A part of Christmas tradition for us Filipinos is going back home to spend time with our family. It’s the time of the year where a lot of people travel to their provinces for the holidays causing bus stations to be packed, and lines for every other public transportation are long. Because of the pandemic, it is best to prepare for your trip in advance especially because protocols and requirements for travel these days are very different from what they used to be.

Among the transportation options, especially for those who prefer a cheaper way to go to the provinces in Visayas and Mindanao are ferries. 2Go Travel is one of the biggest sea travel provider in the Philippines. They currently have more than a dozen operational routes plying from Manila or Batangas to different provinces and vice versa.

If you are planning to go back to your province for the holiday season, here are 2Go’s operational routes for December 2020 and the protocols they currently implement for passengers.

Travel Requirements to Secure Before Your Trip

1. prepare your travel requirements..

Travel requirements vary depending on your point of origin and destination. You may check the requirements list provided by 2Go Travel here .

You may also check with the local government of your origin and destination if there have been changes for the travel requirements.

2. Download the Traze App.

All passengers are required to download and register on the Traze App , the application for contact tracing that is used by scanning a QR Code. For more details about how to use the Traze App, you may check our post.

Ferry / Ship Boarding Protocol

  • Get your body temperature checked. Upon entry, all passengers are subject to a body temperature check. Passengers with a temperature higher than 37.5 °C may be refused entry.
  • Fill out the Health Declaration Form. A health declaration form will be given to all passengers. Fill out all information completely and honestly.
  • Board the ferry in an orderly manner. 2Go Travel will be boarding passengers by batch. There will be 20 passengers per batch. Long waiting time at the boarding gate is also discouraged. Port buses will be on standby to take you to the ship immediately.
  • Scan boarding pass. For a faster check-in process, your boarding pass will be scanned by a 2Go personnel.
  • Use foot bath. Before boarding the vessel, use the provided foot bath to disinfect your shoes. There will also be a thermal scanner to check your body temperature.

Rules & Guidelines Onboard the Ship / Ferry

  • Wear a face mask. All passengers are required to wear a face mask at all times during the boarding process and onboard the ship.
  • Always sanitize. Hand sanitizers are available on board, but it is still best to bring your own alcohol or alcohol-based sanitizers with you.
  • Observe proper physical distancing. Use the floor marks as a guide for the 1.5 meter distance that is advised.
  • Listen to announcements for disembarkation. There will be PA announcements for disembarkation process. Disembarkation will be per accommodation and per batch.
  • Room occupancy is at 50% maximum capacity.
  • Only 3 people at a time are allowed to enter Quik Mart and public bathrooms.
  • In the dining area, only 1 person per table is allowed. Food will be served in sealed packaging.
  • All areas are professionally sanitized regularly.

  • Batangas to Roxas Roxas City to Batangas 3 times a week
  • Manila to Bacolod Bacolod to Manila 3 times a week
  • Manila to Butuan Butuan to Manila Once a week
  • Manila to Cagayan de Oro Cagayan de Oro to Manila 4 times a week
  • Manila to Cebu Cebu to Manila 5 times a week
  • Manila to Coron Coron to Manila Once a week
  • Manila to Dumaguete Dumaguete to Manila 2 times a week
  • Manila to Iligan Iligan to Manila Once a week
  • Manila to Iloilo Iloilo to Manila 3 times a week

2GO: Latest Travel Requirements and Ferry Schedules for 2021

DUE TO COVID-19 PANDEMIC, travel advisories and restrictions are changing every month.  Please check with your destination LGU for the latest travel requirements. Most LGUs require an S-PaSS account and StaySafe.Ph account , you may check our website for the step-by-step guide on how to register for both platforms.
Individuals must comply with  IATF and LGU guidelines before getting these travel requirements. You should also be responsible for checking additional requirements that might be required to the destination of your choice.

Manila to Bacolod and Cagayan de Oro to Bacolod

Travel requirements to bacolod (negros province bound):.

