. You can check the visa that’s applicable to you here .

Transit Visa

A transit visa is for 96 hours of stay valid for 14 days from the date of issue. Remember that you should have a confirmed onward ticket to your next destination and a confirmed hotel reservation in the UAE. You must also leave the UAE within 96 hours of arrival.

Visit Visa (Short term/Long term)

A visit visa is a visa by a family member, relative, or friend. The short term visit visa is valid for 30 days. And the long term is for 90 days.

Tourist Visa

A tourist visa is under the visit visa. Anyone from around the world can obtain this visa. This type of visa will grant you up to 30 days to stay in the UAE. It requires a sponsor; either UAE airlines, hotels, and tour operators.

Main requirements in applying for UAE/Dubai Tourist Visa

  • A scanned copy of your passport’s bio page and last page – your passport must be valid for 6 more months from the date of intended travel;

Philippine Passport

  • Scanned colored passport-size photo with white background;
  • Completed application form;
  • Visa fee; and
  • Lastly, if someone will sponsor your trip from the UAE, you will need a copy of their Resident Visa and their Emirates ID Card.

Supporting Documents for UAE/Dubai Tourist Visa

  • Round Trip flight ticket – required if you’re getting your visa through a specific airline;
  • Hotel bookings – required if you’re getting your visa through a hotel;
  • If you’re traveling with your minor child, the minor’s birth certificate; and
  • If applying for a transit visa: a hotel reservation and onward/return flight ticket.

Dubai: Dubai’s Roads and Transport Authority (RTA) has expanded its ‘Bus on Demand’ service to Business Bay following a successful monthlong trial.

The Bus on Demand will facilitate people living and working in the areas to easily commute to Business Bay Metro Station.

Adel Shakri, Director of Planning and Business Development at RTA’s Public Transport Agency, said: “The decision to extend the ‘Bus on Demand’ service to Business Bay aims to bolster the mass transit network and ease congestion in vital areas. The initiative also responds to the growing demand for the service in the Business Bay, a hub for numerous corporate offices and businesses in the emirate.

“The ‘Bus on Demand’ service has been well received by public transport users, particularly as the new expansion includes key areas and passes through a metro and tram station. As such, it provides a kind of integrated public transport network that allows passengers to travel to their destinations swiftly and safely.”|

The initiative operates on a smart response system which tailors bus availability to user demand. This service is executed using mini public buses that connect various areas through a smart app that enables customers to specify their journey from start to finish and pay the applicable fares. The service offers an innovative solution for first and last-mile trips, and links customers’ residential areas to the nearest mass transit stations,” explained Shakri.

How to use it

The service operates through the Dubai Bus On Demand app available on both Apple Store and Google Play Store for smartphones and devices. The service operates 14-seater buses that navigate various geographical areas with flexible schedules and timings. Drivers of these buses can communicate directly with service requesters via the app, allowing them to reach the nearest point to a user’s location within the areas currently covered by the service: Al Barsha, Al Nahda, Dubai Silicon Oasis, and Business Bay. Additionally, RTA plans to expand the service to other geographical areas of the emirate later this year.

‘Every day I cry’: 50 women talk about life as a domestic worker under the Gulf’s kafala system

Denounced as giving a ‘veneer of legality to slaveholding’ and despite claims of reform, kafala laws persist, allowing bosses to abuse women, who vanish from society. This is their testimony, gathered over two years in a Guardian investigation

C ondemned as dangerous and abusive, the kafala labour system not only disregards migrant workers’ rights but depends on exploitation. But 10 years after Qatar was advised by the UN to abolish kafala (“ sponsorship”) entirely and replace it with a regulated labour network , the system is thriving across Lebanon, Jordan and the Gulf states – with the region’s most vulnerable migrants hidden behind closed doors.

Over two years, the Guardian spoke to 50 women who are or were domestic workers in the United Arab Emirates , Saudi Arabia, Kuwait, Oman, Qatar or Jordan. Their testimony reveals a section of society operating under appalling conditions facilitated by the state’s employment apparatus.

Female domestic workers, generally excluded from labour protection laws by working in private homes, are heavily dependent on their employers.

