Ex-motel gets new mission: Helping the homeless

A public-private partnership has transformed a former motel in downtown Las Vegas into transitional housing.

An old motel in downtown Las Vegas is getting a new lease on life.

The former Safari Motel on East Fremont Street has been turned into bridge housing for people experiencing homelessness.

A ribbon-cutting ceremony was held Thursday morning for the site, which has been rechristened as a BETterment Community through a public-private partnership between Clark County, the City of Las Vegas, private companies and the nonprofit U.S. Vets.

The BETterment facility — BET stands for “bridge, employment and training” — will provide housing for up to 90 days for up to 50 people at a time, along with services such as counseling and employment assistance.

“This is the beginning of, I hope, a brighter path and a continued journey for both the city and county in finding much-needed resources, support systems and amazing people to make sure that they instill the hope in individuals who have lost that hope,” Las Vegas Councilwoman Olivia Diaz said at the ceremony.

U.S. Vets will operate the program, which is modeled on a similar one it provides for veterans.

County Commissioner William McCurdy II said officials are hoping to duplicate the model at other sites across the county.

“Truly, this is a major investment into solving what is a growing issue in not only Clark County, but within urban areas all across the nation,” McCurdy said. “This is one model that I believe will help to solve that problem, to decrease those numbers and really get people back on the path to self-sustainability.”

Clark County has earmarked $4 million to fund the BETterment program over the next two years. Officials say it could be extended by another three years.

Built in 1956, the Safari had fallen on hard times in recent years. After a maintenance man was fatally shot there in 2016, and Las Vegas police officers served four drug search warrants in early 2017, a judge allowed the city to close the motel in the fall of 2017.

Clark County transforming downtown Las Vegas motel into homeless housing

LAS VEGAS, Nev. (FOX5) - Clark County is calling it the BETterment program also known as the bridge employment training program. It aims to get people into some housing and back on their feet again.

3,900 people who are experiencing homelessness in Clark County are currently on the county’s waitlist to get into some housing.

The BETterment program is one initiative the county is launching to help with the demand.

“So we can get those folks that are on our community que and get them into a place where they can stay where they know they can be safe,” said Michelle Fuller-Hallauer with the social services department for Clark County.

The bridge program will house 50 people for up to 90 days. That totals out to 200 people per year.

Not just anyone who is experiencing homelessness will qualify for the program. County representatives said they will be accepting people into the program who have fewer barriers.

“In many cases, they might have not been homeless for as long as some people, they might not have a severe mental illness, they might not have as severe substance use issues,” said Fuller-Hallauer.

The program will provide more than just a place for the homeless to stay.

“It is going to be therapeutic services, it is going to be a community that is focused on case management, workforce development, training and really just wrap-around services to get people ready to be in their own home,” said the US Vets program coordinator, Haley Exon.

We asked the county if people will be able to use drugs while in the program.

“We use a housing first philosophy so folks won’t necessarily have to be clean coming in but the folks here will work with folks to make good choices and help folks identify what is best for them,” said Fuller-Hallauer.

Clark County social services will be using $2.3 million from its AB309 funds which is your tax dollars to fund the program.

To get into the program, people go through an online application process and then be put on a waitlist.

County representatives said they are hoping to have people moved into the housing and start the program within the next 6 months.

Plans emerge for Las Vegas’ tallest resort on former waterpark site

A team of Las Vegas real estate developers is planning to build what could be the city’s tallest resort on the 27-acre site that formerly held the Wet ‘n Wild waterpark and for years was targeted for Jackie Robinson’s All Net Arena project.

LVXP, described as a Las Vegas-based real estate development company, plans a multibillion-dollar 2,500-room ultraluxury resort anchored by a state-of-the-art NBA-ready arena.

The three LVXP principals — CEO James Frasure Jr., Chief of Staff Christine Richards and Chief Construction Officer Nick Tomasino — are all long-time Las Vegas residents. LVXP’s leadership team and advisers includes experts in real estate, finance, marketing, technology, sports and entertainment.

“We are the antithesis of the previous project,” Frasure said in an exclusive interview with the Las Vegas Review-Journal. “We are pulling together the best talent in the valley, such as Nick and some other people that we have worked with and the plan is to make this a success quickly and impactful for the whole valley.”

Resort to feature arena

Frasure said the resort would include an arena with 18,500 to 20,000 seats for entertainment and sports, rooms with technological advancements currently used in overseas resorts, a casino, convention facilities, a retail plaza and food outlets that would spotlight Las Vegas restaurateurs. A subterranean parking facility is planned.

He said the as yet unnamed resort would be the city’s first seven-star property.

Developers said the project, which would prioritize sustainable development and green initiatives led by world-class construction partners, is expected to create thousands of jobs, employ union labor, and generate substantial revenue for the local economy.