  • An electronic or printed copy of the Approved Travel Coordination Permit issued by the S-PaSS travel management system;
  • Register with the StaySafe.ph application for contact tracing; and
  • Negative RT·PCR test result (nasal swab or saliva from Phil Red Cross ONLY) valid for 72 hours from the date of the swab test.
  • An electronic or printed copy of the Approved Travel Coordination Permit issued by the S·PaSS travel management system;

Travel Requirements to Bacolod City

  • Negative Swab RT·PCR test or Saliva-based RT·PCR test within 72 hours the time of travel. Saliva test c/o Phil Red Cross only;
  • BACTRAC (ONLINE) https://bactrac.bacolodcity.gov.ph ; and HEALTH DECLARATION (ONLINE) http://tinyurl.com/bcd inbound
  • An electronic or printed copy of the Approved Travel Coordination Permit issued by the S·PaSS travel management system
  • StaySafe.PH registration
For issuance of Notice of Coordination from the Office of the Councilor Cindy Rojas and submit the above requirements to [email protected].  Subject: LSI in __ (Address) 
  • Certificate of Employment or OTI/Business permit for business owners 
  • Company ID or Government ID 
  • Travel/Work order from the company, stating the reason and date of travel, duration of stay, means of transportation, and exact destination address in Bacolod City. 
  • Contact number
  • BACTRAC (ONLINE) https://bactrac.bacolodcity.gov.ph
  • Negative Swab RT·PCR test or Saliva-based RT·PCR test within 72 hours from the time of travel. Saliva test c/o Phil Red Cross only
For issuance of Letter of Acceptance from the Office of the Councilor Ayesha Villaflor and submit the above requirements and email to [email protected] Note: Release of letter of Acceptance will be 2 to 3 days upon submission of complete documents. 
  • Negative Swab RT·PCR test or Saliva-based RT-PCR test within 72 hours from the time of travel. Saliva test c/o Phil Red Cross only.
  • Passport ID with a stamp upon arrival in the Philippines.
  • Contact number and Address in Bacolod City
  • Negative Swab RT·PCR test or Saliva-based RT­PCR test within 72 hours from the time of travel. Saliva test c/o Phil Red Cross only
  • Travel itinerary for the duration of stay in Bacolod City
  • Confirmed booking of accommodation in Bacolod City
  • Roundtrip ticket/ Travel details
  • BACTRAC (ONLINE) https://bactrac.bacolodcity.gov.ph; and HEALTH DECLARATION (ONLINE)  http://tinyurl.com/bcd inbound

Bacolod to Manila 

Manila to iloilo and cagayan de oro to lloilo , travel requirements to iloilo (province bound).

  • Negative RT·PCR test result not earlier than 72 hours before travel
  • Notice of coordination (NOC) with the City/Municipality
  • Valid government to with proof of residence
  • Travel Coordination Permit obtained thru S-PaSS. Copy of QR code to be presented upon arrival at the port.
  • Travel Order
  • Travel Itinerary
  • Valid Government ID
  • Travel Coordination Permit obtained thru S·PaSS. Copy of QR code to be presented upon arrival at the port.
  • RT·PCR Negative Result and quarantine as administered by OWWA
  • Travel Coordination Permit obtained thru S· Pass. Copy of QR code to be presented upon arrival at the port.

Travel Requirements to Iloilo City

  • Certificate of residency from Brgy. (for S-PaSS).
  • Upon arrival at the port, passengers who stay for more than 24 hours shall be subject to Nasopharyngeal/Oropharyngeal (NPS/OPS) RT-PCR swab testing.
  • Those staying in the City for not more than 24 hours must secure a Negative RT·PCR test result showing that the date of specimen extraction/swabbing was made not more than 3 days before the date of travel.
  • Upon arrival at the port, a passenger who will stay for more than 24 hours shall be subject to
  • Nasopharyngeal/Oropharyngeal (NPS/OPS) RT-PCR swab testing
  • Travel itinerary
  • Travel Coordination Permit obtained thru S- Pass. Copy of QR code to be presented upon arrival at the port.
  • Certificate of residency from Brgy. (for S-PaSS)
  • Upon arrival at the port, a passenger who will stay for more than 24 hours shall be subject to Nasopharyngeal/Oropharyngeal (NPS/OPS) RT· PCR swab testing.
  • Copy of hotel or establishment booking

Iloilo to Manila 

Manila to dumaguete/zamboanga to dumaguete, travel requirements to dumaguete city.

