A violent feud between Traveller families has led to violence in Tralee and fears that it could damage Kerry’s world-famous festivals

A FEUD which is seeing deep division in the Traveller community in Tralee has already led to extraordinary scenes in the town, but gardaí and Traveller leaders warn that it now threatens to affect the world-famous August festivals which attract thousands to the county.

The origins of the feud are unclear. Garda sources maintain it is now about a power struggle and a number of incidents are tied to it, including an alleged assault on a UK motorway.

Fifteen people are now before the courts arising out of the latest episodes in a feud alleged to be between leading members of the Quilligan and the principal Coffey clans with other minor families also being drawn in.

Armed gardaí have been called in to patrol housing estates on the Mitchels or eastern edge of Tralee around what is known locally as “the bull ring” area of the town – an allusion to an old mart area; the regular weekly district court sitting at Tralee’s imposing empire courthouse is now being barred to all but concerned parties, and a weapons search takes place at the main entrance, much to the chagrin of solicitors and newly fledged barristers.

Last Wednesday, Det Sgt John Brennan, a senior investigator into the feud, told the District Court that the situation, which first erupted in May, was “as volatile as ever”, the row had grown to dangerous proportions and peace efforts involving several agencies had failed. Gardaí, he said, were “extremely worried” that serious harm would be caused.

In some of the most extraordinary scenes ever witnessed at the town’s courthouse, up to 150 Travellers sat out on the steps, overseen by gardaí. In Bailys corner, a well-known pub across from the courthouse, customers openly talked about the bad name the town was getting, and all because of “a handful” of Traveller families.

The settled community is fast losing patience – but other Traveller families are also deeply affected, community leaders openly acknowledge. In recent days, several Traveller families left their local authority houses in the Mitchels areas to move into mobile homes on a green area alongside Kerry County Council’s brand new offices in Castleisland on the Killarney road, ignoring pleas from the mayor of Kerry, Cllr Bobby O’Connell, to return to their homes.

An array of weapons including slash hooks and iron bars as well as a shotgun have been seized by gardaí. Curfews have been imposed in the courts. However, in one of the more serious outbreaks, on Sunday last a row raged for nine hours, spilling over onto the grounds of nearby Kerry General Hospital where gardaí arrested a number of people. Vans, cars and house windows were smashed during the trouble, which involved as many as 50 people, with more than 20 gardaí at the scene.

Help was summoned from the armed regional response unit. This week, five people were charged in relation to incidents arising out of Sunday’s incident. Prosecuting Garda Inspector Martin McCarthy alleged that one side was made up of Quilligan, O’Neill and Fitzgerald “factions”.

Garda sources allege that the other side involves Coffeys now backed up by the McCarthys, both of them old Kerry Traveller families, based in Castleisland and Tralee.

It was the second time the regional response unit has been called onto the streets of the town – in May it was deployed after gardaí received information that large quantities of weapons, including hatchets and Stanley knives, had been purchased in the town.

Following that, in late June on a Monday afternoon, Tralee’s largest graveyard, Rath cemetery, witnessed dramatic scenes during the funeral of a Traveller man, with a brawl spilling onto the N22 roadway. At the subsequent court hearing scuffles broke out on the steps of the court between the two sides.

Tralee gardaí now fear further violence as relatives of both sides gather for the annual Traveller get-together of Puck Fair in Killorglin in early August and the Rose of Tralee Festival later in the month which will see Traveller families return for the event.

Local Tralee Sinn Féin councillor Cathal Foley, who has family connections in the Mitchels area, has been warning for some months that matters were about to get out of hand after he was approached by locals wanting to move out altogether. Several agencies, including the Church and HSE social workers, have been seeking to resolve the dispute.

However, “even George Mitchell wouldn’t have a hope here,” Cllr Foley says. “It is up to the Traveller leaders. The bottom line is a number of families will have to move out of Tralee because if these families remain it is not going to be resolved.”

Regeneration of the Mitchels area has stopped at St Martin’s Park where houses are boarded up and neglected. However, the broader Mitchels area was an old area of Tralee; it is undergoing multi-million euro investment and the old stock of Tralee were extremely fond of it, Cllr Foley says.

“I have been walking up and down there for years and I have never had any trouble. The majority of people who lived in the Mitchels are not troublemakers. Traveller families themselves are coming to the Sinn Féin office over the past weeks asking to be moved out of the area. Non-Traveller families want to get out. If one or two of the troublemakers moved it would resolve the whole thing.” People were being intimidated and the matter was brewing on and off for some time, he says.

Ben Archibald, information coordinator of Pavee Point, says mediation officers from the main national organisations, including the Irish Traveller Movement, have been involved in trying to end the conflict. “We engaged at an early stage in conflict resolution training,” he says. However, some of those involved in the dispute felt they could not continue with the training.