“This is a well-conceived project that has the potential to transform a valuable undeveloped land parcel into a highly productive destination that contributes meaningful long-term value to the community and visitors alike,” Clark County Commission Chairman Tick Segerblom said in a release announcing the project.

Frasure said he has met with management of the property’s Strip neighbor, Fontainebleau, currently the tallest of the Strip resorts.

Frasure did not disclose the name of the hotel operator with which he is negotiating, nor the development and building costs for the project.

The company also looks to dust off Federal Aviation Administration approvals granted in 2008 allowing construction up to just under 1,200 feet.

The nearby Strat tower is the tallest structure west of the Mississippi River at 1,149 feet.

“I’ve been here for 31 years and we view this as us having a responsibility to fulfill a project for the community because it is something that affects the whole valley. So it’s very Las Vegas-driven,” Frasure said.

Other partners

Richards joined the company three months ago and made her mark in Las Vegas for more than two decades as a professional dancer and choreographer with the “Raiding the Rock Vault” production show at the Strip’s Hard Rock Cafe. She also had sales roles in the beverage and cannabis industries rising to leadership and management positions over 15 years, according to her LinkedIn profile.

After design and management roles with MGM Resorts International’s design team and with The Howard Hughes Corp., Tomasino spent more than five years as senior vice president of construction for Sphere Entertainment Co., directing development of the Sphere.

Frasure has had a long-time relationship with the Lowden family, former owner of the Sahara and the acreage south of it, and when Clark County would not extend permits to Robinson for the All Net Arena, he negotiated acquiring the land.

He said that process was completed in January and he cleared all liens to be able to present his concepts to the county.

He said he intends to submit permitting requests to Clark County by July and is hopeful to receive all permissions and permitting by August to break ground on the project late this year or in early 2025.

“Our commitment is to create a destination that captures the essence of Las Vegas and provides lasting benefits for the community,” Frasure said. “For me, this endeavor is more than a project — it’s a promise to uphold the spirit of innovation and enthusiasm that defines our local culture.”

Steelman to design

One of the first negotiations he made was with Las Vegas-based Steelman Partners, which has designed casino-resorts worldwide.

Among Steelman’s projects were Circa in downtown Las Vegas, Crockfords resort at Resorts World Las Vegas on the Strip, the Darling Resort and Casino on Australia’s Gold Coast, and The Grand Resort and Casino on the Ho Tram Strip in Vietnam.

“As we begin shaping the next chapter of Las Vegas, I’m thrilled to lead the design for LVXP, a pioneering venture merging cutting-edge artificial intelligence with personalized guest experiences,” Paul Steelman, CEO of Steelman Partners, said in a release.

“Collaborating with the LVXP team energizes my creative spirit, as together, we strive to craft a landmark that not only redefines the city’s skyline but also pays homage to its architectural legacy,” he said. “With every detail, we aim to transcend boundaries and immerse guests in a tailored reality, setting a new standard for hospitality and entertainment in Las Vegas.”

Steelman said it is too early to provide any design renderings of the project.

Seven-star resort

While TripAdvisor says there is no such thing as a seven-star resort — five is the maximum number given — some resorts in other parts of the world claim seven-star status.

To demonstrate the level of opulence it has, the Burj al Arab in Dubai calls itself the only seven-star resort in the world to communicate to guests its over-the-top luxury.

9 Reasons You Won’t Recognize Las Vegas on Your Next Trip

LAS VEGAS—The most common refrain you'll hear from anyone who’s been to Las Vegas—besides “what happens there stays there”—is how it’s nothing like it used to be.

Vegas has been evolving since the very first pair of dice rolled down a craps table like desert tumbleweed. And it just keeps changing, so much so that it’s virtually impossible for a Vegas experience to repeat itself.

Just since my visit in February, I can count on two hands the restaurants and bars that have opened, and at least one iconic resort, Tropicana, has closed. Vegas is the Snapchat of destinations; as soon as you create a memory there, it vanishes.

Here are some things to know about everything that’s new in Vegas.

A glowing orb recently popped up on the Las Vegas skyline. Getting inside should be high on your list.

Las Vegas Rent Decreasing

The Sphere is an immersive concert arena with a 160,000-square-foot LED screen. It opened last year with a series of U2 concerts, with tickets hovering in the thousands of dollars. This weekend’s Phish shows and next month’s Dead & Co. residency are hot tickets, too.

There’s another way to experience the world’s largest spherical structure and what might be the highest-resolution screen of all time: Buy a $79-$119 ticket to the Sphere Experience. Once inside you can interact with AI talking robots, grab a drink and take a seat in the theater for a visually stunning film by Darren Aronofsky, “Postcard From Earth.” You'll feel the wind in your hair as you soar over mountains, go on safari and hurtle toward outer space. (Really, there’s a wind machine.)

It took two decades to build, but the Fontainebleau finally opened its ornate doors in December. The tallest resort on the Strip gleams inside and out. With more than 30 bars and restaurants, loads of public art and high-end shopping, you could almost forget that it’s a casino-hotel at its core.