  • Negative RT·PCR result before travel with a validity period of 72 hours from the release date.
  • Coordinate with LGUs of final destination or any additional requirement 
  • Registration with S·PaSS is required 
  • Valid ID issued by the respective government agency
  • An original or certified true copy of travel authority/order issued by Dept. Secretary or their designated official
  • Pass symptoms screening at the port of arrival and in the case of public transport upon boarding
  • Strictly comply with the minimum public health standards. 
  • Negative RT·PCR result before TRAVEL with a validity period of 72 hours from the release date.

Dumaguete to Manila

Manila to zamboanga and dumaguete to zamboanga .

  • Government-issued ID or company-issued ID Card (preferably government-issued)
  • Negative RT·PCR (nasal swab or saliva) test result within S·days from the date of the swab test.
  • Endorsement Letter from a focal person of MILG BARMM to ZCTourism Office.
  • Negative RT-PCR (nasal swab or saliva) test result within S·days from the date of the swab test.
  • Negative RT·PCR (nasal swab or saliva) test result within S·days from the date of the swab t. 
  • Endorsement Letter from a focal person of end-point destination to ZC Tourism Office.
  • Valid IDs issued by their respective gov't agencies
  • Present an original or certified true copy of travel authority/order issued by the Department Secretary or their designated official. 
  • Comply strictly with the minimum public health standards. 
  • Government-issued ID or company-issued JD Card (preferably government-issued).
  • Negative RT·PCR (nasal swab or saliva) test result within S·days from the date of the swab.
  • Authority to Enter (ATE) register online  ( https://forms.qle/sstsBLwVFtWwKMqv8 )
  • Negative RT·PCR (nasal swab or saliva) test result within S·days from the date of the swab test. 
  •  Round Trip Ticket 
  • Travel Itinerary in Zamboanga 
  • Confirmed Hotel bookings
  • If the tourist decides to stay more than 5 days, they must undergo an RT·PCT test on their own account.

Zamboanga to Manila

Manila to cebu , travel requirements to cebu province*.

  • Valid Medical Certificate
  • Pass symptoms checking or screening at the point of departure and at the point of arrival
  • A valid Identification card from their respective government agency
  • Original or Certified True Copy of a Travel Authority or Order issued by the Dept Secretary or his designated official.
  • Passed Symptoms checking or screening at the port upon arrival, and in the case of public transport, upon boarding. 
  • Strictly comply with the minimum health standards.
  • Bureau of Quarantine Certificate
  • Passport with an arrival stamp
  • ID with proof of residence
  • Acceptance letter from LGU
Covered by existing National Guidelines from IATF, DOT and OWWA. 

Travel Requirements to Cebu City

  • Negative RT-PCR test result with specimen taken not more than 72 hours before arrival
  • S-PaSS registration to secure a Travel Coordination Permit (TCP) or Travel Pass-Thru Permit (TPP).
  • Present official government ID.
  • Mission or Travel Order issued by the head of the agency.
  • Passport with the arrival stamp
  • Acceptance letter from LGU.

Travel Requirements to Lapu-Lapu City

Travel requirements to mandaue city.

  • Certificate of Barangay Residency
  • Complete address in Mandaue City with contact number
  • Must pass symptoms screening at ports of entry and exit
  • Government Issued ID 
  • Certificate of Employment (COE)
  • Work/Travel Order
  • Confirmed Hotel Booking/ Accommodation
  • Government Issued ID/Proof of Identification
  • Confirmed Hotel Booking/Accommodation

Cebu Interports

  • Zamboanga (refer to Manila to Zamboanga requirements); and
  • Iligan (refer to Manila to Iligan requirements), Cagayan de Oro (refer to Manila to Cagayan de Oro requirements), and Cebu (refer to Manila to Cebu requirements).
  • Zamboanga (refer to Manila to Zamboanga requirements) and lligan (refer to Manila to Iligan requirements);
  • Cagayan  de Oro(refer to Manila to Cagayan requirements) and Cebu (refer to Manila to Cebu requirements); and
  • Zamboanga (refer to Manila to Zamboanga requirements) 
  • Iligan (refer to Manila to Iligan requirements) and Cagayan de Oro (refer to Manila to Cagayan requirements); and
  • Cebu (refer to Manila to Cebu requirements).

Cebu to Manila 

Manila to cagayan/lloilo to cagayan/bacolod to cagayan, travel requirements to cagayan de oro city.

