Frequently Asked Questions For new Soldiers & their Families

  • Location: BLDG 550 (Freedom Road)

  • Your Soldier will need a copy of PCS Orders to complete TRICARE Enrollment forms during in-processing. 
  • Submit all medical and dental records during in-processing. 

ARRIVAL   Q: What can I expect once I land at the airport in Korea?    A: You will arrive to Korea in two ways: through Incheon Airport or Patriot Express at Osan Airbase.   Patriot Express will fly out of Seattle, and you can expect to stop first in Japan for 2-3 hours before continuing into Osan. Upon arriving to Osan, Air Force personnel will assist in filling out the declaration form. From there you will pick up your baggage and proceed through Korean customs at Osan Air Base. Single Soldiers load your items on a box truck.  At this time 19 th HR Company will take your DA 31 and PCS Orders. Families will head to Army Lodging and unaccompanied Soldiers to Reception Barracks (6390). The next day, you will begin to in-process at Maude Hall Building 6400 across the street from the Reception Barracks. It has a green roof for reference.   If arriving in Korea through Incheon, proceed through Korean customs and show your PCS orders and CAC to Korean customs. If you have command sponsored dependents, be sure to have the SOFA stamps in their passport prior to arrival to ensure smooth transitions. After arriving through customs, you will go to baggage claim and make your way to the USFK desk located in the airport ( Terminal 1: Gate 1 and Terminal 2: Gate 3 ). Sign in at the desk with the Soldiers and wait for your name to be called to be transported to Camp Humphreys. An estimated schedule: In-processing (army.mil) .  Families will head to Army Lodging and unaccompanied Soldiers to Reception Barracks (6390). Next day you will begin to in process immediately at Maude Hall Building 6400 across the street from the Reception Barracks.   • You pay after each ride via credit card exchange with the driver (typically $7-$8 per ride on post)

  • If your child has an IEP or a 504 plan, please ensure you bring that to the school.

PCS Season: 5 Things to Know About Unaccompanied Tours

What’s an unaccompanied tour? This type of permanent change of station move has the servicemember relocating to a new assignment without “command sponsorship” of a spouse or dependents. It is not the same as a deployment or temporary duty.

In other words, the military family members are not listed on the orders and are not authorized to accompany the service member to the new assignment. An unaccompanied tour is typically outside the continental United States (CONUS), typically lasting one or two years (see below).

5. What it Means to go on an Unaccompanied Tour

An unaccompanied tour means precisely what the name implies; spouses and dependents are not authorized to join the servicemember in the new location and do not have the support of the local command to be there.

Sometimes, a spouse may decide to travel to the new country regardless. However, no on-base services such as base housing, medical clinics, child care, or employment services are available to non-command-sponsored spouses or dependents.

4. Types of Unaccompanied Tours

There are one-year “hardship” or “remote” tours that have included places like South Korea, Iceland, and Guam.

There are also two-year unaccompanied tours that are more typical duty locations like Germany, Japan, Spain, and elsewhere. Unaccompanied tours lasting two years have different considerations for packing and moving than those lasting just one year.

You may be given an unaccompanied tour as a married service member for a variety of reasons, including the previously mentioned lack of essential services for family members at the gaining base. If you are married and receive PCS orders, you’ll need to ensure your family is command-sponsored if you want them to accompany you overseas. Sometimes command sponsorship is not possible, hence the need for certain unaccompanied tours of duty.

3. Unaccompanied Tours for Single Servicemembers

The single service member may be authorized a certain amount of personal property to be shipped to the overseas location, but much depends on the duration of the assignment. Your weight limits and other options will be explained in out processing appointments, but there is also plenty of information at your losing base’s official site.

Those on a one-year tour may be authorized to ship less of their belongings than those on a two-year tour. Depending on whether the PCS is a hardship assignment or not, single soldiers, sailors, airmen, Marines, and Guardians with overseas assignments may need to put some of their belongings in storage.

Dislocation Allowance

A single service member traveling to an overseas location may qualify for a Dislocation Allowance, which Defense.gov defines as an allowance designed to “partially reimburse a service member, with or without dependents, for the expenses incurred in relocating the member’s household on a PCS.”

Upon arrival at the new duty station, the service member will be assigned a room in a dorm, barracks, or other ‘single soldier” type living arrangements on post. Single servicemembers, especially junior enlisted, may be required to live on base for their duty at the overseas location.