Owen Mc Carthy, co-ordinator with the Kerry Travellers Development Project, says the organisation is “very concerned” at the impact of the present conflict between some Traveller families in the county. “From our outreach work it is very clear that some members of the community, including children, are not able to go about their daily lives with any degree of routine or safety,” he says. “Kerry Travellers Development Project totally deplores all violence and strongly urges those involved to stop immediately. Such behaviour impacts on the other Traveller families in the county who are living peacefully.”

Mincéirí Port Láirge (formerly known as Waterford Traveller Community Development Project) is the only Traveller led organisation in the City and County of Waterford.

We were established in 2002 and aim to contribute to the improvement of quality of life, living circumstances, status, and participation of Travellers through working for social justice, greater solidarity, development, equality, and human rights.

Mincéirí Port Láirge is a registered charity and managed by a Board of Trustees who employ a staff team. We are a proud community organisation set up by Travellers and Settled allies, for Travellers.

Our work covers a wide range of activities and issues:

  • Traveller History and Heritage

We also support and work in solidarity on broader national campaigns and liaise closely with our sister projects throughout Ireland on many issues.

We are funded by a number of government agencies:

Friends of ABLE strives to promote the abilities, which in the past have been left silent. ABLE demonstrates that if one achieves their full potential, this will in turn ensure equal opportunities and full participation in all aspects of the lives for other people with disabilities. Friends of ABLE, with the support of the sponsoring committee aims to promote a better quality of life for all People with Disabilities. We have an expert awareness of the barriers faced by people with Disabilities and has adopted a broad and realistic method towards breaking these barriers.

Brief History

ABLE came about when it became clear that there were little or no mainstream employment opportunities for People with Disabilities. This led to a teamwork effort between People with Disabilities registered with Natinal Rehabilitation Board (NRB) and Cerebral Palsy Ireland (now known as Enable Ireland) to secure a project under the Part Time Opportunities Programme (PTJOP) under the auspices of CORI. CPI agreed to act as sponsor to the project and in Debember 1994 ABLE was born.

Board of Management

Anne Connolly started her career with Friends of ABLE as a Personal Assistant to Adults with Disabilities and was based in Pembroke Street, Tralee. She took up the job of Supervisor in April 1999 and currently is the longest serving member of the organisation. Anne is friendly, courteous and has a genuine interest in helping people in addition to being hard-working. She studied Community Workplace Management at the National College of Ireland. Friends of ABLE has continued to flourish under her supervision with more projects and people joining all the time

Assistant Supervisor: Regina Hennessy

Regina Hennessy returned to education and received her degree in Community Development from UCC. She has worked with Presentation Primary School After Schools project in Tralee. She has also worked with Ballymacelliot Community Employment Scheme, while going on to further her studies and gaining a Diploma in Business Management. Her passion is in Education and Training. Regina is a people person, who thrives in seeing others reach their full potential and excel in their future studies.

Friends of Able scheme is approved for 54 participants and are involved in the following projects:

The Traveller Voice is Key

The Kilkenny Traveller Community Movement CDP was established in response to the needs of Travellers in Kilkenny including the lack of representation, health issues, including low life expectancy, suicide and infant mortality rates, unemployment, literacy issues and issues associated with education.

In existence since 1998, support from the Community Development Programme means that the organisation has independent, consistent funding for the first time. A key area of work for KTCM will be to develop young Traveller voice and leadership and to establish its own premises.

Using a community development approach, the project will:

  • Provide a supportive environment for all Travellers in County Kilkenny
  • Work together to improve the lives of the Traveller community
  • Create an environment for Travellers to work together and participate
  • Support groups around the county to develop and encourage Traveller participation and leadership
  • Link Travellers into opportunities for education, training, and employment
  • Promote the inclusion of Travellers and their culture
  • Encourage Travellers to network with other Traveller families, communities, and organisations in a relationship of mutual respect, openness and dignity
  • Improve Traveller representation on relevant agencies and committees
  • Improve access to accommodation for Travellers

Moscow has launched an English-language catalogue of its smart city solutions.

It follows the launch of the English-language version of its blockchain knowledge base earlier this month.

A joint project by ICT.Moscow and Moscow’s government, the catalogue features up-to-date information on 68 smart city projects, including datasets and analytics. In addition to the description and key results, the relevant UN Sustainable Development Goals (SDGs) are also indicated in each project card.

“The new catalogue allows the city to share its experience and innovative practices with international partners and analysts in a convenient format,” said Eduard Lysenko, minister of the Moscow Government and head of the government’s IT department.