  • Register to S-PaSS or Safe, Swift, Smart Passage and generate "Travel Permit."
  • Register to OPCoorS or Online Pre-arrival Coordination System and generate "Confirmation Letter." then contact the barangay in Cagayan de Oro.
  • Point of destination for the final coordination process thru https://tinyurl.com/BarangayHotlines  
  • Register to Higala App or Higa la App Contact Tracing and generate ''QR Code."
  • Generated Travel Permit thru S·PaSS.
  • Register at Stay Safe Contact Tracing System.
  •  Register to Traze Contact Tracing System.
Note: Travelers should seek assistance with the LGU point of the destination for guidance with their travel protocols. 

Cagayan to Manila

Manila to butuan , travel requirements to butuan city.

RT·PCR or Rapid Antigen test yielding negative result test, conducted within 5 days before departure if with travel history from NCR and the provinces of Bulacan, Cavite, Laguna, and Rizal. 
  • Letter of acceptance from the receiving LGU 
  • Valid Identification cards;
  • Travel Order;
  • Travel Itinerary; and
  • Pass symptom screening test.
  • RT·PCR or Rapid Antigen test yielding negative result test, conducted within 5 days before departure if with travel history from NCR and the provinces of Bulacan, Cavite, Laguna, and Rizal;
  • Letter of acceptance from the receiving LGU; and
  • Registration with S·PaSS is required.

Butuan to Manila 

Manila to iligan, travel requirements to iligan city.

  • Travel Clearance issued by the IMT upon presenting:
  • Brgy. Certification of Residency; and
  • Valid ID and other pertinent documents.
  • Symptoms screening.
  • Valid ID; and

  • Authorized Person Outside of Residence as defined under Resolution No. 98-A issued by IATF.

  • Tourists going to the island of Boracay have separate requirements.
  • Returning Aklanon Residents who left the province on an official transaction, emergency, or personal travel.
  • Travelers coming from Western Visayas whose point of destination is Aklan mainland only.
  • Drivers, helpers of delivery trucks, and vans passing through the Province of Aklan and those points whose point of destination is within Aklan. 
Note: Returning residents who traveled outside of Western Visayas for more than 7 days shall be required to submit RT·PCR test result as part of there 2GO travel requirements.
  • Register to https://www.touristboracay.com/ and select visitor type (APOR-NG).
  • Save or print a copy of OHOC.
  • Present the following to the port of entry personnel:
  • Copy of the OHDC with APOR·NG QR Code
  • Valid IDs by their respective gov't agency
  • An original or certified true copy of Travel Order/Travel Authority
  • Travel Itinerary/Travel details.
Note: Travel Coordination Permit obtained thru S·PaSS. Copy of QR code to be presented upon arrival at the port. Make sure to double check your 2GO travel requirements before scheduling a trip.
  • Negative RT·PCR Result (nasal swab or saliva from Phil Red Cross ONLY);
  • Quarantine Certification issued by Department of Health or Bureau of Quarantine; and
  • Travel Coordination Permit obtained thru S· Pass. Copy of QR code to be presented upon arrival at the port.

  • Send the following documents to [email protected] using the email SUBJECT: OHDC·Family Name, First Name;"

  • An electronic or printed copy of the Travel Coordination Permit by S-PaSS.
  • Presentation of a Valid identification card issued by the National govt agency.
  • Original or Certified True Copy of a Travel Order or Travel Authority.
  • An electronic or printed copy of the Travel Coordination Permit by S·Pass.
  • A negative result of RT·PCR test (nasal swab or saliva from Phil Red Cross ONLY) not later than 72 hours before the time of travel; and
  • An electronic or printed copy of the Travel Coordination Permit by S·PaSS.

Roxas to Batangas

Manila to coron.

Note: Registration with S-PaSS is required and all passengers bound for Coron, Busuanga, Culion, and Linapacan. Please ensure to immediately coordinate with the Covid19 Emergency Operations Team of your municipality to ensure that you are on the list of the passengers that they will endorse for acceptance. 