2. Unaccompanied Tours for Married Service Members

Married service members have more complex options when it’s time to PCS overseas to an unaccompanied tour. The spouse and any dependent children can stay in their current home, and the servicemember will continue to be paid a housing allowance for that location.

Housing Allowance Options

If the family decides to pack up and move, the housing allowance may be based on their new location. There is another option for those who get a remote assignment and a “follow-on” assignment immediately after–in cases where the follow-on location is known, the family may be allowed to move to that duty location and draw a housing allowance there.

That is a common move amongst military families who know it’s an option. Not all PCS moves include a follow-on assignment, and in cases where a follow-on is authorized, the second location may not be assigned right away. Much depends on variables, including mission needs, force protection levels, and other factors.

Family Separation Allowance

One important benefit for military members assigned to an unaccompanied tour? The Family Separation Allowance or FSA.

Defense.gov describes this benefit as designed to “defray a reasonable amount of extra expenses that result from such separation” and is paid monthly. At press time that amount was listed at $250 but this number is always subject to change. Check your base finance office or the latest updates on this allowance.

FSA is not meant to offset the costs of the unaccompanied tour fully but it is “payable in addition to any other allowance or per diem to which a Service member may be entitled,” according to the DoD as long as one of the following is true:

  • Dependents are not authorized to be moved “to or near” the Service member’s permanent duty station at government expense;
  • The military member serves on board a ship away from the home port of the ship for more than 30 continuous days, OR;
  • The military member is on temporary duty for more than 30 continuous days, and the dependents do not reside at or near the temporary duty station.

The FSA is not payable when a service member volunteers for an unaccompanied tour at a location where accompanied tours are authorized. This benefit is not automatic, it must be applied for using DD Form 1561 , Statement to Substantiate Payment of Family Separation Allowance.

1. What to Know About Unaccompanied Tours

In addition to special pay such as the Dislocation Allowance and Family Separation Allowance, you may have special leave benefits when on a remote assignment or even a two-year unaccompanied tour.

If you are at a remote location, you may have a preference for Space-Available flights, and there is a special type of leave offered (depending on your assignment) that could help you get home mid-tour to catch up with family and friends.

Environmental and Morale Leave or EML is “a benefit which utilizes military airlift to provide relief by allowing those eligible to travel on DoD owned and operated aircraft at a higher Space-Available priority while traveling on EML orders.” Ask your gaining unit about EML options there.

Housing assignments are determined at the final destination installation based on the military sponsor’s rank and family size. Housing options include low-rise apartments, town houses, duplex homes, and single-family homes that generally range from two to five bedrooms. On and off-post housing in Korea is comparable to or better than housing at military bases throughout the world, and most places in Korea are new construction.

Soldiers with families at USAG-H can expect to stay in hotel lodging until they relocate to permanent housing. Soldiers on an unaccompanied tour can expect to transition to senior living quarters (SLQ) or off-post housing if authorized; after completing in-processing.

During in-processing Soldiers and families will receive a briefing from the Housing Office on the availability of houses on-post based on the following guidance:

Housing overview.

Learn about the variety of housing possibilities available as well as information about setting up utilities in your home . Housing options are available to your unique situation including: housing for families, single service members, families that are enrolled in the exceptional family member program, pet owners and unaccompanied personnel. Explore your options to find a home that best fits your needs.

Go to the Department of Defense travel website for information regarding your Overseas Housing Allowance. Use code KR035 for the USAG-Humphreys/Pyongteak area. OHA provides you with your rent limit based on your rank, with or without family and utility cost. The amount of OHA changes slightly each month in relation to the Won exchange rate.

Weight allowances are restricted going to Korea. Command-sponsored families are authorized 50% of your normal Joint Travel Regulations weight allowance, while unaccompanied personnel are authorized only 25%. Because of this, you will be provided government appliances and furniture. We encourage you to bring some furnishings and electronics (most off-post housing is equipped with both 110V and 220V outlets) with you. Contact the Housing Furnishing Management Branch at DSN 315-755-9550 commercial 011-82-31-503-355-9550 if you have specific questions.

Personnel on an unaccompanied tour who elect to bring their dependents at their own expense will not be automatically entitled to an off-post overseas housing allowance, are not eligible for on-post family housing and will risk paying living expenses out of pocket. These individuals will have to submit an exception to policy and justify why their situation is so unique that they cannot apply for command sponsorship, which is required of other service members to bring their families to Korea.