Even in states where kafala laws have been amended or reformed, as in Qatar after the 2014 UN report , little has changed and women report conditions that experts say amount to forced labour.

All of the women interviewed worked seven day weeks and had passports confiscated by their employer. Many reported being subjected to violence and sexual abuse. Most had to pay recruitment fees to get their jobs.

These are indicators of human trafficking – defined by the UN as the exploitation of people through force, coercion, threat and deception.

Women spoke of being dehumanised and treated like “animals”. Perlah*, 33, from the Philippines, worked in Jordan for two years, for a family of six in a flat in Amman until 2022. She was given one meal a day of bread and instant noodles, and had no bed.

Adama's story

'Africans have no rights here … whatever Omanis say is final'

Adama* watched as she was sold for $1,550 (£1,215) in Oman in 2020. She had worked for the seller for two years as a maid. The buyer owned the house she now had to work in. A broker was also present: the policeman Adama had run to for help after her boss tried to rape her.

“He shouted a lot and harassed me about sex,” says Adama, 30, from Sierra Leone. “He hit me and pressured me when I was working.”

Despite Adama asking the police to protect her, the police first tried to return her to him. She says the man would only let her leave if he could sell her.

Adama was tricked into travelling to Oman by a recruitment agent who told her she was going to work in Italy. “This was my first time travelling,” she says. “Even when I arrived at [Muscat] airport, I didn’t know this was Oman and not Italy.”

She did not know she would be a domestic worker and was shocked to be put in a house, working long hours with no day off and for far less money than promised.

“Africans have no rights here,” she says. “Even when you go to the police, whatever Omanis say is final.”

“I slept on the outside balcony of the apartment,” she says. “It was too cold. The neighbours could see me sleep.”

Beatrice* was 21 when a recruiter – a man from her community in Liberia – told her she had been awarded a scholarship to study in Oman. When she arrived in 2021, she was put to work. “The job is tough. You clean, wash the car, wash clothes. We don’t have any vacation.

“They beat you; they starve you,” she says. “We are dying – we need help.”

Under kafala laws, domestic workers are vulnerable to abuse within their employers’ home – and leaving their workplace is a criminal offence.

Tomoya Obokata, a UN special rapporteur on contemporary forms of slavery and professor of international human rights law at the University of York, says: “All conditionshighlighted suggest clear indicators of forced labour or the more severe form of ‘domestic servitude’, contrary to international human rights and labour standards.”

In response to the Guardian’s research, Felipe González Morales, former UN special rapporteur on migrants’ rights, said there were “grave violations of the human rights of migrant female domestic workers” where the kafala system was in force.

Sophia's story

'I feel like I’m still in jail. God forgot me'

Sophia* , 35, fled from an abusive employer in Abu Dhabi, UAE, in 2016. She spent several years living in the UAE undocumented, and during that time gave birth to a girl named Aisha. Sophia worked informally and slept with her child on the floor in friends’ accommodation.

Work dried up in the pandemic, and in 2021, she turned herself in to the police and asked for help to return home to the Philippines. She was handcuffed and taken with Aisha, three, to Dubai's Al-Awir prin. Aisha was also jailed.

“She cried and was banging her head on the floor,” says Sophia. “She hugged me and asked me why did they tie your hands?”

In the jail, she was shocked to be separated from her child, apart from three 30-minute visits a week. Sophia says she was not told how long they would be detained for absconding and overstaying her visa.

“Aisha knew we were in jail. She would call the police to ask them to open the door,” Sophia says. “She kept asking for food … she cried a lot.”

After a three-month sentence, the mother and toddler were repatriated to the Philippines in 2021. “I feel like I’m still in jail,” says Sophia. “Why me? God forgot me.”

“The mandate of the UN special rapporteur on the human rights of migrants has called on states to abolish the kafala system, which is a key factor for abuses and impunity, as employers operate as a sort of intermediary of the state, placing female domestic migrant workers in a situation of special vulnerability,” he adds.

François Crépeau, also a former UN special rapporteur, says the labour system is used to extract maximum work for minimum cost.

“The kafala system was transformed into the very oppressive mechanism that we know when those countries struck oil and suddenly became extremely rich and had lots of people to work for them,” he says.