Travel Requirements to Coron, Palawan

  • RT·PCR Negative result (nasal swab or saliva from Phil Red Cross ONLY) specimen must be extracted within 72 hours before boarding;
  • Acceptance Letter from LGU of Destination (only For LGU Culion, Linapacan, Busuanga) Acceptance letter is NOT required for LGU Coron; and
  • Valid Identification Card.
  • Symptom Screening at the port upon arrival and in case of Public transport, upon boarding;
  • Valid IDs issued by their respective government agency;
  • Original or Certified True Copy of Travel Authority/Order issued by the Department Secretary or their designated official; and
  • QR Code from www.corontourism.ph .
  • Acceptance or endorsement from the Chief of Hospital; and
  • RT-PCR Negative result (nasal swab or saliva from Phil Red Cross ONLY) specimen must be extracted within 72 hours before boarding;
  • Travel Order or Office Order;
  • Acceptance Letter from MLGU of Destination;
  • Acceptance Letter from MLGU of Destination; and
  • Bureau of Quarantine Certificate/RT PCR Negative Result (nasal swab or saliva from Phil Red Cross ONLY); and
  • PCG Arrival form.
  • RT·PCR Negative result (nasal swab or saliva from Phil Red Cross ONLY) specimen must be extracted within 72 hours before boarding;
  • Proof of Booking from Tourism Establishment with Certificate of Authority to Operate by DOT
  • Return Travel Ticket;
  • Approved Coordination Letter from Receiving LGU; and
  • Complete travel itinerary as approved by Provincial Tourism Office (A confirmed travel itinerary from an LGU Licensed Travel and Tour Operator and a Department of Tourism Accredited Local Travel and Tour Operator of the concerned destination shall serve as substantial compliance to this requirement).

2GO Travel: 5 destinations now accept vaccination cards as entry requirement  

Sea travel provider 2GO Travel on Thursday said the local government units of the five destinations in its network have relaxed travel restrictions and have simplified entry requirements. 

In a statement, 2GO Travel said the cities of Bacolod, Butuan, Cagayan de Oro, Iloilo, and the province of Cebu are now granting entry to fully vaccinated travelers without the need for RT-PCR tests.   Fully vaccinated passengers bound for Bacolod, Butuan, Cagayan de Oro, and Iloilo can easily apply for their travel coordination permit via S-Pass, it said.

Meanwhile, all passengers are welcome to Cebu province by simply presenting a medical certificate issued within 24 hours before arrival, it added.

In support of the easing of travel restrictions, 2GO Travel launched the P99 promo inclusive of 50-kilogram baggage allowance and free unlimited rebooking. 

Passengers can avail of the promo from October 20 to 26, 2021 for sailing on November 15 to December 31, 2021, the sea travel provider said.

Fully vaccinated passengers will enjoy a 10% discount on non-promo tickets purchased from 2GO stores, it added.

2GO Travel says most destinations on network now accept tourists

2GO GROUP, Inc.’s 2GO Travel on Thursday said 90% of the destinations on its network now accept tourists.

“Fully vaccinated travelers with vaccination cards and certificates can enter Batangas, Caticlan, Butuan, Cagayan de Oro, Cebu, Dumaguete, Iloilo City, Manila, Negros Occidental province, Ozamis, and Roxas without the swab test requirement,” 2GO Travel said in an e-mailed statement.

The company also said the Tourism department, through the Tourism Promotions Board, has a financial subsidy program for “qualified domestic tourists traveling to destinations requiring [coronavirus] test requirements.”

Application for the free RT-PCR test program is done through www.tpb.gov.ph/rtpcrphtravel/.

The government has increased the allowable carrying passenger capacity of passenger ships to 70% earlier this month.

“To date, 95% of our vessel crew are fully vaccinated against [the coronavirus]. Nevertheless, we encourage all our passengers to follow safety protocols from check-in, boarding to disembarkation, and to travel safely and responsibly,” 2GO said.

2GO Group also announced on Thursday the resignation of its chief operating officer, Waldo C. Basilla, citing “personal reasons.”

“The board is reviewing and will disclose management update in due course,” 2GO told BusinessWorld in a phone message when asked who would replace Mr. Basilla. — Arjay L. Balinbin

M ANILA, Philippines – 2GO Travel, the Philippines’ largest premier sea travel provider, released updated travel protocols to comply with the new directive set by the Inter-Agency Task Force (IATF) Resolution No. 104, which states that only essential travel in and out of Metro Manila, Bulacan, Cavite, Laguna, and Rizal, otherwise known as “NCR Plus” is allowed from March 22 to April 4, 2021.