Service members with command-sponsored dependents will be assigned Army Family Housing units first, if available. If AFH is not available when you arrive, you can request to be placed on the waiting list. The eligibility date on the wait list is determined by the date the service member departed his/her last permanent duty station or went on leave. Please note the on-post family housing inventory will only accommodate 40% of CSP; therefore, 60% of CSP will reside off post in private rental housing. All efforts will be made to house key and essential personnel on post. Contact the Housing Office 30-45 days prior to your arrival to determine if on-post housing is available. 

On-post AFH at U.S. Army Garrison-Humphreys consists of three-, four- or five-bedroom apartments. Duplexes and single-family units are designated for pay grades O6 and above. Tower/apartment buildings are designated for pay grades O5 and below. Sample floor plans can be viewed by visiting the Army Housing Online User Services website. All AFH units are fully furnished with living room furniture, dining room furniture, bedroom sets for the master bedroom and for each child, washer and dryer, stove/oven, dishwasher and refrigerator. If you chose to ship your furniture, you can turn in the loaned items you don’t need once your furniture arrives. Only two pets are allowed in on-post family housing.

Unaccompanied personnel housing for soldiers in the rank of E7 and above will be assigned to the Senior Leader Quarters managed by the Humphreys Housing Office. When occupancy rate is under 95%, it is mandatory for E7 and above to be assigned to available SLQs. When the occupancy rate is over 95%, only bonafide bachelors will be authorized to reside off post. Personnel entitled to dependent location Basic Allowance for Housing will not be authorized to reside off post unless there are no SLQs available. SLQs are similar to efficiency apartments, with separate a living area and bedroom. They are furnished with a double bed, nightstand, lamp, computer desk and chair, living room set, stove, refrigerator and stackable washer/dryer. No pets are permitted in SLQs. 

UPH for soldiers in the rank of E6 and below will consist of barracks that is managed by their prospective units. Most barracks are new and are configured as one-plus-one standard. However, in the short-term some soldiers may be doubled up until construction is complete and/or new furnishings arrive. No pets are allowed in barracks buildings. 

Off-post private-sector family housing is available in one-, two-, three-, four- or five-bedroom configurations. Most off-post housing is built to American standards. Homes are available as single-family small apartment buildings, villas or high-rises. Housing will provide loaner furniture to include living room furniture, dining room furniture and bedroom sets until your household goods arrive. If not provided by the landlord, Housing can also provide a washer and dryer, stove/oven and refrigerator. Since there is a limitation on the amount of personal household goods that can be shipped to Korea, Housing will provide those furniture items you could not ship for the duration of your tour.

More information on Humphreys housing options may be found on the official AHOUS website. Select Humphreys as your installation for the most current housing information. In addition, many realtors have Facebook pages where you can see examples of private sector housing.

Government Furniture Support

The Housing Office provides 90-day loaner government furniture support while awaiting the arrival of shipped household goods, which includes living room, dining room and bedroom furniture. Other furnishings, such as bunk beds and baby cribs, can be provided upon request.

All appliances, including stoves, refrigerators, washers and dryers, are provided for the duration of your tour. Do not bring these appliances. U.S. manufactured appliances may not be compatible with voltage/cycles in Korea. In addition, the self-help operation can provide lawn mowers and/or lawn equipment and supplies for on-post family housing residents only.

The Joint Travel Regulations household goods weight allowance for U.S. Army Garrison-Humphreys is 50% for military personnel on an accompanied tour, 25% for military personnel on an unaccompanied tour and 100% for civilians. Both government and off-base housing vary in size and configuration.

When available, full-tour furniture support can be provided for items you do not own, such as queen, full or twin beds, kitchen tables and chairs, sofas, easy chairs, coffee and end tables and dressers, and, therefore, could not ship. We recommend you bring your beds/mattresses.

The Housing Office does not provide sheets, linens or towels. Army Community Service can assist with the temporary loan of pots, pans, dishes, glasses, cups, irons and ironing boards. An extension in lodging will not be authorized pending arrival of your unaccompanied or household goods shipments.

It is your responsibility to ensure your HHG will fit into assigned housing, as there are no storage facilities in Korea. Please refer to the floor plans of our on-base family housing units at the Army Housing Online User Services website.

BAH Eligibility

A member assigned to permanent duty within the 50 United States, who is not furnished Government housing, is eligible for BAH, based on the member's rank, dependency status, and permanent duty station zip code.

A member stationed overseas (except in Hawaii and Alaska), including U.S. territories and possessions, who is not furnished Government housing, is eligible for an Overseas Housing Allowance (OHA) based on the member's dependency status.