“The Russian capital systematically introduces various IT solutions into the everyday life of Muscovites and the work of city services. At the same time, the key goal of innovation is to improve the safety and quality of life of citizens. That is why relevant UN Sustainable Development Goals, which are aimed at improving human wellbeing and protecting the environment, are indicated for all projects presented in the catalogue.”

Projects include the Uniform Medical Information and Analytical System (UMIAS), Moscow Electronic School, the official website of the Mayor of Moscow (mos.ru), The Moscow Innovation Cluster (i.moscow), the 5G demo centre, and Moscow’s experimental legal regime in the field of AI.

BOSTON — The Executive Office of Economic Development (EOED) and the Massachusetts Office of Travel and Tourism (MOTT) have announced the Destination Development Capital (DDC) Grant program for fiscal year 2025.  Destination Development Grants are included in the economic development plan, “The Mass Leads Act: An Act Relative to Strengthening Massachusetts' Economic Leadership,” as a strategy to support critical capital improvements at tourism assets across Massachusetts. 

The FY25 DDC grant program is anticipated to be funded at up to $5 million through the Capital Budget. The competitive grant program will award funds to strengthen the economy of Massachusetts through destination development projects that enhance tourism sustainability and have the potential to increase non-resident visitation. Preference will be given to projects related to climate resiliency, rural communities, cultural districts, and the 250th anniversary of the American Revolution.   

"Massachusetts is a top travel destination with a diverse array of attractions, including remarkable historical landmarks, beautiful national parks, and vibrant communities,” said Governor Maura Healey . “Through the DDC grant program, we’re dedicated to enhancing our tourism and cultural sectors, aiming to attract more visitors from across the country and the world to experience all that Massachusetts has to offer for years to come.”

Tourism not only boosts our economy, but also boosts our competitiveness as a desirable destination for families,” said Lieutenant Governor Driscoll . “We’re excited to see how the DDC grant program will continue to strengthen our economy.”

When people visit Massachusetts, we want them to feel welcomed and at home, encouraging repeat visits and potential relocation,” said Secretary of Economic Development Yvonne Hao . “With the FY25 opening of the DDC grant program, we’re committed to boosting Massachusetts as a top-tier travel destination while advancing our economic goals.” 

"The Destination Development Capital Grants provide resources for communities and organizations to make critical improvements that will enhance the visitor experience in Massachusetts,” said MOTT Executive Director Kate Fox .  “We are excited to offer another round of DDC grants and look forward to supporting important projects across the state.” 

Eligible projects will enhance tourism resources and infrastructure. Applications will be accepted for projects that include plans to expand, construct, restore or renovate Massachusetts tourism destinations and attractions. Applicants must demonstrate how the tourism capital project will work to promote the tourism goals of the Massachusetts Office of Travel and Tourism and the Regional Tourism Councils. DDC grants are focused on capital improvements with a direct relationship to tourism, and other physical/structural items with a greater than five-year lifespan. All projects must be completed by June 30, 2025. 

Any public agency, municipality, or nonprofit organization incorporated in Massachusetts with 501(c)3, 501(c)5, 501(c)6, status from the Internal Revenue Service (IRS) that does one of the following are eligible to apply: Produces, promotes, or presents tourism attractions and activities for the public; Provides public access to physical collections and exhibits for tourists and meets other eligibility criteria can apply. 

The FY25 Destination Development Grant Program opened on April 22, 2024, with applications due May 31, 2024. Applications must be submitted through MOTT’s Online Application Portal. Grant awards are anticipated to be announced in June 2024.

8 Projects that Exemplify Moscow's Urban Movement

When it comes to urbanism these days, people’s attention is increasingly turning to Moscow . The city clearly intends to become one of the world’s leading megacities in the near future and is employing all necessary means to achieve its goal, with the city government showing itself to be very willing to invest in important urban developments (though not without some criticism ).

A key player in this plan has been the Moscow Urban Forum . Although the forum’s stated goal is to find adequate designs for future megacities, a major positive side-effect is that it enables the city to organize the best competitions, select the best designers, and build the best urban spaces to promote the city of Moscow. The Forum also publishes research and academic documents to inform Moscow’s future endeavors; for example, Archaeology of the Periphery , a publication inspired by the 2013 forum and released in 2014, notably influenced the urban development on the outskirts of Moscow, but also highlighted the importance of combining urban development with the existing landscape.

Concluding earlier this month, the 2016 edition of the Moscow Urban Forum focused on smart cities and the impact of technology on the ways we interact with people and use public infrastructure and civic spaces. The 2016 Forum invited city officials, urbanists, and architectural practitioners – including Yuri Grigoryan from Project MEGANOM ; Pei Zhu from Studio Pei Zhu ; Hani Rashid from Asymptote ; Reinier de Graaf from OMA ; Yosuke Hayano from MAD Architects ; and Kengo Kuma from Kengo Kuma Architects – to share about their knowledge and experiences in urban design. With the city looking forward to the built results of the latest Forum, we take a look back at some of the major developments in Moscow that have emerged in the past five years.