Though the nation’s capital is on a stricter General Community Quarantine, 2GO Travel remains operational, with several voyages a day. Passengers on non-essential travel may rebook or refund their tickets without penalties.

In addition, 2GO is offering free unlimited rebooking to all its passengers with bookings and travel from January 1 until June 30, 2021. Their tickets may be rebooked for an unlimited number of times, free-of-charge, and the new travel dates can be as far out as December 15, 2021, on the same accommodation, and maybe subject to fare difference. This move is to support the revival of the Tourism industry and to encourage domestic travel during this difficult time.

“In these changing times, our passengers’ safety remains our top priority as we continue with our business operations, while also doing our part in curbing the spread of the virus. We do this by complying with the travel protocols implemented by the government, placing health and safety measures onboard all vessels and ports of call. We also inform our passengers through SMS and social media regarding their trip status and travel requirements, not only from the place of departure but most especially, upon arrival at the destination,” 2GO Assistant Vice President Blessie Cruz said.

On top of the free unlimited rebooking offer, 2GO Travel is holding a three-day sale starting today until March 26, 2021, to sail from Batangas to Caticlan and Roxas for only ?299 one-way.

  • Medical insurance is required for Cuba, medical insurance must cover any type of medical emergency including COVID-19, so in case of a medical emergency the tourist is responsible for paying the costs, for this reason, Cuba suggests having medical insurance for all types of medical emergencies including covid. If you are unable to obtain insurance in Canada, you can purchase medical insurance in Cuba at the airport or visit www.cubatravel.cu. For more information on what the insurance includes, contact the representative at the Insurance desk at the airport in Cuba.
  • Since January 1, 2022, travelers must complete the customs and health declaration form, this is done online and the website to visit is: https://www.dviajeros.mitrans.gob.cu . You must show an electronic or printed version of the QR code to the authorities upon arrival.   • CURRENCY: The local currency is the Cuban Peso (CUP). The convertible peso has been discontinued and is no longer accepted in Cuba. Automatic Refunds and No More Hidden Fees: D.O.T. Sets New Rules for Airlines

The Transportation Department issued new requirements on refunds when flights are canceled or delayed and on revealing “junk” fees before booking. Here’s what passengers can expect.

The Transportation Department on Wednesday announced new rules taking aim at two of the most difficult and annoying issues in air travel: obtaining refunds and encountering surprise fees late in the booking process.

“Passengers deserve to know upfront what costs they are facing and should get their money back when an airline owes them — without having to ask,” said U.S. Transportation Secretary Pete Buttigieg in a statement, adding that the changes would not only save passengers “time and money,” but also prevent headaches.

The department’s new rules, Mr. Buttigieg said, will hold airlines to clear and consistent standards when they cancel, delay or substantially change flights, and require automatic refunds to be issued within weeks. They will also require them to reveal all fees before a ticket is purchased.

Airlines for America , a trade group representing the country’s largest air carriers, said in a statement that its airlines “abide by and frequently exceed” D.O.T. consumer protection regulations.

Passenger advocates welcomed the new steps.

Tomasz Pawliszyn, the chief executive of AirHelp, a Berlin-based company that assists passengers with airline claims, called it a “massive step forward and huge improvement in consumer rights and protection” that brings the United States closer to global standards in passenger rights.

Here’s what we know about the D.O.T.’s new rules, which will begin to go into effect in October.

There’s now one definition for a “significant” delay.

Until now, airlines have been allowed to set their own definition for a “significant” delay and compensation has varied by carrier . Now, according to the D.O.T., there will be one standard: when departure or arrival is delayed by three hours for domestic flights and six hours for international flights.

Passengers will get prompt refunds for cancellations or significant changes for flights and delayed bags, for any reason.

When things go wrong, getting compensation from an airline has often required establishing a cumbersome paper trail or spending untold hours on the phone. Under the new rules, refunds will be automatic, without passengers having to request them. Refunds will be made in full, excepting the value of any transportation already used. Airlines and ticket agents must provide refunds in the original form of payment, whether by cash, credit card or airline miles. Refunds are due within seven days for credit card purchases and within 20 days for other payments.