“Before oil, they did not have all these people working for them, or the concentration of wealth.”

According to Bernard Freamon, a US law professor and human trafficking expert, kafala gives a “veneer of legality to slaveholding”.

He says: “The kafala system facilitates slavery because it keeps people from having any rights. It keeps them under an absolute regime of control.

“It enables the citizens of the country to have huge amounts of leisure and not do serious work,” says Freamon. “It creates a caste system, where mostly brown, dark-skinned people are running the society in terms of labour but not getting any benefit.”

Several countries have announced reforms to their kafala system, but these have had little impact on workers’ lives.

Rothna Begum, at Human Rights Watch, says: “Across the Gulf, the reforms are slowly moving. For instance, Oman has not reformed its kafala system at all. Saudi Arabia’s is minimal – they’ve been much better at announcing them as if they’re large reforms, but they’re not.”

The UAE government told the Guardian that the country had abolished the kafala system and that laws introduced in 2021 gave domestic workers the right to regular breaks and days off, and the right to switch employer.

However, Begum says: “The UAE’s 2021 labour law has not dismantled the kafala system in full. The [current] system ties migrant workers visas to their employers, allowing employers a huge amount of control over their workers and enabling forced labour and other labour abuses.”

Nineteen women currently or recently working in the UAE told the Guardian they had been abused by employers or recruitment agencies. Several said they had never been given a day off.

A Qatari government spokesperson said there have been a number of legal reforms in the past decade, including allowing migrant workers to change jobs without their employers’ consent and setting a higher minimum wage.

But Crépeau notes: “It’s not really the laws that are the problem – the labour code of Qatar compares quite well with labour codes elsewhere – but they do not apply the laws.”

Five domestic workers in Qatar told the Guardian they were unable to leave their employers; three say their employers said they would have to pay them if they wanted to be “free”.

Jasmine* has tried to get help from the Philippine embassy in Qatar to leave her employers of eight years who are holding her passport and ID card and have demanded 13,000 riyals (£2,800) for permission to leave their house. This is an impossible amount of money for her.

“I want to leave them for good and apply for a job in a country where I can have time off at the weekend. I’m so tired from working without a day off,” she says.

“I think about killing myself because I’m so stressed. Every day I cry because I feel so hungry and so tired.”

UN guidelines state that confiscating passports is an indicator of human trafficking and forced labour, because it restricts freedom of movement and is abusive.

It is not uncommon for domestic workers in Middle Eastern countries to die or go missing. Their families can rarely access justice, or sometimes even get clear answers on the cause of death.

In October, the Guardian exposed the case of Vergie Tamfungan , a 39-year-old mother from the Philippines who died in unexplained circumstances at a UAE recruitment agency and whose family could not afford to repatriate her body. The UAE authorities intervened and returned her body to her family in the Philippines after the Guardian’s report.

Other cases include Jullebee Ranara, a Filipina domestic worker living in Kuwait who was raped and killed by her employer’s 17-year-old son in January 2023. Her charred body was found in the desert. In 2018, 29-year-old Joanna Demafelis’s body was found in a freezer in a Kuwait apartment. She had been missing for a year.

About 70 Bangladeshi women died in Saudi Arabia between 2016 and 2021, more than 50 were suicides, the Bangladesh government reported. In Lebanon, an average of two domestic workers die each week , according to the country’s intelligence agency. Many fall from high buildings during escape attempts or kill themselves.

Despite this, domestic workers are criminalised for running away. Three women who had been jailed for absconding – told the Guardian they had fled violent employers.

Kevin Bales, professor of contemporary slavery at the University of Nottingham, says: “The whole concept of ‘absconding’ simply reflects a system of very serious physical control, that is part of the window-dressing of enslavement.

“These workers are being treated as if they are property, the fundamental defining characteristic of enslavement.”

It will take meaningful pressure for vulnerable migrants to be properly protected, and western nations are unlikely to take a stand, say Bales and Crépeau.

“Many countries, including the UK, don’t seem to be interested in raising questions about this,” says Bales.

“These are oil rich countries that buy very significant amounts of military hardware and tech – as well as other of our exports – and certainly the current government would never want to rock that boat.”