1) Gorky Park and Garage Museum

In 2010 the city government decided to improve Muscovites’ urban environment and create public spaces, and Gorky Park was the first project of note. The Russian equivalent of Central Park, it used to attract masses of tourists to its amusement park, but no residents would spend time there. Its reconstruction began in 2011 and featured infrastructure for strolling, sport, work, culture and leisure.

Inside the park lies the Garage Museum of Contemporary Art , a landmark building from the Brezhnev communist era which was renovated and transformed by OMA in 2015. The Dutch firm kept the original structure “as found,” only repairing elements from its prefabricated concrete walls – often clad with brick and decorative green tiles. Instead, the redesign focused on a double-skin facade of polycarbonate plastic that enclosed the original structure and preserved it from decay.

2) Zaryadye Park, Diller Scofidio + Renfro

Due to open in 2018, Zaryadye Park designed by Diller Scofidio + Renfro is probably one of Moscow ’s most cutting-edge projects. Located next to the Kremlin, the Red Square, and St Basil’s Cathedral, the project embodies what the architects calls “Wild Urbanism.” The project notably includes four artificial microclimates that mimic Russian landscape typologies: the steppe, the forest, the wetland and tundra. “It is a park for Russia made from Russia,” as Charles Renfro explains , in that “it samples the natures of Russia and merges them with the city, to become a design that could only happen here. It embodies a wild urbanism, a place where architecture and landscape are one.”

3) Moscow Riverfront, Project Meganom

Russian firm Project Meganom has also designed an ambitious project for Moscow ’s riverfront. Their masterplan also aims for a dialogue between the built and natural environment. A series of linear green spaces follow the river, and lines for pedestrians, cyclists, cars, and public transport are clearly delineated, improving the use of the public squares. River embankments are also transformed to function as areas for activities, communication, education and creativity nodes for public gathering.

4) Krymskaya Embankment, Wowhaus Architecture Bureau

Wowhaus Architecture Bureau recently transformed the 4-lane road at Krymskaya Embankment into a landscape park that connects Gorky Park with Krymsky bridge. The area used to be deserted, but is now reactivated with distinct transit and sport zones, as well as pavilions for artists’ exhibitions. Wave-shaped bicycle ramps, paths, and benches feature on the artificial landscape, which is also used for sledding, skiing, and skating in the winter.

5) Hermitage Museum and ZiL Tower in Moscow, Asymptote Architecture

New York architectural firm Asymptote Architecture are currently building two projects, a 150-meter residential tower and a satellite facility for St Petersburg’s well-known Hermitage Museum , where modern and contemporary art collections will be displayed. Situated in one of Moscow ’s oldest industrial areas, Asymptote’s buildings will lie in place of a Constructivist factory – which explains why the museum was reportedly inspired by El Lissitzky's "Proun" painting, as the terrace interior clearly shows.

6) “My Street”

“My Street” is the largest-scale program led by Moscow ’s government. The project aims to create about 50 kilometers of new pedestrian zones within the city center and periphery. The extensive program aims to solve parking issues, renovate street facades, and repair sidewalks and walkways with delimited areas for public transports, cars, cyclists, and pedestrians. “My Street” also requires a strong governance strategy and coordination; led by the Strelka Institute’s consultation arm KB Strelka , the project also involves 17 Russian and foreign architecture practices that were all individually in charge of one street, square or group of streets. Notable architects include the German firm Topotek 1 , the Dutch group West 8 , and the Russian firm Tsimailo , Lyashenko and Partners.

7) Moscow Metro

Moscow Metro is an architectural masterpiece that has been elaborated on since the 1920s. Its stations from the Stalin era are known for their unique designs with high ceilings, elaborate chandeliers and fine granite and marble cladding. To ensure that Moscow Metro remains an emblem of the city’s urban culture and powerful transportation system, the city’s government organized various competitions for the renovation of some Metro stations. Russian-based practice Nefa Architects was chosen to redesign Moscow’s Solntsevo Metro Station, while Latvian firm U-R-A will transform Novoperedelkino Subway Station . New stations are also being built, including two stations by Russian firms Timur Bashkayev Architectural Bureau and Buromoscow which should be completed by the end of 2018.

8) Luzhniki Stadium

Luzhniki Stadium is Moscow ’s main venue for sporting and cultural events. With Russia hosting the 2018 FIFA World Cup , the stadium should reflect Moscow’s intent to become a leading megacity, which is why $540 million has been spent on construction works. Its renovation mainly focuses on the roof and seating areas, and the capacity is planned to increase up to 81,000 seats. Works will be completed by 2017.