Passengers with other flight disruptions, such as being downgraded to a lower service class, are also entitled to refunds.

The list of significant changes for which passengers can get their money back also includes: departure or arrival from an airport different from the one booked; connections at different airports or flights on planes that are less accessible to a person with a disability; an increase in the number of scheduled connections. Also, passengers who pay for services like Wi-Fi or seat selection that are then unavailable will be refunded any fees.

Airlines must give travel vouchers or credits to ticketed passengers unable to fly because of government restrictions or a doctor’s orders.

The vouchers or credits will be transferable and can be used for at least five years after the date they were issued.

Fees for checked baggage and modifying a reservation must be disclosed upfront.

Airlines and ticket agents are now required to display any extra fees for things like checking bags or seat selection clearly and individually before a ticket purchase. They will also need to outline the airline’s policies on baggage, cancellations and changing flights before a customer purchases a ticket.

The rules, which apply to all flights on domestic airlines and flights to and from the United States operated by foreign airlines, have varying start dates.

For example, automatic refunds must be instituted by the airlines within six months. But carriers have a year before they’re required to issue travel vouchers and credits for passengers advised by a medical professional not to fly.

The U.S. Department of Transportation (DOT) announced two new sets of rules for airlines on Wednesday in an effort to curb what it calls “unfair and deceptive” practices in the industry. These rules aim to ensure cash refunds for travelers when airlines cancel or delay their flights, and to provide better upfront information about the cost of baggage and cancellation fees.

“This is about airlines treating passengers better,” said Secretary of Transportation Pete Buttigieg in a video announcing the new rules, suggesting that the new rules could save passengers millions of dollars in fees.

Cash refunds instead of vouchers

The first set of rules entitles passengers to cash refunds when their flight is delayed or canceled or when an airline fails to adequately provide a paid service — such as baggage transportation or in-flight Wi-Fi. Many airlines currently offer these refunds as expirable vouchers that can only be used for future purchases. Passengers are often required to jump through hoops to request and receive a cash refund. The new DOT rules require airlines to issue prompt, automatic cash refunds to the original form of payment.

With the new rules, passengers have also been given clarity around what counts as “significant delays” — a definition that has been muddy until now . A delay will now be considered “significant” if it is more than three hours for a domestic flight and six hours for an international one.

Clear displays of add-on fees

The second set of rules addresses those “junk fees” that the Biden administration has been railing against for years. It requires airlines and travel agents (including online travel booking platforms) to disclose the cost of checked and carry-on baggage, as well as change and cancellation fees, along with the fare itself. That is, these fees won’t show up as surprises later in the checkout process.

Airlines are required to display the details of these fees “clearly, conspicuously, and accurately,” according to the DOT's announcement. Currently, customers must sometimes navigate complex tables and calculators to determine how much these add-ons will cost.

U.S. airlines vary significantly in how much they charge customers on top of the base fare for these fees. A NerdWallet analysis found that Frontier Airlines charges $157 each way for a checked bag, carry-on bag and seat selection, while Southwest Airlines charges nothing.

The new DOT rules do not require airlines to disclose the cost of seat selection fees, which have become an increasingly lucrative source of ancillary revenue for U.S. airlines, generating $4.2 billion in revenue in 2022, according to an estimate from IdeaWorksCompany, an airline industry reporting firm, and CarTrawler, a travel software provider. Yet the rules do require airlines to explain that passengers are guaranteed a seat even if they don’t pay for a specific one, which has been a source of confusion for many.

When will passengers see the changes?

The DOT requires airlines to update their refund policies for delays and cancellations within the next six months, but airlines have as long as 12 to 24 months to implement some of the other rule changes.

It’s not clear exactly how airlines and online travel agencies will implement the required changes, especially the disclosure of add-on fees. Given the DOT’s language, it seems that third-party booking platforms such as Google Flights and Kayak will need to display fare costs inclusive of baggage fees. This would represent a sea change in how customers shop for airfare — and would help alleviate the end-of-checkout sticker shock many travelers now experience.

Yet airlines have grown increasingly adept at lowering base fares while increasing add-on fees, and they may simply pivot toward other hidden fees instead of the ones DOT has determined are “critical.”

Investing in travel insurance is a good idea for any overseas trip. Travel insurance policies can help protect you from having to dive deep into your pockets, with many offering unlimited medical treatment while abroad and cancellation cover for your trip should the unexpected occur.