Across the street you'll also find Resorts World Las Vegas. This collection of three Hilton brands under one roof—and several intriguing eateries, including an Asian food hall—opened in 2021 and still feels shiny and new, with a sprawling pool complex.

A 20-minute drive from the Strip, the desert-chic Durango opened at the end of last year. The main draw is the midcentury-modern casino floor, but there’s also a handful of upscale restaurants and a high-end food hall, plus a tasteful pool area.

The days of flashing neon marquees, cave-like casinos and stale-cigarette-scented carpets are in the past. Las Vegas’ newest resorts are clean, airy and fresh, and don’t try to trick you into forgetting what time it is. The Fontainebleau installed its casino in an atrium under 42-foot ceilings, bucking the convention that gamblers will play longer if the space feels small and intimate.

At the Durango, the casino is surrounded by floor-to-ceiling windows and indoor-outdoor dining spaces. Flooding the slots with natural light might not sound that remarkable, but in Las Vegas, it is.

Mandalay Bay is updating its rooms and adding adult-only mini-golf. Rio is undergoing a $350 million renovation; so far its exterior has been wrapped in programmable LED lighting, and it has added a food hall. The volcano show on the front lawn of the Mirage is about to be replaced with a guitar-shaped tower to represent new owner Hard Rock International.

Downtown, the Plaza Hotel & Casino’s iconic twinkling facade was transformed last summer into the circular Carousel Bar, an outdoor cocktail lounge with tiki-style drinks and retro touches, along with outdoor video poker machines. The Plaza also unveiled a nonsmoking and “social media-friendly” gaming space.

The 2,500-square-foot zone features selfie-bait backdrops and, most important, a separate air filtration system. (On the Strip, the only completely smoke-free casino resort is the Park MGM.)

Millennials and Gen-Z'ers don’t spend as much time or money at the slots and tables. That doesn’t mean they don’t gamble; it just looks different, with more app-based options. Casinos are getting in on the action with mobile apps and sports betting.

Expect casino resorts to roll out more diverse amenities, from high-end bars and bowling alleys to ever-more-elaborate pool complexes and throwback musical acts.

This year’s lineup for Fontainebleau’s new 3,800-seat theater is tinged with ‘90s nostalgia, with Third Eye Blind, Hootie & the Blowfish and the Smashing Pumpkins. Kylie Minogue is in residency at the Venetian; Blink-182 and Jodeci are playing Vegas this summer; and My Chemical Romance and Fall Out Boy co-headline October’s When We Were Young festival. Of course, if Wayne Newton, Donny Osmond, Rod Stewart or Barry Manilow are more your jam, they’re all in residency, too.

Check out one of these new venues attributed to A-listers. Blake Shelton just opened a honkytonk, Ole Red. Bruno Mars is behind the cocktail lounge Pinky Ring at the Bellagio. An “immersive art experience,” Shaq’s Fantasy Lab opened last fall, courtesy of the basketball star. And Van Halen’s Sammy Hagar will launch Sammy’s Island poolside at Palms next month.

If you thought Vegas was the epicenter of fine dining because of Wolfgang Puck, then you’re due for another visit. While celebrity chefs are prolific on the Strip, some of the buzziest restaurants of the moment don’t even belong to Food Network stars. Those would be Los Angeles chef Evan Funke’s Mother Wolf, the famed Brooklyn steakhouse Peter Luger, Texas-based fast-food chain Whataburger, and Florentine sandwich shop All'Antico Vinaio.

Buffets have been sidelined by globe-spanning food halls. Resorts World’s Famous Foods imports Michelin-recognized Ah Chun Shandong Dumpling from Hong Kong and Boon Tong Kee’s Hainanese chicken rice from Singapore. Get Korean fried chicken from Seoul Bird at Proper Eats Food Hall at Aria, and mezcal cocktails from Ghost Donkey in the Cosmopolitan’s Block 16 food hall. Grab a vodka slice from Prince Street Pizza in the Durango’s Eat Your Heart Out hall. And at the new Sundry food hall, sample dhaba-style dishes, tacos, hand rolls and fried chicken from award-winning California chefs.

No Minnesota chefs, as far as we can tell, have opened their own concepts on the Strip—yet. But Minnesotans will find another way to get a taste of home: snow and ice.

Yes, cold plunges are all the rage in spas everywhere. But a snow shower was something I wasn’t expecting. Fontainebleau’s Lapis Spa has a 14-degree flurry-making machine in one of several rooms themed to natural elements. The Qua Baths & Spa at Caesars has an Arctic Ice room.

Meanwhile, there are a number of “ice bars” on the strip, where you‘ll don a parka, cuddle up on a fur blanket and take shots from ice glasses on skis. When the Las Vegas summer reaches triple-digit temps, that’s where I’ll be.