A member with dependents (except for a member paying child support) serving an unaccompanied overseas tour, is eligible for BAH at the with-dependent rate, based on the dependent's U.S. residence zip code, plus Family Separation Allowance (FSH ) at the OCONUS PDS, if the member is not provided Government housing overseas.

One member in the marriage will receive the ‘with dependent’ rate and the other will receive the ‘without dependent’ rate. The rules governing allocation of dependents for BAH are specified in the DoDFMR, Volume 7A, par. 2604 [PDF, defense.gov] . The rules reflect the law and the policy of the Services.

It depends on whether or not the member has legal and physical custody of any children, pays child support, and/or lives in single-type Government quarters. If a member has legal and physical custody of children, then the member is authorized BAH at the with-dependent rate if not assigned adequate family-type Government quarters. If the member’s former spouse has custody and the member is paying adequate child support (at least in an amount of the member’s BAH-DIFF rate) the member is authorized BAH at the with-dependent rate if not in Government quarters or BAH-DIFF if assigned single-type Government quarters.

BAH-DIFF is the housing allowance amount for a member who is assigned to single-type quarters and who is authorized a BAH solely by reason of the member's payment of child support. A member is not authorized BAH-DIFF if the monthly rate of that child support is less than the BAH-DIFF amount. The BAH-DIFF amounts, originally calculated in 1997, are updated annually based on changes in the Basic Pay tables. No, both members may not receive a housing allowance based on the same dependent. When the former spouses share legal and physical custody of the child, each parent is authorized BAH at the with-dependent rate during the period the child is actually in the parent's physical custody. Both parents may not receive a housing allowance for the child during the same period. The rules governing member to member BAH are found in the DoDFMR, Volume 7A, par. 260403 [defense.gov, PDF, 116 pages] .

No, a member is not authorized BAH or OHA solely on the basis of the member's child support payment when the child/children is/are in another active duty member's custody (including a former spouse), who is assigned to Gov't owned/leased family-type quarters (does not include privatized quarters) or is in receipt of a with-dependent housing allowance on behalf of the child/children. AF Changes Unaccompanied Tour Policy

A recent policy change will enable active-duty military couples to serve concurrently at Kunsan Air Base, South Korea. The policy change allows members to serve 12-month unaccompanied tours simultaneously with their military spouses. Airmen approved for concurrent assignments to Kunsan AB will still get short tour credit and are eligible to apply for a follow-on assignment. Enlisted members interested in join spouse assignments to Kunsan AB should update their preference in the virtual MPF, using the join spouse code "A." Officers will communicate their assignment preferences via the Airman Development Plan. Kunsan AB is still a dependent-restricted location, so members will not be able to bring their non-military dependent family members. Some US soldiers could see $5K bonus for extending their South Korea tour

CAMP HUMPHREYS, South Korea — Eighth Army troops in jobs on a critical shortage list may earn up to $5,000 for extending their tours in South Korea for another year.

Career specialties on the critical list are eligible for that incentive; jobs deemed “understrength” could be offered $3,600, Eighth Army assistant chief of staff Col. R. Arron Lummer said by email Tuesday.

The critical list includes fire control specialists, rocket system crew members, Black Hawk helicopter mechanics, information technology specialists, satellite communication systems operators, military working dog handlers, preventive medicine specialists, wheeled vehicle mechanics, culinary specialists and AH-64E Apache helicopter pilots.

Understrength jobs include combat engineers, joint fire support specialists, air defense enhanced early warning system operators, air traffic controllers, cavalry scouts and utilities equipment repairers.

The bonuses are dispersed to eligible soldiers in a lump sum on the first day of their extended yearlong tour in South Korea.

The incentive program is part of Eighth Army’s annual funding request to the Department of the Army, Lummer said. The program gives commanders “a financial incentive tool to increase unit readiness and team cohesion,” he said.

The lists of undermanned jobs are reviewed monthly and are changed depending on “impacts to mission readiness,” Lummer said.

Most soldiers are eligible for the $3,600 bonus “and we encourage anyone interested to talk to their command team and unit personnel office so they can choose the best option to remain on an assignment of purpose here in South Korea,” Lummer said.

Soldiers may receive the incentive pay twice; however, they may be eligible for other bonuses if they wish to extend, such as an in-place consecutive overseas tour or a foreign service tour extension bonus.

Soldiers who are accompanied by their families in South Korea typically serve two-year tours; unaccompanied soldiers serve one year.

Roughly 28,500 U.S. troops are stationed in South Korea, most of them at Camp Humphreys, about 40 miles south of Seoul.