Travel insurance is not just handy for medical purposes or travel changes, either. Your personal items can be covered, should any baggage go missing or an important item be stolen—which, unfortunately, often occurs in Vietnam.

Smarttraveller warns Australians to be alert at all times in Vietnam, considering petty theft–including bag slashing–is common in tourist areas and crowded places, especially during holiday times. Snatch-and-grab theft by thieves on motorcycles is also common, the website states.

Like most international travel insurance policies, you will be able to find basic coverage for your trip to Vietnam, or choose to opt for a more comprehensive, albeit more expensive, policy.

While a basic policy will often cover medical expenses and lost luggage,a comprehensive policy includes a lot more. Most basic policies also likely won’t offer compensation for travel delays, stolen cash, accidental death and more.

Additionally, if you are going on a trip to multiple countries within the year, it may be worth opting for an ‘annual multi trip’ insurance instead—making sure that there are no exclusions to the regions you are wishing to visit.

Visa Requirements For Australians Travelling to Vietnam

You’ll still be allowed to travel to Vietnam if you don’t invest in travel insurance, but you do so at your own risk—and, as stated, it is highly advised to have a travel insurance policy for any overseas trip.

However, what you cannot do is enter Vietnam as an Australian tourist without a tourist visa. While Vietnam will grant Australian citizens visas on arrival, applying for one online is much easier.

A tourist visa costs under $100 AUD; however the exact price depends on your length of stay.

The Vietnamese government may consider waiving visas for Australian citizens, especially since many other SEA countries have done so such as Indonesia and Thailand .

However, at the time of writing, Forbes Advisor Australia has confirmed that Australian citizens must still obtain a visa to visit Vietnam for tourism purposes.

The exact inclusions of your travel insurance will be dependent on your personal policy and the provider.

However, generally speaking, you can expect a travel insurance policy for Vietnam to offer some level of cover for:

  • Medical expenses;
  • Lost, damaged or stolen luggage;
  • Travel cancellations or delays ;
  • Personal liability;
  • Credit card fraud;
  • Covid-19 expenses;

If you are partaking in certain sports and activities, you will need to make sure that you choose a policy that covers them. You’ll also need to make sure that your policy covers any pre-existing medical conditions as well.

Plus, if you are travelling with valuables, you may wish to opt for a policy that lets you increase the protection cover on your items.

Ultimately, you need to consider what your trip consists of, what you will be taking with you, and your physical health to establish what policies would be appropriate for you.

Does Travel Insurance Cover The Ha-Giang Loop?

Considered one of the most scenic motorcycle routes in the world, the Ha-Giang Loop is a popular tourist activity in Vietnam for adventurous travellers. If the Ha-Giang Loop is one of your goals, you’ll need to make sure you have travel insurance that covers motorcycling.

Occasionally a policy may include this as one of their included ‘sports and activities’, but it is more often the case that you will need to purchase an additional ‘adventure pack’ that is either specific to, or includes, motorsports.

Even so, when purchasing an additional pack to cover motorbikes, you need to be cautious of the conditions. For example, some policies will only cover motorcycle riding if the bike you are riding has an engine under a certain size.

Often, coverage will cease and claims won’t be accepted if you haven’t been wearing the correct safety equipment such as boots and a helmet, or have been under the influence of drugs and alcohol.

Your travel insurance policy may exclude some activities that you wish to partake in, unless you can opt-in to purchase an additional adventure pack as explained above in regards to motorbike riding.

Commonly, however, you won’t be covered for instances where you:

  • Break the law;
  • Are under the influence of alcohol or drugs;
  • Partake in an excluded activity;
  • Receive medical treatment for a pre-existing condition that was not disclosed;
  • Travel to a ‘Do Not Travel’ destination as outlined by Smarttraveller.

As always, it is essential to read the product disclosure statement (PDS) of your travel insurance policy carefully to understand what you will and won’t be covered for while overseas.

Do I need a visa to travel to Vietnam?

Yes, as of April 2024, Australian tourists still need a visa to travel to Vietnam. This visa can be obtained on arrival, or purchased online prior to travel. The visa takes approximately three days to process online, and the cost depends on how long you intend to stay in the country.
